Hartington 47 lot subdivision proposal generates two-and-a-half hour public meeting in council By Craig Bakay Reporter
News — A 47-lot subdivision proposal between Petworth Road and Boyce Road in Hartington and vicinity took up two and a half hours of public meeting time at South Frontenac Council’s regular meeting last week in Sydenham. Most subdivision public meetings are in the half hour to one hour range. Council also had to extend the meeting past 10 p.m. in order to get through its rather lengthy agenda. Amidst signs and protesters, Council listened to a host of speakers airing their concerns on everything from worries about wells going dry to an increase in left-hand turns from Road 38. A 208-signature petition opposing the project was also presented to Council. In fact, there were so many comments that Council decided they needed more time to digest them all and voted not to send its comments to the County until they’d had time to review it all. (Frontenac County is the final approval authority for subdivisions but the affected municipality’s comments generally carry significant weight.) One of the biggest issues facing Fotenn is a request to have the minimum frontage required reduced to 150 feet from the required 250 feet. The lots themselves are each about 2 acres (0.8 hectares), which is within Official Plan requirements. But if the frontage
requirements were adhered to, the 3-kilometre long property could only support 28 lots, 19 fewer than requested. The proposed frontage changes would require rezoning to go through. While most of the arguments against the proposal centred on concerns like there being enough groundwater to support 47 more wells, the capacity of the land to absorb 47 more septic systems and/or visual/auditory aesthetics, resident Charlie Labarge took a different track, presenting demographic and traffic statistics that he said would have a significant impact on Road 38 characteristics through the hamlet of Hartington. Labarge speculated convincingly that 47 new homes would result in an influx of 127 people (2.7 people per household) and perhaps as many as 104 new vehicles making 3,290 trips per week. “That’s going to be a lot of left turns off 38 as many of these new residents will likely work in Kingston and commute,” he said. Planner Lindsay Mills said that part of the proposed development is within the designated settlement area of Hartington, and the ‘location’ of the proposed development meets the intent of the Official Plan. “However, there are some concerns such as maintaining ditches and access and we recommend receiving the comments and Fotenn planner Mike Keene answers a few of residents’ concerns while protestdeferring any decision on the subdivision ers display their signs in the background at South Frontenac County Council last Photo/Craig Bakay until the comments resulting from the public week. meeting are reviewed.”

News — Here is a sampling of comments from the public and Council members at the proposed Hartington subdivision public meeting last week in Sydenham. “Many of the proposed lots for this subdivision are located on land that floods quite often, the centre of the property is a basin. People buying these houses will likely be from the city and they will not want water in their basements. When they get water in their basements, who will they sue? The Township of course because the township knew the drainage conditions before they approved the subdivision.” Neighbour Wade Leonard. “South Frontenac is comprised of a variety of communities with similar interests that have come together through mutual cooperation to achieve common goals. The Official Plan provides a framework for directing South Frontenac’s growth in a manner
that will conserve the Township’s environmental integrity, its rural character, its aesthetic views and its long-term economic viability.” Neighbour Dennis Saunders. “(The proposed subdivision) contravenes settlement boundary policy, does not protect agriculturally productive land, (contains) restricted frontages, squeezed lots versus large, uncrowded residential lots (and) does not maintain the property’s rural, picturesque landscape or woodlands.” Resident John Lesperance. “(The proposal) is a compatible addition to the area (in an) appropriate location for this type of development, consistent with Official Plan and Provincial policies, (requires) minimal requested revisions to the Zoning Bylaw (and contains) extensive supporting work with further controls provided.” Mike Keene, planner for the developer. “I have questions about the 45-metre frontage, I don’t see any particular planning advantage to
this.” Coun. Alan Revill. “You make a plan (Official Plan) that you expect developers to work within. To change that plan at the behest of a developer is contrary to the concept of planning.” Coun. Ross Sutherland. “How do you ensure the farmers that have been operating there for centuries won’t be put out of business? I thinking farming there will end within 10 years because subdivisions are not friends of farmers.” Coun. Ron Sleeth. “When people sign up (to buy a lot) they’re told that from time to time, it’s going to stink and you may have animals eating grass on your side of the fence.” Fotenn planner Mike Keene. “Could I put a pool on one of those lots?” Coun. John McDougall. “I look at this and it concerns me. It’s a long strip of houses that won’t look very good.” Coun. Ross Sutherland. “This is a nightmare subdivision.” South Frontenac resident Fran Willis.

