Shaw to Hand Off Fire Chief Role in 2025

Nagy Tapped for Succession

When William Shaw took over as Chester Town ship Fire Depart ment chief in February 2022, he knew it would not be a longterm role.

A previous fire chief in Wil loughby and Solon, Shaw brought over 36 years of experience to the township when he was brought on as interim fire chief in 2021. In an interview Feb. 8, Shaw said the decision to groom a new chief was made when he was hired.

Russell Trustees Ban Adult Use Cannabis Operators

Following discussion at two prior meetings, Russell Township Trustees officially voted to ban adult use cannabis operators at their Feb. 15 meeting.

Trustees Kristina Port and Matt Rambo attended informative sessions about the ongoing changes to legislation around marijuana while at the Ohio Township Association meeting in Columbus.

Port described one session as “contradictory.”

“What I learned is, nobody has any idea how this is gonna work,” Rambo said.

Port said while they can pass a resolution now, changes to legislation may cause complications down the line.

“We can do a resolution today. However, it may be subject to change depending on whatever the law changes to,” she said.

Rambo also noted township resolutions do not override state laws.

“When the state does issue licenses, they don’t care what your lo-

cal resolutions say,” he said. “If they issue a license and you’ve already told them that you can’t have an operation here, it doesn’t matter. Their license trumps our resolution.”

The vague wording of the resolution also came into question.

“That’s another problem I have with this resolution, is that it says ‘adult use cannabis operators,’” Rambo said. “That’s a fake term. It doesn’t say sales, it doesn’t say manufacturing, it doesn’t say processing … it just says ‘operators.’ Operators is not a defined term.”

Despite the discontent, the resolution passed unanimously. Fiscal Officer Karen Walder also noted some upcoming technology upgrades to the current administrative building, the community building and the recycling center.

These include the admin building getting security camera replacements; the recycling center getting both cameras and license plate readers; and camera placements for the community building, as well as data drops and wireless access ports.

Walder described two phases

to the project.

“The first phase is really getting the cameras in the current admin building converted over and getting the new cameras’ server that will support all of the cameras for the admin building, for the new building and for the recycling,” she said. “So, our phase two would be the security cameras for inside and outside the new building, and the new security cameras and license plate readers for the recycling area.”

The cameras will be in color and will have zoom capabilities. As the new cameras have an extended range, replacement of the old cameras may not be one to one, she said. Cost estimates are still up in the air, but Walder hopes to have firm numbers by the March 7 trustees meeting.

Walder added they have been looking at electronic access control for the new building and admin center, which could be used to limit access to a building when somebody has it rented, or tell which employee accessed a facility at what time.

Brandon Morrissette Trial Set for April 16

Brandon Morrissette, 18, the West Geauga High School student accused of bringing a gun to school last year with plans to kill several students, is set to appear before Geauga County Common Pleas Judge Carolyn Paschke for his jury trial at 8 a.m. April 16.

However, it remains unclear whether his trial will actually begin on that date, said Geauga County Prosecutor Jim Flaiz.

Morrissette, of Lyndhurst, changed his plea from not guilty by reason of insanity to not guilty Nov. 8, 2023, after appearing remotely for a hearing about the results of his second psychological evaluation.

Part-time firefighter and paramedic Andrew Nagy is the most likely to be tapped for the role, Chester Township Trustee Ken Radtke said Feb. 8.

The plan is for Nagy to be the department’s full-time assistant fire chief on a temporary basis with the expectation of stepping into the chief’s spot in 2025, Radtke said.

“(Nagy) has a lot of experience. He’s actually trained just about everybody in the department with regards to our own internal policies and procedures,” Radtke said. “We believe Nagy has the capacity to hopefully become the next fire chief. Part of that process is getting him sufficient time with Chief Shaw so that he can learn more of the administrative details, duties and skills.”

“He just needs to see a little bit more of the management side of things, budgeting, human resource functions, labor negotiations and those types of things,” Shaw said. “What we’re going to be working on over the next 12 months is getting to some of those areas that he hasn’t had a lot of exposure to and work on strengthening those skills.”

Radtke expressed his amazement after conducting a mock interview with Nagy.

“He was exceptional in his preparedness and had answers to questions I was not expecting him to answer, which were more higher-level executive and administrative,” Radtke said.

While Shaw said his experience in Chester township has been “nothing short of phenomenal,” he added he is really considering full retirement.

