PAWNEE COUNTY HISTORY
T
he land now recognized as Pawnee County was a high-traffic area long before its boundaries were officially plotted and a permanent settlement began in 1872. The buffalo and Indians roamed freely for centuries before the white soldiers arrived in 1859 to establish a military post at Fort Larned to assist in commerce and travel along the Santa Fe Trail. George Custer, Kit Carson, William Cody, Black Kettle, Satanta, and Yellow Bear were but a few of the legendary people frequenting the fort. It was Henry Booth, retired captain of Company L, 11th Kansas Calvary, who petitioned the State for official organization of the county in 1872, naming it after the familiar Pawnee River as well as recognizing the Pawnee Indians who inhabited the area historically. The organization of Pawnee County is colorful. A colonizer from Chicago, Dr. Samuel Grant Rodgers, had arrived in the Pawnee County area and he and his associates had laid out a town, naming it Petersburg in honor of an official of the Santa Fe Railroad, T.J. Peters. Today it is called Kinsley. Realizing that Petersburg was a threat to Larned, as both towns were within the original boundaries of Pawnee County, Booth and other Larned promoters moved at once toward organization of the county. A law passed that same year by the Legislature prescribed that a petition asking for organization of a new county was to be signed by “40 householders who were legal electors of the county.” There were not 40 legal electors in Pawnee County, but Booth and A.H. Boyd secured the signatures by an extralegal procedure. One report said they stopped an immigrant train that was toiling westward along the Santa Fe Trail and forced the men in the party to sign their petition. Booth then forwarded the petition to Gov. James M. Harvey recommending F.C. Hawkins as a “good man to take the census”.

Governor Harvey accepted Booth’s recommendation and appointed Hawkins. Nine days later Hawkins finished his enumeration and filed his certified report with the governor. It showed a population of 674 men, women and children, an amazing figure in view of the difficulty Captain Booth had experienced in finding 40 legal electors to sign his petition. Dr. Rodgers was in Chicago recruiting settlers for his colony while Booth and his associates were taking the preliminary steps toward county organization. It is assumed that Dr. Rodgers went to Topeka and that he registered a protest with the governor and secretary of state, but they must have convinced him that nothing could or should be done to delay the organization of Pawnee County. Gov. James M. Harvey’s proclamation admitting Pawnee as the 65th county was dated Nov. 4, 1872. Larned became the permanent county seat of Pawnee County in an election held on Oct. 7, 1873. Dr. Rodgers and Booth were opposing candidates for state representative. Rodgers won the seat, but Booth, although denied membership in the Legislature, had considerable influence in that body. The boundries of Pawnee County were changed, cutting 12 miles off the south, which left out Dr. Rodgers’ town, Petersburg, and adding six miles on the north, taken from Rush County and six miles on the east, taken from Stafford County. This, Booth observed, “brought Larned nearer the center of the county and strengthened it as the county seat.” It also cut off Petersburg and practically every other town in the county. When in 1874, a petition was presented to the Legislature asking that the original boundaries of Pawnee County be restored, the Legislature again came to the rescue of Booth and his county seat by returning one township to Pawnee – the one containing Garfield – and creating Edwards County from the “orphan townships.”

DEPARTMENT OF CORRECTIONS Larned Correctional Mental Health Facility 1318 KS-264, Larned, 620-285-6249 Warden Doug Waddington The Larned Correctional Mental Health Facility is the only correctional facility within the Kansas Department of Corrections whose main function is to provide services to male maximum-custody inmates with major mental illnesses. Inmates enter and leave the program, but are not referred to the facility for final placement. The primary role is to restore the ability of mentally-ill inmates to function normally in a general prison population. A minimum-custody facility provides services to LCMHF and Larned State Hospital. Minimum custody inmates can be admitted to the Chemical Dependency Recovery program or they can apply for jobs at Work Release or Non-Prison Based Industry employers in the community. An education program provides both remedial education and GED preparation to the maximum and minimum populations. Tips for Effective Communication with Legislators You feel strongly about an issue, and want to make sure your elected officials know how you feel. Where to start? Here are some tips for getting your message heard. Write a letter 1. Be sure to make it brief. Limit your correspondance to no more than two pages. 2. Be respectful and limit yourself to one topic. Be sure to state your reasons for support or opposition to a bill. Personalize the issue if you can. 3. Be sure to include a return address and ask your legislator to send a return letter explaining their position on the issue. Make a phone call 1. You will likely be speaking to a staff member, but don’t fret — they will make sure your elected official is informed of your opinion. When calling, ask to speak with the aid who handles the issue you are concerned with. 2. Identify yourself as a constituent. A zip code will help verify this.
3. Once you have done this, be sure to ask to leave a message letting the elected official know why your support or oppose the bill in question. You may ask that the legislator respond to your phone call in writing, and ask that they respond with their position on the bill.
Send an email 1. Due to overuse, email is not the best communication tool for making sure your elected official is informed of your position on an issue, unless you have a personal email address. That being said, the guidelines are pretty much the same for writing a letter. 2. Make sure you identify yourself as a constituent, and back it up with your name, street address, city, state and zip code. You are competing with thousands of emails a week, but those from constituents are considered the most important. 3. Address only one issue. In your final sentence, make sure to clearly state exactly what you are asking your elected official to do. 4. Ask for a response. If you receive a response letter, it means your email was read.
Visit face to face 1. Probably the most effective means of communicating your like or dislike of an issue. Attend a town hall meeting and stick around afterwards for the best chance to catch your Senator or Representative. If that’s not possible, you can request an audience. 2. Elected officials websites usually include instructions on how to schedule a visit. 3. Offer the following information when scheduling: Requested dates, number attending, the location and duration of the meeting, the subject and details of the meeting. On the day of the meeting, provide point-ofcontact information, including your name, phone number, address, orgainzation/affiliation (if applicable), and email address.

