Q&A with Sheriff Bill Waybourn The Republican sheriff is seeking his first reelection. E D W A R D

Tarrant County voters will decide the winners of several county seats during the November 3 general election. Arguably the most closely watched county race is between Sheriff Bill Waybourn, who took office in 2017, and his opponent, Fort Worth police department captain Vance Keyes. Two weeks ago, we published responses to questions that we had forwarded to Keyes (“Q&A with Sheriff Candidate Vance Keyes,” July 2). This week, we focus on Waybourn. A U.S. Air Force veteran, he became the youngest police chief in Texas in 1981 when he was promoted to that top rank in the Dalworthington Gardens police department, where his career spanned 31 years. We sent both candidates similar questions, some of which refer to the county’s 287(g) program — the voluntary pact with Immigration and Customs Enforcement (ICE) that Waybourn brought to Tarrant County shortly after taking office. Through the program, certain jailors can place detainers (temporary holds) on inmates who are not in the country legally. Upon release from jail, the inmates are

Police Group Snubs Meeting with Protesters

Members of the Fort Worth Black Law Enforcement Officers Association may be confused about why they canceled Saturday’s meeting with local protest leaders. That would explain the conflicting reasons the association gave protest organizers Nysse Nelson and Shana Moore for calling off the forum. Just hours before the long-scheduled meeting at Mount Rose Missionary Baptist Church, one association member told Moore that his group would not attend because of the potential presence of the church’s pastor, Kyev Tatum, who is a vocal critic of police shootings of unarmed Black men and women.

What was your reaction to the 287(g) renewal vote? I was disappointed that the vote was along party lines. I believe the data was clear that the program is efficient and effective. I hope that the commissioners court will work with me to educate the community about the program instead of giving a voice to the opponents of the program who are driving an inaccurate fear in the community. What are the reasons for supporting the 287(g) agreement? This program is an effective tool for enforcement of the laws of the United States and the State of Texas. Our program focuses on people who come in the brick and mortar of our jails, which frees up officers from having to concern themselves with possible immigration issues. Furthermore, the last time we reviewed the inmates with a 287(g) hold, it showed over 70% were considered repeat offenders. Our job as law enforcement officers is to protect the community we serve, and this program is a tool we can use to effectively take repeat offenders off the streets, which makes our community safer. What are your top priorities if reelected Sheriff? First, we are currently working on a mental health diversion center. This would allow us to take people who would benefit from mental health care out of our jail and place them in an environment that would help get them the care they need. Secondly, I hope to bring to fruition a complete reentry program that starts within the jail and partners with private companies and “With the history our department and most Black officers have had with him, we don’t feel his involvement will bring a positive outcome,” the text message read. Hours later, the association cited a different reason for canceling the event. Via a Facebook message, the group said, “Within hours of the event, [a social media post] was brought to our attention. The board of directors concluded that it would be in the best interest of the association to regretfully decline the invitation.” The message did not elaborate on the nature of the social media post. Moore and Nelson said Fort Worth police department leadership probably heard about the meeting and ordered members of the Black officers association to concoct a reason (or, better yet, two) for canceling. The original plan, Nelson said, was to bring members

Thirdly, work to create a use of force laboratory that allows our officers and deputies to train on de-escalation strategies and real-life scenarios, allowing our Sheriff ’s Office team to keep calm in tense situations. Lastly, implement a strategy based on third-party staffing studies to gain the staff and equipment needed to meet the needs of our community and provide servant leadership to all of Tarrant County. What areas of the sheriff ’s office still need improving? We are still very behind on providing technology to all areas of our office. We are working to develop a Jail Management System and hope to implement it in April of 2021. Our current system dates back to at least the 1980s, and an upgrade is very much needed. We are also implementing of the local Black community into discussions with police officers of color with the goal of building trust between civilians and police. A scheduled Q&A session would have allowed teenagers and adults to ask questions like, “How should I behave while being questioned by a police officer?” Giving conflicting reasons for canceling the meeting “proves officers lie on their reports,” Nelson said. “You have lost our trust. I speak for all of [Fort Worth’s protest movement]. We don’t trust you, and we don’t respect you. We are going forward with our plans for reforms.” The plans include supporting reformminded candidates for local offices, fundraising for a mental health crisis center, eliminating Fort Worth school district’s security contract with local police, and redistributing tax dollars toward jail diversion programs, among other goals that

