The Naval Support Activity South Potomac (NSASP) Police Department hosted outside military, law enforcement, and investigative organizations Feb. 23 for training sessions and ideasharing at Building 217 onboard Naval Support Facility (NSF) Dahlgren. South Potomac police officers met with partners and peers from Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV), Naval Criminal Investigative Service (NCIS) and Marine Corps Base (MCB) Quantico's Security Battalion. The goal: exploit the benefits of "cross-pollenization" to better respond to common security threats. Those response skills will be put to the test later this month as NSASP's blue line takes a central role in the base's iteration of Citadel Shield/ Solid Curtain 12 (CS/SC 12) exercises. The philosophy behind cross-pollenization may strike a familiar tone to the scientific community in Dahlgren. Police officers address threats through a series of set -first

Just as a good idea on a computer model may be found impractical when applied in

the real world, NSASP police officers must constantly test and shape tactical theory to fit reality. There may be many "right" ways to address a problem, each with its own benefits and vulnerabilities. As any hard-working Dahlgren engineer understands, a fresh, outside perspective can often fast-track the development of effec-

tive solutions. To that end, Building 217 has become a test lab of sorts. Low-tech and high-tech capabilities have been colocated in setting that now allows classroom instruction, dry runs, virtual "modeling" and a vast space on the second floor for practical application. The layout of the former barracks is unique among regional law enforcement training facilities in that it provides a school and office-like setting, the landscape most affected by today's top security threat, the active shooter. Improvements to the once-unused facility came into being through no-cost, "elbow grease" initiatives carried out by NSASP police officers. The improvised training facility promises to entice outside military and law enforcement units to Dahlgren for training. Senior Chief Petty Officer (MACS) Christopher Merz, assistant chief of NSASP police, welcomed the visitors and set the cross-pollenization tone. "All we ask is that if you see us doing something that you think you have a better answer for, tell us," he told visitors.

With a bang, Navy begins tests on EM Railgun Prototype Launcher By Grace Jean, Office of Naval Research Engineers fired the Navy's first industry-built electromagnetic railgun (EM Railgun) prototype launcher at a Naval Surface Warfare Center Dahlgren Division (NSWCDD) facility, commencing an evaluation that is an important intermediate step toward a future tactical weapon for ships, officials announced Feb. 28. The firing kicks off a two- monthlong test series by the Office of Naval Research (ONR) to evaluate the first of two industry-built launchers. The tests will bring the Navy closer to a new naval gun system capable of extended ranges against surface, air and ground targets. "We are starting our full-energy tests to evaluate the barrel life and structural integrity of the prototype system," said Roger Ellis, program manager of the EM Railgun, part of ONR's Naval Air Warfare and Weapons Department. "It's the next step toward a future tactical system."

The EM Railgun launcher is a long-range weapon that fires projectiles using electricity instead of chemical propellants. Magnetic fields created by high electrical currents accelerate a sliding metal conductor, or armature, between two rails to launch projectiles at 4,500 mph to 5,600 mph. The 32-megajoule prototype demonstrator, built by BAE Systems, arrived at NSWCDD on Jan. 30. One megajoule of energy is equivalent to a 1-ton car being thrust at 100 mph. The prototype-which now looks more like a naval weapon compared to previous lab-style launchers-is the first of two industry-built launchers to be delivered to the Navy. General Atomics is building the second launcher, scheduled for delivery in April. ONR previously relied upon laboratorybuilt systems to advance the technology. After installing the BAE Systems launcher and outfitting it with a comprehensive suite of sensors, high-

speed cameras and measuring devices, engineers fired successful low-energy test shots to prepare it for the evaluation. The team will conduct tests at 20 megajoules and 32 megajoules, shooting test projectiles similar to what was previously fired through NSWCDD's laboratory launcher. "The test series will characterize the gun's performance by shooting several rounds through the barrel at various energy levels to fully exercise the capabilities of the prototype," said Ellis. When fully developed, the EM Railgun will give Sailors a dramatically increased multimission capability. Its increased velocity and extended range over traditional shipboard weapons will allow them to conduct precise, long-range naval surface fire support for land strikes; ship self-defense against cruise and ballistic missiles; and surface warfare to deter enemy vessels.The Navy's near-term goal is a 20- to 32-megajoule weapon that shoots a distance of 50 to 100 nautical miles. both the launcher and pulsed power to facilitate increased firing rates of up to 10 rounds per minute.Toward this end, BAE and General Atomics have been contracted to begin con-

cept design of a next-generation thermally managed launcher. "The next phase of the development effort is to demonstrate the ability to operate at a fir-

Additionally, ONR awarded contracts through Naval Sea Systems Command to General Atomics, BAE Systems and Raytheon Co. to develop a pulsed power system capable of meeting the firing rate goal. Various new and existing ship platforms are currently being analyzed for future integration.