It can assist clients to obtain medical care if needed. Pawnee County Health Department’s professional staff provides care to individuals through its services available to residents of Pawnee County. Services are strictly confidential. Emphasis is placed on preventive health care services and education. Health care with the department is partly paid for through Federal and State Grants; Fees for service/self pay; Medicaid, Medicare and other 3rd party insurance donations.
Services include on-site annual evaluation visits of licensed facilities, initial inspection visits of the day car home or center to verify compliance with state regulations, investigation of complaints, consultation visits, providing information to those interested in becoming licensed or registered child care providers. Call for times and dates of the child care orientation class. Child Health Assessments Health assessments are provided to children for first time Kansas school entrants, child care required assessments and KanCare-eligible to age 19 or Medicaid-eligible to age 21. Services include physical examinations, developmental evaluation, laboratory tests, vision and hearing screenings and referrals. Disease Control Services include tuberculosis testing, consultations, prophylactic treatment. We also provide consultation, education and follow-up on other communicable diseases.
Breastfeeding The health department has breastfeeding pumps for rent or purchase along with the necessary tools. Breastfeeding education and support is provided by two international board certified lactation consultant staff members.

Pawnee Valley launches new healthcare chapter At the end of April, 2013, a new chapter in healthcare unfolded as Pawnee Valley Community Hospital moved into our new hospital building. This move has been three years in the making, and much anticipated by both our staff as well as the community. This was evident with over 1,200 people in attendance during the Open House on April 28, 2013. This trend continued the following day as we moved patients into their new healthcare facility and simultaneously experienced the highest number of admissions in one day by Pawnee Valley Community Hospital. Adding to that, our emergency room had every bed filled that day. You could say that we were put to the test, and I am pleased to say that we passed with flying colors. Our staff, being the professionals that they are, rallied together and accomplished great feats that day! I can’t thank them enough for their hard work and dedication in making this move so successful. So, what lies ahead in the next chapter for Pawnee Valley Community Hospital? As you know, our mission is to become the best critical access hospital in rural America. So, what does that look like? Well, there are several factors to consider in that equation — Customer Satisfaction, Employee Satisfaction, Community Support and Profitability. We will be focusing on each of these areas in the coming years along with staff development programs to enhance the skills
and of knowledge our healthcare providers, allowing for both professional development as well as career advancement. Along with serving the community as a 25-bed Medicare certified critical access hospital with both acute nursing and swing bed services, we also offer a number of outpatient services including but not limited to upper and lower GI Scopes, cataract surgery, a full service laboratory, and specialized nursing services. The Pat Young Imaging Center features the new 64-slice low dose CT Scanner, X-ray, ultra sound, mobile digital mammography, Dexascan bone density scans, and a mobile MRI. The dual head nuclear camera is scheduled to be installed by the fall of 2013. Pawnee Valley Community Hospital’s respiratory department offers therapy services for patients with lung disorders, including asthma, emphysema and other lung illnesses, patients suffering from COPD, emergency respiratory services, or for patients recovering from heart attack who require cardiopulmonary rehab. These services are administered using cutting edge equipment and technology guided by fully trained and licensed respiratory therapists. Cardiac rehab services are also offered at PVCH and include cardiac nuclear stress testing, cardiopulmonary exercise training, a state-of-the-art wireless patient monitoring system, and education and counseling to reduce further cardiac risks. Dr. Son Troung oversees the new sleep center at Pawnee
Valley Community Hospital. He is board certified in critical care, sleep medicine, internal medicine and pulmonary diseases. Patients can have their sleep studies done throughout the month at PVCH and then receive their follow up with Dr. Troung at his PVCH monthly clinic. Pawnee Valley Sport & Spine Physical Therapy is also part of the Pawnee Valley Community Hospital campus offering three kinds of rehabilitation; occupational therapy, physical therapy and speech therapy. All three departments are conveniently located in one location with specialized therapists staffing each department. In addition, through the generous support of our Pawnee Valley Community Hospital Foundation donors, we have been able to add and update healthcare services and equipment, allowing us to better serve our patients. Through these generous donations we have been able to acquire a new GE Optima 64-slice CT scanner, a Acuson P300
ultrasound portable unit for PICC Line insertion and ER fast scans of trauma patients, a Pharmagard negative total exhaust barrier isolator chemo compounding hood, and a CR reader for our imaging department. Additional funding has also been secured to add a dual head nuclear camera, a 5-Part lab analyzer, two imaging capable patient carts, a SARA Stedy, a SARA Plus, and a patient ceiling lift for the CT scanner room. All of these items will allow us to give our patients a better standard of care. The goal of becoming the best critical access hospital in rural America is a tremendous undertaking that is not taken lightly, but we believe that it is one well within our reach and worth the effort to provide exceptional healthcare and services to the communities and patients that we serve. KDOT pays for the van, fuel and maintenance money through a grant, making the public transportation available to anyone in the county who requests it by calling 620-285-3504. “It is available to anybody who needs transportation,” Forrest said. “It’s not necessarily for the senior citizens. The bus is driven by volunteer drivers.” Schedules are built on the availability of the bus and driver. The fare for in-county transportation is $2 per person; for out-of-county, the fare is $7. Regular trips are made to Hutchinson, Great Bend and Hays for doctors’ appointments, shopping and community entertainment.

