One man arrested, but detials slow to emerge
Central Frontenac Fire Chief’s truck stolen, damaged by Jeff Green his past Sunday (July 28) a hot, lazy, summer afternoon in Sharbot Lake was interrupted by police sirens from the Emergency Response Unit as cruisers poured into town. They were responding to a bizarre incident involving the red Central Frontenac Township owned ½ ton pickup that Fire Chief Greg Robinson uses. Robinson had reported the truck stolen on Saturday Night (July 27) or early Sunday morning, Central Frontenac Mayor Frances Smith has confirmed. First Response Media, a Kingston based website and social media platform that monitors emergency service communications, said on Sunday morning that the vehicle “was stolen in the area of the Isaiah Tubbs resort”. When contacted, the websites owner, Dominic Owens said that the information came from one of the site’s associates who monitors emergency communications in Hastings County. The Isaiah Tubbs resort is located in Prince Edward County, in the vicinity of Sandbanks Beach and Sandbanks Provincial Park. As part of his employment contract, Robinson uses his township truck for professional and personal use. “As a fire chief, he needs to be on call at all times,” Central Frontenac Mayor Smith said on Tuesday morning. “He is responsible for tracking his personal use of the

vehicle, for tax purposes.” The truck is similar to other vehicles used by the township, with the exception that it does not have the township logo decaled onto it, which, according to First Response Media, made it hard for the OPP to locate it as it was being driven. Before the OPP were able to locate the
truck the road, it turned up, parked in a lot just across from the Central Frontenac township office, as if reporting for work a day early. It was apparently intact when it was parked. After it was parked, a man attacked the truck, apparently with a hatchet or an axe, causing extensive damage.
Thomson’s Cut trail portion officially open

hanks to a $55,000grant from the Ontario Trillium Foundation, the Thomson’s Cut portion of the K & P multiuse Trail is all but finished, and as such was recognized with a ribbon-cutting ceremony Tuesday morning in Sharbot Lake. Gary Giller, who as a member of the Central Frontenac Railway Heritage Society and the Multi-Use Centre committee spearheaded the project to have lights installed as well as delineation as to pedestrian and ATV areas. Giller thanked the Trillium Foundation as well as Marcel Giroux of W.A. Robinson Asset Management, John Purdon and John DuChene for their contribution to the project. He said the work will greatly enhance the safety of users. “Expectation, circumstance and reality are three very different things,” Giller said. “Obviously things are still a work in progress but we do have the financial resources to complete it and we’re very close to that. “This (Thomson’s Cut) will serve as a link from Railway Heritage
Park to the beach.” Lanark-Frontenac-Kingston MPP Randy Hillier picked up on Giller’s words. “Vibrant, healthy communities are always a work in progress,” Hillier said. “What this project shows is an illustration of community, business and politicians working together. “Not everything has to be strictly political.” Central Frontenac Mayor Frances Smith particularly thanked all the volunteers involved in fixing up the 300-metre stretch of the trail. “It’s been a long time coming and while $55,000 may not sound like a lot, to a project like this, it’s huge,” Smith said. “Without the Trillium Grant, it could have been another 10 years.” The Ontario Trillium Foundation (OTF) is an agency of the Government of Ontario, and one of Canada’s leading granting foundations. OTF awarded more than $108 million to 629 projects in Ontario last year.
The Emergency Response Unit (ERU) combed through Sharbot Lake, looking for the man and perhaps for the person who stole the truck in the first place, who was not the same person, according to reports on First Response Media. Again, according to First Response, the man who attacked the parked vehicle was eventually apprehended east of Perth in Franktown, “under a paver”. Mayor Smith confirmed that “a guy smashed in the car after it was parked at the township office, causing an OPP search of the village. The OPP have arrested the man. I can’t say more because we have not seen the police report yet.” Although the name of the man who was arrested has been shared with the News from a number of people in Sharbot Lake as well as a by the Dominic Owen of First Response Media, it has not been confirmed in police. Speculation about who stole the van in the first place has also centred on one individual, but we have no confirmation on that name either. The News has reached out to Fire Chief Robinson for comment. We have not heard back. As well attempts to contact Frontenac Detachment Community Officer Curtis Dick, who posts reports on arrests from Frontenac County on the OPP have not been successful as of yet. The

