Even without advertising, Pumpkin Festival still draws a crowd by Craig Bakay

he Battersea Pumpkin Festival celebrated its 25th season this Saturday in Battersea by making it a free event, but they didn’t advertise that aspect. “We stopped advertising it altogether,” said Amanda Pantry, chair of the organizing committee. “A few years ago, we had a publicity person and advertised in the city. “But we ended up getting more than 3,000 people and that was too many for us to handle. “Parking was a nightmare but over the years, we’ve gotten a little bit smarter.” Pantry estimated they would have about 2,000 visitors when all was said and done, and that was just fine with them. A big part of why they could make the 25th a free festival was a community project grant from the township, said former chair Alvin Wood. “Our councillors work hard for the township and us,” said Pantry. “A big thank you
to them and all our sponsors and volunteers (about 50).” She said they did some “re-jigging” and expanding of the vendors area to allow more local vendors to get a spot. Many of the activities (vendors market, petting zoo, face painting, inflatables, the train rides provided by the Frontenac Society of Model Engineers, the pie eating contest, as well as various entertainment venues and crafts and games) are held at the Ball Park. However, the parade did wind into the village, as did the wagon rides - and there was storytelling and a pie social at the Battersea United Church Hall, a beer garden at the Holiday Country Manor, and Little Betty at the Creekside Bar and Grill. Pantry said the Wizard of Oz theme came from Heather Freeman. “She got the idea and ran with it,” Pantry said. “In true Heather fashion.”

Concerns over impact of Sharbot Lake construction on 2020 tourist season surface at council

n a short meeting, Council welcomed Tyson Myers, the newly hired Public Works Manager. Myers made a short report on ongoing activities of the department, most notably informing Council that the paving of Crow Lake Road is set to take place this week, bringing the largest ongoing road construction project in the township, towards completion. He also reported that the township trucks are being fitted with plows this week, so winter is indeed coming to Central Frontenac. Myers will be taking the lead in developing a tender and then overseeing one of the largest projects in Central Frontenac’s history, a $3 million upgrade to Elizabeth Street in Sharbot Lake, which includes, it was revealed at the meeting, some limited work on two adjacent streets, Robert and Garrett. The township received a letter from Gordon Dean of Mike Dean’s Superstores, which is located on Elizabeth Street. Dean’s letter outlined his concerns about the potential impact of construction on his business fortunes during the 2020 summer tourist season. While Dean said that the upgrade is “great news” he also said that
On one point, however, he was not able to accommodate Dean - the project will take place, at least in part, during the tourist season. “There is no way we could ensure that it gets completed before the winter if construction is not taking place during the summer,” he said in an interview after the meeting, “I told Gordon Dean this when we talked over the phone. He was very co-operative.” Residential Construction bumping up against the $10 million mark in 2019 Thanks to a stellar September, permits for $9.8 million in construction value, including 24 new seasonal or residential units, have been sold in the township thus far in 2019. In September alone, permits for 5 residential and 2 seasonal units were taken, and the total value of the construction exceeds $3 million. Permit fees alone topped $44,000. Chief Building Official, Andrew Dillon, said that the numbers were assisted by the permit for the new Dining Hall at RKY camp. The year to date total of $9.8 million compares favourably with last year at this time,

it “creates an absolutely enormous issue to ensure that the township understands, and the contractors awarded the work also understand that ALL of our year’s worth of operational bills for retail business on Elizabeth Street, are paid for by the sales from the months of June, July, and August.” Dean went on to explain that he has been through similar projects in other towns where his stores are located, and knows that he stands to lose 20-40% of business volume during construction. He had two major requests of the township. One is that construction not take place during the summer tourist season of June, July, and August. The second is that the business community have input into the way the project is designed and a direct line of contact to the contractor, once the project is underway, “to minimize the damage to our businesses on a day to day basis as needed.” Tyson Myers told Council that he has already reached out to Gordon Dean and will ensure that the immediate needs of businesses on the street are addressed as the project unfolds. He said that he has experience in this kind of project in his previous post in Napanee.

Letters of Support Council agreed to send a letter of support to the President of the Canadian Radio, Television and Telecommunications Commission for efforts by COGECO to secure funding support to bring fibre-based Internet Services to underserved areas within the township. Councillor Shery Whan asked if this was wise since NFTC, a local company, has been rolling out fibre for enhanced broadband coverage in parts of the township, and Mayor Smith said that the letter supporting COGECO is not exclusive. A similar request could be entertained by NFTC as well. Council also agreed to send a letter supporting the submission by the Frontenac County Planning Advisory Committee to the Government of Ontario, in response to proposed changes to the Provincial Policy Statement. “Joe Gallivan at the county has done a lot of work on this and he provided us with a detailed report,” said Mayor Smith, who sits on that committee.