What is your impression of the protests that focus on criminal justice reform? While criminal justice is always evolving, there is a frustration that [things] have been slow to change. I understand that and am willing to work together to help shape criminal justice. However, that message is being lost due to the protests that have turned violent. We must also work together to address core issues that have led people into the criminal justice system. Editor’s note: Although sometimes disruptive, Fort Worth’s protests have been free of the looting and riots that have characterized protests in large cities like Washington, D.C., and Portland. Are you satisfied with the performance of the Tarrant County District Attorney’s Office? The district attorney has worked hand in hand with me to bring about some incredible changes to the criminal justice system here in Tarrant County. One of the major changes that we have worked together to put in place is central magistration. This monumental overhaul of our criminal justice system has brought about the fairest and most consistent bonds in the history of Tarrant County. We have also worked together on issues such as the Innocence Project and on mental health reform, which includes diversion options. Recently during the pandemic, we worked to release first-time misalign with the Black Lives Matter movement. Moore said the public snub sends a clear message to a community that she said is already reticent to trust police officers. “We already do not trust them at all,” she said, adding she would not call the police if experiencing an emergency. The meeting was the police’s “opportunity to build that bridge back.” Moore and Nelson said protest groups Enough Is Enough, 1LOVE Fort Worth, and others will continue to engage with the community to further the goals of the Black Lives Matter movement here in Fort Worth. When asked for comment, the association referred to its Facebook statement, which concluded: “We are deeply saddened by any convenience this may have caused.” –– Edward Brown

Have there been any missteps during your first term that you would like to improve upon? I first came into office with a vision of creating change. There are things that did not develop as fast as I thought they should have because of county bureaucracy. One example of this would be a badly needed staffing study has taken three years to get off the ground. We have implemented nearly 160 changes that were needed in this office. The other regret I have is not implementing the programs involving the community we have put in place sooner than what we did. Last year, we had our first ever Christmas for the Kids of the Incarcerated. Our department partnered with churches and local community groups to provide children of inmates in our facility or [others] who have been recently released Christmas presents. It showed those children the humanity of law enforcement officers.

Describe how you would work with the county commissioners, the DA’s office, and Fort Worth officials to communicate your goals. I have shown how to do that over the last four years. I have built a strong relationship with those groups as well as the other municipalities inside Tarrant County. At least once a year, I conduct a mission briefing highlighting an intelligence update and mission-critical areas of the office to the county judge and each commissioner.

There are calls for “defunding the police,” which, in practice, would include sheriffs. What does that term mean to you? Since the early 1960s, we have seen more and more pushed into the law enforcement job description. It is not a question of if law enforcement could handle these things [but rather that] society has pushed it onto law enforcement. It’s what I refer to as providing the best social service after 5 p.m. The two main issues that arise from defunding police are: A comprehensive plan to replace operational units must be established and (if law enforcement budgets are cut) changes made to the statutory requirements of law enforcement officers.

Build it, and they will come” is definitely true now as people are coming –– by the thousands –– not to see a baseball game but to tour a magnificent, state-of-the art, climatecontrol structure that many are calling “The Eighth Wonder of the World.” It is Globe Life Field, the new home of the Texas Rangers, and it opened its gates for First Look Tours in June. For me, it meant going back to work as I began my fourth year as a stadium tour guide. It was a day many of us tour guides had been anxiously awaiting. I now know how players feel on Opening Day, as I experienced a little anxiety and nervousness prior to giving my first public tour of the new stadium. I had my cheat notes at the ready for quick glances. As a tour guide, one has to guard against giving erroneous information. Joining me on this history-making tour of the Rangers’ new home were the Rangers’ photographer, the club’s videographer, and the team mascot, Rangers Captain. Tour coordinator Michelle Robinson

has instructed us to make our tours educational, enjoyable, and entertaining. “We want our tours to be a memorable experience for our guests, so they will come back and also tell their friends about their tour experience.” All of my fellow tour guides certainly try to do that. The more than two dozen other tour guides and I received extensive training in May going over the routes and script and familiarizing ourselves with the huge seven-level facility that encompasses 1.8 million square feet. There are also some strict restrictions that have been put in place because of the COVID-19 pandemic. All tickets must be purchased online. Tickets for First Look Tours are $25 for adults and $15 for children (ages 4-14), and children under 36 inches are admitted free. Before entering the gates, each person has their temperature checked and is given a cloth face covering with the Globe Life Field logo in front. The Rangers are adhering to guidelines from the Centers for Disease Control and Prevention urging social

distancing. Each tour guide must wear a protective face covering and avoid any physical contact with guests. These strict guidelines have not deterred fans as they anxiously await their first look at this modern marvel of a stadium. They enter Globe Life Field