Women's History month:World War II era WAVES Courtesy of Naval History and Heritage Command After a twenty-three-year absence, women returned to general Navy service in early August 1942, when Mildred McAfee was sworn in as a Naval Reserve Lieutenant Commander, the first female commissioned officer in U.S. Navy history, and the first Director of the WAVES, or "Women Accepted for Volunteer Emergency Service". In the decades since the last of the Yeomen (F) left active duty, only a relatively small corps of Navy Nurses represented their gender in the Naval service, and they had never had formal officer status. Now, the Navy was preparing to accept not just a large number of enlisted women, as it had done during World War I, but female Commissioned Officers to supervise them. It was a development of lasting significance, notwithstanding the WAVES' name, which indicated that they would only be around during the wartime "Emergency". Establishing the WAVES was a lengthy effort. Inter-war changes in the Naval Reserve legislation specifically limited service to men, so new legislation was essential. Though far-sighted individuals in the Navy Department, and especially in the Bureau of Aeronautics, had long known that uniformed women would be a wartime necessity, general service opinion was decidedly negative until the crisis at hand. Even then, creative intrigue had to be used to get an authorization through The Congress. President Roosevelt signed it into law on 30 July 1942. The next few months saw the commissioning of Mildred McAfee, and several other prominent female educators and professionals, to guide the new organization. Recruiting had to be undertaken (or at least managed, as the

number of interested women was vast), training establishments set up, an administrative structure put in place and uniforms designed. The latter effort produced a classic design that still has many elements in use nearly six decades later. Difficulties were overcome with energy and indispensable good humor, and within a year 27,000 women wore the WAVES uniform. These women served in a far wider range of occupations than had the Yeomen (F). While traditionally female secretarial and clerical jobs took an expected large portion, thousands of WAVES performed previously atypical duties in the aviation community, Judge Advocate General Corps, medical professions, communications, intelligence, science and technology. The wartime Navy's demand for them was intense as it struggled to defeat Hitler and Mussolini in Europe and the Japanese in the Pacific. At the end of the conflict, there were well over 8,000 female officers and some ten times that many enlisted WAVES, about 2 ½ percent of the Navy's total strength. In some placesWAVES constituted a majority of the uniformed Naval personnel. And many remained in uniform to help get the Navy into, and through, the post-war era.

'Roosevelt Connection'

These cousins were not destined to break bread together around the family dinner table. In fact, after Franklin Roo-

sevelt was elected president in 1932, Theodore Roosevelt Jr. (son of Teddy) described his relationship to FDR as "fifth cousin about to be removed." Back in 1924, when TR Jr. was the GOP nominee for governor of New York, the Democratic FDR described his record as "wretched." Yet the two Roosevelts did have something in common besides their strained family ties. As acting secretaries of the Navy, both played small roles in the development of the Dahlgren Navy base during its earliest days. They were not alone. Over the next few weeks in these Dahlgren Heritage Museum columns, we'll be telling stories of national figures who have connections with Dahlgren's

For Franklin Roosevelt, the Dahlgren topic was how the mail would be delivered to the remote base. In a Sept. 5, 1919, letter to the postmaster general of the United States, FDR noted that the current postmistress at Dahlgren, Mrs. J.A. Arnold, worked out of her home and no longer wanted to continue in the position. Roosevelt noted that "this Naval Station is at present in the construction stage but that it is rapidly developing and that in consequence the quantity of mail to be handled in the local Post Office will materially in-

crease in the future." Theodore Roosevelt Jr.'s connection to Dahlgren came in 1921, as he defended the Navy from one of the King George County landowners who wanted additional compensation for their farmland. Roosevelt noted that "the tract has practically no timber on it. The frontage on upper Machodoc Creek was badly cut up with marshes making in from the creek." It's unclear who settled for what. What's indisputable is that two Roosevelts, Franklin and Theodore Jr., had a hand in the earliest years of a remote Navy base named Dahlgren.

