A retired Navy senior chief petty officer who works as a contractor onboard Naval Support Facility (NSF) Dahlgren was recently named Big Sister of the Year by the Rappahannock Big Brothers and Big Sisters. "Big" Penny Smith says she has a special place in her heart for her "little," Shakyra, a local middle school student. As a Sailor, Smith worked for the Naval Surface Warfare Center Dahlgren Division (NSWC DD) before her retirement in 2003. She currently works for Basic Commerce and Industries (BCI) Inc. and supports Aegis Ballistic Missile Defense. The Ohio native and single mom offers a direct answer when asked how she finds the time to volunteer in her busy schedule. "Volunteering is not work," she said. Helping children reach their full potential is a theme that Smith repeats as she describes the feelings of satisfaction her volunteer work with Shakrya brings. "I met Shakyra when she was ten," she said. "It took us a few outings before she felt comfortable enough to open up. We both wrote down things we would like to do together and we placed them in a box that Shakyra draws from to determine what we will be doing our next major outing." The duo's activities frequently take them onboard Dahlgren. "We take advantage of the activities provided at NSF Dahlgren such as the movie theater, racquetball, basketball, the pool, the school park and the

Off the installation, Smith and Shakyra recently traveled to Kings Dominion to participate in the GuinnessWorld Record for most vampires in one setting. The pair also enjoys trips to the beach, attending the state fair and running in the King George Relay for Life. The latter activity made an impression on Regina Price, enrollment specialist for Rappahannock Big Brothers Big Sisters. "We encourage 'Bigs' to expose their 'Littles' to other volunteer opportunities," said Price. Of course, the best parents and mentors make educational, healthy activities fun for children. Smith not only successfully encouraged Shakyra to get good grades, but also introduced her to gymnastics. "As far as personal accomplishments, I would say the top two are Shakyra's grades. She just graduated 6th grade on the honor roll and she made the King George gymnastics team," said Smith. "We had signed her up through the Parks and Recreation [Department] gymnastics class last summer and she took beginner, intermediate and then advanced classes. Afterward, she tried out and made the gymnastics team." Smith's introduction of gymnastics to Shakyra saw the pair attending weekly practices, an activity that often went "above and beyond" the time commitment typically undertaken by Big Brothers and Big Sisters. "[Smith] is one of those we can really count on," said Price. "We really appreciate

Naval Surface Warfare Center, Indian Head Division Team Wins Dr. Etter Award The Department of the Navy announced the selection of a Naval Surface Warfare Center, Indian Head Division (NSWC IHD) team as the recipient of a 2011 Dr. Delores M. Etter Top Scientists and Engineers of the Year Award on June 29, 2012. It was the third year in a row the Navy selected an NSWC IHD team for one of these prestigious awards. NSWC IHD Densified Propellant Team won the award for developing, manufacturing and demonstrating a high density rocket motor propellant that increases the range of the Tube-launched, Optically-tracked, Wire command data link, (TOW) guided missile by 40 percent.

According to John Hendershot, Division Head for NSWC IHD's Component Technology Division, the new propellant significantly reduces back blast, launch signature and sound emissions while improving impulse. "This allows the production of a smaller and safer-to-use missile with increased range that can reach a target in less time," Hendershot said. "Additionally, the new propellant, which replaces some of the propellant material with a dense inert powder, has improved safety characteristics." Kevin Gessner, the lead customer advocate at NSWC IHD, said the team's early collaboration with

industry ensured Indian Head Division understood warfighter requirements. "By reaching out to industry early and understanding their performance needs, the team was able to develop propulsion technology that will enable future performance enhancements," he said. The NSWC IHD Densified Propellant Team members are Matthew Sanford, Paul Wallman, Diana Bragunier and Stephen Stiles. Last year's NSWC IHD winner of the 2010 Delores M. Etter Top Scientists and Engineers of the Year Award earned the award for developing reactive materials that will be used to replace inert steel in the bomb casings of next generation

weapons systems. NSWC IHD's 2009 winners won the award for their work on the development of Navy Insensitive Low Erosion gun propellant that improves safety, increases storage time and reduces the costs for the Navy's 5-inch shipboard guns and two Special Operations Command weapons. The Navy established the annual Dr. Etter awards to honor civilian and military employees for exceptional scientific and engineering achievements. NSWC IHD Densified Propellant Team will receive their award during a ceremony in the Pentagon auditorium on Aug. 17, 2012.

