2017 champion garlic grower successfully defends title by Craig Bakay or the second consecutive year, Dorothy Oogarah of Wagar Oogarah Farms is the Champion Garlic Grower at the Eastern Ontario Garlic Awards Competition held at the Lions Hall in Verona. Catherine Cheff of Renfrew was the Reserve Champion (2nd place) and Marchand Lemarre of Kirkfield received Honorable Mention (3rd place). It was a second consecutive Reserve Champion win for Cheff as well. “I’m totally amazed, my crop was not all that good this year,” Oogarah said. “Quality, I guess,” said husband Viren. “I had to talk her into entering this year.” Paul Pospisil, who has been overseeing the competition since 1997, said that the judging standard used this year is an updated version that places greater emphasis on garlic quality and less on

bulb size in keeping with accepted horticultural practices. “Quality of garlic is measured by numerous criteria that determine its relative merits as food,” Pospisil said. “Bigger is not necessarily better when it comes to garlic.” Pospisil said the number of exhibitors was up from last year’s awards with five of 22 counties represented and three first-time exhibitors including Lemarre. En route to her win this year, Oogarah placed 2nd in best single bulb, 1st in best display of 12 bulbs of the same cultivar, 1st in best collection of five varieties and 1st in best garlic braid of 12 bulbs of the same cultivar. Best single bulb winner was Amanda Vaughn of Codrington. Prizes were donated by NFU Local 316, Local Family Farms and Pospisil

Alice Madigan candidate for Reeve in AH by Jeff Green lice Madigan says that before and after she chose to run for Reeve she has been talking to constituents from all parts of the township and the message she heard was consistent and overwhelming “They want change,” she said, in an email interview early this week. Madigan was raised in Slate Falls, near Denbigh, and left the area for work. She moved back seasonally in 1991 and permanently in 2010. She became involved in the effort to maintain the Denbigh ambulance and as a volunteer on committees of the township, such as the policing and roads and waste management

committee, and in 2014 she ran for council and lost out to Kirby Thompson and Tony Fritsch. She has remained as Chair of the Denbigh Ambulance Committee since then. She also teaches Sunday School and is a volunteer business manager for a children’s camp. Since her background is in business finances and management, she can provide a perspective on township finances if elected as Reeve. “I’m a very dedicated person with strong leadership skills who will serve the people honestly and diligently,” she said. North Shore Crescent Road name confusion

on MacQuarrie came as a delegate to Council on behalf of himself, his wife, and his neighbours on North Shore Crescent. This is a short portion of the original Perth Road which was bypassed and renamed when the current road was built. The crescent curves from the end of Rutledge Road to just north of Loughborough Lake bridge. The much longer North Shore Road runs off it, heading east along the lake. MacQuarrie said that over the years, the two roads are often confused by everyone from visitors to delivery trucks and public services. In his words, it is “an annoyance, but liveable,” until last November when his wife, Connie Baran-Gerez, suffered a pulmonary embolism and precious minutes were lost when the ambulance passed their house and had to be called back. By the time they did arrive, her heart had stopped. She had no pulse for 15 minutes, and suffered some brain damage. (Her recovery since then has been gradual but encouraging).

In January, the couple wrote to Council expressing their concern and asking that the problem be addressed. They received no reply, so Ms Baran-Gerez sent an e-mail, saying that she had almost died as a result of the confusion between the two roads. Council’s response was that the matter had been referred to committee, and the decision had been that no action needed to be taken. Finding this response unacceptable, MacQuarrie asked to speak directly to Council, and submitted a petition signed by 17 of the 18 residents on the Crescent (several of whom were present at tonight’s meeting). They made three requests: 1) new signs that clearly mark the two roads; 2) investigate and report to residents the feasibility and cost of updating geographical data to GPS, and 3) report on the feasibility and cost of renaming North Shore Crescent, including canvassing residents for their approval. Council seemed in agreement that something needed to be done, and

a motion was made to follow MacQuarrie’s three recommendations. Schjerning suggested that rather than addressing just this one situation, perhaps the Township should draw up a list of all the similarly named roads in the Township, and develop a policy. He also said that the ambulance’s failure to find the right address had been “human error: the ambulance crew made a mistake, for the geolocation was correct.” Deputy Mayor Revill drew agreement that it was important to address this current problem more promptly, and Mayor Vandewal suggested that rather than going to the expense of putting up new permanent signs that might not be relevant if the crescent were to be renamed, it might be preferable to use a township billboard for temporary and immediate signage, then examine the implications for the rest of the Township’s roads. He noted that changing a street or road name could prove expensive and time consuming for individuals and

