PAWNEE COUNTY

SOURCE PAWNEE COUNTY HISTORY

ROAMING Freely T

he land recognized as Pawnee County was a high-traffic area long before its boundaries were officially plotted and a permanent settlement began in 1872. The buffalo and Indians roamed freely for centuries before the white soldiers arrived in 1859 to establish a military post at Fort Larned to assist in commerce and travel along the Santa Fe Trail. George Custer, Kit Carson, William Cody, Black Kettle, Satanta, and Yellow Bear were but a few of the legendary people frequenting the fort. The establishment of Fort Larned on the Santa Fe Trail was significant not only for defense of the trail, but also to assist settlers in the area. The Hancock-Custer expedition, referring to General Winfield S. Hancock and Colonel George Custer, arrived at Fort Larned on April 7, 1867, and the two men conducted meetings with Cheyenne Chiefs Tall Bull and White Horse in an attempt to satisfy Indian displeasure at white settlers. The meeting delayed problems along the Santa Fe Trail. It was Henry Booth (1838-1898), retired captain of Company L, 11th Kansas Calvary, who petitioned the state for official organization of the county in 1872, naming it after the familiar Pawnee River as well as recognizing the Pawnee Indians who inhabited the area historically. Booth served in the Kansas Legislature, serving as the Legislature’s Speaker of the House. The organization of Pawnee County is colorful. A colonizer from Chicago, Dr. Samuel Grant Rodgers, had arrived in the Pawnee County area and he and his associates had laid out a town, naming it Petersburg in honor of an official of the Santa Fe Railroad, T.J. Peters. Today it is called Kinsley. Realizing that Petersburg was a threat to Larned, as both towns were within the original boundaries of Pawnee County, Booth and other Larned promoters moved at once toward organization of the county. A law passed that same year by the Legislature prescribing that a petition asking for organization of a new county was to be signed by “40 householders who were legal electors of the county.”

PAWNEE COUNTY HISTORY There were not 40 legal electors in Pawnee County, but Booth and A.H. Boyd secured the signatures by an extra-legal procedure. One report said they stopped an immigrant train that was toiling westward along the Santa Fe Trail and forced the men in the party to sign their petition. Booth forwarded the petition to Gov. James M. Harvey recommending F.C. Hawkins as a good man to take the census. Governor Harvey accepted Booth’s recommendation and appointed Hawkins. Nine days later Hawkins finished his enumeration and filed his certified report with the governor. It showed a population of 674 men, women and children, an amazing figure in view of the difficulty Captain Booth had experienced in finding 40 legal electors to sign his petition. Dr. Rodgers was in Chicago recruiting settlers for his colony while Booth and his associates were taking the preliminary steps toward county organization. It is assumed that Dr. Rodgers went to Topeka and that he registered a protest with the governor and secretary of state, but they must have convinced him that nothing could or should be done to delay the organization of Pawnee County. Gov. James M. Harvey’s proclamation admitting Pawnee as the 65th county was dated November 4, 1872 by Henry Booth, A.H. Boyd, Timothy McCarthy, and George J. Cox. Larned became the permanent county seat of Pawnee County in an election held on October 7, 1873. Dr. Rodgers and Booth were opposing candidates for state representative. Rodgers won the seat, but Booth, although denied membership in the Legislature, had considerable influence in that body. The boundaries of Pawnee County were changed, cutting 12 miles off the south, which left out Dr. Rodgers’ town, Petersburg, and adding six miles on the north, taken from Rush County and six miles on the east, taken from Stafford County. This, Booth observed, “brought Larned nearer the center of the county and

h d iit as the h county seat.” IIt also l cut strengthened off Petersburg and practically every other town in the county. When in 1874, a petition was presented to the Legislature asking that the original boundaries of Pawnee County be restored, the Legislature again came to the rescue of Booth and his county seat by returning one township to Pawnee – the one containing Garfield – and creating Edwards County from the “orphan townships.” Interesting sites in the county include the nine original buildings at Fort Larned, the Pawnee County Courthouse (former), the ding, di ding Eagle Optic Building, the Masonic Building, the Campbell House (1886) and the Patterson House (circa 1876). The Larned Presbyterian Church wass organized on July 15, 1873. The first county fair was held in 1876. Currently itt is a 4-H fair. The first school district wass Pawnee Number 1, formed in Larned on June 24, 1873. Pawnee County’s most recognized citizen is Clyde W. Tombaugh (19061997), who discovered the planet Pluto in February 1930. Tombaugh graduated from Burdett High School in 1925. He discovered Pluto while working at the Lowell Observatory in

2017 has been a year of changes at state facility’s campus west of Larned Changes expected to help state’s recidivism rate

T

he Larned Correctional Mental Health Facility is currently undergoing conversion to become the Larned MediumSecurity Prison, a project to be completed later in 2017. In the spring of 2017, it was determined that Larned could no longer accommodate the number of mental health inmates it had been receiving, which prompted the conversion. It is part of a larger Kansas Department of Corrections reorganization project that also included the closing of the Larned Juvenile Correctional Facility on the same campus in March. The juvenile facility was closed because the number of young persons requiring incarceration has dropped significantly throughout the state.

In an effort to stem the recidivism rate in Kansas, the new medium security facility in Larned will accept inmates between the ages of 18 and 25, who have less than three years left on their sentences to serve. KDOC estimates that 300 inmates could be housed there. The prison will partner with Barton Community College in neighboring Barton County to provide educational and vocational training to these inmates, in order to provide them an opportunity to get their high school diplomas and job skills they can use upon release. Already, it has been working with the KDOC, with plans to expand the program. The Larned State Hospital, a mental health facility where the state’s sexual predator treatment program is housed, anticipates no

changes this year. It is the largest psychiatric facility in the state and serves two-thirds of the state. It is operated by the Kansas Department for Aging and Disability Services, and has a capacity of 525 beds. Nearly 1,000 employees address the routine medical needs of patients, and access outside medical personnel as needed.

The hospital is also home to the unlikely but popular Sunflower Grill, where lunch specials are available every day, and pre-orders are said to sell out early. It’s open to the public, and located on the south end of the hospital. Look for the blue and gold sign that reads “Route 264Sunflower Grill.”

