Progress with a Spirit of Tradition
Opposites often exist not despite each other, but because of each other.
Success as a result of failure.
Strength grown from pain. Change requiring constants. Progress rooted in tradition.
We appreciate the inherited knowledge of those who came before us.
We honor their accomplishments and their struggles with one hand reaching forward and one hand reaching back; lifting each other as we climb.

Hartsburg
By: Ernie WrenHartsburg, MO is probably best known locally for the annual “Pumpkin Festival” in October with the many different types of crafts and food, along with a fun parade, and thousands of participants. The mention of Hartsburg may also bring thoughts of enjoying live music and great food at “The Burg,” or a refreshing drink at the “Hitching Post.” These are wonderful attractions in this small town, but there are many other adventures a family can enjoy in and around the Hartsburg community.
Hartsburg has a long history. Luther and Aurelias Hart purchased several hundred acres in the bottom lands and started farming there in 1870. About this time, they sold rights-of-way to the Missouri-Kansas-Texas Railroad (MKT) which now makes up the Katy Trail. In 1893, a railroad station named “Hart City” was established, and the town was officially incorporated as Hartsburg in 1901. The town has been continually improved upon by the Progressive Committee, with bi-annual fundraisers that helps the city purchase streetlights, pave roads, install Christmas decorations, upgrade the park, and handle other needs as they came along. (https://www.visitcolumbiamo.com/directory/ hartsburg-missouri/). According to the United States Census Bureau, which appears to vary from site to site, Hartsburg had a population of about 122 in 2011, and today hovers around 120.
Next to the Katy Trail, one can find a nice bench upon to rest, children can play on playground equipment, and visitors can view the Katyrest Caboose in Hartsburg Park. For those wishing to camp overnight, there is the Hart Creek Retreat and the Hartsburg Trailhead which offer the opportunity to pitch tents. Close to the park is the Samuel E. Hackman Building, also referred to as the A.L. Barner Hardware Company Building, at 30 S. Second Street. It is a historic commercial building built in 1897 with an iron
and frame storefront and is listed on the National Register of Historic Places.
This brings us to the Hart Creek Conservation area which is located about a mile or so outside of Hartsburg along the Hart Creek Road. The Missouri Department of Conservation states, “This area is 657-acres of managed forest, woodland, and bluff natural communities, with a few scattered oldfields. A multi-use hiking and bicycling trail runs through forested hills and limestone/dolomite cliffs. The area features a wooden overlook, a two-acre fishing lake, and a primitive camping area accessible by the adjacent Katy Trail State Park. The area offers public hunting, fishing, wildlife watching opportunities.” Operating hours are 4am to 10pm. For those that like to fish the lake, you will find good fishing for bass, bluegill, and crappie, as well as a fair number of catfish.
Another wonderful place to stop is the Lions Club Park on the outskirts of Hartsburg toward the river. It has a nice ball field, concessions, and playground equipment, and may remind you of “Field of Dreams” as it is nestled within crop fields. The Lions Club is quite active in the community, providing the recent fireworks shows, hosting fundraisers, and being a hub for local youth athletic events. Along with the Lions Club is the Hartsburg American Legion Post 424 which also provides fundraisers for special needs, along with being a community center for events. The hall is available for rent, and is a great place to host family reunions, birthdays, etc.
One can find a bevy of events and activities by going to Facebook sites such as “Hartsburg Happenings,” “Hartsburg Farmers Market,” and of course the “Hartsburg Pumpkin Festival.” Or one can simply take a walk around the four-block square of downtown Hartsburg and just enjoy the quaint shops and peaceful scenery.
Hartsburg History
In the 1870’s, Luther D. Hart and Aurelias B. Hart bought several hundred acres of land in the area and began farming. Soon after, they sold a right-of-way to the Missouri-Kansas-Texas Railroad, known as the MKT, or Katy.
A railroad station named Hart City was established in 1893 and the town was officially incorporated as Hartsburg in 1901. It was a farming community of hardworking and religious immigrants. Electricity came to town in 1919, earlier than most Missouri communities. An electric cooperative was established in 1929. Fundraising was handled by the Progressive Committee, which is still in existence today. Twice a year, fall and spring fundraisers
help purchase street lights, pave the roads, install Christmas decorations, upgrade the park or whatever else the little town needs.