“I’ve been doing this for almost 40 years now. I started in 1984 and it’s time to kind of sit back and enjoy life,” he said. “As I have told my wife on a number of occasions, we always talked about ‘someday.’ Well, someday is today.”

With grandchildren on the east coast, west coast and local to the area, Shaw said he does not know if future employment anywhere is in the cards.

He also had high praise for Chester fire department, especially considering he came to the department recently and from another fire department.

“Normally, when you come from outside the organization, there’s a little pushback. You are an outsider. Basically, I never felt that here. This group of employees are professional, very dedicated, very loyal to the community and they truly do want what is best for the residents,” Shaw said. “It’s been very refreshing to work here and to sit down and talk with these folks about how are we going to better serve the residents. It truly shows the staff’s dedication to the high level of service that they want to provide.”

Gary F. Powers

On Sunday, Feb.

11, 2024, Gary Powers, a beloved father, son, brother, uncle, cousin and friend passed away at the age of 58, while at Hillcrest Hospital with family at his side.

Gary fought a long and courageous battle of many health issues, including cancer, and was never known to complain.

He continued to work for his generous and understanding employer, Distillata of Cleveland, for 38 years.

Richard Joseph Clark

Gary was born May 13, 1965, in Cleveland, to Sue Powers and the late Frank Powers. He was one of five children. He was a proud graduate of West Geauga High School, Class of 1983.

Gary was an incredible single parent who raised two beautiful daughters. He enjoyed spending time with his family and loved being with his daughters and attending their activities.

He was a huge fan of the Browns and Guardians, and enjoyed watching games.

Gary will be sadly missed by his daughters, Abby and Grace; mother, Sue; brothers, Jim (Sue), Tom (Shelley), Paul (Kathi); sister, Cheryl Spiler (Mark); and many nieces and nephews along with grand-nieces and grand-nephews.

He will also be missed by numerous other family members, friends and co-workers.

Gary was preceded in death by his loving father, Frank Powers.

A Celebration of Life will be held at St. Anselm Church, Chesterland, on March 9, 2024, at 11:15 a.m.

A private graveside service for the family will be held at a later date at Resurrection Cemetery in Columbus, Ohio, where Gary will be near his father.

Richard Joseph Clark, age 93, passed away peacefully Feb. 15, 2024, at Holly Hill in Newbury Town-

He was born April 8, 1930, in Akron, to John and Ellen Clark, one of eight children.

Richard was a Local 38 Electrician for more than 70 years.

He married Rosemary Elaine Millet on May 3, 1952, at St. Helen’s Church, Newbury. They were married for 68 years.

Richard truly lived life to the fullest, through the simple pleasure of enjoying his family, home and fishing whenever he could at the Lake Erie Islands. There was nothing better to him than frying up fresh caught walleye.

He is survived by a brother, William Clark; three children; Sandra Schaab (Joseph), Dick Clark (Denise), Stacey Castle (Charles); eight grandchildren, Joshua Schaab, Christina Osborne, Rich Clark (Dana), Ryan Clark (Erin), Emilee Latini (Dennis), Ross Clark (Angelina), Charles Castle; and 11 great-grandchildren.

Family, friends and others whose lives Richard touched were invited to Gattozzi and Son Funeral Home, 12524 Chillicothe Road, Chester Township, on Feb. 20, 2024, to reminisce and support each other. A funeral service was held at 12 noon with burial following at Riverview Memorial Park of Russell Township.

Volunteers Needed to Deliver Meals

The Geauga County Department on Aging is in need of Home Delivered Meal drivers in Chester Township. The meal routes start at the West Geauga Senior Center, 8090 Cedar Road, Chester Township. The Home Delivered Meal program delivers warm, nutritious lunches between the hours of 11 a.m. and 1 p.m., Monday through Friday, to homebound senior citizens in the community. A 9mm Smith & Wesson handgun with three loaded magazines was found during a search of Morrissette’s book bag. He also had a lock blade-style knife secured to the exterior of his pants, according to officials.

Morrissette faces a first-degree felony charge of attempted aggravated murder, a fifth-degree felony charge of possession of a deadly weapon in a school safety zone and a first-degree felony of inducing panic.

The aggravated murder charge carries a maximum possible prison term of 16 1/2 years, not including specifications for committing the crime in a school safety zone and possessing a firearm which, combined, could tack on an additional three years.
