Cameron set to announc CODE OF CONDUCT

The Prime Minister has ordered the ABB’s new code of conduct to be toughened up in response to concerns over B2 machines, according to a report in the Guardian. Downing Street is poised to announce a crackdown on FOBTs, with fresh penalties for bookmakers if they fail to enforce new limits on playing times and betting losses, the broadsheet has learned. In correspondence between Downing Street and the gambling industry in March, seen by the paper, David Cameron said the bookmakers’

new code - which introduces pop-up alerts on FOBT screens when a customer has spent £250 or played for 30 minutes needed to be “strengthened to minimise harm”. The code, introduced in February, intended to tighten betting controls and defuse criticism of FOBTs. According to The Guardian, Cameron is set to announce a clampdown on FOBTs, with a range of regulatory and planning powers to curb the clustering of shops, just a month after the Chancellor’s 5 per cent tax increase on the machines in the Budget. The thorny issue of fixed-odds betting terminals was discussed in the Scottish Parliament last week, with a Scottish National Party MSP accusing Westminster of having a ‘laissez-faire’ attitude. n a debate in the Scottish Parliament last week, Stuart McMillan (Scottish National Party) asked the Scottish Government what its position is on the impact on communities of fixedodds betting terminals. To this, Roseanna Cunningham (Scottish National Party) responded: “While problem gambling levels are relatively low, affecting 0.7 per cent of the population, we recognise the serious impacts on those involved and their families. “Gambling is a reserved matter. However, the Scottish Government shares the widespread concern about the impact of the introduction of new technologies and the liberalisation of gambling laws on problem gambling. We welcome steps that have now been taken by the Responsible GamblingTrust to explore more fully the impact of new gambling developments such as fixed-odds betting terminals. “In addition,Derek Mackay will this month host a summit on town centres that will explore the impact of betting shops and payday loan companies on our communities. However, the Scottish Government would welcome further powers to alleviate the impact of problem gambling.” Stuart McMillan (Scottish National Party) added:“The minister might be aware that many reformed gamblers have described fixed-odds betting terminals as the crack cocaine of gambling. The Greenock Telegraph recently reported that £77m was gambled on the fixed-odds betting terminals in Inverclyde in a single year.With that in mind, and although I appreciate the fact that gambling is still a reserved matter, can the minister advise me of what actions are open to the Scottish Government to curtail the proliferation of those

machines in our communities?” Cunningham, the Scottish Government’s Minister for Community Safety and Legal Affairs, then stated:“I am aware of the report in the GreenockTelegraph.As I indicated in my first response, our ability to address the issue is significantly restricted by the current constitutional arrangements. Although we can set conditions for premises, we are not permitted to intrude on reserved matters and therefore cannot, for example, regulate the number of betting machines in the shops. Nevertheless, we are keen to do what we can. “The Cabinet Secretary for Justice has previously written to United Kingdom ministers and has met the Gambling Commission to discuss, among other matters,areas where we can help.In addition,we can promote an awareness of the problems and encourage others to engage with the

issue. I have already referred to the Minister for Local Government and Planning’s planned summit, which is coming up soon.” She concluded:“Ultimately, however, only additional powers for this Parliament to regulate gambling will allow us to address the matter properly. It is fair to say that this government would not have quite such a laissez-faire attitude to the issue as the government in Westminster unfortunately has.” With rumours of a government clampdown rife,Westminster’s ‘laissez-faire’ attitude to FOBTs could be heading for a significant change.

Industry RGT publishes gambling related advertising research review RESEARCH

The Responsible Gambling Trust has published a report which reviews international research on gambling-related advertising. And the findings provide scant backing for the anti-gambling lobby.