REACHING

T

he Pawnee County Humane Society saw a transition of leadership in the summer of 2017, with long-time director Reeva Preeo welcoming volunteer and board member Andrea Buhler as the new director. Preeo will continue to serve on the PCHS Board. Since taking the position Aug. 1, Buhler said, things have been a little hectic, but it’s a good kind of hectic. After all, the no-kill shelter typically houses up to 25 dogs and 35 cats on any given day. Volunteers and staff care for the animals, and also reach out to the community to provide vital information to help curb the number of animals that are in need of their services. For years now, PCHS has been a leader in the Feral Cat Trap Neuter Return (TNR) program that is helping to decrease the number of unwanted kittens born each year. Feral cats are trapped by volunteers, sterilized, earmarked and then released. Feral cats are neither tame nor are they house pets. TNR interrupts the breeding cycle in a community. Typically, communities begin to notice a difference within months of a program beginning. It has been happening in the Larned area for a few years now, and the results are positive, Buhler said.

Cats reproduce at astounding rates. One male and one female cat and their offspring can theoretically produce 420,000 kittens in six years. A female cat can have from 1-8 kittens per litter, and 2-3 litters per year. So, every male that is neutered greatly decreases the potential number of kittens that could be born in their range. As for dogs, they are spayed or neutered and micro-chipped before they are adopted. In addition, pet owners can have their pets microchipped for a $10 fee at the PCHS, regardless of whether they were adopted there or not. For the animal lover who wants a pet, adoption fees are: dogs, neutered /spayed, $100; cats, neutered/spayed, $10; and fees vary for unaltered animals. Animals are also micro-chipped and current on their vaccinations. Surrender fees are $20 per animal, or, if surrendering a litter, add an additional $5 per animal. The PCHS continues to oversee the partnership between the Larned State Hospital Department of Corrections inmate training program. In August, four dogs were paired with inmates where they reside with the handler 24 hours per day, seven days per week. Dogs aged nine months to 10 years old can enter the program where any behavior that keeps them from being adopted is dealt with. They are taught basic commands, social skills and interaction with other dogs. “It’s a really awesome thing,” Buhler said. Other ways the PCHS reaches out to the community is by providing pet therapy for the elderly at Larned area nursing homes with shelter animals with an agreeable disposition and organizing the end-of-summer annual dog swim at the pool. This fun day is a popular fundraiser for the pool, when owners and their dogs can enjoy the pool before it is drained and cleaned. Each year, PCHS accepts pictures for the annual calendar contest. One picture will be chosen for the cover shot, while 12 others will be selected as “Pet of the Month.” Votes are then accepted, and the

winners are featured in the calendar. In addition, patrons can show support for PCHS by buying T-shirts, sweatshirts or hoodies, all emblazoned with PCHS. Don’t forget the “Pawsitively Tasty” cookbook, which has 350 recipes submitted by Pawnee County residents and brightened by the illustrations of Mary Alice Skelton. Organized fundraisers are great, but the PCHS also welcomes the efforts of individuals like Royce Froetschner. Royce recently turned four years old and asked everyone coming to her birthday party to bring presents for the animals at the shelter, not for her. After the party, she and her parents brought the gifts to the shelter and visited with the animals. She got the idea from her older sister, Finley, who did the same for her fifth birthday. PCHS thrives with its volunteer base. Volunteers exercise dogs, clean kennels, feed the animals, act as a receptionist, do laundry, provide clerical help, hold fundraisers, and act as pet companions.

GRANDMA MY ROSE

“I love you in the morning sun when you’re all awash in dew. “I love you in the evening dusk, and when the day is through. And when your petals begin to fall. “My thoughts of you will be memories to recall.” Mary Alice Skelton

A

rtist Mary Alice Skelton was pleased to paint a pretty picture in the Alice Schnack Memorial Rose Garden in Larned. Skelton painted various roses on signs to complete the improvement of the Memorial Rose Garden at Schnack-Lowrey Park, 1st and Carroll Street. The official unveiling coincided with Skelton’s birthday. “This is something I really enjoy doing,” said Skelton, whose nickname is Grandma Roses. “I was glad to help,” The Memorial Rose Garden was established in 1960. The Schnack family owned the property that is named SchnackLowrey Park, which was donated to the city of Larned. “Mrs. Alice Schnack started a rose garden that anyone who planted a rose would be planted as a living memory of a family member,” said Merlene Baird, Larned Garden Club member and a past president. “It was an interesting project that started with a few roses.” A grant from the Golden Belt Community Foundation using Glenn and Elaine Mull Family funds helped the Garden Club improve the Memorial plaques in 2015. “We received more than $20,000 in donations and every gift was appreciated,” said Judy

Jennings, Memorial Rose Garden committee member. Funds received from the 2015 Garden Walk made the Memorial Rose Garden handicap accessible, restored original names to a new memory wall and added fencing and an expanded viewing area. A new memory wall was constructed and new names were engraved to replace the older signs. One section pays tribute to anyone who donated to the project. Tim Schaller designed the architectural specifications for the project. He helped find a stone mason who worked on the new memory wall. Larned’s street superintendent Alan Taylor and his crew removed the old concrete and set the forms for the new sidewalks and courtyard. The crew removed the brick wall and restored the original bronze plaque. “Their countless hours of labor are greatly appreciate,” Jennings said. The restoration of the hanging shields started with the removal of names. The shields were sandblasted and powder coated before they were engraved with new plaques. Fred Jennings, Susan Fox, Scott Fox and Sherrill Sallee assisted with transporting heavy shields for Mary Alice Skelton.

Phil Perez applied a clear coat to the shields, which were transported to Marty and Zach Hampton’s paint room. The stone mason built the new memory wall and the original bronze and new plaques and frames were attached. Marble benches were added to enhance the viewing experience.

Roger Johnson performs weeding, trimming and maintenance work. “Now, we have a lovely place to be enjoyed by visitors of all ages,” Jennings said. “Our faithful gardener, Roger Johnson, cares for the roses. The city’s surveillance cameras will keep it safe.”

PAWNEE COUNTY HISTORY

T

he Santa Fe Trail Museum continues to be a positive work in progress. Hoisington mural artist Christina Lamoureaux led a summer work crew on a 27-foot mural that represents the long trail ruts, grasses and endless blue skies seen by the prairie merchants trading between Kansas City and Santa Fe, N.M., as they traveled 150 years ago. On one summer day, volunteers filled out clouds in the sky with a grid lightly traced in chalk over the previous day’s painting. “The mural will enrich the geographic history by enveloping visitors in the atmosphere of trail travel,” said Becca Hiller, Santa Fe Trail museum director. Working on the project has increased Lamoureux’s understanding of the prairie. Jackrabbits and rattlesnakes are blended into the design. The 27foot mural will transport visitors from the Santa Fe Trail Museum lobby into the main exhibit space.

