Judge rules former warden’s defamation lawsuit can continue By Craig Bakay Reporter

Gazette News — An Ottawa judge has dismissed a pre-trial motion by the defendants that would have stopped a $1-million defamation lawsuit launched by former Frontenac County Warden Janet Gutowski, allowing the suit to proceed to trial. The defendants’ motion, made by Toronto-based lawyer Kirk Stevens, sought to have the suit quashed on three fronts, all of which Justice Robert Beaudoin rejected. The suit stems from a May 15, 2013 motion at Frontenac County Council, which Coun. Bud Clayton, John McDougall, Denis Doyle and David Jones voted to pass. The motion included a passage that accused Gutowski of breaching her oath of office by “uttering promises of rewards in an effort to conspire with staff to move County Councilors to vote in a biased, corrupt or other improper manner.” The motion followed a series of events triggered by Gutowski’s refusal to adhere to tradition by stepping down after one year as warden. Gutowski consulted a lawyer and when her request that the councilors move to rescind the motion, apologize and pay her legal fees was rejected, she launched the defamation suit. The rejection of Stevens’ motion could have ramifications for every municipal council in Ontario. While the motion included allegations that proper notice was not given and statements made outside the council chamber shouldn’t be part of the suit, it is the question of ‘privilege,’ i.e., a concept that statements made within the course of a council meet-

ing are immune from libel and/or slander defamation suits, that could have far-reaching effects. Beaudoin effectively ruled that members of municipal councils do not enjoy the same ‘absolute privilege’ that those in the federal and provincial legislatures do. “I am persuaded by the arguments of the Plaintiff,” Beaudoin wrote in his 22-page ruling. “I am satisfied that Canadian courts have determined that municipal councilors do not enjoy absolute privilege for comments made in the course of their council meetings. “The greatest difference that affects absolute privilege is the rules and regulations governing the behaviour of those in legislature versus those municipalities. The House of Commons has a significant body of rules and regulations authority to reserve any reports or literature concerning the same that may not satisfy the quality of decorum upheld in the House of Commons.” Beaudoin said that if Members of Parliament make inappropriate comments, the Speaker has a variety of recourse measures that may be used, ranging from a simple apology to ejecting the offending member from Parliament until they retract their comments. Since municipal councils have no corresponding position of Speaker or other measures, they are therefore different. No trial date for the lawsuit has been announced but it is unlikely to proceed before the October elections. Lawyers for the defendants are being paid for through the County’s insurance. Gutowski has said she wouldn’t be using the County’s in- EMC Events – Keisha Hay and Aleaha Mallette hold Layla and Kaiser, Australian shepherdsurance but if she wins, it is entirely Burmese mountain dog-husky crosses, who proved to be the most popular items for sale likely her legal fees would be part of at the District 4 community yard sale at the Parham Fairgrounds last weekend. the settlement. Happiness is a warm puppy

Voters pack Kennebec Hall to hear MPP hopefuls debate the issues By Craig Bakay Reporter

Changing the PACE Pg. 14

Gazette News — Kennebec Hall in Arden was filled to capacity last week as the four candidates for the June 12 provincial election in Ontario faced off in the first of a series of all-candidates meetings for the riding of Lanark, Frontenac, Lennox & Addington.

Three of the four candidates ran against each other in the 2011 election: incumbent PC Randy Hillier (22,475 votes in 2011), Liberal Bill McDonald (12,519 votes in 2011), and New Democrat Dave Parkhill (8,118 votes in 2011). Cam Mather represents the Green Party (Nancy Matte received 1,748 votes in 2011). For the most part, the candidates stuck to party lines as they fielded

questions from the audience ranging from energy generation to the cost of parking at hospitals. Moderator Jeff Green began the questioning by asking “what is the rural platform of your party?” Mather said the Greens would like to see increased levies on companies in the mining, aggregates and watertaking industries, closing ‘loopholes’ that he said allow these companies to

avoid paying their fare share. McDonald pointed to “a good record” for the Liberal party in rural areas, citing a host of statistics including “96 per cent of rural residents have access to a family doctor” and “68 family health care teams.” But, he said, “we do not intend to put a wedge between the rural and urban people.” Continued on page 3

Voters pack Kennebec Hall to hear MPP hopefuls debate the issues homecare and taking care of our seniors. “We (the NDP) have a tax credit program for caregivers who look after their family members.” But the debate on regulations didn’t end there as Jeff Matson added another log to the fire with his question alleging that regulatory bodies often cause project delays that can cost “thousands of dollars.” “I get you but you can’t just bulldoze through something saying ‘I don’t care if there’s a yellow-bellied owl in there,” said Parkhill. McDonald resurrected the ghost of the Walkerton water issue and said “there is a place for regulations.” “I don’t know how we existed without governments,” said Hillier facetiously. “The fact is that most regulations don’t do anything more than add costs.”

Hillier painted a different picture. “Rural Ontario has been suffering tremendously with a high cost of living and cost of energy, due in large part to the Green Energy Act,” he said. “The cost of hydro has driven businesses out of the province. “We’ll end subsidies, give control back to municipalities and bring the cost of energy down.” He also recited a favourite mantra saying: “there are too many licences, fees and permits. “We’re going to get rid of a lot of the regulatory process.” That opened the door for Parkhill’s response. “Regulations keep us safe and well,” he said. “In rural communities, we have a crisis in

The Frontenac EMC - Thursday, June 5, 2014 3

NDP candidate Dave Parkhill focuses on rural healthcare and jobs for LFL&A mmarciniak@theheritageemc.ca

Gazette News – As a paramedic for Frontenac County for the past 24 years, NDP candidate for Lanark, Frontenac, Lennox and Addington Dave Parkhill has learned a lot about rural healthcare and the needs of those in his riding. “Through all of those years I’ve noticed that those who are without continue to go without and the communities up there continue to not get the supports they need to thrive, explained Parkhill. “That is what lead me to wanting to be involved at a provincial level in this riding. This is Parkhill’s second time running for the spot of MPP in LFL&A and while he finds the race a bit challenging, he is confident that he has what it takes to serve the communities in the riding well. “The situation has been really good because New Democrats tend to be quite dedicated and they want to see things

improve for their community so when we offer them a chance to help, we have no shortage of volunteers throughout the riding,â€? added Parkhill who also explained that he is without a campaign office, making things a bit more challenging, “We have volunteer groups set up throughout the region, but going around and meeting people is really all I can do, and I do really enjoy that.â€? One of Parkhill’s main goals is to focus on rural healthcare and the lack of cohesive healthcare that is offered in the riding. As a paramedic, he sees multiple patients a week and often sees repeat patients. “There are people that I pick up on a regular basis. I take them to emergency and then a couple of days or a week later I am picking them up again and taking them in again‌What’s clearly missing is the in between,â€? explains Parkhill. “If that person needs community support or is not thriving well on their own, that is not the concern of the emergency department. Their main concern is to make that

person well enough to go home and then follow-up falls on someone else, but that doesn’t solve the issue. Parkhill would like to see a healthcare structure in the area that provides care for these people straight from emergency and assesses the needs of these people before they leave. With a high percent-

age of seniors in the LFL&A riding, this is even more important, explained Parkhill. He would also like to see a functional nursing home in the Frontenac region. “We really need to be looking at that and working to make sure that the proper level of care is provided for all of the citizens in the riding and it currently isn’t,

