I’ve been at this too long to make any grand promises, but I think we have been able to keep the township moving forward quite well over the years, even though we have a lim ited tax base.”

How do we generate more revenue and increase the tax base, if all that the township does is put up roadblocks. That’s what I hear from people, that the township throws up road blocks. And that needs to change.”

The material accompanying the proposal this time around is extensive. It includes a 50- page Environmental Compliance report by Canadian Shield Consulting, a 119 page En vironmental Impact Assessment by Cambium Engineering and Consulting, a 51 page Plan ning Justification Report by R&A Consulting, and a 20 page Traffic Report by Greer Gallo way. It also includes other documentation, in cluding correspondence between consultants working on the project South Frontenac senior planner, Christine Wood.
And he has been working plans to expand theOnePark.of the key hurdles the expansion must overcome is the township’s official plan, which limits campgrounds to 50 sites. This applies no matter what size parcel of land a campground is being placed on, whether it is a 5-acre par cel, a 50-acre parcel, or a 500 acre parcel.
The trial terms of the two Township Rec reation Committees are set to expire on November 30th, 2022. Staff have reviewed the current structure and recommending that the Township move to a one com mittee structure that will meet the needs of the community while working towards Council’s Strategic Direction and achiev ing recommendations of the Recreation, Parks & Leisure Master Plan.
In 2017, David Hillhorst, the owner of Sky croft Campground on Opinicon, brought for ward a proposal to South Frontenac Council for an Official Plan and Zoning Bylaw amend ment that would allow him to greatly increase the number of campsites within Skycroft on a previously undeveloped parcel of land within the overall property.
“The 50-site limit comes from the province,” said Hillhorst, “it really is a starting point that is adjusted based on the capacity of the site.”

You may notice the two signs in Harlowe at the United Church Cemetery and St. Mark’s Anglican and two new signs were also installed at Ardoch’s St. John’s Anglican and in the far end of St. Kilian’s Cemetery. There is also recognition of the Ardoch Algonquin Burial Ground. The research for these signs was completed with the help of commu nity people who shared information, NFHSA researchers, Natalie Reynolds; the designer of the signs and B.M.R. Rheumatoid arthritis (Ra), is an autoimmune disorder that can affect the entire body. The body’s own immune system mistakenly identifies normal joints as “abnormal,” resulting in an inflammation which can be extensive and painful. If the inflammation is not controlled, damage to the surrounding cartilage and bone within the joint can occur. RA is more common in females around the ages of 30–60 years old. Signs and symptoms of RA may include those that are similar to OA but may also include, fever, swelling, malaise, extreme pain that does not reduce with movement or exercise and can present in multiple joints. RA typically presents equally on both sides of the body, unlike osteoarthritis.

“I would say that 90% of the time you enjoy it, and the other times you try to work through the nasty stuff, trying to make it fair. What you want is the best resolution. But really it is all about doing stuff for the community, and I enjoy that,” he said.
Since then he has kept busy doing some grading and bulldozing work for a friend of his, and operat ing a sawmill on his farm property in the Vennachar area.

THE PURPOSE of the public meeting is to present the proposed changes to the Township’s comprehensive Zoning By-law #2011-52 and to receive comments from the public. The proposed changes to By-law #2011-52 result from a review and updating of the by-law and written and oral submissions received from the public during the course of the recent open houses and the public consultation process. Proposed changes include but are not limited to: expanding the scope of permitted home-based businesses; permitting live/work units; regulating food vehicles; providing for additional residential units; permitting tiny houses; providing for storage containers and recreational vehicles; providing for the keeping of domestic livestock for local food production, and providing for the installation of alternative energy sources and systems (i.e., solar collectors, wind turbines, geothermal systems and electric vehicles recharge stations). The review also provides an opportunity to modernize the by-law with the addition of new definitions and uses such as cannabis, community gardens, private home day care, dog park, fitness centre, pet grooming establishment etc. The review includes revamping and replacing the five zoning schedules, and also reflects changes in the Planning Act procedures and the names of government organizations. Changes to the zone categories are confined to expanding the number of Environmental Protection Zones to better reflect land uses and natural environmental features. A number of new permitted uses to several zones is proposed. Some changes to the zone standards for lot areas are proposed to comply with the official plan. New standards are proposed for development on narrow water channels and for lot coverage. The proposed changes will result in an amendment to By-law 2011- 52 rather than a new comprehensive zoning by-law. Since the by-law amendment affects all properties in the Township, a key map is not provided.

The letter referenced concerns over the poten tial for algal blooms on Opinicon Lake, and said “the southern finger of the lake where Skycroft is located suffers from a lack of flushing activity and, therefore, is more at risk to certain human activities than the rest of the lake. Recent snor kel surveys of the shorelines at, and adjacent to the Skycroft property indicate several prob lematic issues as a result of that increased risk and the already high human density.”

For the past several years, Covid 19 saw a marked de crease in outdoor activities that people were involved in. Now that things have opened up, the Dark Sky Pre serve has seen a renewed interest and usage. This past August we had an event for the Perseid meteor shower and saw over 300 people show up at the site to catch a glimpse of these very bright meteors. Even with a nearly full moon, people came out in droves. The interest is not limited to weekends alone. Many bring their telescopes and cameras during the week to take advantage of some of the darkest skies anywhere.

One athlete who did not compete was Sylvie Minaigre, however.
“We really wanted to introduce the sport to the local community as well as bringing experience racers to this unique course, and that worked out really well,” said Syl

Luckily, unlike the settlers who arrived in the Cloyne area expecting that the 100 acre parcel they had acquired was usable farmland that could support them, only to be daunted by rocks, trees, mosqui toes and a long winter, they had a plan. But when they took the plunge and be came full time residents at their property on Jacques Bay Road in the July of 2021 from Toronto, there were some things that they did not know.
One of them was the local community.
“We found the property in the fall of 2020. We knew we wanted to move out to the country somewhere, but we were open to anything, really. And this prop erty was available on Jacques Bay Road, with 96 acres, a cabin that needed some work, and a lot of possibilities. While most courses in the OCR circuit are located in fields, converted motocross tracks, Sylvie's and Mitch’s vision was to use their new property, which already has a number of trails because it is a used by the Ontario Federation of Snowmobile As sociations as part of their trail each winter, as an obstacle course.
On September, the first North of 7 Chal lenge, an official qualifying even for the OCR world championships, was held at the new Jacques Bay Road course.
As for the decision to settle in Cloyne
and build a life that they took 18 months ago, Sylvie and Mitch seem to have no regrets.“Wejust love it here. This is where we are putting down roots,” she said. ■
There was another good reason for her to miss out on racing this time, something that was not planned when the decision to hold a race was made a year ago.