Buck Lake Boatilla raises over $23,000 for Easter Seals of the Buck Lake community, the day is all about having fun and providing opportunities. “Through a fun day that includes the whole community, the people of Buck Lake shared what they do every day with Easter Seals kids, said Bruce Archibald, Buck Lake Boatilla Committee representative. “100% of all funds raised through the Boatilla are donated to Easter Seals Ontario and go towards sending kids to camp to give them the opportunity to boat, swim, fish, and do a number of activities they may not be able to do otherwise. For more information about Camp Merrywood visit www.easterseals.org
The 11th annual Buck Lake Boatilla took place from Hidden Valley Campground on Saturday, July 4. The event includes a boat tour of Buck Lake, a BBQ and a cheque presentation from the Buck Lake Community to send Easter Seals Kids to Camp Merrywood. More than $135,000 has been raised over the past 10 years for Easter Seals Ontario and 64 kids have been sent to camp. Photo/John Harman

On July 4, the Buck Lake community hosted the 11th Annual Buck Lake Boatilla in support of Easter Seals Camp Merrywood. The camp, located on Big Rideau Lake, hosts children and youth with physical disabilities and provides them with a fully accessible camp experience. Since its inception, the Buck Lake community has raised over $159,000 for children and youth with physical disabilities, providing 74 kids with the opportunity to attend Camp Merrywood. This year’s event featured a boat tour of the lake, barbeque and an all-important cheque presentation revealing the $23,750 raised by the event. “Another year and the Buck Lake Community continues to surprise me, said Krista LeClair, Development Officer, Easter Seals Ontario. “This event is about community – bringing people together to share in laughter, memories and the spirit of giving while supporting children and youth with physical disabilities. It really makes a difference for the kids by giving them the opportunity to build their independence, meet friends and experience the best of outdoor living. Guitar festival approved and will have to keep seeking permission every year Reporter
News — While South Frontenac Council gave its blessings to this year’s Canadian Guitar Festival at Loughborough Lake Camp, it stopped short of permitting a blanket zoning change that would exempt owner/organizer Del Vezeau from having to apply for an exemption to the noise bylaw every year. In his report to Council, Planner Lindsay Mills recommended “that Council authorize an exemption under section 4 of Bylaw No. 200167 (the Noise Bylaw) to permit an outdoor festival concert event to take place on July 24 to July 26, 2015 on property described as Part of Lot 13, Concession VII, Storrington District, municipally known as 3060 Sydenham Road and that the owner be required to obtain zoning relief to permit future such events.” Mills noted the event has proven quite successful in previous years and that the present use of the land is recreational resort camping, which in itself “is already associated with a degree of noise and open-air human activity, especially on weekends.” However, Dep. Mayor John McDougall, while recommending approval of this year’s event, balked at making it a blanket deal for succeeding years. “Festivals change,” McDougall said. “Look at Ottawa. What starts out as a folk festival or a blues festival can become a rock festival quickly.” “I don’t think our society should be subjected to something for the enjoyment of a few,” said Coun. Ron Sleeth. Coun. Alan Revill didn’t see any problem with extending permission. “I’ve heard from many of the
neighbours,” he said. “They don’t object to this.” ••• Just when South Frontenac Council was all set to pass a motion to re-inspect trailers’ septic systems at its regular meeting last week Coun. Ross Sutherland threw a monkey wrench into the gears. “When we ask people to get a licence they have to get an inspection,” Sutherland said. “Shouldn’t that be in there?” The motion only asked Council to confirm its decision to proceed with trailer re-inspections at a potential cost of $26,500, to be drawn for 2015 operating surpluses or reserves as necessary, that KFL&A Public Health be asked to inspect the current 81 licence holders to again ensure compliance of the waste disposal systems with environmental regulations and only when public health determines that waste disposal systems remain in compliance that the licenses be renewed. CAO/Clerk Wayne Orr said that he could make the changes Sutherland was asking for but “that would take more wording than I can do on the fly.” “We need clear rules,” said Mayor Ron Vandewal. The motion was deferred. ••• After an exhausting two-anda-half-hour public meeting on a proposed subdivision, you’d think South Frontenac Council wouldn’t have any energy left to worry about what the sign going on the Princess Building looked like. But you’d be wrong. It took Council more than 20 minutes do decide that the sign would be orange (the same orange Township trucks are painted) with black letters . . . or was that white letters?

South Frontenac officially ends non-usage fee for Sydenham water Reporter
reference to the fact that if the owner fails or refuses to connect their building to the Sydenham Water Works, the municipality shall have the right to enter onto the owner’s lot and connect the building at the owner’s expense and to recover the expense by action or in like manner as municipal taxes, including registering a notice of lien against the title to the lot,” the report said. “This step has never been undertaken by the Township.” Fragnito’s report also mentioned the possibility that adjustments could be made to the affected accounts, refunding the charges already paid but this proposal went nowhere. She said there were “no financial implications on the existing long-term financial plan (and) no estimate was incorporated into the plan in relation to the non-usage fee.” “Say what you want but this was the most effective way we’ve had to get people to hook up,” said Mayor Ron Vandewal before voting to end the fee. News — With little fanfare or debate, South Frontenac Council officially repealed its controversial “non-usage fee” for the Sydenham Water System with passage of a bylaw to that effect at its regular meeting last week in Sydenham. The (recorded) vote was 7-2 to end the practice, with only Coun. Barr and Dep. Mayor John McDougall voting against the bylaw. From June 1 to Dec. 31, 2014, residents who were not connected to the municipal water system were charged an additional $20 per month on top of the DUE (dwelling unit equivalent) fee of $58.88 for residences and $79.04 for industrial, commercial and institutional users. From Jan. 1, 2015 to June 30, 2015 the charge was $25. As of Jan. 1, 2016, the DUE fee rises to $74.57 for residences and $95.09 for industrial, commercial and institutional users. As of Jan. 1, 2017 and every year thereafter unless amended, a 2 per cent
inflation rate will be applied to all rates in effect. In her report to Council, Treasurer Louise Fragnito said there were some areas associated with the removal of the non-usage fee that Council should consider. “The non-usage fee was implemented as a mechanism to encourage the use of the water system,” she said. “Since the implementation of the new rates in June of 2014, the water plant saw an increase of 34 accounts consuming water from the system or a 22 per cent increase. “At a minimum, 18 of those accounts can be correlated to the non-usage fee or an increase of 11.7 per cent of overall users.” (The was no explanation of how the increase in accounts due to the nonusage fee was determined.) She said that in removing the non-usage fee, consideration needed to be given to a mechanism to continue to encourage non-connected or non-using accounts to begin to use the water system. “Bylaw 2008-63 makes

