Sacred Steel: historic gun barrel leaves Dahlgren, heads to Arizona By Andrew Revelos NSASP Staff Writer Every day onboard Naval Support Facility (NSF) Dahlgren, engineers and scientists work to refine the next generation of the naval combat systems vital for the nation's defense. On an installation as historic as Dahlgren, however, focusing on the future sometimes makes it easy to overlook icons of the past. One such icon is on its way to Phoenix, Ariz. where it will assume a place of honor in a state with a name forever associated with Dec. 7, 1941. For decades, the 14-inch/45-caliber Mark 12 gun number 41 that once called USS Arizona home lay forgotten near the gun line of the Potomac River Test Range (PRTR), the Navy's premier site for proof testing and calibration of naval guns. The 74-ton barrel, breach and yoke was not on the Arizona when the Japanese attacked Pearl Harbor on Dec. 7, 1941; the gun was removed in 1938 for an upgrade and later saw extensive action onboard USS Nevada, which fired hundreds of 14-inch shells at D-Day and Operation Dragoon in southern France. The latter battle, so often overshadowed by other operations in the European theater, included a duel with a formidable Nazi coastal defense battery known as "Big Willie." FCCM (SW) Steve Skelley recounted the action a 1995 article in the Dahlgren Bullet. According to Skelley, "Big Willie" missed a roughly 30,000 yard shot at USS Nevada by 500 yards. A return salvo from Nevada, the Free French battleship Lorraine and HMS Ramillies destroyed one of "Big Willie's" guns and most of the battery's range finding and targeting equipment. After firing 244 shells, gun 41 was removed from the USS Nevada in 1944, relined and placed into storage. Naval guns of the era were designated by number, followed by the number of times the barrel was relined. Number 41 served onboard the USS Arizona in L configuration and the USS Nevada in L2 configuration. After relining a third time, the gun went into storage designated gun 41L3. Destined for World War II memorial

After leaving NSF Dahlgren by truck, the gun will travel by rail to Phoenix and become a centerpiece

of a World War II memorial planned for Wesley Bolin Plaza near the Arizona State Capitol. Gun 41L3 will be joined on the mall by a 16-inch barrel that served onboard USS Missouri and was present at the Japanese surrender in 1945. The naval guns of the memorial will serve as "bookends" to the American effort in World War II. In the 1990s, Arizona Senator John McCain sought barrels from the USS Arizona, but the barrels in question went to a memorial in Pennsylvania. Military history enthusiasts in Arizona kept up the fight and approached the Dahlgren History Project in early 2011. Though the Dahlgren History Project was initially unwilling to part with such an iconic piece of naval weaponry, the decision to permanently loan the gun to Arizona came easily when Navy historians heard about plans for the memorial in Phoenix. "It sounded very impressive," said Wayne Harmon of the Dahlgren History Project. "We applaud the preservation of historic Navy artifacts. They would take the barrel and clean it up, shine

helped fund the effort. "We've been doing all of this with private funding," he said. "The budget has been around half a million dollars. We are well on our way, but still raising tax monies. We're not using any tax dollars; everything is coming from private contributions." The Arizona National Guard will spearhead the refurbishment of gun 41L3 and state officials hope to have the gun ready for ceremonies Dec. 7, 2012.

"This (event) brings back memoriesthatIhavenotthoughtofinmany years," said Saunders, who traveled from Newport News, Va., to see the Arizona gun move after its hiatus of more than 63 years at Dahlgren. "It fulfilled all my expectations." The gun barrel - removed from the Arizona to be relined before World War II - was at the Dahlgren Naval Proving Ground for proof testing when the attack on Pearl Harbor occurred on Dec. 7, 1941. "Dahlgren is proud to support the State of Arizona in honoring and commemorating their citizens' WorldWar II service, dedication and sacrifice," said NSWCDD Operations Department Head Pete Kolakowski who led Dahlgren's efforts to transfer the gun to Arizona. "NSWC Dahlgren Division was instrumental (during World War II) in ensuring the weapons and tools to defend our freedom were the best available - this is still true today." Naval Facilities Engineering Command (NAVFAC) Washington transportation director Ronald Cheek - on site to ensure a successful lift and transportation of the 147,000 pound gun with its barrel, breech mechanism, and yoke - said that part of his support for the Navy involves "preserving history," adding that "it's necessary so future generations know what our fathers and grandfathers did to serve this country and keep us free."

