Revell, local schools band together to ‘scare hunger’ W

orking with Ford Canada and the charity WE, Revell Ford in Verona challenged three local schools, Prince Charles PS (Verona), Harrowsmith PS and St. Patrick Catholic School (Harrowsmith), to help collect food items for the Southern Frontenac Community Services Food Bank. It was all part of a Halloween themed promotion “We Scare Hunger” and even though the schools were approached just a few days before Halloween, they took up the challenge with a lot of energy. The goal was to have each of the schools gather at least one food item for every student and staff member in the school community, about 1,000 items. And as a sweetener, Revell offered to donate $500 to each school that met or surpassed that total. By the time Halloween rolled around, three trucks were loaded up with over 1,800 food items for the food bank, including 150 or so from Revell employees, and the dealer-
ship was out $1,500. At Harrowsmith PS, the first stop the Revell employees went to on their pickup route, Vicki England, the food bank co-ordinator was on hand to receive the food, as some students gathered around for a photo op with the crew from Revell’s. “This is fantastic,” England said as the packed shopping carts, courtesy of Trousdale’s Foodland, were wheeled out to the waiting truck. The students jumped up and off to the gym where the music was booming because Thursday is lunch hour Zumba time at HPS. England talked to one of the teachers about the food bank supplying a list of most needed items for the Christmas food drive, as newly minted HPS Principal James MacDonald folded up the real cheque from Revell and put it away, before he also went off to Zumba. The Revell crew moved off to St. Patrick, and finished up at Prince Charles. By the time they got back to the dealership, there was just enough
$20 Radon detectos available this month T hanks to a bulk purchase, residents from all corners of Frontenac and Lennox and Addington Counties are being encouraged to pick up a radon detection unit from Public Health offices in Kingston, Sharbot Lake, Cloyne and Napanee. The units come with detailed instructions about where they should be set up. They need to remain in place for over 90 days, before they are returned to a Public Health office, to be shipped to a lab in order to be analysed. The winter, when windows are closed and heating systems are on, is the best time of the year to determine whether radon levels in a home are within acceptable limits, or pose a health risk. Long term exposure to radon is the second most significant cause of lung cancer after smoking tobacco, and lung cancer is the most-deadly cancer. “We decided to make the tests available throughout the month of November so they can be in place in people’s homes for 90 days before being returned to us on or after March 2nd. This provides for 91 days from November 29th, the last day that they will be available,” said Erin Hayes, a Public Health promoter who has been central to the radon mitigation strategy that Public Health has undertaken over the last year.

The longer the tests are in place, the more complete the results will be, so people are encouraged to pick them up and get them in place early in the month. The tests will be sent off to a testing lab once they are turned in to any Public Health office in KFL&A. The lab will report the results, by email, only to the resident. “We will not be receiving the results,” said Hayes, “this is not part of a survey or a study, it is a service we are offering to residents.” The testing kits have been available for a short time but there were quite a few picked up in the first couple of days: over 700 in Kingston, 75 in Napanee, and 25 in Sharbot Lake on the very first day. “We encourage residents to pick them up early in the month,” said Hayes, “because the longer they are in place the better. In Sydenham, on November 21, South Frontenac Township together with KFL&A Public Health, will be hosting a Radon Information Session starting at 6:30 pm in the Council Chambers. A speaker from Health Canada will begin the presentation at 7:00 pm followed by any questions from attendees. The Township’s Chief Building Official will also be available for any questions. The public can buy the radon kits before or after the session (cash only).

e might lose Parham or Robertsville (ambulance stations),” North Frontenac Mayor and Frontenac County Warden Ron Higgins said at North Frontenac’s regular meeting last Friday in Plevna. Higgins was updating his council on the recent negotiations between the County and the City of Kingston during budget negotiations as to who pays for what in terms of shared services. In particular, Higgins was referring to recent RULAC (Rural Urban Liaison Advisory Committee) meetings in which the city reiterated its stance that the amount of the levy the county is asking the city for is too high. In September, Kingston City Council voted to withhold $200,000 from the amount billed to them by the county for its share of costs for ambulance (Frontenac Paramedic Services – FPS) and longterm care services (Fairmount Home). “Kingston’s still not paying their bills,” Higgins said. “That impacts our revenues and we may have to make some cuts. “If they stick to that stance, we’ll have to reduce ambulance service to Kingston (or) we might lose Parham or Robertsville.” To make matters worse, the proposed levy from the county for those services in 2020 is also well over what the City of Kingston wants to pay. Frontenac County is taking Kingston to court to recover the $200,000 shortfall for 2019, but Higgins said that county politicians made a commitment at RULAC to look one more time at the 2020 budget before finalising the charges to the City for FPS and Fairmount Home. As of now, the bill to the City for land ambulance is set to increase by 7.5%, and for long term care the increase is over 10%. City Council has set a target increase of 2% for its own depart-

