Military and community leaders met Aug. 1 at the Village Green and Pavilion in the town of Indian Head, where they discussed the consolidation of two Navy commands, the Indian Head Defense Alliance, the upgrades to Naval Support Facility Indian Head’s steam distribution system and ongoing effort to extend a natural gas line to the installation. The Maryland Transportation Authority also announced major developments in the project to improve the Harry Nice Bridge (see sidebar). The gathering was the third quarterly meeting of the Naval Support Activity South Potomac (NSASP) Community Relations (COMREL) Council this year. Capt. Pete Nette, commanding officer of NSASP, welcomed speakers and guests and announced several ongoing projects at Naval Support Facilities (NSFs) Dahlgren and Indian Head, including the ground breaking for phase two of Military Construction (MILCON) Project 162 on June 17 at NSF Indian Head. The Agile Chemical Facility project will replace the Biazzi and Moser Plant facilities and demolish 30 older, existing structures. The new, consolidated facilities will manufacture nitrate esters and be completed in October 2014. “This will increase the capability and flexibility in the manufacture processes of explosives and enhance safety-taking it from a tended operation to a remotelyoperated operation,” said Nette. King George County is sponsoring a Joint Land Use Study (JLUS) in cooperation with the Department of Defense Office of Economic Adjustment (OEA). The purpose of JLUS studies is to coordinate planning efforts of the communities surrounding military installations, mitigating encroachment to the installations and maintaining those communities’

Consolidation of NSWC IHD and NAVEODTECHDIV

Amy O’Donnell, deputy technical director of the Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), discussed the consolidation of the Naval Surface Warfare Center Indian Head Division (NSWC IHD) and the Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV). “I believe this merger is positive,” she told the COMREL. “They are one command now, not two.” There are no personnel losses as a result of the merger, said O’Donnell, but there will be “shaping” in the command’s future. “The

The decision to consolidate was made by Naval Sea Systems Command in an effort to better serve warfighters, streamline business operations and more efficiently leverage the talents of employees. The combined effect of those changes and the ongoing furlough has made for a challenging year at NSWC IHEODTD, but employees are focused on providing support for the operating forces. “We remain very dedicated to what we do,” said O’Donnell. “People are actually stressing more about not being able to

perform their duties for the warfighter right now. I’ve seen a lot of stress because they feel like they’re failing the warfighters. They’re that passionate.” The upcoming dedication of the new Explosives Department Facility Administration Building and Change House at NSF Indian Head is providing a source of inspiration, said O’Donnell. On Aug. 7, the facility will be named in honor of Lance Cpl. Terry E. Honeycutt Jr., a local Marine killed in 2010 in Afghanistan.

Youth Activities Center’s 4th Annual Missoula Children’s Theater Production of Jack and the Beanstalk

What happens when a young boy plants Wonder Beans in his own backyard? For Jack, it is the beginning of a great adventure. With a little help from P.T. Wonder and a Giant, Jack learns a valuable lesson about true happiness. After going through auditions and spending a week rehearsing, these children showcased their talent in two public performances Friday, August 2 at the Dahlgren School at 3 p.m. and 5:30 p.m., in the Missoula Children’s Theater team production of Jack and the Beanstalk. This musi-

cal production also featured a host of other characters, including the Elegant Harp, Jill, Mother, Milky White, the Farmers, the Merchants, the Circus Performers and the Wonder Beans. There were 46 children that participated in the play this year. Melissa Sullivan volunteered her time as the accompanist on the piano. The directors for Missoula Theatre were Emily Usher and Kirsten Paisley. The children only had five days to audition, learn their lines and put on two performances.

Germanna offers engineering classes at UMW Dahlgren Campus Germanna Community College held an information session July 31 at the University of Mary Washington Dahlgren Campus about undergraduate engineering courses it will offer there in the fall. The pilot program will gauge interest for the courses, which offer students a chance to earn college credits that not only transfer to four-year Virginia public colleges, but guarantee admission into engineering programs at those institutions if the student achieves a certain GPA. The latter requirement varies depending on the four-year college student wishes to attend after graduating from Germanna. “The university and Germanna Community College have worked collaboratively for the past fifteen years,” said Mark Safferstone, executive director of the UMW Dahlgren Campus. “GCC’s decision to offer their courses at the UMW Dahlgren Campus will enhance the academic programs available to Naval Support Facility Dahlgren employees while creating new educational opportunities for the citizens of King George County.” In the era of record-high tuition and