“Rangers fans have waited a long time for this. We are honored to host them on our tours and share in their excitement when they step inside for the first time.”

One of the first things guests see as they walk in is a series of displays honoring the team’s legendary players and historical moments. There are sculptured displays of the players’ jerseys whose numbers have been retired –– Nolan Ryan, Ivan Rodriguez, Johnny Oates, Adrian Beltre, and Michael Young. There are also two displays of the team’s joyous celebrations after winning the American League championships in 2010 and 2011. I congratulated my group, informing them that they were making history by being the first folks to take a public tour of Globe Life Field. Once inside, guests quickly experience a comfortable 72 degrees throughout the stadium. I mentioned that when the final out was recorded at Globe Life Park on Sept. 29, 2019, the temperature on the scoreboard read 94 degrees. It would be the last time the Rangers would play their home games in 90-degree temperatures. It would also be the last time Rangers fans would endure sauna-like conditions watching their home team play. As the tour began, I gave the group a history of the Rangers franchise and home parks. The team moved to Arlington in

1972 from Washington, D.C., where they were the Washington Senators. Moving down here, they couldn’t really be the Texas Senators, so they named themselves after the Texas law enforcement agency. They played in an old minor league park known as Turnpike Stadium, which was the home of the Dallas-Fort Worth Spurs. The stadium was upgraded to bring it up to Major League standards and renamed Arlington Stadium. The team played there for 21 years. We were walking across the sky bridge on the upper concourse in left field when I pointed out that the arches and bricks along the corridor are a tribute to Globe Life Park, where the team played 26 seasons. The historic park was the site of two World Series, dozens of postseason games, and an All-Star game. Globe Life Park was also the site of a perfect game, when Kenny Rogers retired all 27 batters in order against the Anaheim Angels in 1994. We then stopped at the Karbach Brewing Sky Porch, sure to be one of the most popular sitting areas of the ballpark as it features some very comfortable rockers. “It’s like watching the game from your back-porch rocking chair,” said one guest. It was in this setting that I talked about Globe Life Field, the Rangers’ third home. Groundbreaking for the new park took place on Sept. 28, 2017, with construction beginning the following week. More than 11,000 people worked on

the project throughout the construction period. The price tag for this marvelous wonder was $1.2 billion. “I guess one can say we are keeping up with the Joneses next door,” I told the group. Some interesting facts and figures about the park: It is located on 13 acres of land and has a seating capacity of 40,300. Seventy percent of the seats are between the foul poles on the home plate side of the field. The seats are two inches wider than the ones in Globe Life Park. The field is 50 feet below street level. There are seven levels, 13 escalators, 54 elevators, 1,450 TV monitors, 20 bars, 11 kitchens, dozens of concession stands, and, perhaps most

importantly, 1,100 toilets/urinals. However, everyone wanted to know about the roof. As they came in, the first thing many of them did was look up at the

roof and stare in amazement. It is certainly a sight to see –– both from the outside and from the inside. The retractable roof, which opens from east to west, spans about 5.5 acres and weighs 24 million pounds. It is the largest single-panel retractable roof in North America, proving that everything is bigger in Texas. From second base to the top of the roof is 210 feet, 6 inches. Last year, Joey Gallo hit the highest pop fly at Globe Life Park. It was measured at 207 feet high. While it is unlikely that a batted ball will hit the roof of Globe Life Field, Major League Baseball and the Rangers have discussed the ground rules should that occur.