North Frontenac Zoning Bylaw nearing completion following marathon meeting by Craig Bakay

orth Frontenac Council and the Township Committee of Adjustment went through its proposed new Zoning Bylaw page by page last Friday at a special meeting that lasted well into the afternoon. “I think it’s good to get these things cleared up,” said Coun. Gerry Martin after the meeting. “We’re dealing with a lot of history here and many of the items go back a long time.” Essentially, Council was pleased with the document enough to schedule an open house for the public to review changes and provide a final round of feedback

on Oct. 27 at 10 a.m. Then, there will be a public meeting Nov. 23 at 1 p.m. (following the regular Council meeting) to finalize passage of the document. Council did pass a resolution to instruct planner Tracy Zander to make a few amendments. Here’s a list of said changes: • Add definition for aquaponics • Change medical marijuana to cannabis • Change tiny house to tiny home • Add a definition of Official Plan • Remove family farm from definition of rural co-op • Add doctor to definition of wellness centre

Councillor Sutherland proposed an amendment to the motion, an addition recommending that signage be improved at once on the North Shore. The motion passed unanimously. MacQuarrie thanked Council for their quick response to his appeal. (Next Term’s) Council Gets a Pay Raise Last spring, Council directed staff to convene a committee of citizens to review Council compensation, working on the premise that members of Council should not be out-of-pocket to perform the duties of their office. Three qualified community volunteers, Christine Bell, Stephen Bach and Sandy Cameron were chosen. Using Loyalist Township as their chief comparator, they recommended that beginning January 1, 2019, compensation should be

set at: Mayor, $33,621; Deputy Mayor, $21,561; Councillor, $15,084. They also recommended that the Deputy Mayor and Councillors continue to be compensated $50. for meetings other than regular Council, but that the Mayor receive no additional compensation for meetings. The existing honorarium for conferences should remain unchanged, but the monthly allowance for communication costs should be raised to $100. Any future adjustments should be tied to the percentage change negotiated for unionized employees. The full report can be read on the Township’s website, in the notes for the Sept 04 Council meeting agenda. Councillor Sutherland argued that the raise was not justified, even though in future, all of the councillors’ compensation will be taxed (currently, ⅓ is tax free). Sleeth disagreed on this point. Deputy Mayor’s proposed raise was greater than either of the other two categories: “My role as Deputy Mayor has been a short one, but it has not been onerous,” said current Deputy Mayor Alan Revill. (the South Frontenac Deputy Mayor is not elected to the role and has no portfolio, other than the requirement to stand in for the Mayor if necessary.) Roberts moved an amendment, to lower the Deputy Mayor’s compensation to $19,561. Mayor Vandewal said he felt the compensation was fair, but called for a recorded vote. The amended motion passed 5-4, with Barbeau, Barr, McDougall, Revill, Roberts in favour, and Schjerning, Sleeth, Sutherland and Vandewal opposed. “It should be interesting when staff come up for negotiation and ask for 9%,” commented Vandewal. Search finally over for Director of Development Services Mayor Vandewal opened the meeting by welcoming the Township’s new Director of Development Services, Claire Dodds. (Council applauded: the search for a qualified candidate has been lengthy.) Ms Dodds will come on staff next week, and says she looks forward to beginning her work with the Township. Cannabis is Coming…! Councillor Sleeth asked whether Council should be giving thought to clarifying rules about pot smoking in the township’s public spaces. CAO Orr said that “smoke-free Ontario” rules would cover cannabis as well as tobacco in public areas, but “the rest is in limbo”. It was generally agreed to stay calm, man, and wait for the Province’s lead.