Not only has it been serving people with developmental delays and disabilities for almost 50 years, the non-profit agency is a one-of-a-kind in the types and quality of its services, Executive Director Jim Johnson said. “Today, we remain true to the intent of our founders who sought to assist each person in being as independent and involved in their communities as possible,” Johnson emphasized. “We are governed by a board of directors whose sole responsibility is to ensure that tax dollars and donations are used for their intended purposes. “Everyone seeks personal independence and the chance to earn the respect of friends and neighbors,” Johnson continued. “Like everyone else, our clients have the right to live in a setting where they make the rules. We do all we can to make that happen.” Sunflower individuals and their families can be assured that every dime available is earmarked for services, Johnson added. “We do not have stockholders who expect personal returns on their investment,” he explained. Johnson offered a list of more reasons Sunflower lives up to its motto of “There is a Difference.” • In 2012, Sunflower clients earned more than $253,000 in wages in manufacturing, recycling and jobs programs; this reduces their reliance on tax support. Wages have increased by nearly 18 percent in the past two years. • Clients can use their paychecks to live where and with whom they choose, rather than having to reside in group homes. Nearly 90 percent live in residences rented from community landlords. Therefore, tax dollars are used to support each person’s independence, not to maintain agency-owned property. “When you live in a place you choose, you can also move any time you want, rather than having to get permission from the group-home provider,” Johnson noted.
• It is the only area agency that offers developmental assistance to children ages 2-and-a-half to 5 through its Incredible Years Preschool. “Our preschool offers a quality experience for all children but also provides access to therapy and other one-on-one services for youngsters whose overall development may need a boost,” Johnson said. • Sunflower provides adult therapy rather than just activities, serving many who require a wheelchair for mobility. Services include exercises, water therapy, muscle massage and therapeutic movement designed to increase physical stamina and muscle tone. In many cases, people with these limitations also earn a salary. • The agency operates the only local, award-winning venture that employs people with disabilities who collect and process recyclables; it is also the only facility that offers confidential document shredding. • Sunflower is the only entity offering general public transportation evenings and weekends.

ARNED — Volunteers care for dogs and cats at the Pawnee County Humane Society building. The 3,850-sq. ft. building is near the entrance of the Larned State Hospital off West. 8th. It provides room for dogs and cats with separate rooms for food prep, laundry, grooming and education. The shelter has a priority of keeping Pawnee County dogs and cats and finding them a suitable home. Bradley Barton serves as shelter manager. Chasitty Solko 620-285-9387 serves as president of Pawnee County Humane Society. Celeste Dixon 620-804-1965 helps schedule volunteers for work duties that involve taking care of the animals. Weekday evening volunteer hours and flexible weekend hours are available. Dr. Christina Frick, DVM, Frick Veterinary Services, and Dr. Mike Burdett, DVM, Larned Veterinary Clinic, help care for the animals. Multiple studies have shown that Trap/Neuter/Return programs
are the only effective way to control feral cats. Adoption fees are $85 for adult dogs, which are all altered. For those dogs under six months, owners receive $50 back after the animal is altered. All animals are microchipped, current on vaccinations and current on flea and heart worm protection. Adoption fees for adult altered cats are $10. Kittens are $25 and owners will receive $20 back when the animal is spayed or neutered. In 2006, the Pawnee County Humane Society entered into an agreement with the Larned Correctional Mental Health Facility (LCMHF) to place five dogs into training. The program is designed to utilize inmates as dog handlers. The inmates provide basic socialization and obedience training to dogs that have been surrendered to the PCHS and helps them to become more adoptable. All of the dogs in training have been spayed or neutered and are current on vaccinations. The dogs are trained to kennel, are housebroken, and are socialized with humans as well as other dogs. Basic obedience training includes: heel on and off lead, sit, stay, down, and come. The LCMHF also has a few of the agility/obstacle course stations in the exercise area where handlers can work with and exercise the dogs. When the trained dogs are adopted, the PCHS teaches the new owner how to give the commands and what to expect from their trained dog.

