Tribal Probation Academy: Bringing Positive Change About TPA
Eligibility Requirement
The Tribal Probation Academy (TPA) is a comprehensive training academy that provides an opportunity for new and experienced probation officers to obtain up-to-date information and critical skills needed for effective case management, officer safety, and career development. Training is presented using innovative methods, with the goal of enabling students to readily apply the knowledge and skills gained in each session.
Applicants must be employed by a tribal agency or if a consultant/contractor, endorsed by a tribal government.

There is NO FEE to attend the four-week TPA. The TPA provides lodging (Sunday–Friday) and meals (Monday–Friday). Participants are responsible for travel arrangements and costs.

Explain any specific action steps you or your tribal probation department have taken as result of the TPA.
• TPA has made me more aware of how I communicate with each client. I have used the methods taught at TPA, and it has improved not only my communication skills, but the positive response from the clients and how they are willing to work harder to get off probation and make the changes in their lives.
• I have become better at documenting everything I do and creating more types of reports to use when submitting information to the court on probationers.
• The academy taught me how to be more aware of those that are seeking change and assistance. It also showed me how we as POs can help our tribal people seek services to help them with classes and meetings.
• The most important action step we took was drafting a Policy and Procedures Manual. Although we have had our probation department for several years, we did not have a manual, and it is now the foundation of our department.
• TPA has impacted my role as a tribal probation officer in a positive way by giving me the knowledge to do my job effectively. All tribal courts that have a probation department should utilize TPA to make their POs aware of potential dangers and risks. Serving my community in this career has been rewarding.

Multi-Jurisdictional Law Enforcement Conference www.ncjtc.org/mj This nationally recognized training focuses on developing stronger relationships between law enforcement professionals working across different jurisdictions and/or disciplines. This conference highlights best practices and promotes strategic solutions for working together effectively. The 2014 conference will address: alcohol & substance abuse, human trafficking & prostitution, and technology & social media.

Child Homicide Investigations www.ncjtc.org/chi This intensive 2-day training is designed by subject matter experts with collective experience from more than 500 homicide cases and focuses on understanding and building the relationships between the forensic pathologist, the homicide investigator, and the prosecutor in successfully investigating and prosecuting child homicide cases. Each learning module is designed to strengthen the homicide investigation as a result of collaboration between disciplines. Part of the Innocent Victims Training Series!
Training Objectives Upon completion of this training participants will be able to: • identify and distinguish the investigative and jurisdictional responsibilities of the forensic pathologist, law enforcement investigator, and prosecutor in a child homicide investigation • define the capabilities of the disciplines involved in child homicide investigation and how they can work together to make the case stronger • describe best practices for conducting the child homicide investigation • demonstrate working knowledge of the techniques and methods for interviewing and interrogation
• analyze the function of the medical examiner’s findings and observations and the essential forensic evidence gained from a forensic pathologist • determine the evidence needed from the crime scene and how technology can assist homicide investigations • analyze what the prosecutor needs to prepare a child homicide case for presentation to a trial jury and judge and how that differs from preparing a case for presentation to a grand jury

Evidence Based Sex Offender Assessment, Treatment & Management www.ncjtc.org/som Sexual victimization is one of the most devastating social and criminal justice issues today. This training was created to help criminal justice systems and communities understand the incidence and impact of this crime, but more importantly to help communities respond with practices that can effectively mitigate the risk these offenders pose to the community and do what they can to make sure there are no more victims. Participants will leave the training with the tools they need to improve their collaborative, multidisciplinary approach to sex offender management using the best practices identified to date.
Training Objectives Upon completion of this training participants will be able to: • identify innovative and best practice strategies for sex offender registration and notification • identify assessment strategies for the highest risk and most dangerous offenders to the community to best allocate finite resources for enhanced monitoring • collaborate with other disciplines including treatment providers and victim advocates
• gain understanding of how sex offenders are going to be treated, supervised, and managed once they leave the courtroom • identify risk and needs to assist with courtroom advocacy for an appropriate judicial response • gain a better understanding of the differences between adult sex offenders and juveniles who commit sexual offenses

Internet Crimes Against Children Regional Successes
REGIONAL TRAINING OVERVIEW • Trained over 900 individuals from across the United States Internet Crimes Against Children Training & Technical Assistance Program
The 2014 ICAC Regional Conferences highlighted current issues presented by leading experts in the field. NCJTC’s dynamic instructor captivated a breakout group as she presented on Child Pornography Investigations at a recent regional training (left).