added Parkhill. “In rural Ontario, these are the things that can change a community and change them for the better. Parkhill is also concerned about rural jobs and the lack of jobs being provided in the riding. He hopes to focus on building local business and wants to make sure that new businesses in the riding are given a fair shot. “Our plan has provisions that will reward small businesses by cutting their tax rate. That will give each of those small businesses a little more opportunity to flourish where they are, said Parkhill. “We will also cover 10 per cent of the cost of new employees for those businesses in the first year and that takes another burden off of the small business person and hopefully helps build growth in the community. Overall, Parkhill thinks that he would be a great fit for both the LFL&A riding and Queen’s Park. He hopes to bring a reasonable approach to Queen’s Park and wants to focus on working with others for the goals of the riding. “I honestly believe that if you go to Queen’s Park and you present yourself as a reasonable person who is willing to listen and who is willing to work with the other parties, then you will get the opportunity to find things to bring back to your riding, added Parkhill. “Stand with your principles, but find a spot where you can see what you believe and what they believe and find the middle ground in order to work for your riding and for the people of Ontario.

Central Frontenac directs staff to look at boat launch for Sharbot Lake’s East Basin By Craig Bakay Reporter

Gazette News — It looks as though residents of Sharbot Lake’s East Basin may finally have a boat launch of their own, following a discussion of the matter at last week’s Central Frontenac regular Council meeting in Mountain Grove. Mayor Janet Gutowski brought the issue up under new business saying “the issue comes up from time to time but we’ve never really given direction (to staff to investigate) before.” Coun. Wayne Millar was sympathetic to the cause. “I think this is one of the biggest issues for people on the East Basin,” he said. “People with bigger boats and pontoon boats are having trouble getting in. “I know the water is higher this year.” Although there are several access points to the West Basin, including the Marina, government docks and the boat launch adjacent to the Medical Centre, residents of the East Basin who don’t have a suitable launch area on their property face having to go under one or two bridges to get to their part of the lake. In years like this one, this can prove difficult if their boat doesn’t fit when the water levels are high. Kevin Brown, president of the Sharbot Lake Property Owners Association, spoke on behalf of several residents in attendance at the

Council meeting. He said it’s more than a matter of convenience for a lot or residents, particularly those with island properties. “It can be difficult for emergency vehicles and septic maintenance vessels,” he said. “If the Road 38 bridge goes under construction for any reason, we’re totally cut off.” Brown said the primary goal is for access, not a fancy facility. “We don’t need a dock, we don’t need parking,” he said. “We just need enough room to turn around. “We want the East Basin to be treated the same as the West because really it’s two different lakes connected by a short river.” Public Works Manager Mike Richardson said his staff had “looked around the lake as to where we could find access but could find none without purchasing some land. “I think what it will boil down to is finding a suitable location and then looking at costs.” Brown said he had printouts of two possible locations. While not committing any funding to the project, most of Council seemed open to the idea. “I don’t think any of us are prepared to build something like the government docks or spend thousands of dollars, but an access point should be possible,” said Dep. Mayor Frances Smith. “There are were subdivisions that the township took pieces of land from, lots of Crown Land and lots of water access road allowances.”

Hotel Dieu changes Urgent Care operating hours By Mandy Marciniak

mmarciniak@theheritageemc.ca

Gazette News – After months of rumors, Hotel Dieu Urgent Care Centre announced on May 27 that they will be changing their operating hours as of June 16. The centre will now close nightly at 8 p.m. in the hopes of reducing wait times and increasing services during the day. “I think it is a positive change, said Lynda McArthur, Patient Experience Advisor at Hotel Dieu Hospital. “My first reaction was a bit hesitant because nobody likes hearing about a cut to hours, but as I learned more it became clear to me that it is more of a redistribution of staff and services to make the operating hours more beneficial. Dr. Gord Jones, Head of the Department of Emergency Medicine at Hotel Dieu Hospital, Kingston General Hospital and Queen’s University, also sees the change as positive and hopes that this will allow Urgent Care an opportunity to better serve the community. “We are not funded to provide

more hours of physician coverage to expand the services, explained Jones. “What we needed to do was rationalize the hours which means closing the doors two hours earlier, but it also means having more staff during the day to work on those busier times when people are showing up and need the service. Jones explained that the centre currently opens at 8 a.m. with one physician and by 10 a.m. there are already a significant number of patients experiencing wait times. By the time the second physician comes in at noon, patients are often waiting one to two hours and that continues until the dinner hour when they see a bit of a lull. “Evenings do become a bit busier but new patients stop coming in around 7 p.m., added Jones. “We were getting really far behind in the day because we didn’t have the staff lining up when people were showing up, and then staff weren’t busy at all in the eveing. Now we can fix that. The change in hours and extra staff during the day will also allow Urgent Care to have increased im-

aging hours, taking some of the unnecessary pressure off of KGH. “We’ve always had access to xrays, but our access to CAT scans was limited. Now we will be able to do scans during all of our operating hours 365 days a year, said Jones. “That will allow us to do more scans here instead of sending patients to KGH, which should also take away some of the congestion from KGH. While Jones acknowledges that some patients will have to use KGH instead of Urgent Care in the evenings now, he hopes that the daytime congestion will decrease in both hospitals because of the change. He hopes that an increase in physician coverage will allow doctors to see more patients, which will then decrease wait times and encourage more people to come to Urgent Care. “A cut does not mean less patients. Anyone that needs acute care will still get it. If you are having a health issue and it is not life threatening and you can’t see your family doctor, come to Urgent Care. Just get here before 8 p.m.

QUALITY PROVINCIAL PROGRAMS AND SERVICES Though the newly-elected Provincial Government must manage fiscally and responsibly, reducing government debt over time, RTO/ERO urges the Provincial Government to maintain quality programs and services for all citizens in Ontario, especially our seniors.

Emerson insists on proper burial for animals Columnist

editorial@theheritageemc.ca

Gazette Lifestyle - Emerson was having no part of it! Ronny and Terry had come from Montreal for their usual long summer holidays, and Ronny, just as aggressive as Emerson, insisted he was quite capable of playing a leading role in burying the dead bird. Emerson was high on burying anything that had died on the farm, and having what he called a proper funeral. He drew the line on the long list of farm animals that ended up in our smoke house and on the old pine table at meal time. Thank goodness, or we would be having a funeral service every few days! What he called a proper send-off was saved for birds, squirrels, or anything else that roamed the large acreage that was our farm at Northcote and which had passed on for one reason or another. He was known to drag a dead groundhog a half mile to give it a proper service. Now, the service usually included us five children standing, (although

door, Emerson hollered, “We’ll meet at the silo in five minutes.” Finally the red and white oilcloth covered table was wiped clean, the dishes washed, dried and put away, and the floor swept. We all headed for the back door. Audrey couldn’t be coaxed out of the kitchen. “Nonsense...just plain nonsense,” she could be heard muttering. Everything could have been happening in another country as far as Mother was concerned. As long as our chores were done to her liking, she was happy! Emerson always wore his cap at these ceremonies. I thought that strange since you wouldn’t dare wear a cap in church, and this was supposed to be as close to a church service as you could get without actually going to church. He also took the battered hymn book with him. He would have loved to take the bible which sat in the parlour on the twig table, but Mother drew the line on that! No bible left the house to bury a dead bird. Emerson led us solemnly out of the house, down the back steps and across the front yard towards the silo behind the barn. Little Terry had no idea where he was going, but he sensed excitement in the air, and holding my hand tightly, he skipped