Younger patients treated at Brantley Chiropractic Brantley Chiropractic treats the traditional patient to improve movement and minimize nerve interference. Dr. Scott Brantley has seen the number of younger patients increase, to remedy a variety of childhood ailments. “We’ve treated a lot of ear infections, as well and cold and flu,” he said. “When they get treatment, we see a quick change in their attitude.” Chiropractic is a health care profession concerned with the diagnosis, treatment and prevention of disorders of the neuromusculoskeletal system and the effects of these disorders on general health. The main chiropractic treatment technique involves manual therapy, including manipulation of the spine, other joints, and soft tissues. Treatment often includes exercises as well as health and lifestyle counseling. Pain, discomfort and dissatisfaction with other treatment options are reasons why patients choose to try chiropractic care. Dr. Brantley said more patients are using chiropractic treatment as the first option for their healthcare. Dr. Brantley employs the traditional chiropractic practice of physical treatment, as well as acupuncture. The changing seasons brings in patients for a variety of reasons, often related to their outdoor activities. “A lot of treatment is related to the daily activities people go through,” he said. “You go to a chiropractor for pain and muscle issues. Also we’ve had a lot of other issues which are treatable, mixing in the traditional chiropractic treatment and acupuncture.” Dr. Brantley said the combination of acupuncture treatment and chiropractic treatment has proven to be effective. Acupuncture treatment has continued to grow and more patients are requesting the acupuncture. Eighty percent of the acupuncture patients use electrical stimulation, an easier treatment than using needles. Electricity is used on the same acupuncture points that a needle uses.
“Some people respond better to electricity and some respond better to needles,” he said. “More people are asking for ‘needling,’ to just see what that feels like.” Some patients have discovered that acupuncture treatment has proven effective when other methods have not worked. “The whole system is hooked together and when we treat patients for their pain symptoms, other symptoms disappear,” he said. He said acupuncture has been effective treating fibromyalgia, a chronic disorder characterized by widespread musculoskeletal pain, fatigue and tenderness in localized areas. Dr. Brantley said he’s been pleased by patient referrals and repeat customers. “When a family member says good things about us, we’ll get another family member to come in for treatment,” he said. “We have patients who travel long distances because a family member has recommended us.” Dr. Brantley’s daughter, Gracie, greets customers and files the paperwork for insurance and billing. “Gracie is a great asset,” Brantley said. “She’s energetic and enjoys working with the patients.” Registration and patient paperwork have been streamlined and an improved computer system allows patients to check themselves in. “We can remind patients about their appointments with text messages and email,” he said. “We’ve gone from people filling out several pages of information to one page.” Dr. Brantley earned his Doctor of Chiropractic at Parker College of Chiropractic in Dallas, Texas. The Great Bend chiropractor has been treating patients since 1993 at Brantley Chiropractic. Dr. Brantley is a Fellow with the Acupuncture Society of America after 10 years of training. He earned his acupuncture certification through the Acupuncture Society of America through Dr. Richard Yennie of Kansas City, Mo. who is credited with combining acupuncture treatment in conjunction with chiropractic adjustment in the U.S.

Pawnee County is made up primarily of ranch and farmland which provide excellent feed and cover for whitetail deer and turkey. The Kansas Department of Wildlife, Parks and Tourism has secured leases from various Pawnee County landowners and have 27 walk-in hunting areas available to the general public from Sept. 1 to Jan. 1 and/or Nov. 1 to Jan. 1. When hunting on private land, hunters should always obtain written permission from the land owner before hunting. Game most likely to be found here include pheasant, quail, dove and deer. Turkey hunting can also be found throughout the county. The KDWPT Fall hunting atlas, which details public walk-in hunting areas, can be found at www.kdwpt.state.ks.us/news/KDWPT-Info/ Locations/Hunting-Fishing-Maps-by-County/ Fall-Hunting-Atlas For those who prefer the guidance of an outfitter, there are two companies operating inside Pawnee County. Ruffhouse Outfitters Co., operated by Travis Ruff and Crosby’s Wild Game Adventures operated by Lance and Jason Crosby, are listed through the KDWPT website. The Crosby Lodge is 15 miles west of Great Bend and 12 miles north of Larned. Hunting and Fishing licenses can be purchased at the following Pawnee County locations

