I
never took vocal or instrument lessons while I was growing up, but that probably would have been different had Sessions Music existed during that time. Set foot in a Sessions Music’’s Sugar Land Town Square Office, and it’s apparent that this is Music Education for the 21st Century. Sessions’ third location opened in Sugar Land, in late January. From those interested in playing in a band to songwriters honing their craft to youngsters learning about instruments for the first time, Sessions Music truly has something for everyone. If it had been around in my day, I may have been a contestant on The Voice or touring with the Zac Brown Band. My daydreams aside, it is a great place for the musically-inclined or those wishing to become musically-inclined. It’s always great to see new businesses sprout up in Fort Bend County, and it isn’t by coincidence that there are so many of them choose to set up shop here. Fort Bend County offers a great climate for business with a diverse customer base. With March now in full swing, hopefully the weather will remain consistently beautiful and the bluebonnets will be in bloom. Let’s enjoy Texas Independence, College Basketball and the Houston Rodeo, before we delve into April. Sincerely, Michael

Amy Mitchell seeks Re-election for Sugar Land City Council, District 3
A
my Mitchell recently announced that she is seeking re-election to Sugar Land City Council in the May 9, 2015 General Election. Ms. Mitchell is currently serving her second term on City Council representing District 3. She is a 20-year resident of Sugar Land and a well-known attorney, long recognized for her dedication to community service. During her tenure on City Council, Ms. Mitchell served on several City of Sugar Land committees including: the Finance Committee, the Intergovernmental Relations Committee, Compensation Committee and the Economic Development Committee. Her responsibilities on these committees included effectuating a financial policy for the city of Sugar Land, helping to develop and decide on legislative policies and initiatives, ensuring that public safety personnel were adequately and appropriately compensated and helping to ensure the design of Texas Instruments building and the Performing Arts Center met the high standards set by Sugar Land. Ms. Mitchell set her goal to protect the citizens of Sugar Land and was one of the strongest proponents of making EMS services a part of what Sugar Land now offers its citizens. During her tenure on City Council, Constellation Field, Texas Instruments, the Sugar Land Fire Station 7 opened, the Sugar Land EMS program began, numerous medical facilities were built and/or expanded including Memorial Hermann Sugar Land and Methodist Hospital, and participated in helping to make the University of Houston Campus another major campus. Ms. Mitchell also represented residents of District 3 at numerous official city functions, from the grand openings of Sugar Land Fire Station 7 and Constellation Field, the ground breaking for the Ace Performing Arts Center and Memorial Hermann Sugar Land, and
numerous regional chamber and infrastructure events. Ms. Mitchell was also honored to participate in a wide range of community events including emceeing the Annual Dragon Boat Races and the Aga Amy Mitchell Khan Partnership Walk and Golf Tournaments. As a community leader, Ms. Mitchell remains active with a number of community organizations including, the Sugar Land Exchange Club (past President and Board Member), Sugar Land Citizens Police Academy, Sugar Land Citizens Fire Academy, Sugar Land 101, and Sugar Land Rotary. Ms. Mitchell is an active member of both the Fort Bend Chamber of Commerce and the Central Fort Bend Chamber Alliance and serves on the Advisory Board of Memorial Hermann Sugar Land. Ms. Mitchell remains a strong advocate for the many educational institutions in Fort Bend. Recently, Ms. Mitchell played a key role as a vocal advocate for keeping Colony Bend Elementary School open. Additionally, Ms. Mitchell regularly volunteers her time to local schools, from making career day presentations at First Colony Middle School, to being an awards presenter at Clements High School, to teaching mediation and litigation skills at the University of Houston Law Center. Prior to serving on City Council, Ms. Mitchell founded Mitchell and Duff, LLC, one of the first female owned law firms in Fort Bend County. Ms. Mitchell has been practicing law for almost 30 years and has been recognized by judges and lawyers who participated in awarding her the highest ranking for her preeminent ethical standards and legal work. Additionally, she was