along as if we were going to a party. Ronny was already at the site. And it didn’t take a university graduate to figure out what he had done. There was a soft mound of dirt, and a stick at one end of it, and there stood Ronny standing in solemn wonder with his hands folded in steeple position and his eyes closed. Ronny had buried the bird. Well, Emerson lost all sense of piety, lunged at Ronny, dropped the hymn book, and was about to tear into him when Everett and Earl got a good hold of him and held him back. Ronny had the good sense to head for

the house where he knew Mother would never let Emerson lay a hand on him. The rest of us stood around the little mound. I have no idea when he did it, but Ronny had taken a scrap of paper, woven it through the twig at the head of the make-shift grave, and printed in black red crayon, “Goodbye Bird”. my sister Audrey, the oldest was getting less and less enamoured with the whole idea) around in solemn wonder as Emerson said a few words, put the deceased in a shallow hole, covered it up, stuck a twig in the mound, and then we were supposed to stand and meditate for at least a full three minutes, which Emerson measured off by counting backwards. That Saturday the dead bird was discovered in the barn yard, and Emerson didn’t take long to announce that we should all gather behind the silo as soon as we finished our breakfast. Ronny said he would be glad to help with the service. Emerson said that wouldn’t be necessary, he had the service down pat. Knowing Ronny, he had other plans. Well, Mother wasn’t letting any of us away from the house until the kitchen had been redded up, and that included Emerson pitching in. We all had our special chores, and nothing interfered with Mother’s routine, dead bird, or no dead bird. Ronny was to take the table scraps out to the back stoop for our old Collie dog Sport, who, like the rest of us, was well aware of our meal-time routine, and was already sitting on the bottom step waiting for whatever morsel was coming his way. editorial

At the end of the day, what makes a lie a lie, and why do we have to hear so many of them? Craig Bakay Reporter

editorial@theheritageemc.ca

Gazette Editorial — Is every untruth a lie? The reason I ask is because we journalists get lied to a lot, an awful lot. In fact, we’re probably the most-lied-to profession. Police officers get lied to a lot also. But not as much as journalists, and certainly not in such a variety of ways. Sure, we don’t tend to get the baldface types like “I wasn’t speeding but we hear an awful lot more stuff that quite simply isn’t true. Of course a lot of this comes from the fact that journalists deal with politicians a lot. Now, the thing about politicians is, a lot of the time, they don’t know what they’re saying isn’t true. Or, some times to them, it’s very true, well, maybe. Consider this one. In a previous election campaign, former Premier Dalton McGuinty promised he wouldn’t raise taxes. He did, however, raise health premiums.

Now, in some weird perversion of technicality, some people might not consider this one a lie. McGuinty did make a big deal about signing a ‘taxpayers protection pledge’ not to raise taxes. And, he did impose a health-care premium, something that we all had to pay in a method suspiciously similar (some might say identical) to taxation. This particular example brings out all sorts of aspects of untruth. First, the health care premium wasn’t called a tax. Yeah, well to that, we journalists have learned to say: “If it looks like a duck, it quacks like a duck and it waddles like a duck, it’s a duck, dammit! It also has some aspects of the “same-old-wine-in-a-brand-newbottle thing. But it seems unlikely that even the Liberal brain trust at the time would believe that simply giving something a different name would get by anybody. Then, there is the ‘rationalization’ aspect that undoubtedly came into play. McGuinty no doubt convinced himself that he had to raise more money for healthcare because the previous Conservative government left a $5 billion ‘hidden’ deficit which may or may not have been true, depending on whose

numbers you believe. (This also illustrates another kind of lie, which Mark Twain so eloquently summed up as “there are lies, damned lies, and then there are statistics.) Anyways, back to the McGuinty fallacy analysis. So many times, people believe the end justifies the means. It never does, but one man’s breaking the rules is another man’s bending of the rules, usually based on who stands to benefit most, the benefit of being able to claim victory being a very compelling motivator. So, did McGuinty lie when he said he wouldn’t raise taxes? To a lot of people, he most certainly did. To others, (which have to be the minority, don’t they?) it wasn’t technically a lie — kind of like the “no dear, that dress doesn’t make you look fat variety. But, in the end, maybe it’s just a function of telling people what they want to hear. Voters always want to hear that their taxes won’t go up, but know what? They always do. Then again, maybe it’s not a lie if everybody knows it’s bullsh**t in the first place.

Of all these movies, Sleepless in Seattle is most about fantasy. Annie has never met or even seen Sam, yet she feels strongly that they are meant to be together. In Our Opinion

Please exercise your right to vote Gazette Editorial - It’s almost time – the Ontario General Election is one week away and while the candidates are busy getting their messages out there, Ontarians should be thinking about actually making their way to the polls and exercising their right to vote. Sadly, voter turnout in Ontario has reached an all-time low. According to Elections Ontario, with a population of over 13 million, roughly 4.1 million — or 49.2 per cent of eligible voters — filled out ballots during the 2011 Provincial election. This number is unacceptable and rather embarrassing, especially when voting is so easy in our province. With advanced polls running for more than a week prior to the election, mail in ballots and an entire day to vote in your riding, there really is no excuse. So what’s the problem? Maybe you were out of town, maybe you weren’t feeling so great, maybe you had to work later and were too tired to stop on your way home or maybe you just didn’t like the candidates, whatever the excuse, voting is clearly not a priority for many of us and that needs to change. In case you need a refresher, here is what you need to know about voting: Who? If you are 18 years of age or older, are a Canadian citizen, live in an Ontario electoral district and if you haven’t already voted, you are eligible to vote. Where? If your name is on the Voters’ List, you’ll be sent a Notice of Registration Card via mail. The Card will list your election day voting location. The card will also have the dates, times and places of advance voting locations. If you aren’t on the Voters’ List you can easily get yourself added, even in person on Election Day at your polling location if necessary. When? General Elections will be held Thursday, June 12, 2014. Polls are open from 9 a.m. to 9 p.m. How? In person on Thursday June 12 or in person at an advance poll between Saturday, May 31 and Friday, June 6, or by mail through special ballot. What? Bring a piece of ID that shows your name, address and signature together or two pieces of ID, one of which shows your name and signature and one of which shows your name and address. Why? You may think that your vote doesn’t matter, but for people that are fighting for the right to vote in other countries, your ability to drive, walk or bike to a polling station and mark that X beside your candidate of choice is what they dream of, so take advantage of it. You still have a week left, so research the candidates and find the one that is the best fit for you. Our paper has profiled each candidate over the last four weeks, so reading these profiles is a great place to start. In case you missed them in the papers, you can find them at our website, www.kingstonregion.com. Whatever method you choose, for goodness’ sake take 10 minutes out of your day to vote on June 12. Show that we, as Ontarians, still care about democracy. give us unrealistic expectations about love. Real love isn’t Annie and Sam; real love looks a whole lot more like Annie and Walter. I’ve been thinking about all this because I recently picked up the movie Frozen to watch with Summer and found it to have a similar life lesson in a roundabout way. It is said that only an act of true love will cure Princess Anna of her frozen heart, accidentally cast upon her by her magical sister, Elsa; audience members are led to believe that this act will come in the form of a kiss from Prince Hans, whom Anna believes she loves, or preferably Kristoff, a sweet outdoorsy boy who sells ice for a living. In the end, however, the act of true love comes from Elsa, as she attempts to reverse the spell and save her sister. There was a tear in my eye by the CLASSIFIED ADVERTISING SALES: end of Frozen, because of the beautiful Sharon Russell - 613-688-1483 story but also because it was so nice to Adrienne Barr - 613-623-6571