State Theater 617 Broadway, Larned 620-285-3535 1949 saw the completion of Larned’s newest theater, The “State.” It was the era of “movies every weekend” for most of the nation both because it was relief from the war years and the Great Depression plus it was air conditioned. The State Theater was closed and opened several times before a community group assumed ownership and staffed it with volunteers. Repairs and modernization continued with new, wider and less crowded seats, a new sound and projection system. Now a high-tech 3-D digital system has been added, giving the capability of showing 3-D movies.
POINTS OF INTEREST Larned Fishing Pond South Main & Cleveland St. Larned is proud to offer a fishing pond to our community and guests. Located west of South Main Street you will find the handicap accessible pond. The pond is stocked regularly and includes a wide variety of fish. The pond also features shaded picnic areas, open daily and no admission fee.
The Little Red House Corner of Second and State Streets, Larned Replication of Larned’s first building constructed in 1869. The building was used as a residence, post office, hotel, restaurant, saloon, dance hall, brothel, church, school and courtroom. Available for school groups and others interested in the early history of Larned.
The Santa Fe Trail Center 2 miles west of Larned on K-156 620-285-2054 Hours: Daily 9 a.m. to 5 p.m. Memorial through Labor Day. Closed Mondays the remainder of the year. Closed Thanksgiving, Christmas and New Years Day. Museum telling the story of the Santa Fe Trail. Outdoor museum, sod and dugout houses and one-room schoolhouse. Offers living history programs during special events throughout the year, call for times. Admission: $4 adults, $2.50 students 12-18, $1.50 children 6-11, free to preschoolers, Fort Larned Historical Society Members Free. School groups with teachers receive a 50 percent discount.
The Later Dry Route
Zebulon Pike Plaza
An area northeast of Larned, later went along north side of the Pawnee Creek to Fort Larned and crossed the Pawnee River on the west side of the Fort. It went south and joined up with The Wet Route just west of present-day Garfield.
The Plaza is located on the south edge of Larned on US Highway 56 next to Schnack Park. It commemorates Pike’s nearby crossing of the Pawnee River in October 1806 on his mission to conduct an exploratory expedition of the southwest portion of the Louisiana Purchase. It provides a reference to Pike and other explorers who traveled the Santa Fe Trail and has a picnic area.
The Santa Fe Trail An itinerary of 73 markers placed on the five separate routes of the Santa Fe Trail in present day Pawnee, Edwards, and Ford counties in Kansas. Many of the sites can be viewed from the roadside.
The Wet Route The Original Dry Route Branched from the Wet Route at the southwest corner of Larned.
Follows U.S. 56 from the Big Bend of the Arkansas campground at Ellinwood, following the river to the southwest out of Larned to the town of Kinsley.
Pawnee Rock 10 miles East of Larned on U.S. 56 Pawnee Rock Natural landmark along the Santa Fe Trail. In the trail days it was 30 feet higher than it is today. Enjoy a panoramic view across the prairie.

Larned offers viable public golf option LARNED — As bargains go, place Larned Country Club at the top of the list. Golfers will discover an economical option — $15 during weekdays and $20 on the weekend for all-day play. The course also features a rarity — a fully lighted driving range that stretches out to 300 yards. Golf carts and cart shed rentals are available. Larned Country Club features members from Barton and Edwards counties. The nine-hole Larned Country Club layout features 2,747 yards of golf from the longest tees for a par of 35 . The course rating is 33.9 and it has a slope rating of 106. The Larned golf course, 681 E. 14th Street, opened in 1950. Larned Country Club, 620285-3935, is a well-maintained course featuring small and sloped Bentgrass greens. Three of the sloping fairways are doglegs and tree-lined. Water hazards come into play on three holes. The golf course property is owned by the city of Larned, which also pays for the water and irrigation system, which provides watered fairways and greens. Larned Country Club members run the golf course operations. Members work with golf course superintendent Dan Collins and part-time employees. They order products the golf course requires. “Members have to make sure everything is there that you need to run a golf course, including working with the employees,” said David Blackwell, Larned Country Club president. Blackwell said members are pleased with the condition of the course, which has been blessed by plenty of spring and summer rain.

