This month we learned who is really fighting for the environment

This month, I’ve been fighting for our region’s health services, raising the issue of child poverty, working on the Tobacco & Vapes Bill committee, and championing the environment. On so many important environmental issues the Labour government and Conservatives have teamed up to block Liberal Democrat measures.

I joined my Liberal Democrat colleagues in Parliament to stand up to water company bosses. You should not be expected to pay up for their bonuses whilst they fail to meet their environmental obligations. We urgently need a fair deal that prioritises people and the environment above the bonuses of Southern Water bosses. For too long they have been able to get away with financial mismanagement knowing hardworking people will be expected to pick up the tab. The other parties blocked our amendment for now, but I’ll not give up fighting for justice when it comes to water and sewage.

We also saw a new set of announcements from the Chancellor pushing through development of a third runway at Heathrow, which flies in the face of our climate ambitions. This all feels like another desperate attempt to achieve growth and any other priority, like climate change and our environment, have been thrown out the window. We should be investing in the renewables sector and turning it into a growth opportunity. I reject this idea that we must make a choice between our economy and the environment and I hope the chancellor realises that soon.

Barely a week in parliament goes by when I’m not fighting for our health services. I had the opportunity to challenge the Prime Minister once again on the state of our health services at Prime Minister’s Questions. Years of underinvestment and unsafe staffing levels in maternity have resulted in the NHS paying an astonishing £1.15 billion every year in compensation due to avoidable life-changing injuries, so I pushed the government to make improving our maternity wards in Winchester and across the whole country a priority for investment.

Back at home I’ve been on a mission to visit every state school across Winchester and the Meon Valley. I recently visited Itchen Abbas Primary School and met with staff and pupils from Kings and The Henry Beaufort. We discussed smoking and vapes and I was really impressed with their thoughtful consideration on the issue and wide level of support for cracking down on companies advertising vapes to children and young people. Though they might not be old enough to vote just yet, I believe it’s important to listen to young people and take their views into account when we debate and vote in parliament on issues that affect them so strongly.

Art Society Seeks New Treasurer

Colin Scott-Morton is stepping down as Treasurer of The Alresford Art Society after six years in the role and the search is on to find his replacement.

“Basically, if you can count to ten, use Excel without crying, and don’t mind paying bills, you’re hired,” says Colin. “It takes about 2-3 hours a week, except for our year-end (31st December) and our exhibition, which is in July.”

“You don’t need to be an artist either,” says Colin. “I can’t tell one end of a paint brush from the other, and there’s no requirement to attend members monthly meetings, as long as you can make the occasional committee.”

No accounting qualification is required for the role and Colin will be staying on the committee after the AGM in April so he’ll be on hand to answer any questions.

“Life gets busy around the Society’s annual exhibition when hopefully members will sell lots of paintings,” says President Sue Gentry. “We are very grateful for Colin’s tenure as Treasurer. He is always calm and unruffled. We have valued his advice, and are delighted that he’s staying on the committee.”

Southern Voices concert season to begin in March 2025

This concert takes them to a new level and into a new chapter with emphasis on performing challenging and original programmes, placing them firmly as one of Winchester’s best chamber choirs.

Experience the scenic Italian countryside on charity cycle ride

If you’re a keen cyclist looking for your next challenge, one local charity has just the adventure for you.

Winchester Hospice has announced it will be heading to Italy and cycling from Venice to Rome, all to raise important funds to support their work caring for local people with life-limiting illnesses.

Jo Westerman, fundraising officer at Winchester Hospice, said; “This trip promises to be something you’ll never forget with over 600km of beautiful Italian countryside covered between these two famous cities. There will be some tough days with some long rides, but it’ll all take place in wonderful surroundings, and you’ll be challenging yourself all in the name of supporting our work caring for local people.”

The charity has partnered with experienced cycling adventure providers Love Velo which has planned every part of the trip, meaning you’re just left to book your place, make sure your bike is in good working order, and enjoy the challenge.

The group will gather in Venice on 5 October and set off on their epic five-day journey, cycling up to 170km a day, towards the Italian capital, Rome. They’ll stay off the beaten track and immerse themselves in local communities, enjoying traditional food and surroundings.

The challenge is tough, and the charity recommends that those taking part are experienced at cycling on roads for long periods. All participants will be asked to cover their own fees for taking part and raise a minimum of £1,000 for Winchester Hospice.

Beast

to the East Cycle Sportive in the Meon Valley

Our hugely popular sportive, ‘Beast to the East’ is a spectacular yet challenging cycle event across the Meon Valley. With 4 distances now available, including the addition of a fantastic 100 mile route, there is something for everyone. The Meon Valley and South Downs National Park have some of the best cycling routes in the South! All routes are fully marked and marshalled, with our renowned fully stocked aid stations and a fabulous bespoke medal. Amazing scenery awaits you round every turn, the only choice is……which distance?

All routes start from Swanmore and head out towards Hampton Hill, Beacon Hill and Old Winchester Hill, where you can enjoy spectacular views across the beautiful rolling countryside. The medium, long and epic routes head up the renowned Butser Hill, lots of out-the-saddle climbing here but the sight of the sea and the panoramic views at the top make this totally worth it! You then head over to Rowlands Castle with the medium route looping back via South Harting and the long and epic routes heading on towards Glorious Goodwood, returning via the South Downs National Park.