South Frontenac and Frontenac County encouraged by flexibility in proposed Provincial Policy Statement

A
collegial relationship between the planning departments of Frontenac County and the township of South Frontenac was reflected in a document that was submitted for approval to South Frontenac Council this week. The document, prepared by South Frontenac’s Director of Development Services, Claire Dodds, is the proposed South Frontenac response to the proposed new Provincial Policy Statement (PPS). Frontenac County Council approved of the response by County Manager of Planning and Development, Joe Gallivan, at their meeting on September 18th, and that response was forwarded to the local municipalities for their input. The main disconnect between the pattern of development in South Frontenac, over the last 10 years, and the Provincial Policy statement is that the statement promotes rural development “within settlement areas”, which leads to at least two problems. The first is that much of the pattern of development in South Frontenac is outside of the “settlement areas”, or hamlets within the township. Much of the demand for lots is for larger lots outside of the hamlets, particularly lots that offer water access. The second is that none of the hamlets in South Frontenac have a municipal sewage system in place, and only one (Sydenham) has a municipal water system, making the environmental impact of further development greater

within the hamlets than it would be in the countryside. Since the Provincial Policy Statement contains a lot of language around promoting development in Ontario in the context of environmental sustainability, the push towards development within “settlement areas” has never been a good fit anywhere in Frontenac County. There is some language in the new revision that addresses this tension and Dodd’s response makes a point of supporting them. One is a change that will make it much easier for municipalities to alter hamlet boundaries when necessary, in order to fit new patterns of growth. A second is a subtle change in wording that provides encouragement for a new development option that Frontenac County, with input and support from South Frontenac, has been working on for a couple of years. “Communal servicing” refers to privately owned water and sewage systems serving multi - residential developments. Frontenac County Council received a comprehensive and “Communal Servicing Study” earlier this year and sees it as a tool for future development, particularly in portions of South Frontenac where development pressure is greatest. The new PPS describes “communal servicing as the “preferred form of servicing for multi-unit/lot development to support protection of the environment and minimize potential risks to human health and safety”. The current PPS says “municipalities may allow the use of” communal servicing.

he Frontenac OPP, in partnership with the North Frontenac Food Bank, have planned a "Stuff the Cruiser" food drive. The event will take place on Saturday October 19, 2019 from 10:00 a.m. to 2:00 p.m. in the parking lot of Mike Dean's Super Food Stores in Sharbot Lake. Donations of all non-perishable items and cash donations will be accepted and will remain within the local community. The cash donations are important as they are used to buy fresh food and basic hygiene products. Please take the opportunity to support others in the community by donating to your local food bank. While this change is encouraging, there remain major hurdles to overcome, including the potential liability for developers or the township, from privately owned communal water and sewage systems. Also, the question of whether the small water systems will need to comply with the stringent regulations of the Source Water Protection Act, which was designed to protect lakes and rivers that are used to supply water for towns and cities. The final two of Dodd’s 17 proposed South Frontenac Township recommendations to the province deal with these issues: Recommendation 16 asks that “the Province take a leadership role with managing and mitigating risk from the implementation of communal servicing systems, in order to support rural communities to direct growth to rural settlement areas and providing housing options for rural communities”. Number 17 asks the province to “review other legislation that may put barriers in place to facilitating the implementation of communal servicing in rural Ontario.” In presenting her recommendations to the Committee of the Whole, Dodds said ““I think it is generally good news that the government is open to communal servicing (but) I don’t think we’ll ever get to the point where we have no responsibility, but it’s about mitigating risk.” Coun. Ross Sutherland said: “I am quite concerned about this preference towards private communal systems . . . if a subdivision system fails, we will still have some responsibility. “I think this is a dangerous road for the Township to be going down (that could result in) a hodge-podge of systems.” “I have some concerns with communal systems,” said Coun. Alan Revill. “(But) I don’t think I want to imply that we’d only support municipal systems.” Dodds, director of Development Services said she’d take Committee of the Whole’s comments and draft a response to be approved at the next Council meeting, which is nes=xt Tuesday, Oct. 15.

