Profile & Demographics

L

ocated in the historic Midlands of South Carolina, Lexington County is consistently among the fastest growing regions of the state. As of 2015, an estimated 281,833 people called Lexington County home, according to the U.S. Census. Lexington County has seen the fastest increase in population since 2000 of any county in the Central Midlands Region, at over 21 percent. The county is expected to experience significant population growth over the next 25 years. The population is projected to increase 81.6 percent, adding nearly 214,100 people to the county’s population, for a 2040 total of nearly 476,500 residents, according Central Mid-

land Council of Governments data. The median age of Lexington County residents increased to 37.9 and the number of residents added were equally split between persons over and under age 55. A slightly larger percentage of the population is over 55 (24.6 percent) than those under 18 (24.5 percent) Lexington County is home to a thriving economy and many prominent U.S. and international companies, including manufacturing, distribution and food processing as well as headquarters and back-office operations. The county has low tax rates and consistently maintains one of the lowest unemployment rates in South Carolina.

Lexington County’s Rapid Growth By C. Grant Jackson

L

exington County, with its proximity to the state capital, a thriving economy, airport and interstate access and assets like Lake Murray, is one of South Carolina’s fastest growing counties — and the fastest growing in the Midlands of South Carolina. Population estimates predict nearly a half million county residents by 2040, nearly double the current population. “The attraction new residents have to Lexington is built on so much more than our surroundings like gorgeous Lake Murray,” says Otis Rawl, president and CEO of the Greater Lexington Chamber and Visitors Center. “With nationally recognized school districts, newly constructed homes and neighborhoods, thriving local businesses and hospitable residents, it’s no mystery why visitors want to call Lexington their home.” The burgeoning town of Lexington, the county seat, continues to experience unprecedented growth, and the cities of West Columbia and Cayce just across the Congaree River are part of the bustling Columbia metropolitan area. The towns of Irmo and Chapin offer proximity to recreation on Lake Murray and the lure of lake living. And while Lexington offers a connection to the state’s urban center, rural communities such as Batesburg-Leesville, Gilbert, Pelion and Swansea offer a chance to get

away from the pace of city living. But city services are close when needed, including excellent health care facilities. Transportation has been key to the county’s success. Cayce is home to the Greater Columbia Metropolitan Airport, which offers daily direct and connecting flights to all major markets as well as cargo service. UPS operates a Southeastern regional hub at the airport. The county is crisscrossed by Interstates 26 and 20 with easy connection to I-77. Here’s a guide to new and ongoing development in the region.

Town of Lexington The Town of Lexington has been remaking its downtown with a focus on arts, entertainment and retail. Several new restaurants and retailers have located in the Main Street corridor, and others have been refurbished

with the help of a façade improvement program. Project Ice House at the corner of Main and Church streets is seeing the building of a 900-seat amphitheater, the renovation of the former Shirey’s on Main and the construction of two new buildings to create a destination retail center and public green space expected to include boutique retail and eateries. The project is part of the town’s Vision Plan designed to aid connectivity in the downtown area through Lexington Square Park, Virginia Hylton Park, the Lexington Municipal Complex and the Palmetto Collegiate Institute. In his 2016 State of the Town address, Mayor Steve MacDougall noted that 2015 was another year of unprecedented success and growth for the town marked by record construction. “Since July 2015 (fiscal year ’16), $70 million in new construction has been permitted. This value is 35 percent higher than the construction value that was recorded for the previous fiscal year,” MacDougal said, and he expected those figures to climb. “Also, we are projected to permit the building of 160 new homes inside of town limits, exceeding the previous year which saw 112 new homes.” All the growth has increased traffic issues, which have been a problem for years, but the town has implemented an Adaptive Computerized Signalization System designed to make traffic flow more smoothly. Alleviating traffic congestion continues to be one of the town’s major projects, MacDougall said. Lexington’s goal, MacDougall said in his address, “is to be aesthetically appealing and preserve our small town charm, while making enhancements that will continue to attract visitors and new economic development.”

City of West Columbia A growing commercial and residential district just across the Gervais Street Bridge from Columbia is fueling urban development in West Columbia. The city is making an effort to attract craft breweries, micro-distilleries, craftsmen, artists and jewelers to fill empty spaces and complement the galleries, restaurants and shops along State and Meeting streets in the city’s historic downtown. The city has also created the HEMI Food Truck Court at 728 Meeting St. housing a rotating set of food trucks from 6 a.m. through 10 p.m. seven days a week. The area is often referred to as Vista West, a counterpart to Columbia’s Congaree Vista entertainment district across the river. The Brookland mixed-use project on a 4-acre site near the river at State and Meeting streets will be home to up to 235 apartments and condominiums, stores, restaurants and

offices in four buildings. Brookland was the original name of West Columbia when is it was incorporated in 1894. The project joins the FLOW Townhomes project at 136 Sunset Blvd. on the west bank of the river. West Columbia provides easy access to three interstates — I-20, I-26 and I-77 — as well as two major highways, U.S. 1 and U.S. 378, and the Columbia Metropolitan Airport. Each transportation corridor serves as a catalyst for growth. Commercial and residential growth also continues along the US 378, US 1, and SC 12 corridors.