Participants will be set off in waves, with riders departing between 8am and 8:30am.

Mandatory Kit

You must have with you: A Helmet, Spare inner tube(s), Small pump/gas and Tyre levers. As weather is changeable, especially in winter, riders are advised to also wear (and carry) appropriate clothing for the conditions.

We also strongly advise riders to download the GPX file of the route onto a wearable watch or mobile device. Although this is a marked course event, arrows can be tampered with, so a good understanding of the route is advisable.

Last month our NGS Chief Executive, George Plumtre EMH announced that he will be stepping down from his role at the end of Summer 2025 after 15 years of service. George says “The opportunity to lead this unique charity for 15 years has been the great privilege of my working life and I have loved every minute of it. However, the National Garden Scheme will celebrate its centenary in 2027 and I feel strongly that the person leading the charity at that time must also be the person who will be leading it for the years thereafter, not someone who is about to retire. The centenary is a once in a lifetime opportunity for the charity and a new Chief Executive will maximise this. I am delighted that the Trustees have asked me to stay on in a part-time role managing some particular centenary projects that I have initiated, which I will be delighted to do until the centenary year. After that I will enjoy exploring new opportunities and challenges.”

George will be sadly missed by many people, but we look forward to the next chapter in the life of this amazing charity - The National Garden Scheme.

Crawley is a pretty period village nestling in chalk downland with thatched houses, C14 church and village pond. The spring and

What to Plant in March by

March marks the beginning of the gardening season in the UK, as longer days and milder weather make it the perfect time to start planting. We at the Hampshire Gardens Trust are here to foster an appreciation for heritage gardens but passion for the outdoors starts at home with our own gardens. Whether you're growing vegetables, flowers, or herbs, here are some excellent options for what to plant this month:

Vegetables

March is ideal for sowing a variety of vegetables, both indoors and directly in the garden. Hardy vegetables like broad beans, peas, and carrots can be sown directly into the soil, as long as it's not too waterlogged or frozen. For root vegetables like parsnips and beetroot, prepare the soil by forking through, removing stones and taking to a fine tilth.

Start tomatoes, chillies, and aubergines indoors in seed trays or small pots. Place them on a sunny windowsill or in a heated propagator to encourage germination. You can also plant early varieties of potatoes by chitting them first—placing seed potatoes in a cool, bright spot to encourage shoots before planting them outside.

An update from Hampshire Cultural Trust - The proposed start of the next phase of the project, whereby the Allen Gallery will close for refurbishment, has been delayed. The Gallery will therefore remain open for the time being.

The project will showcase the ceramics collection, create a dedicated community space and make a significant contribution to the culture, economy and life of Alton. It is fully supported by the Heritage Lottery Fund and other funders locally, including East Hampshire District Council and Alton Town Council. This is a temporary delay and the project will get underway later in the spring.

March events

318 Ceramics Exhibition - A welcome return for 318 Ceramics, a community of makers who create and teach from their studio in Farnham. They will be presenting a range of new work for their 2025 show. 1st to 28th March. Free entry, works will be available to buy. Members of the group will be in the Gallery each day to answer any questions.

Spring Garden Saturdays - 1st and 8th of March. Take a peaceful stroll round the lovely Gallery garden, which will be in all its Spring glory. Some of the dedicated team of Gardeners will be on hand to chat. FREE, a donation would be much appreciated.

Herbs

March is a great time to sow parsley, chives, coriander, and dill indoors or in a greenhouse. These herbs are easy to grow and can be transplanted outside in late spring once the risk of frost has passed.

Flowers

Add colour to your garden by sowing hardy annual flowers such as cornflowers, calendula, and poppies. These can be sown directly into prepared flowerbeds. For summer blooms, start sweet peas indoors in pots or trays, as they’ll benefit from an early start.

Secrets for Success

• Before planting outdoors, prepare your soil by adding compost or well-rotted manure to enrich it.

• Protect young seedlings from frost with cloches or fleece, especially in cooler areas.

• Keep an eye on weeds, which may start growing as the weather warms up, and remove them promptly.

By planting thoughtfully in March, you’ll set the stage for a productive and colourful garden in the months ahead. One of the upstairs rooms has been cleared and newly carpeted, to be used for workshops and talks when the Gallery is closed for its refit. There is a new item on display - a crocheted Coral Reef.

The coral reef was a project by Creating Crafts and Blooms CIC, a local enterprise bringing together people who crochet and craft. Their main project (Giving the Gift of Warmth) is making "granny square" blankets which are gifted to people who may be vulnerable in the community.

The Coral Reef was displayed at Alton College for Alton Arts Festival and has been reinstalled at the Curtis Museum with help from Alton Men's Shed. It has an environmental message, showing how damage can be done to this important habitat, but also how it can be restored. Benefact Group’s Movement for Good Awards is Back

Hampshire residents encouraged to nominate a charity to receive share of £1 million.

The Movement for Good Awards, spearheaded by the Benefact Group, is set to donate over £1 million to charities up and down the country this year. Now in its seventh year, this transformative initiative invites residents in Hampshire to nominate their favourite charities for a chance to receive a donation of £1,000.