Revamped motorcycle safety class gives new riders a leg up By Andrew Revelos Staff Writer Prospective or intermediate-level motorcycle riders can save time and money by attending motorcycle safety courses offered in Dahlgren by Naval District Washington (NDW) as part of the Traffic Safety Program. The guidelines for the program, which are detailed in OPNAVINST 5100.12J, were recently revamped. Under the new system, motorcycle safety courses are organized into three levels. Completion of Levels I and II courses are mandatory for Sailors, while more advanced Level III training is highly recommended. The courses are not only intended to prepare students for state practical exams in Maryland andVirginia, but also to spread the gospel of safe and responsible riding. In recent years, the Navy has expanded the courses available to motorcycle riders. Now, the Level I Basic Rider Course is offered for new riders to minimize any "intimidation factor" they might feel from proximity to more experienced riders. If the would-be motorcycle enthusiasts have not yet purchased a bike, the program offers loaners and safety gear for use in the course. "People usually don't even own a motorcycle at this point," said Dan Moore, regional lead instructor for the NDW Traffic Safety Program. "They want to figure out if they want to learn how to ride." The first day of the Level I Basic Riders Course is devoted to book work.The second and third days focus on practical exercises culminat-

"We teach what people need to know in order to receive their state permit," said Moore. "We also teach what people need to know to go to their state DMV and take the parking test." A two-day version of the Level I Basic Rider Course is available for riders who wish to bring their own motorcycle to class. The Honda Safe Motorcycle Awareness and Recognition Trainer (SMART), a motorcycle riding sim-

ulator, is incorporated in the course so prospective riders can get a feel for road and bike before they actually hit the pavement. "All Sailors who plan to purchase or operate a motorcycle, regardless of their intent to ride the motorcycle on or off base, shall complete Level I training prior to operating these vehicles," according to the new guidelines. Equivalent courses taught at local colleges costs new riders roughly $300, said Moore. "The class leads to an evaluation

that is identical to one offered inVirginia and Maryland that riders take to get their license," said Moore. "It's a win-win situation for riders." Sailors are required to complete the next step of motorcycle safety training, Level II, within 60 days of completed Level I training. proved Level II options for nonsport bike riders. More advanced motorcycle training, such as that offered at the California Superbike School, the Marine Corps' Advanced Motorcycle Operator Course, Total Control and American Super Camp, is designated Level III training under the new program. Level III courses are not mandatory, but meet the three year re-certification requirement. Classes in Dahlgren, which are supported by the NSASP Safety Office, are typically offered from April to November, but the schedule may be expanded or condensed based on weather. "We try to maintain a waiting list less than 30 days," said Moore, who added that instructors try to squeeze in extra courses depending if the list gets too long. While the Level I and II motorcycle safety courses are mandatory for Sailors who wish to ride, many federal employees are eligible to receive the training. The program gives priority to service members and Department of the Navy employees and their dependents, but is available to all Department of Defense employees on a first come, first served basis. Civilian motorcycle operators are not required to complete any Navy motorcycle safety training to ride onboard Navy installations, so long as they have the appropriate state motorcycle operator license. someone so consistent and so committed to the success of a child." Being named Big Sister of the Year came as a surprise to Smith, but not to Shakyra. "I was rather overwhelmed, very surprised and I definitely didn't see it coming," Smith said. "My little sister knew about the award and did an awesome job keeping it a secret." Smith's passion to make a difference in the life of a child is the driving force behind her volunteer work with Rappahannock Big Brothers Big Sisters. "I really like kids a lot and enjoy being around them," she said. "So when my son left home for college, it was not a hard decision to make to volunteer as a 'Big.' I feel really blessed to have the opportunity to be a friend and mentor to my Little Sister, Shakyra. She keeps me young and on my toes! She is funny and smart with a gentle soul. Watching her grow and become more confident has been very rewarding and all the rewards are definitely worth the commitment of being there for Shakyra as her Big Sister." Shakyra and Smith still have many activities left to accomplish. "Our next planned outing is to the DC museums," said Smith. "Shakyra crosses her fingers each time she pulls from the box hoping for the 'horseback riding' slip to be pulled." The Rappahannock Big Brothers Big Sisters is always looking for "Bigs" who, like Smith, have the passion and commitment to help children reach their full potential. Currently, there is a critical shortage of Big Brothers. "We are in desperate need of male 'Bigs' to mentor boys," said Price, who added that there are more than 30 boys on the waiting list for a Big Brother. Aegis Training and Readiness has new Executive Officer The Aegis Training and Readiness Center (ATRC) welcomed U.S. Navy Commander Christopher Simmons on Friday as their new executive officer. Simmons replaces Commander Richard "Kip" Rossetti, who leaves ATRC to become Chief Staff Officer for Beach Group one in Coronado, Calif. Cmdr. Christopher S. Simmons was commissioned in 1996, from the NROTC program at Texas A&M University. After the completion of Surface Warfare Officer School, his initial assignment was to USS Spruance (DD 963) where he served in the engineering department as the auxiliaries officer and damage control assistant. During his tour he completed a deployment to the Black Sea and Mediterranean Sea, while participating in numerous joint exercises. After the completion of a successful depot selected restricted availability, Cmdr. Simmons was assigned as navigator and main propulsion assistant in USS Gettysburg (CG 64). During his tour, he completed an Arabian Gulf and Mediterranean Sea deployment, serving on the air warfare command ship for Operation Desert Fox and