report by Dr Per Binde of the University of Gothenburg has certainly set the cat amongst the pigeons when it comes to assessing the impact of advertising on gambling activity. In an astute move, which some might consider extremely brave by the RGT, the endeavour was to explore the impact of advertising on participation in gambling and the prevalence of problem gambling - or more appropriately, how to tackle the task of doing so.And its findings will, as ever, be more likely divisive than they are enlightening. One thing,though,is for certain: the Binde report will certainly leave some scouring the spaces between the lines to find any morsel of material to back their line of argument,but more importantly, whilst light on revelation, it is almost blindingly clear. The key aim of the report was to provide useful recommendations about the potential of research approaches in producing reliable and meaningful results,as Dr Binde

explains:“It is very difficult, if not impossible, to assess how many people gamble excessively because of direct or indirect influence from advertising. Part of the difficulty of measuring the impact of advertising on problem gambling is that it is, in general, most probably relatively small.” He added:“However, the nature and mechanisms of the impact of gambling advertising, as well as other aspects of it - such as its volume and the ethical questions that it raises - are possible to study in a variety of ways. Thus while absolute extent of impact is difficult to assess, it is possible to study the relative impact on various groups of people by different forms of advertising.Such research results are valuable for harm prevention and responsible marketing as they differentiate between relatively harmless and relatively risky advertising.” The Responsible Gambling Strategy Board,the Gambling Commission’s independent adviser on

responsible gambling matters, has identified the current effectiveness of rules and controls on marketing and advertising of commercial gambling as an area where further research and evaluation of the evidence is needed in relation to harm prevention. RGT chief executive Marc Etches is definitely no fool in this area and has paved a well structured path through a muddy and meandering route. If you’re going to tackle the issues, he seems to be suggesting, you have to know you’re stuff.And that’s where this latest report comes into its own no revelations, just clear facts indeed, something many in the industry argue has been missing from the whole gambling debate. Etches explained: “There has been a marked increase in the amount of gambling advertising on our televisions since a change to the law came into force in 2007. People are understandably concerned that this increased prominence might lead to an increase in

The attractions industry has an average annual investment of more than E500m on new rides only. Among other investments, visitors can also expect to enjoy brand new water parks, entertainment and immersing themed environments. Amusement parks all over Europe can look back on a good year in 2013. Most of the parks were able to see an increase in both their attendance and revenue.The success has been attrib-

uted in part to good weather conditions during summer months and an increased interest in seasonal events (like Halloween and Christmas openings) that drove visitation to the parks during autumn and winter. Jingle hopes to hear the coins jangling KITS

n industry veteran has set up a rebuild and kit division near Hull. A Jingle Games is a new company and brand established by Mike Ansell, formally of Lordsvale Sales. Based at premises in Newport, East Yorkshire, the company will concentrate on producing cost effective conversion kits for established machines while also offering a full workshop and fitting service for the kits available by Diamond Games. For this season, Jingle has produced an upgrade kit for Donkey Derby, a seaside classic machine originally developed by Mike and Andy Bower of ITL. The kit comprises of a complete set of new artwork for the playpod sections, replacement button and reel LED lighting and button legends.

Ansell told Coinslot: “We have created this kit in response to demand last season from coastal operators who prefer to keep the seaside theme of Donkey Derby in preference to re-branding the game to our successful Meerkat Racing version of the game.” Meerkat Racing is also available as a kit or factory rebuild. The theme continues to be popular due to the current heavy TV exposure of Compare the Market ads featuring the new baby Oleg character. This season’s new game kit was introduced at the EAG show in January. Commission publishes changes to LCCP LEGISLATION

he Gambling Commission has published a Tnumber of changes to the Licence Conditions and Codes of Practice that apply to licensed gambling operators. These changes, which take effect on or after 1 August 2014, relate to anti-money laundering and individuals taking direct responsibility for compliance and information reporting. Further changes to LCCP which will also take effect on or after 1 August