From today, Hampshire residents can make a nomination at www. movementforgood.com – a simple act that could have a lasting impact. Winners will be drawn at random, and the initiative will also feature special sector-specific draws, with charities able to secure larger grants of £5,000. The timetable for these draws is available on the website, with winners announced throughout the year.

The Movement for Good Awards has donated over £6 million to charities in the UK and Ireland since the initiative started in 2019. Hannah’s Holiday Home Appeal, Hounds for Heroes, The Williams Syndrome Foundation and Limbcare are some of the Hampshire causes that have previously benefitted from the funding thanks to more than 20,500 nominations from the public.

Microsoft is increasing subscription fees substantially for Office to include AI features. If you do not wish to use these features, you can switch to the “Classic” package. This option reverts your subscription to its previous state before Copilot and Designer were introduced, maintaining the original pricing. You can sign in to your Microsoft account, go to 'Subscriptions' and select 'Manage', select 'Cancel subscription'. This will give you the option to choose a monthly or annual Classic Personal or Classic Family plan. You can also purchase Office outright, starting at £20. Please contact me directly for more details. Microsoft will also end support for Office on Windows 10 after October this year, signalling a push towards Windows 11. Upgrading may require purchasing new hardware, as older devices may not be compatible with Windows 11. If you need guidance on what to buy and where to purchase it, I’m happy to help. Additionally, Chromebook laptops are a viable alternative to Windows laptops, they are often more affordable though they do require an internet connection for full functionality.

This month, keep an eye out for the new iPhone SE, Apple’s entrylevel smartphone. It will feature an improved camera, Face ID, a larger display, and some AI capabilities. A price increase is also expected, currently priced at £429, the SE is likely to be closer to £500. In a recent iPhone update, Apple Mail users may have noticed a new option for how messages are displayed. If you prefer not to use the category view, simply tap the three dots in the top right corner of the screen while Mail is open and select “List View.”

How much retirement income might £500,000 buy?

Since the introduction of pension freedoms in April 2015, you have a lot more choice about what you can do with your pension pot. You no longer have to buy an annuity and income drawdown is available to everyone. But all this choice means making the right decision has become more difficult.

More choice, more considerations

With greater flexibility in accessing your pension comes the possibility of making the wrong decisions. Under income drawdown, there’s a risk that drawing too much income each year could see you using up all your pension fund within your lifetime, leaving you short of the income you need.

Many retirees opt to buy an annuity to get a guaranteed retirement income. Figures show someone with £500,000 in pension savings who buys an annuity at age 66 could expect annual retirement income of nearly £31,500 a year1. This is less than the £43,100 net annual income which the Pensions and Lifetime Savings Association says is required to fund a ‘comfortable’ retirement for the average single person2. You may also be entitled to the full state pension, which is currently £221.20 per week (just over £11,500 per year).

Some avoid annuities to leave their pension pot as an inheritance, yet this can backfire if they live longer than expected, leaving little or even nothing behind. Note that it was announced in the 2024 Autumn Budget that the value of unused pension funds and death benefits will be included in a person’s estate for inheritance tax purposes from April 2027. This could significantly affect how you wish to structure your retirement income to make sure it’s withdrawn as tax efficiently as possible.

So, if you have a £500,000 pension pot, what could you do with it? First of all, you need to think about more than just your pension savings. A financial adviser will look at your personal and financial circumstances to ensure your retirement income strategy meets your needs and that all the risks are fully considered.

Best to consider all your finances

Planning your retirement income should consider all assets, not just your pension. If you have other investments, accessing them first could be more tax efficient.

Meanwhile, if your pension is your main income, relying solely on income drawdown might risk depleting your funds. Buying an annuity with at least part of your fund could still be a good option.

If we assume for the sake of income drawdown that the £500,000 pension fund grows at 5% a year after charges and that the income increases annually with inflation, then that fund could provide annual income of around £31,500 from age 66 until age 86. For those with more modest needs, the fund could provide a £25,000 annual income until age 95.

Next steps

Income drawdown suits some, while others might benefit from using other assets and leaving their pension alone. Buying an annuity with part of your pot is another option. Taking some financial advice can help you make an informed decision. With a holistic view of your finances, an adviser can help you achieve your retirement aspirations.

St Swithun’s Sixth-form Students Celebrate Oxbridge Offers

Sixth-form students at St Swithun’s School in Winchester are celebrating another record-breaking year of offers to study at Oxford or Cambridge universities. For the fourth year in a row, over 10% of UCAS applicants from the current upper sixth and class of 2024 have received Oxbridge offers, a school achievement not matched for at least 20 years.

Students are now hoping to take up their places on a range of courses including maths, English, natural sciences, archaeology, earth sciences, Anglo-Saxon, Norse and Celtic and experimental psychology.

Perins School Awarded Grant for Sustainability Projects in Wellbeing Garden

Perins School is thrilled to announce that we have been awarded a generous grant from the South Downs National Park as part of their 75th Anniversary celebration. The South Downs National Park is offering up to £1,000 to 75 schools to support re-naturing projects, and we are excited to share that our proposal has been successful!