He participated in the ship's first Arabian Gulf deployment and conducted numerous multinational exercises. In 2005, he was selected as executive officer for MCM Crew Implicit, where he completed a deployment in the Persian Gulf and successfully performed a hull transfer for four different MCM's. During his tour, the Crew was awarded the CNO Surface Ship Safety Award for small combatants. He was then assigned as the deputy director for future operations in Combined Joint Task Force - Horn of Africa and selected for XO Special Mission as the OIC of HSV-2 Swift, Crew Blue. Cmdr. Simmons recently earned a Master of Arts degree in National Security and Strategic Studies at the Naval War College. His personal awards include the Defense Meritorious Service Medal, the Navy Achievement Medal (four awards), the Navy Commendation Medal (three awards), and numerous individual and unit awards.

Center for Surface Combat Systems selects program analyst as Civilian of the Quarter By Kimberly Lansdale Center for Surface Combat Systems Center for Surface Combat Systems (CSCS) announced its Civilian of the Quarter (COQ) for the second quarter of the 2012 calendar year July 12. "I was excited when I first received the news," said Program Analyst Monica Norris. "It feels wonderful knowing the work I do is appreciated by the command." Norris joined CSCS' functional integration team in 2011, but has been part of its community since 2009. During her first two years as a training systems specialist, she received letters of commendation for her involvement with the Council on Occupational Education (COE) and CSCS Process Action Team (PAT). In her current position as a program analyst, she is involved in Command Control Communications Computers & Intelligence (C41) Functional Integration and Navy Training System Plans for CSCS and its 14 learning sites. "I enjoy my job and co-workers," Norris said. "There is a level of professionalism and camaraderie among my group of peers. We are a close-knit team that works together to successfully complete any job. Working in functional integration has presented me with opportunities for growth and exposed me to new processes and ideas. I am truly fortunate to be a part of this team." Norris' supervisor, Bill Pinto, director for Functional Integration, nominated her for the award.

CSCS also trains surface warfare officers in skills required to tactically operate and employ Aegis and Ship Self Defense System (SSDS) equipped vessels.