2014 will be published by the end of April. These include requiring greater transparency around the protection of customer funds, improvements on the display of licensed status for gambling websites and controls on the use of payment processors. The staggered publication of all these LCCP changes gives operators at least three months in which to make any necessary adjustments in order to comply. It also ensures that those applying for

licences following enactment of the Gambling (Licensing and Advertising) Act are clear about what is required of them. An additional review is underway to strengthen those licence conditions and codes and associated technical standards relating to responsible gambling provision. This review, led by Gambling Commissioner Rachel Lampard, takes into account: • The Commission’s work with the Advertising Standards Authority on the marketing and advertising

of free bets and bonuses • The need for significant progress in establishing national self-exclusion schemes for both remote and non-remote gamblers. • The Secretary of State’s call for aspects of the Association of British Bookmaker’s betting code to be mandated • It will also cover Guidance to Local Licensing Authorities. The Commission expects to publish proposals for formal consultation this summer. Related to the work on LCCP, the Commission will

release information on the testing strategy for compliance with its remote gambling and software technical standards this month. This will include, for example, changes to allow for the transition of games currently offered in the British market by those presently licensed overseas. Also, in parallel with the LCCP changes, the Commission will be consulting on an updated and slightly expanded edition of its Statement of Principles which sets the framework within which it works.

Then on Thursday, March 20, the attraction was targeted twice: firstly between 6.40pm and 6.55pm, when damage was caused to a window, and again between 5pm and 3am the following morning, when another amusement machine was smashed and toys and cash stolen. Police would like to hear from anyone who may have seen or heard any suspicious activity in the area during the times stated. alex lee Although redemption is universally popular across the amusements sector, Ameco managing director John Bollom believes it vital that operators adopt the right prize mix for their location. Redemption is a very important part of the at seaside family amusement arcades.As always, the right redemption mix varies by each arcade, but generally the pleasure of leaving with a prize of some sort is part of experience for families. Ameco has settled upon the right mix, but obviously we are always fine tuning this and it can depend on what products are about as well. If a new piece of equipment enters the market that is particularly good,or another’s performance falters, you can - to a certain extent - expand or retract your redemption area to suit. But by and large we have settled on the balance of equipment at all of our sites, as well as how to organise the prize desks and displays. The right prize mix is also very dependent on the location as well.Where some resorts might have a larger percentage of, for example, caravan park customers, electronic items like kettles, toasters and portable televisions that could be useful in caravans will go down well.Whereas at a resort like Brighton, where many of the customers are day-trippers, it would be more appropriate to stock child-oriented prizes, such as plush and toys. Part of the secret to redemption is to monitor what are the most popular lines and reinforce those. In the past couple of years we have invested more in computer and software systems to control both prize stock and ticket redemption.These can give you much more accurate information in terms of what lines are popular. It’s all very well asking somebody at the prize desk what is going well, but it becomes very subjective then.With a proper system you can actually monitor what prizes are going out and at what time, and tune your offering to suite. Operators cannot simply look at the two sides of a redemption operation - the games and the prize desk - as two separate entities.They have to work together. Operators must also identify who their customer base is, and what those customers want. If a resort is more day-tripper oriented, it is no good understocking low value prizes and going heavy on high value prizes if there are few people staying long enough to save up for them.We must learn from the retail sector and offer prizes that players want at a price that is perceived to offer value - and have those prizes in stock. On the equipment side of redemption, there has been a lot of investment, particularly now that it is a world-wide market, with many more international manufacturers involved. I would still like to see more innovation in the shape of value tokens with an additional value alongside traditional paper tickets. If you have the software set up at your prize desk, it would be quite easy to handle by simply scanning the token and adding it to the customer’s balance. Customers are more tech-savvy than some might give them credit for, and they seem more than able to adapt to the concept of loyalty cards for redemption.”

