





















We did it! We have reached a major milestone as the Navigator magazine has now been an annual publication for 10 years. We appreciate all of the positive feedback and constructive recommendations from our loyal followers as our publication has continually evolved.
This “one-of-a-kind” magazine, along with our bi-weekly publication The Richland Chambers Area Progress, has continued to garner positive acclaim. The Navigator has proven to be a popular area resource for known events that are scheduled to take place in Navarro, Freestone, Henderson, Anderson, Ellis and Limestone counties. These calendars of events involve extensive research and our comprehensive listings include a variety of activities that are scheduled to take place from the time of The Navigator’s publication through the remainder of the calendar year, and in some cases into the following year. We ask that you always recheck to make sure that scheduled events have not changed as many are “weather permitting.”
The Richland Chambers Lake area and surrounding counties offer a variety of social and cultural activities, with heavy emphasis on the arts. Several state parks are an easy drive away and most offer educational programs, camping facilities, and hiking, biking and nature trails. Those who enjoy community involvement will find many avenues through which they can volunteer.
We continually strive to provide something for everyone in The Navigator. We include festivals,
plays and productions, concerts, art exhibits, fishing tournaments, Motorplex activities, fundraisers, parades, horse shows, rodeos, car shows, community endeavors and so much more. The lake area and surrounding communities are rich in activities for individuals, couples, families or groups of friends to do. Annual events include the Dogwood Trails, Derrick Days, a Bluebonnet Festival, a Fuzzy Peach Festival, the National Polka Festival, two outstanding Air Shows, the Red Brick Classic Car Show, Fairfield’s Show of Wheels, a Hot Pepper Chili Festival, the Kerens Cotton Harvest Festival and the Freestone County Fair.
Richland-Chambers Dam and Reservoir (formerly Richland Reservoir) are located approximately twenty miles southeast of Corsicana, on Chambers Creek and Richland Creek which is a tributary of the Trinity River. The third largest inland lake, the largest sailing basin and eighth largest reservoir by volume to lie entirely within the State of Texas, Richland Chambers Reservoir encompasses 45,500 acres on the Richland and Chambers Creek tributaries of the Trinity River. The reservoir was completed in 1987 to provide water for municipal and industrial purposes. Boasting 330 miles of shoreline, replenishing rainfall has kept the water level at or just below full pool over most of the past few years and it is hoped that spring rains will once again bring the current water level back to 315’. The reservoir extends into Navarro County and Freestone Counties and the dam controls a drainage area of
approximately 1,957 square miles.
Richland Chambers Lake continues to be an excellent source for fishing and recreational sports.
The lake is known for its exceptional fishing where sponsored tournaments frequently take place. The lake offers an abundance of catfish, white bass, hybrid striped bass and bluegill, and it is popular with competitive anglers in pursuit of largemouth bass. The lake is periodically monitored by Texas Parks & Wildlife and receives an annual restocking of fingerlings or fry.
According to Jacob D. Norman, District Supervisor of Texas Parks & Wildlife Department, Inland Fisheries Region 3 in Tyler, TPWD wrapped up their electrofishing survey in late October of 2022; a survey that targets largemouth bass and the forage/prey base. “The results were very comparable to the previous survey conducted in 2018,” Normal revealed. “This is always great to see, especially with water levels dropping which can at times negatively impact our sportfish populations. Similar results essentially indicate a stable population. We did see a slight increase in the number of bass collected that were over the 14-inch minimum length limit for harvest. The survey also indicated the prey base is still dominated by shad, and both gizzard and threadfin shad were abundant in the reservoir.
“Our trap net surveys that were historically utilized to monitor the crappie populations were discontinued after 2018, due to inconsistent data collected. We are still able to monitor the crappie
population trends through our angler creel survey data collected every four years. This data is derived from a series of questions we ask our anglers over designated days at the most utilized boat ramps on Richland Chambers. The creel survey includes questions like: How long were you fishing today? What were you fishing for? What is your zip code? How much did today’s fishing trip cost (estimate)? And of course, what species were caught and/or harvested? This data gives us excellent insight into how the lake is actually fishing, and we can monitor trends over time to detect changes in our popular sportfish populations.
