Former Harrowsmith cheese factory site to be re-zoned
There was no opposition to a proposal to re-zone the Sapputo property in Harrowsmith to permit commercial car sales and other urban uses. Planner Mills noted that much of the 4.4 hectare lot is wetland, and will remain under wetland protection. Commercial use will be restricted to the higher land at the northwest corner of the property. The public works manager has advised that a traffic study may be necessary.
Mica Lake re-zoning
Darryl Silver’s application to re-zone two waterfront lots on Mica Lake from Rural to Waterfront Residential was passed. This is possible because both severed and retained lots have frontage on Little Long Lake Road, which has recently been categorized as a fully maintained public road.
Subdivision monitoring proposal Councillor Sleeth brought a notice of motion that Council consider the hiring of a consultant on a monthly basis to monitor the status and development of existing subdivisions, saying that Council lacks the manpower to do this. Deputy Mayor Sutherland agreed: “There is clearly an appetite in the community for appropriate monitoring and enforcement.” He described this as an interim measure until a planning manager is hired. Mayor Vandewal and Councillor McDougall disagreed, on the grounds that the proposal was too open-ended, and the new position had already been agreed upon. The motion was deferred.

Also, parking on the sidewalk in front of the village post office seems to have resumed. More signs
will be added to clearly delineate parking stalls in front of the high school, and their message will be enforced.

These are to be forwarded to the South Frontenac Recreation Committee, which will in turn bring proposals to Council.
Fire ban report requested Deputy Mayor Sutherland suggested that Council should ask for a brief written report from Fire Chief Chesebrough clarifying his timing of the fire ban this summer. Council agreed.

fundraising BBQ was held by the Bon Echo Area Residents Against Turbines (BEARAT) at the Clar-Mill Hall in Plevna on Sept. 4. The event, which was attended by over 100 people and featured live music from the Pickled Chicken String Band and Roger Hermer, was organized to generate more interest and to raise money for BEARAT's expected upcoming battle against wind turbines being built in the North Frontenac and Addington Highlands areas. Last year BEARAT was very active in fighting against two companies, Nextera and ResCanada, which had proposed building large wind turbine farms in both North Frontenac and Addington Highlands. The contracts eventually were awarded to projects elsewhere in the province, but they caused great debate and discussion in the area, drawing hundreds of people out to local council meetings, including the Ontario Provincial Police, who were brought in to keep the peace. North Frontenac Mayor Ron Higgins, Wind Concerns Ontario's John Laforet, and Dan Carruthers, a cottager from Ashby Lake, spoke to the attendees on Sunday about the current situation and fielded questions from the crowd. “What we're doing right now is amping up our game,” Laforet said. “Individual actions are going to be extremely important as we begin to see what the timelines and benchmarks actually are for the IESO.” The IESO is the Independent Electricity Systems Operators, an organization that oversees the supply and demand