In 2022, we established our school wellbeing garden, a space dedicated to promoting sustainability, environmental education, and well-being for our students. Building on this initiative, our recent proposal included the creation of a new composting area that will be used by students, the school canteen, staff, and food technology department. The composting area will serve as an educational tool to teach students about decomposition and sustainability, as well as support the future enrichment of soil within the garden.

In addition to the composting area, we proposed the installation of an insect hotel, wildflower-raised beds, and bat boxes, all designed

King Edward VI School Prep Joins the Hampshire Hedge Project to Support Nature Recovery

King Edward VI Preparatory School in Romsey proudly played its part in the Hampshire Hedge initiative, an ambitious environmental campaign led by CPRE Hampshire. Year 5 pupils, staff, and volunteers came together to plant 200 metres of hedgerow on the school grounds, contributing to a major effort to restore Hampshire’s natural landscape. The Hampshire Hedge project is a visionary scheme designed to create a continuous hedgerow corridor linking the South Downs National Park and the New Forest National Park. By winding through Hampshire’s central parishes, the corridor will connect woodlands, meadows, local nature reserves, and Sites of Special Scientific Interest (SSSIs), enhancing biodiversity, supporting wildlife habitats, and strengthening the region’s natural resilience to climate change.

Thanks to the funding from the South Downs National Park, these exciting developments will significantly increase the sustainability of our wellbeing garden. The composting system will allow us to recycle school waste, enriching the soil naturally and eliminating the need for chemical-based alternatives. Furthermore, we plan to install a solar-powered irrigation system, ensuring that our plants will have sufficient water throughout the summer, even when school is out. Our school's Junction and Station areas are especially looking forward to enhancing their gardens with the new raised beds, bringing more beauty and biodiversity to these spaces. We are incredibly grateful to the South Downs National Park for this opportunity and for their ongoing support of sustainability in education.

As we celebrate this milestone, we also wish the South Downs National Park a very Happy 75th Anniversary!

The Stilwell Art Group Exhibition at Stockbridge Town Hall, Hampshire

The Stilwell Art Group Exhibition will be held from March 14th to March 19th 2025. Open daily from 10am – 5pm, 4pm on 19th March.

The Stilwell Art Group work together under the inspirational teaching of Anthea Stilwell. They are encouraged, stimulated and challenged to push their boundaries with her guidance. This exhibition at the Stockbridge Town Hall shows the range and diversity of work produced over the last three years by thirteen dynamic and contemporary artists from the group.

“There is a unique buzz when we meet to paint together, it takes courage to ‘let go’ and to trust yourself – that comes from Anthea’s teaching, but the group is supportive and we learn a lot from each other too – and that makes

you brave, take risks and the results are most exciting and rewarding!” says Jenny Hill-Norton who co-founded and co-ordinates the group.

“Anthea has great experience and originality as a teacher (having taught at Harrow School) but she never tells us directly what to do, rather pulling it out of us – which is really challenging but we all respond and produce the most exciting and fascinating results!”

“We are all different in what we bring to the group but we are linked by our passion to paint for the joy of it – and I think that is evident in what we create together. This exhibition is a celebration of us growing as artists.”

Subject matter is varied and diverse including figures, landscapes and still lifes. The creative process starts with drawing and ideas are explored expressively in a wide range of media including oils, acrylics, watercolours, charcoal with collage and mixed media. This exhibition encapsulates the energy and diversity of the group. It is their seventh collective show. All work on display is for sale and new work will be hung during the show, which runs from 14th to 19th March at Stockbridge Town Hall.

In February, I spoke at the new Minerals and Waste Plan hearing, arguing for the County Council only to allocate new sites alongside the strategic road network, and to remove the expectation of ‘once a waste site, always a waste site’. I want us to achieve higher recycling rates but reduce the impact of increasingly heavy lorries transporting waste on unsuitable roads. Speed Limits and Casualty Reduction

We all say, “Something must be done: it’s an accident waiting to happen’”. The reality is that the number of ‘slight injury’ accidents reported on Hampshire’s roads is rising again post Covid, and the impact of 26 deaths in Hampshire in 2023 (most recent data available) cannot be underestimated for those involved. You can view this information on the www.hants.gov.uk website or contact me for the details.

If you have a safety concern about a site, start with your Parish Council. HCC will investigate the fatal or serious injury collision (there were over 500 in 2023) and the 5 year collision record. Of course, the serious and fatal accident sites take precedence

I know this is frustrating for Parishes, but with limited budgets, HCC priorities are clear, but I’d like to see more projects for pedestrian safety: currently the emphasis seems to be on bike safety (also important).

Complaints about road closure schemes are common, especially when nothing seems to be happening there.

On 28th Jan, HCC made a decision to look at a Highways Disruption Scheme (Lane Rental) scheme to require utilities ‘opening the roads’ to rent space. This is in the hope that if there is a rental charge for utilities, road opening requests-which result in a road closure for normal traffic to pass through- will be more tightly controlled, resulting in less wasted days, and an income stream too.

Alresford Pigs - A Busy Start to the New Year

It’s been a busy few weeks for the Alresford PIGS since the start of 2025. The start of January saw a good turnout of Pigs and Chamber of Commerce volunteers taking down the wonderful display of Christmas trees in the town, but we also had some urgent cases brought to our attention that needed our help, and that’s what we strive to do - helping local people that are in the greatest need.