Addington Highlands Township will look at agreement to fix flooding road SINCE 1970

ddington Highlands Council agreed to pass the matter of flooding on Addington Road 5 over to its public works supervisor to see what can be done at its regular meeting Monday in Flinton. The decision followed a presentation from resident Erroll Ruth, who told Council that when he arrived in mid-April, it was another month until he could drive to his cottage. He said he’d spoken to the public works supervisor, who came out to look at the road and they agreed that at least another new 4’ culvert was needed. (New culverts were installed in the fall of 2013 but don’t seem to be enough. “We have a financial commitment from the trails people and we’ll buy the culverts from you people,” Ruth said. “If this (flood-

Few will remember a tragic event on Easter Sunday 1974 that led to the creation of Hinchinbrooke Volunteer Fire Department . Many changes have taken place since that time , however the initial concept that we must provide a service for our fellow residents is still what makes it work . Following amalgamation it has taken a lot of dedication to bring the 4 municipal fire departments together as one . I am proud to have been a part of this organization these many years and have the greatest respect to all who have served in the past and those who are currently there for the good of the community . RVCA water levels statement

T

his statement is to advise that the low water status in the Rideau River watershed remains at “minor” severity except for the Kemptville Creek sub-watershed which continues to be “moderate” severity. The average rainfall on the whole Rideau watershed for the last thirty days is below the threshold of 80% of normal for “Minor” Severity. Rainfall was relatively heavy in some areas of the lower reaches of the system on the 29th;18 millimetres at Ottawa Airport compared to 0.2 mm at Westport. Some rain is forecast to fall through next week but, if it follows the pattern to date, little impact will be seen. Lawns will be green but trees are suffering from the lack of persistent light rain over several days that gets water to the deeper roots. The Rideau Canal reservoir lake levels are as little as a day (Wolfe Lake) to three weeks earlier than levels normally reached at this time of year and a week to three weeks below the target levels. However, there is sufficient depth that Parks Canada is able to state “Normal Draft. Normal Navigation” for the Rideau system on their infonet. Water conservation is recommended for all residents of the Rideau River watershed.

Conservationists of Frontenac and Addington have been supported to the present by the surrounding community. We thank all who bought lottery tickets, beef dinners and supported us in many other ways. There is a proud history of conservation efforts dating back into the last century. We have an executive core that are getting older and are increasingly less able to complete projects. We need new bodies, new enthusiasm and new ideas to continue. We will find a way to finish the current calendar year and complete the deer contest, the rifle raffle and accept and support members who will carry on into 2019. If there is not enough interest to join in and make this group a dynamic contributor to the area before January 1, 2019, we will dissolve COFA in an orderly fashion to the benefit of the area.

For seniors living at home who are concerned about their falls or their balance. • Bob’s Lake Dam at Bolingbroke - Parks Canada’s project to replace the Bobs Lake Dam has continued to progress and this week a milestone will be passed with the completion and certification of the temporary coffer dam and the commissioning of a water diversion channel around the construction site. As the certification and commissioning processes are underway nearby residents along the Tay River may notice minor and intermittent fluctuations of water flow as the structures are tested. This work is not expected to have an impact on lake levels of either Bobs or Christie Lakes. Coffer dams are temporary in-water structures that are used to create dry work spaces in areas that would otherwise be underwater. In order to manage water within the Tay watershed a diversion channel has been created adjacent to the work site. The use of a diversion channel as part of this project will not have any impact on water levels in either the up or down stream areas. While initial construction plans called for a two-phase approach using two separate coffer dam structures, the use of a diversion channel will allow the new dam to be constructed almost entirely in one phase. As lakefront properties get developed, some of the woody debris that naturally occurs in the lake disappears. “We’re putting some of that back,” said Melissa Dakers, lake stewardship co-ordinator with Watersheds Canada. Last week, Dakers, along with Vern Haggerty and other members of the

Planes, Trains and Wheelchairs – Drew Cumpson always looks forward by Jeff Green

S

everal years ago now, the Frontenac News ran stories about Drew Cumpson, the Sydenham High School graduate who suffered a freak accident while body surfing. In that moment, his life changed forever. The next thing he knew he was in the Intensive Care Unit at Kingston General Hospital, where he remained for 16 months, followed by 3 years at St. Mary’s hospital. As a quadriplegic with other complications, Drew has had more challenges than most, to put it mildly, making his way in the world. To make matters worse, his greatest supporter, his mother, died while he was still in hospital. The thing about Drew is that he is not given to self pity and sees obstacles that need to be surmounted where others might see 100 foot walls. “About 3 or 4 months after the accident, because of all the health issues it took that long for me to be able to wrap my head around what had happened, I realised that I could be an angry person who does not want to live, or someone who says this has happened to me be but I am still alive. It may take me longer and a different way, but I would just push forward and any goals that pop up I will find a way to do. But it takes some thinking and organizing,” he said in a telephone interview from his home near Odessa earlier this week. That was certainly the way with Drew’s goal of leaving the hospital and moving to a newly built family home. It took a lot of arranging for him to get on the list for an operation in Toronto for a Diaphramatic pacemaker, which would have enabled him to take breaths without using a ventilator system. At the time, it was also the only way for him to leave the hospital and move to his own home. “But it turned out that my diaphragm had atrophied, and they could not insert the pacemaker,” he said, “which meant I had to stay in hospital.” Since Drew needed 24 hour a day nursing care there was no way for him to move home, unless he received approval for The Direct Funding program. Instead of covering the cost of caring for Drew, the government pays him directly and he can hire whomever he wants to pro-