ments and expects Frontenac County following into line with that. The City of Kingston operates Social Services, Childcare and Not-For-Profit Housing in Frontenac County. Charges to Frontenac County ratepayers for those services in 2020 are set to increase by 8.22% “Nothing is in resolution or decided at this time,” Higgins said. “They’re all just discussion points.” Higgins said that one thing that the City and the County agree upon is the idea of billing Queen’s University for some of its events. “Eleven of our 13 ambulances were tied up at homecoming,” Higgins said. “Parham and Robertsville had to respond.”

A Long Day for South Frontenac staff and council A
bout ten years or so ago, a member of Council was heard saying, “What’s the use of making a five-year plan when we have no idea what will happen five years from now?” South Frontenac has come a long way since then… Council met Tuesday morning to review and fine-tune their draft strategic plan. Crudely put, a strategic plan is a management tool used to help an organization make the best use of its resources by spelling out where it wants to go and how it will get there. The current plan is based on over 200 survey responses from residents and input from Council members and staff. CAO Neil Carbone began with a straight-through reading, starting with a revised Vision Statement: “Natural, vibrant and growing - a progressive leader.” The Mission Statement that follows talks about a unified approach to issues, setting infrastructure standards, financial sustainability, proactive and adaptive planning, collaboration with residents, and “preserving and leveraging the community’s natural assets, history and rural lifestyle. The list of underlying values and proposed
priority areas that followed led to lively discussion: what’s meant by ‘South Frontenac taking a leadership role’? (“Are we trying to take over?” asked Mayor Vandewal); ways in which development and environmental protection could coexist; the difference between the words ‘growth’ and ‘growing’…etc. Councilors’ comments were thoughtful and the discussion was good-spirited but as noon approached, CAO Carbone wound things down, saying “there’s always a risk of wordsmithing something to death.” Next steps are for staff to develop action items for each priority, followed by bringing a completed strategy to Council for approval in early 2020. The final Strategic Plan will then be published, and reviewed annually. (The full text of the current draft can be read on the township website.) Regular Council Meeting Tuesday evening, Council began at 6pm with a closed session, which resulted in approving an updated salary grid for non-union staff: “We appreciate our staff and their work,” said Mayor Vandewal. Frontenac Community Services presented a request for funding assistance with the popular SALT (South Frontenac Seniors and Law Enforcement Together) program. Largely managed by volunteers, SALT provides educational programs twice a month to rural and/or isolated seniors, along with a hot lunch. Topics have included: frauds and scams, seniors and driving, fall prevention, cannabis legislation: this month will feature wills and power of attorney, on Nov 15 (Sydenham) and Nov 27 (Verona). Interested seniors should contact SFCS to register, free of charge. Bob Clinton and Robert Charest came on behalf of Frontenac Rides, asking for help with publicity in a national biking magazine, and printing maps of local trails; “Frontenac is a black area on the cyclists’ maps.” They said that their approaches to Frontenac County have been ignored. Mayor Vandewal said he would look into bringing their request to the County, as it concerns more than one township. Karl Hammer, accompanied by a roomful of supporters, asked for financial help to build a Stockport (pronounced ‘shosh-port’) facility in South Frontenac. He made a case for the sport (which seems somewhat similar to curling), its inclusiveness, history and popularity in the area, and said that a Stockport court could have multiple uses. Hammer wasn’t able to provide any details about the costs of building a three or
four-lane court, other than quoting an overall estimate of $100,000. He said the group was willing to contribute through fundraising. Mayor Vandewal said Council needed detailed construction information, with quotes, and is already far along in setting the 2020 budget. He added that once Council had more details it might be possible to lower the cost by providing in-kind work to prepare the court area, as long as public works could fit it into their off-season. “We’re not saying no, but we need more information, hard numbers,” said Vandewal. Property Donation On October 21, 2019, the Township was contacted by the family of Mr. Glenn Snook regarding the owner’s desire to donate a portion of his land located at 4817 Bedford Road, (intersection of Bedford and Clearwater roads) to the Township. Mr. Snook has since passed away but his family remains committed to fulfilling his wish of donating the land to the Township. Councillor Sutherland noted that the property might provide a couple of much-needed parking spots for access to the Cataraqui trail. Council directed staff to formalize the transaction and will send a letter of thanks to the Snook family. Budget Review Council is meeting Thursday morning to review the 2020 budget. The initial draft carries an increase of 2.54% in the total levy to ratepayers.

