Over the next few months, you’ll see continued relocation of utilities. Construction on the roadway is expected to start in early 2023.
It's a huge deal because we're getting ahead of what will happen once the 635 project is complete.

• Open new eastbound I-635 frontage roads between Northwest Highway and La Prada Drive
Street and transportation improvements are also being made through a $122.25 million investment approved by voters in the 2019 Build Garland Bond Program. Progress continues on Naaman School Road improvements, one of the largest projects in the program. Naaman School Road will be expanded from a two-lane roadway into a four-lane divided street between Brand Road and State Highway 78 (Lavon Drive) doubling the capacity of this road which currently experiences 18,000 cars passing through per day.
• Continue bridge construction along the project, including: Greenville Avenue, Abrams Road, Forest Lane, Royal Lane/Miller Road, Jupiter Road, Centerville Road/Ferguson Road, Northwest Highway, Shiloh Road, Oates Drive, Galloway Avenue and La Prada Drive
Shiloh Road is a major gateway into Garland from I-635. The Texas Department of Transportation will provide the final 900 feet of South Shiloh Road within Garland city limits as part of the 635 East Project, a $1.7 billion state investment to provide more lanes of travel and continuous access roads in Garland's busiest traffic corridor.

A monopole traffic signal spans the width of the Shiloh Road-Garland Avenue-McCree Road intersection with mounted lights and turn signals for each street on a single structure — something of a marvel say the engineers, street and transportation professionals who were among many City departments involved in the project.

And we’re not through with Shiloh Road. Its next segment, Kingsley Road to Miller Road, was approved by voters in the 2019 Bond Program and is currently in the design phase.
City and Dallas County officials celebrated the completion of the Shiloh Road Improvement Project Friday, Aug. 5. But for many motorists and Garland residents, the celebration is daily.
About 44,000 vehicles use the Garland-Shiloh-McCree intersection per day. More than 17,000 vehicles use Shiloh Road per day between Kingsley Road and Garland Avenue and the workload on Shiloh increases to 18,600 vehicles per day between Garland Avenue and Interstate 635.
• Relocate the westbound I-635 exit to Skillman Street between Royal Lane/Miller Road and Plano Road
Utility relocation is underway on Holford Road between the Garland city limits and the President George Bush Turnpike. Holford Road, a two-lane asphalt street, will be expanded into a four-lane divided concrete street with curbs, dedicated bike lanes and trails, and some unique landscaping in the medians. Future phases will improve the south end of Holford Road, from the turnpike to Arapaho Road. Construction of the first phase is anticipated to start in early 2023.

The project (photo, left) spans 11 miles of I-635, beginning just east of U.S. Highway 75 to Interstate 30. It includes the interchange of I-635 and I-30 and areas of I-30 near the interchange. Construction began in spring 2020 and will last through late 2024.

A Fundraiser Benefiting Garland Crime Stoppers
The
Garland Crime Stoppers’ annual Taste of Garland fundraiser will be 6 p.m. Saturday, Oct. 22, at The Atrium at the Granville Arts Center, 300 N. Fifth St. in Downtown Garland. Garland Crime Stoppers is a non-profit, volunteer organization that pays cash rewards for information leading to the arrest and indictment of criminals for offenses ranging from theft to capital murder. Since its inception in 1983, Garland Crime Stoppers have paid out more than $190,000 in rewards for anonymous tips resulting in more than 800 arrests and more than $2.5 million recovered in stolen property.

Construction on nine additional playgrounds started in July, with completion anticipated by summer 2023.
Rosenthal was director for the McKinney Performing Arts Center and McKinney Main Street. She helped build McKinney's arts programs and spearheaded efforts for cultural district designation from the Texas Commission on the Arts – something she also wants for Garland.
"A cultural district designation will help unify our efforts for arts and cultural programs in addition to generating awareness and new funding opportunities."
“The Cultural Arts Master Plan sets a vision for arts that will help define Garland as a destination,” Rosenthal said. “We have such a rich history of live performance in Garland. Adding a limited number of regional and national touring artists will help attract and introduce new audiences to all of the wonderful things happening here.”
Construction at Hollabaugh is expected to take 12 to 18 months. Construction at Holford is expected to take two years.
Construction is set to begin on renovations and improvements to the Gatewood Picnic Pavilion, 4917 Duck Creek Drive, and the nearby parking lot and sidewalks.