Celebrating our generous community In June, the University Hospitals Kingston Foundation (UHKF) held a special Celebration of Giving at The Harbour Restaurant to recognize the important difference that community members are making in the region’s hospitals. More than $10 million in donations was received - helping our hospitals purchase needed equipment, fund special programs, fuel research discoveries and assist staff in obtaining the latest education. In addition to improvements donors make in Kingston hospitals, UHKF presented awards to three very worthy recipients. The first was Jennifer Fisher, who received the Ian Wilson Award for Volunteerism in Philanthropy from the UHKF Board Chair and Chair of the past Together We Can campaign.

In Our Opinion
‘Rural’ means living with a few potholes, not wind farms or suburban condo complexes developments. Now it also seems that very few people living here want these kinds of developments in their area, as witnessed by the amount of opposition every one of them seems to draw. And, as much as they like to claim it’s not a “not-in-my-backyard” scenario, that’s exactly what it is. At the same time, many of those same opponents don’t seem to mind if there’s a proposal to upgrade their road to blacktop or have their garbage picked up at the curb so they don’t have to go to the dump themselves. Roads and dumps are expensive, period. Now, a lot of municipal politicians seem to think that if they get some of these projects going, it will ease the tax burden with development fees and ongoing assessment. In the short term, this is true but in the long term there will be ongoing expenses that weren’t there before the developments that eventually lead to higher taxes — always happens that way. And keep in mind that the outfits proposing these new developments aren’t doing so out of any altruistic reasoning. They’re out to make

Column — There was a time when factories ruled the economic landscape of Ontario, both rural and urban (OK, so a lot of the ‘rural’ factories involved cheese but let’s not quibble). Those days are gone. All the good factory jobs have moved to China, Mexico and wherever labour is cheap. And they ain’t coming back folks. Along with the factories and jobs went a significant amount of tax assessment for municipalities. But, as they always do, changes bring on opportunities for other industries. A case in point is the type of industries showing up at municipal council meetings seeking approval for one project or another. Essentially, these days it seems there are three ‘industries’ interested in what they like to refer to as ‘investing’ in our rural economies — solar farms, wind farms and subdivisions/condominium

a buck and if they can cut corners to maximize profits, they will. So would most of their opponents in similar circumstances, humans are just like that, no matter what we like to claim. So, what’s a municipal councilor to do, or think? Well, a number of years ago, all municipalities were required to come up with Official Plans, and every one in our area has some wording to the effect of “preserve the rural nature or character” of the municipality. And it would seem that those who protest developments have this on their side. It’s a shame that they haven’t clued in that this is their biggest argument, opting instead for supposed ‘environmental’ or ‘health’ reasoning. But arguing against development is a double-edged sword. The taxes and development fees raised should go a long ways towards things like roads, dumps, community centres and ball fields. Then again, there’s no real guarantee that development fees will fix any potholes. For those of us who grew up rural, the bottom line is simple — send the developers elsewhere and we’ll live with a few potholes.