Addington Highlands voted last year to be a “willing host” to the proposed projects and so, during Sunday's BEARAT fundraiser, many people in the crowd were curious as to what could be done to sway that Council to vote against the projects this time around. “Once we have a sense of what the ground looks like in Addington Highlands, who we're up against, where they're going, then there is a list of concepts that we're going to put forth,” Laforet said. “There is a real, or apparent, potential conflict of interest that would, or could, result in ties. Ties are interesting and helpful to us.” Laforet also said that they would offer “opportunities to oppose the project, in addition to opportunities to continue their support for the project, but in a way that is going to really upset the proponent and if they don't do it they look really bad to their constituents. The plan is to wait until it's real, then put opportunities in front of them to oppose the project based on the community's sentiment, based on other real concerns about what could happen, and then (to offer them) other opportunities to be world class in protecting members of the community while supporting the project going forward." One of BEARAT's tactics right now is to have landowners sign non-consent forms if they feel that their property could be impacted by a possible turbine in the future. County makes branding presentation to North Frontenac A
nne Marie Young, manager of Economic Development for the County of Frontenac, and Alison Vandervelde, the Community Development officer, made a presentation to Council on September 2 to explain their process of implementing new branding for the County. “We started this from the ground up,” Young told Council. She said she hopes the new logo will attract “adventure seekers, potential investors, and business owners. It looks like a girl guide badge or a boy scout badge. The crest inspires that kind of adventure.” Along with the logo, the branding company RedTrain came up with the tagline “In Frontenac” to be used with promotional material and online. “The tagline is really the beautiful part as it is what we make it,” Vandervelde said. Young and Vandervelde explained to Council how people have started implementing the “In Frontenac” tagline on Twitter, Facebook, and Instagram and how it starts to build a story of what Frontenac is. “It's a good measurement for us too to see how many people are using it,” Vandervelde told Council. She said that people have been tagging photos of themselves paddling, camping and eating in the area with the hashtag #infrontenac. “Is there funding available for us to implement this new branding in our township?” North Frontenac CAO Cheryl Robson asked. Young said that the County has received funding for rolling out the new brand but she couldn't elaborate yet on what that funding is or how much. “I'm excited about it because it's a whole new exercise,” Councilor John Inglis said. “It [the County] has been more or less invisible.”
Malcolm and Ardoch lake plans presented to Council
Brenda Martin, chair of the Malcolm & Ardoch Lake Stewardship Committee (MALSC), Glen Fowler, president of the Malcolm and Ardoch Lakes Landowners' Association (MALLA), and Mary Gessner from MALSC, presented the summary of their lake stewardship plan for both Malcolm and Ardoch lakes to council. They explained to Council that their priorities on the lakes are water quality and water levels, land use development, and fisheries and fish habitat. Martin said that the water quality and water levels are presently in a “good state” and that MALLA has done additional sampling on the lakes to recognize any changes. She said they continue to educate their members on water issues. She also told Council that the Ardoch condominium proposal is what prompted MALLA and MALSC to develop the thorough report on their lakes, and that their approach was more reactive than proactive. “This Council is a safety net for North Frontenac,” Fowler said. “It's the most rural and undisturbed part of Frontenac County. If you're promoting economic development through that [new] logo then North Frontenac needs to be very protective of what goes on here. Our lake plan tries to be that reference document just for our views and we hope it's con-

he Verona Lions do many wonderful good deeds for the community, and their annual Garlic Festival, which was held on Sept. 3, was an excellent fundraiser for the many programs they support. There were 69 vendors and it was an extremely well organized event; the Lions even offered free dog sitting. Many people could be found in the open pavilion where Wayne Huff played and sang his highly amusing songs. The highlight of the festival was the presentation of the Eastern Ontario Garlic Awards. The Champion is Denis Craigen; Reserve Champion is Anne Janssen and Honorable Mention went to Bill Kirby. The winner of the longest garlic braid category was Catherine Cheff, with a giant 24-foot-long braid made with an astounding 336 bulbs!

Whether he is transporting or keeping them for his own use we don't know. I called the TIPS hotline and they said they'd be out there in three days. By then the perpetrator is already gone.” “Every morning I make my coffee and there he is in front of my house,” Councilor Gerry Martin said. “It's very stressful and very upsetting,” Martin said. “All the good you do for your shoal enhancement and fish habitats can be ruined in one fell swoop.”

Solar Proposal for Addington Highlands - Sept. 6

ob Hitchcock, a representative from Abundant Solar Energy, made a presentation to Council requesting a support resolution for two small separate solar projects his company is hoping to build in the area. Council passed a resolution to support one of the projects, which is proposed along Highway 7, but are waiting on more information for the second project before they would approve it.

