Frontenac News taking measures to make the paper available in case of postal strike by Jeff Green - Publisher he summer season is a crucial part of the year for all the businesses that are the lifeblood of our communities. This week, I’ve been calling many of the business owners that we deal with on a regular basis to ask them for help. There is a good possibility that this will be the last Frontenac News that readers will receive in their mailboxes for a while, as Canada Post and two of the bargaining units with the Canadian Union of Postal Workers are at an impasse in negotiating a contract. As of this coming Saturday, July 2, the union will be in a legal strike position. What will result is anyone’s guess. It could be a contract; the union may launch a strike; or Canada Post might lock them out. We distribute 9214 copies of the Frontenac News through Canada Post each week, to the far corners of Frontenac County, Addington Highlands and western Lanark County. On some weeks, we distribute an extra 2920 papers to the Inverary and Perth Road regions. While this is an expensive way to distribute newspapers, in our experience it is the only way to reach all the hamlets and back roads properties in the region. For us to set up our own distribution system would be prohibitively expensive and would also be difficult to monitor effectively. So, as we face a shut down at Canada Post, we’ve been on the phone to ask for help. Thankfully, all the businesses we approached have been understanding, and below is a list of locations that have been lined up as of early this week. We will expand our distribution further as we contact more businesses but you can count on the ones listed here to have the Frontenac News available for free every Thursday until Canada Post is back up and running. School closures on the horizon in Frontenac County Prince Charles, Land O’Lakes Public slated for closure in 5 to 9 years by Jeff Green
A
report by the consulting group Ameresco, which was received by the board of trustees of the Limestone District School Board (LDSB) last month, recommends the closure of at least two elementary schools in Frontenac County over the next 10 years. The process for closing Prince Charles Public School in Verona is projected to begin in three years, and the process for closing Land O’Lakes Public School in Mountain Grove is projected to get underway in seven years. The report also recommends that community partners be sought to help cover costs for facilities that will remain open but will be under capacity, such as North Addington Education Centre in Cloyne, and Granite Ridge Education Centre in Sharbot Lake. None of the report’s recommendations have been formally adopted or even considered by the LDSB board of trustees. The report, titled “LDSP Long Term Accommodation Plan” was commissioned by the board in response to provincial directives that, in the words of the report, “require 100% utilization of schools, board-wide, year-over-year, in order to ensure that facility renewal and school operation costs (i.e. cost to heat, light and clean) are met”. Based on enrolment projections, the report concludes that within 15 years there will be excess capacity for 2,787 elementary students and 1,540 secondary students in the entire Limestone Board if changes are not made. The Limestone Board currently operates 53 elementary and 11 secondary schools in the City of Kingston, and in Frontenac and Lennox and Addington counties. While the first section of the report sets out series of facts and provincial policies, the second section, “Proposed Long Term Accommodation Plan by Family of Schools”, offers
recommendations to accomplish 100% utilization by making changes in just about every corner of the board’s reach. Jane Douglas, communications director for the LDSB, said that a staff report to the trustees on the recommendations is expected in the fall, and consultations with the school communities and the public at large will take place before any decisions are made to adopt its recommendations. “What's important is to ensure there is a large district-wide review before any steps are taken,” she said. “In the rural area there is a great need to bring together possibilities. There is lots of potential for partnerships with municipalities and community groups and agencies to deal with some of the surplus capacity,” she said South Frontenac Township is covered for the most part by the Sydenham High School (SHS) Family of Schools. In the Sydenham family, Prince Charles in Verona is already under the 80% utilization threshold that is considered a minimum for continued operation of a school. In 2016-17, the projected enrolment of 182 students Prince Charles is 69% of the school’s capacity of 265 students. The projections going forward to 2030 call for only a very slight decrease, to 177. However, the capacity of Loughborough Public School is 549, and it has a 2016-17 enrolment of 422 (77% of capacity), which is projected to drop to 314 by 2030 (only 57% of capacity). Therefore the report recommends that a Program Accommodation Review (PAR) process be undertaken in the 20192020 school year “with a view to consolidate Prince Charles PS into Loughborough PS.” Harrowsmith Public School is projected to remain over capacity (105%) over the next 15 years. In order to deal with projected decrease in enrolment at
Sydenham High School from the current 719 (94% 0f capacity) to 569 (74% of capacity) by 2030, the report recommends diverting students from the portion of rural Kingston north of Hwy. 401 from their current schools to Sydenham. As far as the Granite Ridge Education Centre Family of Schools is concerned, the report points out first that all three schools in the family (Granite Ridge, Land O’Lakes and Clarendon Central) are well below the 80% threshold, and will continue to drop over time. By 2030, it sees the elementary panel at only 51% of capacity at both Granite Ridge (142 students) and Land O’Lakes (107 students). By putting the two schools together, the projected enrolment would be 268, which is still only 77% of capacity. Even though the report does not talk about closing Clarendon Central in Plevna, it allocates the projected enrolment for Clarendon Central to Granite Ridge by 2030. The report recommends that a PAR process for the Granite Ridge Family of Schools be established in 2023/23 “with a view to consolidate Land O’Lakes PS into Granite Ridge Education Centre” As far as North Addington Education Centre is concerned, the report says that the school, which has the capacity for 305 elementary and 327 secondary students, is already well under capacity, particularly in the secondary panel where there are only 106 students, and will continue to see enrolment decreases over the next 15 years. The report does not recommend closing NAEC, because of its location, but says the board might consider “converting two classrooms into a community hub/technology centre” in the short term, and in the longer term look at exploring “with