Today the population hovers around 130. The town is home to two churches, two taverns, a winery, a cafe, an antique restoration business and, in the summer and fall, fresh produce stands. Often you’ll see a coffee can sitting on a picnic table and customers pay on the honor system.
The Hartsburg Pumpkin Festival is held each year on the second Saturday and Sunday of October, which includes games, foods, and crafts. Each year during the festival tens of thousands come to eat and shop at the numerous venues and food booths.
Ashland City Hall
Kyle Michel City Administrator Greetings and welcome to the City of Ashland. As the Mayor of Ashland, I am excited to have you a part of our community and thank you for taking the time to learn more about our community and municipal organization. You are always welcome to visit us online at www.ashlandmo.us to learn more about specific departments, events, or local laws and policies. The City of Ashland has experienced record setting growth over the last five years, bringing our 2020 Census population to 4,747. As the fastest growing community in Boone County we take pride in Ashland and Southern Boone County being a desirable place to live and raise a family. Our convenient location on Highway 63 at the midpoint between Columbia and Jefferson City makes for an easy commute to major employment centers or big city amenities.
We continue to see new businesses and new residential developments coming to Ashland with the last year bringing with it many economic development successes. Family favorites such as Scooters Coffee and Taco Bell now provide additional options to our residents while also attracting highway traffic to our community; which in turn, bolsters our tax base and economic vitality. 2023 is building upon 2022’s successes which will bring with it the formal opening of the Ranken Technical College campus as well as commercial additions such as Domino’s Pizza and O’Reilly Auto Parts.
To support these types of investments within our community, the City is currently underway with a variety of public infrastructure projects. Most recently, the City completed the renovation of the ballfield at City Park which also included the installation of new restroom facilities. South Main Street is currently under construction with contractors installing new water mains and making preparations to repair the road deck. Contractors are also mobilizing to extend Perry Avenue which will provide safer access to neighborhoods in the area while also extending commercial access from East Ashland Plaza south to Ranken Tech. South Henry Clay Boulevard will be the next project underway with contracts approved to conduct a resurfacing project in the coming months.
If you would like to learn more about our City and how we operate, our regular business meetings of the Ashland Board of Aldermen occur on the first and third Tuesdays of every month starting at 7:00 pm. We welcome you to join us at City Hall and look forward to hearing from you. As always, do not hesitate to reach out with any questions you may have.

Scott Young Interim Chief Ashland, Missouri Police DepartmentSouthern Boone County Fire Protection District
By: Jim BullardThe Southern Boone Fire Protection District cut the ribbon and opened its fifth fire station in the district last year. The addition of Station 21 on Highway MM just west of Andrew Sapp Rd means that nearly everyone in the district will live within five miles of a fire station. Housing starts west of Ashland precipitated the need for the fire station, which will include a fire engine a grass rig for natural cover fires and a boat for rescues on the Missouri River. The new station will also serve as a training area for firefighters for natural cover fires.
The new station was approved by voters in the April 2020 election bond issue, which purchased two new grass rigs and two new tanker trucks which have arrived and have been placed in service. A new Rescue Engine which is scheduled for delivery later this year.
More than 30 volunteers are active firefighters in the Southern Boone Fire District, led by Fire Chief Jim Bullard and Assistant Deputy Chief Colin Wright responded to 797 calls for service last year. The district also attends multiple fire safety and public education events.
Covering 125 square miles in Southern Boone County, the district is served by four existing stations, including: Hartsburg, Mount Pleasant Road, Henry Clay Blvd and a station near the Columbia Regional Airport. Living quarters are provided for volunteers at some of the stations. Residents live in those quarters for free as long as they respond to fire calls.
The district also pays a small stipend, similar to mileage, for those responding to calls and provides shift pay for two volunteers for a 12-hour shift. Those volunteers are required to stay within the district and respond to each call as available during their shift. The district reports that this practice has improved response times, especially for medical calls - the most common call for service.