Once that program came through for him, he was able to move back home, which he did in August of 2015, three years ago. “For me, it is a better arrangement because not only can I live at home, I can hire people who I get a long with, rather than having to live with someone I don’t like, even someone I can’t stand”. In terms of costs, it also turns out to be a better deal for Ontario. It costs between $180,000 and $200,000 per year to support Drew at home, which is a bargain compared to either the cost of 24/7 nursing ($500,000 per year) or the cost of a nursing home bed ($450,000 per year) Even while he was in hospital, Drew continued pursuing the studies that he was working towards before his accident, in the hospitality and tourism management program at Guelph. He finished his degree 2 years ago, while still in hospital, and since he has been living at home he has founded a consulting company, called H & D Consulting, the stands for Hospitality and Disability Consulting. Drew has also become an advocate for disabled members of the LGBT community and has spoken at conferences about body image. “I myself am gay and so I focus on advocating for the LGBT community when it come to body image and how people perceive each other. Body image is huge. Particularly among gay men. Guys can be all about muscular, perfect bodies which leads to numerous stereotype’s leaving people in a position and part that they do not feel comfortable in. On May 7, 2011, I was at the Summit of Machu Picchu and made a goal of getting too all of the New7Wonders. Which has now led him to his current goal of making a documentary film, called Planes, Trains and Wheelchairs, which he has wanted to make for a while now. The documentary will receive some help from a GoFundMe campaign that has been set by his to raise some of the funds to cover some of the expenses. A GoFundMe campaign called “Planes, Trains and Wheelchairs Film” is currently running with hopes to raise $10,000 by January 1, 2019. “I had just been to Machu Pichu prior to my accident, and I decided right then that I wanted to visit the other six on the list of The New7Wonders of World, and not let my disability stop me” he said. The list includes the Great Wall of China, Christ the Redeemer Statue in Rio de Janeiro, Chichen Itza in Mexico, Taj Mahal in India, Machu Pichu in Peru, and the Roman Colosseum, Rome. Drew has made it to Mexico to see

He is combining that goal with his advocacy and consulting work on tourism and travel for the disabled community, in planning a trip to Rome to see the Colosseum, with stops in London and Paris. The trip will part of the Planes Trains and Wheelchair business to create this film with the opportunities to receive proper grants, bursaries, and tax credits. The current working title of the film is Planes, Trains and Wheelchairs, a play on the title of the 1987 comedy with John Candy and Steve Martin (Planes, Trains and Automobiles) Drew is planning to document all aspects of the trip and include interviews with tourism industry executives about what kinds of infrastructural changes are needed for the disabled travel market, which is growing at a rapid rate and is projected to become a $205 billion industry. The trip and filming costs will be extensive. With a crew of 6, (Drew, 2 caregivers for his daily needs and 3 crew members, (2 for filming, 1 sound)) The GoFundMe campaign had an initial goal of $67,000 but Drew is now hoping for $10,000 by the end of 2018, as he is applying for a number of film grants to make up the rest of the funding for the trip and filming costs. “We had been planning on an earlier trip, but the goal now is to get funding in place and travel in the spring of 2019,” said Drew. It’s a tall order to raise the money that is required and to complete the arduous filming and editing process, but it is just another challenge among many for Drew Cumpson. Acclaimed Storringotn incumbents share their vision T