appointed by the State Bar of Texas to serve on the 5A Grievance Committee of the State Bar to oversee the conduct of lawyers in Fort Bend and surrounding areas to uphold the highest ethical standards in the legal profession. Ms. Mitchell was also honored by her peers on the 5A committee when they elected Ms. Mitchell to the maximum term of service for a member of the committee. Council Member Mitchell states, “Serving on the City Council has been an honor and privilege. My experience and respect for this community has enabled me to work tirelessly on behalf of Sugar Land and District 3. Each decision I am asked to make on behalf of District 3 and the city are weighed heavily and I do my best to make a decision that is the most beneficial for the city to continue as one of America’s best places to live now and in the future. What does your risk meter read?
I
n my experience, the question of how much risk to take confuses most people. While, pre-retirees and retirees in general are very conservative, they tend to feel pressure, perhaps from the media or from family members or peers with whom they speak, that they need to take more risk to make sure that their money lasts. This is understandable as the financial world, in an effort to combat decreasing interest rates and volatility in the stock market, has begun to revise its own well-established principles. But, at Roberts Wealth Management, we feel that it’s important to stick to the basics. A carefully crafted retirement income plan should be built to help you weather any economy. One of these well-established principles that’s now being “revised” is the Rule of 100. Basically this rule states that 100 minus your age, as a general rule, equals the maximum percentage of assets that you should have “at risk.” When we say “at risk,” we mean any instrument that could lose value. Some common examples are stocks, bonds and mutual funds. Let’s take an example and assume that the average age of our client couple is 62. For that couple, 100-62= 48%. This particular couple should not have more than 48% at risk in investments that could lose money. The rule seems simple, right? What we’ve found is that most people get confused as to what investments are “free from market risk.” For example, this couple might understand that they should have 62% of their assets free from market risk, but they are often uncertain exactly which assets are free
from market risk. So, here are the financial tools that can be considered to offer a level of protection from market losses – CDs, many governmentissued securities, fixed annuities and fixed index annuities (also known as “hybrid” annuities). What each of these tools have in common is that you are not subject to losses due to market fluctuations. Kalsi Engineering endows professorship at the University of Houston
T
he current issue of the University of Houston “Momentum” magazine announces a new endowed professorship in the mechanical engineering department that is sponsored by Mr. and Mrs. M.S. Kalsi of Kalsi Engineering, Inc. The “Dr. Manmohan Singh Kalsi and Dr. Marie-Luise Schubert Kalsi Endowed Professorship” was established in 2014 in honor of Professor Gabriel Fazekas. M.S. Kalsi was accepted at the Punjab University College of Engineering in Chandigarh, India at age 16, graduating with a B.S. in Mechanical Engineering in 1967. He came to the United States to pursue his graduate studies, and chose the University of Houston after considering offers from several other universities. Professor Gabriel Fazekas had an outsized influence on Dr. Kalsi’s graduate studies, and eventual career path. A Hungarian by birth, Fazekas was educated in Switzerland. Prior to teaching at the University of Houston, he worked for many years in industry, including service as the chief engineer of several large corporations. This extensive industrial experience is what made Fazekas such an outstanding professor of mechanical engineering. Kalsi’s first class with Fazekas was titled the “Mechanics of Friction, Lubrication, and Wear”—a course that has had a lasting impact on Kalsi’s professional trajectory in the realm of valve engineering. While Fazekas was the chief engineer at American Machine and Foundry in 1957, he experimented with the idea of using an O-ring in a slanted groove to produce a hydrodynamic rotary seal. The core idea was to use the slant to force a lubricant film into the dynamic sealing interface in response to rotation. Although the experiments were unsuccessful, Fazekas believed that success could be achieved if better design parameters could be selected through more advanced analytical work. This analytical work, and follow-up testing, is the master’s thesis challenge Kalsi accepted from Fazekas. After creating a one dimensional elasto-hydrodynamic model and using it to predict performance, Kalsi was able to select seal design parameters that provided stable hydrodynamic performance, even at higher speeds and pressures. After finishing his master’s degree in 1970, Kalsi began a career in industry with a major valve manufacturer. Although working full time, he went back to the University of March 2015 H Fort Bend / Katy Business Journal