The fire district is managed by a volunteer elected board of five members: Terry Hilgedick, president; Brandon Glascock, Nick Glascock treasurer; secretary; Alicia Ozenberger and Corey Sapp. They meet the second Tuesday each month at 7 p.m. at the training center, east of 63 on Rt Y. The public is invited to attend the open meeting.
Emergency Services
The Southern Boone area is served by a University of Missouri Hospital ambulance service and its EMTs. In 2006, the community banded together to raise the funds to build an ambulance base, located on Henry Clay just south of the fire station. The ambulance base is staffed 24/7. Paramedics are employees of University Hospital, however, they will transport patients to the hospital of their choice in Columbia or Jefferson City.
“Having an ambulance in Ashland decreases the amount of time for medical personnel to reach a patient in the south county community,” said Southern Boone Fire Protection District Board member Jim Cunningham. University Hospital medical personnel say that the ambulance service in not just about saving lives, it is about improving outcomes.
“We all have better outcomes from a heart attack patient by reaching that victim faster,” said manager of emergency services Brenda Jensen.
Southern Boone firefighters also provide emergency assistance and are often the first on the scene, whether it is a medical emergency, car crash or other emergency. Firefighters are trained to stabilize victims and take charge of the scene as emergency personnel arrive.
Recently, Boone County residents voted to pay for improved and enhanced 911 services. Boone County has started serving its residents with additional personnel and equipment. The County serves its residents from a new emergency services facility at the Boone County Sheriff’s Department campus.
For an emergency, call 911. For non-emergency situations, call 311.

Cattlemen Days Rodeo
This year marked 50 years since the first Cattlemen Days Rodeo began on Friday, September 14th, 1973. The rodeo was founded by Mike Bauman, the former Executive Secretary of the Missouri Cattlemen’s Association. In 1975, the Ashland Optimist Club and the Cedar Valley Riders created a partnership to take over the reins, a partnership which endures to this day. Over its history, the rodeo has been held at various locations, such as the Crane family farm south of town, the University of Missouri South Farms, as well as at the current grounds at the Optimist Club. The Cattlemen Days Rodeo continues to be sanctioned by the Professional Rodeo Cowboys Association (PRCA), which means it draws competitors from all over the nation. In a special celebration of the fifty-year history of the rodeo, Mr. Bauman was the Grand Marshall at the parade and in attendance at the rodeo as well. Drawing in the Ashland’s largest crowd of the year, this Southern Boone tradition carries on strong.
Ashland Future Farmers of America
The Ashland FFA is an organization for all students enrolled in Agriculture Education classes at Southern Boone County High School. Members of the Ashland FFA Chapter have the ability to develop premier leadership, personal growth and career success through participation in activities, conferences, and workshops that the FFA offers on a local, state and national level. FFA also focuses on community service projects that make a difference in the lives of people around them and in their community. There are many benefits for students who join the FFA.
Ashland FFA has two agriculture advisors, Rebekah Hammett and Jeff Suthoff that offer 10 agriculture classes and help to provide guidance to develop an outstanding program of activities. This year Ashland FFA was recognized as the second best chapter in the state in the National Chapter Award Program and was the winner of the Growing Leaders division. The chapter was also selected as the top ten chapter in the nation in the Growing Lead-
ers category. For the first time in chapter history, an Ashland FFA member was awarded State Star Farmer. This is a big deal in FFA! Ashley Sjostrand was awarded this honorable award for her extensive supervised agriculture experience. Over the past four years she has grown her swine and poultry operation into a notable business. She is also a National Finalist, one of the top four in the nation, in Diversified Livestock Production proficiency. We were also pleased to have three of our chapter members recognized in the proficiency areas at the state level. Ashley Sjostrand was 1st in Diversified Livestock Production, Ben Taylor was 1st in Diversified Crop Production Placement and Trent Hargis was 1st in Specialty Crop. This is a very large accomplishment.
We continually strive to provide members with many opportunities to help them to become great leaders, achieve goals and continue to grow as agriculture advocates.

Southern Boone Learning Garden
My name is Hope Sickmeier and I am the Learning Garden educator at Southern Boone County Primary/ Elementary. This is my 22nd year in this district and my seventh year as the garden educator. I absolutely love being in the garden and my goal is to foster that feeling in my students!