Graphic images of aborted fetuses have no place on the streets of Kingston or anywhere Editorial - We were disappointed to see graphic images of aborted fetuses paraded through the streets of Kingston by the anti-abortion group Show the Truth (STT) last week. The group’s main strategy is to visually bombard citizens with billboard-sized images of aborted fetuses; they are well known for organizing visually assaulting protests wherever they think would have the most the most impact, from town squares to government offices to university campuses. The protest’s leader, out-of-towner Rosemary Connell, was quoted as saying “We have the right to show dismembered, executed children… That’s the good thing about Canada, you can show the truth on the sidewalk.” Connell is indeed correct to say that the group’s chosen method of advocacy for the unborn does not infringe upon any current obscenity laws; Canada is an amazing place where public nudity, intoxication, and verbal tirades can land you in prison, however disingenuously showing images of a ‘fetus-holocaust’ in broad daylight for hours at a time is given free reign. We can, however, explain to each other and to our children how the group’s grotesque pop-up literature does a wholly inadequate job of illustrating the finer points of the story – and if one thing is in fact ‘true’ in the world, it’s that abortion is a complex and multi-faceted issue deserving of deep thought and critical analysis. Typically, in societies where access to safe and regulated abortion services exists, the majority of fetuses do not reach the stage where they can be readily identified as infants. This is because in these societies women are empowered to make their own decisions swiftly and without judgment in consultation with their primary care providers; termination is frequently induced by pill just weeks after conception. In fact, a very compelling case could be made that the house of horrors scenes that Show the Truth’s placards depict belong more to a world in which desperate women are forced to turn to back-alley providers with coat-hangers at the last minute – the world that they ostensibly hold out as a shining alternative to the present state of affairs. Their position calls to mind the recent case in Paraguay, where a 10-year-old girl was forced by the state to give birth to a child fathered by her stepdad, despite the distinct possibility that neither may survive ordeal. STT’s literature explicitly states that if a child is conceived, even by the vilest of manners imaginable, and even if giving the birth may well kill mom, the child is ‘God’s will’. Really? …………. Really? Instead, we would like to conceive of a world where Show the Truth’s energies and efforts were turned toward post–birth care. A world in which they advocated for an end to childhood poverty, improved nutrition, social housing and affordable daycare for working mothers and fathers. It’s easy to imagine fewer abortions happening in a world where mothers-to-be areSAlES: confident that their children would be nurtured • Advertising rates and terms and conditions are according to ClASSIfIED ADvERTISINg the rate card in effect at time advertising published. Events – Donations for the Kingston Show N Shine have already started rolling in and are coming from as far away as Prince Edward Island. What we offer our clients: On June 22, Doug Geffros and his wife, from Penetanguishene, delivered a well-travelled Free Measure to your Homedonation to the Kingston Show N Shine. The couple rode their motorcycle out east to explore the Cabot Consultation appointment with one of our Designers Trail and enjoytoa vacation, but they also did a favour help guide you in your selections for a local motorcycle enthusiast. “I was doing research for a trip out there and I Choose from a wide variety of Quality Products came across PEI Biker Daniel Ross’s site,” explained Doug Geffros. “He asked if anyone was coming out Free Estimate of your project his way and then travelling back through Kingston after and he wondered if they could deliver a cheque. -3 Year Warranty on InstallationIt was perfect and I was happy to do it.” Geffros is a retired police officer and when he 613-389-6709

learned more about the Kingston Show N Shine he was happy to be involved, even in a small way. He was also happy to connect with Kingston Show N Shine organizer Guy Paquette and learn more about the donation he was delivering. “I support Dan (Ross, PEI Biker) in his annual 911 ride down to the states so he wanted to support what I was doing out here,” explained Paquette. “It all comes full circle and we all try to support each other. That is what these events are all about.” Paquette is passionate about motorcycles; he is an advocate for motorcycle safety and bringing motorcyclists and charities together at family friendly events. The Kingston Show N Shine began with a small event in 2008, but since then it has grown each year and last year the event saw more than 8,000 attendees. Continued on page 11

Show N Shine returns to Kingston and hopes to raise funds for another worthy cause “We don’t do a bike ride, we want to have a central location and we want to show off the bikes,” he said. “We try to make the whole event a family affair and we really try to create a great community atmosphere and it helps that it’s for a great cause.” In the past, the Kingston Show N Shine has raised money for the Boys and Girls Club and individual families in need, but this year they are raising funds for Almost Home – a local charity that helps families during difficult paediatric treatments. “Almost Home is entirely volunteer run and they house families whose children are receiving mainly cancer care at one of the clinics here in town,” said Paquette. “They house the family at no cost to allow them to stay close to their child and offer support in person and that is so important.” In addition to supporting Almost Home, this year’s event is also dedicated to the Fallen Heroes and Wounded Warriors of the military, police, fire and ambulance services in the area. “We always receive so much support with events like this and we want to give back and recognize their contributions,” said
Paquette. “What you put out when it comes to charities usually comes back two-fold and that has definitely been my experience with events like this.” In the hopes of raising even more money this year, the Kingston Show N Shine will be raffling off a Triumph motorcycle at the event. The event will also include BBQ catering, a bouncy castle, a vendors village and a special performance from Jason Thorne. “Jason is always the highlight for the crowd,” said Paquette. “He performs stunts and flips and it is just incredible to watch and we are excited to have him back.” The event is all about having a good time and Paquette hopes that people come out to see the bikes, enjoy some entertainment and just enjoy the city. “We also have all of the emergency services bringing their trucks and displays and it is really interactive,” he said. “It really is a day for families and we want everyone to have fun.” The Kingston Show N Shine takes place on Saturday July 25 from noon to 5 p.m. on Ontario Street in front of City Hall. Kingston Laser Standard World Championships wrap-up, Brit Nick Thompson takes the title By Mandy Marciniak
mmarciniak@theheritageemc.ca
Sports – As the 2015 Laser Standard World Championships came to an end in Kingston, the top five athletes reflected on their performance at a wrap-up press conference on July 8. Competitors faced tricky conditions, shifting winds and fluctuating temperatures, making results unpredictable throughout the week-long competition, but in the end 29-year-old Nick Thompson from Great Britain took the title. “It wasn’t my best day on the water, but it was enough and that was what I was thinking about out there today,” said Thompson. “I was definitely thinking about the possibility of winning, it’s hard not to, but I just tried to do all that I could to get there.” For the championships, Kingston welcomed 159 world class athletes representing 64 different nations. Athletes came prepared for moderate conditions and were expecting some good wind, but unfortunately that is not what they received.
“It was really tough out there,” said Thompson. “The conditions we’ve had all week have been really challenging and then today, on the final day, we had on off-shore, slightly northerly wind direction and we knew it would be tough. It was very nerveracking and I think the whole day was that way for everyone.” Thompson was joined in the top five by Philipp Buhl of Germany coming in second, Australia’s Tom Burton in third, Juan Ignacio Maegli of Guatemala coming in fourth and Australia’s Matthew Wearn in fifth. Thompson has previously medalled at four other world championships, but this time he was happy to finally clinch the top spot, earning his first Laser World title. “I think everyone here in the top five has had a fantastic season. We’ve all won at a lot of events this year and it made for some good racing out there,” he said. “For me it was all about consistency. It is about doing the right thing and the same thing every time and not changing it up too much and today that was enough.” For a full list of results and standings visit http://kingstonlaserworlds2015.com/