City of Cayce In 2015, personal finance website NerdWallet named Cayce the best city in South Carolina for millennial job seekers to start their careers, and millennials make up nearly 30 percent of the city’s population. Like West Columbia, with whom it shares a city limit just to the north, Cayce has taken strides to capitalize on its urban connections. the focus of much commercial and residential revitalization, including the Tremont Apartments and the historic Guignard Brickworks and State Street initiatives. But the city is also seeing tremendous growth to the west on the 350-acre Otarre development bordering the SCANA campus at the Twelfth Street Extension and I-77 and adjacent to other major employers such as Amazon and Nephron Pharmaceuticals. Otarre Pointe is a 299-unit residential development across from the Cayce Tennis and Fitness Center. Other Otarre properties are targeted for residential, commercial and industrial development, with even the possibility of new regional shopping mall. The city also is working with several partners to develop a 12,000 Year History Park on the banks of the Congaree River that ties into the popular River Walk trail. Cayce Mayor Elise Partin says that while Cayce is excited about its growth, the city also works “to keep a small town feel.” She also points out that Cayce has been named a top tax-friendly place to retire, and she is proud that Cayce is the first city in South Carolina with an internationally accredited management team.

Irmo, Chapin and Lake Murray Many newcomers to Lexington County are drawn by the lure of living on Lake Murray, the region’s recreational gemstone. The towns of Irmo and Chapin are among the region’s more popular suburban areas. New residents are drawn not only by Lake Murray, but also the award-winning schools of Lexington-Richland School District 5 and an easy interstate commute to downtown Columbia. One of the region’s older suburbs, Irmo boasts close proximity to Columbia, Lake Murray, and the Harbison shopping area, which includes a recently opened Costco. Lakeside living is huge draw in Chapin, where residents can easily commute to professional and government jobs in Columbia. Chapin has a diverse business community that includes professional services, retail, distribution services, high-tech firms and health care companies. An increase in residents has brought a surge of residential and commercial development around Lake Murray. The shores of Lake Murray continue to see projects like the Residence at Marina Bay, a waterfront lifestyle community, as well as the growth of new single-family residential developments.

exington County encompasses an area of 758 square miles in the Midlands of South Carolina and includes the municipalities of Batesburg-Leesville, Cayce, Chapin, part of Columbia, Gaston, Gilbert, part of Irmo, Lexington, Pelion, Pine Ridge, South Congaree, Springdale, Summit, Swansea, and West Columbia. Oak Grove, Red Bank and Seven Oaks are Census-Designated Locations in Lexington County but have no municipal governments.

Lexington County Council serves as the governing body of the county and enacts laws by ordinance. County Council members are elected from nine districts for four-year terms. The council is chaired by Councilman M. Todd Cullum. The Town of Lexington, the county seat, is the largest town in the county with a population of almost 20,000. Led by Mayor Steve MacDougall, elected in 2013, it is a fast-growing municipality. The next largest municipalities are West Columbia, with a population of approximately 16,000, and Cayce, with a population of nearly 13,000. U.S. Rep. Joe Wilson, who is from Lexington County, serves South Carolina’s 2nd Congressional District in the House of Representatives, representing Lexington, Aiken, Barnwell and parts of Richland and Orangeburg counties.

Lexington-Richland School District Five

ith two major hospitals and numerous health care facilities and providers, Lexington County boasts unparalleled access to health care and a booming health care industry.

The Lexington Medical Center on Sunset Boulevard near I-26 and I-20 has been the focus of health care in the county since its founding in 1971, and has grown just as rapidly as the county’s population continuing to provide ever expanding care. Recognized as one of the leading health care facilities in the region, the center offers a comprehensive network of more than 600 physicians in six different community medical and urgent care centers. It also provides an occupational health center, extended care facility and an Alzheimer’s Care Center. Lexington Medical’s community centers are located in Irmo, Lexington, Chapin, Batesburg-Leesville and Gilbert and Swansea. Columbia-based Palmetto Health system’s Baptist Parkridge hospital in the Irmo area opened in 2014. The hospital offers emergency care and provides services to the Chapin and Dutch Fork area. Lexington County also has several skilled-nursing homes and senior care centers, both in the urban areas and in rural locations. The S.C. Department of Health and Human Services offers a wide variety of health care services in Lexington County at a low cost, some for free.