Houston to pursue his Ph.D., choosing more intensive research in the field of hydrodynamic rotary seals as his dissertation. His co-advisors were Professors Fazekas and Patrick Hedgecox. Part of the research involved study of the hydrodynamic lubrication mechanism using an optical interference technique that allowed direct observation and measurement of interfacial film thickness. As a result of this fundamental research, which provided much greater insight into the operation of a hydrodynamic seal, non-dimensional equations were developed that predict minimum film thickness, coefficient of friction, and leakage of a slanted seal. During Kalsi’s time at the University of Houston, Fazekas challenged him to find a way to apply the knowledge he had gained to create a commercial rotary seal product line. Kalsi founded his own consulting engineering business in 1978, just three years after completing his Ph.D. Before long, he learned of the need for improved rotary seals in the oilfield drilling industry, and conducted tests that led to a commercially successful line of hydrodynamic rotary seals. The research that Professor Fazekas inspired continues to this day, providing continual improvements to our rotary seal product line. Without the world-class education provided by the University of Houston, and the guidance and inspiration provided by Professor Fazekas, Kalsi may have never gone on to found a successful engineering firm—and he certainly wouldn’t have become enamored with the field of rotary sealing. This new endowed professorship is a way of saying thank you, to both the university and Professor Fazekas.

rader Joe’s, a unique, neighborhood grocery store with foods and beverages from the exotic to the basic, celebrated its grand opening last month. The celebration included food demonstrations, live music, and more. The store will be open from 8 a.m. until 9 p.m. daily and will offer wine and beer as well as groceries. The Katy store is located in the La Centerra at Cinco Ranch plaza at 2717 Commercial Center Blvd., Suite 100, and is about 9,600 square feet. he Magnetic Resonance Imaging (MRI) Unit at Memorial Hermann Katy Hospital has been awarded a three-year renewal of its accreditation by the American College of Radiology (ACR). MRI uses a magnetic field and radio waves to produce clear, detailed pictures of organs and other structures inside the body. It provides visual information about soft tissue that cannot be obtained from X-rays or other types of scans. Because it can detect changes in normal tissue structure, MRI is most useful in providing information about inflammation, infection, tumors and injury. It can also help diagnose conditions that affect blood flow. “Memorial Hermann Katy Hospital is pleased to be recognized again by the American College of Radiology,” said Jim Parisi, chief executive officer of Memorial Hermann Katy. “Such a distinction demonstrates our commitment to providing the highest quality of care and safety to our patients.” The ACR gold seal of accreditation represents the highest level of image quality and patient safety. It is awarded only to facilities meeting ACR Practice Guidelines and Technical Standards after a peer-review evaluation by board-certified physicians and medical physicists who are experts in the field. Image quality, personnel qualifications, adequacy of facility equipment, quality control procedures, and quality assurance programs are assessed. Rosenberg City council member Dwayne Grigar announces Candidacy for Rosenberg Mayor
T
welve-year Rosenberg City Council incumbent Dwayne Grigar announced today his desire to continue his service to the citizens of Rosenberg by filing for Mayor. “Since I began my service as a member of Rosenberg City Council twelve years ago, Rosenberg has benefitted from enormous growth, only matched by the enormous potential that the future holds for our City,” said Grigar. “As mayor, my plan is to continue to work on economic development and infrastructure to insure that Rosenberg will live up to its potential for years to come.” During his tenure on Council, Grigar supported economic development initiatives that have brought new business to Rosenberg including Brazos Town Center, Aldi USA and Si Environmental Water Services Company. Grigar also voted in favor of signing the Memorandum of Understanding with Paragon Outlet Partners to develop a 400,000 square foot outlet mall scheduled to break ground in 2015 in addition to the two business parks
currently in development. “Bringing new business opportunities to Rosenberg brings jobs to our City,” said Grigar. “Rosenberg is a prime location for expanding businesses. We have a qualified work force, available land tracts and because of the I-69 designation, accessibility. As mayor, I will continue to work on bringing economic opportunities to our citizens.” Providing tax relief through the initiation of a homestead exemption for Rosenberg citizens is another Grigar’s priorities. “Rosenberg has been fortunate to bring new businesses contributing new revenue to the City,” said Grigar. “Now, we need to focus on relieving our homeowner’s tax burdens with homestead exemptions.” Grigar cited his record on supporting new infrastructure plans and his pledge to continue his efforts to prepare Rosenberg’s aging infrastructure for future population. He supported the Brazosport Water Authority (BWA) agreement that secured the delivery of three million gallons of treated surface water a day for the City by building a 32-mile water line. “Having a sustainable water supply is
crucial for our City. In order to be prepared for our future growth, we must have a long-term, sustainable supply of water that we can depend on.” Raised in Rosenberg, Grigar has served on multiple community Dwayne Grigar organizations include the Rosenberg Planning Commission, Rosenberg Development Corporation, Rosenberg Tax Increment Reinvestment Zone #1 Board, and the Rosenberg Professional Services/Engineering Project Review Committee. He and his wife, Sharon Blinka, reside in Rosenberg with their daughter, Colbee. “The future of Rosenberg is now,” said Grigar. “By maintaining – and growing – our economy and putting needed infrastructure projects as a priority, Rosenberg will be ready for the future, a future filled with prosperity and success. As mayor of Rosenberg, I will be committed to preparing our City for success.”