Funding secured for latest cell/broadband project in rural eastern Ontario by Jeff Green ORN (the Eastern Ontario Regional Network) has secured the last piece of funding it needs to set up its newest project. A $71 million commitment from the Province of Ontario, paired with a $10 million commitment from local municipalities, leaves only a federal government commitment of another $71 million still to come. A request for proposal for private sector partners to invest the remaining $61 million for the $213 million project to get underway. The Canadian Radio and Television Commission (CRTC) has designated
both mobile (cell service) and fixed broadband (high speed internet) as a basic service for all Canadians. The EORN project is designed to fill some specific service gaps in Eastern Ontario that would not be filled otherwise by the private sector because of what it calls “market failure”, not enough revenue for companies to justify large capital investments to serve too few customers in rural areas. Currently 40% of the area does not have access to high definition internet services, 20% of the area does not have access to standard definition internet services, and 10% of the

This new project has, as its goal, 99% voice call cell service, 95% coverage for standard definition internet service, and 85% high speed internet service. In addition EORN intends to invest $34 million in increased capacity (5G) network enhancements in high density, high usage areas. EORN is a not for profit corporation created by the Eastern Ontario Warden’s caucus to help improve internet service in 12 eastern Ontario counties and the City of Kawartha Lakes. TI has brough more than $300 million in high speed infrastructure to the region.

North Frontenac looking at task force to determine interest for seniors affordable housing SINCE 1970

orth Frontenac would like to get a handle on how many residents might be interested in renting one of a potential five units, should they access County money and build an “affordable seniors apartment complex” similar to the ones in Frontenac Islands and Central Frontenac. To that end, at Friday’s regular North Frontenac Council meeting in Plevna, Mayor Ron Higgins asked councilors to decide on one councilor for each ward to become part of a proposed task force that would canvas residents for interest with the hopes of creating an unofficial waiting list. “Could we fill it, if we build it?” said Higgins. Higgins said there wouldn’t be any financial commitment like a deposit required from residents, just that they’d like to get an idea of how many potential residents there might be. A survey on seniors housing conducted in March of 2018 garnered 69 responses, only 27 per cent indicated their preference would be to move to a low-maintenance housing unit. The other choices were to stay in their existing home and access available services (44 per cent) or stay in their existing home as-is (32 per cent). Coun. Gerry Martin, who also serves as the Township’s second member on County Council suggested earlier projections on the cost to build such a facility might be cheaper than originally thought. “If we decide to do it, there is a set of plans available from the one on Wolfe Island,” he said. “That would save us a lot of money.” “Coun. (Dennis) Doyle did tell us we could have them,” said Higgins. “Yes, and then he added ‘for a price,’” said Martin. Martin questioned who potential residents for such a facility might be. “I think people who’ve been here a long time won’t be the ones we get,” he said. “I thought just the opposite,” said Coun.

At the request of Central Frontenac Township, North Frontenac has given its support for Via Rail’s High Frequency Train Service (a direct line from Toronto to Ottawa with a stop in Sharbot Lake). However Coun. John Inglis questioned what benefits there might be to North. “I’m trying to imagine a rail system increasing tourism in North Frontenac,” Inglis said. “You’d need car rental agencies or buses at the station in Sharbot Lake for that.” “But it would make it easier to work in Ottawa and live in North Frontenac if they could take the train every day,” said Coun. Gerry Martin.
Tanker replacement
North Frontenac is looking to replace Tanker 521 from the Snow Road Station with one from the Kingston Fire and Rescue’s training facility. Tanker 521 has been out of service since July 15, when it drove onto a soft shoulder to avoid oncoming traffic and ended up in the ditch. Few other details about the incident are known and Mayor Ron Higgins restricted Council debate to the matter of replacing the tanker as there are investigations by the insurance company, the OPP and a North Frontenac internal investigation pending. Fire Chief Eric Korhonen said Kingston has offered to sell North Frontenac a single axle, 1,500 gallon (half the capacity of 521) for $2,850, which is the value of the old vehicle at scrap rates.

by John Inglis (Ward 3 Councilor , North Frontenac) f you’re visiting the area north of Highway 7 and east of 41 you’ll find beautiful forests, lakes and hills, but no motels or hotels, very few bed and breakfasts. You’ll find a restaurant and a bakery in Plevna, restaurants in Cloyne and Myers Cave. In general, the common knowledge around here is that things are full in the summer, closed in the winter. The great majority of visitors either own waterfront homes or have booked campsites and cottages months in advance. Not much available for the casual visitor in a car or on a motorcycle: and we’d like to change that. The township has a committee looking at ways to increase economic activity- as do most municipalities of any size and this one is right now trying to do something to create more rental accommodations for visitors. We’ve just had a big boost in our efforts from a new zoning bylaw. It becomes legal on August 7, and has some rules in it that are new in Frontenac County, still novel in most of Ontario. If you own an acre or more of non-waterfront property, you can now put a second dwelling on your property, limited to 45% of the floor area of an existing house.