wo men in South Frontenac are standing up and fighting for change. Ron Sleeth and Norm Roberts, two Storrington District Councillors who were recently acclaimed to a second term with South Frontenac Township Council, are ready to push hard for improvements and upgrades in their community. “We like to think people are happy and satisfied with the representation we gave them,” says Sleeth, 74, a lifelong resident of Battersea. “We’d like to thank the residents of Storrington District for their confidence in us these past four years and for the next four years. We intend to work hard.” Speaking in late August 2018, Sleeth and Roberts say they have enjoyed working with the mayor and the rest of council over the past four years. They are now ready to share their vision for their next four-year term on township council. “To me, a community is only as good as the people who live there,” says Roberts who has lived in Inverary for the past 22 years. Married with children and grandchildren, Roberts, 68, has been a member of the

township’s recreation committee for 21 years. He is passionate about programs & services and hopes to use the next council term to complete washroom facilities at Gilmore Point Beach and finish renovating the Storrington Community Centre. “I’ve been a big advocate of sports in Storrington,” says Roberts kindly. “I was one of the founders of the Storrington soccer program. I get things done behind the scenes. I push recreation, Ron pushes roads.” “Norm and I work well together because we don’t overlap. We’re basically working on the same page,” says Sleeth who is passionate about municipal infrastructure such as roads and buildings. According to Sleeth, Storrington District is scheduled for upgrades to Round Lake Road, Sunbury Road, Carry Place Road and Sunbury Village rehabilitation. “We actually have quite a bit of money scheduled for over here,” he confirms. “Soon, there will be more development in Storrington than anywhere else in South Frontenac Township.” Sleeth is quick to share his vision for the future, including decentralizing operations

Inspired by the spirit of community, hospitality, exceptional music, and fun that has made small halls festivals in PEI and Australia such treasured events, the Ontario festival brought the talented and charming Old Man Luedecke to perform in three intimate, historically rich venues in Perth, Gananoque, and Bloomfield. Old bikes and cars stop by Godfrey for a show “I by Craig Bakay

’ve been working with antique cars for 35 years,” said Godfrey Social Club’s Rick Law. So it’s only natural that he’d develop relationships over that time and last Sunday he had a number of friends and customers stop by with some of their best bikes and cars for the second annual Car and Bike Show. Law has been operating a paint/ body shop along with gas pumps and coffee shop at the corner of Westport Road and Road 38 for several years now along with his husky Skye. “I take good care of everybody who comes in,” he said. “This year, we’re working with Guardians For Children and Ride For Kids.” One of the more interesting bikes on dis-

play was Rob Verrier’s old Triumph 650 cc, which the Harrowsmith resident is in the process of ‘restoring’ and customizing. “I stole it,” he joked when asked how he came by the relic he hopes to be riding by next summer. “It was originally a 650 Triumph Bonneville but it’s now ‘chopped’ with a hard tail and extended forks.” (It kind of makes you think of Dennis Hopper’s chopper in Easy Rider . . . sorta.) “It’s really just a time waster,” he said. “When I was young and foolish, I built choppers.

Butter Tart Challenge brings a crowd to Sharbot Lake Farmers Market by Craig Bakay

here were 14 entries with names like Queen of Tarts, Love Made Edible, Bush Bunny Butter Tarts and Tartas del Capitan, but in the end there could be only one winner in the 4th annual Sharbot Lake Farmers Market Butter Tart Challenge at Oso Beach last Saturday. And that was Tanya Labelle, who won the challenge with Tanny’s Tarts with a top score of 208. Labelle said her father-in-law was instrumental in persuading her to enter the contest. “I’ve only been baking butter tarts for about seven years,” she said. “I got the recipe for the pie crust online but the filling is my mother’s recipe. “I entered last year but didn’t win but I’ll definitely be back next year (to defend her title).” Speaking of titles, organizer Andrea Duggan said not only does the winner get a $50 cheque, but also the “prestige and title of ‘best butter tart in Frontenac County.’” Second was the Mapelly Maple Tart submitted by The Maples restaurant and third was the Mommy & Me Mostly Maple Tart submitted by CoriAnne Newlove with scores of 203 and 182 respectively. Two of the more popular figures at the an-

nual competition were Audrey Bateman and Natsuki Heese, who circulated around the crowd with samples of the tart being judged at the moment. Hazuki Heese served as the official tallier. The judges were Martha Merrill, Steve Blight, Anderson Bateman, Dave McNeil and Mike Procter.

He’s got nothing against other brands however. “When the Japanese road bikes came along, we weren’t all that interested in them but now if I came across one in an old barn, I’d be just as happy.” And for this particular project, he’s pretty much just indulging himself.

“I’m not trying to build a show bike,” he said. “I’ll ride it but it will look real nice.