It takes about 12 to 15 minutes to open the roof, as it moves about 39 feet per minute. To open the roof requires only the push of a single button located at the command center. The operator must keep his finger on the button during the entire process. If the finger comes off the button, the roof is programmed to automatically stop. There are some spotters along the rails to ensure that no objects such as pigeon nests or other obstacles derail the roof ’s movement. “Please don’t push any buttons you may see along the tour route,” I jokingly said. “You may open the roof.” Prior to the game, it is the Rangers’ decision to have the roof opened or closed. Once the game starts, it then becomes the umpire’s decision. The roof can be opened only once per game and only at the end of an inning. As we walked along the concourse, some folks expressed heartbreak at seeing all the empty concession stands, eateries, and premium dining areas. “This is just sad,” I heard one woman tell her husband. “Just think of all the money that’s being lost by not having games.” The tour includes a visit to one of the radio broadcast booths. There are 11 of them. I made a comment to one of the youngsters on the tour that if he wanted to be a sports broadcaster or a sportswriter when he grows up, he would have one of the best seats in the house. “I’m going to be a baseball player,” he said, “and will be down on the field, not up here.” “Go for it,” I said. While in the booth, I talked about the field and its dimensions. The infield is dirt, the warning track is crushed brick, and the rest of the field is synthetic grass. I noted that the decision to go with turf was based on extensive research, including a kinesiology study with Auburn University

Also postponed was the Willie Nelson/Chris Stapleton concert, which was scheduled to be the first public event at Globe Life Field. Instead, the first public event was a high school graduation ceremony that took place on May 29. It was the first of nearly 60 high school graduation ceremonies that have taken place in June and July. More than 60,000 high school seniors have received their diplomas at home plate. One of the graduates, a softball player disappointed that her senior season was cut short because of the pandemic, slid into home plate to receive her diploma. While we congratulate the 2020 graduates, we anxiously await the start of the baseball season. As Rangers vice president for communications John Blake said about this delay, “It’s like getting a nice Christmas present and then being told you can’t use it until months later.” Well, it’s now time to use that present, as Major League Baseball announced the 2020 baseball schedule last week. The Rangers are set to play the first regular season game ever at Globe Life Field on Friday, July 24, at 7:05 p.m. against the Colorado Rockies. The Rangers will open the 60-game shortened season with a fivegame homestand: three games against the Rockies and two games against the Arizona Diamondbacks. Until further notice, no fans will be allowed at these games as a precaution because of the pandemic. Even so, “Batter up!” Ozzie Garza, who serves as a Globe Life Field tour guide, has been writing about the Rangers for more than 20 years. He is a frequent contributor to the Fort Worth Weekly. l

is about an acre in size. It is the largest clubhouse in Major League baseball. The hour-long tour went pretty fast, and we walked about 3,000 steps. I did have to take a peek at my cheat notes when I was asked the size of the two giant video boards. The one in right field is 150 feet by 58 feet. The left field one is 120 feet by 40 feet. I also informed my group that only two things were brought to the new stadium from Globe Life Park: home plate and the out-of-town scoreboard. Then I noticed Rangers Captain pointing at himself. “Actually, three things,” I said. “Rangers Captain also came here from the old ballpark.” He then gave me a thumbs up. Following the tour, I was asked how the players feel about their new home. Earlier this year I talked to some of the players about Globe Life Field. Rangers catcher Robinson Chirinos, who played in a climate-control stadium last year in Houston, is glad to once again be playing his home games in an indoor stadium. “It really makes a big difference,” he said. “When I played here, it would take my body two to three days to recover from the heat. It was tough. Don’t have to worry about that now.” Newly acquired Rangers third baseman Todd Frazier is also looking forward to playing in the new climatecontrol stadium. “It seems that every time we came here to play the Rangers, it would be one of the hottest days of the year,” he said. “It was miserable. That won’t be the case this year, and I’m excited about it.” Other players have also been impressed by their new home. “It’s awesome,” said Nick Solak, the Rangers’ 2019 rookie of the year. “I’m