Police: Gaining new insight from training with others Continued from page 1

The idea-sharing was a two-way street. "I love it," said Cpl. Tim Brown, one of the seven Security Battalion personnel from Quantico to visit Dahlgren for training. "It gives you a different perspective. Training with the same bunch of guys can get kind of old. They tend to game the game sometimes because on your own team, you know each others' tactics and you know what others are going to do. But training with other organizations gives you something new to look at and incorporate with what [your team] has already established." Brown and the Quantico Marines saw immense training value in NSASP's new virtual training simulator. Acquired from VirTra Systems, the simulator offers a highly-realistic, costeffective way to not only re-enforce law enforcement basics, but also test officers on applying those basic in diverse, customizable scenarios. Comparing the new system to its predecessors is a bit like comparing an Atari to the latest X-Box. Gone are the cheesy graphics and clumsy training weapons, with their attached air hoses. The large, multi-scene display fills peripheral vision and the only perceivable difference between training weapons is the real deal are refillable, recoil-providing CO2 cartridges that fit into the weapons' magazine wells. Instructors can control virtual scenarios in real time, guiding exercises based off things like an officer's verbal commands. Scenarios can be as simple as a simulated range session, or as complex as a raid on a bomb-maker in the Middle East. "I like this [system] a whole lot better than stuff I've used in the past," said Brown. "The 3-D effect and multiple weapons. I like it." Senior Chief Petty Officer (GMCS) Robert Hyatt, assigned to NAVEDOTECHDIV, pointed out operational advantages to cross-pollenization. "There's a lot more joint training and operations going on now," said Hyatt. "You get the Navy and the Marine Corps, you get DoD Police and we all train together. If we have to deploy together, we now can know how each other operates." Hyatt gave a few examples of the type of valuable knowledge that can be shared between military and law enforcement. "With the military, our room clearing and breeching was a slow process," he said. "Since we've worked with civilian police, our breeching techniques have become more refined, more dynamic."

Likewise, Hyatt's military experience gave him something valuable to pass on to law enforcement. "We're used to wearing [body] armor all the time," said Hyatt. "We've helped [police] train with body armor the correct way." For Hyatt and other members of the special operations community, that means squaring up and facing the bad guys so only the strongest part of one's armor is exposed. These seemingly small details can have critical applications when it comes to law enforcement addressing threats posed by active-shooters. Safely addressing security threats is only part of the expertise required of today's police officers, however. Officers must also have a basic understanding of how to properly handle evidence. Here again, NSASP police officers are using the theme of cross-pollenization to gain invaluable knowledge from the evidence experts at NCIS. "It's a win-win for us," said Special Agent Ed Young, assigned to the NCIS

resident unit onboard NSASP. "As an agent with NCIS, we have to count on [police officers] at the local, base level. The better trained they are, the easier it makes my job. And it's been a pleasure to teach them." A wing of Building 217 has been designated to host scenarios designed to test police officers' evidence-handling skills. The space allows NCIS to train its own agents while also helping ensure rank-and-file police officers understand how to process a crime scene. "We have five rooms where we can develop different scenes representing the full gamut of what NCIS investigates," said Young. "We are really lucky to have the ability to come here and continuously work with our partners on the base." Young said he hoped the tactical training also hosted in Building 217 would rub off on NCIS agents, who often deploy overseas. "Hands down, this is a fantastic place we have available to us here," he said.

Dahlgren King George Relay For Life Sets Date

Caledon Art Show

Second Annual St. Charles Running Festival Set for April 14th

The Charles County Commissioners are pleased to announce that the second annual St. Charles Running Festival, presented by Lennar Homes, will take place on Saturday, April 14. The festival will consist of three different distances (10 miles, 5k and a kids' fun run), and proceeds from the event will benefit local charities, including Special Olympics. The 5k course starts and finishes at Regency Furniture Stadium, and is a basic upand-back loop on Piney Church Rd. The Chick-fil-A Kids Fun Run will be contained within the parking lots of the stadium. The day's events coincide with the annual Fan Fest celebration hosted by the Southern Maryland Blue Crabs. Naval Criminal Investigative Service provides cross-training opportunities to sharpen NSASP police officers skills

"Cross-pollenization" allows police officers and military personnel a chance to train on a variety of technologies, such as night vision and thermal imaging devices. Several rooms in Building 217 have been set up for just such training. Senior Chief Petty Officer (MACS) Christopher Merz, foreground, sits at the controls of NSASP's virtual trainer during an exercise. The training scenarios can be guided in real-time to reflect input such as a police officer's verbal commands.

A virtual perpetrator fires at real police officer in a vehicle-stop scenario inside NSASP's virtual trainer. The goal of cross-pollenization is to share ideas among law enforcement and military organizations in order to safely address common security threats.

For casual observers, these computer motherboards might not look like much, but to investigative officers, it could be a make-it or break-it piece of evidence. Crosstraining with the Naval Criminal Investigative Service provides NSASP police officers with opportunities to practice the art and science of evidence collection.

Dynamic entry: NSASP police officers demonstrate some of the life-saving tactics developed, in part by cross-training with other organizations. Those skills will be put to the test during Citadel Shield/ Solid Curtain 12 exercises in March.

In this scenario inside NSASP's virtual trainer, an NSASP police officer deals with a terrifying situation: a criminal holds his virtual partner hostage. The system is designed to induce stress and fill the senses.

Friday Night Fun at the Youth Center