SANTA FE TRAIL CENTER

“My untrained eyes have not always seen the nuances of the prairies,” she said. “The more times I visit and investigate the prairie, the more I see and feel connected to it.” Lamoureux consulted historical documents and books during the design process, including “Tracing the Santa Fe Trail,” by Ronald J. Dulle, who offered this description: “Precious ruts are so real that one can hear the shouts of the teamsters and feel the excitement and energy of a four-wagon-wide, quarter mile-long train lurching forward, powered by sweating teams of oxen and mules.” Lamoureaux met with Bev Howell, Santa Fe Trail Center board member, during the summer. Together, they conceptualized the design. In order to complete the project in a month, a team of volunteers — Linda Wyman, Beverly “Rocky” Fenwick, and Bev Howell — agreed to work with Lamoureux. The mural is one part of a major redesign of the Santa Fe Trail Center’s exhibit space.

Soon, additional enhancements will include a newly redesigned entrance marked by half wagon wheels and saloon doors at the entrance to the space, topped with what looks like the back side of a covered wagon, Hiller said. At the end of the hallway, there is a diorama of life on the trail, and opposite the mural are interpretive displays that contain historical artifacts. “This is just a huge milestone to get this in here,” Hiller said. “We are very excited.” Hiller explained, over time museums have striven to become not just a warehouse of artifacts, but to provide interpretation and context to visitors of all ages. The redesign will provide an immersive experience that will leave visitors with a greater understanding about the historical importance of the Santa Fe Trail.

SANTA FE TRAIL The Santa Fe Trail throughout Barton County. From Plum Buttes to the Walnut Creek Crossing to Pawnee Rock, the area that is now Barton County played a major role in the history of the Santa Fe Trail. • Big Bend of the Arkansas River — This was the next overnight campground after leaving Cow Creek and the only reliable source of water in the area. Located on the west edge of Ellinwood. • Walnut Creek Crossing — Located east of Great Bend. Also known as Allison Booth Ranch and Peacock Ranch. From 1855 through 1872, a number of enterprises were located there, including a trading post (ranch), stage station, post office, toll bridge, Camp Dunlap and Fort Zarah. PAWNEE ROCK MONUMENT 12 miles west of Great Bend on U.S. 56 Hwy., Pawnee Rock • Natural landmark along the Santa Fe Trail. In the trail days it was 30 feet higher than it is today. A pavilion atop the rock, erected through the efforts of several women’s service clubs a century ago, indicates the original height before the Atchison, Topeka and Santa Fe Railroad took the top portion of the rock to use as fill in railroad construction. • Enjoy a panoramic view across the prairie • Carving in rocks mark where travelers on the Santa Fe trail paused in their journeys, some as far back as the early 1800s. LARNED COUNTRY CLUB

A LABOR T

aking proper care of Larned Country Club comes naturally for golf course superintendent Dan Collins. His love affair with the local course dates back more than 50 years ago when he golfed with former New York Yankee pitcher Ralph Terry. Collins first started working at Larned Country Club when he was a sophomore in high school. He’s achieving his goal of making small improvements every year. He’s spent the past eight summers serving as golf course superintendent. He first started work at the course as a high school sophomore. Collins’ grandson, Braeden Corman, has worked the past few years at the course. Corman will

play college golf at Sterling College and his high school teammate Colton Massey will play golf at Washburn University. Michael Reece, another past part-time employee, is serving an internship at Muirfield Village in Ohio after previously working at Hutchinson’s Prairie Dunes Country Club. Reece is a senior studying turf management at Kansas State University. “We’ve provided a great educational experience for those young men, Collins said. “They’ve learned how to run equipment safely. They’ve gained knowledge about grass diseases and fungicides. Larned Country Club has completed the installation of a “green nursery, that grows plots of Bentgrass Pencross in case theyy are needed.

Typical maintenance m intenance ma features reseeding fairways with a variety of Bluegrass. “It’s great to develop your own green nursery because it’s expensive to buy it, Collins said. “We’ll use it as a practice green. It’s great to have a green nursery if you have a disease issue. The work crew that features Harold Dixon and Steve Webb has added two bunkers for practice near the driving range. They removed several large trees and reshaped the No. 7 tee box. They’ve also removed drought and weather-damaged trees. “Anytime you have severe drought, that’s an issue, he said. “We’ve removed several large trees. The cedar trees grow large enough, they can get wind damage. A future project is the installation of a pond liner for the course’s water hazard. Last year, the course’s biggest addition is a fullyoperational driving range west of the clubhouse that allows multiple players to hit range balls. The fully-lighted north/south driving range featuring buffalo grass stretches out to 330 yards. The nicest addition is the installation of bluegrass teeing grass

Larned Country Club opened in 1950. It is a well-maintained course featuring small and sloped Bentgrass greens with bluegrass and perennial rye fairways. Three of the sloping fairways are doglegs and tree-lined. Water hazards come into play on three holes. The nine-hole Larned Country Club layout features 2,747 yards of golf from the longest tee for a par of 35. The course rating is 33.9 and it has a slope rating of 106. The golf course property is owned by the city of Larned, which pays for the water and irrigation system. Golf carts and cart shed rentals are available. Larned Country Club features members from Pawnee, Barton and Edwards counties. Larned Country Club 681 E. 14th Street, Larned 620-285-3935

grown in Colorado Springs, Colo. “It’s really nice grass at both ends of the driving range, Collins said. A golf-ball retriever can pick up 1,000 golf balls in 45 minutes. “Multiple players can hit at the driving range, Collins said. “We have five times more players working at the range. It’s also brought traffic onto the course. We see out-oftown visitors and travelers stopping by every day. David Blackwell serves as Larned Country Club president. Larned Country Club operates the Pin High Bar & Grill, which serves customers in the clubhouse. The Pin High is generally open at 5:00 p.m. each day the course is open for business. Make a splash

here are lots of ways to cool off at Great Bend’s Wetlands Waterpark, located at 2303 Main Street. So much more than a municipal swimming pool, the Wetlands is an aquatic adventure with seven slides, spray features, a climbing wall, “water wars area for friendly water balloon battles, and the original bucket challenge: a 300-gallon tripping bucket that repeatedly refills and then drenches anyone brave enough to stand under it! Just as the city of Great Bend is located on the National Wings and Wetlands Scenic Byway, our Wetlands Waterpark is designed to capture some of the natural wonder that’s in our nature. See how many shorebirds you can spot in the decor. There is also a zerodepth entry area, a swimming pool with a divided shallow end separated by floating features, concession area and several shady spots.