see the princess saved by her sister and not some strange man. There is still romance, as Anna and Kristoff discover they actually like each other a lot, but they also acknowledge that you can’t “loveâ€? someone you barely know. What a wonderful message to send to our little girls. (And boys, too!) I will still show Summer The Little Mermaid, etc. (And definitely Beauty and the Beast - who can resist a bookworm princess?) They are part of our culture and great stories for children and adults. But I’m glad that we have Frozen now, too, to show children that life’s not all about landing your handsome prince. Then in a few years, I will show her Sleepless in Seattle and we can recite it line-for-line, just like I do when I watch it with my mom. After all, are many lessons to be learned s there !DVERTISING RATES AND TERMS AND CONDITIONS ARE ACCORDING TO the rate card in effect atoften time advertising published. from movies, in the most unexs 4HE ADVERTISER AGREES THAT THE PUBLISHER SHALL NOT BE LIABLE pected places. for damages arising out of errors in advertisements beyond

Re: “NFU public meeting tackles threats to bees and seeds” The members of Partners in Innovation have been watching and reading recent media articles around Bill C-18, the Agricultural Growth Act, and are growing more and more concerned that farmers and the general public may be forming opinions based on claims founded in incorrect information. This letter presents the perspective of organizations representing the vast majority of Canadian farmers. It also provides the correct information about Bill C-18’s proposed amendments to Canada’s Plant Breeders’ Rights (PBR) legislation. Partners in Innovation brings together organizations representing producers of grains, oilseeds and pulse crops, and growers of fruits, vegetables, potatoes and ornamental crops in all regions of Canada. The farmer organizations, value chain groups and industry groups that participate in Partners in Innovation are united in support for amendments to Canada’s Plant Breeders’ Rights legislation to bring it in line with the rest of the world; opening opportunities for plant breeders in Canada and outside of our borders to deliver superior varieties to Canadian farmers. This is critical to the ability of our farmers and our agricultural industry to compete in the global market and to make a contribution to the effort to feed, fuel and clothe a rapidly growing world population. The protection of intellectual property is important to generate funds for investment in further plant breeding and research. However it does often create an emotional debate. We recognize that some individuals, who perhaps do not fully understand the proposed amendments, have been very vocally expressing concerns. We need to stress that these concerns are not based in fact. The fact is, the greatest impact on farmers of amended PBR legislation will be access to new genetics and improved crop varieties that will increase productivity, deliver higher yields, and open more market opportunities for farm production. The members of Partners in Innovation have been asking for updated PBR legislation for over 20 years. Canada is one of a small minority of members of the International Union for the Protection of New Plant

Varieties (UPOV) whose legislation does not conform to the most recent convention (UPOV 1991). The impact on farmers of not having up to date legislation has been significant. For example, wheat producers in Ontario have been denied access to superior varieties developed in Europe because European plant breeders will not risk their varieties in a market that does not afford the protection they have in other markets. Similarly, potato growers who require varieties that will help them battle disease and adverse environmental conditions are denied access to those netics because plant breeders will not risk their investments in Canada. Cereal crop producers in Canada are at a disadvantage to their international counterparts. In fact, a recent international study ranks Canada’s ability to generate funds for investment in plant breeding at the bottom of the list of cereal crop producing countries, with the result that Canadian productivity is also near the bottom of the same list. It is clear that we must take every possible action to attract investment in plant breeding and variety development for Canada. Updated Plant Breeders’ Rights legislation is a high priority. Some important facts on Plant Breeders’ Rights and the Bill C-18 amendments include: Plant Breeders’ Rights are not patents - Unlike patents, Plant Breeders’ Rights that comply with the UPOV Convention of 1991 make it mandatory for breeders to make their protected varieties available to other breeders for research and to use for the development of new varieties. Also unlike patents, Plant Breeders’ Rights in Canada allow farm saved seed. Plant Breeders’ Rights are voluntary – Breeders, both private and public, are not required to protect their inventions with Plant Breeders’ Rights. It is an intellectual property tool that can be used completely at the discretion of the breeder. In addition, farmers can choose not to use PBR protected varieties. Of the 359 registered varieties of wheat available to farmers, only 91 are protected by PBR. Only 59 of the 252 registered barley varieties available to farmers are protected by PBR, and only 29 of the 126 registered oats vari-

eties are protected by PBR. Places to explore and things to experience

Mark Bergin

Canadian history lives on in Smiths Falls By Mark Bergin Columnist

Gazette Lifestyle – Smack in the middle of the length of the Rideau Canal, you’ll find the Rideau Canal Visitor Centre in Smiths Falls. Formerly known as the Rideau Canal Museum, It’s a National Historic Site of Canada and a UNESCO World Heritage destination. The building of the Rideau Canal

began in 1826 with the arrival of Lt. Colonel John By to oversee the formidable project. Memories of the War of 1812 were still fresh and no one knew what hostilities the future held. Britain needed an alternate system to transport troops and supplies between Kingston/ Lake Ontario and Ottawa and Montreal. It took 47 locks and 50 dams to complete the canal system over the following five years. Many workers building the canal died, succumbing

to either disease or fatal work-related accidents. It would seem that the reliability (or lack thereof) of government estimates of costs of projects and the actual costs has not changed much in a couple of centuries. The Rideau canal was projected to cost £62,000. Cost overruns hounded Lt. Col. John By of the Royal Engineers and the final cost rolled in at £822,000. The full length of the canal was opened in May 1832.

The financial costs of building the canal are shrouded by the human cost. Medicine and work site safety were non-existent by today’s standards. Antibiotics had not yet been discovered. Infection from workplace injuries took its toll, but the worst culprit was malaria. Celtic crosses are located at several locations along the canal, honoring the workers who died in the building of the waterway. The Rideau is the oldest continuously operated canal system in North America. Before the railway, waterways were the main transportation routes in Canada. The opening of the Rideau Canal greatly altered the landscape. Kingston and the St. Lawrence River were finally linked directly with Ottawa via a water transportation route. The museum opened in 1991, built largely with funding from community donations. Many of the artifacts in the museum were also donated by the community. The visitor centre is housed in a 19th century mill and features historical artifacts and high-tech interactive displays that keep children’s attention. You’ll learn about the background to the building of the canal and then its development up to the present. You’ll see examples of boats that have used the canal, including a skiff built by Nichol Boats. One of the Nichol family members later served on the board of directors of the museum. A short climb to the “Lookout” at the top of the museum will give you a great panoramic view of the canal and the town of Smiths Falls. Outdoors, you can tour the locks, lock station and lockmaster’s house. You’ll find a modern hydraulic system at the Smiths Falls Combined Locks