The 2014 Law Enforcement Regional Training on Child Exploitation delivered cutting-edge workshops to law enforcement personnel from across the country. These training programs provided opportunities for learning, information sharing and collaboration across all levels of government. Funding from the Department of Justice provided this training at no cost to the attendees.

Participants by Discipline In lieu of one national training in 2014, it was decided that four smaller, regional events would be conducted. The agenda was consistent at each site, allowing attendees to choose the most cost-effective option. Each event was three days in length; the first two days were comprised of three lecture tracks and three hands-on computer lab tracks yielding over 30 available lecture and lab sessions. The third day of each event consisted of one lecture-based general session. This training was overwhelmingly successful, with 97% of attendees indicating that they could apply the information learned to their work! Training was designed specifically for the law enforcement community. Due to the sensitive nature of the material presented, attendance was restricted to members of law enforcement agencies. Participants represented all levels of government, including federal, state, and local agencies. The diagram (right) provides a breakdown of participants by discipline at these regional training events.
Save the Date! Partners in Protecting Children In 2015, our goal is to once again conduct one national training conference. The National Law Enforcement Training on Child Exploitation is planned for June 2–5, 2015 in Atlanta, Georgia. Internet Crimes Against Children (ICAC) eLearning Many of us dream of training while in the comfort of our home: enjoying a cup of coffee, sporting a baggy t-shirt and leaning back in a comfortable chair or recliner. This is uninterrupted learning at its best. This scenario is attainable through one of NCJTC eLearning courses, which are currently offered through our Internet Crimes Against Children (ICAC) and AMBER programs! What is eLearning? eLearning refers to anything delivered, enabled, or mediated by electronic technology for the explicit purpose of learning. eLearning can be a webinar, a short video clip, an interactive blackboard course, or anything delivered or enabled by electronic technology. Our eLearning programs are designed to complement on-site training and allow more students access to valuable training without the burden and expense of travel. ICAC has been very successful with their eLearning program. Getting new ICAC members trained quickly is the challenge and goal of every ICAC Task Force, but the training process is a particular strain on smaller law enforcement agencies. Fewer resources exist to support the training needs of the new investigator or ICAC team members. Large ICAC Task Forces may be able to devote resources to a dedicated training program that spans weeks…but small agencies don’t have this luxury. For this reason, eLearning is a great no-cost option for both large and small agencies!
What Are the Benefits of eLearning? Student Centered The student is the core of any eLearning system. Materials and activities are designed with the needs and interests of the learner in mind. Self-Directed and Self-Paced Students control the amount of time they spend on any particular topic. This allows students to spend additional time on difficult items before moving on or to skip material they already understand. This “individualized” approach usually allows students to complete their training faster and receive a better overall understanding of the material.

Interactive and Hands-On eLearning uses a variety of multimedia technology which increases student involvement and reinforces the learning experience. Flexible Learning can take place anytime and anywhere, as long as the necessary equipment such as a laptop or tablet is accessible. Although eLearning is a great tool, eLearning and classroom learning are not mutually exclusive. In many situations classroom learning can be enhanced by adding eLearning modules for students to view prior to attending class. This is one form of “blended learning� offered by ICAC. An example of this is the ICAC Undercover Chat Class. Prior to attending an on-site course, students are asked to view several online training modules consisting of videotaped instruction and interactive tools covering basic or essential concepts. Once in class, the course curriculum builds off from the previously viewed content.
Proudly Offering Multiple eLearning Formats Webinar Series The webinar series addresses contemporary issues faced by the ICAC community. Webinars may be viewed live, where participants are able to interact with the presenters and ask questions, or users can view recorded versions. Self-Paced Online Courses Self-Paced Online Courses allow participants to virtually attend courses at their convenience without travel related expenses. Courses are offered continuously throughout the year and registration is always open. Live Instructor-Led Online Courses Our remote technology allows individuals or groups of students to interact live with instructors and other students while learning online in this blended learning environment. Delivery Methods - Web-based, hands-on training sessions at your desk, or - Facilitated online training in a local class setting.
Instructional Video Clips and Tutorials The instructional video library is available with over 100 short video clips (averaging 4-6 minutes in length). The video library was created as an online learning tool to explain a single issue or answer a specific question. These how-to videos are presented by subject matter experts on current trending technologies.
