Municipal Election North Frontenac Shows Its Strength – Incumbent Mayors In Face Of Derecho Fall Out Chomping At The Bit by Jeff Green
by Jeff Green t has been over a month since nominations opened for this fall’s municipal election. With a provincial election winding down, and almost 3 months to go before nominations close in late August, there has been no real rush to bring signed nominations to township offices in Sydenham, Sharbot Lake, Plevna and Flinton. But in all 4 cases, the incumbent heads of council, who signalled their intent to seek and additional term earlier in the year, have already registered as candidates. Henry Hogg is the only declared candidate in Addington Highlands. He is seeking a 6 term as Reeve, having held the post for 20 of the 24 years since the township was established in 1998. (He took a 4-year break between 2004 and 2007). There are wards in the township, each with two council positions. North Frontenac Mayor Ron Higgins registered on May 24. Of the three wards in North Frontenac, ward 3 (Palmerston-Canonto) has no candidates as of yet, but in Ward 2 (Clarendon and Miller) incumbent Gerry Martin and new candidate Roy Huetl are on the candidate list. In ward 1, there are two new candidates, Michel Hage, and Stephanie Regent. In Central Frontenac, Mayor Frances Smith has put her name forward for a 3rd term. There is one candidate for the two positions in wards 2,3, and 4, all incumbents seeking re-election: Victor Heese in ward 2 (Olden), Bill Macdonald in ward 3 (Oso) and Nicki Gowdy in ward 4 (Hinchinbrooke) There will be a race for Mayor in South Frontenac. The sitting Mayor, Ron Vandewal, is seeking a third term, and sitting Bedford District Councillor Alan Revill is attempting unseat him. That leaves two open council positions in Bedford ward because John MacDougall, who was appointed when Pat Barr died last year, will not be running. Suzanne Quenneville has come forward to seek one of those spots. Both of the incumbents in Portland district, Doug Morey and Ray Leonard, are running for re-election, as is Norm Roberts in Storrington. Incumbent Randy Ruttan is running again in Loughborough district, as is the township’s former Public Works Manager, Mark Segsworth. (In all of the Frontenac Townships, and in Addington Highlands as well, the Mayor/Reeve is elected though a township wide vote, and there are two councillors elected by the residents from each ward/district) ■

hile the May 21 storm is a fading memory for some, it is still an active issue in the lives of those who were most impacted. There are still people without power in North Frontenac. Hydro One says they hope to have that remedied by the end of June, but in a few isolated cases it could extend even further. Other properties were so badly damaged that clean up may take a few more weeks, and damages to buildings could take longer to be repaired. The roof at the township garage will need to be partially replaced, as will those on homes and outbuildings scattered across the township. And in some cases, such as Sherwood Park and Brown’s Campgrounds, the elimination of the forest cover will change the look, and feel, of the campgrounds for decades to come. And there are issues around insurance coverage that are just coming to light. But in spite of all that, the township is functioning, the
roads were cleared pretty quickly, the Frontenac Parklands are back in business. The clean up continues. “All in all, I would say we were very, very fortunate that no one was seriously hurt,” said Cory Klatt, incoming Chief Administrative Officer, “because the damage was severe, all across the township. Our staff started working as soon as the storm was over, and volunteers from across the township arrived as well. For a small community, we are pretty hardy. Hydro crews are still working on bringing power back.” Damage at Bon Echo Park has resulted in the closure of the Park until at least June 12, which is a blow to the tourist industry in the township. Mayor Ron Higgins is advising residents to keep all of their receipts for storm repairs, in the hopes that provincial relief will be available. “Absolutely no promises in that regard,” he said on his official Facebook page, “but I will try my best to make that happen when this is over and done with.” ■