Local doctor named to the Order of Canada By Mandy Marciniak
mmarciniak@theheritageemc.ca
News – As she celebrated her birthday this past May, Dr. Ruth Wilson received many well wishes from family and friends, but she also received a very unexpected phone call. “I got a call from the Governor General’s office informing me that I was named to the Order of Canada,” explained Wilson. “It was an unexpected and lovely surprise. I was very happy, but I had to keep it secret until it was announced on July 1 so I am happy to share the news with everyone now.” Dr. Wilson’s practice as a family physician includes 11 years in remote communities in Canada and 26 years in Kingston, where she includes obstetrics in her practice. Wilson is vice-president of Medical and Academic Programs at Providence Care and a professor of family medicine at Queen’s University. Wilson was never expecting to be honoured by the Order of Canada, but she was also no stranger to the award and the significance of it. “My mother, Lois Wilson, is a companion of the Order of Canada so I was certainly aware of the honour,” she said “There are other doctors in the area who are members as well, but I never imagined I would be a member too.” The Order of Canada was established in 1967 during Canada’s centennial year to recognize outstanding achievement, dedication to the community and service to the nation. Membership is accorded to those who exemplify the order’s Latin motto, desiderantes meliorem patriam, meaning “they desire a better country”. For Wilson, the word ‘better’ is what sticks out most in that statement. “I think better is a great word because in Canada we are good, but we could be better when it
comes to healthcare. I often think about the problems we have and the poor health that some people in our society have and I am always trying to figure out what we can do to make that better.” During her career, Wilson has worked to make things better and in the ‘90s she was a big part of introducing the idea of healthcare teams to Canadians. “We had a brain drain to the United States and we needed a different model of providing primary care to people in Ontario,” she said. “We had the opportunity to provide new models of care with these family health networks and they have been very successful in increasing the interest in becoming a family doctor, serving more patients, and bringing more professionals together.” Wilson is also focused on the aspects of healthcare that are external to her work as a family physician; she looks at other factors that affect health like income, clean air, pure water, good nutrition and social support. “As someone who is interested in health, all of these factors interest me too,” she said. “I am always trying to make sure we have an egalitarian society that promotes good health for everyone.” Wilson will be welcomed to the Order of Canada at a ceremony to be held in the next few months and she looks forward to celebrating the accomplishment with family and friends, but she is also keen to keep working hard and making an impact in the field of healthcare. “It is really a wonderful honour,” she said. “I am looking forward to celebrating and adding this amazing honour to my list of accomplishments.”