“Dan Collins is doing a fine job keeping the course in fine shape,” he said. Nearby Barton County offers four golf courses, including a pair of 18-hole layouts. The Club at Stone Ridge, 1458 24th Street in Great Bend, 620792-4306, was the former Golden Belt Country Club. The 18-hole course plays to a par of 72 over 6,495 yards. Steve Gotsche, head professional at the Club at Stone Ridge, is assisted by Dave Lammie as golf course superintendent and Marty Ficken works as assistant superintendent. Green fees are $27 on weekdays and $31 on weekends on Bermuda tees and fairways. Lake Barton Golf Club, 673 U.S. 281 North, 620-6534255, between Great Bend and Hoisington, offers an 18-hole course designed by Harry Robb in 1916. The par 70 course plays to 5,536 yards. Daily prices are $16 with weekend rates $21. At Lake Barton Golf Club, Wayne Woods serves as golf course superintendent and Nick Roth is assistant superintendent. Grove Park Golf Club, 407 W. 3rd in Ellinwood, 620-564-3123, is a unique nine-hole par 64 course that features a premium on accuracy with several treelined fairways. Daily rates are $15 and weekend prices are $20. Keith Fritz serves as golf course superintendent and Kurt Bressler works as the club manager. The Claflin Golf Course, NE 150 Ave. just off K-156, was organized in 1943 when a ninehole course was plotted two miles east and 1/2-mile north of Claflin. Daily rates are $15 for all day play. Superintendents supervise and help judge dozens of 4-H Fair categories that students enter. “The Pawnee County Fair is one of the highlights of the year for the 4-H members,” said Marsha Reece, K-State Research and Extension office professional. “It is their time to shine.” The students learn valuable lessons through the Pawnee County 4-H Fair and their activities. “There are a lot of advantages from participating in 4-H,” she said. “The students learn to speak comfortably before an audience because that is part of their presentation for their projects. They learn to work in a team project and they learn the lesson of service to their city and community.” Reece said the work in 4-H helps the students learn a work ethic. “Teachers have often told me they can tell which students have participated in 4-H education,” she said. “They’ve already learned the importance of a deadline. and the value of doing a good job.” Pawnee County is home to five 4-H chapters — Gem Dandys, led by Cherie Eakin and Amy Harter; Pawnee Peppers,
led by Ted VanHorn and Marsha Reece; Tiny Toilers, led by Joan Forrest; Western Wranglers, led by Shana O’Neil and Darcy VanMeter; and Zook Zippers, led by Debbie Makings and Jennifer McNett. The clubs meet once a month. “Our volunteers and 4-H leaders have a very important responsibility working with the students,” Reece said. “The club leaders make sure they receive the proper information from the Extension Office.” Reece said many of the 100 Pawnee County 4-H members have agricultural backgrounds. K-State Research and Extension publicizes membership in 4-H through promotions at the elementary school and middle school level. Positive publicity is also delivered by the annual 4-H banquet, which helps raises funds for camps and scholarships. “Many of the 4-H members go into some type of 4-H career that if often related to something they have learned over the years,” Reece said. Great Bend’s SRCA Dragstrip history linked with NHRA

reat Bend is known worldwide for its drag racing, and it’s no wonder. In 2013, the Sunflower Rod and Custom Association celebrated its 60th anniversary, and with a nod to its early years, was chosen by the National Hot Rod Association to present its first-ever West Central Super Quick Series. The series consisted of dragsters and fast door cars competing in separate ladders until the winners of each ladder ran off in a final to determine the overall Ignite High Performance Ethanol Series Super Quick winner. Spectators saw cars racing at speeds over 200 miles per hour at this event sponsored by Ignite racing fuel. The Summit Point Series was also featured. “Great Bend is a good track and a good facility,” said Hank Denning, SRCA president. “Everyone is super nice and helpful.” The history between the NHRA and the SRCA goes all the way back to the beginning. In 1946, the U.S. Army abandoned their base in Great Bend, and granted the property to the City of Great Bend. It sat idle for a few years when members of the SRCA convinced the city council to allow the use of the former B-29 bomber runway as a place to race cars. Then, in 1955, the association joined the NHRA and with the help of the Great Bend Chamber of Commerce, petitioned Wally Parks, president of the NHRA, to hold the first national event there. They were successful, and Great Bend and racing have since been forever linked. Glen Amerine, owner of Amerine Utilities, Inc. has been a lifelong resident of Great Bend and can remember attending this first NHRA national event with his family when he was nine years old. When he was serving in the Air Force, stationed at Dover, Del. in 1969, he entered his first race. “I drove a brand new 1969 Camaro,” he said. He raced for a few years, and then he and his wife agreed to stop in order to raise a family. In 1994, he got started back up again, and now racing is a family affair. Amerine races, as does his son Craig; and his wife Missy; his daughter Marcy Smith; and her husband Mark; their son, Jeremy Smith; and his wife Rachel; and their other son, Jared Smith. The family has eight or nine cars at any one time, and races them as they can.
Hank Denning, SRCA President, and the board applied for the dragstrip to be designated a national historical site recently. If successful, the Great Bend SRCA dragstrip would become the only drag strip in the nation with that designation. It would join the ranks of two other racetracks , The Occoneechee Speedway of North Carolina and the Bonneville Speedway, of Utah. “The chances are good, with the help of the NHRA, that the SRCA drag strip can earn that designation,” Denning said. AGRICULTURE Pawnee agriculture has rich history