n the recent Frontenac News [August 25, 2016] there was a major article on Central Frontenac Council’s decision to purchase the closed public school buildings in Parham and Sharbot Lake and I could not but notice the rather disparaging tone of the article towards our Mayor, Frances Smith. Ms. Smith and her council were elected to govern this municipality to the best of their ability for a four-year period. That principle of democracy is well established in Ontario as with the rest of the free world and it has served Ontarians well for a long time. My experience has been that on average, fairminded and well-intentioned people run for

erhaps this is overly simplistic, but County needs a new building and Central Frontenac appears to have too many buildings. The former schoolhouse in Parham is large, impressive looking with ample parking, near highway 38 and very central to the large majority of citizens of the Frontenac counties. Having County in Parham could bring economic benefits to that community. But moreover doing this would demonstrate that politicians do not always just waste taxpayers' money, but at times can save taxpayers' money. I encourage County and Central Frontenac to investigate this option. With respect to the idea of using the schoolhouse land in Sharbot Lake for a new retirement home, I would hope that the use of any more public land or funds to build another building in Sharbot Lake would be decided by full council and only after wide ranging public consultation. - David Daski

When seniors made it clear at a public meeting that an alternate site in the Village Woods was unacceptable, the provincial and federal funders abruptly cancelled the project. I believe that the school properties offer unique opportunities for the future of our community and I commend Mayor Smith and her council for having the foresight and courage to secure them. - Peter Bell

Re: switchboard at Cloyne Pioneer Museum

n an article published on August 4 re: the museum at Cloyne, they show a telephone switch board that had been donated by Ellery Thompson. I thought that the article would have mentioned that James and Kate Vogan of Northbrook had sold their telephone business to Ellery Thompson, and most likely this switch board had been the one that they had used for many years. I remember visiting the Vogans as a child and Mrs. Vogan would have to tend to the switching of calls. She would have to give up what she was doing to tend to the calls. Township's assets relatively new
Petr Sizow and Alison Fath-York, representatives from the Ministry of Municipal Affairs and Housing (MMAH), made a presentation to Council on Wednesday regarding Addington Highlands and their Asset Management Plan (AMP). Fath-York explained that the province takes data collected from municipalities and uses it to populate their Financial Information Return (FIR), a data website. This information is available to councils and the public and she said that Addington Highlands Council should be aware that it exists. “Our ministry is in the process of modernizing the website,” she said about the FIR site, which includes financial data from 2000-2015. The data is used by the province to observe trends across all of the municipalities. Even though Addington Highlands' infrastructure is relatively new overall, Sizow and Fath-York both spoke about the importance of annually investing in infrastructure to balance spending and to avoid having to drastically raise taxes. “You are stewards of your infrastructure,” Fath-York said. “You have a responsibility to that infrastructure.” Of Addington Highlands' tangible capital assets, 71.5% is in their roads and 13.7% is in their fire halls and emergency structures.

There are many health diets around. Two include the Mediterranean and DASH diets. Both have been linked to lowering the risk of dementias, including AIzheimer’s. But now researchers are combining the two of them into the MIND diet. What does it recommend? Avoid the 5 “unhealthy” food groups: sweets, fried food, red meat, butter, and stick margarine. The MIND diet recommends eating lots of the “brainhealthy” food groups. In this group are green leafy vegetables, nuts, vegetables, beans, berries, whole grains, poultry, fish, olive oil and wine. You’ve probably heard all this before but the interesting thing about the MIND diet is that if you follow it religiously, you might reduce your risk of cognitive decline by 53%. If you fall off the diet occasionally, it still can have positive benefits of 35% reduction. As we move closer to liberalizing marijuana, we can’t lose sight of the fact that marijuana is still a psychoactive drug and it can affect different people different ways. For example, work is being done to see how its effects differ between women and men. Much research is being done on this subject and nothing is definite yet. However, to be safe, women wanting to become pregnant should abstain from marijuana during preconception, pregnancy and lactation. AIso, women appear to experience more dizziness after smoking marijuana than men. This may have something to do with body mass differences. Do you have questions about your medications? • A Syrian family from Perth visited Ompah on Monday. They got to hike in the woods, ride in a four wheel ATV, share a picnic, collect chicken eggs, swim and go boating. Mom, Dad and the three children enjoyed the country experiences, and local supporters were able to connect more closely with this lovely family. As they were leaving, the mother said, “I love Canada.” • The discussion meeting about settlers arriving in Ompah will be held on Friday night, Sept. 9 from 7 to 8:30 pm. The title of the evening is ‘Free Land in Ompah in 1877”. Long-time residents Barbara Sproule, LeeAnn White and Murray Elliott