Top Honor For Fort Bend County Fair Susan Sillavan-Forbes named Fair Manager of the Year
F
ort Bend County Fair Manager, Susan Sillavan-Forbes has been named 2015 Fair Manager of the year by the Texas Association of Fairs and Events (TAF&E) at their annual convention and trade show on January 10th. As fair manager, Sillavan-Forbes has overseen the operation and successes of the fair for the past 6 years. This impressive honor is given to the person who demonstrated superior leadership and professional achievement from among a statewide market of fairs, festivals and events, including the San Antonio Stock Show and Rodeo, RodeoHouston and Rodeo Austin. Sillavan-Forbes is a fair industry veteran with nearly 20 years of experience. She is coming off the most successful year the Fort Bend County Fair has hosted. 2014 was record breaking in several facets including attendance exceeding 200,000 fair-goers, generated revenue and the cumulative auction monies surpassing the 2 million dollar mark. “2014 was an outstanding year for us,” boasts Sillavan-Forbes. “I am deeply grateful by the recognition; from my peers

Her fingerprints of her year-round hard work are evident during the fair’s 10-day run. Spreading awareness of the Fort Bend County Fair Association and their mission to raise monies for scholarships is a continued effort of Sillavan-Forbes; she has coordinated and added several fair sponsored events throughout the year. A Crawfish Boil, Go Tejano fundraising dance, Boots & Buckles on The Bay Fishing Tournament and the Downtown Stomp (wine event in historic downtown Rosenberg) are events that the community can enjoy during the year and show their support for the county’s youth. “I worked with an incredible staff, the best volunteers and a supportive board; that really makes my job that much easier to do and to accomplish what I set out to do,” admits
Sillavan-Forbes. TAF&E, formed in 1926 and exists to help promote the value and importance of fairs, festivals and special events. The TAF&E inspires the leadership, creates agriculture and education opportunities, and develops strategies and techniques that enhance and advance the fair and special events industry. Sillavan-Forbes joins a long list of influential industry experts who have earned this coveted recognition. Sillavan-Forbes recently married her longtime beau, Shane Forbes and again earned the affectionate title of “Gigi” on the birth of her 6th grandchild. She is already in the works for the 2015 fair, lining up entertainment, adding events and as she says, “making 2015 bigger and better.” The Fort Bend County Fair returns on September 25 to October 4, 2015.

he Fort Bend County Museum will host its largest and most important fundraiser, Lone Star Stomp, at 6:30 pm, Saturday, April 18, at the George Ranch Historical Park arena. Lone Star Stomp: Tall Texas Tales will feature silent and live auctions, great food and drinks, interactive history demonstrations, and music from the Grammy nominated band The Texas Gypsies. This year’s Master of Ceremonies is Cowboy Dave, weekday evening 100.3 The Bull radio host. President of Hartman Newspapers, L.P., Bill Hartman, and his wife Laura, will serve as Honorary Chairs for the Lone Star Stomp. Sessions Music makes Sugar Land sound sweeter