as well as the original manual system built in 1829 under the direction of Lt. Col. John By. This site offers you a fun and educational glimpse into the Rideau Canal’s history and folklore. The Rideau Canal Visitor Centre is located at 34 Beckwith Street South in Smiths Falls. Nearby in Smiths Falls is another setting of great historical interest: Heritage House Museum at 11 Old Slys Road. It’s a beautifully restored Confederation-era home, originally built by mill owner Joshua Bates. The house rests in a quiet park setting near Old Slys Locks. There are two unique features of the house you won’t find in other locations. There’s a mirror-image facade. It doesn’t matter which side you enter from, each looks like front entrances. This was because people could arrive from the water side or the railroad side. The owner wanted people to step through a front entrance regardless of their point of entry. The other quirky feature is the twotiered privy. Indeed, it has a doubledecker potty attached to the house. The home’s residents could get to the toilet from either the upstairs or main floor without going outside. In case you’re dying of curiosity, there are, in fact, seats on each of the two levels, just not on top of each other. To discover how such a construction works is worth the trip. Directions to the Rideau Canal Visitor Centre: Take highway 15 north to Smiths Falls. At Beckwith Street turn left. Just across the bridge on your left is the visitor centre. Hours: 9 a.m. to 4:30 p.m. daily until September 1. Admission is by donation.

(Top Left) The Rideau Canal Visitor Centre in Smith Falls offers guests an opportunity to explore the past and present of the Rideau Canal. OUT STANDING IN OUR FIELD

Aric McBay

The romance and reality of chickens By Aric McBay Columnist

Out Standing in my Field - Raising chickens is a most enjoyable way to lose your romanticism about farming. Don’t get me wrong. I love looking out the window to see a flock of chickens pecking happily in the pasture. Like the crowing of a rooster at dawn, it’s one of the classic symbols of the farm. A flock of chickens is emblematic of the “simple life,” the supposedly idyllic pastimes of country living. I’ve been glad to see the growing popularity of urban chickens and backyards hens in recent years. I think it’s good for people, and especially kids, to have that connection to living creatures, to be able to watch them and feed them and get fresh eggs. It brings some of the benefits of farm-

ing into the city; and, just as importantly, it debunks some of the myths. The first problem for the idealist? Manure. Much of the romanticism goes out the window when it’s time to clean the hen house. Consider our (somewhat unusual) arrangement for chicken housing. Our coop is built on the chassis of an old wagon, so we move it around from place to place throughout the year to give the chickens fresh grass, or access to a greenhouse, or to empty out the bedding at the compost pile. We use deep bedding in our chicken house and add wood shavings regularly over the winter. Chickens love to scratch, so they mix the new bedding in with their manure to yield a dry and comfortable surface.

Recently it was time to clean the hen house, so my partner Emily and I spent an hour kneeling and squatting in the lowroofed coop, shoveling out a winter’s accumulation of chicken manure and wood shavings. Chicken manure with deep bedding doesn’t smell too bad; it’s very dry. But experience is dusty and makes you head for the shower immediately. The second problem is this: the miracle of life is always accompanied, eventually, by its opposite. “If you’ve got livestock, you’ve got deadstock,” goes an old farmers’ saying. Chickens, especially older chickens, die. Sometimes they pass from natural causes. But any number of predators—raccoons, foxes, coyotes—are happy to speed the process along. A few years ago we had nearly 100 hens. (Currently we have a more manage-

able flock of two dozen, a minor project compared to our farm’s dairy herd and vegetable gardens.) A hundred chickens will make quite a ruckus in the mornings, so it seemed strange when one morning when I found the chicken house quiet when I arrived for chores. I opened the door to a scene of carnage. Overnight a raccoon had peeled back some metal roofing to wriggle inside to kill a third of the chickens (mostly by decapitation). The survivors stared at me from the gore, uncharacteristically silent. That level of violence is uncommon. But mortality is universal. A third and final problem for the romantic is one of ethics. Chickens do not adhere to anything we humans would recognize as an ethical system. Chicken morality, if it exists, is capricious. The “pecking order” is real, and chickens at the top sometimes peck “lower” chickens on their tender, fleshy combs. The dominant chickens will sometimes do this when oppressed chickens are trying to eat from a feeder. The dominant chickens do it even though they have more food than they could possibly eat. I suppose we shouldn’t get too cocky about our moral superiority, since any

viewing of the evening news will showcase worse behaviour by humans. None of which is to say chickens are stupid, or that they don’t have feelings. They clearly do have feelings. They get afraid, and occasionally they get angry or competitive with one another, or lonely if separated from the group. But they also get excited when people come over, and they are curious to explore new objects or surroundings. They laze languorously in the sun on the warm days of early summer, flopping out in the grass with their wings out, making me think they’re dead. These realities of farming don’t make it less enjoyable. Well, sometimes they do, but they also enrich the experience. A clean chicken house is more pleasing because of the work it requires. Chickens die, but the constant flow of eggs means that a new batch of chicks is never more than an incubator-month away. And yes, some chickens are bullies; but that doesn’t stop the other chickens from enjoying a beautiful summer day. Aric McBay is a farmer and author. “Bellisima!—This ballerina’s on fire Columnist

Gazette Lifestyle – Sara Mearns doesn’t so much perform dance; she becomes the dance. New York City Ballet principal dancer Sara Mearns arrives for our meeting looking as relaxed as a high school track and field athlete after a good event. She’s smiling and lounges comfortably on a chair. There’s no putting on airs for this dancer who is changing the very face of ballet. Her work seriously kicks ass, hardly a description you might use with a ballerina. There’s nothing frail or pristine

about her. A gritty power flows through her supple form. Descriptive words like fearless, passionate and wildly abandoned follow her. Sources like Dance Magazine and the New York Times lavish kudos like “greatest and “explosive on her. I’d heard what I considered urban legends of Ms. Mearns bringing an audience to tears. I’d seen videos of her work and, indeed, she’s more than impressive. But tears? Mearns, the new face of dance, says she never had a dream of being a principal dancer. “I don’t think I knew what that meant

I didn’t really understand the status of that until I came to SAB [School of American Ballet]. She credits her first dance teacher in South Carolina, Anne Brodie, with inspiring her legendary work ethic. Mearns easily spends 12 or more hours a day at NYCB’s David H. Koch Theater. “Miss Anne was my teacher from the age of three until I was 12, says Mearns. “She said if I was going to make it anywhere I had to go to New York. I became so comfortable on stage because she had us perform hard stuff at the young age of 10. There’s still a large part of Mearns that’s a kid at heart. When we chat, she’s just finished a rehearsal. She moves in her chair and stretches every few minutes. Neck side to side. Arms in the air, bending left and right. Mearns’ advice for younger upand-coming dancers is to not compare themselves to anyone else. “You have to focus on yourself and make yourself better as an artist and as a person, she says. “Don’t get sucked into competition. Her message to the world is that ballet is fun. “I want to make going to the ballet the coolest thing to do in New York, she says. “That’s my mission. And by New York, that means the world. “Sara Mearns doesn’t hold back. You feel her passion. Fifteen-year-old Kingston School of Dance student Gillian Baker considers Sara Mearns a role model. When she heard I’d be meeting with Ms. Mearns, Gillian asked if I’d give a letter to the famous ballerina. I’d never before agreed to such a request, but I accepted the letter from the dedicated young dancer. “I wanted her to know that she’s a positive role model, says Gillian. “I thought it was important. I’m sure she can see that she has a huge fan base. But I wanted her to know from an individual on a personal level. I wanted to tell her what she’s done for me.

