Under the presidency of Ken Givens, over the past two years, our chamber has continued to grow and expand our community events. A big thanks to Ken for all he has done.

Events to suit any taste
The Massey Foundation 2020 calendar is rapidly filling up with events to suit any taste. There are numerous events planned for Limestone County in 2020 that include dining, art, music and more! Massey Minds provides book studies, book reviews, public speakers in the On the Fence and Casting Light speaking circuit. Three public art shows are on the calendar as well as a music event featuring a string quartet from Baylor University. The quartet will perform while guests are treated to a wine pairing prepared by a top Houston chef. Colonel Allen West will also be in Limestone County on February 13th. This is a tremendous opportunity to hear from Col. West at the Saving Texas Values event. The first ever Limestone County Christmas Bus Tour of Historic Homes will be held on December 5, 2020. This a tour you will not want to miss! Homes on the tour will be announced soon and dinner is included with the charter bus tour. Only 54 tickets are available for this Merry Christmas tour. Massey Foundation memberships are on sale through January 31, 2020. The cost of membership is $125 and includes free tickets for the Wine Pairing/String Quartet Dinner AND the Christmas Tour of Historic Homes! HERITAGE FESTIVAL
has been meeting every couple of weeks since last October and the community support is awesome. A preliminary list of events includes: Parade (to be held on 5/30), Annual Lion’s Club car show (also on 5/30), Carnival, vendors, Quilt show, Period re-enactments and demonstrations, Pet show, kids games and many more activities too numerous to list. There will also be a city wide church service held at the fairgrounds that Sunday. And exciting news, the Cinch Ranch Sorting National Championships, sponsored by TR Performance Horses, have moved their event from Dallas to Groesbeck!! As many of you know, the community of Groesbeck, TX will be celebrating our 150 year anniversary/ sesquicentennial in 2021. To get a head start in the celebrating, we will be holding our 1st annual Heritage Festival which will be held the weekend of May 29-31, 2020. This event will lay the groundwork for the even bigger event in 2021. And our hopes will be that this event will be held as an annual event for many years to come. We are doing our best to make sure that the entire community will be included in this celebration. The list of

TOURISM, FILM PRODUCTION AND OTHER OPPORTUNITIES Facebook has become a leading method to promote events, businesses, communities and most anything one chooses to post. I have been receiving suggested Pages to check out and a recent one caught my eye. It included Hico,TX Film Friendly which reminded me that Mexia has submitted an application to the Texas Film Commission. Several years ago, I spoke to the Hico “Business” organization at the “Koffee Kup”, their famous pie shop and eatery. This small town, current population 1,385, had no Chamber of Commerce, but they filled the room with standing room only to learn more about tourism and other ways to improve their local economy. I did nothing more than convince them that they could do it themselves with a well-organized plan and by working together to make it happen. Tourism has blossomed in Hico with downtown improvements, new businesses and now they are experiencing movie making. Check out their website and Facebook Page to review the results of their efforts and an upcoming movie starring Barry Corbin. This is not about Hico. This is about Groesbeck, Limestone County and the opportunities we have here. Old Fort Parker, unlike Hico’s Billy the Kid claim, is authentic and documented. Our many other historic sites and interesting locations lend themselves to an ability to attract film production. Usually, tourism is a precursor to film production and Limestone County has already taken steps to develop tourism. Like Hico, we have a rich history and tourism is growing. The next step is to present our local assets to the film industry. This will require a strong desire, a large turnout of support, a well-organized plan and the community working together to make it happen. Many good things can happen when these key ingredients are in place. The same factors were in place in 1981 when a small dedicated group developed a plan to promote tourism in the Fort Worth Stockyards. It had been a sleepy, deserted place on weekends until a trail drive was re-created with 96 Texas Longhorn steers, 23 cowboys and a strong desire to develop tourism. The photos, videos and film footage of
several drives were used by the Fort Worth CVB and Texas agencies to attract attention to the rich western heritage of Fort Worth and Texas. Since that beginning, millions visit the Stockyards, annually. Billy Bob’s Texas became a national phenomenon. The first movie made was Baja Oklahoma in 1987. That same year, Ben Johnson brought more than 60 movie and TV stars for his Celebrity Team Roping and Cutting Horse Competition in Fort Worth. After the re-created trail drive, members of the North Fort Worth Historical Society called upon LS Ranches to begin organized hosting of tourists and tour groups at the ranch headquarters near Crowley. The Ranch had already been allowing visitors to observe its Longhorns and buffalo as a courtesy and the BBC had filmed a ranch party as part of its documentary on the TV show, ”Dallas”. A 6,000 sf building with ranch offices, sale arena and room for entertaining was constructed and the wagon and buggy collections were increased. Visitors from throughout the world enjoyed ranch tours, parties and other events. Once again, tourism provided the impetus for movie making. Locations for TV commercials and print advertising were a staple until the Ranches’ ads reached California. Universal Studios called with a request for a location to film the Texas segment of “Centennial”. Requirements included 500 Texas Longhorns and thousands of acres with no fences, utility poles, lines or buildings. No suitable site existed in the Fort Worth area, so Smith contacted his close friend, Happy Shahan, at Alamo Village near Brackettville where the movie was made utilizing Longhorns from the two herds. The foregoing is provided to show what can happen when people are committed to a common goal, develop a suitable plan and work together. The Chamber of Commerce is planning a “Heritage Festival” that will involve the entire community and all organizations. Several events are still open for organizations that have not selected a sponsorship. Texas Film Friendly is an option that should be given full consideration and more opportunities will arise as interest grows and plans progress. The announcement that the Limestone County Historical Museum is investigating the possibility of a new location between Groesbeck and Mexia is another indicator of forward thinking by a group that is already working together to achieve a common goal. From the Kitchen! Delicious and beautiful Almond Pastry. Not too sweet, perfect for breakfast, brunch, or a dessert following a meal. Very easy! Pre-heat oven to 400 degrees. Roll out each sheet of thawed puff pastry to a rectangle large enough to cut an 11” circle. Place one circle on parchment covered baking sheet. Cream together all of the filling ingredients and spread evenly, leaving a 1” edge. Place 2nd circle of puff pastry on top of almond cream and seal/crimp the edges with a fork. Brush the top of the pastry with egg wash, Score the top of the pastry with a decorative pattern, but do not cut all the way through the pastry to the almond cream. Make a couple of small steam holes in the center, then dust with sugar. Bake for 25-30 minutes unti pastry is golden brown. Leave to cool slightly before serving. - From the kitchen of Kara McLelland