The Wetlands Waterpark is a safe, clean, family oriented entertainment experience open seven days a week — weather permitting — from on Memorial Day weekend until mid-August. Hours are 12:30 p.m. - 5:30 p.m., with Family Swim Nights from 7:00 p.m. to 9:00 p.m. on Tuesdays and Thursdays. The greatbendwaterpark.com website tracks the daily forecast so you can check on whether the pool is open or closed. The Wetlands Waterpark can also be found on Facebook and Twitter. Swimming lessons and other aquatics programs are provided in partnership with the Great Bend Recreation Commission. For more information contact the Great Bend Rec Center, 620-793-3755 or www.greatbendrec.net. Bark at the Waterpark After the pool closes for the summer, there’s usually one last splash – for dog paddling, literally. On Dog Day at the Pool, the Wetlands is open to canine swimmers only. Admission to this event is used for improvements at Great Bend’s off-leash Bark Park, located in Veterans Memorial Park. Summer Jobs The pool supplies dozens of summer jobs for persons 15 years of age and older. To apply for a lifeguard position, you must be at least 16 years old and able to complete the Red

Cross Lifeguard Certification Class before the pool season starts. This class is taught by the Great Bend Recreation Commission over spring break. For more information, call Pool Manager Megan Hammeke at the GBRC, 620-793-3755, or email www.greatbendrec. net. Employment applications are available at the City Administration Building at 1209 Williams St. The selection for these seasonal positions takes place during the months of January and February, so for best results submit your application early. The City of Great Bend provides equal employment opportunity to all individuals. For more information call 620-793-4111.

Schedule subject to change Check back to www.srcadragstrip.com prior to event Since 1954, organized drag racing in Great Bend has brought auto and speed enthusiasts together at a former B-29 air strip west of the city. The Great Bend Army Air Field air strip, left over from World War II, was left to the city when the Army pulled out. For years, the local government pondered what to do with it, but thanks to the excitement and enthusiasm of the city’s youth, the air strip was given a new and exciting second life that also helped put Great Bend on the map when it hosted the first-ever National Hot Rod Association National Championship in 1955 which is now known as the U.S. Nationals held in Indianapolis, Ind. It also hosted the firstever American Hot Rod Association Championship in 1956. Then and now A lot has changed in drag racing over the last 50 years. There are more sponsorships by larger corporations, more regional races, and many more classes of dragsters. They’ve all had a go on the former B-29 air strip, thrilling spectators who marvel at the speeds, the sounds, and the smells of serious racing. It’s also been the go-to place for locals to open up their race cars and see just what kind of power their well-tuned engines possess. “Racing gets into your blood, SRCA president Hank Denning said. “It becomes a family experience, with kids and adults coming out to cheer one another on. There are hundreds of classes in drag racing, each with different requirements and restrictions on things such as weight, engine size, body style, modifications, and many others. Classes that run in Great Bend drag strip are Jr. Dragster (5-9 & 10-18), High School, Sportsman, Pro, Super Pro, Motorcycle ET and Street Legal.

Bison return to Great Bend’s zoo Open daily 9:00 a.m. - 4:30 p.m. Closed Thanksgiving and Christmas Day. Enter off north Main Street at 23rd and Main. Admission is free.

G

reat Bend’s Brit Spaugh Zoo continues to amaze community members and guests as a fun and educational place the entire family can enjoy, and admission is free! The zoo features more than 50 different species of animals from around the world. The newest exhibit under construction this year will feature American bison, one of the most iconic mammals of the Great Plains. Thanks to gifts from the Dorothy M. Morrison Foundation, the new bison exhibit and an expanded exhibit for our zoo’s grizzly bears are both under construction in 2017. In 1953, Great Bend Park Supervisor Brit Spaugh started the zoo with two deer and a desire to delight young children. The zoo’s original mission of providing entertainment has expanded to include education and species conservation. Our zoo had a role in bringing trumpeter swans back from near extinction in the 20th century. More recently, photographer Joel Sartore included our arctic fox, Todd, in the National Geographic Society’s Photo Ark. Todd and his mate Vixie have delivered two litters of kits that are now in zoos across the nation.

One of the newest animals at the zoo is Zito, a Lar Gibbon. His species is also on the Species Survival Plan or SSP program developed by the Association of Zoos and Aquariums. Sara Hamlin was named zoo supervisor and animal curator in 2015. She oversees a professional staff with assistance from the Great Bend Parks Department. There are opportunities for internships, community volunteering and Eagle Scout Projects. The zoo is inspected annually by the United States Department of Agriculture.

Raptor Rehab

With so much to see at the Great Bend Brit Spaugh Zoo, there’s also a lot that goes on behind the scenes. Injured birds of prey – raptors – are nursed back to health. All human contact is kept to a minimum to avoid imprinting. The goal is to reintroduce the birds to the wild, if possible.

Raptor Center

The Raptor Center is also the name of the main building at the zoo, which is very much open to the public. You enter the zoo

through this building. Inside are a meeting area, restrooms and a gift shop. The greeter can answer questions and sell you some duck food. The meeting area can be booked for parties and educational programs. Peer through a large window into the veterinary clinic. Visitors can learn more about raptors through the building’s interactive learning stations. Among the displays, you will find a depiction of an eagle’s nest, a camera that provides a raptor’s-eye view of the zoo, and a wing span chart to see where you measure up to various raptors.

GREAT BEND CONVENTION & VISITORS BUREAU The Great Bend Convention & Visitors Bureau is located inside the front of the Great Bend Events Center at 3111 10th Street. The newly remodeled office space is the perfect location for the CVB because it is also designated as a Kansas Travel Information Center. Staff will provide excellent Great Bend information but also statewide information to promote tourism. Events Center updates: New front entrance and update on parking, new paint, new chairs, and new tables. The next steps will be new carpet and possible new airwalls to create more breakout room options to entice more conferences to come to town. The CVB is part of Community Coordinator/CVB Director Christina Hayes’ department. CVB staff includes Emily Goad, Visitor Coordinator and Irma Gonzales, Visitor Service Representative. The staff works hard to promote Great Bend in various ways. Some of the goals that have been completed include: Updating the look and feel of displays and Great Bend information. Getting hotels as much Great Bend information as possible so they can be mini CVBs for our community. Inviting past groups and conventions to come back to Great Bend. Providing a hospitality program for hotels, gas stations, businesses and doctors’ offices so they can let the front lines of Great Bend know what’s happening. The CVB has also worked to provide hotel guests with Community Rewards to encourage them to go out and Explore Great Bend, cross market and utilize resources together and have helped with local City events. Some of next year’s goals include: A new Great Bend Visitor Guide, taking over of the Events Center and Front Door bookings, provide Event planning information for Great Bend overall and effectively market and promote the Events Center as the premier location for Events and Conventions in Great Bend.