“Due to low water levels and limited shoreline habitat, we did not stock Richland Chambers with largemouth bass this year; survival of stocked largemouth is very dependent upon shallow habitat.”
Norman revealed that the TPWD hybrid bass hatcheries had an excellent year of production. “A typical full stocking request is 413,000 hybrid fingerlings,” he disclosed. “We stocked over 513,000 fingerlings this year. This is the second year in a row to stock over a full request and it will greatly benefit our anglers targeting hybrids over the next several years. These fish have been reaching 12-14 inches within one year of being stocked, so they almost instantly contribute to the fishery.”
TPWD has set new limits on catfish for RC Lake. “We developed a new suite of regulations for managing catfish statewide in 2020 and finalized them in 2021,” Norman revealed. “Because of the
abundance and growth potential of blue catfish in Richland Chambers, we kept a trophy-oriented regulation in place. Effective September 2021, blue and channel catfish in Richland Chambers are managed with a 25 fish bag (combination of both species). However, only 5 of these fish can be over 20 inches and only one of those five may be over 30 inches. This regulation not only puts a lot of protection on our larger fish, but also protects the size-class of fish that largely contribute to future trophy catfish in the reservoir. The regulation can read a little confusing at first, but the big take home is anglers can still keep a combination of 25 blue and channel catfish, but only 5 can be over 20 inches and only one of those 5 can be 30+ inches.”
TPWD will be writing a new management report during the summer of 2023, which will provide a summary of data collected between summer 2018 and spring 2023, plus outline TPWD’s sampling and management plans for the next four years (2023-2027).
Most local marinas now offer boat launches, food, gas, fishing/ convenience items and a few even offer R/V Hookups, lodging, boat slips and boat rental. There are also several public boat ramps that also afford access to the lake. For those unfamiliar with the lake or without access to a boat, there are several fishing guides that offer full and half-day charters; the lake has some of the best! There are also a few guys and individuals knowledgeable with the lake who offer their services to familiarize you with any hazards on the lake.
Facilities to compete in sanctioned shooting sports are just a short distance away and avid hunters will find local opportunities to pursue dove, ducks, deer, wild boar and upland game. The area offers something for everyone and even golf enthusiasts will find several area courses where they can hone their skills.
Residents and visitors are able to enjoy a good choice of eating establishments, including lakeside dining at The Harbor Restaurant, Fisherman’s Point Marina’s Lighthouse Cafe, Pelican Grill, Oak Cove Marina and Sunset Cove Marina Café.
Groceries, sundry items, fishing tackle, and Valero Gas can be purchased at the Baker’s Lakeshore Market. This convenient lakeshore
market now sells breakfast items and items cooked on a roller grill.
More and more people are discovering the area and sales of lots and existing homes are on the upswing, as is construction of new homes. Local real estate companies are reporting the lowest inventories for waterfront home listings in many years and sales of off-water property have been on the rise. Several new waterfront communities were established during 2021 and 2022.
Julie Teel, owner of RE/MAX LakeSide Dreams, had this forecast to share:
“Everything changes – nothing stays the same,” she says. “And that includes real estate markets. They are constantly shifting and moving. At the lake, we have an additional factor that influences our market. Anyone want to guess what that is? Rainfall; water levels and the ability to use the lake without encumbrance also affect our real estate market. Well, we all know what the lake level is today. It could be worse but it is not where we need it to be. So let’s all pray for rain.
“Economic factors such as interest rates, vacancy rates, material and labor costs, earnings and the availability of credit are also influencers in a market. Let’s take them one by one:
“Interest rates are on the rise. Historically, interest rates reached an all-time high in 1981 at 16.63%. Converse to that picture, we have just experienced record all time low rates in the last decade and as low as 2.96% in 2021. So for the 30 years between 1981 and 2021, rates ranged between the high 5s and all the way up to the high of 16.63%. So that is really the norm. A fluctuating rate, but never lower than the higher 5 range. The average rate since 1971 is 7.75%. I think most of us can remember our first home rate. Mine was 11.25% in 1987 and I was thrilled to get it. I guess you can say current rates of 6.8 % are just high if you are a young’un and too young to remember the high ones.