Kingston Dance Engagement Coordinator and a teacher at the Kingston School of Dance says Sara Mearns is someone all dancers can admire. “She’s simply wonderful, says Mahady Wilton. “I love that she comes right out and says, ‘I don’t weigh myself. What’s important is am I strong enough for this role? It’s more important to worry about what your body is telling you. I love the fact that she’s so free about who she is as a person. Mahady Wilton noted that Ms. Mearns is the living example of hard work, love of dance and putting it out there. “That’s an important lesson for young dancers. She works so hard and makes it look effortless, says Mahady WIlton.

Gillian, who spends 15 hours a week in dance classes at Kingston School of Dance, as well as helping to teach younger students, explains that Ms. Mearns is not a stereotypical ballerina, and that’s part of her appeal. “Her whole persona is so natural, says Gillian, who started dancing at the age of three. “Even though she doesn’t carry herself like a typical ballerina, she has flourished. I was told by dance teachers when I was younger that I’d never be able to be a professional dancer because of my physique. Sara doesn’t have the typical physique either, and she’s one of the best in the world. At NYCB’s recent performance of Balanchine’s Jewels, a seven-year-old girl named Sarah, from California, sat in front of me in the theater. The little girl with long blonde hair and a big smile couldn’t have had a better introduction to the world of ballet. It was her first ticket to the ballet and her first visit to NYC. She was impressed with Sara Mearns. “I think she is so good, says the younger Sarah. “I think she really knows how to turn. Probably the understatement of the afternoon. What’s missing from the remark were the wide eyes twinkling in awe of a spellbinding performance by what many call the most daring dancer in the world. Mearns enters the stage like a wild animal prowling the jungle. There’s a slinkiness to her movement. Later, alone on stage, she spins and moves along the circumference. A gossamer vulnerability weaves through an intense strength.

And today she’s on fire. There’s nothing that will stop her. “Dance makes people happy, she says. “It’s a way for people to express themselves. It’s therapy for some people. Every culture has dance. It’s a way of celebrating life, relationships and history. Dance is the most comfortable place I exist. Mearns says she owes much to her mother. “Mom did everything, she says. “She made all my costumes. She did the car-pooling and paid for everything. She drove me up to New York and back to South Carolina. I wouldn’t be here if it weren’t for her. She’s still a full-time nurse. From the time she was 12, Mearns attended the summer programs at SAB, the school of NYCB. In the fall of 2001, she became a full-time student of SAB at the age of 15. In 2004 she joined NYCB as a member of the corps de ballet. That’s when doubt crept into the young dancer. “I think there’s a point in every professional ballet dancer’s career where you doubt whether you can do it, she says. “You go from being at the top of the school then when you’re in the company you’re back at the bottom. It’s challenging for anyone to sustain that confidence, but you have to know you’re important. You’re meant to be here. The young person working their butt off will be rewarded. She left the company briefly. “There were body issues, definitely, she said. “I didn’t know why I was here or what I was doing. It was a weird time for me. I went home for a couple of months. When I came back I had a new spark. The time away helped put every-

Changing the PACE of Journalism Braden Dragomir Reporter

Gazette News – Fifty years ago, a 39-year-old Robert J Fleming was sitting listening to “The Conference on Tomorrow’s American” in a room filled with college students. Many were trying to figure out what they could do other than rebel. This was 1964. The world was in a post war era. America was starting to flourish, but as Fleming says about other magazines at the time, “Life and Look were covering the waterfront, but they weren’t covering the 18 to 34 year old generation.” That’s when the idea for PACE magazine was born. Robert, who goes by Bob, set out on a road trip across the United States with Peter Howard, a British journalist, and Stewart Lancaster. They stopped at major universities across the country, talking to students at Vanderbilt, the University of Ann Arbour, Berkley, even UCLA. “By the time we got there, we thought maybe if we put a small team together, we could get this thing going.” Fleming was the oldest of the team when PACE was founded, and the first magazine hit the shelves in October, 1964. The magazine flourished for seven years. They were young journalists, changing the way stories were told. The magazine set out to highlight the difference makers of a young generation.

“The magazine was out to boost everybody up, to tell the stories as they are, to try to put our fingers on the people that we thought were going places,” said Fleming. “One of them was a young Hillary Rodham Clinton, when we ended up at Wellesley College where she was in her senior year.” Charlton Heston, Bill Cosby, Steve McQueen, Marshall McLuhan, Victor Frankl and Buckminster Fuller are just a handful of the people who graced the pages of PACE. “Our approach wasn’t just to interview people,” said Fleming. “It was to get them in the world that they lived in, and to make friends with them.” Fleming himself was a photographer, travelling the world, capturing the stories on film. He has been to 50 countries, even going behind the “Iron Curtain” for 33 days, travelling east to west across Russia. Even with all the celebrity and travel, Fleming said his most memorable experience happened from “being in situations…that were absolutely desperate, and yet the human spirit shone through.” Fleming was not alone in his pursuit of changing journalism, but by end PACE had grown to a staff of over 70. Even though the magazine had a circulation of over 500,000 and was on newsstands worldwide, the magazine had to shut its doors in 1970, when advertisers were all turning to television. This week, 50 years after the first magazine was printed, a celebra-

tion is happening here in Kingston. Eighty-seven people who were a part of the PACE team are traveling from all corners of the globe to look back at the magazine’s history. The youngest is now 73, with the oldest being 95. “I’m thrilled,” said Fleming. “Here they’re coming to Kingston, to celebrate with now ‘Old Bob’, the founding of the magazine.” There are several events planned from June 4-7, with the biggest being a luncheon June 5 at the Cataraqui Golf and Country Club. Fleming, going back to his roots, is looking forward to the team photograph, which will be taken by a new red oak in Lake Ontario Park that has been planted in celebration of this event.

Ponies lead Tier One division after home opener weekend By John Harman Photo Journalist

Gazette Sports – The Kingston Loyalist Ponies played their home opener at Megaffin Stadium in a double header against the Ottawa Outlaws in NCBL baseball action on May 24. In the first game teams stranded

base runners in the opening frames but the game remained scoreless until the Ponies’ second baseman Jeff Lake scored on a single by shortstop Derek Mack in the bottom of the third inning. Kingston picked up two more runs in the fourth inning for a 3-0 lead going into the fifth. The Ponies made a pitching change to start the fifth inning, re-

placing starter Eric Brisbois with Dave Hood. Hood had a shaky start, hitting the first Ottawa batter and loading the bases before walking in the first of four Outlaws runs, giving the visitors a 4-3 lead. Kingston responded with a run early in the bottom of the inning before a threerun double by third baseman Ross Graham later in the fifth rounded

out the scoring. Despite a steady rain throughout the sixth and seventh innings, the game was completed with the Kingston Ponies winning the first game of the series 8-4. The victory extended their season record to 3-0 after two out of town wins against Panthers and the Bytown Battalion.

