SEAFORD CHRISTMAS MAGIC

On Saturday 5th December 2015 the town of Seaford lit up when Christmas Magic returned! Organised by Seaford Town Council and Seaford Chamber of Commerce, the Town Centre was filled with the sights and smells of Christmas for all to enjoy. The event was kindly sponsored by many businesses and organisations in and around Seaford; the main sponsors being Brooklyn Hyundai, Billy’s Beach Hut and Toy Town. There were over 30 stalls providing a vast array of produce, with charity and fundraising stalls, hot cuisine from other continents and a variety of exclusive Christmas goodies; there was something for everyone! The live entertainment organised by Splashpoint Music with help from Seaford Live was well received by the crowds who gathered from 10am to come and support their local talent. Performances were given by Consensus Choir, Simon Wood, Kings Church Puppet Show, Rosie Moore, Julie’s Art of Noise, Sprung, Seaford School of Dance, Mel Hayes, Seaford Musical Theatre Juniors, Archway Choir, Seaford Silver Band, Juggletastic, Stix and Funked Up. Juggletastic was sponsored by the Seaford Rotary and Paul Franklin who without their kind generosity the crowds would not have had the exciting performance following the light switch on. Sussex Events Ltd were key players on the day and must be praised for their continued professional service and contributions in making this year’s event run smoothly. A big thank you to Seahaven FM who made such a wonderful part of the team with public announcements, live broadcast and interviews throughout the day. Thanks must also be given to Chris Hewitt who ran his photo booth in the Clinton Centre all day witch was a popular activity and memento for the day! Seaford Schools Together and Seaford Family Focus Group provided incredibly popular indoor activities and crafts at St. Leonard’s Hall, sponsored by Toytown and Splashpoint Music. It was here the lanterns were made for the parade in the evening. The Lantern Parade was a magical experience for the families and children who took part and also for the bystanders who were able to share in the joyous atmosphere of the parade. Seaford Library and Seaford Community Cinema also joined in the day and entertained visitors with story times at the Library and the movie Paddington shown at Seaford Cinema.

SEAFORD CHRISTMAS MAGIC BEST DRESSED WINDOW The winner of the Best Dressed Window Competition was Autism Sussex who received a special trophy donated by the Seaford Chamber of Commerce. Marybelle came in 2nd place and Home Hardware in 3rd. The Christmas Magic Team would like to thank all those who took part in this competition, and helped transform Seaford’s town centre into a hub of festivity.

EVENTS October 2015

Lifeboat Trip Following the previous year’s success, Seaford Town Council recently organised another trip on the Newhaven Lifeboat for the Councillors in a bid to raise money for the Mayor’s Charities and to donate £100 to the RNLI Newhaven. On Sunday 22nd October 2015, Councillors and staff along with their families boarded the Newhaven Lifeboat to join the crew on their weekly training session. The lifeboat sailed to the Eastbourne lighthouse where the boat stopped to allow for photos to be taken before turning back to Cuckmere Haven where the boat was anchored to carry out a training exercise.

The Mayor of Seaford, Cllr David Argent presented the RNLI Newhaven with their cheque on 15 th November and said “I am pleased to announce that out of the £175 which was raised in total for the trip, I am donating £100 to the Newhaven RNLI thanking them for giving us all this opportunity to join in on their training session and to have an insight of the outstanding job that these men give up their own time for. The remaining £75 will be shared equally between my two chosen charities; CTLA and Seaford Lifeguards.” If anyone would like to find out more information about the RNLI Newhaven or would like to make a donation, please visit their website at www.newhavenlifeboat.co.uk

Young Mayor’s Christmas Party

The Downs Leisure Centre was abuzz with the sound of excitable children on Friday 4th December as many local families attended a Children’s Charity Christmas Party hosted by Young Mayor of Seaford Gabrielle Edwards. The kids enjoyed spending time with fairy tale princesses and festive elves, they also received a visit from Santa Claus and Rudolph. The party was held in aid of Teddy Treats Children’s Charity and thanks to everyone that bought tickets and made purchases the team raised over £350! Once again we’d like to say a huge thank you to all of the volunteers who helped make the event a success. Extra thanks to all of the event sponsors; Middleton Heating & Plumbing, Seaford Chamber of Commerce and David Argent, to Toy Town and Seaford Tourist Information Centre for to selling tickets and to Dynamite Disco for providing excellent music on the night. 6


EVENTS December 2015

Mayor’s Christmas Carol Service Held on Monday 7th December, the Mayor’s Christmas Carol Service brought festive joy and an abundance of community spirit to Seaford Baptist Church as almost 200 people including local dignitaries, councillors and members of the public were in attendance. During the service the talented children of the Seaford Primary Chamber Choir, directed and accompanied by Kate Steer, performed carols for the audience including a beautiful rendition of Silent Night.

The congregation joined in with other well-loved carols, led by the Seaford Baptist Church Concert Choir. Readings were given by Laurie Holland, Peter White, Bob Peedle, Peter Fenwick, Frank Parker and Mayor Argent himself. Over £150 for the Mayor’s charities Seaford Lifeguards and CTLA thanks to everyone’s kind donations. Thanks again to everyone that took the time to come along and to everyone that offered their time and help. Especially Reverend Vicky Martin and the SBC Concert Choir, Kate Steer and the Seaford Primary Chamber Choir for their wonderful performance and the Mayoress her beautiful flower arrangements and cakes.