JOIN US AT THE 6TH ANNUAL GREAT BEND FARM & RANCH EXPO APRIL 4, 5, 6, 2018

O

ne of the largest farm shows in the United States takes place in the spring at Great Bend’s Expo Complex. In 2017, show manager Darren Dale said the number of exhibitors had grown by 18 percent from the previous year, with more than 700 booths spread over 80 acres, with exhibitors from 27 states, Canada and Australia. “Great Bend is one-of-a-kind,” Dale said. “You have pride in the community and you have pride in this show – and it really shows. ... My wife Tana and I are committed to Great Bend for many years to come.” “Great Bend is the ideal community for an agricultural show like this because of our deep roots in the farming and ranching industries,” said Jan Westfall, expo chairman. “And, we have an eager, supporting volunteer base to make our exhibitors and farmers feel welcome.” It takes about 300 volunteers to pull off the show. These folks make sure the exhibitors have what they need, assist with parking and perform other duties. The Farm and Ranch Expo is a great

place to check out the latest farm and ranch equipment, but the show is also a venue for entertainment and educational demonstrations. Each year is different. Some highlights of the 2017 Expo included cattle handling and horse training demonstrations, free health screenings, K-State Research & Extension presentations, a dog demonstration by Randy Bradford, chute side demos and entertainment from Dale Brisby. A variety of concessions and a beer garden are available as well. Great Bend Mayor Mike Allison welcomes everyone to the show, taking time to brag about some of the attractions in town for people to visit. Allison noted the show has a positive financial impact at businesses in town. “Motels fill up,” he said, and people visit the shops and restaurants. So, if you’re planning an overnight trip during the next Great Bend Farm & Ranch Expo, but sure to book ahead. Learn more about the expo online at

Kiowa Kitchen Still Going Strong Kiowa Kitchen Mexican Restaurant is 40 years young and still going strong, featuring a menu that includes the best Mexican food in the country. It was opened Sept. 18, 1978, by Gwini and Frank Delgado, and there have been three sets of owners, all from the same family. and on May 1, 2001, ownership changed to Chrissy and Kerry Andrews, and on Aug. 2, 2010, ownership changed to Troy and April Meitner. Troy starting working for Gwini and Frank (his aunt and uncle) at the age of 14. He helped them off and on over many years. Troy left the business for 10 years and installed fire extinguishers all over the state of Kansas. Then due to a shoulder injury and surgery, he decided he enjoyed being back home instead of traveling. So, in 2010 Troy was given the opportunity to purchase Kiowa Kitchen. Upon purchasing the business, he changed some of the recipes back to the original recipes of Gwini and Frank. The inside of the building underwent a facelift in 2012. Outdoor signage and a bar was added, and indoor carpeting was replaced.

But, the owners say Kiowa is about more than the building and the food. It’s about employees and customers as well. Tina Weiszbrod is a longtime employee originally hired by Gwini and is a mainstay at the restaurant. Overall she has worked at Kiowa for 16 years. She said she has a love for the people and the food. And, the owners said Kiowa Kitchen has an awesome customer base. Many say they love to eat there because it feels like they are family. It’s been fun watching the customers grow up and then bring in their babies as well, the owners said. People remember eating there as kids and when they come back to town to visit they stop and eat. Many say it’s a family tradition to eat at Kiowa. And it draws a large following from locals and many from around the area. As for the food, Troy is a bit choosy on the type of meat that is served at the restaurant – all of it comes from Ellinwood Packing Kiowa’s top signature dish is the catfish (there is no fish in this Mexican dish). But, the hot sauce is a specialty and is available to purchase and the owners said no other around compares to the flavor of their sauce.

Originally O ll this h building b ld d used d to be b an Army Air Corps barracks that was located out by the airport when it was a World War II training base for B-29 crews. It was then moved to the current location and originally opened as the Starlight Lounge.

READY for Students

New elementary school opened in Larned

P

eople of Larned came out for a ribbon cutting ceremony at the new Fort Larned Elementary School to celebrate its opening just in time for the new school year. “This new school is so important to the community and the education of our students,” USD 495 superintendent Joe Sample said. The new school will host prekindergarten

through grade 5 and is located at East 21st between Toles and Broadway. The school features a state of the art media center, a large gymnasium, large classrooms to accommodate the students and state of the art technology throughout the school.

“We have the opportunity to have a state of the art learning center for our children to learn and grow,” Sample said. “We are excited for this school year.” In 2015 Fort Larned USD 495 voters passed a $22.2 million bond issue by a 2-to-1 margin that helped with the construction of the new elementary school. The yes votes were 1,036 and the no votes were 517.

EDUCATION

The bond increased property taxes $93 annually for a $75,000 house; $204 annually for a $75,000 business and $72 for 160 acres of dryland crop land. The middle school was the newest building in the district, but it also benefited from the bond issue. The plan calls for removing grade five from the middle school and returning those students to an elementary school setting. This would provide more space for the remaining grades at the middle school, while also placing fifth-graders back in a more appropriate setting. USD 495 used five buildings for elementary education, but the space is not adequate and the buildings are outdated, according to Brent Hemken, co-chairman for Foundation for the Future. The land where the elementary school was built was donated. There has also been a donation of about $250,000 towards a new wellness center at the high school which will be shared with the community. Current structures to be replaced include — Pre-K (3-4 year olds), Hillside and Sacred Heart; kindergarten, Hillside Elementary

(1955); first, second grades, Phinney Elementary (1952); and third, fourth grades, Northside Elementary (1965). The work on the new school was supervised by Bob Simpson of Wichita’s Simpson Construction, which serves as the construction management firm. Wichita’s Howard and Helmer is the architectural firm and Piper Jaffray is the financial advisor. Larned-based Haynes Elecric was awarded the electrical portion of the project.