“Our vacancy rates are very low in this area. Demand is higher than supply. That is really good for our market in this area. Well they do say, ‘everything is bigger in Texas.’ Well, I will add that it is better too! We live in the ‘promised land’ and folks from other areas know it too. According to census reports, Texas gained more residents than any other state from the summer of 2021 to summer of 2022. In that time, Texas had a net
gain of 470,708 people. Texas joins California as one of the two states with a population in excess of 30 million. So, that is all good news for our market. As demand increases, our prices will increase as well. We also live in the triangle, between Austin, Dallas and Houston, where the majority of the growth is happening.
“Labor and Material costs are still going up in Texas. The average cost to build a home in Texas is $264,100 right now for a 2,000 square foot home. This is without the lot cost. You can pretty much count on a price per foot up to $200 a foot for a standard home and $300 and up for a luxury home per foot. All this means that it is still cheaper to buy an existing home than to build a new one. This is also good news for our market.
“Since most of our buyers in this resort market area are second home and or retirement, the earnings factor for our area is less consequential for us. Also, with more folks working from home, it makes this area more desirable than in the past when we had limited internet and most folks that were still working were travelling to different areas.
“I think the long and the short of this 2023 market prediction is that we are largely dependent on the rain and lake levels for our resale market here. Our inventories are still relatively low here. They are almost double what they were in 2022 (we had an average of between 10-12 waterfront homes on the market the first 2 quarters of last year; now we are hovering around 18-19). They are not making any more land, so I think the frenzy is gone for land sales but the market will remain stable for those that are reasonable on pricing and not chasing a long gone market of 2022.”
Conveniently located for anyone seeking a weekend or retirement home, Richland Chambers Lake is centrally positioned south of the DFW Metroplex, north of Houston and east of Austin, thus providing just a “few-hours” commute from all directions. The RC Lake area has over 50 lakefront subdivisions, affording newcomers a good selection of waterfront and off-water lots, as well as a few “spec” and existing homes. Communities have been developed according to strict standards and waterfront homes are permitted to have boathouses and piers.
Peninsula Point is a newlydeveloped community for luxury RVs and “tiny homes” and there are several areas that have temporary and permanent sites for RVs. These include The Boathouse, Oak Cove Marina, Sunset Cove Marina, Sandy Springs RV Resort, Fisherman’s Point Resort & Marina and Pelican Isle.
Those who have moved to the area relish the peace and tranquility, as well as the friendly people they have met. Richland Chambers Reservoir is still a young lake with a very large shoreline and controlled development so, despite the recent increase in sales, “traffic” on the lake has remained relatively low. Those of us who live there consider it to be our “hidden jewel.” The sunsets can be spectacular and the skies are frequently adorned with flocks of seagulls, pelicans, cormorants, fulvous whistling ducks and domestic mallards. There are even sightings of bald eagles, crested caracara and an occasional osprey. While driving our country roads, you might also spot an elusive roadrunner, a scissor-tailed flycatcher or a vividly colored painted bunting, along with a myriad of other birds. Frequent wildlife sightings include opossums, raccoons, coyotes, wild boar and white-tailed deer. You might catch an occasional glimpse of a red fox, bobcat, beaver or river otter, too. If you like to fish, sail, swim, water ski, birdwatch, stargaze, or are simply seeking a beautiful place to unwind and relax and make new friends, Richland Chambers is the lake for you.
Whether you are seeking a lot to construct your own home or desire to purchase an existing home – whether you are looking for a weekend getaway or a place to live full time – you will find that the Richland Chambers Lake area is a wonderful place to relax, enjoy a bevy of lake and cultural activities, watch some spectacular sunsets, enjoy some fine lakeside dining, and interact with some of the friendliest people in Texas. A permit is required for all construction, placement or operation of any structure, improvement of facility of any type, or to excavate or place fill materials, at or below elevation 320.00’ (expressed in feet above mean sea level). This includes any addition or modification to any existing structure or improvement.
