News — The Willowbrook Estates subdivision proposal for Inverary is now a two-phase plan, South Frontenac Council heard at its regular meeting last week in Sydenham. “On Aug. 5, 2014, Council approved draft plan conditions for a 16-lot residential plan of subdivision in Storrington District,� Planner Lindsay Mills told Council. “The developer has now requested that the draft plan conditions be changed so that the development can come forward in two phases instead of one.� Phase 1 would have seven lots and Phase 2 would have nine lots. “According to the developer, this would allow him to create and develop the lots in Phase 1 before registering the lots in Phase 2,� Mills said. “Thus, he would avoid paying taxes on the Phase 2 lots until he is ready to develop them at a future date.� The development is located in the hamlet of Inverary along Perth Road just north of Davidson Side Road. The seven lots of Phase 1 will be the southernmost lots of the whole development. Coun. Ron Sleeth was concerned that the wording of the draft agreement might create a problem in that it required construction of an access lane off Perth Road prior to construction of Phase 1 given the time of year and potential for freezing temperatures.

The wording was changed to allow construction of the access lane in the spring. Dep, Mayor John McDougall wondered about an area of the original development designated as commercial land. Mills said the commercial area was still included in the Phase 2 portion and wouldn’t be an issue for Phase 1. Mills said that overall, the changes weren’t that extensive. “The changes to the draft plan conditions mostly involve re-numbering of the lots,� Mills said. “There will be lots 1 to 7 in Phase 1 and lots 1 to 9 in Phase 2. “A temporary turning bulb will be at the north end of Phase 1 to accommodate proper road maintenance until such time as Phase 2 is developed. “The revised draft conditions need to recognize the new numbering of the lots so that the specific conditions still apply to the appropriate plots of land. Other changes include the requirement for lighting at the new turning bulb and a change to the requirement for a sidewalk.� The draft plan now goes to Frontenac County for approval.

News — There was something in the air for Halloween in Sharbot Lake this year, the like of which has probably never been felt before, nor is it likely to be repeated in the near future. First of all, the weather was rather co-operative. It wasn’t balmy by any means. However, it was a welcome departure from some of the cold, rainy, even snowy Halloweens of years past. As one young reveler put it: “at least I don’t have to wear snow pants under my princess dress.” As darkness fell, there was a tangible spirit descending on the sleepy hamlet. The air was crisp in a good way, you know, the kind of night when the streetlights had a halo about them. Groups of people began arriving . . . adults with their faces ghouled up leading their squadrons of Fro-

zen princesses, witches, warlocks, superheroes amidst the various varieties of undead. Of course there have been many times when the settlement has filled with people, for example Canada Day. But not even long-time residents could remember an evening such as this. In the downtown core, the groups moved from the grocery store, to the pharmacy, to a brief warming/bathroom break at Oso Hall. Along Elizabeth Street, spooks of all shapes and sizes took to their porches and verandas to pass out treats, rather than hiding behind their doors. There was a pair of them in front of Community Living and the ghost of Karen McGregor glided along her porch like a lurking spirit awaiting the arrival of . . . something. After taking a few pictures, I was about to retire and reflect upon the scene when I rand into Paddy

(Town Crier) O’Connor in the grocery store. As children dug for treats in the witch’s cauldron, he said: “Have you been over to the haunted house yet?” I replied that I hadn’t and it became clear that this simply would not do. “C’mon,” he said. “You have to go. I want to go again. I’ll buy you dinner.” OK, so we’re going to the haunted part of Hotel Creepy. There was definitely an air of apprehension in the lineup. Televisions with nothing but snow on them contributed greatly to this. (“They’re baaaa-ack.”) Inside, the darkness and dangling things emphasized the feeling of claustrophobic dread. I paused to watch the teddy bears on the bed, trying to determine how many of them were actually moving.

And then, the blood-curdling scream right behind me. I jumped and uttered an expletive before navigating my way through the maze at lightspeed. There was much more to the haunted hotel but that will be for others to tell. For myself, I was much too involved in getting the hell out of there to make many observations. Clearly Hotel Creepy was a highlight of a strange, magical evening. Literally hundreds of people entered during the two nights. It’s unclear as to how many made it out. And I won’t ever trust teddy bears again.

