The scientists and engineers of Naval Surface Warfare Center Indian Head Division (NSWC IHD) were joined by local, state and federal leaders Nov. 1 at a ribbon-cutting ceremony opening the long-awaited Energetic System andTechnology Laboratory Complex at Naval Support Facility (NSF) Indian Head. Maryland Senator Ben Cardin and Rep. Steny Hoyer heralded the complex as a new chapter in the storied history of NSWC IHD, the Navy's center of excellence for energetics. The celebration began with a tour of the state-of-the-art, 27,604 squarefoot facility, designated Building 3157. NSWC IHD officials briefed Cardin and Hoyer about the critical military capabilities that will be developed and refined at the new lab, the first phase of what is planned to be five new buildings comprising a new engineering campus for the command. The project will consolidate work now done in 22 older buildings spread across NSF Indian Head, offering energy savings and increasing the efficiency of NSWC Indian Head Division operations.

Contract for new steam distribution system Goddard Power Plant set for demolition; replacement will cut energy and water consumption The Navy's last coal-fired power plant is set to close after Naval Facilities Engineering CommandWashington awarded a $68 million contract to Clark Construction and The Bell Company on Sept. 28 to build a more efficient facility. The funded military construction project will provide Naval Support Facility (NSF) Indian Head with decentralized steam and a 3.5 megawatt cogeneration facility for electricity and steam. A combination natural gas turbine and heat recovery steam generator will replace the installation's Goddard Power Plant in 2014. Demolition of the Goddard power plant complex is scheduled for completion in 2016. "The Goddard Power Plant com-

plex began operations in 1957 and has exceeded its service life," said Capt. Ken Branch, commanding officer, NAVFAC Washington. "This new project will save millions of dollars for the Navy and allow us to be better stewards of the local environment." Constructed in 1957, the Goddard Power Plant generates steam, compressed air and approximately 67 percent of the electric power used at NSF Indian Head. The power plant requires frequent costly repair and maintenance. Because of the outdated equipment, both steam production and steam transmission have become unreliable, directly affecting the mission of the supported commands

NSF Indian Head celebrates Halloween

NSF Indian Head MWR hosted the third annual Halloween Spooktacular on Saturday, 27 October. Over 250 people attended and fun was had by all. Participants, both young and not so young, enjoyed a hay ride, selecting a pumpkin from the pumpkin patch, arts and crafts, face painting, food, music and a haunted house. Each year this event grows bigger and better, leaving people looking forward to next year. Thank you to all who came out to enjoy a little Halloween spirit with MWR!

NSASP hosts deer hunt for Wounded Warriors By Andrew Revelos NSASP Staff Writer Naval Support Activity South Potomac (NSASP) and theWoundedWarrior Project hosted a deer hunt Oct. 27 at Naval Support Facility Indian Head's Stump Neck Annex. Six wounded warriors enjoyed a hearty lunch with the base's firefighters before heading out to the woods in search of antlers and venison. Unusually warm temperatures did not make for ideal hunting conditions, but months of preparation and planning by firefighters assigned to NSASP paid off. As the sun lowered in the sky and shadows darkened the woods, shots rang out through the trees. The wounded warriors came into the hunt with various levels of prior hunting experience. Some enjoyed hunting regularly; others had not been able to enjoy the pursuit due to deployments and hospital time. For Sayngeun Phounamkha, a wounded Army veteran, the day was his first ever hunt. His motivation for trying out hunting was simple: he wanted to experience something new. Being a novice, however, Phounamkha used some humor to manage his expectations for the day. "I know I've

"I don't know what things will look like out there; I just took my [hunter] safety class last week." Previous, unsuccessful attempts at fishing led Phounamkha to believe he might not be cut out to be an outdoorsman. His guide for the day, firefighter and longtime hunter Bill Robey, shared one of his favorite spots for the hunt. The ground blind was situated close to the Potomac River, under a stand of mature oak trees bordered by thick brush. It was an outstanding site and

testament to Robey's hunting experience. No matter how good the preparation, however, it is a rare hunt that goes exactly according to plan. Phounamkha and Robey entered the blind and loaded the shotgun. Hours passed and no deer revealed themselves. Perhaps it was the warm weather; perhaps it was the approach of Hurricane Sandy, which was expected to hit the region the next day. Small talk about hunting, the military and life in general helped pass the time. Phounamkha showed patience that was a cut above mostnovices,buttheconfined quarters of the blind seemed

to make his body ache. A few shots rang out in the distance, making the wait all the more difficult. The deer were obviously out there, but would they come into view neartheblindandofferashot? At roughly 5:30 in the evening, Robey's scouting paid a dividend. As the shadows grew longer, a doe walked into view. Phounamkha raised the shotgun and fired a perfect shot. The doe crumpled into the leaves and Robey congratulated Phounamkha.The crickets chirped, an owl hooted and the normal evening chorus of the woods returned. It was unclear