New Administrator at PVCH Impressed by Employees, Community Support Eric Lybarger started his new job as the administrator at Pawnee Valley Community Hospital (PVCH) in September. In the past several months he has been working on keeping the hospital moving in a positive direction, creating and maintaining important relationships, and focusing on making sure PVCH is a great place for employees to work, providers to practice medicine, and patients to receive care. During his nine months at PVCH, Lybarger has been impressed with the quality of the hospital staff more than anything else. “The people who work here are the reason PVCH is successful,” Lybarger said. “One of the first things I noticed when I started my job was the dedication of the staff. Even when I was interviewing for the job, I could sense the pride everyone has in the facility, especially the staff that worked in the old hospital and went through the closure scare and the fight to keep the hospital open.” Having worked in a larger forprofit hospital in Oklahoma for 10 years, it was Lybarger’s experience in the “have-to-make-money” healthcare world that helped establish his beliefs in what really makes a hospital successful. It is not all about the number of patients you see and how much money you’re making. “It has to be about people,” he said. “You have to genuinely care about people - patients and employees alike - to be a successful. Although the hospital has to generate enough revenue to keep the doors open, it’s purpose is far from making money. Providing great care and working together as a cohesive team working toward a common goal is what you have to strive for as an organization.” Lybarger said this goes for every member of the organization no matter where they are on the organizational chart. “We all have to work toward the goal of providing a great patient experience,” he said. “How you treat people during their most vulnerable time is very important. Patients may not remember the clinical details of their visit to the hospital, but they will certainly remember if you treated them with courtesy and respect.” Another thing Lybarger

has been impressed by is the community support for the hospital. The fact that the community fought to keep the hospital and then built a brand new facility is a great healthcare success story. Many times hospitals close without a fight and the community is left with an empty building, but not in Larned. The community stood up for the hospital, which is motivation for PVCH to support the community, provide great care and to continuously look for ways to improve and offer additional services when appropriate so people don’t have to leave Pawnee County for care. Pawnee Valley Community Hospital hires new Foundation Coordinator Pawnee Valley Community Hospital recently hired Julie Bugner-Smith as the new Foundation Development Coordinator. Formed in 2012, The Pawnee Valley Community Hospital Foundation is a charitable, nonprofit 501 (c)(3) organization whose mission is to advance quality healthcare in Pawnee County. The PVCH Foundation, in partnership with our donors, seeks to meet both immediate and long range healthcare needs for our residents. Private contributions strengthen our funding resources and allow us to provide quality programs, services, technologies and education for the citizens we serve. Julie was recently the Executive Director at United Way of Central Kansas for 7 years and has helped launch UWCK to grow from Barton County to include Pawnee County, increasing the agencies from 19 to 23, established community impact programs, Stuff the Bus, Box of Love, Dolly Parton’s Imagination Library, Literacy Kits for all pre-kindergarten children, Reality U, and established the current Pacesetter recognition program. Julie has 9 years of hospital experience, making her a great fit for the Foundation. “I am thrilled to join the incredible team of PVCH,” said Bugner-Smith. “Their mission statement to provide the best service in the area and their commitment to excellence is to be commended. PVCH is also very community oriented

which fits with my core values. The history of the hospital and what it means to the surrounding communities is a testimony on the sheer determination of what we as individuals can do together.” Eric Lybarger, PVCH Administrator and Foundation board member said Julie’s successful track record raising money and her experience in healthcare made her a great fit to lead the Foundation. “We are fortunate to have Julie on our team to help build relationships in the community and increase funding for the foundation,” said Lybarger. “The pressure on small, rural hospitals is significant from a revenue standpoint, so having the Foundation as a partner is vital to the success of PVCH. We look forward to Julie continuing her career as a great fundraiser and helping us enhance healthcare in Pawnee County.” If you would like to contact Julie, she can be reached by calling (620) 285-8632 or by e-mail: juliebugnersmith@haysmed.com. Pawnee Valley Medical Associates Adds New Nurse Practitioner Pawnee Valley Medical Associates welcomed Bonnie Landgraf, a family nurse practitioner (FNP), to the practice last fall. “We are fortunate to have Bonnie working in our clinic,” said Eric Lybarger, Pawnee Valley Community Hospital administrator. “She is hardworking, dedicated and great with her patients.” Landgraf recently earned her Masters of Nursing, Family Practice Practitioner degree from Carlow University. She earned her Registered Nurse degree from Heritage Valley Sewickley School of Nursing in Pennsylvania and her Bachelor of Science in Nursing degree from Ohio University. Her clinical experience includes being the Administrator on Duty and Clinical Leader at Children’s Hospital of Pittsburgh. She has also held various pediatric nursing positions during her career. Her clinical rotations for her FNP degree included training in the areas of primary care, pediatrics, women’s health, geriatrics, oncology and emergency/urgent care.

An FNP is an advanced practice nurse who manages acute and chronic conditions, promotes health, prevents disease, educates, and provides counseling services to individuals and families across the lifespan. PVCH is first Critical Access Hospital in University of Kansas Health System Late last year The University of Kansas Hospital and Hays Medical Center (HaysMed) finalized their partnership agreement, which took effect January 1, 2017. Leaders of the two hospitals say they share a long-term vision to enhance and extend comprehensive, high-quality, cost-efficient healthcare in a not-for-profit setting to transform healthcare delivery throughout Kansas. Through its affiliation with HaysMed, Pawnee Valley Community Hospital will be part of the system as the first critical access hospital partner. PVCH will not change its name, but there will be changes to signs, name badges and other items to symbolize being part of the new health system. “We are fortunate to be included in this new health system and look forw¬ard to w¬orking ¬with The University of Kansas Health System,” said Eric Lybarger, PVCH administrator. “With partners like HaysMed and KU Hospital, PVCH ¬will be in a position to help transform and enhance care and access for Kansans in Pa¬wnee County and the surrounding area.” John Jeter, MD, who continues as CEO of HaysMed, says the final negotiations went smoothly. “When both parties share the same patient care philosophy and vision, final agreements flow naturally. Our staff is excited now that the partnership agreement is complete and we can begin realizing our goals for this partnership,” says Dr. Jeter. PVCH hospital board and Pawnee county commissioners have discussed details of the new partnership HaysMed has with the University of Kansas Health System, including how PVCH fits into the new health system, use of the new logo, and branding. Plans are being discussed as to how and when that change will occur.