Receive Your Portion of the $6.2 Billion Visa Mastercard Settlement Retailers, restaurants, and any business accepting credit and debit cards should be paying close attention to recent developments in the MasterCard/Visa Interchange Fee litigation, and for good reason… Money! Every year, consumers increasingly expect and demand that retailers accept credit cards for payment, and for many businesses the “swipe fees” have now become the second highest cost of doing business, trailing only employee wages. In fact, industry reports calculate that retailers pay billions of dollars annually in interchange fees. However, two opportunities for some cash relief may be forthcoming. First, in 2019 the fourteen-year old Fee litigation inched one step closer to final resolution when Judge Margo Brodie granted preliminary approval of the $6.2 billion settlement between Visa and MasterCard and a class of U.S. merchants. Businesses who qualify will be entitled to their pro rata share of the settlement fund. How Does A Business Qualify for the $6.2 Billion Antitrust Settlement? If your business accepted Visa
or Mastercard branded cards from January 1, 2004 to January 25, 2019, you may be entitled to participate in the approximate $6.2 billion to be recovered in a settlement of this action.
History Of the Interchange Fee Litigation In 2005, merchants brought a suit against Visa, MasterCard, and their member banks, alleging that the defendants violated antitrust law by conspiring to fix interchange fees. Uniformly adopting anticompetitive rules which includes rules that prevent merchants from steering customers towards lower-cost payment methods. The U.S. Department of Justice launched its own investigation into Visa and MasterCard’s anticompetitive conduct. This investigation resulted in a settlement with the government in 2010, which required the card networks to modify or eliminate various rules. In 2012, the class reached a $7.25 billion deal with the card networks in exchange for a perpetual release of all future claims. Following objections by retailers and other merchants across the nation that balked, the Second Circuit in 2016 vacated the settlement on appeal. On remand, the parties continued to litigate until late 2018, when the defendants reached the current $6.2 billion settlement in 2019.

Eliminate Up To 100% Of Card Processing Fees
The Second way to get some relief from the “swipe fee” and put money into your bottom line is the ability for the POS or Credit Card System to charge a fee to each customer, offsetting your costs. Merchants all over the U.S., including Texas, are now legally allowed to have the Card Processing System charge up to a 4% fee to the card holder, basically eliminating all the fees merchants pay. In August 2019, during the case of Rowell v. Paxton, U.S. District Judge Lee Yeakel ruled that the law prohibiting surcharges was unconstitutional, because it was considered a ban on free speech. For many years Visa/Mastercard has allowed government agencies to charge these fees; nonprofits to do it, schools to do it, and now businesses can pass the fees, which saves those businesses thousands of dollars saving the organization/business thousands of dollars To the customer it is a drop in the bucket. When most are getting cash back, points, airline miles, and rewards of much greater value than the small fee at the time of the purchase. Cash sales are sold at regular price, without the additional percentage, and promoted as a discount for cash, avoiding the 4% fee to the customer. Many merchants promote the cash discount and see increased sales because of it. Warning: This process must be done within the POS card payment system, and not manually by the merchant.