When this picture was taken around 3:30pm, Browen had exactly 3 hours, 29 minutes and 22 seconds yet to go, and had already raised over $2,000. He admitted it had been a long day but for most of it he had had plenty of visitors, some of whom rocked along with him. He had a cozy space within the huge Grace Hall, a small carpet, two other rocking chairs, a lamp, a gliding footstool and a side table well stocked with games, snacks and information about the seniors’ programs. With a wry grin, Browen admitted to one modification in his chair; it hadn’t started out with the large, soft seat cushion he was using by mid-afternoon.

hirteen-year-old Blayne Thompson from Mountain Grove plays left field for the Peewee Napanee Express baseball team. The Express played in the Eastern Canadian Championships in Bellechasse Quebec, which were held August 25-28, and they won the tournament. Blaine had been playing in the Central Frontenac League until this year when he decided to try out for the Express. He has been travelling to League games and tournaments all summer. The qualifying tournament for the championships took place in Stratford. Francis and Linda Manion and Sharbot Lake Pharmasave have sponsored him, helping to cover some of the tournament costs. The Express were undefeated in the tournament.

yrtle & Bill Potter of Sydenham celebrated their 65th Wedding Anniversary with their loving family. On September 1, 1951 the couple were married. They met at a barn dance on Middle Road and the rest is history. The courtship was interesting, as Uncle Bill had to pass muster with his sweetheart's five protective brothers. The fact that he was in the Armed Forces might have helped a little, but the brothers never gave him peace until he showed his complete love and devotion to their sister. At that point he became their brother as well as their true friend. Those two qualities have never faltered during their journey together. Their children, grandchildren, and great grandchildren are so blessed. Their family considers the Potters a role model and we strive to show them our love and admiration whenever we can. Congratulations to Bill & Myrtle and may you have many more years together. Your love is a joy for anyone lucky enough to be a part of your lives. - Brenda Crawford

Working under the direction of the Waste/ Recycling – Lead Hand (WRLH), the incumbent will assist the WRLH with overseeing and monitoring the waste disposal and recycling activities at the applicable municipal waste site(s), and provide information to residents, while following guidelines established by the policies of Township Council and/or the Chief Administrative Officer (CAO) and in accordance with Legislation.
Job Summary: To plan and implement youth related activities in a rural setting including sports, leadership and recreational programs. This is a full time position (35 hours per week) with benefit package.
The salary range is $16.99 – $20.23 per hour and the normal work week is based on an average of 18 – 27 hours, with hours varying seasonally. Weekend work will be required and overtime may be required to meet the job requirements.
Requirements: • Recreation Diploma/Degree and or related field of study • Experience with sports programs (lacrosse an asset) • Minimum of 2 years of experience supervising volunteers or staff • Experience working with youth. • Valid driver license/access to vehicle • Current CPR and basic first aid qualifications • Proven planning, organizational and implementation skills • Vulnerable Sector Screen • Ability to work flexible hours and travel