The Ottawa Outlaws bounced back in the second game of the series, defeating the Kingston Ponies 11-6. The Ponies split games in Ottawa on Sunday, losing 8-6 to the Panthers and winning 3-2 over the Cubs. At the end of the weekend, Kingston was leading the NCBL Tier One division with a record of 4 and 2.

A GUIDE TO CULINARY HAPPENINGS AND SEASONAL FOOD

Ick…Why Should You Eat Liver? By Kate Kristiansen Columnist

Gazette Lifestyle º Dad loved his liver and onions. “It’s good for you,” he’d bargain, as the brown slimy meat would slide into the pan. “Ick,” I would reply as I held my nose, fleeing the kitchen. Liver has a strong taste and smell. For many, it’s a familiar and delicious one. Once believed to have magical, curative factors, this super food has long been a delicacy in some parts of the world. As a child, my dad taught me the benefits of eating liver in maintaining a healthy lifestyle. It’s a controversial topic these days. Many have unfavorable reactions to the idea of consuming organs, and for different reasons. It can be the taste, smell or the idea that the liver filters toxins through your body and therefore must be a storage organ of toxins. This popular objection to eating liver is the biggest myth of all. While it’s true that the liver’s role is to neutralize toxins, it does not store them up. The liver in fact is a storage organ for many important nutrients such as vitamins A, D, E, K, B-12, folic acid, and minerals such as cop-

per and iron. LiveStrong.com claims there are negative effects of eating liver given the high levels of vitamin A. I could not find any medical research to support this claim. In fact, research indicated negative effects with synthetic vitamin A intake, rather than ingesting liver. Always talk to your doctor about introducing new things into your diet, given your individual medications and associated health risks. Personally, I believe in eating healthy animals, it then plays a role in our health and the health of its organs. Buy locally and make sure the animal product is pasteurized, grass fed and free of hormones and antibiotics. Liver is a super food. Nutrition and liver are interrelated in many ways. Fruits and vegetables are rich in nutrients that aren’t always found in high concentrations of meat, and should always be part of your diet. However, liver is by far the best source of a highly usable form of iron and other important nutrients. Introducing liver to your family’s diet is a healthy choice. It can be difficult convincing a child the benefits of liver. Try hiding liver in dishes with a lot of spice and flavor.

The first rule is to purchase it from a local farmer. You benefit the local farmer, your community and the environment. Try partially freezing it before cutting it into cubes. You can then grind up beef and chicken livers and freeze them in ice cube trays. Then add them to dishes such as pate, tacos, chili, even spaghetti sauce. The family will never know the difference. Dad enjoyed his liver served with a side of onions, mashed potatoes, and gravy. It was a weekly mainstay in our house. It was also what he liked to order when he was out for dinner. My dad was someone who never gave up. His perseverance and tenacity were the most loveable and annoying qualities about him. It was this determination that convinced me to eat liver. He was proud that I would order the liver and onions right alongside him when eating out. Clearly, liver has super powers. Or at the very least, my Dad did. Cataraqui Clippers take on Ontario in League1 Braden Dragomir Reporter

Gazette Sports - The league has been formed, the preparation is done and the first game is behind them. Now, the Kingston Cataraqui Clippers League1 men’s team is ready to play their first game at home. “We’ve done a lot of training, but nothing’s the same as playing a regular season game,” said Central Defender Dylan Kirk. League1 Ontario is a new, semi-professional league for the Ontario Soccer Association. It was created to give youth players throughout Ontario the skills and training to play at a higher level, whether it be college, university or professionally. “League1 Ontario is basically filling a gap,” said Jason Massie, Assistant Coach. “We have kids that go up to age 17, 18, but then they don’t have anywhere to play during the summer. So this league is for those players who are looking to go on to the next level.” To make sure teams maintain a high level of soccer, both on and off the pitch, the league has set standards not only for the players, but for the coaches and the club as well. In its inaugural season, the Clippers will be doing everything they can to meet the league requirements. “What the league’s about is developing players,” says Massie. “It’s an under-23 league primarily, so we have to field four starters under-23, and there has to be eight on the roster.” Dylan Kirk has played soccer all over Canada and is excited for what this new league can offer young players. “For us it’s going to be a launch pad to see youth players go on to the next level, so we’d like to see U17s, U16s, striving to become a part of this team,” said Kirk. The Clippers League1 Ontario team isn’t just for their own club. The team is hoping to give

young players from clubs throughout Southeastern Ontario an opportunity to play. “We have a lot of local guys, a big local influence, a couple Queen’s University guys, some guys who grew up in the Clippers program,” said Kirk. “We also have a couple guys from Ottawa, and we have one University of Toronto, a central midfielder.” Massie, born and raised in England, has played and coached all over North America. He says his desire to join the Clippers was largely due to the quality of players on the team and to the Kingston community. “At the end of the day, it’s a path for our Clippers players to go to, and we hope that all the Clippers kids will come out to watch,” said Massie. The team’s first home game is Saturday, June 7, as the Clippers host the Toronto FC Academy. Kickoff is at 5 p.m. at St. Lawrence College in Kingston. For adults, admission is $5, but kids can buy a season pass for all 11 home games in the form of a t-shirt for $20.

Key stuck in ignition leaves motorist seeking help Gazette Lifestyle - “I read a recent article on ignition switch and lock concerns with interest. By coincidence, yesterday my key got stuck in the ignition and could not be removed. This is on a 2012 Hyundai Accent Hatchback. When the mechanic finally removed the key by disassembling the steering column, we could see a slight scarring barely visible to the naked eye on the key. Could you tell me if this is a problem that the Accent has or could the key have been scarred in some other way that caused the problem The mechanic had to ‘wiggle and jiggle’ to get the key out.” John

This idle-stop feature that is present on all gasoline-electric hybrids and is now being adopted by traditionally powered vehicles as a fuel economy system, started being used by BMW on their 3 and M series and even the Mini line back as early as 2008. But unlike hybrids, the BMW version has its share of detractors thanks to a reportedly harsh and delayed takeoff from a stop after the idle-stop had turned off the engine. The driver option to defeat this (by means of the dash button) is reset to active (idle-stop on) every time the vehicle is restarted. M series owners are able to deactivate this feature on a more long-term basis

by selecting a ‘last-user’ mode that ‘remembers’ drivers’ preferences. Other BMW lines can have this done via a computer re-flash at an authorized dealer. The Accent isn’t particularly known for ignition lock problems but these symptoms can appear on just about any automotive lock cylinder. The cause is most likely a lock tumbler that isn’t retracting to let the ‘cuts’ of the key pass by as it’s going in or out of the lock. The tumblers are equipped with small springs and travel in a machined slot. Dirt, grit, and dust can accumulate and cause tumblers to stick. Simply spraying in a lubricant may not solve the situation and in some cases this might make things work. Never use spray lubricants with any thickness like lithium grease (they can trap dirt). If a few drops of light lube don’t solve things, the lock will usually have to be disassembled or at least removed for cleaning, repair, or replacement. Any good quality lock deicer will have a light lubricant formulated into its make-up and a shot or a few drops twice a year (depending on the environment) should keep things moving. The most common failure on any vehicle with a remote trunk-lid or lift-gate release is the seizing of the lock cylinder on these panels. They are exposed to a constant barrage of wet salty brine from our winter roads and they seldom get used as drivers prefer the convenience of the power release. If you’re faced with replacing one of these, your costs can be reduced by treating the lock cylinder to a little desalination bath with CLR Brand calcium, lime, and rust remover. If you have the skills or can coerce a home-driveway technician