He complimented the works of the Lion's Club and the support they give to the local community and in particular this event to raise funds for the Child Life Specialist Program at KGH. Next, Scott Reid MP, spoke of the Queen's Platinum Jubilee, the celebrations and of course this celebration in Sunbury. Tiered plates of sandwiches and plates of sweets were delivered to the tables by the 4H Community Involvement Club, along with varieties of hot tea served in an assortment of beautiful china tea pots. Steenbakkers, a student violinist with Canta Arya in Kingston. The second sitting was a repeat of the first, with special guests Ron Sleeth and Norm Roberts, both members of South Frontenac Township Council. Each spoke briefly complimenting the Lion's Club for all they do, especially the Food Bank Drives which helped so many locals having difficult times during the pandemic. Once again the food was served, the tea poured, the music started and it was an enjoyable time for all! A special touch was certainly the beautiful Jubilee lapel pin that everyone present received. Hopefully we will see you all again next year for the Third Annual High Tea! ■

The Best-Laid Offical Plan Of South Frontenac
By Jeff Green hen you get down to it, South Frontenac politicians don't have that many options when it comes to changing the draft Official Plan document that has been presented to them by a team of consultations and their own development/planning department. The key elements of the plan were discussed at a 3-hour long meeting in late May, and t the end of all that, members of council were given a daunting assignment, to read, digest and comment on the 218 page document, which is a livelier read than a financial audit report, but just barely. Although they are not looking forward to reading the entire document, members of council have already asked some of the key questions that the entire Official Plan debate have brought to the surface, questions which strike to the heart of a 24 year-old history of steadily rising levels of residential development, which has resulted in the township being able to meet its service target while keeping tax increases to a minimum. Early on in the meeting, Councillor Ron Sleeth asked a question that kept coming up over the next three hours. “How are we going to continue to deliver the services the public are demanding, while keeping to a 2% increase.” Sleeth was referring to the fact that 90% of the growth in the township, over the last 20 years, has taken place on lands designated as rural countryside lots, many of them created by landowners with extra land that they were not using anymore for farming or logging as they had in the past. Landowners are limited in the number of lots they can create, by a rule that was put in place when the first

South Frontenac Official Plan was approved in 2000. The number of lots that can be created out of a single parcel of land, whether that parcel is a 20 acre parcel or a 200 acre parcel, is 3. With many property owners having already taken advantage of their 3 lots, the number of available rural lots in the township is now.. The other driver of development is waterfront lots, but those are in even shorter supply. As municipal politicians like to say, 'they aren't making new lakes'. The vision for future development in rural Ontario that the provincial government has been pushing for years, is through plans of subdivision on rural lands, or development within th so-called “settlement areas,” i.e. local villages or hamlets. As Mayor Vandewal pointed out, rural plans of subdivision take 5 to 8 years from the day they are first proposed to the day when lots can be sold, and are an expensive and technical process to undertake. “Only rich developers are able to do this. A regular property owner in South Frontenac is not able to create a subdivision. It just does not happen,” he said. One of the proposals in the draft Official Plan, that is intended to encourage growth, is to eliminate the three-lot limit within the “settlement areas.” But that kind of increased development might not even be environmentally sustainable. A concentration of houses, which are all dependent on their own wells and septic systems, can over-tax a water supply, and create a risk to neighbouring properties, if septic systems fail. The Village of Sydenham is the only location in South Frontenac that has a public water system. There was great controversy when it was built, but the council of the day had no real choice, because the well water in much of Sydenham was contaminated, and much of that contamination came from over-development on private septic systems. The Sydenham water system did not address that contamination, it persists to this day, it only bypassed it by replacing the water supply for Sydenham residents. Communities in Eastern Ontario that are seeing large growth, such as Carleton Place, are only able to do so because they have water treatment plants and
sewage systems that can be up-scaled to accommodate that growth. This will not happen in Frontenac County because they are too expensive to build for the size of our villages. Frontenac County is working on a kind of modular solution called communal servicing, which will make privately owned, small-scale communal water treatment and sewage systems, within a single development, financially viable for developers. If that happens, it may open up options for development throughout Frontenac County, but there are obstacles in the way. And even if the communal systems approach works, they will not address Ron Vandewal's concern about property development opportunities being available only to rich developers, leaving local property owners out of the loop. The problem for members of South Frontenac Council is two-fold. They need development to maintain the township's finances, but what has been working until now is not going to work in the future because lots are in short supply and the province is actively pushing against it. The second problem is that the Official Plan they are working on does not create the kinds of opportunities that their constituents, property owners in the township, are looking for. One possible solution, which was floated by Ron Sleeth, was to reset the clock from the year 2,000, and allow for 3 new lots to be created out of any suitable land parcel in 2022. Claire Dodds, the Director of Development Services for South Frontenac, who is overseeing the development of the new Official Plan, poured cold water on that idea. She said that municipalities that have tried to do that have been blocked by the Ontario Ministry of Municipal Affairs and Housing, which ultimately controls what municipalities can and cannot do. The Official Plan process in South Frontenac is far from over. Members of council are reading the draft document and sending comments in to township planning staff, and to Dillon Consulting, who prepared the draft document. It will be discussed by council next week, and a second draft will be prepared and presented to the public for further comment, leading to adoption, likely some time after this fall’s municipal election. By the end of the meeting on May 24, some members of council were saying that that the most important elements of the plan, those that will affect development in the township, cannot be changed in any meaningful way. The slow and steady growth and prosperity that the township has enjoyed since it was created, may be over. The township will either see slowing growth, which is not what any council wants, or an influx of capital from developers whose plans may not fit with the way people, already living in the township, would like to see their communities develop. ■ ProAlliance Realty Brokerage Independently Owned And Operated