foreword eing able to speak from experience is a marvellous thing and I’d like to share with you a magical B moment from a few years back when my son was about 10. We were on a family holiday in Weymouth and, inevitably, we all visited the amusement arcade next to the beach. While my wife, stepdaughter and stepson were more than happy just to chill and throw a few two pence pieces into the pushers, my son and I who is now addicted to the crack cocaine of gambling, the FOBT having walked past a street with a bookies in (not really!) - made for the horse racing machine. I explained the concept to my son as follows: “Right, stick your 10p in the slot next to the colour of the horse you want to win, watch the race, and if your horse wins you win some money.” Being a child prodigy, he immediately understood the concept - up to a point. Rather than back red or blue, one of which always seems to win, he chose to back the white horse - which never wins. So, the alarm went to signal the ‘off’ and the five horses (red, blue, green, yellow and white) made their rattling journey down their fixed tracks towards the finishing line. Lo and behold, white ran the race of its life and stormed in, by a neck, but instead of a load of tens pouring into the payout tray under the ‘white’ light, redemption tickets starting pumping out, and kept on spewing out for what seemed like an eternity. My son’s face was an absolute picture. He was delighted. Now the proud owner of a few hundred tickets, he wondered what to do with them. “How about we shove them in that ticket eater over there son?” I asked him. He eagerly nodded in agreement and the pair of us fed them in. Eventually a single, shiny little voucher was dispensed, stating precisely how many tickets we’d won and my son pulled it out with pride, as if he was Charlie Bucket with the golden Wonka ticket. Step three. We went to the counter to see what we could exchange the voucher for. Our teeth probably haven’t recovered since, but we very much enjoyed tucking into our impressive haul of Parma Violets, Refreshers and so on and, while we hadn’t exactly won a speedboat, we’d had a fantastic time and a load of fun. Is it any wonder, then, that the redemption sector continues to grow and grow in popularity when even the notoriously hard to please Lee family have bought into it? Who needs crack cocaine anyway!

Squirt A Gator also had a stream of happy children trying out this great water-based kiddie game.” This early air of positivity reflects the outlook for redemption this year.“The whole industry has suffered over the last five years but there has been an air of optimism since the beginning of 2014,” said Eason,“operators are now looking to invest again after years of having to sit tight during the recession.” Companies are now willing to spend money on new

games which will drive the future of the redemption. “The whole sector has been quite flat until now,” said Eason, “but with things picking up, I am sure that the future for many of our arcades and entertainment machine venues is in investing in redemption machines. It’s a history that Harry Parkin of BurnhamOn-Sea Pier is well aware of.“We come from fairground families on both sides and we’ve always had a tradition of being kind to children and giving things away,” he said. It’s that family-friendly attitude which has underpinned the success of their redemption offering. “I’m predominantly fruit machine orientated,” said Parkin,“but since we’ve had my wife running redemption, I’ve never seen so many families go out of an arcade or pier with a smile on their face.” Keeping families happy is about combining the right games with the right prizes.“I think just kids love it, they like doing something,” said Parkin. “We haven’t got many games which are video-based, because there’s not a lot to do in a video based game, but we have a dinosaur game, where they’ve got to throw balls into a dinosaurs mouth, and things like that.” Although Burnham-On-Sea Pier is already well established in redemption, the venue’s team has not stopped the search new and exciting machines.

If they’ve got a really good quality piece of

merchandise we’ll buy quite a bit of it.” The best prizes, according to Parkin, are those based on popular characters from film and television.“We pioneered licensed stuff ten to twenty years ago with cranes,” he said.“Tamagotchi, we imported them from Japan, so we had them a year before anyone else.” The effort and price to acquire this popular toys pays off in terms of customer attendance. “People will save up for quality products,” says Parkin. Investing in quality not only keeps visitors happy, it makes business sense.“We feel quite proud that we’re giving them something of value that they’ll tell their friends and come back,” said Parkin.“We work on the assumption that, if you throw a bit of bread away, it usually comes back buttered.”