awnee County has a rich agricultural history, dating back to the 1860s and 1870s when settlers made their homes. Winter wheat, corn, sorghum and alfalfa headline Pawnee County’s cropland production. Pawnee County is primarily agricultural and irrigated and dryland crops are raised to feed cattle further west. Pawnee County farmers produced 4.1 million bushels of wheat in 2011, an average of 32 bushels per acre, and 3.6 million bushels of corn on irrigated land.

In 2011, Pawnee County recorded 4.1 million bushels of wheat sales and 3.6 million bushels of corn sales. About 34,000 acres were planted in wheat in 2010 and 2011. Pawnee County was home to 438 farming operations in 2007, the latest year statistics are available from the United States Department of Agriculture. Seventy-eight percent were cropland operations and 20 percent were pasture operations. Pawnee County cattle and calf owners sold 274,961 head. The market value of livestock was estimated at $252 million.

AGRICULTURE The county had 487,373 acres invested in farming operations, an average size of 1,113 acres. The Kansas Field Office of the USDA National Agricultural Statistics Service survey indicated that Pawnee County pasture rental brought $17 per acre for pasture and $37 per acre rental for non-irrigated cropland. Pawnee County farming operations generated $320 million in products sold in 2007. The average farm sold $730,756 in products. Government payments in Pawnee County were $4.99 million with the average farming operation receiving $13,386 in assistance. Kansas ranked ninth in the country with total value of agricultural products sold and ninth in value of livestock, poultry and their products. Kansas ranked ninth in cattle and calves, 15th for wheat production, 13th for bees and 21st for sorghum. Pawnee County has an estimated 6,928 residents and 3,152 housing units.

ooking for something fun to do? Whether it is the heat of the summer or the cold of the winter, visitors and locals have a place to go locally to fill their appetite for the great outdoors. The Kansas Wetlands Education Center (KWEC) at Cheyenne Bottoms offers something for everyone. Whether you are a bird watcher, hunter, tourist, kid, or adult, you will find something of interest at the KWEC. The KWEC opened April 2009 at the southeast corner of the Cheyenne Bottoms Wildlife Area along K-156 highway and along the Wetlands and Wildlife National Scenic Byway about 10 miles northeast of Great Bend. The KWEC is operated as a branch museum of Fort Hays State University’s Sternberg Museum of Natural History. The 11,000 square foot building is home to the Koch Wetlands Exhibit gallery, a classroom with live animal exhibits, an auditorium, and the Wetlands Gift Store. Admission is free! Van tours, a walking trail, and many public programs also provide a glimpse of what Kansas wetlands are and what you can find in them. Staff at the KWEC will be happy to answer questions about the wetlands and give advice for how the average visitor can experience Cheyenne Bottoms and Quivira National Wildlife Refuge, which together were voted one of the 8 wonders of Kansas by the Kansas Sampler Foundation. The KWEC is open Monday through Saturday 9a.m. to 5p.m. and Sunday 1-5p.m. The Center is closed on Mondays from November 1 through March 31. The KWEC offers a wide selection of public programs and events throughout the year. s harvest wraps up in Barton County, anticipation for the Midway, concerts and exhibits at the Barton County Fair rises. For the past 22 years, the BCFA has won 22 International awards presented by the International Association of Fairs and Expos. This is because only the highest standards are kept for decor and theme. In 2013, the fair board chose the theme The Barton County Fair is Ozsome with all decor based on The Wizard of Oz stories. The United Soybean Board has also designated the Barton County Fair a Green Ribbon Fair for it’s use of renewable energy and bio based products including cleaning supplies and paints. Along with the tried and true activities, each year there’s something new for everyone. The Barton County 4-H clubs are an intregal part of the fair each year, with a Business Appreciation Breakfast and the finale fundraiser, the 4-H Barbecue, which plates just as many to-go meals as it provides for sit-down eating. Both are well attended and much looked forward to. Other fair related activities throughout the year include the Bulls Gone Wild event in the spring, and sponsorship of the Great Bend Farm and Ranch Show. The fair association also helps with the annual community fireworks show in July, and host the annual Holiday Home Tour in December with the Friends of the Fair. Before there was a Barton County Fair, there was the Central Kansas Fair Association, which organized in Barton County on Aug. 10, 1878. The first fair took place Sept. 25-27 of that year in Great Bend. Later, it moved to various locations around the county. In the 1950’s it became a 4-H fair at the old fairgrounds between Great Bend and Hoisington. In 1992 it became the Barton County Fair and was moved to the Great Bend Expo Complex west of town. urdett started originally as “Browns Grove” 23 miles west of Larned, named for Dr. Gallatin Brown who staked out the townsite in 1876. It was a thriving settlement and in 1879 Wright and Johnson built a flour mill with a dam on the Pawnee River furnishing power for the machinery. It was the first flour mill in Kansas west of Hutchinson and was in operation for eight years. The railroad was surveyed from Larned in 1885 and the first train arrived in 1886. The tracks came in a half mile south of “Browns Grove” so business moved to the railroad and the town was re-named “Burdett” by the railroad officials for a famous writer and humorist Robert Jones Burdette. This was the end of the line for a year and a hand operated turntable was used. These were the boom years for the town. The planet Pluto was discovered by Clyde Tombaugh of Burdett on March 13, 1930. However, an organization of professional astronomers decided in 2006 that Pluto, small as it is, is not a planet of the first class. They now list it in a second rank of planets, as a “dwarf planet.” Tombaugh graduated from Burdett Rural High School in 1925. Tombaugh made his first telescope, and what he initially learned of astronomy was learned among the currant bushes on his family’s Kansas farm. In the fall of 1928, he went to Flagstaff, Ariz., and was put in charge of the new 13-inch telescope at the Lowell Observatory. At one time there was a grade school and a high school with the 64th and final class graduating from Burdett High School in 1966. Burdett and Rozel unified to become “Pawnee Heights.”