Ownership of Sydenham Library officially being passed over to South Frontenac By Craig Bakay

News — Although it’s unlikely the majority of South Frontenac residents knew this, the building that houses the Sydenham branch of the Kingston Frontenac Public Library doesn’t actually belong to South Frontenac. But South Frontenac Council decided at its regular meeting last week in Sydenham to rectify the situation. “We are responsible for maintenance, it’s on our land but we don’t

own it,” said CAO/Clerk Wayne Orr. “It’s an anomaly that needs to be corrected.” The building is actually owned by Frontenac County, as a result of the eccentricities of obtaining a federal/ provincial funding grant, Orr said. “The Sydenham Library construction project was partially funded through the Build Canada Fund,” Orr said. “The final cost of the building was $2,136,00 with about one-third of the project being funded by the Township. “The project was finalized in

early 2012.” He said that in order to qualify, the County applied for funding on the Township’s behalf. An agreement was entered into with the County where they would pay the invoices related to the construction of the Sydenham Library and would process the claims to receive reimbursement for all eligible expenditures from the Build Canada Fund. Dep. Mayor John McDougall wondered at a stipulation in the funding agreement whereby the County would retain ownership for

Orr explained that there is an exemption to that provision when the principles involved are both government entities. “The 10-year period is there so that municipalities aren’t building things and selling them off for profit,” Orr said. He said that in order to enact the transfer, the County contacted the Ontario Ministry of Agriculture, Farming and Rural Affairs where a notice of intent to transfer was made after which a period of 180 business days has to pass before the transfer could take place. “The time period ended Nov. 3, 2015,” he said. The County already approved the

transfer at its meeting on Jan. 21, 2015. The Township has been insuring the building and it is not currently included in the Township’s asset management plan, treasurer Louise Fragnito said in her report. “In assuming this building, it will be transferred and recorded on the Township’s asset register at net book value which is approximately $1.9 million,” Fragnito said. Ownership of the library building will be retroactive to Nov. 2, 2015. All legal costs related to the transfer of ownership will be covered by the Township. The original agreement with Build Canada was entered into in October of 2009.

News — South Frontenac Council decided to continue its relationship with Local Authority Services Ltd (LAS) to serve as the Township’s closed meeting investigator at its regular meeting last week in Sydenham. LAS is a fully owned subsidiary of the Association of Municipalities of Ontario (AMO) to provide closed meeting investigator services. Municipalities are free to appoint their own investigators or to use the Ontario Ombudsman if they so choose. South Frontenac has used LAS for the past two years. However, Coun. Ross Sutherland questioned using LAS. “My concern with LAS is the appearance of competence,� Sutherland said. “If I came to you and said ‘you

did something wrong,’ and the person investigating is someone we hired, there is a perception problem. “The Municipal Act anticipates that municipalities will appoint their own investigator and that we are a responsible body capable of appointing our own investigator.â€? Mark Schjerning asked if LAS might be quicker than the Ombudsman. “The response time from the Ombudsman can vary depending on how much is in the queue ahead of it,â€? said CAO/Clerk Wayne Orr. “LAS has more flexibility to respond. Cats and gravity: or why they like to knock things on the floor Column — After an extensive period of Facebook/YouTube research, I’ve become convinced that cats, are, indeed, very much interested in gravity. Most convincing were the videos of cats knocking things off tables, desks, whatever they can get to. In every recorded case, the cat watched the object fall to the floor (more on this in a minute). Direct observation would tend to confirm this theory. Although she prefers to do most of her work unobserved, Mona the Wonder Tabby has been known to hop up on the coffee table and subsequently knock something off it. She does watch it fall but what is unclear is whether her motivation is scientific interest or merely yet another attempt to annoy the human she lets live in her house. As to cats watching the falling object, it could be that they are expecting it to roll in mid-air, such as

to ‘land on its paws.’ Cats do indeed land on their paws when dropped even when they are released with their backs to the floor. Repeated trials of this phenomenon are somewhat difficult to come by, if Mona is any indication. (That cat is mean enough without provocation.) This behaviour of cats, ie, their paws hitting the ground first, has even led to speculation that it could possibly be connected in some way with the observation that toast always falls butter-side-to-the-floor such that the two effects might be combined in such a way that an anti-gravity machine would be created. (There’s even a Wikipedia page devoted to Murphy’s Law application for antigravity cats, seriously, we couldn’t make this stuff up.) The idea is to attach a piece of buttered toast (butter up) to the back of a cat and let it fall. The theory goes that each of the phenomena would engage, causing the cat to spin in mid-air. Strangely enough, there’s a lack of empirical data on this, but there is no shortage of explanations of what can go wrong