he year in redemption got off to a positive start for JNC Sales, with a Tnumber of popular machines on display at this year’s EAG. “We had a strong showing of redemption machines this year,” said director, Tom Clarke, “which included Crank It and Slam a Winner, which are proven to be great taking machines.” Old favourites were not the only things at the stand. “We also showed a number of new machines,” said Clarke, “Klobber the Robber whacker, Galaxy Garrison whacker and Duck Hoops Kiddie Basketball, which all appeal to the younger age groups and are getting very positive figures.” These favourable results feed into Clarke’s picture of the redemption sector, which he describes as, “buoyant and expanding.” The JNC director sees its continued growth as indicative of a shift in priorities among amusement operators. “As amusement arcades move away from gambling and towards family fun, redemption machines provide great entertainment for all different age groups that can’t be achieved at home on consoles, tablets or smart phones.” The company also has the feedback to bolster these claims. “Our customers are telling us that this is the area that the biggest gains are being made year on year,” said Clarke. JNC’s range of affordable used machines has also helped convince a growing number of operators to make the switch. “As arcades that hadn’t initially embraced redemption are gradually moving into it, the number of arcades with redemption is ever expanding,” said Clarke. “With the relatively low cost of used redemption machines it is possible to start it with relatively low outlay. In an amusement industry that is slowly emerging from recession, redemption has proved to be a consistent growth area, with an increasing number of families using their leisure spend to earn tickets and win prizes. John Crompton believes that the return of this family segment is motivated by the traditional fairground flavour of redemption games. “Coin-operated ‘all the fun of the fair’ games like Triple Turn have a great combination of amusing gameplay while offering prizes for the whole family,” he said, “and this will always prove popular.” When designing new redemption machines, Bandai Namco need to not only preserve that carnival atmosphere, but also design machines that fit the needs of operators on a global scale.“We have teams that assess markets, players, operators and distributors throughout the world,” said Crompton. “This approach has led to the creation of our redemption range most notably Crazy Typhoon,Triple Turn and Goal Line Rush.” Sales in the wake of EAG are a testament to the success of this strategy and the company has no intention of slowing down. “These games have been developed a direct result of our extensive and ongoing R&D approach,”said Crompton,“with others planned for release in the coming months.”

Trevor Sutton:Redemption continues to retain growth year on year and remains a real focus for Namco Operations. CS: Why do you think the redemption sector so continues to be so successful? TS:Value for money certainly appears to be the main factor in its success, but of course there are a number of other factors which will determine its success or failure. A mix of good quality and innovative machines, attractive prizes at attainable prices and of course taking care with machine set ups and pay-outs to ensure value for money is perceived by our Customers.Namco Operations prides itself on striving to offer all of the aforementioned, which results in a positive customer experience. CS: What machines have been performing well for you over the past 12 months? TS:There have been some real success stories of late. There has been substantial growth where traditional cash pushers have been adapted to offer a ticket-out facility,offering the best of both worlds to the customer - the chance of a cash prize backed up by the ability to collect tickets for a memento of their visit.Top performers in this area have been Sweet Falls and Clockwork Orange. Innovative carnival style games which offer a real ‘experience’ have also performed well with Milk Jug Toss from Ice consistently performing well. CS: What innovations would you like to see in the development of redemption games? TS: In recent times we have seen ‘Videmption’ enter the market, ultimately attempting to create a good solid video arcade game which rewards the customer with tickets.As yet I have not seen anything which could rival the experience offered by titles from Bandai Namco Games, Raw Thrills and the other mainstream manufacturers of typical video games. I’m sure this is an area that will continue to evolve and it will be interesting to see if development improves in the near future. CS: How important is it to stock the redemption counter with licensed products? Which licenses are you expecting to be popular during 2014? TS: Product is absolutely key to the success of redemption. Namco Operations operate the policy of offering ‘Gift Quality’ plush where possible and are always keen to offer the best of the best, whether they be Crane or Counter products.Typically Disney lines continue to do well, while the Minions from Despicable Me will continue to dominate this year.

Licenses a priority for Whitehouse Whitehouse Leisure continue to boost redemption by offering a large range of prizes based on well known characters from film and video games. ith redemption continuing to flourish in arcades and FECs, the importance W of having a well stocked prize counter has rarely been higher. Whitehouse Leisure business development executive, Ian Whittingham, believes that licensed products are the key to success in this area. “Redemption is following the same pattern as cranes in that customers are looking for brands that they recognise and have a high perceived value,” he said. Chief among those brands are the minions from Universal Pictures’ Despicable Me 2. “Anything associated with Despicable Me 2 is literally flying out of the door at the moment so our new DM2 redemption range has proved a resounding hit with mugs, breakfast sets, clocks, key chains,