No need to sever off a separate lot or get any kind of a zoning change. Our idea in promoting this is to encourage some residents to build a single rental unit to supplement their income. It’s a bit of a gamble for us on Council, in that there may be no uptake of the idea. It’s a completely opposite approach to the accommodation problem from the initiative of finding an entrepreneur to build a hotel. You can advertise this ‘secondary building’ on Airbnb or simply put out a sign on the road. My own experience in travelling new parts by car is to look for roadside appeal in a place to stay. Let’s say you try this, find that your rental cabin is solidly booked, and want to build a couple more. Now you will have to get a zoning change on your property, and even that is a bit easier than it used to be. It still takes an application, some thousands of dollars and some months to get through the process, but township staff will be able and willing to help along the way. Aug. 10 the Finders Keepers will host a barbecued chicken and ribs dinner from 4pm-7pm and it will be wonderful - featuring chicken, ribs, corn on cob, baked potatoes coleslaw and pie! Cille Harris and her mixer repaired by fixer Bob Waterworth. • The Repair Cafe took place at the Ompah Hall on Sunday afternoon. The hall was abuzz with fixers and items needing help. The operation of the Cafe was well organized thanks to the fixers and guides from Central and South Frontenac, and North Frontenac welcomers, guides and fixers Art, John, Bob, Paige, Rick, Bob and Diane. 19 articles were brought in, of which 11 were fixed. A bell would ring when an item was fixed then Cole would take a photo of the fixer, the owner, the item and a big FIXED sign. What a wonderful concept. • The Ompah Cemetery Memorial Service will be held at the Ompah Cemetery on Sunday, August 4 at 2pm • Betty and Marily have planned an interesting day for the Mystery Tour. Meet at the Community Centre at 10am on Friday, August 9, car pool and follow the leader as you will not know where you are going. Return should be by 3pm. The tour will visit a variety of places; natural environments, local artisans, lunch, and some opportunities for shopping. • Janet was the host of Coffee Break on Friday morning. Lots of goodies, coffee, and also lovely rhubarb punch, delicious. It was a small crowd. Looks like his estate is finally being settled. • The volunteers at the Community Center provided a great lunch for the bus load of people on the Clar-Mil Archives historic bus tour. Many of us have been members of executive for quite a few years and would like to "pass the torch" to those with younger children. As always, new fresh ideas are welcome so please consider giving of your time. There are lots of positions that need to be filled and without these volunteers we wouldn't be able to keep our children active. I would hate to see us lose this program but we need more hands. We will be holding an end of the year coaches meeting and then elections so please if you are interested send me a message and we will be sure to keep in touch. • Junior Men have a make up game in Parham on Thursday August 1st at 8:30 - this is their last home game so come on out and cheer loud!!! • District #4 Recreation Committee is always looking for help in the canteen. Kick & Push’s newest engineer happy to show you around the station by Craig Bakay
While he may not know every nut and bolt on every machine at Railway Heritage Park in Sharbot Lake, the newest addition to the train staff, ‘engineer’ Jonathon Wisteard comes as close as humanly possible. “He’s done his homework,” said Central Frontenac Railway Heritage Society member Gary Giller. “He love the job,