I have a Bachelor of Science in education from Southwest Baptist University and a Master of Science degree in elementary administration from William Woods University. Ashland has become my home and I’m so happy to be a part of this wonderful community! I have two amazing sons and four fantastic grandkids! I love being an Eagle and look forward to the best school year yet!
Also on the Learning Garden team is Lyra Noce. Born and raised in Southern Boone County, Lyra Noce returns to her roots as an Americorps Healthy Food Program Garden Educator. She is a graduate of Southern Boone Schools and the University of Missouri - Columbia with a Bachelor of Arts in Geography. Her life long love for gardening, small scale food production and preservation, and a desire to teach our youth a strong foundation in practical life skills made this position in the Learning Garden a perfect fit. She also hopes to engage and teach young chefs and food enthusiasts through imparting skills learned through over a decade of food service and restaurant management.
Lyra has two sons who attend Southern Boone Elementary. She resides with her husband, mother, and children on the land where she grew up. Hobbies include gardening, reading, and raising goats and chickens.
“In August 2023, the Boone County Commission presented a letter of intent to award ARPA funds in the amount of $450,000 to the Southern Boone School District. The funds will be used for the construction of a greenhouse at the Southern Boone Learning Garden at the primary and elementary schools, and a greenhouse at the high school for its agriculture department and award-winning Ashland FFA program.
Due to food insecurity and shortages experienced in recent years, the school district plans to help supplement its food services with vegetables grown by students and incorporate produce grown on-site into meals served at the school cafeterias. The ARPA funds will ensure the school district can provide highly nutritious meals to our students throughout the district, along with enhancing our educational program and improving student achievement.” (Courtesty of Southern Boone County School District)
Ashland Betterment Coalition
“Bettering Ashland is our Biz”
Hi from the “Ashland Betterment Coalition”! We’re a group of Ashland residents (and fans!) promoting our fair city as THE place to live, shop and play.
“Bettering Ashland” is our #1 objective, and over the past year we’ve partnered with Ashland FFA, PBA Architects and In Any Event to beautify downtown Ashland with custom planters. We did a little “horsin’ around” at Eagle Knoll with our Kentucky Derby event (Get Down and Derby with us next year!), helped the community strut its stuff at the Fourth of July parade, AND let sparks fly at our first annual “Igniting the Skies” fireworks display at
the YMCA. Be on the lookout for our Christmas event (and photo opp!) with real reindeer this coming December. Thanks to all our sponsors (and YOU!) for your continued donations and support.
“ABC” is a free group (no membership required!) and we are constantly looking for new ways to partner with more community groups, property owners and businesses. If you’re interested in collaborating with us or would like to volunteer, we meet the first Monday of every month at City Hall at 7 p.m. AND be sure to follow us on Facebook: @ashlandbettermentcoalition and Instagram: @ ashlandbetterment for the best of the best in and around sweet Ashland, MO.

Senior Living
By: Ken BishopSouthern Boone Senior Citizens are constantly on the move! The Southern Boone Senior Center offers multiple opportunities to socialize, play cards, shoot pool, crafting and quilting groups, as well as other activities. Seniors also volunteer, take bus trips together and enjoy watching their grandchildren at the many ballgames around Southern Boone.
While many Southern Boone Seniors are from the area, others have moved to Ashland or Hartsburg in order to be closer to family or closer to the Medical Community in Columbia and Jefferson City. Many have recently started moving into the Baptist Home of Ashland.
Many seniors have enjoyed participating in YMCA Classes and/ or joining the local Folks on Spokes bike riding group.
Or perhaps you may want to join the Senior Center in our Monthly Dinner Day, at 12:00 on the 3rd Wednesday of the month. Want to move your feet? Join the Senior Center on the 4th Saturday of the month for our Dance, from 7 – 10 P.M. These events are open to the public.
Spring Fling - The Senior Center has a fund raiser each year, in early March. There will be meals served on Friday and Saturday, from 11 – 1 P.M., with a silent auction. This is open to the public.
Membership in the Senior Center is $10 and open to Southern Boone residents, aged 50 and up. The Senior Center is located at 406 Douglas Drive in Ashland. For more information call 573-657-0444.