Thorpe Meats Abattoir Project Suspended Over Lack Of Investment and financing options, along the way, all the while talking to farmers about their needs, going forward. “There were a lot of hurdles to overcome,” he said. That is why he was so happy earlier this spring when, after two years of hard work, the project got to the point where it was ready to go. On the first of March this year, he announced that a deal had been reached for the land purchase that was the first step in bringing a new, state of the art, expandable abattoir and store to the region. “Today I am very pleased to announce that we have signed an agreement of purchase and sale for a piece of land for our new abattoir and processing facility. The agreement has been approved by Napanee town council to sell 10.75 acres of industrial commercial land to ThorpeMeats,” Corey Priest wrote in a blog post on March 1. The next step was to launch a formal equity drive to raise the $2.7 million, in investor cash, to go along with the Priest’s personal family investment, in order to secure financing for what is now an $11 million project. Over the previous 18 months, Priest had met with dozens of individual and group investors, who had collectively committed from $4 to $5 million. “I was really confident when we launched the equity campaign, just before Easter, that we would easily raise the money we needed well before the May 31st closing date for the land purchase with the town of Napanee,” he said, in a phone interview on June 2nd. But as April came and went, and most of the emails and phone calls to people who SINCE 1970

orey Priest is one frustrated farmer. The co-owner, with his wife Shanna, of Thorpe Farms on Simmons Road near Odessa, has spent countless hours over the last three years developing and re-developing plans to build an abattoir, to serve not only for the needs of his poultry and lamb farm, but dozens of other family run meat farms throughout Eastern Ontario. The original plan was to put up a 6,000 square foot abattoir on property adjacent to Thorpe Farms, but for a couple of reasons, including the need for 3 stage power, building a larger (11,000 square foot) abattoir on serviced land, within the boundaries of the Town of Napanee, was the latest plan that he was working on. Priest, who said he is a “farmer first, not a developer” had to learn about regulatory environments, technical requirements,

had previously made verbal commitments to invest did not come back, he began to realise that he was facing another huge hurdle, one that he was unable to overcome. “I don’t know if it was a change in the investment environment, or something else, but many of the larger commitments that I had been counting on did not come through.” A further approach to investors, including to some of the farms that are looking for abattoir services in order to get their meat to market, went out in late May, but it was clear that the money was not going to be in place. “I put the closing off for a couple of weeks with the Town of Napanee, but by the end of May it was clear to me that the shortfall was too great. If we were close to the $2.7 million mark, I would have waited, but we weren’t,” he said. On My 31st, he sent an email to his equity investors email list announcing that the equity drive is over. “Thank you for your interest in the ThorpeMeats abattoir equity drive. Our efforts to raise sufficient equity have come to a close and we wanted to send an update to everyone who has expressed interest. Unfortunately, the equity drive has fallen short of the amount required to satisfy the equity ratio required by our debt lenders for this project. Equity that was previously thought to be available has become unavailable and investment, to follow through, was substantially less than originally anticipated and indicated to us. The project will be on hold indefinitely as we do not have the equity required to proceed at this time,” the email says. Although the equity drive has failed, Priest said that there is still a chance that the project will survive in its current form,