NEW Underwater Pool

Therapy Now Available Thanks to HydroWorx Aquatic therapy isn’t necessarily a new technique. Troy Moore and the other physical therapists at Central Kansas Orthopedic Group have been utilizing it for years. But recently, their team invested in a cutting edge new piece of equipment known as a HydroWorx therapy pool that is already changing lives for patients in Barton and Pawnee Counties. Robert Witt is a resident of Larned, and drives to Great Bend 3 days per week to utilize the new aquatherapy pool because of the amazing results he’s seen since it was installed. “I had Polio when I was two years old, and then I recovered,” Witt says. “But 7 or 8 years ago, I started experiencing Post-Polio Syndrome (PPS) which causes my muscles to start weakening, and it was getting progressively worse.” Six months ago, Robert says that he could only walk 100 yards at a time. “My doctor was going to order me a wheelchair. Luckily, my wife found out about this, and I wish I had known about it sooner.”

A special camera allows the therapist to monitor minute movements and coach the patient on better form during therapy sesions. The camera feeds a screen at the patient’s eye level. The fresh water pool allows therapists to view patient movement from all sides, and provide instruction while the patient feels less weight on their joints while underwater. The pool is filled with clean water after the patient enters, ensuring the most sanitary environment possible.

Witt says that he can walk much further after regular visits to the HydroWorx pool at CKOG. “I’m not even sure how far I can walk because I haven’t pushed my limits yet. It really has increased my endurance,” Witt says. “I would tell anybody that if they have a chance, they should get in here. This has really improved my life.”

“T

his has really improved my life.”

Other types of patients can speed up their recovery time after injuries, surgical procedures, and athletic strain because of the lightweight feeling underwater. “Patients feel up to 80% lighter, depending on the depth of the water surrounding them,” says Troy Moore, DPT. “This is very beneficial for people of all ages, and we have been amazed at what an impact it’s making. We just want to help people feel their best.”

Patients who have undergone an injury or a recent surgery are often hesitant to undergo therapy because of the pain caused by their joints. But being underwater alleviates most of the weight, making it easier to move freely.

PAWNEE WHEAT STRIKES RIGHT CHORD

T

he 2017 Pawnee County wheat harvest developed into a pleasant surprise with 3.2 million bushels delivered at the Pawnee County Co-op Association. The yield was good news after last year’s record 4 million bushel crop. Wheat had to overcome frost and leaf rust and wheat streak mosaic virus lowered crop yields. “Rain came at the right time and the harvest was better than expected, said Kim Barnes, chief financial officer and grain merchandiser for the Pawnee County Co-op Association. “Prices were better compared to last year. The local co-op purchased 55 percent of the crop for storage and sale. Prices ranged to just over $4 a bushel when the harvest

peaked this summer to deliver more than $12 million in revenue. Farmers took advantage of the price to sell wheat for cash. Just five percent of farmers deferred their payments until 2018. “A lot of people need cash to pay the spring crop input and a lot still are trying to catch up from last year, Barnes said. “They need the cash now. An uptick in the wheat price helps people pay bills. Most elevators are holding onto their wheat reserves until the time is right. “There is reserve grain which is sitting with elevators who are holding onto it until the price rebounds, Barnes said. The eventual fall harvest of corn and milo was forecast to deliver mixed results. Dryland crops missed seasonal rain.

AGRICULTURE Weather lowered the pollination process for irrigated crops. “It’ll be an interesting harvest because there were pollination issues and it’s uncertain what the export business will look like,” Barnes said. The fall harvest is expected to start in September with similar forecasts of a large harvest for corn and milo and relatively low prices for the commodities. Corn has dropped from a $4 price into a $3.60 range. “Dryland corn is first, followed by milo,” Barnes said. The Pawnee County Coop Association has worked with the local farming community since 1905. The wheat harvest delivers revenue that is constantly recirculated into other aspects of the economy. PCCA has changed the grain storage skylines of Larned, Garfield, Mackville and Dartmouth. PCCA was formed when Larned farmers met at the Pawnee County Courthouse in 1905 to plan a wooden grain elevator in Larned. Since then, the PCCA has expanded to offer complete grain handling facilities, with more than five million bushels of storage space. The PCCA has expanded its fertilizer production department, with the addition of two 611,000-gallon storage tanks, and two 400,000-gallon storage tanks. A 9,000-ton dry fertilizer storage facility was

SPECIALIZING IN

completed in 2013. Each of the dry fertilizer facility’s 11 bins has the capacity to store the equivalent of 10 railroad cars of fertilizer. An adjacent railroad spur and 100-foot-long loading bay provides complete access for fertilizer transport. A full line of refined fuels is available with cardoperated pumps at two PCCA locations for 24-hour fuel access. Winter wheat, corn, sorghum, soybeans and alfalfa headline Pawnee County’s cropland production. Pawnee County is primarily agricultural. Irrigated and dry-land crops are raised to feed cattle further west.

BURDETT

S

tarted originally as “Brown’s Grove” 23 miles west of Larned, Burdett was named for Dr. Gallatin Brown who staked out the townsite in 1876. It was a thriving settlement and in 1879 Wright and Johnson built a flour mill with a dam on the Pawnee River furnishing power for the machinery. It was the first in Kansas west of Hutchinson and was in operation for eight years. The railroad was surveyed from Larned in 1885 and the first train arrived in 1886. The tracks came in a half mile south of “Brown’s Grove” so business moved to the railroad and the town was re-named “Burdett” by the railroad officials for a famous writer and humorist Robert Jones Burdette. This was the end of the line for a year and a hand operated turntable was used. These were the boom years for the town. The famous astronomer Clyde Tombaugh graduated from Burdett Rural High School in 1925. Tombaugh made his first telescope, and what he initially learned of astronomy was learned among the currant bushes on his family’s Kansas farm. In the fall of 1928, he went to Flagstaff, Ariz., and was put in charge of the new 13-inch telescope at the Lowell Observatory. At one time there was a grade school and a high school with the 64th and last class graduating from Burdett High School in 1966. Burdett and Rozel unified to become Pawnee Heights High School the next year. he first settlers of Garfield came from Ohio, not Sweden, as was once believed. The Swedes came a few years later. In January 1873, two months after Pawnee County was organized by proclamation of Gov. James Harvey, members of the Ohio colony filed on about 30 pieces of land near the present site of Garfield, then known as Camp Criley. Camp Criley was established in the late summer of 1872 as a supply station for workmen building the Santa Fe Railroad. It was named for Capt. J.D. Criley, superintendent of the construction. In March 1873, the advance guard of the Ohio colony arrived. During the summer of ‘73, others joined the growing settlement on the Arkansas River. The first religious services were held in the town that summer, the Methodists forming a Sunday school class and the Congregationalists organizing a church. Later a Union Sabbath school was established. The Swedish Evangelical Lutheran Church was organized in 1879. The Ohioans changed the name of the town from Criley to Garfield in honor of James A. Garfield, the congressman from their old district in Ohio, and later president of the United States. When Mr. Garfield was informed of this honor, he wrote that he would present a bell to the first church erected in the town. The bell hung in the Congregational Church from 1875 to 1959 and is now part of a monument in the City Park.