arfield started life as Camp Criley, a supply station for workmen building the Santa Fe railroad in 1872. In that year, a group of settlers from Ohio arrived and laid out and built the town and named it Garfield, after James A. Garfield, a congressman from their district back in Ohio. Later, Garfield became the 20th President of the United States. In gratitude for the honor bestowed, he gave a bell to the community for the first church erected, the Congregational Church, organized in 1873. The church disbanded in 1959, but the cornerstone and the bell were incorporated into a miniature replica of the church and named the Wayside Chapel which stands today in the Garfield city park. To this day, the chapel is host to the occasional wedding, according to Fire Chief Robert Meckfessel. There are two other historic bells in Garfield. One, located in the park in front of the post office, once hung in the original one-room schoolhouse. The second, located at the community building, once hung in the schoolhouse that later replaced the original schoolhouse. I
n June 1869, Henry Booth, the principal founder of Pawnee County and the city of Larned, arrived at Fort Larned as the newly licensed post trader. Shortly thereafter, he was appointed postmaster. In January 1872, members of the Fort Larned Town Company met in Booth’s Fort Larned home to select a site for their proposed town; and in April 1872, Booth moved the Sutler’s mess house from the post down the south bank of the Pawnee River and floated it across the swollen stream to a location now occupied by Schnack Lowery Park. The little structure was the first building in the fledgling town of Larned serving as post office, residence, saloon, dance hall, and school. In 1874, the building was moved to Fifth and Main Streets to be used as a
carpenter’s shop. Later, it housed d a newspaper office, the U.S. Land nd Office, and blacksmith shop. Until January 1876, Larned was an unincorporated town, governed by township officers. In November 1875, 65 taxpayerss petitioned the state Legislature to organize Larned as a city of the third class with a mayor-council il form of municipal government. Larned became the permanent county seat of Pawnee County in an election held on Oct. 7, 1873. Located midway along the historic Santa Fe Trail, Larned is fast becoming a mecca for tourists and history buffs alike. Drawn by programs and activities at Fort Larned National Historic Site, and the excellent displays at the nearby museum, visitors from across the world find lots to see and do in Larned.

Recycling A Pride Committee has been formed to organize recycling efforts. A trailer was purchased by the City of Rozel, City of Burdett, and Golden Valley, Inc. to be shared between the two cities alternating weeks, when its in Rozel it’s located on Main Street.

ozel, located 17 miles west of Larned, was incorporated Nov. 29, 1929, and has a mayor-council form of city government with water and gas systems municipally owned. The original townsite was deeded to the Arkansas Valley Town and Land Company by the railroad on July 19, 1886. The name Rozel was selected in honor of a daughter of one of the founders of the Land Company, whose name was Rozella. A Methodist church was built in 1905, replaced by a new building in January 1965, and dedicated April 23, 1972. The Baptist church was built in 1916. The first post office was in 1870 and known as Keysville. In 1880 the name was changed to Ben Wade to honor a Civil War lawyer. Rozel has survived two disastrous fires, a tornado and numerous floods. Nearly all the business district was destroyed by fire on September 24, 1929. On May 20, 1949, a tornado and hailstorm severely damaged or destroyed nearly every building in town. The town rebuilt to the community that stands today.