T
he sweet sounds of musical instruments and vocalists honing their craft will soon be commonplace in Fort Bend
County. Sugar Land Town Square Plaza is the location of the third and newest Sessions Music, a music education company dedicated to teaching everything from singing and playing to music therapy, all to individuals ranging from six months to 70+ years old. “Music is such a personal experience — music education should be as well,” Sessions Music VP/GM, Gretchen Rau said. Sessions is the brainchild of Jon Silberman, a giant in the Commercial Real Estate business who enjoys being a drummer in his free time. Silberman, a strong believer in music education, wanted to create a studentfriendly program where those interested in honing their music skills could enjoy themselves in a fun, engaging environment.
There are eight lesson rooms and two group rooms all of which are state-of-theart, including security cameras in each room. Silberman opened Sessions’ first location at Town & Country in the Memorial area in June 2011 and then a second one at Bellaire Blvd and Stella Link in Houston in October 2013. The Sugar Land location opened in late January. Rau has opened each of the three locations. The long-term goal is to open about 10 locations throughout Greater Houston and then to go national. Sugar Land has always been in Sessions’ plans. “It was always a no brainer for us— the timing came down to real estate availability,” Rau said. “There are so many people here who believe in music education.” Students can take individual and group lessons. Bands that are established can receive guidance at Sessions Music, but Sessions also puts together bands if individual students request it. “We do audition prep and track student progress to make sure they’re enjoying what they’re doing,” Rau said. Students are placed together by their age range and skill level. There is a certified Music Therapist on staff and each of Sessions’ rooms is equipped with Apple computers that have Garage Band recording capabilities. Fort Bend / Katy Business Journal H March 2015
There are a total of 12 full-time staff members across the company but as many as 30 part-time instructors who discovered Sessions through word of mouth. All of the employees, full-time and part-time, go through extensive background checks. “Some of our instructors are professional gig musicians,” Rau said. The Kindermusik curriculum puts children as young as infants and toddlers together, so they can begin to be around music, thus gaining an appreciation for it. There are two levels of the Lil’ Rockers program. Which introduces elementary school-aged children to a wide variety of modern music instruments. After graduating from Lil’ Rockers II, the students can choose to specialize in a certain area. Continues...

Adults who attend classes at Sessions Music are usually either looking to reintroduce themselves to an instrument they played many years ago, or they’re focusing on learning how to play a new one. Songwriters who hone their skills eventually have the opportunity to record the tunes that they pen. The other two locations have a combined 575 students, and Sugar Land expects to have approximately 200 students within the next few months. Sessions has created partnerships with the Shepherd School of Music at Rice University and the Moore School of Music at the University of Houston and has worked with Sam Houston State’s Music Therapy Program. Sessions also establishes partnerships with local school districts and looks forward to working with Fort Bend ISD, along with private schools, daycares and churches. “Many public schools don’t have Fine Arts budgets like they once did,” Rau said. “We hope to fill the gap and partner with local schools.” Every Sessions student has monthly performance opportunities. Past concert sites have been at Discovery Green and Town & Country Center. Sessions’ future plans include a Music Scholarship program and an Instrument Donation program where people in the community can donate their used instruments. Sessions’ hours are noon to 8 p.m. Monday through Friday, 9 a.m.-6 p.m. on Saturday and noon to 5 p.m. on Sunday. In-Home lessons are also available.

First free standing Emergency Room in Sugar Land celebrates eighth anniversary On February 23rd St. Michael’s Emergency Rooms will celebrate the eight year anniversary of the date they treated their first patient. As Sugar Land’s first 24 hour freestanding ER, St. Michael’s has a range of amenities including nine exam rooms (including specially designated pediatric rooms) an onsite X-ray, Ultrasound and CT, an on-site diagnostic lab and a team of ER-trained doctors, nurses and technicians (including pediatric themed rooms, a sports room, and a HarleyDavidson room), a treatment suite for observation, and a waiting room. Dr. Shannon Orsak and his brother Brian opened the first St. Michael’s Emergency Room in 2007. Dr. Orsak says, “I knew the kind of place I’d want to bring my own family and that’s the kind of patient-centered ER we created at St. Michael’s. We handpicked our