During the tour, there were a few players on the field taking batting practice. I asked the group to tell me who hit the first home run in Globe Life Field. “Gallo,” “Choo,” “Odor,” came the reply. “Nobody,” I said. “They haven’t played a game yet.” There was still more to see, so we headed down to the Lexus Club on the field level behind home plate and went to one of the home plate suites. “If you want to be on national TV, this is the place to sit,” I said. “From here, you are actually closer to the batter than the pitcher is.” In addition to visiting some of the other suites and clubs, we went to the visitors’ clubhouse, where we saw the dressing room and batting cage. To get there, we went to the tunnel, which is big enough to accommodate an 18-wheeler, making it easier to load and unload all of the team’s equipment before and after every trip. Because some of the Rangers were on the field at the time, my tour group was not allowed to visit the home clubhouse, which

definitely looking forward to playing here.” Earlier this year, Solak and teammates Willie Calhoun, Jose Treviño, and Joey Gallo took some batting practice on the field, hitting a few balls into the outfield stands. “Really looking forward to hitting in this ballpark,” Gallo said. Also looking forward to hitting in the new home park is the Rangers’ potential lead-off hitter, Shin-Soo Choo. When asked if he was ready to make history by becoming the first player to hit a home run in the new park, he said he has definitely thought about it. “Normally,” he said, “I go up there trying to get on base and see as many pitches as I can, but, hey, if the pitch is there, I’ll swing for the fences.” Last November, baseball commissioner Rob Manfred toured the construction site and was truly impressed by what he saw. He hinted that Globe Life Field could very well host an All-Star game in the foreseeable future. “Usually, when we have a community like Arlington that has stepped forward, supported a development like this, we try to bring an All-Star game there relatively proximate to the opening,” Manfred said, “so, without making a commitment, I think that is reasonable to assume.” Meanwhile, dozens of home games have been postponed so far. Among them were series against the Yankees, Red Sox, Angels, Astros, and the World Series Champions, the Washington Nationals. All premium games that would have certainly sold out.

that focused extensively on player safety and optimal performance. The Rangers opted for a dual-fiber turf system, which uses a natural sustainable infill called Geofill. Made of coconut husks and fiber, it requires much less watering than natural grass. Another unique feature is the retractable pitcher’s mound. This gives flexibility to use the stadium for other activities outside baseball that require a flat surface. I talked about the fence distances, which have been designed to honor the five Rangers whose numbers have been retired by the club. They also represent some historic numbers in the history of the franchise. The left-field line is 329 feet (Adrian Beltre’s No. 29). The leftfield power alley is 372 feet (the Rangers’ first year in Arlington, 1972). Centerfield straightaway is 407 feet (Ivan Rodriguez’ No. 7). The deepest distance of the park (both left and right of straightaway centerfield) is 410 feet (Michael Young’s No. 10). The right-field power alley is 374 feet (The Turnaround Gang, who went from 57 to 84 wins in 1974). The rightfield line is 326 feet (Johnny Oates’ No. 26). In addition, there is a distance marker in left field at 334 feet from home plate to recognize Nolan Ryan’s No. 34. The distance from home plate straight back to the wall of the field-level suites is 42 feet, which honors Jackie Robinson’s No. 42. Also, Globe Life Field’s address is 734 Stadium Drive in honor of the Rangers’ two National Baseball Hall of Famers: Ivan Rodriguez (No. 7) and Nolan Ryan (No. 34).

ART Black Buildings Matter

As the city considers “defunding” the police, efforts must be made to save historic structures in mostly minority neighborhoods.

A coalition of organizations seeking to redefine city funding and the meaning of public safety may want to look to the past for answers. A 2003 report prepared by consultants for Fort Worth City Council may have not foreseen the movement to “defund” the police. In fact, the report by Memphis-based Looney Ricks Kiss was just a critical examination of historic preservation policies chock full of wonky suggestions such as reforming the city’s Landmarks Commission and offering tax incentives for rehabilitating buildings. Yet two suggestions stand out for being particularly prescient for this moment. The first criticized the use of public funds to tear down crime-ridden commercial and residential buildings deemed “crack houses.” Funding for the commercial demolition program ended the year the report was issued and for the residential program in 2007. No data show whether funds were used to demolish historic buildings in the name of crime prevention, but the million-plus taxpayer dollars dedicated to the demolition –– and not retention –– of certain structures is still problematic. Which makes a second suggestion in the 2003 report timely. In the official