CF Council donates to NF Food Bank, Canada 150 Committee - June 28 by Jeff Green

he township considered a request for a $5,000 contribution to help the North Frontenac Food Bank deal with an unprecedented level of need in the community, particularly among the population of seniors. Between 2012 and 2014 the food bank dealt with a stable but increasing demand, from 256 baskets in 2012 to 287 in 2014. The number then jumped to 456 in 2015, and based on the first quarter of 2016, it is projected to reach 624 for the year. With the cost of food increasing as well, the average basket of food costs $71 now, and the food bank is finding itself unable to keep up. In a letter to Council, Kim Cucoch, the food bank’s coordinator pointed out that the North Frontenac Food Bank is one of the few in Ontario that operates without any paid staff. She asked the township for $5,000 to help get through the year. In response, Treasurer Michael McGovern said that the township budget is very tight this year, and recommended that the township donate $2,500 instead of $5,000. Council donated $2,500 for now and asked that McGovern take a look at the year-to-date expenditures later in the year to see if another $2,500 will be available. Tender for fire hall parking lot Based on the recommendation of Fire Chief Bill Young, Council awarded the contract for landscaping the parking lot at the new Parham Fire Hall to Steven McVeigh at a cost of $39,215. Among the four bids there was one for only $26,600 from AWD Contracting, but Young said that the AWD bid did not include any rock removal, which is a major part of the job. The other two bidders, Robinson Excavating and Crains’ Construction, were both substantially higher priced compared to McVeigh’s bid.
Money for Canada 150 Committee Bill Bowick, chair of the Canada 150 Committee, presented a number of documents outlining some of the activities that the committee is working on developing for 2017. In addition to planning for the opening of the completed K&P Trail on Canada Day 2017, the committee is planning a number of other events, including: geo-caching significant locations within the community; planting special tulip bulbs this fall; a Fitness 150 challenge; and more. He also asked for $2370 this year and double that in 2017 to help the committee complete its mandate. Council approved the $2,370, to be taken from reserves, and will look at the second request when the 2017 budget is being worked on. OPP use of former school raised hackles Councilor Riddell asked Chief Building Official Jeremy Neven about township staff granting permission to the Ontario Provincial Police Emergency Response Unit to use the former Hinchinbrooke school for a one-day training exercise. “Was the township paid for this and were the insurance implications considered?,” Riddell asked. “The OPP did not have a budget for this and would not have used the school if we were charging,” said Neven, “but it was a good location for them to do the exercise they wanted to do, the details of which they did not share with me. Re: murals in Mountain Grove
V
illage Beautiful Mountain Grove had been doing an amazing job making the town look vibrant, lived in and loved. Then someone informed me that it was actually the result of Arlene Uens' hard work & creativity. So imagine my shock and dismay when I learned that the township asked her/ removed two of her beautiful colourful folk art murals because they were a distraction. How are those murals any different than the murals that were commissioned by the township to be painted and erected in neighbouring Parham &Sharbot Lake? They depicted local wildlife and added an attraction to draw visitors to our small town. I can't express how disappointed I am with the township on this one. The murals were an extension of the hard work Arlene had put in to beautifying her home town. Surely a compromise could be met where the murals could remain in Mountain Grove, even if in a different location. Thank you, Arlene, for all of your hard work! He was assured that the only restrictions on new farm outbuildings are the MDS (minimum distance setbacks) already in the regulations, and that these already pertained to any neighbouring homes. The water supply and quality in the area is currently under assessment. Canadian Guitar Festival Planner Lindsay Mills brought a request for a July 22-24 exemption from the noise by-law for a guitar festival on private property just off Sydenham Road, on the south side of Loughborough Lake (Veseau). This will be the twelfth year for this popular event. Last year Council had denied Veseau a noise by-law exemption for a concert featuring the group “Ambush” on the same property. He had held the concert none the less, and the Township had charged him of violation of the noise by-law. This matter is currently before the courts. “However,” Councillor McDougall said, “the guitar festival is widely respected and features excellent performers.” There was general agreement, with the recommendation that there should be some restrictions added to the exemption. The final form of the exemption will come to Council next week for official approval. Proposed Medical Clinic on Rutledge Road Planner Mills brought an information summary on a proposal to develop a medical clinic on Rutledge Road west of Sydenham Village. This would be located on property owned by C. Silver, directly across from the Ashwood development. Because the land in question borders Sydenham Creek and is low-lying, stormwater management and drainage is particularly important.