During January we were featured in the Hampshire Chronicle presenting a cheque to ACTS (Alresford Community Theatre Society), which we hope will go some way to help the group get back to full strength after COVID. The donation will go towards their production of the Sound of Music.

You are eligible for this booster if you are;

• residents in a care home for older adults

• individuals aged 6 months and over who are immunosuppressed (as defined in tables 3 or 4 in the COVID-19 chapter of the Green Book)

Fast-Tracked for Devolution Priority Programme

Hampshire County Council has been accepted onto the Government's fast-track

Devolution Priority Programme (DPP) – marking a significant milestone in the journey towards devolution for Hampshire and the wider area

Earlier this month Hampshire County Council, together with Southampton and Portsmouth City Councils and Isle of Wight Council put in a ‘Hampshire and the Solent’ devolution bid to central Government which seeks to bring power and money from Westminster and provide greater local control over vital areas such as education, transport, and health services for Hampshire residentsgiving people more power to shape the things that are important to them and provide robust local accountability.

As part of devolution, a Mayor would be elected in the spring of 2026 to head up a new Combined Authority across the wider region of Hampshire County Council, Isle of Wight Council, Portsmouth City Council and Southampton City Council, in line with the Authorities’ expression of interest submitted to the Deputy Prime Minister last summer. As well as promoting the interests of the wider region to central Government, the Mayor would work together with local council leaders, to make decisions about how to allocate regional funding. Greater collaboration across boundaries would be particularly effective in areas such as transport, skills and employment support, housing and planning, and tackling climate change.

Hampshire County Council Leader, Cllr Nick Adams-King said: "This is exciting news for Hampshire. Devolution represents the biggest change to local government in a generation and to be accepted onto

Government's Devolution Priority Programme as a fast-track to delivering devolution for the area is a fantastic opportunity for Hampshire to self-determine and shape devolution proposals in the best interests of our residents and communities.

The Government plans to consult with Hampshire residents very soon to gather people’s input and feedback on the prospect of devolution for the area.

Local Government Reorganisation

Additionally, the Secretary of State has confirmed today that Hampshire will be formally invited to submit proposals for local government reorganisation.

The reorganisation aims to replace the current two-tier council system with new unitary (all-purpose) councils, simplifying how councils are organised and run.

Postponement of May’s Election

Due to selection for the Devolution Priority Programme, the Government has also determined that the County Council's elections, originally scheduled for May this year, should be postponed for 12 months as an essential step to enable the Council to give necessary focus to preparing for devolution and local government reorganisation, and allow for a Mayor to be elected in 2026 so the benefits of devolution to local communities can be delivered as swiftly as possible. Any by-elections, if required during this period, would continue to go ahead as normal. Reorganisation would then be expected to be in place by either April 2027 or April 2028.

400G SHORT CRUST PASTRY - BUY PRE-MADE PASTRY OR MAKE YOUR OWN

600G FLOURY POTATOES

2 ONIONS (FINELY SLICED)

1 LARGE LEEK (FINELY SLICED)

125G CHEDDAR CHEESE – GRATED

3TBSP OIL

1 TABLESPOON THYME LEAVES (CHOPPED)

125ML DOUBLE CREAM

1 GARLIC CLOVE (CRUSHED)

METHOD

1. Roll out the pastry and use to line six 4 inch round individual tins or one larger pie dish. Chill until needed.

2. Peel and slice the potatoes, then boil or steam them until tender.

3. Chop the onions and leeks and crush the garlic, then sauté them in oil on a low heat until really soft, not browned.

4. Combine the potatoes and thyme with the onion mix then cover and cook on a low heat for a further approximately 10 minutes, stirring occasionally. The cooked pototoes should break down, you can gently presss them with a wooden spoon if required.

5. Pour in the cream and half the cheddar cheese and stir for a minute, season with salt and pepper to taste.

6. Leave to cool, then use the mixture to fill the pastry cases/pie dish.

7. Sprinkle with the remaining cheese on top and bake for 40 to 45 mins at 200C/180C fan/Gas 6.

8. Remove when pastry is deep golden colour and filling is bubbling. Leave to rest for 10 minutes then serve with a salad and green beans.

She was in the kitchen opening a bottle of water and looking thoughtfully out of the window as Himself wandered in.

“I got a shouty email today.” Himself watched her struggling with the top and relieved her of the bottle as he enquired, “Define ‘shouty’ – was it an audio file?”

“No. It was all in capitals. Well, I think it was shouty – as I read it, it was shouty in my head anyway. I suppose it could have been a bad case of stuck up upper-case. Or a lock-jaw, loctite lock-in of caps lock. In any event, it was loud. With a capital L.”

She watched him now struggling with the bottle as he asked, “Did you deserve the shoutiness, or was it a case of mistaken identity.”

“What – they’d mistaken me for someone who’ll put up with the shouting?” They smiled at each other as he continued to wrestle with the water bottle.

“It was probably laziness. Someone couldn’t be bothered to press shift at the beginning of each sentence. I got one the other day that was all lower-case with no punctuation. It was a stream of consciousness. I got breathless just reading it!”