The Parks & Recreation continues to add to the list of renovated playgrounds open for use! We started in 2021 with Bob Hall, Lou Huff, Douglas, Oaks Branch, Duck Creek Greenbelt, Dorfman, Harold R. Bisby, Grissom and Edward White parks, all of which are open. In addition, many of the playgrounds in the next phase are open or nearly complete, including at Alamo, Cullom, Meadowcreek Branch and Peavy parks and the Winters Softball Complex. Betsy Ross park will open soon and completion at Independence Park is anticipated this fall.
"Garland has beautiful facilities, an incredible creative community, and a growing public art program,” said Rosenthal, who will help shape Garland’s public art policy. “It's such an exciting time to be here, and I'm very grateful for the opportunity."
The 2019 Build Garland Bond Program will relocate and rebuild Fire Station No. 6. The new location is along the President George Bush Turnpike, just south of Campbell Road. The new 12,800-square-foot facility will include three apparatus bays and support areas, living quarters and a day room, a fitness room and individual sleeping quarters for nine. Construction is anticipated to start this fall
Holford Recreation Center is also slated for renovations and will close to the public at the beginning of October. A new 40,000 square foot recreation center, aquatics facility and parking expansion are planned.

Due to impending construction, the Gatewood Pavilion is closed. Don’t worry, the City of Garland has several park pavilions available to rent. These inexpensive, open air facilities are great for birthday parties, family reunions, barbecues, sports team parties or church picnics and can be reserved online at GarlandParks.com
A walking track, basketball court and pickleball court are planned, as are a new entrance, reception and lobby area with seating. On the exterior of the building (rendering, above), two canopies will be installed connecting the building to the pavilion, providing protection from the elements.

September Is National Preparedness
While the threat of severe weather is lower than in spring, there is always a risk for thunderstorms, lightning and even tornadoes. With an abundance of outdoor activities planned in the fall, it is important to remember what to do when severe weather strikes. Here are a few tips: How do I know if severe weather is coming? Have multiple ways of receiving warnings and make sure you are set up to receive alerts for your area (utilize the Garland Alert System, NOAA all-hazards radio, weather apps, etc.). Are you registered for the Garland Alert System? If not, visit GarlandTX.gov/OEM and register today. What if the road ahead of me is flooded? Turn around, don’t drown! Do not drive through flooded roadways. Flood water often damages roadways and the water may be deeper than it appears. It only takes 12 inches of moving water to sweep away a vehicle. Call 911 immediately to report hazards such as downed power lines, trees or flooded areas including roadways. What do I do when I hear sirens? Seek sturdy shelter immediately. Move to an interior room without windows (put as many walls between you and the outside as possible). Then, seek more information about the specific hazard triggering the activation by turning on a radio or TV, or checking official social media accounts or trusted apps to find out what additional actions to take or when the threat has passed.

September is Library Card Sign Up Month, and Garland residents have several reasons to celebrate!

To receive a new or replacement card, present a valid, government-issued photo ID and clear all previous bills for lost or damaged items. The libraries are also now offering mobile hotspots, devices that use wireless cellular technology, to provide users with internet access for their tablets, computers, gaming consoles and other Wi-Fi enabled devices. The hotspots are portable and allow users to connect up to 15 devices. Garland libraries are providing 50 hotspots initially as a way to increase internet access among residents. A select number are available at each library location.
All Garland libraries went fine-free in 2021, which means the library no longer charges late fees. That makes it the perfect time to return to the library, even if you have overdue materials or a lost library card.
To prevent damage, staff ask that hotspots be returned to the library’s Circulation Desk and not via the exterior materials returns. Borrowers agree to return hotspots in the same condition received. Borrowers must reimburse the library for lost, damaged or stolen equipment. Service to overdue hotspots will be discontinued and the units made unusable after 48 hours. Hotspots not returned within seven days after the due date will be assumed lost, and the borrower charged.
Garland residents ages 18 and older with library accounts in good standing may check out one hotspot per adult library card. Hotspots check out for one week and may be placed on hold, though the library will not be able to guarantee availability for a specific time or date. Residents may renew the hotspots if no one else is waiting.