increasing interest rates on student loans, the guaranteed admissions program is an economical way to achieve the education necessary for a high-earning engineering career. Classes begin Aug. 20. The first three classes Germanna will offer at Dahlgren are Calculus with Analytic Geometry 1, Calculus with Analytic Geometry 2 and Introduction to Engineering. “Germanna is continuously seeking new ways of responding to the educational needs of area active duty members of the armed services, veterans, and their families,” said GCC Vice President for Academic Affairs and Student Services Ann Woolford. “Hundreds of potential students at the various Dahlgren installations would find the UMW Dahlgren campus accessible and convenient,” Woolford said, “Germanna is exploring how it may offer these students meaningful college programs designed to meet their specific needs. To that end, we are exploring several options of program delivery, including online, hybrid, and faceto-face classes leading to a certificate or degree.”

The three classes are part of the college’s Engineering curriculum. Students who earn an Associate of Science degree in Engineering at Germanna and transfer to a four-year college or university are on a less expensive path to a Bachelor of Science degree in Engineering, Dr. Davyda Hammond, Germanna’s Engineering Department chair said. GCC has guaranteed admissions agreements with 36 four-year Virginia colleges. Hammond added that because Germanna has guaranteed admission articulation agreements with both the University of Virginia and Virginia Tech, “If you get at least a ‘B’ in all your engineering and science and math classes at GCC and an overall GPA of 3.2, you’re guaranteed admission into the schools of engineering at U.Va. and Virginia Tech. that automatically knowing you’re getting in is a real advantage.” Community colleges like Germanna hold the added benefit of experienced professors; class sizes are generally small for the 18 degree and 25 career study programs offered. “It’s a great way to separate from the herd,” said Kimberly Viarella, recruiter for GCC. “It’s a win-win.” Viarelle offered a cost comparison calculated through virginiawizard.org, an online service that provides education information to students and parents. The average fouryear college in Virginia will cost $19,938 for the first two years of tuition. At community colleges like GCC, those same credits cost $8,618, offering a savings of $11,220. GCC offers a full suite of scholarships, financial aid, counseling, tutoring, disability and veterans’ services. The Joint Warfare Analysis Center (JWAC) honored about twenty employees for their outstanding achievements during the second quarter of 2013 at its quarterly awards ceremony July 25th.

Medals

Marine Corps Capt. Joshua W. Janecek received the Joint Service Commendation Medal for his exception performance as acting branch head from June 2010 to August 2013. The team supervised by Janecek provided intelligence support to seven branches and developed more than 20 technical solutions to specific problems in combatant commander operation plans. Also, as an intelligence watch officer, Capt. Janecek led intelligence analysis for three major command exercises that produced 47 products in minimum time. Wendi L. Hall received the Joint Civilian Service Commendation Medal for exceptionally meritorious achievement as an analyst for a joint task force in Afghanistan from January to June 2013. During this time, her outstanding performance supporting joint operations throughout the country ensured the success of several strategic initiatives and helped in the successful development of high priority combat operations in Afghanistan. Hall also received the Global War on Terrorism Civilian Service Award, which recognizes the contributions and accomplishments of Department of Defense civilians who directly support the Armed Forces in a combat zone. Hall spent 176 days in Afghanistan.

Nathan L. Mensch received the Joint Civilian Service Commendation Award for exceptionally meritorious achievement as an analyst for a joint task force in Afghanistan from September 2012 to January 2013. Mensch’s outstanding performance allowed him to support joint operations throughout the country. Mensch also received the Global War on Terrorism Civilian Service Award for having spent 171 consecutive days in Afghanistan. Alexander F. Hanisch received the Global War on Terrorism Civilian Service Medal for his deployment to Afghanistan for 171 days. Hall, Mensch, and another employee, Lawrence C. Melton, all received JWAC command coins for volunteering to extend their deployments in Afghanistan to fill a gap in JWAC analytical support there.