but he is not holding out that much hope. “There is a glimmer of hope,” he said, “but I can’t get into the details at the moment,” he said. He said that if the project falls through, Thorpe Farms will be out about $100,000 in expenses, and he can’t count the number of hours that have gone into bringing the project to this stage. “If it falls through, we will look at some other options. It is a blow to us, but we can’t linger on this for too long. We will need to move in another direction,” he said. Meanwhile, a number of meat producers in the region, who have been making plans based on ready access to abattoir services starting in September of 2023, are also having to reconsider their plans going forward. Letters Spraying For Moths
I enjoyed your feature about the Cecropia moth. Shortly thereafter we had a helicopter spraying around a lake on our property, supposedly for gypsy moths. I have yet to see a gypsy moth caterpillar this year, or even a tent caterpillar. My concern is that the spray doesn't discriminate which caterpillars it kills. Even a Cepropia larvae. The helicopter flies from Chatham, it has sprayed here 6 times, this morning at 6AM, and directly over our house. The township informed me that there is no recourse as a private citizen. The company doesn't have to register its activities. Living close to Frontenac park I would think that they would be concerned about the natural order of things. Just saying. - Tom Kaemmer

Common Headaches
Headaches affect most of us at one point or another in our lives. But did you know that there is no normal headache? They are all a sign of something being not quite right with our bodies. Here are some of the most common types of headaches: Sinus headaches: Spring brings out all kinds of dusts that wreak havoc for allergy sufferers. Hay fever is a common cause of what’s known as the sinus headache. These headaches are typically characterized by pain above and below the eyes—in a Zorro-mask type of pattern—and usually require an allergy medication to lessen the pressure and pain. Tension headaches: “Between 80% and 90% of the headaches patients experience are tension-type,” says Dr. Brian Gushaty, an Edmonton chiropractor. “A tension headache typically starts at the base of the skull and wraps to the front over the eyes, affecting both sides evenly.” Relaxation and breathing exercises can help ease your body’s overall tension and reduce if not eliminate these headaches. Ensuring an ergonomic work and home environment can also go a long way to keeping your body relaxed. Migraines: Migraine headaches are less common but can be very debilitating. They also deserve the attention they receive – one headache can put your life on hold for a few hours or several days. Migraines are responsible for more job absenteeism and disrupted family life than any other headache type. To maintain optimal health and reduce the likelihood of being struck down by a headache, ensure you get adequate rest, exercise regularly, drink plenty of water and see your health care practitioner. LFK Mirrors Provincial Results, With Some Nuance By Jeff Green he Provincial Progressive Conservative (PC) Party swept to re-election with over 40% of the vote, about the same level as they received when they were elected in 2018, and a substantially stronger majority with over 80 seats. The NDP retainedthe official opposition with 29 seats, and the Liberals remained mired in third place MPP Elect John Jordon with only 9 seats, even though the two parties received about the same number of votes overall, at around 23.5% each. With those numbers, Lanark Frontenac Kingston, which has always supported the PC party, even when they were spurned by the province as a whole, it is no surprise that John Jordan, their new candidate, has seen his vote total climb to over 50%.