New Gray's Landing director serves up healthy comfort By Andrew Revelos Staff Writer Gray's Landing has a new food and hospitality director at its helm who brings with him a diverse culinary background. Steve Rebarchick's professional roots run deep and local. Before taking the position at Gray's Landing, Rebarchick was a sous chef at River's Edge at the Naval Air Station Patuxent River.The Culinary Institute of America graduate has some big names on his resume, including the Congressional Country Club, Canterbury Golf Club and the American Culinary Federation. While Rebarchick is only in his first month on the job in Dahlgren, he is busy transforming Gray's Landing to an establishment serving "more creative, lighter [food] to appeal to a much broader audience." A walk through Gray's Landing found him not in his office, but in the kitchen, where he was instructing staff about the finer points of chicken cacciatore sauce. Rebarchick already seems at ease in the facility at Gray's Landing and thinks highly of the staff. "There are no bosses here," he said, after leaving the kitchen. "We're nothing without our great staff". Rebarchick describes his management style as a teaching style, one he learned while directing the apprenticeship program for the American Culinary Federation. "I like to teach others," he said. "The important thing is to come out with something that tastes good that you can be proud of. The fun part is creativity. I'd like to instill that with the staff here. to do something new and fun." Patrons of Gray's Landing can expect to see more of that creativity in the form of expanded variety and selection at the salad bar. More ingredients for entrees will be prepared in-house; a greater variety of seafood will be offered and from a more local origin, such as rockfish. Fresh fruit will be available every day and Rebarchick's weekly menus will soon be published in this paper. "The menu will always be ongoing and changing, so we're not having the same thing all the time," he said. When it comes to supporting

banquets, catering and special events, Rebarchick wants to make sure Gray's Landing is at the top of the list for Dahlgren commands. "We want to become more diversified, so we can take care of, for example, someone in an office who wants snack plates or cookie trays. We're more than willing to do that type of thing. Give us a call and let's see what we can do for you. We're versatile and we can find a way to make it happen." Like many culinary professionals, Rebarchick enjoys wine tasting and food shows in his spare time. Growing herbs and veggies on his balconyprovidesfreshflavorswhen he cooks at home. Kayaking trips help burn off the calories. Recently,

Household Hazardous Waste Collection August 4

The Charles County Department of PublicWorks would like to remind citizens that the next household hazardous waste collection will be held on Saturday, August 4. The household hazardous waste collection site is located in the parking lot of the Department of Public Works building, located at 10430 Audie Lane, off of Radio Station Road in La Plata. Collection hours are 9 a.m. - 3 p.m. Items accepted free of charge include: pesticides, herbicides, fertilizer, gasoline, oil-based paint, cleaning supplies, pool chemicals, batteries, expired prescription drugs, fluorescent lights, mercury thermometers, and other poisons found in the home. Please remember to mark any container that does not have a readable, original label. Unacceptable materials include bio-medical waste (sharps, needles, anything with bodily fluids) and ammunition. Used motor oil, anti-freeze, propane tanks, and batteries are accepted on a regular basis at various collection sites. Latex paint is not considered hazardous waste and can be placed in your household trash as long as it is solidified. This can be accomplished by adding kitty litter, shredded paper, or sawdust to the liquid latex paint to aid in drying it out. Household hazardous waste collection will occur on the first Saturday of each month through December. Upcoming 2012 collection dates are: September 1, October 6, November 3, and December 1. Feds Feed Savings Basics: Families How to spend less on school supplies and gear While most families are just starting to think about back to school shopping, retailers have been touting sales on crayons, laptops and folders since June. The National Retail Federation found that this year, families are all about shopping smartly while stocking up on the basics, with the economy and the Internet both playing big roles in the decision-making process. Between the pencils, backpacks and electronics, the spending quickly adds up. In fact, the average family will spend more than $688 to gear up for the academic year, with total spending to reach $30.3 billion. The savings experts at Promotional Codes.com share their top nine tips for scoring savings on the back to school basics: Shop your home first. Take inventory of your drawers, cabinets and closets so you know what you already have before shopping. You'll most likely find several forgotten items- it makes no sense to make a double purchase on generic items like paper and pencils. Shop for deals online. Nearly four in ten parents plan to shop for supplies and gear online, in part because of the ease in comparison shopping. For additional online savings, search for coupons on the PromotionalCodes.com back to school deals page. These coupons can be especially helpful on a larger ticket item like a laptop or textbook.