Yankush was chosen the command’s Military Member of the Quarter - Mid-Tier. As Section Non-Commissioned Officer-inCharge, he led a team that completed several projects for two combatant commands. Their analysis and intense external collaboration provided vital information to a pivotal combatant command task while working to improve relationships with outside agencies, allowing for info sharing and invaluable feedback. Yankush also led Enlisted Association fundraisers that supported community programs and Meals on Wheels program. Ashley M. Leith was selected the Junior Employee of the Quarter. Due to permit issues, the contractor plans to start work on Aug. 12. The first operation will be erecting construction fencing and installing erosion and sediment controls. After these operations, clearing and grubbing can begin. The contractor will start at the Utilities and Energy Management (UEM) building, Strauss and steam nodal plant (SNP) #1 sites, and then move on to the other steam nodal plant sites. Dahlgren highlights local resources for military vets

‘Veterans Affair’ gathered local resources at the University of Mary Washington Dahlgren Campus to meet with veterans employed at Dahlgren, Tuesday. The event was sponsored by the Naval Surface Warfare Center Dahlgren Division (NSWCDD), which brought together 20 organizations and program representatives to help veterans better understand their benefits. “At this event, veterans can create a toolbox or develop a network of the resources available to them,” said Marietto Jeffries, veterans special emphasis program manager at NSWCDD. NSWCDD, a developer of military technology and weapons systems, employs more than 560 veterans. “Dahlgren and veterans is a win-win all the way,” said Jeffries. “When you hire veterans you get insight into what’s going on currently in the fleet, how people use the equipment, how it’s maintained and how it’s stored. You’re dealing with people that were in the fleet, so they understand the systems on a deep level.” The event was in part a response to NSWCDD’s veterans not knowing the extent of their benefits, a trend reported by the human resources department. “There’s so much information out there about veterans benefits and it changes constantly,” said Jeffries. “Old information is bad information. We need veterans to be aware of what benefits are available and to take advantage of everything.”

Veterans Affair, an event sponsored by NSWC, brought 20 organizations and program representatives together to meet with Dahlgren veterans. He adds that spouses of veterans can get hiring preferences, attend no-cost resume workshops and can get degrees and education benefits. “It was a very informative event,” said Joe Price, a NSWCDD electronics technician and Marine Corps veteran. “Everything was made very accessible, and there was great information about what’s available in this area.” Some organizations and representatives at ‘Veterans Affair’ include the following: • Department of Virginia Veterans Services: assists veterans in determining VA benefit eligibility and applying for their benefits. • Frazier-Mason Some Gave All Foundation: organizes an annual memorial motorcycle ride that raises money and awards it to assist veterans wounded in

Operation Enduring Freedom and Operation Iraqi Freedom. The foundation has awarded more than $150,000 to date. • McGuire Department of Veterans Affairs Medical Center, Rural Health Initiative: checks eligibility for enrollment in VA healthcare, assists with the application process and provides health education to veterans residing in rural central Virginia communities. • Naval Support Facility (NSF) Dahlgren Morale Welfare and Recreation: has 14 base facilities veterans may use including the base pool, movie theater, library, bowling alley and tickets and tours office. • NSF Dahlgren Fleet and Family Support Center: makes classes, workshops, counseling and legal services available at no cost to veterans.

• NSWCDD Academic Programs Manager: provides assistance using VA and NSWCDD benefits to continue education. • Old Dominion University, Distance Learning: offers several undergraduate and graduate programs designed to award credit for military training and work experience. • Veterans of Foreign Wars Department of Virginia: serves veterans and their families and creates a community for veterans in Virginia. • Virginia Wounded Warrior Program: provides services to veterans and their families for stress-related problems including posttraumatic stress disorder and traumatic brain injuries. Jeffries hopes to hold more veterans events in the future with the goal of making ‘Veterans Affair’ a semiannual event.

Cardboard Boat Regatta

August 10, 5 - 7 p.m. Eligible patrons include all with base access. Come out to race your boat against others and see if it really is sea worthy! Boats are to be constructed with ONLY cardboard, duct tape and plastic sheeting. The race will be two laps (down and back) in the pool (25 yards). Divisions for racing will be military, family (at least one adult), chief selectees and kids (no adults). Prizes will be awarded for 1st, 2nd and 3rd place in each division and award categories will consist of most artistic, most durable and most likely to be marooned! A Virginia DGIF Boat Virginia course is being held on Saturday, August 24, in Colonial Beach, Va. Art Auction to benefit Dahlgren Museum