Remaking of Terminator timeline a brilliant move By Mark Haskins
MOVIE: Terminator Genisys STARRING: Arnold Schwarzenegger, Jai Courtney, Emilia Clarke, and Jason Clarke DIRECTOR: Alan Taylor RATING: 14A Time travel is messy. Attempting to follow the twisting trails and infinite loops that come from changing the past can leave a person dumbfounded. Though
as a plot device it offers some interesting possibilities. Defeated by the resistance Skynet sends a terminator back in time to kill John Conner’s (Jason Clarke) mother. John knew this day would come just like he knew who he’d have to send to save his mother. Kyle Reese (Jai Courtney) volunteers without hesitation. Just as Kyle is about to be thrown back in time he sees John get attacked. Then Kyle finds himself in a Los Angeles alley in 1984. He also finds a T-1000 (Byung-hun
Lee) waiting for him. Something isn’t right, but Kyle doesn’t have time to think about it as he runs for his life. Fortunately Sarah Conner (Emilia Clarke) shows up with a T-800 she calls Pops (Arnold Schwarzenegger) to save him. It seems the tables have turned as Sarah and Pops have already dealt with the T-800 sent to kill Sarah. Confused by the changes Kyle is forced to adapt quickly to this new reality. After dealing with the T-1000
We’regivingawayupto
foryourtwocents.
Sarah shows Kyle the time machine her and Pops have built. They plan to go to 1997 to stop Skynet before it comes online. Kyle agrees to the plan, but not the date. Kyle has memories of an alternate timeline. According to those memories they need to go to 2017. In 2017 Skynet is a new operating system called Genisys. Sarah, Kyle and Pops only have a few days to stop it before it goes online and infects everything, but Skynet is not unprotected. There’s another terminator guarding Genisys. John Conner has been turned into a terminator and sent back in time to ensure Skynet comes online. Terminator Genisys is a sequel and a re-make. It’s confusing, but that’s time travel for you. The term re-make usually means an updated version of an older film. In the case of Terminator Genisys it means going back in time, and completely re-working the entire Terminator universe. It’s a brilliant move because it allowed director
Alan Taylor to do something new while still respecting the films that came before. I can’t imagine these films without Arnold Schwarzenegger, and while 1984 was some time ago Arnold still delivers the goods as the unstoppable killing machine. Jai Courtney has all the right tools as an action star. Jason Clarke was great as both the good and evil John Conner. Emilia Clarke probably had the biggest shoes to fill, but she nailed Sarah Conner. I also have to mention J.K. Simmons who plays a police officer who was there in 1984, and is still there in 2017 obsessed with time travelling robots. He delivers the best lines in the film. Terminator Genisys has all the action, special effects and spectacle you expect from a summer blockbuster, and all the killer robots you expect from Terminator. Mark Haskins’ column is a regular feature.

KFL&A Public Health takes on health surveillance for Pan Am Games News – If there is a major medical issue during the Pan Am Games, a team at KFL&A Public Health will know first. The local health unit has set up a surveillance centre that will monitor environmental conditions, hospital visits and medical emergencies within the Pan Am area throughout the games and while they may be three hours away from the action they are very much a part of it all. “We started developing a system like this after SARS,” explained Dr. Kieran Moore, project lead and associate medical officer

of health with KFL&A Public Health. “There are more and more health units using technology to track health data now and we have slowly built this system up over 10 years to incorporate more and more hospitals and more and more health units.” The operations centre, running out of a board room at KFL&A Public Health, monitors two major data systems - the Public Health Information Management System (PHIMS) and the Acute Care Enhanced Surveillance (ACES) systems. PHIMS tracks environmental issues like air quality, wind direction, road traffic and any data that may be important to medical professionals, municipal partners and major decision

makers, while ACES focuses on health systems and the visits that are made throughout the area. “We are monitoring all admissions to hospitals and looking at any abnormal health patterns,” said Moore. “We are looking for things like a rise in gastroenteritis and whether or not that is from a food borne illness or if there is a rise in respiratory admissions we want to make sure that it is nothing serious like an influenza bug or a new virus in town. We want to detect major health issues in order to better respond to them.” It is estimated that 250,000 people and 10,000 athletes have travelled to the Greater Toronto Area for the games. The surveillance team will be tracking information from 68 hospitals and 10 public health units in the Games area and while they hope no major issues occur, they are prepared for anything.
Enjoy the Ride.

“With this system, we can provide the information that is needed to help control the situation should one arise, said Moore. “It really gives us situational awareness and no public health group in Ontario has had that before.” The team started working on July 7 as athletes started to arrive for the games. The team is made up of about 15 members including Moore, Queen’s Master of Public Health students and IT specialists. The surveillance centre will operate from 8:30 a.m. to 6 p.m. seven days a week until the end of the games and team members will also be prepared to come together if there is an overnight emergency. “We are very well-equipped and should an issue arise we have a direct connection to the operations centre in Toronto. At least if something does happen we are at a distance,” joked Moore. “Honestly, we are just happy to be supporting the games in this way and providing a valuable service.”

Come fly away To watch Jane Kirby in action is to witness some Otherworldly combination of gossamer butterfly, ninja skills and circus techniques all wrapped in one dynamic package. She’s an aerial dancer who performs and teaches circus arts in Kingston. “As people started exploring vertical space, there is more and more overlap between dance, aerial and circus arts,” she said. Jane first jumped into—perhaps flew in would be a better description—circus arts in Halifax. With a background in dance, she signed up for some workshops. Jane completed her undergraduate degree in environmental science and global developmental studies. Her Master’s Degree was in international development studies. During her graduate program, she was involved in activism, organizing protests and doing support work with people fighting to stay in Canada. “Doing a lot of that really heavy work, I burned out a bit,” she said. “That’s some of what led me into the circus arts. Now I’m really pouring my heart into it. The circus is so fun, so playful. I have put quite a lot of thought into it and have an interest in how to use it in a social justice context. I’m now doing some work with advocates for circus arts. I’m on their women in circus team.” She explained that there is a women’s circus in Australia that started with survivors of domestic violence. “They’ve been around about 25 years,” she said. “They’re doing some amazing work using the circus to empower women.” While working on her Master’s Degree at university, Jane didn’t have the time to devote to circus arts training. “I had just completed my Master’s and I stumbled onto a workshop.” She worked with someone from a travelling circus who was in Halifax and soon got hired to perform in some of her own gigs. “It was very traditional circus arts,” she said. “Big drops, big flex moves, sequins, the whole big thing. It worked really well with my training in competitive dance. The virtuoso element is about tricks and big technique. Since then, I’ve become more artistic. I started discovering contemporary circus arts in Montreal at the Annual Circus Festival. It was the first time I saw circus arts as different from the classical circus, without it being Cirque du Soleil-style.” She said a transformation occurred in how she practises circus arts. “It’s more than physical,” she said. “It’s not just how many pullups you can do or how you can be the most impressive physically. I care much more about interacting with the audience now. I work with eye contact a lot in my more recent work.” CALL In her aerial work, she uses a rope and silks. Silks are dominant as an apparatus. “Silks have a bit of give,” she said. “They’re softer and a bit easier on the