Lexington Medical Center Continuing To Grow

exington Medical Center, by far the largest network of health care services in Lexington County, continues to grow and expand. The hospital is adding a 545,000 square-foot patient care tower that will add 71 beds to the 414-bed hospital and make Lexington Medical the most modern, state-of-the art hospital in South Carolina. The 10-story tower, expected to be completed in 2019, will include new patient rooms, operating rooms, educational space for staff and community members, enhanced dining options, and pharmacy operations as well as expand the hospital’s Labor and Delivery and Mother/Baby Departments. The hospital’s tiniest patients will share private rooms with their parents, an innovative concept that has been shown to lead to better outcomes. A new parking garage will add 950 parking spaces. Lexington Medical also includes six community medical centers. In addition to the main campus, community medical centers are in Batesburg-Leesville, Chapin, Gilbert,

Irmo, Lexington and Swansea. Lexington Medical Center is affiliated with more than 600 physicians and more than 70 physician practices. The network also includes comprehensive cardiovascular services and cancer care affiliated with Duke Medicine, an occupational health center, the largest skilled nursing facility in the Carolinas, a 10,000-square-foot rehabilitation center at the hospital’s Extended Care campus, and a specialized care center for Alzheimer’s. Parkridge About More Than Medicine

A

t the 76-bed Palmetto Health Baptist Parkridge hospital off Lake Murray Boulevard in the Harbison area, the emphasis is on delivering an experience that is as much luxury hotel and spa as hospital. From the architecture of the building, to its resort-like entrance, to amenities that abound including an actual spa, the idea is to make patients feel welcome and comfortable, not intimidated. The full-service hospital opened in March 2014 to serve residents of Irmo, Harbison, Chapin, Dutch Fork and surrounding areas. The facility has about 600 team members providing care. Services include medical and surgical inpatient units as well as an intensive care unit and six operating rooms. Parkridge offers outpatient care, as well as diagnostic and treatment services including laboratory, imaging and more. Palmetto Health Baptist Parkridge was designated a Breast Imaging Center of Excellence in May by the American College of Radiology recognizing its accreditation in mammography, stereotactic breast biopsy and breast ultrasound.

The hospital has a 24/7 emergency department. In addition to general medicine and surgery, services include non-invasive cardiology, gastroenterology, intensive care, obstetrics and gynecology, orthopedics, outpatient rehabilitation, plastic and reconstructive surgery, pulmonary medicine and spine surgery. Healing Waters, a 6,931 square-foot fullservice spa, aesthetics, plastic surgery and wellness facility, offers traditional services and treatments, including anti-aging facials, massage therapy and Healing Waters’ body rituals. Other services include medical aesthetic procedures, such as Botox and dermal fillers; plastic surgery procedures including

both reconstructive and cosmetic plastic surgery; and wellness activities. At Parkridge’s Back Porch, patients and visitors can find an area designed as a place of relaxation and reflection. The Back Porch includes an outdoor dining area, water features, a prayer garden and a labyrinth. The in-house chef will serve patients and visitors fresh, local food that is never fried, whether it is ordered in the Arbor Dining Room or from a patient room. In addition to Parkridge, the 1,138-bed Palmetto Health system includes Palmetto Health Baptist, Palmetto Health Richland, Palmetto Health Children’s Hospital, Palmetto Health Heart Hospital —all in Columbia — and the 109-bed Baptist Easley Hospital. Palmetto Health has more than 8,400 team members and 1,000 physicians. Created by a hydroelectric dam, the 50,000-acre lake with 500 miles of shoreline is located just a few miles from Lexington and Columbia and has become one of the most popular recreation sites in the state. Major fishing tournaments are held throughout the year. Several sailing clubs operate on the lake offering recreational and competitive events. One of the area’s most popular walking paths is directly across the top of the Lake Murray Dreher Shoals Dam along S.C. 6. A popular place for walking and jogging, the distance is 1.7 miles each way for a total walk of 3.4 miles. The walkway offers spectacular views of Lake Murray and even the downtown Columbia skyline 11 miles away. If you walk on a hot day, be sure to take a hat, sunglasses and water.

Another popular attraction is the twilight viewing of purple martins that like to roost at Lake Murray’s Bomb Island. A July 4th celebration features a parade of boats competing for decoration awards with their flags, balloons and patriotic ornaments. An island fireworks display follows in the evening, drawing a swarm of visitors by land and lake. Home tours are often available for those who want to view some of the lavish dwellings that line the shore, all with an assortment of quaint docks and slips with every type of boat imaginable. Camping is available at many sites around the lake, including Dreher Island State Park, located near the town of Chapin.