“Do you want me to have another go at that?”

She was itching to get her hands back on the bottle. But at that moment, Himself, with a mighty effort, managed to shift the bottle cap and unscrew it. “I don’t know how someone elderly, frail, or arthritic could be expected to cope.” He shook his head.

“And what fresh devilry is this?” he frowned as, despite his persistent tugging, the top hung by its plastic guy wires and remained attached to the bottle.

It had been so for a while, but Himself was an advocate of tap water and only drank fizzy drinks of the fermented hop variety. This small skirmish in the war against plastic waste had passed him by.

When she’d explained about the European directive in the attempt to ensure that cap was recycled with bottle, he observed that it was inspired. And queried why couldn’t they do that for beer bottles; metal detecting on the beach would be that bit more enjoyable without the relentless bottle-top-beep.

Changing tack, she shared a notion she’d been harbouring. “I thought we might go to town.” She poured herself a glass of water and re-attached the cap, thinking of the machine she’d observed in the French supermarket last Autumn. The empty plastic bottles were inserted and chopped into a million pieces. Oddly satisfying. Or the German supermarkets

where you took your crate of empty glass bottles and got a refund – it had reminded her of a childhood obsession with cash back for Corona bottles.

“Which town might that be?” Himself looked suspicious; he was a country boy and enjoyed a country-sized dose of personal space.

“Town, town. London.” She elaborated. Yes, perhaps she had been reading too much Jane Austen, where everyone referred to the Capital as ‘Town’. ‘Town’ where there were balls, the theatre and diversions aplenty. Mmn, maybe some Marian Keyes or Harlan Coben might be required to drag her back by her corset into the 21st Century..

Himself, at the mention of London, looked more deeply suspicious than ever. She’d been hatching a plan to go to the V&A, but thought it might require a sweetener in order to enjoy the company of her husband. The Churchill War Rooms should do it, she thought, keeping her evil genius smile under tight control. She shared her idea, rounding it off with, “And to cap it all, lunch somewhere of your choice.”

It occurred to her that she’d been making him watch a tad too many period dramas too, as, with no detectable trace of irony, a thumb in his waistcoat pocket and a somewhat Regency air, he exclaimed, “Capital idea! Capital..”

New TownAlresford Council

Update on the Neighbourhood Plan

The New Alresford Neighbourhood Plan is being prepared by the Town Council and the Neighbourhood Plan Advisory Comittee, which is made up of Town Councillors and residents. The Plan will give New Alresford a real legal weight to guide development in the town. It covers topics such as Landscape, Heritage, Design & Local Character, Employment, Tourism, Housing and shaping the Town Centre. There is also the opportunity to protect local green spaces and heritage assets and designate housing sites. Once formally ‘made’, the Plan will be a blueprint for positive change, with the needs of the local community at its core.

Is there an increase in funding as a result of the Plan?

If the Neighbourhood Plan is adopted, New Alresford will be entitled to a 25% portion of all Community Infrastructure Levy (CIL) money from new developments in the town, up from 15% for Parishes without a Neighbourhood Plan. This money will be spent on infrastructure projects in the town and the Neighbourhood Plan will empower residents to decide what projects the increased CIL will be spent on.

Aren’t there already policies in the Winchester Local Plan for New Alresford?

Yes, there is a Local Plan being prepared for the Winchester District by Winchester City Council. However it is important that there is a clear local vision for New Alresford, and this is where the Neighbourhood Plan comes in. The New Alresford Neighbourhood Plan will be aligned with the Winchester and District Local Plan. It will also be aligned with national planning frameworks.

Can the Neighbourhood Plan be used to stop development?

No, national policy does not allow a Neighbourhood Plan to prevent sustainable development. The role of the Neighbourhood Plan is to ensure that any development which does come forward is of high quality, addresses

the needs of the local community, and reflects the characteristics and qualities of the local area.

What about new housing?

The Winchester District Local Plan states that New Alresford is expected to deliver approximately 610 dwellings up to 2040. This is to be achieved through a mix of completions between 2020 and 2023, outstanding planning permissions, housing on the The Dean and Sun Lane, windfall sites and new sites to be allocated in the Neighbourhood Plan for approximately 100 new houses. The Neighbourhood Plan will therefore seek to allocate in the region of 100 houses, though this figure might vary depending on the local context (informed by a site-specific assessment of capacity and the design process). Sites have been put forward by landowners/ developers for consideration and the community have been consulted. Sites are currently being evaluated using a Site Selection Methodology and Design Codes are being developed to inform how sites will/could be developed.

What

are Local Green Spaces and how can they be designated?

Local Green Spaces are an important part of the Neighbourhood Plan and can be designated in order to protect areas of special importance to the local community. To be eligible, a Local Green Space needs to fit with the national policy approach including the National Planning Policy Framework.

How can the heritage of Alresford be preserved?

Heritage assets in the town including memorials, houses, items of archeological interest, parks, gardens etc can be nominated on to the Local Heritage List for New Alresford. The Local Heritage List will form part of the Neighbourhood Plan. While many buildings and structures in New Alresford might already be nationally listed, this provides the opportunity to create a list of heritage assets of local importance. What

was the most recent Consultation?