“It is best that owners and/or contractors call our office to discuss what projects they wish to perform,” says Chris Robinson, Inspector for TRWD’s Richland Chambers Office. “That way we can advise if they need a permit or not, and many times there are variables that may be site specific that would change the ruling of whether or not a permit is required. Activities that may need permits include, but are not limited to: Boathouse/pier construction or repair, retaining wall construction or repair, sidewalks, storage buildings, gazebos, awnings, fencing, patios, fire pits, dredging, excavation, and ANY and ALL electrical work, just to name a few. There are some specific activities that do not require permits, such as tree, grass or landscape planting on land.”
The following must be submitted before permit consideration:
1. A completed application, including signatures of owner and contractor and the contractor’s certificate of liability insurance.
2. A recorded plat of the property showing the shore front dimensions and location of the improvement.
3. Proof of ownership of the property (i.e. copy of deed, tax statement, sales contract).
4. Plans, specifications, construction details and a list of materials to be used. The drawing must be to scale, one inch to thirty feet (1 inch = 30 feet) or larger and include views from all five sides when applicable. Lot drawing should describe property corners, property lines, shoreline and distances; side views must describe elevations above normal pool. Owner or owner’s agent must sign and date all drawing submitted for review.
5. Fill out information on electrical form (if applicable) and have it signed and dated by owner or owner’s agent.
Note: State legislation requires that all electrical installations must be performed by a licensed electrical contractor.
6. Completed applications should be submitted to TRWD along with a $100.00 non-refundable, permit application fee. Personal check, cashier’s check, money order, debit/credit card will be accepted. Please make check or money order payable to TRWD. CASH WILL NOT BE ACCEPTED!
7. Outside corners of the lot at
roadside and at elevation 315.00 feet msl must be clearly marked at the time of the pre-permit inspection for a permit to be issued and remain marked throughout the construction process.
8. A copy of the contractor’s general liability insurance policy. The District requires that all contractors working on District Reservoirs provide a Certificate of Insurance. Each certificate must name Tarrant Regional Water District as additional insured, as well as provide a waiver of subrogation. Liability coverage shall be no less than $500,000 per occurrence.
9. Any variations from the approved permit must be submitted to TRWD for approval, prior to any changes being made.
10. Owners are asked to put their email address on all permits for expedited handling of permit authorizations.
As part of residential improvement permitting requirements, TRWD requires residential improvements that are constructed on or over TRWD owned waters to comply with the National Electric Code (NEC). A recent update to the NEC included the following:
• N 555.23 Signage. Permanent safety signs shall be installed to give notice of an electrical shock hazard to persons using or swimming near a pier, boat dock or marina which has electrical service. All such improvements shall comply with all of the following:
1. The signage shall comply with 110.21(B)(1) and be of sufficient durability to withstand the environment.
2. The signs shall be clearly visible from all approaches to a pier, boat dock or marina facility.
3. The signs shall state “WARNING – POTENTIAL SHOCK HAZARD – ELECTRICAL CURRENTS MAY BE PRESENT IN WATER.”
• N 555.3 Ground Fault Protection. The overcurrent protective devices that supply the marina, boatyards, and commercial and non-commercial docking facilities shall have ground-fault protection not-exceeding 30 mA.
Effective December 1, 2019 TRWD will require that all improvement permit applications submitted to their office – whether for entirely new structures, add-ons to existing structures, or other modifications below conservation level –include these new requirements.
Once the permit application has been submitted, a District inspector will review the permit application and a site inspection will be conducted. Please allow 10 business days for the review and site inspection to be completed. Once
complete, and the permit meets TRWD requirements, the permit application will be approved and issued for 30, 60 or 90 days. A copy of the issued permit application will be mailed to the owner.
Note: Construction shall not start until the permit application has been approved. Submittal of the permit application is not automatic approval.
Upon expiration of the permit period, a construction extension may be granted at the sole discretion of the District. The extension fee is $50.00 and is valid for a period to be determined by the District with a maximum of 90 days. No more than one extension will be granted. If the improvement is incomplete at the end of the extension, a new permit may be required. Permits are required for alterations on existing structures. Other than general maintenance, construction is not permitted without an approved written permit.