LARNED

T

he city of Larned is situated along the Santa Fe Trail which was a thoroughfare for early expeditions, traders, and the livestock movement. From 1822 to 1880, the Santa Fe Trail was one of America’s most important trade routes, carrying millions of dollars worth of goods annually in commercial traffic between Independence, Missouri and Santa Fe, New Mexico. A military establishment was needed along the trail and in October 1859, Camp Alert was constructed. It was renamed Camp on the Pawnee in 1860 and later that same year became known as Fort Larned. The fort became the principal guardian of Santa Fe Trail commerce. Today the fort is a part of the National Park Service. It was designated a National Historic Site in 1964 and underwent major renovations in the years that followed. It is one of the few frontier forts where the original buildings have been preserved. Many hours of dedicated research and work have gone into restoring the fort. The Santa Fe Trail was established as a national historic

trail in May 1987 and trail ruts made by the countless ox and mule drawn wagons can still be seen near the Fort. The fort is located at 1767 Kansas 156, Larned, Kan. Soldiers story On the morning of January 2, 1869 members of Company A, 10th US Cavalry stood before the smoldering ruins of what had been the Fort Larned cavalry stables. The fire had killed 39 of the company’s horses, huge stores of hay and grain, as well as saddles, and ammunition. It had started in the early hours of the morning while the men of Co. A were a half mile away guarding the post woodpile. Company A’s regiment, the 10th US Cavalry was one of two all-black cavalry regiments authorized by Congress in 1866 as part of an overall army reorganization after the Civil War. There were to be two cavalry regiments – the 9th and 10th – and four infantry regiments – the 38th, 39th, 40th, and 41st – although, the two infantry regiments were eventually reduced to two. Regimental

commander, Col. Benjamin Grierson, set up his headquarters at Fort Leavenworth and began recruiting men to fill his ranks. Initially the recruits were drawn from African American Civil War veterans in the Departments of the Missouri, Platte and Arkansas but most of the company’s members eventually came from a few northeastern cities. American soldiers, Capt. Nolan soon came to admire their devotion to duty, hard work, and eagerness to prove themselves in the field. One thing that impressed him in the beginning was the way they cared for their horses on the march down to Fort Larned from Fort Riley in April of 1867 despite their inexperience. “My troop preserved its horses without disease, although the latter were young and unused to service of any kind, and brought them to Fort Larned, Ks. in such condition as to excite the admiration of Major Gen. Hancock…”

The city is governed by the mayor and city council. The city manager is hired by the city council and provides administrative services. City elections are held every year. The mayor is elected from the city at large for a two-year term. Council members are elected for two years from their respective wards and serve staggered terms with an election of one position in each ward annually. There is no limit on the number of terms that may be served. The Larned City Council meets at 6:30 p.m. on the first Monday of each month at 417 Broadway. Council members can be reached at the city office, 620-285-8500.

“THERE’S NO PLACE LIKE HOME”

O

ver the past three years a variety of people have called PRAIRIE VISTA their home. From young professionals, families and retirees. What attracts them to PRAIRIE VISTA is simply quality housing, location and cost efficiency with no maintenance. There is literally “no place like them” situated on a quiet cul-de-sac located on the west end of Larned, This housing community is owned by the city and the people of Larned. As a sizeable investment in their community this project has one goal in mind and that is to meet the needs of its resident and attract new members to live, work and play in our community. Being city owned and operated making sure that we provide top quality service to our tenants and protecting the long term investment we have made is our top priority. Since we are not a large corporately owned and operated housing facility you will find the personal attention to all of our residents and the commitment to sustaining a high quality home environment in our city is very evident in what we are doing. In addition to what we had anticipated with the PRAIRIE VISTA housing community, we have been very pleasantly surprised to see the number of people in our city that are retirees looking to down size, sell their homes and want to remain in the area. For a number of them that do not meet the requirements related to other income based housing that is offered in the Larned area, this is a great fit for their future plans.

These retirees really like the duplex’s one level floor plan, additional bedrooms, garage, safe room, high quality appliances and amenities. Not to mention no more property taxes, insurance and home maintenance to worry about, allowing them to spend more time and money doing more of what they want in their retirement. We are extremely happy with all of the people and families that have decided to make PRAIRIE VISTA their home now and in the future and very grateful for their support and the support of the citizens of Larned for their contribution in making Larned a city we are proud of. If you would like additional information or to set up an appointment to look at one of the Prairie Vista Duplex apartments, contact Charles Spina / Property Manager/ City of Larned at 620-285-8519. If you would like to take a virtual tour of the apartments go to the City Web Site – cityoflarned.org and look under the SPOTLIGHT FEATURE at the bottom of the home page.

ROZEL disastrous fires, a tornado and numerous floods. Nearly all the business district was destroyed by fire on Sept. 24, 1929. On May 20, 1949, a tornado and hailstorm severely damaged or destroyed nearly every building in town. And, a huge tornado wider than the town itself passed just west of Rozel on May 18, 2013, clipping five farms before it finally lifted. A portable Doppler radar measured wind speeds of up to 185 mph, making it an EF-4 on the Enhanced Fujita scale. Still, the town stands. The city of Rozel received a Small Cities Community Development Block Grant. The grant was used to remodel an existing building that is used for the Rozel Community Center at 105 Main. It is home to the Pawnee Heights Unified School District 496 and the Pawnee Heights Tigers. The elementary school, junior high school and the high school are located here, along with the district office.

City Council Council members meet at 7:00 p.m. on the second Monday of each month at the City Building, 110 Main Street, Rozel. There are five council members. Messages for council members can be left at the city office at 620-527-4399. It is situated on the Jetmore branch of the Santa Fe Railroad, formerly the Chicago, Kansas and Western R.R. The original townsite was deeded to the Arkansas Valley Town and Land Company by the railroad on July 19, 1886. The name Rozel was selected in honor of a daughter of one of the founders of the Land Company, whose name was Rozella. A Methodist church was built in 1905; replaced by a new building in January 1965, and dedicated April 23, 1972. The Baptist church was built in 1916.