county history book, the Tarrant County Historic Resources Survey, the city’s story –– compiled from oral histories, deed records, and photographs –– lacked diversity. To rectify this, the report says, “The diversity of the community’s history is part of what makes such a compelling story, so future interpretation should emphasize that point.” The takeaway was that the city’s book must include the stories of marginalized communities and their buildings. While community members have actively though unevenly added diverse ethnic oral histories to the city’s archives in the downtown library, the official push for a more diverse narrative has lagged. That shows in overall process of determining what is and isn’t historic, which should be inclusive, ongoing, and community-driven. Currently, that diverse history is not preserved in the way of other structures and

even whole neighborhoods. The process for identifying historic sites has also largely fell on private citizens and groups like Historic Fort Worth, a nonprofit that promotes awareness, education, and stewardship of the city’s history. Among the few historically Black buildings on Historic Fort Worth’s most endangered places list is the Wayside Church of Christ and God. Shaped like a crucifix, the Gothic church is the last remaining structure from the historic Trezevant Addition on the Near Southside, but its location, tucked behind the rapidly expanding Hospital District, puts it at risk for development. Just as bad, Wayside is only visible from Rosedale Avenue going west and accessible through a series of back roads. There’s also the yellow brick Grand High Court of Heroines of Jericho, one of my favorite buildings in the city. It’s home to a women’s community service and social club. It also just has character.

With wide-eyed front-facing windows and small semicircle entrance in between, it looks a little bit like a peering cat. That small entrance, with its door oddly on the left side, also resembles the White House. There are plenty of other endangered historic Black sites not on the list, however. On Houghton Avenue, in the historic Como neighborhood, the gigantic Pleasant Mount Gilead Baptist Church, built in 1953, and the shotgun Jubilee Temple CME Church, built in 1962, are in an area eyed by developers for renovation. In the most egregious example of a historic Black neighborhood’s neglect is Mosier Valley. Straddling the line between Fort Worth and Euless, it was one of the first towns in Texas where freed slaves settled. Six years ago, Fort Worth announced funding for a sorely needed park commemorating Mosier Valley’s importance to the city’s Black history. During the six years since construction began, the amount of industrial permits in that area that have been issued have outweighed progress on the park. (Perhaps the city should consider calling it “Mosier Valley Industrial Park.”) In another instance, when Fort Worth officials tried to preserve history, they backtracked. In 2007, the Stop 6 neighborhood was designated a historic district, which comes with a 10-year tax break for rehabilitated buildings. In 2016, the council dedesignated the historic district, the first time the city has done so. The argument for removing the designation was that the district prevented economic development. Councilmember Gyna Bivens, who grew up in the neighborhood, spearheaded the push. She has been an advocate for development for the long-neglected district, bridging the multiple disparities between Stop 6 and similar neighborhoods. Compared to the far better off neighborhoods in the city, she has a point. She’s fast-tracked the efforts, and it’s shown: Brush and trash have been removed, and building permits are up. Good. But if removing a historic designation is what it takes for long anticipated development, then that shows a historically Black neighborhood was not a priority and that historic preservation is truly a white man’s game. That’s the fault of a city, not a neighborhood. Funding the promotion of and preservation of Black spaces is one way of reimagining public safety budgets. As Fort Worth looks to reshape itself, the city must reckon with its past and how it determines whose history is worthy of preservation. That hopefully means also prioritizing our outdated, exclusionary approach to historic preservation and public safety. l

With a new stadium comes new concession food items. Stadium chefs recently showcased this year’s delicacies to the media. This annual media event is one of the most popular ones for us media members because it involves food tasting. It’s a tough assignment, but someone has to do it. For many Rangers fans, it will be a “wow” moment. They will have some fantastic dining options to look forward to at Globe Life Field. There’s the Rattler, the Stack, the Grit Dog, brisket eggrolls, and the vegan mac ’n’ cheese, in addition to traditional baseball food, mainly hot dogs and nachos. The stadium will also sell food from Golden Chick and Pluckers Wing Bar and shaved ice from Bahama Buck’s. For years, the Rangers’ concession company, Delaware North, has come up with some of the most unusual cuisines that have included the Fowl Pole, the