Flinton Jamboree The Flinton Jamboree runs from Thursday evening to Sunday afternoon this year, and includes a mix of perennial favourites and new performers. The Bob Burtch band is the headline act on the opening night. He is preceded by Grassy Fiddletime (7pm-8:30pm). Bob Burtch is playing a 2 hour set from 8:30pm to 10:30pm. he Sharbot Lake Property Owners Association is in its 46th year of operations, President Ken Waller said as he opened Saturday’s meeting at the Sharbot Lake Legion. “We started in 1973,” he said. “And this has been one of our busiest years.” Waller noted last September’s microburst that spread trees all over Shibley Road and Polar Bear Lane, the ongoing water testing program, four new loon nesting platforms (one of which loons actually nested on), as well as 33 entries in the annual photo contest. Vice-president Guy McLeod gave an update on the new “data loggers” in operation to aid in the collection of information in and around the lake. “The loggers collect the data and it gets downloaded to my computer,” he said. “One day, at nine feet down, it was 80 degrees. Environmental issues coordinator Barbara Fradkin reported that the loon count this year is at 30, with 11 chicks, two of which were in the west basin. “They (the loons) turned down all of our
(nesting) platforms except for one,” she said. Mayor Frances Smith addressed a number of Township issues on the minds of association members. “We’re looking for fire department recruits,” she said. “Especially if they are under age 64 and available during the day.” She noted that there are open houses Aug. 4, 14 and 21 regarding the revision of the Township Official Plan. She said septic reinspection has already begun on Eagle Lake and Crow Lake. “The cost is $100, payable to the Township,” she said. She urged residents to use the library, support the Farmers Market and go to the Parham Fair. Firefighter Ryan Conboy gave a talk on the importance of smoke alarms and keeping them up to date. He expressed disappointment at the “lack of compliance” evident during the department’s recent door-to-door campaign. “The chief is seriously considering issuing

Frontenac County still working on administration building project by Jeff Green rontenac County senior administration began talking about the need for an improved administrative office suite several years ago. This has lead to the consideration of a number of options, the completion of a number of studies and a consultation process led by Rob Wood of 80/20Info. An Administrative Building Design Taskforce was formed in 2016 and has met in fits and starts ever since. Between last summer and the spring of this year, the task force was looking at the idea of constructing a new building, located in South Frontenac, to house the administrations of South Frontenac Township, the Cararaqui Region Conservation Authority (CRCA), as well as Frontenac County. But in April, South Frontenac informed the county that they were not proceeding with any relocation plans at this point, and will remain based at the township hall complex in Sydenham in addition to a supplementary office at the Keeley Road works yard just outside of Sydenham for the foreseeable future. Three months later, the design task force met again, and this time considered a new proposal that is based on remaining in place at the existing “Old House” building that is co-located with the County owned Fairmount Home site. A new facility analysis has been prepared by architects Coulbourn and Kendell of Kingston, presenting two options, a renovated space for Frontenac County alone and a renovated space for Frontenac County and the CRCA. In both cases, the working assumption is that headquarters of Frontenac Paramedic Service will no longer be located in the building. During the July 17 meeting of the Administrative Building Design Taskforce, Frontenac County Chief Administrative Officer Kelly Pender referred to the uncertainty about how paramedic services will be administered in Ontario after 2019. The Province of Ontario plans to reduce the number of paramedic service operators in Ontario from 56 to 10 within a year.

“We don’t know what will happen with Paramedic Services. If FPS goes away they will not need the space anymore, and if the service stays with us we will move it to a location in the City of Kingston,” he said. Option 1 in the Coulbourn and Kendell facility analysis includes just under $1 million for renovations to make the existing building, which is still set up more like stately home than an office space, as well as a $452,000, fifteen hundred square foot extension at the east end of the building to create a new council chamber from an external entrance. The estimated total cost of option 1 is $1.84 million, $2.21 million if construction is done to LEED (Leadership in Energy and Environmental Design) standards, which has been Frontenac Counties practice Under this scenario the suite of offices on the lower
level of the building, currently occupied by Frontenac Paramedic Services, will be available for lease once they are vacated. Option 2 is based on the assumption that the CRCA will occupy the FPS offices, which will require a 6,300 square foot addition to the building to the south in order to be large enough for their needs. The new council chamber would be be a shared space with the CRCA. The estimated cost of construction would be $3.7 million ($4.4 million if it is LEED certified) but the CRCA would pay a substantial occupancy cost, rendering option 2 the one that would most likely lead to lower costs for Frontenac County ratepayers. The CRCA Board will make a determination shortly about their involvement in the project, but all along CAO Pender has indicated that the