Products are being sampled and sold for the duration of the fair. Ludwig Ratzinger (as in Fine Chocolate by …) was at the fair for the first few days with his chocolate but is back home now getting ready for Christmas shows. He said the show was “great fun. It provided us with access to new markets, a chance to work with each other and meet other producers from eastern Ontario and was a really good showcase for Frontenac County. The coordination between Frontenac County and the RTO-9 folks was really good. Everything was very well done. And the Royal Winter Fair itself is very, very lively.” County staff are using the opportunity to spread the message about Frontenac County outside of its region, handing out the Frontenac Visitor Guide, a brand-new culinary tourism brochure, and other materials about local food producers. The booth is set up like an old-fashioned general store, an idea that was brought to life with borrowed

Cultural Heritage evaluation for Trepanier’s Bridge

ddington Highlands Council approved $7,250 plus HST to begin a Cultural Heritage Evaluation Report (CHER) for the Trepanier’s Bridge over the Skootamatta River on Clark Line Road. The CHER is required to determine if a Heritage Impact Assessment would be required. “Do we have to do this?” asked Coun. David Miles. “Yes,” said Reeve Henry Hogg. “It’s 100 years old. “I think it’s a waste.” “I don’t think a CHER takes very long,” said Roads/Bridges Supervisor Brett Reavie. “Sometimes, they’ll determine that it’s just a
matter of putting up a plaque.” Reavie also showed Council three options for replacing the bridge and suggested that perhaps “If we’re not going to go ahead with this right now, we might just put the money away rather than get the study done now.” But Hogg argued for getting the study done. “The only thing is that sometimes (loan and grant) programs come out for shovelready projects,” Hogg said. “And you never know when they will come along.” Council also approved $26,450 including taxes, which includes a $15,000 deposit, for a new floor that will address drainage problems in the Denbigh Fire Hall.

He has been in hospital for five weeks and wants to go home. • Henderson Hall welcomed the Frontenac Addington Trappers Council. Highlights included updates, future plans and news of the fisher quotas. We appreciate our Trappers Council keeping the pesky fishers in check, as they like to kill cats and other helpless pets. • Halloween went by without a hitch in Henderson - now called Henderson Halloween without a hitch, and having a hoot and a holler at Henderson Halloween. We had lots of polite, well-spoken guests at our house, for sure. • Saturday was the final day for the Finders Keepers thrift store in Kaladar and many bargains abounded. So many have benefited from this initiative. • Henderson United celebrated All Saints Sunday with a celebration to honour the departed of the last year, by lighting candles in their honour and by thanking God for their lives. Student clergy, Cheryl McMurray, led the congregation in a very touching celebration to remember these wonderful folks: Roberta Buchanan, Doris Forbes, Eileen Gaylord, Delmer Kelford, Jim Mattear, Chrissy Sorensen, Lyman Wilkes. The liturgy, music and candles were all a real tribute to God. • This coming Sunday, Nov 10, Henderson United will feature their hand bell choir helping in worship at 8:45am and all are welcome.