Take advantage of student discounts. Parents: your kid's new college ID can mean big savings. Retailers like Apple, Microsoft and DELL offer student-only pricing on laptops, and often attach a free gift card to the purchase for printers, e-books or apps. Feds Feed Families has begun at Naval Support Facility (NSF) Dahlgren and NSF Indian Head. The fourth annual federal food drive is a voluntary effort undertaken by federal employees to bring non-perishable food items to their offices for distribution to local food banks. At Dahlgren and Indian Head, the program will be administered by Naval Support Activity South Potomac Chaplain Michael Geoghegan, who will monitor the weight of all donations. Grocery gift cards will also be accepted. All food collected will be distributed to base food banks at NSF Dahlgren and NSF Indian Head, as well as to the King George County food pantry and Neighbors Eager to Serve (NETS), a nonprofit organization that helps those in need in the Indian Head area. Drop boxes are located throughout the bases for drop-offs until Aug. 31. A drive-through food drop will be held Aug. 22 from 7:30 - 10:30 a.m. at the Dahlgren Base Theater parking lot and Aug. 23 from 7:30 - 10:30 a.m. at Indian Head at the corner of Farnum Rd. and Patterson Rd. near the restricted area gate. During drive-thru collections, donations of backpacks with school supplies will be accepted for local students in need. Last year's drive was overwhelmingly successful. Food donations across the government totaled 5.7 million pounds almost three times the goal of 2 million pounds of food. The Department of Defense (DoD) alone contributed over two million pounds of food, significantly exceeding its goal of 733,800 pounds. Drop boxes for non-perishable foods

and grocery gift cards can be found at various locations at both Dahlgren and Indian Head to collect food items over the course of the drive. Donations can be made at the following locations:

Volunteers and projects are needed for the third annual King George Day of Caring. This year's event will be held Sept. 28 and will kick-off with light breakfast and project assignments at the King George YMCA. Each year, teams of volunteers perform projects for local non-profit organizations in an attempt to save needed dollars for non-profits. Projects in the past have ranged from landscaping and

grounds maintenance to carpentry, creation of a dog walking trail at the King George County Animal Shelter, playground construction and Dahlgren Rails to Trails clean up, among others. Non-profits who could use the assistance of volunteers are encouraged to apply for

projects to be completed. Projects can include administrative functions such as filing, shredding or organizing; reading to children in non-profit programs; painting and clean up of facilities or general maintenance and organization. Volunteers can assemble a team from work, church,

neighborhood or friends to apply to participate in the event, or individuals can apply to be placed on a team. Dahlgren CFC offers fun, opportunity The 2012 Dahlgren Combined Federal Campaign begins Sept. 1, and two events have been schedule to kickoff this yearly giving season. Lunchtime events are scheduled for Sept. 5 on the Parade Field and Sept. 12 at the C Gate area. Both events will offer lunch for sale from the Navy Ball Committee. The Sept. 5 event will be a tailgate party, featuring a chili cookoff, 80s vs.Today Karaoke competition, and nearly 50 charities, who will have giveaways and information on their organizations. Voters will donate to their favorite chili maker to determine a champion. The Sept. 12 event will feature a Big Bang Theory Costume Party. Attendees are encouraged to attend the event as if the characters on Big Bang Theory invited you to their apartment for a party. There will also be a cookie contest, with the voters sampling entries and voting with donations to choose the champion cookie. Nearly 50 charities will be in attendance and will have giveaways for all attendees. A silent auction will be held at both events for themed gift baskets. Attendees will also have the opportunity to register to win a flat screen television, as well as complete their CFC pledge card for 2012. Instead of buying the fall collection right away, purchase summer apparel that transitions well as the weather cools down. The department store sales are going strong, where you can easily score 40 percent off summer apparel. Look for light sweaters, tanks and dresses to layer; hold off on cold weather clothing until the middle or end of the season when stores will slash prices to make way for holiday promotions. Don't buy everything at the dollar store. The dollar store is great for office supply items during most of the year, but during July and August, office supply, department and drug stores all offer back to school deals that far exceed dollar store pricing. Dollar stores are touting $1 folders and notebooks, while office supply stores offer 10-cent folders and 30-cent notebooks during back to school promotions. For the college-bound, items like shampoo, picture frames and cleaning products are still great basics to purchase at the dollar store during this time. Use tax holidays. Seventeen states are offering sales tax holidays on clothing, computer and school supply purchases this year, many of them happening the first weekend in August. Check your state tax and revenue website to find out when yours will be and what items will be tax-exempt. Score freebies. JC Penney Salons will be offering free haircuts to students K-6 during the month of August, in the hopes that Mom or Dad will do a little shopping during the appointment. Take advantage of these freebie opportunities, as Target is also offering a scholarship contest for college essentials like Ramen, makeup and flip flops.