Other new concession items not featured on media day include the Philly Cheesesteak, Philly Fries, Reuben sandwich, scooped ice cream sandwich, fresh Carvery sandwich, State Fair funnel cake, and smothered biscuit sliders. While there’s no telling when fans will be able to indulge in the stadium’s new culinary offerings, the players will be hitting the field soon. The Rangers are set to play the first regular season game ever at Globe Life Field on Friday, July 24, at 7:05 p.m. against the Colorado Rockies. The Rangers will open the 60-game shortened season with a five-game homestand: three games against the Rockies and two games against the Arizona Diamondbacks. The food-tasting media event took place the morning of March 11. That afternoon, the stadium opened its doors to Arlington residents and season ticket holders. Thousands took advantage of the opportunity to visit and tour the Rangers’ new home. Public stadium tours were scheduled to start on March 17 but were moved to June because of the pandemic. To protect fans and the community from the coronavirus outbreak, Rangers officials heeded the advice of the Centers for Disease Control and Prevention that has led to the postponement or cancellation of large public gatherings at Globe Life Field. l Ozzie Garza, who serves as a Globe Life Field tour guide, has been writing about the Rangers for more than 20 years. Chris Watson is sort of rebranding himself. After playing the North Texas circuit for most of his professional life as bandleader of the soulful nine-piece the Chris Watson Band, he’s now fronting the Retrophonics, a jazzy trio whose debut recording, a selftitled EP, came out in May. Before the global pandemic, the group had played a few crowded rooms and received a good response, said keyboardist/ bassist Watson, which encouraged him and his bandmates –– drummer Luke Callaway and guitarist Camden Gonzales

HearSay I don’t know who needs to hear this, but I’ve been listening to an incredible noise album that just came out and that a former Fort Worth guy played drums on. As if the world doesn’t make your skin crawl enough, Spirit Boxer, Vol. 1: After Thoughts on Westward Expansion is here to set you on frickin’ edge, bro. The upshot is that it’s decidedly good medicine. Even before the pandemic sent us all to our rooms without dessert, I had been groovin’ and smoothin’ along in a sort of Lotus-like daze, waking up with Pat Metheny, drinking beers after work with The Who and Zeppelin, chillin’ at the inflatable pool out back with Chicago and Steely Dan, reading or writing late into the night with Rush, early Genesis, and Floyd. Like my midsection, my ears had become soft, softer than a Metheny/ Mehldau duet. The world was just too impossible to bear, and I longed for the warm, snuggly arms of my childhood soundtrack. Spirit Boxer, Vol. 1 woke me the hell up. There’s no way to classify the album other than by modifiers like “abrasive,” “disorienting,” and “kinda spooky.” And “loud.” Really loud. The former Fort Worth guy is Rickey Wayne Kinney,

known around here as the one-man electronic noise project Squanto, who relocated to Kansas City a year or two ago. Kinney plays drums –– more like “plays free-jazz piano with sticks on drums” –– as engineer Gavin Neves tackles guitar and vocals. Like literally. Looping screeches and riffs, he’s a virtuoso in reverse. A guitar isn’t just for nice little plucks and strums and comfy little chords. In Neves’ hands, it’s an assault weapon. As Kinney does everything possible to avoid maintaining any sort of time signature –– bashing, smashing, and rolling –– Neves forces from his mere six strings gurgling, squealing, crunchy, buzzing chainsaw sounds. His vocals are sort of sidewalk preacher-y, which only adds to the discombobulating, warped, the-endis-nigh vibe. “Understandably, it’s not the easiest listen,” Kinney said, “but there’s points on Vol. 1 that come together in a very impressive and exciting manner, in my opinion.” Kinney and Neves are two-thirds of HXXS, a popular KC experimental project rounded out by vocalist/violinist/ producer Jeannie Colleene. As “Vol. 1” indicates, the album is the first of an “ongoing mixtape” curated by HXXS which will feature improvised music by a “revolving door” of musicians. “Everything is raw, and nothing is