• Last Wednesday (October 30) at Seniors Centre, Roger Hermer and his band Heart Full of Country performed some of their excellent old country music from the 50’s. A great crowd, lots of dancing, lovely lunch. Thank you, boys, you were great. Next Forget-Me-Nots is November 20. It will be with Marg and Dave. • Thursday was Music Night at Snow Road Community Centre. It was the music of the Kings Town Tenors, 7 men and band. It was a smaller crowd because it was Halloween and the weather was terrible. But the men put on a terrific show. The next music night will be November 28th and it will be Turpin’s Trail, folk and east coast music. • There was no host and hostess for Coffee Break on Friday morning. Everyone helped, with leftovers from music night. Smaller crowd because of the powerful winds and cold. • Don’t forget breakfast at Snow Road Snowmobile Club on Saturday, November 9th, from 8am-11am. All welcome. • Get well wishes to Wendy Crain and Don McLean. • Snow Road Snowmobile Christmas dinner is on December 14th. You have to have your tickets in advance, as there are only so many tickets sold for it. Kids Fundraiser this Friday, November 8 from 5pm to 8pm. They will be donating a portion of the evening's sales to the VCA Christmas for Kids. These items can be dropped off anytime. • The VCA Christmas For Kids will be holding a bottle drive at Foodland in Verona on Saturday, November 9 from 9am to 3pm. All bottle donations gratefully appreciated and proceeds go toward making sure no child misses Christmas. • On Monday, November 11 there will be a special Remembrance Day Ceremony at the Cenotaph in McMullen Park. A procession will start from the Verona Free Methodist Church hall at 10:35 to the cenotaph with the service starting at 10:45am. There will be laying of wreaths and a Minute of Silence. All Verona and area veterans and residents are invited to attend. Lunch to follow at the Verona Free Methodist Church. • After the Remembrance Day Service in your community, drop in to see the unique WW1 display at the South Frontenac Museum in Hartington from 11:15 until 2:00. • The next Verona Diners (for seniors 55+) will be held on Wednesday, November 13 at the Verona Lions Hall. The meal starts at noon. For $10, you will be served a hot pork sandwich, potatoes , vegetables and salad with orange buttermilk cake for dessert. In addition to a ceremony, the Lions have invited Rose Merkler and her older sister Mitzi Mangold to share their memories of WWII. The story will not be a pretty one. Rose is 83 and Mitzi is a few years older. Rose has lived locally since 1983 when she
and her husband moved from Toronto to their cottage property on Skoottamatta Lake. Fifteen years ago they moved into Northbrook, where Rose still lives. Her husband died 10 years ago. Rose enjoys living a peaceful life in Canada, as she has for over 60 years. But life wasn’t always easy for Rose and Mitzi. They were raised in Yugoslavia, but even though their family had been liv-
ing in Yugoslavia since the 1600’s, they were of German descent. The was never a problem until the wart ended in 1945, but then it became a very big one. Rose was 8 years at the time. “My father was told that since we were German speaking, we had to get out of Yugoslavia, and it is a good thing we did because there was an extermination of German speakers shortly af-
ter. The family moved to Austria, which also came under Soviet rule, and Rose’s memories of the time under the Soviets affects her to this day. “I don’t watch any war movies, I can tell you that” she said. “The most horror for me was living under the Russian occupation in Austria. Most people over here, so long removed from it, have no idea what it was like. Rose said that it was Lion Red Emond, who she plays Euchre with on Tuesday Nights, approached her and her sister about sharing their story at the Remembrance Day Service in Northbrook. “I don’t know what kind of questions he will ask, but I’m glad that my sister will be there. I was so young and I don’t remember nearly as much as she does. Since she was older, she was more aware of what was going on, during and after the war.”