The most recent Neighbourhoood Plan community engagement day took place on 21st November 2024 and following this there was a period of online consultation. We estimate around 1000 people engaged in the process, and the Neighbourhood Plan Advisory Committee are currently reviewing all the consultation comments received.

Are

there Timescales?

Following the review, a draft Neighbourhood Plan will be prepared along with a supporting evidence base. There will then be a formal 6 week consultation on the Draft Plan (Regulation 14 stage) which also inclues consultation with statutory bodies. This is anticipated to take place later in 2025.

Examination of the Plan

After the formal consultation period, the Neighbourhood Plan and supporting documentation will be submitted to Winchester City Council. It will then be examined by Independent Examination.

What about voting?

If the Plan passes Independent Examination then a referendum will take place. Everyone who is eligible to vote in New Alresford will have the opportunity to vote in the referendum. If more than 50% of people who turn out to vote are in favour of the Neighbourhood Plan, then it will become part of the formal planning policy for New Alresford and be used to begin shaping future change and determining planning applications. The Plan will be adopted by Winchester City Council and form part of the Development Plan for the area.

exciting is it?

Very, if it goes wrong, everybody needs to use their votes.

Hampshire and the Isle of Wight will become a Strategic Authority

Elections for the Mayor of the Strategic Authority will be held in May 2026. Elections for Hampshire County Councillors that were due in May 2025 are deferred, until when is an unknown.

District Councils are required to submit plans for Unitary Authorities to cover Hampshire and Isle of Wight by Autumn 2025. The geographical areas of each Unitary are unknown, but the number of parishes to each Unitary Councillor will be about equivalent to 6 -7 current parishes, but the number of voters will be the determining factor, as with any other boundary realignment.

Current thinking is that Unitaries would be centred on an economic centre, e.g. Southampton, Portsmouth, Winchester, Rushmoor-Basingstoke corridor. The Isle of Wight remaining special and separate. Current district boundaries would be disregarded, which would remove many anomalies.

Meantime!

Winchester Council will continue business as usual, despite the pressure on resources necessary to be at the table on devolution matters. All approved matters will be taken forward, the only plans that need to be re-examined as a result of this change are those relating the transformation of our business processes. A good example would be the planning system where significant

investment would be necessary. To invest in a system that may be redundant following the creation of unitaries may be unwise. To optimise resources a map of coterminosities is planned.

The amount of unallocated CIL funds are about £11 m., it looks likely that this will remain attached to the current area of WCC, but allocating those funds will become more difficult as unitarisation approaches, requiring sign off by the Secretary of State.

A Cautionary Note

The pressure on budgets arising from Social Care and Children’s Services are not removed by devolution. It is likely that any discretionary spending by local authorities will be vulnerable. An example would be public lavatories. WCC are receptive to transferring such assets to more local authorities.

Whence Parish & Town Councils?

No directive has been given by HMG, but we can see that the current system should be reviewed, and WCC has set aside funds for a Governance Review. The Unitary model will leave a big gap between parishes and your unitary councillor.

Winchester Town Forum as already asked to become a Town Council and those of our parishes that are Winchester facing may choose to join them.

Wildlife wins big: Local nature reserve expands thanks to supporters

Hampshire & Isle of Wight Wildlife Trust is delighted to announce the expansion of Coulters Dean Nature Reserve, made possible by a generous gift left in a Will and a £50,000 donation from Southern Co-op.

This funding has enabled the Trust to almost double the size of the reserve and increase the amount of chalk grassland by four times, transforming its ability to protect one of the UK’s rarest habitats.

The expanded Coulters Dean, which is located near Buriton in Hampshire, will safeguard extraordinary wildlife, from dazzling butterflies to beautiful wildflowers including 11 species of wild orchid such as the rare Bee and Fly orchids. This fragile habitat, with its vibrant wildflowers, butterflies, and birdlife, is a haven of biodiversity that will now thrive for generations to come.

The newly acquired land, previously intensively farmed, is already showing signs of recovery. Under careful management, it will become a flourishing extension of the reserve, reconnecting fragmented habitats and creating vital corridors for wildlife.

Debbie Tann MBE, Chief Executive of Hampshire & Isle of Wight Wildlife Trust,

said: “The expansion of Coulters Dean has been a long-held ambition for many years. This is not just a triumph for conservation but a beacon of hope for some of the UK’s most threatened species.

“Thanks to the generosity of our members, Southern Co-op and the vision of those who left a gift in their Will, Coulters Dean will now remain a sanctuary where nature can flourish. This investment ensures a brighter, more connected future for wildlife across Hampshire.

"The Trust would also like to thank the Barnett family at Buriton Estates for their positive engagement during this process, and we look forward to continuing to work together in the years ahead."

Southern Co-op, who have supported the Trust as corporate partners for the past 15 years, donated £50,000 to make the land purchase dream a reality. This latest donation, which is in addition to the existing funding the company provides for the Trust’s Wilder Communities initiative, came as part of Southern Co-op’s 150year anniversary celebrations in 2023/24.