Hours earlier, within a half an hour of the end of voting, Jordan was declared the winner by major media outlets, along with the PC candidates from all of the rural ridings in Eastern Ontario. Jordan’s percentage is less than former PC MPP Randy Hillier’s 52% in 2018. Part of the reason for that may have been the impact of two new parties to the right of the PCs. None of the three candidates who were running to the right of the PCs caught fire with the electorate, particularly Hillier’s daughter Chelsea who received only 0.7% of the vote for the low-profile Populist Party. But cumulatively they received over 6% of the vote, not enough to challenge for the seat by any means, but enough to cut into John Jordan’s total. As for the traditional opposition parties, the NDP consolidated its status as the number 2 party with 20% of the vote share for first time candidate Drew Cumpson, to 15% for second time Liberal candidate Amanda PulkerMok. Green Party candidate Marlene Spruyt received 7% of the vote. Independent candidate Craig Timothy Massey Rogers is at 0.5% of the total vote in the riding. ■
Watershed warning from Cataraqui Region Conservation Since the start of June some parts of the region have already received over a month’s worth of rain (75 mm+), and more rain is forecast for the coming days. Cataraqui Conservation is urging caution around all dams (inflow and outflow channels) and fast-flowing watercourses. Respect the hazards in these areas by obeying all warning signs, and keep away from booms, buoys, and barriers. Stay well back from the water’s edge above and below dams and hydroelectric stations. Creek banks and lake shorelines may be slippery, increasing the chance of falling in.
Widespread flooding is not expected at this time, but localized inundation of low-lying areas is occurring in some areas and may persist from the forecasted rainfall. If you witness flooding and/or require assistance your first point of contact is the local municipality. Staff will continue to monitor conditions and forecasts and will update statements as needed. This Watershed Conditions Statement will remain in effect until (or updated before) Wednesday, June 15, 2022, at 11:59 PM. Mar 15, 1940-May 20, 2022 Always adamant about the fight for fieedom; your land, and the presence of the Lord, Marieanne was lifted from the wrath of cancer on May 20, 9:20 pm, peacefully in the presence of her son and dog at her home. Guided and comforted by angels over the past 2 1/2 years, her battle was relentless. Miracles graced her last days: from rainbows, to the seeing eye of above, to the visitations experienced, and even the complete absence of pain. Her spiritual side grew as her body began to die. She chose peace, not anger. On the morning of the 21st, the Heavens opened up with a glorious sunrise and brilliant warmth. The birds sang in peace and harmony. The angels rejoiced. A beautiful scent filled the air and the dog began to wag it’s tail. Marieanne found her new place. Heavens gates closed, as the rumble of thunder beckoned from the west. The rest is history for us down here. Marieanne (widowed in 1996 to Bruce Joseph Collier), leaves behind her first child, Marcia, and her son Bruce Frank (grandaughter Charlotte-Grace), and her adopted daughter, Chantelle. Marrieanne was of Ojibway fathering, raised by her loving parents (DuBovy), in Red Lake Ontario. Her parents emigrated from Czechoslovakia before the outbreak of WW2. She came to Hamilton with her parents in 1945. Marieanne had a successful career as an x-ray tech, working in the TB treatment team at Henderson and St - Joseph Hospitals and the Sanitorium in Hamilton. Her Ojibiway heritage helped comfort the patients coming in from Frobisher Bay while in their iron lungs. Later she worked in industrial radiography, and finally in funeral services. She retired to the Northbrook area in 1998. I would like to thank Darlene Baker for her caring and sincere friendship she had for many years, especially in my mother’s last days. A very grateful thank you for the professional and graceful care offered by her nurse Wendy-Marie Orr (Paramed), who was present when she passed away; to Eric Tobia (Tobia’s Pharacy), who was able to secure special medication when other pharmacies could not; to Dr. Kankesan and the Oncology Team at Belleville Hospital who provided most of her treatment; to the ER Radiation Treatment team at Kingston General; to Dr. Farnell and the ER staff at Napanee Hospital who saw her briefly early in the morning of the 20th; to Milestone Cremation Services who provided for my mothers final wishes in these challenging times. Maberly Fall River Park Opens in Tay Valley Township
A
ribbon-cutting ceremony on June 2nd, 2022 marked the official opening of the Maberly Fall River Park in Tay Valley Township. Council, staff, special guests and members of the public were on hand to celebrate the grand opening of this passive park situated at 295 Maberly-Elphin Road. “Thanks to the hard work of staff and volunteers, Tay Valley Township has a new passive park, where residents and visitors can enjoy the path and canoe/kayak launch area into the Fall River. Providing accessible spaces, surrounded by the natural beauty of Tay Valley, is a priority” said Reeve Brian Campbell. The park features: a gravel parking area, an accessible picnic table, a bike
rack, a 90 meter grass surface path and recreation area leading to a natural shoreline with canoe/kayak launch area at the Fall River, an informational sign describing the Indigenous and settler history of the hamlet of Maberly, Fall River and surrounding area, and the Cohen Family plaque describing Leonard Cohen’s connection to the area. “Council, on behalf of Tay Valley Township, would like to thank the members of the Heritage Property Selection Committee for their work on the content for the informational sign and Cohen plaque, and Stan Strickland for volunteering to construct the wooden kiosk” said Reeve Brian Campbell. Hinchinbrooke Road Work Update The Township will be finalizing repairs to Hinchinbrooke Road at the Spring Lake crossing during the month of July 2022. These repairs will take approximately three (3) weeks to complete and will be followed by the application of a double surface treatment that will be carried out over a period of 2-3 days in late August. It is anticipated that the roadway will be reduced to a single lane while the above activities are carried out, and then returned to two (2) lanes at the end of each workday. Residents are reminded to drive slowly and obey traffic controls when travelling through designated work zones. Fall River Café Reopens With New Owner By Jeff Green he challenges that come with re-opening an established restaurant, that had been closed for a couple of years, are not lost on Pradeep Vablachandran, the new owner of the Fall River Café in Maberly. “This is a big chance for me. After many years in the restaurant industry, to have my own business is a dream come true,” he said, while taking a short break after the lunch rush last week. Breaks have been few and far between for him since opening on May 1st. Fortunately, he has been supported by family members as he has navigated all of the issues around getting the kitchen up and running, developing a menu that fits both his kitchen experience of 25 years in the Toronto area, and his Sri Lankan roots as well, all the while dealing with all of technical issues that come with starting up a restaurant. All of that seemed to be behind him, by the time the Victoria Day long weekend arrived. Business was good on the Friday and Saturday morning and afternoon, when the wind storm hit. Luckily the restaurant was not damaged, but the power did go out for 4 days.