Indian Head Town of La Plata Summer Concert series

Town of La Plata Summer Concert Series continues this Friday at the La Plata Town Hall with the Three Sixty Band playing rock n’ roll, country, disco, funk and pop this Friday night at 7 p.m. Concert goers are encouraged to bring blankets and lawn chairs for sitting. Coolers are allowed, but no alcohol, please. Free Scrap Tire Disposal Event for Charles County Citizens

Did you know that in addition to being unsightly, scrap tire piles can spark fires and are ideal breeding grounds for mosquitoes? The Charles County Environmental Resources Division invites residents to get rid of those tires free of charge at the Scrap Tire Drop-off Day event on Saturday, Aug. 17. Student Registration Underway for Dahlgren School Registration for new in-coming students to Dahlgren School on Naval Support Facility Dahlgren is currently underway. Registration packets are available at the school office during the week, Tuesdays through Thursdays from 8 a.m. to 3 p.m. The registration packet includes a checklist for required support documents that

parents will need to provide. A date for new student orientation has yet to be determined, but will be scheduled between Aug. 22-26. The first day of school for kindergarten through eighth grade is Aug. 27. The first day of school for pre-kindergarten is Sept. 3.

Head and Charles County. While no Base Realignment and Closure (BRAC) acts are on the horizon, it is important to vigilantly protect the “intellectual capital” of NSF Indian Head, said Chappell. The IHDA does that by serving as a liaison to Maryland’s elected representatives, as well as networking with businesses that serve the base. Chappell was optimistic about the region’s prospects, but cited “power, fiber and ferry” as keys to the future. The latter, the proposed Potomac River Commuter Ferry, would remove “the Potomac as a barrier to commerce,” he said. Several recent achievements have furthered the other objectives of the IHDA, such as the installation of fiber optic cables in Charles County. As part of the Navy’s upgrades to the steam distribution system at NSF Indian Head, natural gas lines are also being extended in the county. The IHDA is currently working to ensure the funding of Military Construction Project (MILCON) P190, which expands the Advanced Energetics Research Complex. The IHDA also supports the Mid Atlantic Unmanned Aerial Systems (UAS) Coalition, an organization lobbying to establish a UAS range in Virginia, Maryland and New Jersey. The range would be one of six established across the nation. NSF Indian Head has several assets that will help it remain the Navy’s Center of Excellence for Energetics well into the future, said Chappell. “[We have] intellectual capital, military value and community support.”

Energy Upgrade for Indian Head

Cmdr. Jeff Brancheau, public works officer for NSASP, briefed the COMREL about the ongoing project to replace the NSF Indian Head’s Goddard Power Plant with a clean-burning natural gas system. Navy leaders broke ground on the $62.45 million project July 9.

“Combined with P162, the projects provide Indian Head with nearly $100 million in construction work over the next two to three years,” said Brancheau. Though work has begun on the new steam distribution system, the Goddard Power Plant must still serve for a few more years until the new system is operative. “The primary focus of this energy upgrade is to demolish this old, worn out shipmate and replace her with something new and more energy efficient, more environmentally-friendly,” said Brancheau. “It reduces maintenance costs and really provides more efficient service at a lower cost to not only the clients on the base, but for the folks who fund our work at Indian Head.” NSWC IHEODTD is funded by working capital, meaning its customers-other military and government organizations-pay for the research and development undertaken at the center. The high operating and maintenance costs of the Goddard Power Plant are passed on to customers across the government. Seven smaller, nodal plants will be constructed to replace the Goddard Power Plant alongside a larger primary plant to generate steam, compressed air and electricity for the base. Approximately 5 miles of natural gas line will be constructed to link NSF Indian Head to the existing gas line. Jack Higgins, Maryland project manager for Washington Gas, discussed that aspect of the project. “We’ll be bringing in 28,050 feet of 8-inch, wrapped steel, high-pressure gas line from Bryans Road to the entrance of the base,” he said. Construction of the new gas line will commence this fall. “We have ordered the pipe,” said Higgins. “We’re expecting delivery in October. The bids will be going out for contract in September. We’ll be getting those back in October and awarding a bid in November, with construction starting in November. Our estimated completion is July [of 2014].” The next COMREL Council meeting will be held on Nov. 6 at High Tides restaurant in Colonial Beach.