What’s Up in the Night Sky - September 2016 by Fred Barrett O
ne of the biggest announcements in astronomy recently was the discovery of a planet orbiting the star Proxima Centauri, the closest star to the Sun. First, let’s look at a bit of introductory information. Proxima Centauri is part of a trinary star system called Alpha Centauri, which is about 4.4 light years from our Sun. The system is made up of a pair of stars called Alpha Centauri A and B. One star is a little smaller than the Sun and the other a bit bigger. The 3rd member is Proxima Centauri and it is a small red dwarf star. Although scientists are not absolutely positive, it is more than likely that Proxima is gravitationally bound to the AB pair at a distance of about 0.24 light years. So what is the big deal about Proxima besides it being our closest star? Well, it has a special exoplanet (technically a planet that orbits a star other than our Sun). The special part of that exoplanet, called Proxima b, is that it is a rocky planet like Earth and orbits within the “goldilocks” zone of its star. The “goldilocks” orbital area is where conditions are similar to those on Earth and water can flow freely – life could be possible! The Proxima system is close enough to perhaps visit and certainly close enough to study in more detail. One method of discovering exoplanets is to measure the Doppler

shift of the parent star as it moves back and forth in response to the mass of the planet orbiting about it. In the case of Proxima b, that movement amounts to a velocity change of 3 kilometers per hour! That’s an incredible measurement. The mass of the goldilocks planet is about 1 ½ to 3 times the mass of the Earth. Since Proxima Centauri is a small red dwarf, its goldilocks zone is quite close to it. The planet is about 5% of the distance of the Earth to our Sun and a “year” is roughly 11.2 days. Red dwarfs are prone to bursts of radiation, which complicates its habitability. Further complications include finding out what type of atmosphere it has. Since it is so close to its star, it is likely tidally locked to Proxima. Our Moon is tidally locked to the Earth and only shows one face to us. One side of Proxima b would be hot and the other cold. If the atmosphere were thick, thermodynamic heat flow would allow the temperatures to even out. It is probable that if there were life, it would be at the microbial level. Proxima is near enough that we could possibly send probes there in a travel time measured in decades – 20 plus years or so. A very rich Russian, Yuri Milner, in partnership with prominent scientists, including Steven Hawking, are proposing to send thousands
of small probes to Proxima. They would have large light sails attached to them. A laser would be aimed at the sails from Earth and they would be accelerated to 20% of the speed of light. Needless to say, it would take great technical advances to make it happen. I expect further investigations will bring us more exciting information about Proxima b and the efforts to send probes there. There are some nice views through binoculars this month. Mars and Saturn are prominent in the southwest. To the east of Mars lie two nebulas, M8 and M20. The globular cluster M22 is just to the east of them. The Summer Triangle is high above and easy to explore after 9pm. Let’s review finding it. Face south and look up. Almost overhead is a bright star called Vega. It’s in the constellation Lyra. Let your eyes slide about 25 degrees (a clenched fist at arm’s length is 10 degrees; your little finger is 1 degree) to the east. You are now in the constellation Cygnus, the Swan, and the star that is almost as bright as Vega is called Deneb. Move about 30 degrees southeast from Vega to find the final star in the triangle. You have arrived at Aquila, the Eagle, and the star that is as bright as Vega is called Altair. For other sights, move your eyes west from Vega about 20 degrees. Now you are

in the middle of Hercules. It is shaped like a box with stars branching off from its 4 corners. The globular cluster, Messier 13, is about a third of the way down the west side of the box. Messier 92, also a globular, can be found about 8 degrees above the middle of the top (north) side of Hercules. Both of these DSOs (Deep Sky Objects) are easy binocular objects. Don’t forget to have a look at the constellation Corona Borealis. There aren’t any fancy deep space objects to be found there but it’s a lovely bright constellation. It’s just to the west of Hercules. A challenge: During September, Neptune is prominent. It reaches opposition in early September. Pull out your star charts and hunt to the east of Aquarius. A small telescope provides a nice view. Let me know how you do. Sept. 6: The Moon is at apogee. Sept. 16: The Moon is full. This Moon is sometimes the Full Harvest Moon or the Full Corn Moon. The Harvest Moon is usually the closest Moon the Autumnal equinox. Every 3rd year or so, the harvest Moon comes in October. The light of the harvest Moon lets farmers work late into the night – as if they don’t work hard enough the rest of the year! Sept. 18: The Moon is at perigee. This is a good time to explore the surface of the Moon. It is at its closest. Sept. 22: Autumnal Equinox