Suzanne Ruttan, the school board trustee for South Frontenac, appeared before South Frontenac Council on Tuesday evening to talk about the Ameresco report, along with Paul Babbin, the superintendent of building services for the Limestone Board. He said that in early September there will be a meeting that will be open to the public to discuss next steps in the process. Mayor Ron Vandewal did not accept did not accept the inevitable closure of Prince Charles Public School. “The surest way to kill a community is to close its school,” he said. When contacted, Karen McGregor, the board trustee for Central and North Frontenac and Addington Highlands, said that it is too early to talk about school closings and repurposing since the report was just received last month. “It includes a lot of information for us to consider,” she said.

South Frontenac Committee of the Whole by Wilma Kenny Cycling Lanes Elizabeth Wylie of Perth Road, an avid cyclist, made a plea for more bike lanes along township roads, both for greater safety and to encourage a healthy mode of transportation and recreation. She also asked whether there was some way of addressing the problem of the annual bike ride from Ottawa to Kingston, which results in bicyclists riding as many as six abreast on the road between Westport and Kingston. Mayor Vandewal said that it is a policy of the Roads Department to include paved bike lanes on all newly paved or reconstructed roads in the Township. He added that Council has written of their safety concerns to the Ottawa-Kingston cycle organizers, who agreed to try to enforce the two-abreast rule. Councillor Roberts said he lived on the Perth Road, and had seen police enforcement during this year’s ride. Hartington Family Farm Hartington resident Steve Leonard came with several family members to express his fear that the development of a housing subdivision in and/or near the village would prevent his continuing operation of his family farm. He was concerned that more wells in the area might cause his well to run dry,

• I’m sorry that I missed writing about the death of Agnes Thomas. Agnes was 102 and still living alone in her own wood-heated house. She had four children and was a wonderful, warm lady. She also was a great gardener and kept a garden until her late 90s. When I first moved to Ompah she cheerfully shared garden tips and plants. She kept up with current events her whole life and has been described as a walking book of knowledge. She will be missed. • The annual Canada Day Cold Plate dinner will be on Saturday, July 2 from 5 to 7pm. Cost is $10; for children under 12 the cost is $5. Ham, turkey and pork along with many different salads will be served. Dessert will be fruit and a Michelle Ross cake (not to be missed!). • The fireworks, planned for Saturday, July 2 at dark, will be postponed unless we get a lot of rain. In fact, no one should be using fireworks until the fire ban is off. • The Ompah Community Centre Association will be holding its first Annual General Meeting on Saturday, July 23 from 10 to 11:30 am. All are welcome. The new organizational by-laws will be passed and two new executive positions will need to be filled. If you are interested in helping operate our community centre please think about running for vice president or member-at-large.