backpacks and stationery sets being the most successful.” These DM2 products were among those Whitehouse had on show at EAG in January. “ We have already placed repeat orders to meet the unprecedented demand for product,” said Whittingham. “We also showcased our extensive new range of resin collectible figurines - our new Disney collection featuring Winnie the Pooh, Mickey and Minnie, Donald and Daisy had a great response and are set to be one of our best sellers in 2014.” This positive response is motivated by the health of the redemption sector. Whittingham described it as “very buoyant, customers are expanding their prize offering to cater for the increasing demands of

their clientele. Licensed products are proving very popular with customers stocking complete ranges for maximum impact rather than products in isolation.” Meeting the players’ demand for enjoyable gameplay and a meaningful reward is, according to Whittingham, what has boosted redemption’s fortunes in recent years. “Players not only get the fun and enjoyment from the game,” he said, “but also have the redemption tickets to save up for prizes as an added bonus.” In order to ensure that operators chose Whitehouse for their prizes counters, the company takes great care in selecting the right branded products. “We try and select licences that appeal to a broad age range and preferably those associated with either

the latest trend, film release or games app,” said Whittingham. “In terms of products, mugs, key chains and stationery cover a broad age range so are always the most popular lines.” Offering a diverse range of toys based on well-known characters is also a key factor in building a successful redemption offering. “As already mentioned DM2 has proved exceptionally popular,” said Whittingham, “but we also have Disney Winnie the Pooh, Muppets, Mickey and Minnie Mouse and Monsters University ranges that are proving equally as popular.”

Redemption a carnival for Sega Sega’s Jason Burke credits a return to the values of traditional entertainment for the continued rise of redemption. edemption traditionally relies on a strong line-up of prizes behind the counter, but R according to Sega Amusements general manager, Justin Burke, the quality of each game is just as important.“It’s partly about the prize,”he says, “but it’s more about the experience. Whether you’re a family or a crowd of people, you throw in that pound or that dollar and you get an experience.” The family segment of the arcade-going public is becoming increasingly important as redemption continues its rise.“That’s the main market these days,”says Burke,“it’s the type of market that’s powerful.” With a history that covers the hay-day of arcade video games,Sega’s experience gives them a unique perspective. Dissecting the increasing prominence of redemption games, Burke notes that, “it’s a

process of social change.As video’s got stronger in the home market, that market’s gone more homebound.” Redemption games have also drawn amusement’s traditional customers back to their local arcades.“More families are spending their leisure spend in FECs and malls,”says Burke.“The family market is more prevalent and they want something different than a videobased operation.” Burke believes that the redemption sector is growing because its,“more attractive,it rewards with prizes and tickets and so the market dictates the machines.”Sega debuted a number of new redemption machines at this year’s EAG show and has seen a large number of orders placed in the first few months of 2014.“Down the Clown and Milk JugToss are two very strong pieces that seem to be hitting the mark,” said

Burke.“Very in vogue with the whole family market and the carnival,fun fair type feel.”These products are developed by Innovative Concepts in Entertainment (ICE) and have been distributed by Sega in the UK and Ireland since 2011. “They are going out in big numbers,” said Burke.“We’re finding operators are buying multiples of each and creating a family skill area, based on a carnival theme,to create a sort of skill wall and making a real feature out of a few machines.” That traditional circus atmosphere is driving the growth of the sector and is a key factor in the increasingly numbers of a families spending their spare cash on redemption.“I think this carnival theme that ICE have spearheaded this year will be the focus for many companies for the next few years,” said Burke.“Back to old fashioned, family fun fair roots.That’s where it all started,so I think we’ve come full circle and it’s being done in the best way,the modern way and it’s hit the nail on the head.”

The recent good news for the bingo, Category C and single site sectors in the form of the bingo duty being halved, the Triennial Review £1/£100 uplift and the 1p beer duty cut/extended World Cup opening hours respectively has already seen a positive knock-on effect. Two bingo clubs, which had previously looked odds-on to close, have been able to stay open, for example, while some superb Cat C content, both in the AWP and SWP fields, has already come to market to compete for the additional footfall that pubs should enjoy in the coming weeks and months. To this end, the latest products created specifically to react to the abovementioned (slightly) more favourable trading conditions will no doubt be showcased at the upcoming Chorley (Crown Direct), Ripon (AMG Leisure) and Park Avenue, London (Electrocoin/ UDC) events to name but three of the more intimate shows that have proved so enticing in recent years,