or stressed by their ER experience.” Since the opening of the original facility, St. Michael’s Emergency Rooms has opened additional locations in Houston and Spring. In 2013 the Sugar Land location was expanded from 5500 square feet to approximately 10000 square feet. St. Michael’s is one of the few licensed, free-standing ER facilities with Joint Commission Accreditation, ACR certified radiology suites, and CLIA certified labs. “We credit our growth to the quality of care we offer, our attention to customer service, and the relationship we’ve built with the community,” says Dr. Orsak. St. Michael’s Emergency Rooms actively supports local sports teams, youth organizations, and school events, charities and philanthropic agencies in the community.
Sugar Land receives clean Audit A recent external audit of Sugar Land’s financial records for fiscal year 2014 (Oct.1, 2013, through Sept. 30, 2014) received the highest level of assurance. Whitley Penn, LLP, served as the City’s external audit firm. According to the audit report, known as the Comprehensive Annual Financial Report (CAFR), the City of Sugar Land’s economy continued to experience steady growth, as evidenced by an increase in net assets of $25.2 million. Other economic highlights cited in the report follow: • Net property values grew 5.7 percent to $10.3 billion, an increase of $557 million over 2012 values. New development accounted for $124 million of the increase, while existing property grew by $433 million. • New commercial construction permitted values totaled $144 million, an increase of $91.5 million from the prior year for taxable projects. • A total of 1.27 million square feet of commercial value were permitted for construction during the year. • The City ended the year even better

than anticipated, with sales tax revenues totaling $49.15 million compared to $44.96 million in the prior year, a 9 percent increase. The CAFR credited the City’s Financial Management Policy Statements for establishing a framework for long-term decision-making to ensure financial resources are available to meet the present and future needs of citizens. One example was the bond election in November 2013 when voters authorized $31.5 million in general obligation bonds for parkland improvements at Brazos River Park, an adjacent festival site and nearly 10 miles of hike and bike trails and bridges throughout the City. According to the report, the policy statements combined with long-range financial planning ensure prudent budgeting and fiscal health. One benefit of this is reflected in the City’s strong AAA bond rating. Audit results typically include recommendations - known as management comments - for improvements to policies and procedures that will enhance the internal control structure of the City. There were no rec-

ommendations this year. “We are proud of the fact that Sugar Land received an unmodified or ‘clean’ opinion with no management comments again this year,” said City Manager Allen Bogard. “The completion of this audit without any comments is a reflection of sound financial management and provides the highest level of integrity for our citizens. I am proud of all of our staff members who contribute to this accomplishment.” Receiving a clean audit signifies that the City has shown management control of the City’s finances through policies and procedures and has a solid understanding of its financial transactions and is able to provide financial summaries that are accurate and reliable. The external audit is required by the City’s charter and state law. It is an important tool to ensure transparency and maintain the public’s trust that City resources are being used effectively and efficiently. Breastfeeding program honored Memorial Hermann Katy Hospital Again Awarded Texas Ten Step Designation For the fourth time in a row, Memorial Hermann Katy Hospital has received certification as a Texas Ten Step Facility by the Texas Hospital Association and the Texas Department of State Health Services. The Texas Ten Step Program encourages breastfeeding as the preferred method of nutrition for newborns and infants. “Research indicates that breastfeeding not only provides all the nutrients a newborn baby needs to thrive, but also protects the baby from illness. It’s also really beneficial to

In addition to aesthetic updates in the current hospital, construction on a new sixstory patient tower is well underway. Scheduled to open in Summer 2015, the new patient tower will add additional capacity in multiple units, including women’s services. lix Brewhouse™, the world’s only combination first-run cinema and dine-in microbrewery, will become lead entertainment anchor at The Crossing at Telfair in Sugar Land, Scott Weaver of developer Rubicon Realty Group announced today. “We set out to bring a novel entertainment concept to the area and are thrilled to have Flix Brewhouse bring their unique brand of cinema dining to The Crossing at Telfair. Flix is both cutting-edge and family-friendly and will be a landmark destination at Telfair, whether patrons are going to the movies or not,” Weaver added. Flix currently has locations in Round Rock – north of Austin, and in Des Moines, Iowa. The Crossing at Telfair, at the southwest corner of Texas 6 and U.S. 90, features a new H-E-B superstore, a Hilton Garden Inn, Cheddar’s, Bombay Pizza, Chuy’s and a growing roster of other retailers. Hampton Inn and Embassy Suites are two additional hospitality providers committed to The Crossing at Telfair soon to commence construction.