I realize there are varying degrees of exploitation in the side show, but there’s a community aspect. Different bodies are needed for different skills. It’s hard to get bored. There’s always a new angle to explore.” The two main training centres for circus arts in Canada are in Montreal and Toronto. Most artists at some point have to leave the country to train at places like The New England Center for Circus Arts in Vermont. “They’re really pioneers of teaching in Vermont, particularly aerials. They’ve developed a teacher training program with a real pedagogical approach to aerials. A lot of their focus is on technique and longevity, keeping the body safe and being able to work long term.” Jane Kirby recently took part in a program in Toronto involving 15 artists from Canada, Israel and the United States. “They brought us together for a creative lab. We had to create a show to perform at Harbourfront. The mission was to really push the boundaries of circus arts. I work alone, and it was really refreshing for me to work in a community and see what other circus artists are doing. I found out lots about myself.” Her most recent work has involved sound. If we’re being driven to distraction, who’s at the wheel? It seems that car companies, in general, are on a collision course to set back vehicle safety by decades. After all the advancements in passenger protection systems such as seat-belts, air-bags, anti-lock brakes, uni-body crumple zones, etc., drivers, passengers, and pedestrians are being put at risk by increasingly more complex and distracting instrument panels and infotainment systems. While few auto execs will publically admit it, the newest wave of collision mitigation systems now available, were spawned by the risks caused by increasingly distracted drivers. If drivers weren’t busy tapping on a central dash located touch pad to find their favorite music play list or to review incoming texts, they wouldn’t need a system to remind them they have veered out of their lane or to slam on the brakes because they
couldn’t look up to see a stopped truck in front of them. Today every automaker is in a headlong rush to turn the dashes on their vehicles into the largest and most complicated smart-phone display systems possible. Some makers are turning to Apple and Google for operating systems, while others are developing systems of their own. The big question is, “Can all the desired applications on these systems be executed safely by a driver in any road or traffic condition?” One might think that governments have departments and bureaucracy and laws to dictate exactly what a carmaker can put on their instrument panels and what they can’t. But it seems like we’re dealing with the Wild West when it comes to this issue. The U.S.’s National Highway and Traffic Safety Administration (NHTSA) has guidelines when it comes to the number of vision glances, finger pushes, and time it takes to perform any vehicle control while still allowing the driver to keep a suitable level of attention towards driving and being safe in their environment.
But these guidelines seem to have no enforcement mandate. Carmakers will simply reply they are responding to consumer demand and the overwhelming demand is to have a vehicle that keeps drivers as connected, entertained, GPS located, and umbilically fused to their device of choice as possible. But if consumers suddenly decided in droves that they didn’t want seatbelts or air-bags, would automakers accommodate them? And to automakers, this issue is critically important. Just look at the dive in JD Power satisfaction rating points that Ford took a few years back when their otherwise fine products drove consumers nuts with less-thanperfect infotainment/communication interfaces. That drastic drop meant lost sales and lower profits. But before legislated hammers come down, some research is needed. How many accidents are being caused by the new proliferation of extralarge colour touch screens? Should attending police service officers be asking a standardized set of questions at collision sites to collect data? Can vehicle black-box ‘flight
recorders’ be programmed to record touch screen events at the time of a collision? (You’d be surprised at the number of vehicles that have such recording capability and how you’re pretty much powerless to keep its evidence from being used against you in a court of law.) On a related note, the U.S government launched a new website last week to educate consumers on the benefits and operation of all the new vehicle features that fall under the ‘collision mitigation’ umbrella. Things like lane-keeping assist and lane-departure warning, blind-spot detection, cross-path traffic warning, and the like are covered quite well at www.mycardoeswhat.org. It’s a very visual and interactive site that lets you compare and learn exactly how these systems work to help you decide which of them you might want in your next ride. Few of us need much of an excuse to travel across the border to visit New York State, but just in case here’s one. From July 17th to the 19th, the Syracuse Nationals car show comes to the NY State Fairgrounds in Syracuse. It’s billed as the largest
car show in the Northeast U.S. and Eastern Canada and drew over 8,000 cars to last year’s edition. Check out www.rightcoastcars.com for information. A little closer to home on the same dates, the Athens Farmersville Exhibition – Steam Show lands in, where else, Athens. In addition to antique and collector cars and trucks, you can find farm equipment and tractors from every generation. On Saturday the 18th, the All British Car Day rolls into Britannia Beach Park – Lakeside Gardens in Ottawa. This includes motorcycles as well. And on Sunday, the 19th the Golden Gears Car Club Fly-In Car Show lands at Iroquois Airport in Iroquois from 8:30 a.m. to 12:30 p.m. If you have any questions, opinions, or stories on anything automotive please drop me a line, [By email to emc@perfprint.ca or directly to bjoeturner@hotmail.com listing ‘Question for the Car Counselor’ on the subject line or by post to Record News Communications, 65 Lorne St., P.O. Montreal cousin brings circus to Renfrew County looking for. It was a big black beetle. We called them June bugs, and they could be found in great abundance on the farm, and I hated them with a passion. I wasted no time in asking Ronny what he intended to do with it. Now his eyes were barely visible between the lashes. “I’m going to make a harness out of thread, and train this critter to perform, that’s what I’m going to do,” he said. “And I’m going to charge admission. Now, if you want to get to see it free, you better help me.” I took the thread out of Mother’s sewing box...heavy black thread she used for buttons for our winter coats. Ronny had moved over to the back of the silo so no one could see what he was doing. He figured if he could get the bug harnessed and trained before anyone saw him, he was more likely to get away with charging for the show. The beetle was helpless on its back, but I was still terrified to give it more than an occasional glance. Ronny fashioned a harness of sorts from the thread and wrapped it around the bug’s gyrating body. Then he flipped it over on a rock and with a small twig prepared to embark it on its education. It scurried in every direction,