The boats will appear on the water mid-morning. he Kennebec Hall in Arden was the fashion center of Frontenac County last Saturday night, June 25, as a sellout crowd came out to see local children, teens and adults strut their stuff on the runway. The hall was decorated in formal black and white with a red carpet running down the middle of the hall. Theresa Hooiveld of Horseshoe Lake was the chair of the show, and she sourced fashions from the Bay in Kingston, and Sand and Sea in Napanee. The clothing ranged from casual, school wear, cruise wear, active wear, wedding, BBQ, lounge wear, graduation,

western wear, children's birthday party and travel wear. Mary Kay cosmetics donated their time and products and The Bay provided perfume and men's cologne samples. Both clothing suppliers provided discount coupons for all members of the audience. Although all the models carried themselves with the elegance befitting such an event, four-year-old Noah and seven-year-old Angie stole the show when they walked down the carpet to “Happy Birthday”. Guests all had a wonderful time, with many taking home door prizes or some of the table decorations. The entire extravaganza was sponsored by the Kennebec Recreation Committee and raised money for sports equipment for local kids. Models at Fashion in the Frontenacs in-
Pine Meadow Golf Classic raises over $17,000
The 15th annual Pine Meadow Charity Golf Tournament
took place on June 25th at Hunter's Creek Golf Course on Hwy. 506 near Cloyne. As in previous years, this year's tournament was generously sponsored by numerous businesses and community members, raising over $17,000. These funds are used for a variety of items at Pine Meadow, which cannot be included in their regular budget and which enhance the lives of the residents at the nursing home. Funds raised this year will be used to subsidize the monthly excursions planned for the residents and to purchase an Arjo Maxilift, patio furniture and concrete pathways for the new courtyard, as well as raised garden beds and curtains and tablecloths for the activity room. This year, 69 golfers participated in the tournament on a beautiful sunny day at Hunter's Creek Golf Course. Raffle prizes included a beautiful quilt made by Treadle Quilters and valued at $1100, which was won by David Thain of Napanee
Gilmour’s on 38 charity BBQ
Gilmour's on 38 in Harrowsmith is working with Friendly Fires out of Kingston to present a BBQ to benefit Clothes for Kids, which provides snowsuits for children who need them in the Kingston, Frontenac, Lennox and Addington and Gananoque regions. The BBQ will take place on Friday, July 8, from 2 to 6 pm at Gilmour's Meat in Harrowsmith. For a $5 donation, staff from Friendly Fires will prepare a hamburger, a sausage, or hot dog on a bun to go with a drink. All of the money will be donated to Clothes For Kids, as Gilmour's is providing all the food and drinks and Friendly Fires is providing the BBQ and all the labour. “This is something we did last year and it we are happy to start the summer BBQ season of 2016 off with an event like this to help children in Frontenac