during the experimental process. Further research suggests that the originator of this concept was the playwright/author Oscar Wilde, who, as the story goes, hit upon the idea while trying unsuccessfully to get two bisexual women back to his place at the same time. On this same page, 15 theories are presented to explain why, during experiments of this type, the cat inevitably disappears. Of these, the second theory would appear to hold the most promise. It goes something like this: cats are pan-dimensional beings who, in times of trouble, purr in order to open a travel portal to their home dimension. (Cats only stay in this dimension because there seems to be plenty of food and plenty of people stupid enough to feed them.) If indeed cats do originate in another dimension, it could be that gravity does not operate in a similar fashion to this dimension, if, in fact, it exists at all. This also might provide an explanation for the Schrodinger’s Cat dilemma. The cat is neither alive or dead in the box, it’s merely purred its way back to the cat dimension.

A cabinet that looks like Canada Editorial - More than 70 per cent of voting Canadians went to the polls on Oct. 19 looking for something different – and by the looks of it change has come to the True North, strong and free. On Nov. 4, Prime Minister Justin Trudeau introduced his gendered-balanced 31-member cabinet comprised of 16 men (including himself) and 15 women, to a captivated crowd of 3,500 gathered at Rideau Hall to watch the swearing in of the country’s 23rd prime minister. Below are some of what we think are the more noteworthy picks: There’s former British Columbia Crown prosecutor Jody Wilson-Raybould, appointed Justice Minister and attorney general. Ms. Wilson-Raybould served as adviser to the B.C. Treaty Commission and was regional chief of the B.C. Assembly of First Nations. She is a member of the We Wai Kai Nation. Our newest Minister of Defense is Harjit Singh Sajjan, a former Vancouver Police officer with the city’s organized crime unit. By the way he is also a former. Lt. Col in the Canadian Armed Forces, who served in Afghanistan and Boznia-Herzegovina. The appointment for Minister of Health is Jane Philpot, chief of family medicine at Markham’s Stouffville hospital, and assistant professor of family and community medicine at the University of Toronto. Ms. Philpot spent nine years working as a doctor in Niger, and was instrumental in helping Ethiopia create its first family medicine training program. Those aggrieved by the idea of consciously appointing a diverse, genderneutral cabinet will generally make some kind of appeal to the effect of: â€œYour arbitrary decisions have upset the Natural Order of Things. Please return them to the default state of Pure Justice. â€? By now, however, many commentators have pointed out that previous cabinet appointments have neither been exactly just, nor pure. As we have seen, Canadians, in their role as our democracy’s great board of directors, have this time around hired some extraordinarily competent members of parliament, and the prime minister has succeeded in selecting a diverse and representative crew, while maintaining the Cabinet’s integrity as an elite legislative body symbolizing the best of our society; it’s pretty hard to argue with an accomplished lawyer becoming justice minister, a highly respected doctor of medicine appointed health minister, a Nobelprize winning scientist (Kristy Duncan) becoming science minister, with an astronaut (Marc Garneau) selected Minster of Transport (how frigging awesome is that?).Â

News – For Bailey Whitehouse, 19, Remembrance Day has always been an important occasion. “Every year since I was four years old I have laid a wreath on Remem brance Day,� explained the St. Lawrence College student. “Both sides of my family have a military history and my grandparents on both sides served so there is a personal connection for me.� This year, Whitehouse once again laid a wreath on Remembrance Day, but this time she did it on behalf of the Vimy Foundation, a Canadian charity with a mission to preserve and promote Bailey Whitehouse, 19, laid a wreath at the Cenotaph Canada’s First World War legacy as in Kingston on Remembrance Day on behalf of the symbolized with the victory at Vimy Vimy Foundation. People didn’t just decide that they were going to go to war, they did it out of necessity and I think it needs to be recognized more. News - It may be the beginning of November, but Santa is already hard at work; on Nov. 2, the man in red visited Family and Children’s Services in Fron-

tenac, Lennox and Addington (FACSFLA) to kick off their annual Tree of Hope campaign. Each year the campaign, which initiated in 1894, asks the community to donate toys and other items to FACSFLA for children in need. Last year, the

agency helped over 900 children receive gifts and this year they are hoping to help even more. “As always, we are asking for donations of toys and money, but there are a few changes this year,” explained Steve Woodman, executive director for FACS-