“The building has a generator system, but checking it, and making sure it is working, was one of the things I had not yet gotten to with all the work that has been involved in getting open,” he said. Some of the neighbours from Maberly chipped in, and with the help of a diesel mechanic, the system eventually got up and running, but not before the refrigerated and frozen stock had to be thrown out. “These are all growing pains,” said Pradeep, “a part of life when pursuing my dream.” Pradeep arrived in Markham when he was 11 years old. Along with his brother, he left his parents and moved to Canada where his older sister was already settled with her husband. “There was a civil war in Sri Lanka at that time and my parents wanted both of us to get away from what was going on,” he said. A few years after settling into life in Canada, Pradeep started working. His first parttime job was a dishwasher job at Fran's, an historic 24-hour diner type restaurant, in Toronto. After a few months, he started working in the kitchen, and aside from a two year stint at Business College, he

has been working as a cook, and kitchen manager, in the restaurant business ever since. He worked at Golden Griddle, in a management position at a Dennies, among numerous other roles in small and large restaurants. All the while, he did not forget his Sri Lankan roots, in his palate or his cooking, and after the war in Sri Lanka ended, he has been able to make annual trips back home to visit his parents. “The food we eat in Sri Lanka is always fresh. The fishermen stop at my parent's place before they even get to the market. There is nothing like preparing fresh food,” he said. At the beginning of the pandemic he moved to Smiths Falls, with his wife Surabi, to help out at a friend's restaurant. He began looking around for a location where he could start his own restaurant, and found the Fall River Restaurant, which he has renamed the Fall River Café. When designing the menu for the Fall River Café, he brought those two threads of his experience, how to prepare food that all Canadians enjoy and are familiar with, along with a commitment to fresh food preparation. The Fall River restaurant is open for breakfast every day, featuring all of the classics, from bacon and eggs, to Eggs Benedict, waffles and more. The lunch menu is extensive, including pasta, chicken souvlaki, butter chicken poutine and butter chicken. And, coconut cream-based curry with chicken or beef, samosas and spring rolls are on the menu as well. store, makes desserts for the Café as well, including cheesecake and Tiramisu. Coffee and treats are available for takeout at the Café, and the former Fall River Coffee shop location, a straw bale building on the site, will be opening soon as a convenience store. This week, the liquor license for the Fall River Café came through, and the café is now open until 7pm on Thursday to Saturday. “Mostly, what I would like to do is provide a good restaurant for people in the local community to enjoy. We are looking forward to the tourist season of course, but remaining affordable and welcoming to people from the local area is more important than anything for us,” he said.