The investigation is in the early stages. The identity of the decease d and cause of death are yet to be determined. The OPP is assisting the Office of the Chief Coroner in the investigation. South Frontenac branding exercise debated SINCE 1970

outh Frontenac Township may well follow Frontenac County’s lead by creating its own brand, especially if CAO Neil Carbone has his way. Carbone, who was heavily involved in Prince Edward County’s “The County” branding exercise, gave an impassioned presentation on the subject to Tuesday night’s Committee of the Whole meeting in Sydenham. “Today’s successful destinations need to be branded like commercial products,” he said. He noted campaigns like I Heart (Love) New York and Virginia Is For Lovers as successful campaigns. But, he said, “you don’t want a hokey sort of thing with no science behind it.” Carbone gave the example of Amsterdam’s three crosses that are sometimes misinterpreted. “Does anybody know what this logo is from?” Carbone asked. “Fifty years ago it would have meant wine,” quipped Mayor Ron Vandewal. Council reaction was mixed Coun. Doug Morey was unequivocally in favour. “We need to take the reigns on our own identity,” he said. Dep. Mayor Ron Sleeth’s gave it guarded approval. “When you get 1,000s to Open Farms and the Pumpkin Festival, should we not be promoting ourselves to our city cousins and branding us as a destination?” he asked. Coun. Pat Barr’s questioned the need for such an exercise. “I wasn’t too crazy about the County’s idea so I don’t know if I can jump on this bandwagon. We hear talk of further amalgamation (so) wouldn’t this just be

wasteful? She asked. Coun. Ray Leonard said he was for the idea. Coun. Norm Roberts said he wasn’t against the idea but wondered what would happen to the crest/coat of arms the Township had done. Carbone said that would be used for more official correspondence and applications. Coun. Al Revill and Ross Sutherland had similar concerns. “I don’t see us as being in competition with the County but I also don’t see how we’re going to identify as unique,” Revill said. “The problem I have is that we’ve already paid for the County’s branding,” Sutherland said. “They’ve already got two full-time staff and we’re just the majority shareholder. “I don’t see us selling merchandise alongside the County.” “If you assume our purpose is to have swag beside theirs, then no, I don’t think that is our purpose,” said Carbone. “The majority of population growth is here and when the County is out promoting, I want them to use our message and I want to dictate what that message is.” Carbone said one of the things South Frontenac is known for is being good at asset management and it’s important it’s recognized for that. One of the more surprising supporters of the concept turned out to be Mayor Ron Vandewal, given that he was a vocal opponent when Frontenac County launched its branding campaign. “When the County did its branding, I thought it was stupid,” Vandewal said. “But I was wrong. I was at an event in Orillia this guy came up to me and rec-

Heritage Committee Representing the South Frontenac Heritage Committee, Brad Barbeau told Council they’re putting together a list of places that could be designated as historical sites. “That’s a lot different than composing a registry, so there’s no need to panic,” Barbeau said. “We’re also looking at a Doors Open initiative for 2020 and we’d have to have 10 sites to make it viable.” He said they’re holding a workshop in the Council Chambers Nov. 27 from 2-7 p.m. on designating sites as heritage. “It’s never been done in this community,” Barbeau said. Coun. Ross Sutherland said he was in favour of creating a driving tour of historic sites. “The historic walk of Sydenham we’ve had at the Lakes & Trails Festival has been growing every year,” Sutherland said.

Radon education campaign Brooks Gee, a founding member of the Canadian Association of Radon Scientists and Technologists addressed Council asking for its support in promoting what he called “public education opportunities.” Gee said they’re planning a session on Nov. 22 (he didn’t know where it was to be held yet) in conjunction with November being Take Action on Radon month. “I’m here to petition Council to use your contacts and encourage people to attend,” he said. “I know our CAO is aware of it and I assume we’ll promote it on our website,” said Mayor Ron Vandewal.

Chief would only rarely be driving the truck home (to Smiths Falls). “The only time he’d drive it home is if he has early official business the next morning or if I would be unavailable to respond (such as on vacation),” Knott said.