FLA at the campaign launch on Nov. 2. “We are asking community members to give gifts unwrapped this year to ensure that we get the gifts we need to the families that are appropriate, and we are also asking for more than just toys.” Woodman went on to explain that

many of the families in the area need more than just toys and in an effort to get the items they really need, the agency has set up a list online to help donors. Continued from page 18

“We need some bigger items like cribs, children’s beds and car seats for newborns,” he said. “We also need donations of money for the extras we contribute to like paying an emergency heating bill or helping a family that is in financial trouble.”

To help get the word out to community, FACSFLA teamed up with a couple of co-chairs this year. As always Santa is chairing the campaign, but this year the Commerce Society at the Queen’s School of Business and the Newburgh Community Christmas Concert are also helping. “When we started looking for chairs, a couple groups came to mind right away;

we thought of the Commerce Society because each year they hold a toy wrapping drive where students buy, wrap and send toys to our agency for our campaign,” said Woodman. “They do a great job supporting us and we are happy to have them on board.” FACSFLA also received support at their launch from Kingston Mayor Bryan

Paterson and MP-elect for Kingston and the Islands Mark Gerretsen. Both politicians spoke about the importance of the campaign and the generosity of Kingstonians year after year. “It truly is amazing to see the different community partners coming together to give kids, who may not have the chance otherwise, a Christmas,” said Gerretsen.

Reservations and Deposits: Early reservations are essential, as space is limited. A non-refundable deposit of $100 per person for extended tours is required at the time of booking. The balance of your tour cost is due 30 days prior to departure. All tours are payable in Canadian funds. Insurance: Trip cancellation insurance covers you from time of insurance purchase. Ask our staff for details. Cancellation Policy: Due to guarantees, we are required to make it necessary to impose a cancellation policy. Cancellation up to 30 days prior to departure will result in the loss of your deposit. Cancellation within 30 days of departure will result in the loss of all money. Times: Departure times, pick-up times and location, baggage tags and hotel lists will be sent approximately ten days prior to departure or upon receipt of final payment in the case of late bookings. Luggage: Limit of one suitcase per person to be carried under the bus and one small tote bag per person as hand luggage. Escorts: Extended and most day tours are accompanied by an experienced escort who is close-by assisting in any way possible to ensure the finest tours. Admission, Side Trips & Meals: Tours include the cost of side trips, guided tours, etc. unless otherwise noted as optional. Meals are not included unless specified in the tour itineraries. Unused features are not refundable. Handicapped Persons: Must be accompanied by a companion of their choice who is able to administer necessary assistance. There are no companion discounts. Accommodations: Although every effort is made to secure rooms with twin beds, it is not always possible and some rooms, at times, may have one double bed for two persons. If you must have twin beds, please specify at the time of booking and we will be happy to accommodate you. Identification: Passengers should ensure that they have proper identification for border crossings. Canadian citizens must have a valid Canadian passport for tours in the USA. Passengers travelling to other destinations and citizens of other countries may require additional identification. It is the passengers’ responsibility to have proper documentation. Smoking: Our Motor Coach is 100% smoke free. We do stop at frequent intervals giving passengers the opportunity to smoke. Prices: All prices published are in Canadian funds. Prices are accurate at the time of printing and are based on current exchange rates, air fares, fuel prices, etc. We reserve the right to alter these prices at any time prior to departure should changes occur. Air, Rail and Cruise Tours: The above conditions apply to motor coach tours in Canada and the USA only. Tours that involve air flights are subject to other requirements and conditions as printed. Responsibility: Howard Travel acts only in the capacity of an agent in arranging transportation, accommodations or any optional sightseeing tours, etc. As such, we are not responsible for damages, loss, delay, injury, or accident due to weather or other circumstances beyond our control. We reserve the right to cancel any tour at any time or make any changes in any itinerary as we deem necessary.