• Thank you very much to all of you who helped make the Mazinaw Lake Swim Program (MLSP) a huge success again this year. We had 110+ sign up, our biggest year ever. There were many friendships forged and those little kids who were nervous about taking swim lessons for the first time soon lost their inhibitions and had a lot of fun learning how to swim. The older kids who have gone through our bronze lessons are giving back by signing up to teach the young swimmers. Stella Ter Hart, music composition with a side of apple cider S tella Ter Hart has spent the last five years, with her husband, bringing a farm property with a heritage orchard back to production. It has been a labour of love, with the emphasis on labour, at their property just north of Inverary on Loughborough Lake. Stella always finds time for music, however, and working on compositions is one of a number musical interests that has animated her life ever since she was child growing up in Estevan, Saskatchewan. Music, and music education eventually took her to Toronto. Her interests in music are broad and her studies at the Toronto Conservatory led to her receiving four diplomas, in performance, composition, pedagogy and theory. She later taught in New Brunswick, eventually returning to Ontario and living near Bobcaygeon. “We were living in Bobcaygeon and when my husband was ready to retire we
looked at this property on Loughborough Lake, and decided that, although it was run down, it had a lot of potential,” she said, in a interview last week. The apple trees in the orchard all had a silver tinge in the bright sunshine when I paid her a visit last week, and she explained that they were covered with a clay based spray that keeps insects from the tender fruit, an organic pest control technique. The clay washes off before the fruit comes ripe, and if all goes to plan the harvest of heritage apples will be ready in time for the second Frontenac Open Farms event on September 8. But on this day the subject was music, not apples. “I enjoy entering composing competitions,” Stella, “they provide a focus for me, and a deadline, to complete something.” She has been involved in music her whole, both playing and composing, and a
has gravitated to choral composition. The spring, she entered the Lirit Women’s Chamber National New Music composition competition. The contest involved composing music for a text called “The Last Note” by the Canadian poet Jill Solniki. Stella spent quite a bit of time reading and re-reading the poem to get a clear picture about what it was about, and in her interpretation the poem was full of humour about the last note of a movement in classical piece, hanging in the air as the audience took a breather during the interval before the start of the next movement. “No one really knows what to do during that time. Do they clap, do they sit still, talk to their neighbour, and I saw the note as an orphan note bouncing around.” Her interpretation led her to compose a relatively light hearted setting for the poem, and it turned out the be a good interpretation because she ended up winning the

context. She received a cash and the “Last Note” will have its debut performance in the Spring of 2020. “It is a thrill to win a prize, although I enjoy competitions even if I don’t win. There is excitement in reaching the long list, the short list, in coming close,” she said, although winning is still the best outcome. The Lirit Choir, sponsor of the Lirit Prize, is a Toronto based choir devoted to the exploration of the range of Jewish music. They perform throughout the year in community performances and at an annual major concert, which is where “The Last Note” will be performed. No matter what needs to be done in the orchard on the next Lirit concert, Stella Ter Hart will be headed to Toronto to experience that performance.

started it in 1996, this year it was moved to South Beach. “There were a couple of reasons for the move, mostly logistics,” said FOBE President (and self-titled “chief cook and bottlewasher, jack of all trades, master of none”) Peter Alger. “With the boat tours, store and visitor centre, the old location was getting a little congested. “So, in conjunction with Park staff, we thought we’d try it down here. “Besides, there’s a nice breeze here coming off the lake.” “Yes, the breeze is nice,” said FOBE executive director Chris Callan. “But we have a lot more room here, we have more parking and it’s close to real facilities. “Also, it’s much more level ground and it gives us room for some kids activities like painting tree cookies. “At 23 exhibitors, we’re down a little bit from previous years but I’m quite surprised at the turnout for a Friday,” said Alger. “Everybody seems happy and we hope this will be here for many years to come. “And that looks good because we’re getting a lot more younger people volunteering.” And the exhibitors seemed fine with the change, or at the very least were taking it in stride. “I think I prefer the old location, there were more trees there for shade,” said long-time exhibitor Lisa Johnson. “But, there is a great view and every once in a while, there’s a nice breeze. “But, I’ve made a few sales, so . . .” “It’s pretty hot here and it’s a little out of

he Milky Way Stargazing Tour takes to the sky at the Lennox & Addington Dark Sky Viewing Area on August 2nd & 3rd The Lennox & Addington Dark Sky Viewing Area’s 2019 stargazing event season continues on August 2nd & 3rd. “The Milky Way Stargazing Tour' will be presented by dark sky enthusiast, Joe Gilker and is set to begin an hour after dusk (weather permitting). Joe has become well-known in astrophotography circles in recent years and writes the popular "Dark Arts Astrophotography" blog. Joe will point out prominent summer constellations during a laser-guided tour of the night sky. You can then peek through a telescope see various celestial objects, including an excellent view of Saturn.