Remembrance Reflections

E
very November 11, Canadians pause in a silent moment of remembrance for the men and women who fought for Canada in the First World War (1914 - 1918), the Second World War (1939 - 1945) and the Korean War (19501953) and also those who died in subsequent peace keeping efforts. Cenotaphs and war memorials across the country proudly host services of Remembrance to honour those who gave their lives for the current freedom we enjoy today such as our ability to participate in cultural and political events, and our right to live under a government of our choice. The Charter of Rights and Freedoms in our constitution ensures that all Canadians enjoy protection under the law. The Canadians who went off to war in distant lands went in the belief that such rights and freedoms were being threatened. They truly believed that “Without freedom there can be no ensuring peace and without peace no enduring freedom.” (King George VI at dedication of National War Memorial, Ottawa,
May 21, 1939.) Fathers, mothers, sons, daughters, children, sweethearts were killed in action, wounded, raped, and many of those who returned were forever changed. Those who stayed in Canada also served - in factories, hospitals, in voluntary service organizations, wherever they were needed. We must remember and we must honour God who gives us memory and hope. There are always people who suggest that Remembrance Day is outmoded, and that it glorifies war and violence. I prefer to honour the kinds of actions that our brave fighters found themselves having to make in the midst of the war effort. They did it all for us- so that we might dwell in freedom and in peace today. Take the torch - hold it high, do not break faith with those who have died, rather hold them and their ideals for peace in your hearts, minds, voices, ideas, plans and prayers. Remember the horrors of war and pledge “never again”. Take the torch- and commit to serving God in
such a way that faith is not broken with those who died for peace and for freedom. Live in the way that God meant us to live - in freedom and with the intention of preserving that liberty, by doing all that makes for perpetual freedom - and for perpetual peace; by doing justice, and loving mercy, and walking humbly with God. Then our actions, remembering, and our memories committed to God can
be used as instruments for peace, and our memories can be building blocks for a greater future. Let us indeed remember and commit our lives and our memories into God’s hands to be used as instruments in building the future. May we, filled with the conviction that we can make a difference, carry the torch that has been entrusted to us, and with God’s help create a world where peace is possible,

haron Smith said being the convenor at the annual St. Patrick’s Church sale in Railton is a fairly simple job. “All these women do equal work (and) they know what they have to do at their tables,” she said last Saturday. “So being a convenor is a breeze. “It’s basically just getting the information out.” This Catholic Women’s Leagued fundraiser is billed as a Christmas Bazaar and Tea and as such Smith credited Brenda Lesperance and Pauline Hogan for running the kitchen. But besides the craft and bake tables, they also run a number of games for the kids and raffles. “The funds we raise go to the charities
we support,” said Josephine Quesnel, who named the Food Bank at the Grace Centre, the Loughborough Christmas Fund, New Leaf, In from the Cold and “we also support our own members like paying for parking an gas if somebody’s in the hospital,” she said. However, they also have another pet charity, that Quesnel seems to have a soft spot in her heart for. “We just call it ‘Tuk,’” she said, pointing out pictures on the wall of her trip to Tuktoyaktuk, which includes one of the legendary monster mosquitos there. “Our parish is twinned with the one in Tuk,” she said. “We send everything to the Arctic — socks, mittens, underwear.
“The women make it and we ship it. “We don’t have vendors, just us.”

Community bus trips set to begin this month L
and O’Lakes Community Services’ new Community Bus service is set to roll out Nov. 28 with a Belleville trip taking in the Quinte Mall and the Walmart Supercentre/Giant Tiger. That will be followed up Dec. 5 with a trip to Renfrew (Walmart Supercentre/Canadian Tire, the Flamingo Restaurant and No Frills/Giant Tiger/Dollarama and a trip to the Cataraqui Centre and Walmart Supercentre in Kingston Dec. 19. “It’s mostly shopping trips at this point, what with Christmas coming,” said Katie Turl, Land O’Lakes community bus Coordinator. “But there will be other excursions in the future (ie fall colours, casino trip, theatre trips). “I think it’s a great program and I hope everyone jumps on.” Turl said she’s been busily attending meetings and community groups to get a sense of what sort of excursions people would be interested in. “It’s been pretty well welcomed,” she said. “A lot of people have been telling me they used to have a similar program many years ago and it used to be great.” The pickup route generally begins in Denbigh (around 7:30 a.m.) and continues on through Cloyne, Northbrook, Flinton and Kaladar. There is also a Griffith pickup scheduled for the Renfrew trip. The cost is $20 per trip (children are cheaper) and “open to anyone” but those under 18 must be accompanied by an adult. “There’s no borders,” Turl said. “For example, we expect there will be a lot of riders from North Frontenac, particularly Ward 1. “You can’t pick up someone from one side of the highway in Cloyne but not the other.” Similarly, while the destinations are pre-determined, there’s nothing to say that once you get there you have to stay there.
“If someone wants to go to Belleville to a doctor’s appointment or to meet friends for lunch, that’s up to them,” she said. “We’d just like to know where they’re going but as long as they’re back for departure time, that’s fine.” She said they’re looking at getting people back to Denbigh around 5:30 p.m. “These first few trips will be a learning curve,” she said. The buses themselves come from Steve Dunham Transportation out of Ompah. “Steve’s been a running school buses a long time and