Any construction without a permit is a violation of the General Ordinance. At any time the condition or presence of this improvement interferes with the operation of the reservoir or the safety of the persons or property using the surface thereof, the Owner agrees to immediately make any and all changes or corrections necessary to make the improvement comply with the General Ordinance or remove the improvement from District property at Owner’s expense. A person who violates the General Ordinance commits an offense. An offense is a Class C Misdemeanor and shall be subject to a civil penalty of not less than $10.00 and not more than $1000.00 for each violation or each day of continuing violation.
All piers and boat docks are to visibly display the address on a weather resistant 1/16” or thicker aluminum sign with four inch or larger reflective letters. The sign must be mechanically fastened and must be visible from the lakeside of the structure. In addition, all structures built over the conservation elevation of the reservoir (elevation 315 msl) must be equipped with reflectors. The reflectors must be weather resistant plastic, 3” or lager in diameter, white in color and mechanically fastened to the walkway support joints. The reflector spacing shall be no more than 20’ apart on each side of the walkway out to the structure and on all four corners of the end structure.
TRWD allows the use of misting systems on commercial docks (marinas) and on homeowner docks under the following guidelines:
Guidelines for Homeowner Docks:
• TRWD will not permit and inspect system prior to full operation.
• System must be installed, operated and maintained under the supervision of a TDA licensed pesticide applicator.
• Chemical used must be approved for use over water and approved by TRWD. No substitutions of chemical are permitted without TRWD review and approval.
• The chemical salutation tank shall remain locked at all times and only be accessed by the TDA licensed pesticide applicator.
• Tank fill ports will be located above the 100-year flood elevation of the associated reservoir. The tank must have secondary containment equal to 100% of the tank volume. Tank placarding will be with a tag indicating last service date and when the next service is due.
• An electric solenoid valve shall be installed on the chemical supply line from the tank to the misting systems within the tank containment and be open only when the system is activated and closed when system is not activated.
• A contract shall be developed between applicator and dock owner and made available to TRWD when requested.
• Termination of a contract will require the system to be removed in its entirety. Check with TRWD to determine requirements for misting systems at commercial facilities.

You will find explicit guidelines for retaining walls, dredging, and fill work, as well as guidelines for irrigation systems and structure improvements. These guidelines include allowed activities and materials approved by TRWD, water transmission line placement and electrical restrictions, among other things. You can download the Application for Improvement Permit from the same website.
The Richland Chambers office is located at 140 FM 416 in Streetman, Texas. Trays are available in the foyer of the office for dropping permits and papers off during business hours of 8 am – 11 am, Mon. -Thurs. Staff are available by phone, email or by appointment. The Navigator magazine is an annual publication, courtesy of the Richland Chambers Area Progress. Now in its 13th year, the Richland Chambers Area Progress is a local newspaper that has been revitalized through the ownership of local resident, Jennifer Bynum.This biweekly newspaper continues to garner a lot of attention and respect.
Present circulation encompasses three counties; Freestone, Navarro and Henderson. The Richland Chambers Area Progress is hand-delivered to businesses in the Richland Chambers Lake area, as well as Corsicana, Powell, Kerens, Trinidad, Malakoff, Athens, Mabank, Gun Barrel City, Cedar Creek, Richland, Streetman, Fairfield, Wortham, Teague, Mexia and outlying areas. The paper’s emphasis is on Richland Chambers Reservoir and the surrounding area.
The RCA Progress features a variety of information. We are putting a lot of focus into bringing our readers information about area businesses, local history and upcoming events. Each issue typically includes a feature story on “neighbors” in the area, current fishing reports/advice from popular guides, and a wealth of
other tips and useful information.
We publish 26 editions each year, with a new publication circulated every other Friday. We presently circulate 5,000 copies of each publication and expect current volumes to grow.
If you are visitors, new residents to the area, or long-time residents who have never read the RCA Progress, we encourage you to get a copy and check us out. Our information is useful to all.