BMD security group recognized By Andrew Revelos NSASP Staff Writer Once again, the Aegis Ballistic Missile Defense (BMD) security group COGAR has been recognized with the Center of Excellence Award. "The Cogar Center of Excellence Award is awarded annually to a security operations center or installation that is contracted by COGAR in the National Capital Region," said Wilbur Dargan, COGAR site lead for Aegis BMD. "It is awarded for providing customers with outstanding security services by demonstration high standards of achievement and meeting expectations for efficiency and service, based on customer feedback." The Center of Excellence Awards from Falls Churchbased Cogar Group, Ltd., are determined through a comprehensive criteria. "Selection of the Cogar award is based upon a multi-phased process, according to Cogar requirements, that is performed over the course of a year," said Dargan. "The process involves evaluation, audit of performance in the area of client satisfaction, security officer training, leadership and work environment feedback." Indian Head NSF Indian Head Earth Day Events

NSF Indian Head will be honoring Earth Day with several events. On April 14, pitch in and help with the Potomac River Cleanup from 9 a.m. - Noon at the Dashiell Marina as part of the Chesapeake Bay-wide effort coordinated by the Alice Ferguson Foundation in Accokeek, Md. Trash will be removed from the shoreline and tallied in an effort to demonstrate the levels of trash entering the Chesapeake Bay Watershed. Interested volunteers should contact Travis Wray at 301-744-2262 or Dave Hoffman at 301-744-1616 to register for the event. Food and drinks will be provided at the end of the event. On April 19 at 11 a.m., a tree planting ceremony will be held in honor of Earth Day. The ceremony will be held at the side of Building D-323, which will include the planting of an American sycamore tree and an Arbor Day Proclamation. One American sycamore and American holly will be planted in other locations on the base but will not be part of the ceremony. Employees can also drop off used rechargeable batteries and cell phones for recycling. The cell phones and batteries will be shipped to Call2Recycle where they will be recycled. Call2Recycle is also receiving all government-used batteries from the base. Best of all, Call2Recycle is free! This includes your personal-use rechargeable batteries and phones: Nickel Cadmium (Ni-Cd), Nickel Metal Hydride (Ni-MH), Lithium Ion (Li-Ion),

IH Spouses' Club Opens "Treasures" Thrift Store

The recently established Indian Head Spouses' Club announces the opening of their "Treasures Thrift Store," located at 12 Strauss Ave. next door to the USO. The store is open every Tuesday from 10 a.m. to 1 p.m. Donations to the Thrift Store are accepted on Mondays and Tuesdays, but other donation appointments can be arranged. Spring Into Fitness Walk

May 2, 11 a.m. - 12:30 pm Join NDW in promoting National Physical

Fitness and Sports month with the Spring Into Fitness Walk 2012. Every base in NDW will host a 'fitness walk' simultaneously on Wednesday, May 2 from 11 a.m. - 12:30 p.m. The goal of the program is to have maximum participation at each installation and promote fitness. At NSF Indian Head the walk will start and end at Moyle Field, the entire course is about 2.5 miles and participants can walk as much or as little of the course as they are comfortable with. Upon completion of the walk, participants will receive a "Spring Into Fitness" pin and partake in healthy refreshments and a mini health fair. Employees of NDW are granted 90 minutes without charge to leave, by the Commandant NDW, if allowed by supervisor. This event is FREE and open to all eligible participants. Rain date is May 3. Annual Spring "Fishin' Buddies" Derby

Charles County's Parks Division will sponsor the 2012 annual Spring "Fishin' Buddies" Fishing Derby at Gilbert Run Park in Dentsville, on Saturday, May 5, from 7 a.m. to 12:30 p.m. Anglers will compete by teams, which must include one adult at least 21 years of age and one child between the ages of 6 and 15. Each team must supply their own rods and bait. Trophies will be awarded in the two age divisions. Bank anglers will compete separately from those who fish from a boat. NSWC Indian Head Division employees receive award for joint service effort By Mike Welding NSWC Indian Head Division Public Affairs The Department of Defense's (DoD) Joint Insensitive Munitions Technology Program (JIMTP) named two Naval Surface Warfare Center, Indian Head Division (NSWC IHD) employees as recipients of its 2011 JIMTP Team of the Year award at a conference held at the College of Southern Maryland in La Plata on March 27-29. The two NSWC IHD scientists, Mike Bonnano and Christine Knott, are part of joint Army/Navy team developing primer technologies for large caliber gun propulsion systems. The other team members are from the Army Research Laboratory (ARL) and Armament Research, Development and Engineering Center (ARDEC). Primers are energetic materials in gun propulsion systems that ignite propellants, which, in turn, propel gun system projectiles. Historically, primers, other propelling charges and ammunition are vulnerable to unintended detonation from kinetic energy impacts or cook-off from heat. DoD has funded efforts to develop energetic materials that are less sensitive to these threats, thereby making them safer to store

"The work performed by Mike and the team has lead to some key technical findings. Mike's leadership has allowed led the team to successfully accomplish the various diverse tasks." Bonnano also said the work his team is doing has benefits for all the U.S. military services.