Mother talked endlessly about the sights of her beloved New York...all the things you could do that didn’t cost a penny, and of spectacles she was sure you could find nowhere else in the world. We hung onto every word, and in our minds eye, each one of us five children created our own images of the glories of this great and wonderful city. One summer day, when our Montreal cousins were visiting from Montreal, was a day I would never forget. It was a hot and sticky day, and we had taken refuge in the grape arbour...all sitting around Mother in the big wooden swing. Someone was fanning her with a copy of the Renfrew Mercury, as she told of the wonders of that city. Stories we never tired of. Even young Ronny, that incorrigible cousin who wasn’t easily impressed, was spellbound, as she talked about trains that ran on tracks high above
the streets, and a place called an automat, where you could buy your lunch for a dime from a little glass window in a wall. And then she told us for the first time about a circus that even in our wildest imagination we couldn’t fathom. It was a circus of fleas. She said they wore little harnesses, and their trainer showed them off in a magnified glass top case, and they obeyed his every command. We couldn’t imagine anything so fascinating. Ronny’s eyes started to slit, and I could tell his fertile mind was working overtime, and that he was planning some deed, which was bound to get him into trouble. And then story time was over. Mother went into the house, and we kids scattered...some to get cooled off in the Bonnecherre… and some to get a cup of ice-cold water from the well. Ronny sort of slinked off towards the barn...but I never took my eye off him. I knew he was up to something. I saw him walking slowly over the barnyard, stick in hand poking the ground, eyes cast down...and in the deepest concentration. He finally found what he was
and each time Ronny would bring it back to a starting position. This went on in the beating sun for what seemed like hours to me. I was anxious to get on with other things, and was reaching the conclusion that Ronny was never going to teach this beetle a thing. But every time I started to move away, Ronny hauled me back to hold the harness. It became a battle of wills between the beetle and my Montreal cousin, and it very much looked like this was one war Ronny was not going to win. I might have known Ronny was not going to give up easily on what could be a lucrative venture. He dispatched me to the house to fetch the rest of the kids, and they were all to bring a cent with them if they wanted to see this spectacle. I had no idea what they were going to see for a cent, but I did exactly as I was told. Everyone lined up beside the plank Ronny had arranged for the show, and he extracted a cent from every outstretched hand. Then he took the bug out of his hand and set it on the board. It never moved a fraction of an inch. He touched it with a finger. Then with a blade of grass. Finally he blew on it. It was either asleep or dead. Seven pairs of eyes were glued
to the beetle. Nothing happened. Emerson wanted his money back. So did Audrey. Everett said he was going to the house to tell Mother who had no tolerance for inhumane actions towards animals, be they big or small. Ronny knew he had to do something, or he was going to have to give back the pennies he had collected. “Now I ask you,” he said. “Have you ever seen a bug in a harness?” We all agreed we hadn’t. “Have you ever seen a harness that small?” Again, we all said no. “Then that’s what you’ve paid for. You’ve seen two things today you’ve never seen before... the tiniest harness in Renfrew County...and a bug tied into it.” He dusted off his knees, left the bug where it was still motionless, rattled the coins in his pocket... and headed for the pump for a drink. “I’d say, you’ve got your money’s worth,” he said without looking back. Once again, we had been had by our Montreal cousin. Interested in an electronic version of Mary’s books?