• Stephen Kotze, Green Party candidate, held a Meet and Greet at the Ompah Hall last Saturday. He answered a wide range of questions from a group folks who may not have been Green supporters, but were open to the idea. It was nice to have a candidate show an interest in appearing in our area of the riding.
The Ompah Hall was filled with wonderful, toe tapping jazz on Friday night. Standard Time, including our own Pete Bunnett on drums, were amazing – great vocals, choice of songs and together band. Land O’Lakes Traditional Music Hall of Fame honours its 2019 inductees by Craig Bakay
he Verona Lions Hall was packed Sunday afternoon as the Land O’Lakes Traditional Music Hall of Fame members gathered to honour their own with a full slate of inductees. From 171 ballots turned in, the HOF chose to add Battersea’s Wayne Eves, Yarker’s Barry Calthorpe, and Foxboro’s Sid Prescott as the representatives from Frontenac, Lennox & Addington and Hastings Counties, respectively. Fiddler Don Johnson was elected posthumously. Trenton’s Bob McQuaid
was named in the songwriter category. Ellis Wolfreys was elected in the promoters category, Cloyne’s Odie Snider was named for the lifetime achievement award and Bancroft’s John Foreman was a directors’ pick. The Horizon Award, which goes to an up and coming act, went to Stirling’s The Tebworth Brothers. The format departed somewhat from previous years. Instead of inductees performing after receiving their plaques and platitudes as in previous
years, performances from both inductees and invited guests preceded the actual inductions. Inductees who did perform included peddle steel player Prescott, whose Heartland Band provided backup for the other performers, Eves and Calthorpe (who performed with Calthorpe’s wife, Sheila, who is also a HOF member), Foreman (who performed with his daughter, Tammy), McQuaid and The Tebworth Brothers. Wherever you draw the line, it includes country, bluegrass, folk . . .” None of the inductees chose to speak upon receiving their awards, but perhaps the most poignant moment came from HOF president Bob Taylor when he said this about Johnson: “Don Johnson grew up in Perth Road and he raised a family just playing the fiddle.” HOF member Ross Clow also remembered Johnson, having listened to and played with him for many years.

Duck Hunters DonutsT
hese are yummy in the tummy and the grated orange peel is the “surprise” ingredient- reminds one of buckshot and all the happy hunting times. Enjoy and have a real blow out time. 1 pkg. Yeast 2 tsp. Grated orange peel 3/4 cup warm orange juice 1/2 cup butter- melted 1/2 cup sugar
3/4 tsp. Salt 4-5 cups flour 1 egg icing sugar. Soften yeast in 1/4 cup warm water. Combine peel, juice, butter, sugar and salt. Beat in 1 cup flour, then yeast, then egg. Add flour to make soft dough. Knead on floured board, adding flour if needed, until smooth- takes 5 to 7 min-

2019 County of Frontenac Access Award nominations now open Do you know a person or organization pioneering accessibility in the County of Frontenac? The County of Frontenac is now accepting nominations for the 2019 Access Award. The Access Award nomination form is available online at www.frontenaccounty.ca/accessaward and the deadline for submissions is November 29. The County of Frontenac, in partnership with the Frontenac Accessibility Advisory Committee (FAAC), created this award in 2013 to recognize persons, groups or organizations that have made or are making a significant contribution beyond legislated requirements, towards improving access for persons with disabilities in the County of Frontenac. Access can include designing new or renovated buildings, an employment program, a transportation system, a recreational or leisure program, or anything that contributes significantly to persons with disabilities living independently. Last year, the Access Award went to New Leaf Link. New Leaf Link is a not-for-profit organization dedicated to the community inclusion of adults with developmental disabilities. Their focus is on bridging that gap by offering skills and experiences in the areas of arts (drama, music and information technology) and healthy living (eating wisely, moving comfortably and being socially active). Previous recipients are the Verona Lions Club (2013), Joe Ryan and Brenden Hicks of Accessible Living (2014), Doug Lovegrove of Verona (2015), the Bellrock Community Hall Association (2016), John Weatherall (2017) and New Leaf Link (2018).

Fry in hot fat until browned and the donuts are floating in the oil. Dust with icing sugar and enjoy. Great for the duck hunters, or the deer hunters- when that season starts.
Holiday Country Manor celebrates First Annual Oktoberfest in Battersea D
espite the rain…Holiday Country Manor’s first annual Oktoberfest inFrontenac on Saturday, September 28 was a great success. It was in the long enclosed porch that opened onto the front yard with a large tented area that housed the stage. This was a celebration of German culture. Spencer Evans trio rocked the stage the entire afternoon with a blend of classic tunes, polkas and swing jive reggae. Fresh German foods were served. There was fresh baked Bavarian Soft Pretzels, Pork Schnitzel on soft bun and Beef Rouladin with mashed potatoes.

Specially designed Marty G Oktoberfest Pies were created for the event. All these were paired perfectly with locally produced quality DFC mustards. Lots of Perth Brewery Oktobrefest beers were flowing with a great selection of cocktails and shooters—all from the long bar in the porch . Jeff and Core, owners of the Country Manor, were pleased with the turnout. ‘It was our first tented event that allowed us to accommodate this size of group and be able go ahead comfortably rain or shine’. They look forward to next year.