"The technology can also be applied to Air Force gun systems," he said. "And the Marine Corps will benefit because they use many of the same large caliber gun systems the Army has." The Army team members are Dr. Eugene Rozumov from ARDEC and Drs. Richard Beyer, LangMann Chang, Steven Howard, Michael Nusca and John Schmidt, all from ARL.

Navy installations prepare for hurricane season HURREX/Citadel Gale Exercise kicks off next week By Benjamin Christensen Every season has its own share of destructive weather possibilities, and government must constantly be aware of these possible threats, the responsibility to be always prepared, and the ability of a region's resources to properly deal with that threat. Preparation for any possible contingency is vital to help ensure that a locality or region can endure and recover from adverse weather conditions. As the weather changes, the potential for disruption or disaster due to destructive weather still remains ever present. Winter provides its own challenges with the potential for snow and ice damage and loss of productivity. But recent years have provided far too many examples of the destructive power of the hurricane season, which runs roughly from June to November. The Navy has its own way of preparing for the possibility of the massive power of tropical cyclones: a yearly exercise called HURREX/Citadel Gale. The HURREX/Citadel Gale exercise is conducted annually by Commander U.S. Fleet Forces Command (USFF) and Commander Navy Installations Command (CNIC) to provide afloat and shore-based commands an opportunity to exercise hurricane preparedness and installation

The purpose of this annual exercise is to prepare U.S. naval forces to respond to weather threats to U.S. coastal regions, and to maintain the ability to deploy forces even under the most adverse weather conditions.

and NSF Indian Head - along with all Navy installations in Naval District Washington (NDW) - will participate in HURREX/Citadel Gale 2012, which will be conducted during April 16-27. The event will include functional and tabletop exercise events designed to train, evaluate and validate Naval Support Activity South Potomac's (NSASP) standard operating procedures and actions during a hurricane. The exercise scenarios will evaluate the ability of NSASP to evacuate, respond

and recover from a hurricane. HURREX/Citadel Gale 12 will involve two simulated storm systems developing and intensifying to hurricane strength, threatening the Caribbean Islands, East Coast and Gulf Coast regions. All Navy commands with personnel in these regions, ashore and afloat, in port and underway, will participate, to include reviewing and exercising heavy weather instructions and procedures and accounting for Sailors and Navy families in the affected regions through the Navy Family Accountability and Assessment System (NFAAS). The Navy will focus on training under five "conditions of readiness" that start four days before a storm hits and progresses all the way up to 12 hours prior. Although the exercise does not involve any real movement of ships or aircraft, the exercise is designed to be as real as possible. Commander Task Force 20 will simulate a sortie, and Sailors ashore and afloat, in port or underway will review their heavy weather instructions and procedures. "From past experience, we know the damage that [natural disasters] can cause," said Timothy Stoessel with NDW's training and readiness directorate. "All you have to do is look at the flood of the Naval Academy [during Hurricane Isabel in 2003] to realize the kind of damage 'All-Hazards' can inflict." clones have claimed the lives of approximately 1.9 million people. The United States has had its own costly reminders of the strength of hurricanes, notably in 2005 with the storm surge of Hurricane Katrina, which killed nearly 2,000 and caused $108 billion worth of damage, the costliest in American history.

Ensuring Sailors and families are safe

NDW, and the Navy as a whole, considers the safety of its Sailors and their families to be the highest possible priority, especially during violent weather. Therefore, there is a large emphasis in all Navy commands on security and accountability before, during and after destructive weather. The Navy Family Accountability and Assessment System (NFAAS) is a key part of this accountability. The Navy uses the NFAAS to account for Sailors and Navy families, as well as to identify disaster-related needs of Navy families. Sailors and their families should ensure their information is up to

date in NFAAS. (NFAASWebsite https://navyfamily.navy.mil) "Prudent steps taken by all hands to be prepared for destructive weather phenomena that our region experiences greatly minimizes mission degradation and the possibility of loss of life and damage to government and personal property," said Thompson Gerke, with NDW's operations directorate. According to Stoessel, even though the training and testing procedure is an annual fixture, there is always more to gain from the repetition of exercises like HURREX/Citadel Gale. "There are always lessons learned every year, especially on how to communicate better with commands and the local community," said Stoessel. With proper preparation and training, the dangers of destructive weather can be mitigated, and this year is no differ-

ent. It is everyone's responsibility to ensure the safety of equipment, and more importantly, Sailors and their families.