despite the on-going battle for the leisure pound between coin-op,the bookmakers, casinos, smartphone gaming content providers and internetbased gaming. The above mentioned firms have of course onerous tasks on their hands. They need to put on yet another successful show, generate those muchneeded product sales and deliver a confidence boost to the coin-op business as it dives head-long into the summer trading season. All the provincial (and London-based) shows deserve the wholesale buyin and support of the UK amusement and gaming trade business at what is a crucial time for us all.These events, which are provided at various points throughout the year, serve to not only give buyers an upclose-and-personal opportunity to ‘try before they buy’, but also hand operators the chance to take a more considered look at how they might expand their offer, post-EAG. The bottom line is that opportunities to spend time with industry peers in relaxed,informal surroundings where there should be plenty of inspiration and ideas to take away are relatively few.All we need now is an uplift in trade due to a run of decent weather over Easter. Let us pray.

Having seen ticket payout being operated very successfully in an adult gaming centre recently, however, there is a pretty compelling argument or two in favour of the idea, according to the industry veteran. “To begin with, the cash held dormant in the machine to pay out the wins, is in itself usually enough to fund the transfer from cash to tickets or TITO (ticketin, ticket-out) as it is called. And the cashbox doesn’t suffer, it seems. The experiments that have been going on (see our May issue) have shown that players like putting their cash into a changer and getting a ticket and then using the ticket to play the machines. “This is different, of course, from CITO… ’CITO?’, you might ask? I did. It seems it means

‘cash-in, ticket-out.’ That, apparently, didn’t work so well in the AGCs, but that’s not to say that some operators would prefer it. “To me, being incredibly senile and living entirely in the past, of course, there’s nothing to beat coins, in and out. I have always been a great believer in the ‘casual coin,’ as I once heard an operator refer to it. You might be propping up the bar and looking for diversion, spying the AWP (they’re still that to me) in the corner and feeling a few bob in my pocket, I invest it. I have no intention to deliberately and with planned aforethought invest a fiver, or a tenner or whatever… It is just that my hand was in my pocket on the coins as I spied the machine. “And coins out? There is nothing to compare with the jingle-jangle of coins hitting the payout cup. It has a magic all of its own. I have a business partner who will play a countertop

slot in a Vegas hotel bar and win two coins with cherries - and pay them out before feeding them back in again. In 2013 the Commission worked with local authorities and police to test controls on underage access.The focus was on businesses that had not provided the Commission or local authorities with assurance that their underage gambling controls were being monitored small and medium-sized AGCs were included along with independent betting operators, bingo halls, and some casino operators. The results showed some firms must do much more to make their underage gambling controls work. In around half of adult-only arcades tested, a supervised test purchaser under the age of 18 was allowed to enter the premises and play a gaming machine. In many of the tests they were allowed to leave the premises without being challenged to prove their age. The young person was sometimes seen and either ignored or,worse still, spoken to without an age check. Operators have been warned that future failure may lead to regulatory action. The tests offer some good pointers to better performance. Think 21 policies can improve

performance in stopping underage access.Arcades where staff members were situated close to the main entrance did better,and the attitude and attentiveness of staff was instrumental in whether effective challenges were made. Every staff member has to understand their role in stopping under 18s at the door. These are all good points to remember ahead of the Easter holidays and with further test purchase activity planned with local authorities from the spring. Larger arcade operators that introduced third party testing have shown that frequent and robust testing of their underage gambling procedures can help to identify where the strengths and weaknesses lie in their controls. Where effective arrangements are in place for monitoring underage gambling policies, and where the results are made available to the Commission, then such operators are less likely to be tested under the Commission’s programme of work with local authorities. Everyone knows children must be kept out of adult only premises so it is not good enough to have a policy on underage gambling: it’s got to be implemented effectively.The lessons on offer now must be put into practice if individual businesses, and the industry at large, are to avoid further intervention to uphold the licensing objectives in the Gambling Act 2005.