OBITUARY Botter Irene May Botter, (nee Blackmore), age 85, passed away peacefully with her family at her side on October 1, 2019. She will be deeply missed by her husband Ross of 65 years and their three daughters Charlene (Kevin), Karen (Dave) and Diane (Glen). She is the cherished grandmother of Ross, Krysta, Jason, Brittany, Terri, Brandon, Adam and Jake and her great-grandchildren. A celebration of life will be arranged at a later date. As an expression of sympathy, memorial donations may be made to the Alzheimer Society or Heart and Stroke Foundation.

After struggling for the past couple of years to keep the hall open, the Kaladar Community Club has decided that they are unable to continue to do so. With health and safety regulations, water treatment systems, insurance, taxes, heat and general maintenance costs, it has become insurmountable. The Kaladar Community Club would like to thank everyone who has supported us over the past 50+ years. They have approached the local township for support without success and will be closing the doors to the community hall, and dissolving the community club as of October 31, 2019.

Vernon Scott officiated at the funeral with burial of ashes to follow at the Bordenwood Cemetery. Also, sympathy to Sheila and Wilda Deline in the loss of their daughter/sister Roberta (Deline) Buchanan who died of lyme disease. After a long recovery and return to health, Roberta took a relapse and died suddenly. We remember her love of spouse and family, and enjoyment of gardening, fish and life. Folks are reminded to watch out for ticks and to keep arms and legs covered up to avoid this deadly and life-threatening disease. • Enjoyed a wonderful visit with Mitchell Gurnsey, Jessie Detlor- Sajevec, Lorraine (Peterson) Shorts, and Shirley (Veley) Conner at a recent church lunch in Napanee. More than 80 participants braved the drizzle for Verona Lions 2nd annual ATV Run by Craig Bakay
T
here was a slight but steady drizzle for the 2nd annual Verona Lions ATV Sunday but participants didn’t didn’t seem to mind as many didn’t wait for the official 1 p.m. start time. They just checked in and hit the trails. “You can’t stop them,” said Dale Morey, one of the organizers. “They come and they’re ready to go, so they do.” Morey said there were a couple of differences from last year’s event. “First, last year it was in July,” he said. “But we decided to move it to now because it’s not as dusty and you get the fall colours. “We actually changed the date twice because we couldn’t get the caterer.” As well, the format was a bit different. “Last year was a poker run,” he said. “But when you do that, the gaming commission gets involved and you have to have permits and things.” Besides the ATV Run, the hall was also in use for the Land O’Lakes Traditional Music Hall of Fame induction ceremony on Sunday.

“It’s good,” Morey said. “We got maximum use of the facility with events inside the hall and out.” In all there were 85 registered participants who travelled the 110 kilometre route up the K & P Trail to Sharbot Lake and then back down the TransCanada Trail to Frontenac Road, Elgin Young Road, across Long Lake Road, to McLean Road, through the Depot Lakes Roads to Oak Flats Road and back down to Verona. This is one of the Lions regular fundraisers with the money going to a variety of causes the club supports including: Camp Kirk, the Guide Dogs program, Lake Joseph Centre for the visually disabled, Cam Dorset for children with Kidney Disease, Almost Home, Camp Trillium, Sydenham High School Bursaries, the Verona Community Association, Verona Family Support, the Verona Heritage Society, Verona Lions Sports Field & Community Centre and Vision Screening. “It was good,” Morey said. “We got to bring up the rear.”
Henderson man sentenced to 6 years in first ever impaired canoeing causing death case in Canadian history.

avid Sillars npow lives on a back road near Henderson, but he was in a Bracebridge courtroom last week for sentencing after being convicted of several charges stemming from the tragic outcome of an overturned canoe near High Falls along the Muskoka river on April 11, 2017. While impaired by alcohol, Sillars paddled a canoe through the freezing, swollen river to retrieve a barrel that was stuck on a danger barrier near the falls. He took 8 year-old Thomas Rancourt, the son of his
girlfriend, with him in the boat. The canoe capsized and Rancourt was swept over the falls, leading to his death. Sillars managed to swim to safety. Sillars received a six-year sentence but is out on bail pending an appeal of the sentence. Conditions of his bail include an order to remain on his property and to refrain from using alcohol or cannabis. It is the first Canadian convictoin for impaired canoeing.