“Hi Brian We have a BMW sedan that has a feature where the engine turns off when stopped in traffic or at a light and automatically turns back on when you press on the accelerator. It has an on/off switch just below the main start button. We often find this ‘eco stop-start’ feature is on even when we have turned it off. We assumed we accidentally brushed by it and accidentally turned it back on but you got me wondering...is that part as flimsy as GM’s and does driving over bumps etc...Affect it by turning it on and off? Many thanks,

to remove the lock cylinder for you (it’s a fairly easy DIY job), simply place it in a bowl with enough CLR to cover it. Remove any attached plastic parts. The cylinder will immediately start foaming as the cleaner dissolves the salt deposits. This and a little elbow grease with a used toothbrush can bring a stubborn lock back to use avoiding the price of a new one. Keep in mind, most off-shore brand vehicles (and even some Detroit-Three models) don’t supply non-coded lock cylinders; they are only available precoded with a new key.

K&P public trail extension runs into private roadblock By Bill Hutchins Reporter

Gazette News – Plans to extend the K&P Trail into the urban core of Kingston have run into some roadblocks. “Land access negotiations for the extension of the K&P Trail were not successful,” according to community services commissioner Lanie Hurdle. The city has been exploring ways to extend the 15-kilometre walk/cycle pathway system east and southward beyond the current trailhead at Dalton Avenue and Binnington Court. There’s another seven kilometres of the former rail line that runs into the downtown core, some of which cuts through private property. One section in particular is proving to be a difficult trail connection. It runs parallel to Highway 401 through the back sports field of Ecole Secondaire Marie-Rivier and curves along privately owned land, located at the corner of Dalton Avenue and Sir John A. Macdonald Boulevard. “While (school board) representatives were in favour of the development of a trail, the route is functionally landlocked by a privately owned neighbouring future development land,” Hurdle explained. The unidentified land owner has no solid development plans yet, and told city officials that allowing the K&P Trail extension through the land would be “premature” until a future development is decided,” she noted. However, the city is moving ahead with plans to prepare a trail system in other urban sections between Dalton Avenue and Division Street. The proposed off-street extension covers 1,200 metres behind the Kings Crossing commercial

mall, running from Dalton Avenue, over St. Remy Place and along the CN tracks to Division Street. The trail would then move onto the concrete; along the sidewalk crossing the Division Street overpass, and then head eastward along a newly-built sidewalk on John Counter Boulevard to Hagerman Avenue. The planned Dalton-to-Division extension will cost about $300,000 for safety fencing, trail grading, surface materials, drainage and a new trailhead parking area on St. Remy Place. City officials explored the construction of a cantilevered structure along the Division Street overpass. However, this off-street option was ruled out due to the various constraints with the bridge. The proposed trail extension work still has to be approved by city council. The initial K&P trail system was opened in 2007, running from Sydenham Road to Orser Road. The trail was further extended east of Sydenham Road with the completion of a steel-framed pedestrian bridge over the Little Cataraqui Creek to Binnington Court in August 2011. The city hasn’t given up acquiring trail access beyond Binnington Court, but it will ultimately hinge on what a private land owner wants to do. “We should finish what we start and maybe go back to the landowners and try and reach a compromise and put the trail on the very outer edge of the property,” said Coun. Lisa Osanic. Eventually, trail supporters would like the K&P, named after the 19th century Kingston to Pembroke rail line, to extend along the old rail bed into the downtown along the proposed Wellington Street extension to complete the inter-connected city-wide trail network for work or recreational purposes.

Senior housing remains priority on Wolfe Island’s agenda By Margaret Knott Correspondent

Gazette News – The Frontenac County Seniors Housing Task Force met on Wolfe Island to further discuss the possibility of a seniors housing pilot project for Frontenac Islands and to seek approval from County Council for the development and funding of a Request for Proposals (RFP) for a Business Plan to develop Senior Housing.( on Wolfe Island) The county has chosen to address Senior Affordable Housing by being involved (leveraging/funding) in the construction of a project in each of the county’s four townships by the end of the 2015-18 term of County Council as one of 3 priorities. The island meeting followed on the

heels of a site visit made by the Senior Housing Task Force to an existing Seniors Project at Sharbot Lake . Frontenac County Councillors John McDougall, chairman of the Task Force, and Councillor John Purdon attended the Wolfe Island meeting chaired by Mayor Doyle. Both Doyle and Councillor Grant serve as alternates at Task Force meetings held in Frontenac Islands. (FYI- the 3 other townships are similarly represented and only attend Task Force meetings where housing in their own community is being considered.) Also in attendance were Frontenac County’s new Chief Administrative Officer Kelly Pender and County Planner Joe Gallivan Mayor Doyle described the five unit Sharbot Lake facility at Sharbot Lake as somewhat similar to what the township

has had in mind for Wolfe Island where Senior housing has continually made the list as an island priority. “A five unit facility in the village of Marysville close to services,” he said. Councillor Grant noted a number of things he would see as important for an island project such as an inside corridor from the individual units to a common room and certain other services. Grant also included land acquisition, location, water and financing as requiring more research for a pilot project. Grant has championed Senior Housing for the isolated community for years. Moving on to the reason for the Wolfe Island meeting, CAO Pender said the Senior Housing project must be “shovel ready” and listed some of the many com-

ponents for the Business Plan including among many, size, scope, scale, community and council input, identifying target market, site locations options, site servicing/planning considerations, delivery options, funding and grant options, engagement with City of Kingston, etc. etc . Planner Gallivan supports the need for a plan and the RFP It is expected that the RFP for a Business Plan to develop Senior Housing will be focussed on Wolfe Island but could be adopted for the other townships (kind of a generic business plan that can be altered to meet the circumstance…) The approximate time lines are: RFP council approval in June, issued and responded to during summer, acceptance and a plan drafted in the fall delivered to county council. During the discussion it was also determined that in order to have local control of who resides in the facility it would be better to have a local “Not for Profit” association to operate the facility… preferably ADa new, non-profit asforYOUR Frontenac Islands, 613.546.3607 sociation. Ongoing work on Wolfe Island would include , as well as setting up a Not for Profit, looking at water sources, (well, from lake), soil testing, more than one site location , land donations, funding sources, grants, donations, as part of the “shovel ready” aspect. “ The important thing here is to have a plan ready,” County CAO Pender reiterated. Around Town: +Following a presenta-

tion about Lyme Disease at the WI Medical Clinic AGM, everyone was advised to take extra precautions as Ticks are everywhere and skyrocketing. As we take advantage of the weather to get out into gardens, or to bird watch or simply to walk it is recommended that we wear long sleeved shirts, closed shoes, tuck pant legs into socks and to use bug repellent that includes Deet. Always check for ticks,(groin, scalp, arm pits) According to the presentation 23% of all ticks carry bacteria for Lyme disease (If bitten remove tick with pointed tweezers. . ) A circular rash referred to as a “bull’s-eye” rash could be one of the earliest symptoms of an infection. If you develop a “bull’seye” rash, fever, chills or extreme fatigue or feel like you have the flu, see your health care provider, present to walk in clinic,.