The members of the first place team at the tournament (pictured) were Paul Andrews, Hailey Andrews, Marty Lessard and Matt Lessard. The second place team included Randy Andrews, Mike Sagriff, Derek Maschke and Cole Maschke. Both teams donated their winnings back to the Pine Meadow Special Needs Fund. The men's closest to the pin was won by Jamie Tryon and the women's closest to the pin was won by Donna Peters . The men's longest drive was won by Greg Wise and the women's longest drive was won by Sue Tobia. The raffle sales brought in over $6000 and we are especially grateful to the many ticket sellers, who gave of their time and enthusiasm. It was a great show. • The Snow Road Snowmobile Club was packed Saturday morning with 233 people wanting that wonderful breakfast. The baking all was sold and I got some treasures at the yard sale. Thanks to all the volunteers who work so hard for all these breakfasts. • We also took in the Strawberry Social at Snow Road in the evening and it was also a packed hall. So tasty. Thanks to all the workers; you did a great job of piling the plates high with berries, cake and ice cream. It was a great weekend in the north. • Congratulations to the Right Worshipful Brother, Virgil C. Garrett, who was honored for 70 years of service in the Masonic Lodge. Many of Virgil’s family and friends, along with Most Worshipful Brother Terrance Shand, Grand Secretary of the Grand Lodge of Canada, and Right Worshipful Brother Wayne O. Sail Mazinaw T
submitted by Dennis Richard he second annual Sail Mazinaw will be held on Saturday July 9. The intention of the event is to get a great number of sails on Mazinaw Lake all at the same time. It is not a race. It is a flotilla, a cruise, a raid, an invitation to go sailing. Dozens of cottagers have sailboats, windsurfers and even kite boards. Sail Mazinaw is an opportunity for them to rig and go sailing in company. It is an excuse to get the boat ready, recruit crew, or to introduce someone new to the sport. Bon Echo Provincial Park is on the lake, and campers are reminded to bring their dinghies or sailboards along for the weekend. Transient boaters are always welcome.
Mazinaw Lake is a beautiful sailing venue. The lake is surrounded by citadels of bare rock that generate thermals and local shore breezes. The windiest time of the day is typically at 2pm. But the orientation and the shape of the lake mean that it seldom generates a large swell or white caps. It is a fun sailing venue. Sailors are invited to meet at Mazinaw Lake Resort for breakfast at 8am on July 9. Docking is limited, so sailors are encouraged to drive to MLR. Friends of Bon Echo will have the barbecue fired up in the Lagoon at Bon Echo

Provincial Park from 12 noon until after 2pm. Sailors on the north lake may opt to pull up on the beach near the Visitor Centre and walk overland to the Lagoon. Sailors on the south lake will probably pull up on Main Beach and walk to the Lagoon. Go for a sail, share a burger with other sailors, then get back on the lake in time for the afternoon breeze. NOTICE OF ROAD CLOSING Take notice that the Council of the Corporation of the Township of South Frontenac proposes to pass a by-law to stop up, close and sell part of a Township-owned road allowance as follows: Location: Part of Lot 18, Between Concessions VIII, District of Storrington Reason: The owner of property abutting the road allowance on the east, 4378 Atkins Lane, wishes to close the road to add to his land. This would also help facilitate two other abutting neighbours acquiring part of the road allowance. It is not anticipated that there would be any impact of this road closure on any other property-owners. The proposed road closing will come before Council for consideration at the regular meeting to be held in the Council Chambers, 4432 George Street, Sydenham, on August 2, 2016, at 7:00 PM. At that time, Council will hear in person any individual who claims that his or her land would be prejudicially affected and who has applied to be heard. CANADA DAY WEEK 2016 – GARBAGE AND RECYCLE Garbage - As Friday, July 1st is Canada Day, there will be no changes to Monday, Tuesday, Wednesday or Thursday’s Garbage Collection. Only those residents with a regular Friday collection will have their garbage picked up on Saturday, July 2nd. Recycling – There will be NO changes to the Recycle schedule. Green Bay WDS will be closed July 1st, re-opening Sunday, July 3rd, 12:30-4:30. Please be advised that our Waste Management Bylaw states that it is unlawful to leave your garbage out prior to 7 am on the day of collection unless it is in a proper container out of the reach of animals. GARBAGE & RECYCLING A FEW DEGREES OF SEPARATION They don‘t like each other so please don’t put them together! As there is one truck picking up the garbage then another picking up your recycling, we ask that there be a few feet of separation between them. A recycle box hidden behind garbage bags may not be seen or vice versa. A bag of garbage being set on top of a recycle bin may be misconstrued as someone forgot the rule about no bagged recycling and left. When your garbage or recycling has been left, please ask yourself why would it have been left? If we all follow the simple guidelines of collection, it will make everyone’s job easier.
RECREATION AND LEISURE SURVEY The Township is conducting a survey to get a better understanding of community needs in respect to recreation and leisure activities. The survey along with additional public consultation will help create a new recreation plan that will be presented to Council this fall.