–– to release the recording. The tracks are pretty steamy. The ballads “Beautiful,” “Just for Tonight,” and “Stay the Night” reflect what Watson calls a romantic theme. The other two songs –– the instrumentals “Lucky Penny” and “Cornbread” –– are scorchers with horns and are kind of Stevie Wonder-esque. Watson started out on the North Texas scene as a teenager, playing alongside his father, Wallace Watson, and his The Up All Night Blues Band. Some of the first stages Watson ever stepped foot on are Keys Lounge in the Fort and Dallas’ Hole in the Wall. Now 34, the multi-instrumentalist/ singer-songwriter has played guitar with country superstar Pat Green and traveled the globe with Robert Randolph & The Family Band. The Retrophonics’ 21 minute-long EP has a distinct retro feel and also a lot of joy. “Looking back at my other records,” Watson said, “almost all of them have been about heartbreak, breakups, and were angry types of songs until now.” What changed was that Watson fell in love. He’s about to get married in September. Watson engineered, produced, and mastered the record at his home studio in Fort Worth. The initial day of live tracking was done with the help of singersongwriter Ryan Tharp at his Fort Worth home studio for Watson to be able to perform without tracking and engineering his work at the same time. Once all the

raw live tracks were downloaded to a hard drive, Watson added the final touches at his studio. Only one of the tracks did not involve the band’s current lineup. “Cornbread,” with saxophones, trumpet, and trombone, is a Chris Watson Band song, the songwriter said. “The Chris Watson Band lasted for 10 years,” he said. “It ran its course, but ‘Cornbread’ … was recorded two years ago.” The playing on the record has a positive, uplifting energy and focuses on fiery solos, with 19-year-old guitarist Gonzales leading the way. Watson said prepared,” HXXS says. “As time goes on, the quality will change.” Kinney left Fort Worth for KC “for a soul journey,” he said, and specifically to play drums for HXXS. The three musicians were ready to embark on a month-long tour starting in Texas before the lockdown. Their first album as a trio, How the West Was Won, came out in June. It’s just as stark and aggressive as Spirit Boxer, Vol. 1. At the same time Kinney and Neves were working on How the West Was Won, they were churning out improvised material straight to a “worn-out” singlechannel tape player from RadioShack, Kinney said, mostly as documentation. “We started to get really ‘clean’ and interesting recordings after a while and decided eventually to record something in the same improvised way and release it, so we spent about a week or so last month tracking everything.” When “songs” develop in the recordings, “it’s entirely organic,” Kinney said. “It’s in the spirit of free jazz and experimental electronic noise.” Kinney is still working hard, on Squanto and himself. “It’s been a very long and tough road,” he said. “Things weren’t easy before I left [Fort Worth], and they haven’t gotten any easier. They’ve actually gotten tougher, and the road has grown even longer, so the

Gonzales has an ear for melody, which goes together with Watson’s keys and Calloway’s drums in much the same way. Watson’s bandmates take the pressure off his double task of playing keys and bass at the same time. “We are always creatively pushing and pulling on songs,” Watson said. “I’m lucky to have such talented band members. This album is probably the best piece of music I’ve ever put out.” Calloway’s drums keep the pace fast and vibrant, and it goes together well with Watson’s keys, bass, and high, sweet, soulful voice. “You and I should take our time tonight,” he sings on “Stay the Night.” “Tell me won’t you stay the night / I want to hold you in my arms, oh, won’t you stay the night? / There’s room in my bed, and I can’t sleep without you, baby, in my arms / Won’t you stay the night?” Watson chose not to adopt a solo moniker for his latest project out of respect for the contributions of his bandmates. For now, Watson has been gigging as often as he can with just him and an acoustic guitar. “During the first month of the pandemic, playing live feeds and working for tips on social media, I had a solid outpour of people that contributed their support,” he said. “When the time comes and venues get back to normal, I plan on releasing the tracks to radio stations.” And playing full-band gigs. l journey continues, and I continue to walk.” Kinney expects to release new Squanto material this fall. Before that, he and Neves will release Vol. 2 of Spirit Boxer. They recorded it over the last couple of weeks on a Tascam Model 12 mixer, which records straight to the channels, so “it’s really great for capturing a live performance,” Kinney said. The duo is whittling down about six hours of material into about 60 minutes. Vol. 2, he continued, which will be of a “higher sonic quality” because of the Tascam, will also feature Colleene on synth and vocals. Neves is mixing and mastering the album now. Vol. 2, Kinney said, “is set to be even better” than Vol. 1. Squanto and, by extension, HXXS is the opposite of warm and snuggly. It’s cold and spiky, and it’s great for trailblazing new neural pathways in your brain pieces. For most normal people. Another part of my childhood involved lifting Sears weights to Sun Ra and Sun Ship-era Coltrane. (It’s as ridiculously sad and dorky as it sounds.)