Chalk grassland is an internationally rare and ecologically significant habitat, found only in north-west Europe. Half of the world’s chalk grassland is located in the UK, with a significant portion nestled within the warm and dry southern counties of England. With as many as 40 plant species in every square metre, it has vastly more biodiversity than the other type of grassland in the country. 35 of Britain's 56 butterfly species are found on chalk grassland.

At Coulters Dean Nature Reserve, this precious habitat flourishes alongside areas of broadleaved woodland. Classified as a Site of Special Scientific Interest (SSSI), the reserve highlights the vital role Hampshire plays in safeguarding chalk grassland’s exceptional biodiversity.

Broadlands Riding for the Disabled celebrates their 70th Anniversary!

The History

Frank and Flora Welch bought Broadlands in 1946 on his discharge from the RAF. Initially, Frank’s aim in buying the estate was to get children of all nations to spend time together. To get underway it was run as a Guest House and provided guardianship and country holidays for children from overseas or whose parents were abroad. At this time the estate was overgrown with various wooden chalets as accommodation.

Flora was a keen equestrian and had great interest, particularly after the polio epidemic in the early 1950’s, in the role of riding as a form of rehabilitation. In 1955 she held her first group of riders from Woodlarks in Farnham, a care home and activity centre for people with a range of disabilities. They were the first group to ride regularly at Broadlands. At the same time Flora had set up a riding school which helped to fund the riding for the disabled and the student holidays.

Towards the end of the 1950’s a big storm blew the roof off the old wooden stables and Frank and Flora debated whether it was worth keeping the ponies. Their decision was to continue and the present stables were built with the covered school erected in 1963. In 1964 Broadlands became one of the original members of the Advisory Council of Riding for the Disabled, the forerunner of the RDA which was established in 1969.

In 1969 Broadlands teamed up with Florence Treloar School in Holybourne and students came regularly to ride. This relationship has been maintained with students coming to ride and those who cannot ride visiting the ponies and enjoying wonderful relationships with them. We continue to welcome students from local schools both to ride and enjoy the calm, countryside environment.

Sadly in 1975, Flora Welch died and her daughter Suzanne took over the running of Broadlands and is still involved today.

In 1984, it was wonderful to welcome HRH Princess Anne to Broadlands. A helicopter landed in the Big Field. Those participating did a display and Princess Anne spent time chatting to them and presented each with rosettes.

The RDA then became a Federation of Groups and each Group had to register as a Charity in its own right with an independent Charity Number. Trustees were appointed with a more formal constitution and had to negotiate the demands of the Charities Commission. The set up is still the same today.

2002 saw a huge change for Broadlands when Suzanne decided to stop taking children for riding holidays and to close the Riding Centre. This meant that the Group would have to fund-raise to support the ponies for the Riding for the Disabled. Incredibly, thanks to local businesses, generous supporters and available grants Broadlands have been able to keep the centre operational.

The most difficult time since then has been during the COVID epidemic when the Centre had to be closed for long periods. Thanks to the determination and passion of the Trustees, Staff and supporters we were able to continue.

Today

As we move into 2025, Broadlands is one of the longest established Riding for the Disabled groups in the UK. We are dedicated to supporting the physical and emotional wellbeing of adults and children with a wide range of disabilities by using the horses and facilities at Broadlands. Our ponies are selected for their calm, caring nature and are exercised and trained for the work we do. Our RDA qualified coaches work at the pace to suit each rider, helping them to improve their lives through working with a pony.

We have extended our support from riding to now include equine therapy and hippo therapy for the under 5’s. Ponies enjoy building a bond with us, they help by lowering anxiety, gaining of confidence, improved happiness and creating a purpose to come and see them.

The Group currently has up to 60 participants weekly who come and enjoy being with the ponies along with 70 regular volunteers. Broadlands continues to go from strength to strength.

Our aim for our Anniversary Year, in addition to securing the £120,000 funding required to cover our normal annual operating costs, is to raise an additional £30,000 to purchase, equip and train three new ponies to RDA compliant standards.

We currently have 10 ponies. Two of our ponies are over 23 years old and, with the average retirement age for a pony being 25, we are mindful that we will need to add new ponies to our team and train them to RDA compliant standards.

We enjoy teaming up with the Hampshire Chamber of Commerce and other organisations to host social and vocational events that bring us closer together. Our partnerships with local groups focus on community initiatives that benefit everyone because we can achieve more together! We also love giving back to the community by supporting local charities through donations and volunteer efforts, as decided by our committee. Promoting Alresford is key to sustaining its lively spirit and economic activity, and we’re all in!

In addition to our exciting activities, we proudly arrange vibrant community events that bring everyone together, such as our delightful Easter Egg Hunt and our thrilling Ghost Hunt—perfect for families and friends alike which encourages the community to walk around the town and support the local shops and businesses Our "Member of the Month" spotlight showcases a featured member, helping to promote their business and offering them the chance to host a Chamber Chat, enhancing their visibility in our network. Don’t miss our insightful "Ask the Experts" events held twice a year, where you can gain knowledge from our Chamber Committee. Plus, join us for our popular fish and chip supper at the Swan Hotel, where great food meets great company! Let's engage, connect, and celebrate together! Annual membership (1st April – 31st March £60) includes affiliation to the Hampshire Chamber of Commerce.