The howling winds and driving rain from Hurricane Sandy that were predicted for the region arrived last week, but mercifully left the area none the worse for wear. Though some trees came down and there were spotty power outages, the brunt of the storm's fury ravaged the upper East Coast. Just viewing the unthinkable devastation to our neighbors to the north is proof enough that you must have a plan in place for you and your family. Base officials spent several tense days setting Conditions of Readiness for Sandy to protect base assets and residents. Messages, weather briefs and conference calls were conducted throughout the week and weekend with NSASP Crisis Action Team members and supported commands with a checklist of preparations that should be completed as the storm came closer. Some supported commands instituted Mission Essential Personnel only report, unscheduled telework and leave policies or closed their operations on Monday and Tuesday. You should also have a checklist for you and your family. A predicted Nor'easter this week is just the beginning of winter weather, which brings the threat of ice, snow, wind, dangerous road conditions and prolonged power outages. The NSASP Family Disaster Preparedness Guide, located at http://issuu.com /garyr.wagner/docs/family_disaster_pre paredness_guide, provides guidance on how to prepare for a variety of emergency situations. The guide includes steps for making a family plan for disasters and emergencies; facts about natural and man-made threats; advice about specialneeds family members, children and pets; steps for making a Family Disaster Supply Go-Kit and a fill-in Family Plan for Disasters and Emergencies (pull-out section) that can be pulled out and copied for family members. The pull-out sections also include contact numbers for county information and support. Educating your family on the plan is of utmost importance. Registering for KGAlert or Charles County Alert allows employees to get quick notification on not only base happenings but also weather and traffic information around the base. Employees should also be familiar with their command notification system and contact any necessary numbers to get specific information for their command. On the morning of October 31st, the mock polls opened at Dahlgren School. Students in grades 1-8 registered to vote, received their voter registration cards, and voted. Campaign posters were posted outside of the polls. Using the new "Smart response clickers," students voted and then received "I voted" stickers and flags, thanks to the PTO. The results were close with 53 votes going to Obama and 46 votes going to Romney. Dahlgren School teachers Mrs. Minnick and Mrs. Bonaime set up the "election" with the help of several parent volunteers. Students learned the importance of the right and responsibility of voting as a citizen.

"I'm former military myself," said Capt. Bill Massey, firefighter assigned to NSF Dahlgren. "My son is now in the Marine Corps. I've always wanted to help with Wounded Warriors." The memory of Vietnam veterans coming home weighed on Massey, who also serves his community as a volunteer firefighter. "Trying to make it different [this time] and recognize

these veterans for what they have done and what they're doing... I've always wanted to do that. Anytime you can help somebody and make a difference, whether it's a smile or making their situation better, that's all I look for." Massey was joined by several others who volunteered their time to guide and prepare for the hunt. Robey, lead firefighter Bill Crutchfield, firefighter John Price, Seth Berry, natural resources manager for NSF Indian Head, Jeff Bossart, NSASP environmental program director, and several others, including active-duty military service members helped make the hunt possible.

on NSF Indian Head. Furthermore, in order to become compliant with new Clean Air Act standards, the Goddard Power Plant would require extensive upgrades. Once the new natural gas facilities are completed, the deactivation and demolition of the Goddard Power Plant will result in a significant reduction in environmental impacts. The new system will cut energy use by 50 percent, water consumption by 75 percent and steam requirements by 80 percent, resulting in approximately $7.5 million savings each year. Additionally, more than 50 billion pounds of carbon emissions will be reduced each year. Natural gas, a cleaner and more efficient fuel source, will serve as the primary fuel for the new steam- and power-generation facilities. NSF Indian Head currently does not have any natural gas distribution infrastructure, and the nearest natural gas supply line is located approximately 5 miles northeast of the installation in the Bryans Road, Md. community.The project will include the construction of a new natural gas transmission line from Bryans Road to NSF Indian Head. "This is a great success for not only Naval DistrictWashington and NAVFACWashington, it's a tribute to the Chief of Naval Operation's Task Force Energy and Secretary of the Navy's energy and environmental focus," said Branch. "Each year with the current plant, we're moving 46 million pounds of coal more than 400 miles by rail, barge and finally truck to Indian Head." "This was a very challenging procurement," said Cmdr. Matthew Riethmiller, NAVFAC Washington assistant operations officer. "Replacing a utility system of this size is never easy, but obviously the energy, environmental and financial benefits required our success." The Navy coordinated an environmental assessment with federal and state resource agencies to evaluate the potential impacts of the proposed project on the human environment. The assessment highlighted adverse effects to historic properties at NSF Indian Head, including the demolition of three buildings, up to 10 miles of steam lines, and up to 5,000 feet of railroad tracks that have been determined eligible for listing on the National Register of Historic Places (the Register). In accordance with Section 106 of the National Historic Preservation Act, the Navy notified the Advisory Council on Historic Preservation, the Maryland Historical Trust's State Historic Preservation Officer (SHPO) and federally recognized tribes of these adverse effects. Historic American Engineering Record (RAER) documentation is underway to mitigate the adverse effects to historic buildings within the Naval Powder Factory and Extrusion Plant Historic Districts pursuant to a 2010 Memorandum of Agreement (MOA) with the Maryland SHPO for general demolition within these Districts. The Navy and SHPO have completed a MOA regarding the military construction project, and a separate MOA for the disposal of excess railroad tracks associated with NSF Indian Head. These MOAs include appropriate stipulations to alleviate the remaining adverse effects to historic resources. The Navy completed the environmental assessment and signed a finding of no significant impact on Sept. 21. NAVFACWashingtonPublicAffairscontributedtothisreport.

The Navy gets an opportunity to continue demonstrating leadership in environmental stewardship and compliance with the Americans with Disabilities Act." Building 3157 is LEED Silver-certified and features a vegetative roof that conserves energy and a permeable parking lot to reduce storm water runoff. Smith said that the new facility will also help retain highly-qualified employees, calling the building a "win" for "nation, Navy" and NSWC IHD. "We're really excited to have this new building," added Dennis McLaughlin, technical director for NSWC IHD. "It really means a lot to us. For years our system engineering department has been spread out all over this site. It's hard to get work done, but we've done it and we've done some cutting-edge work for our warfighters right here in Indian Head. Now, we can do it even better and even more efficiently."