How to grow gigantic tubs of red geraniums E ver since I moved into the hamlet of McDonalds Corners five years ago and walked down to the shop, there opposite it, is a tiny house with two gigantic tubs of bright red geraniums. Every year they are bigger and better, so I asked the owner if he would share his secret of success. They belong to Ralph Lehman, who originally purchased them in 2005. Ever since then he has seen them grow and flourish, and now they are like pets! The large tubs are watered daily with one gallon of water, and fertilized every second week with an all purpose liquid fertilizer. They face south, enjoying both the early and late sunshine, and are carefully deadheaded with garden snips, not roughly pulled off. When I visited there were over 100 blooms

Sept. 28: Best showing of Mercury just before dawn in the East. A sliver of a Moon will be above it. Sept. 29: The Moon passes just a degree south of Mercury at dawn. Sept. 30: New Moon. Duncan Meikle from Maberly wrote me in early August about a bright object he saw flash across the southeast sky. It lasted about 10 to 15 seconds and made a turn to the northeast near the end as it faded. It was a Perseid meteor and I talked to Duncan about the turn it made. Likely it was a result of his viewing angle.

The First Shift is a unique opportunity designed to help kids fall in love with hockey before you buy all the gear. This six-week learn-to-play program focuses on having fun while learning basic skills. he Sharbot Lake Farmers Market held their second annual Buttertart Challenge on Sept. 3, which drew 11 entries. The butter tart is a truly Canadian dessert, an ooey gooey delight that was invented in the 1900s in Barrie, Ontario and has a huge following of connoisseurs. The honour of judging the challenge was highly coveted, with one unnamed judge having actually begged for a spot! Each judge had to consume three full butter tarts in total, which left the delighted crowd with the rest! Believe us when we tell you, there were a lot of delighted testers and appreciative commentaries throughout the entire crowd! The winner of the coveted “Best Buttertart in Frontenac County” award was Karen Schonauer of Ardoch. Second
on one plant and this is their second blooming. There will be one more before they are brought inside to the basement. However they will remain outside for light frosts, covered up overnight. To be able to bring the huge plants through the front door they will have to be severely trimmed back. The roots are carefully lifted out, the earth shaken off and they are lightly pruned. They spend six months in the basement wrapped in a large piece of burlap, tied at the top and placed above the ground. There is no light and no furnace,

An alternative would be to put your newspapers flat in a grocery bag then into your recycle bin, it holds a lot and they are contained. Please keep our environment in mind when recycling.

It was evident that here was quality workmanship by seasoned artisans who have stood the test of time, many boasting decades of commitment and expertise. Among the exhibitors was Tori Capes, who is the owner, designer, fabricator, marketer, exhibitor and money manager of Mad Cap Hats. At the show she could be found subtly allowing her hats to sell themselves as people experienced the feel, quality and final mirror tests of the hats when deciding to buy one. What a wonderful name for a business, Mad Cap Hats! That is not just because the hats have that special quality in the designs, fabric and fabrication, but also because it takes a certain kind Madcap quality tempered with a lot of positivity to be an artist. One must wear a lot of hats to successfully create a product, market and sell it, and keep the books of the business. All that talent in one person does not come without a will to succeed and the tenacity to grow and stick to it while on the " learning curve." When Tori was asked how long it takes to make one of her appealing summer hats she replied, "Do you mean how long it took me to reach the stage where I could make this product? Or how long now?" In a world where we often forget how important it is to our neighbour to have their hopes, dreams and labours supported, she makes an excellent point. Although there is a case for innate artistic ability, so much more is behind the scenes of that hat you are trying on; or that cleverly re-utilized metal art; or that perfectly weighted, “fitting in your hand just right” ceramic mug. In Tori’s case, she is a graduate of George Brown College and has been a certified milliner for 30 years. She is also a savvy businesswoman who is not a stranger to starting up businesses. She has earned the right to boast of many business highlights in her life. She has owned two stores as well