Freedom of the Town Plaque Unveiling

Seaford Town Council has commissioned an Honours Board to recognise an elite list of people throughout history who have been awarded the Freedom of the Town of Seaford. In 2012 Laurie Holland, Ex- Mayor and Ex- Leader of the Council was awarded the Freedom of the Town along with Don Mabey M.B.E, who sadly passed away in December 2014 Laurie shares the honour along with William Pitt (The Younger) and The Duke of Richmond who were both awarded the honour in 1789. Along with Don Mabey the only other recipient were the 210 Sussex Field Squadron awarded the Freedom in 1959. Before parliamentary reform in 1832, Freedom of the Town conferred the right to vote in parliamentary boroughs for the M.P.s. Up until the Municipals Corporations Act 1835 the Freeman were the exclusive electorate for the boroughs they served. In modern society the award of Honorary Freeman tends to be entirely ceremonial, given by local government to individuals who have served their town in some exceptional capacity. The Coming Year... Heading in to the new year Seaford Town Council is working on many new projects, priorities and ways in which to maintain and improve on its services. Below are some highlights of what the next few months hold for the Town Council:

Seaford Neighbourhood Plan

The next stage will be the establishing (by AiRS) of a Neighbourhood Plan Community Event to generate members of the Neighbourhood Plan Steering Group representing all interested parties in the Town, so far as this is possible.

The Parish of Seaford (including Bishopstone) was recently designated as a Neighbourhood Area to allow the creation of a Neighbourhood Development Plan. Seaford Town Council has appointed Action in Rural Sussex to develop a Neighbourhood Plan for Seaford. Action in Rural Sussex (AiRS). They have recently assisted Plumpton, Newhaven and Burgess Hill in completing adopted Neighbourhood Plans.

The View at Seaford Head The View at Seaford Head is proving to be a popular venue within Seaford; being used by many local residents, visitors to the town, golfers and visiting golfing societies alike. Going forward the recruitment of the permanent Restaurant & Bar Manager for the facility will allow for streamlining processes at The View, introducing systems to make financial savings and generate new income and longer term strategic planning. The venue has been successful in attracting a variety of custom and functions, from weddings, awards dinners and Sunday roasts to birthday parties, wakes and charity nights. This is an initial success that the Council will look to build on in the coming year, securing The View as a venue of choice within the town. Many thanks go to the hard efforts and dedication of the staffing and management teams at The View.

Leases & Licenses

Development Plans

Much work has been done over the last year to review the leases and licenses the Council has in place for its properties and facilities. This hard work will continue this year to finalise agreements such as those for Hurdis House in Broad Street, the management of Seaford Head Local Nature Reserve, the Old Town Hall, the trading concessions in a number of locations around town, the Crouch Bowling Club, the Cricket Club and the Salts CafĂŠ.

The Salts Development Plan, as adopted by the Council in November 2014, was the first of the initial four plans being created for the Town Council’s assets. Council Officers are currently working on Development Plans for the Crouch Gardens, the Seafront and Martello Fields. The Seafront Development Plan will be presented to the Council later this year for adoption; so keep your eye out for updates! 8


The Coming Year... Filming A good income generator for the Council is through the commercial filming and photography carried out on Council owned land and properties. A brochure has been created to help market the filming opportunities and Council Officers will be concentrating efforts on the marketing strategy both nationally and internationally. In the last year for example, Seaford Head was the setting for Jeep and Volvo commercials, an episode of BBC’s Luther, Mr Holmes starring Sir Ian McKellen (right) and BBC’s Horizon and National Geographic shows.

2016/17 Budget & Precept Seaford Town Council met on 28th January to discuss the budget for the coming 2016/17 Financial Year and set the Town Council’s element of the Council Tax.

Council Officers are continually reviewing cost and time efficiencies to make savings where they are identified and have various schemes and projects in the pipeline to increase income for the Council. Seaford Town Council is adamant that residents of the town will not be expected or asked to bear the brunt of the increased financial demand, and that it will strive to better itself financially wherever possible.

The Council held a healthy discussion and agreed upon an annual Council Tax payment of £65.41, for Band D properties. This is the equivalent of £1.26 per week, or as was highlighted at the meeting, the cost of a bottle of soft drink! This is notably lower than Seaford’s neighbouring towns, the lowest of which was £85 per year.

Going forwards in to the 2016/17 Financial Year, as well as the day-to-day management responsibilities, the Council is looking to implement various projects to make improvements on its services and as a benefit to the town and its residents. These include the creation of a development plan for the Seafront and Crouch Gardens, refurbishment of the public toilets at Martello Tower and other exciting projects in line with the Council’s Capital Wishlist for the town.

The Town Council’s element of Council Tax goes towards ensuring the continuation, management and improvement of various facilities, open spaces and services across and for the town. In addition to the Council Tax requirement, the Town Councillors and Council Officers are themselves aiming to reduce financial spend and increase income generation wherever possible; the Council has set a target of £25k in savings or financial gain to be made in addition to those budgeted. It is expected that this target shall be met and improved upon.

COMMUNITY GRANTS The Council will soon be announcing details of its annual Community Grants Award Scheme. The Council is pleased each year to be able to offer financial grants to local community groups, charities and organisations that provide a service to the town of Seaford and its residents. The Town Council recognises the importance that many of these local groups hold in the community and therefore likes to assist where it can. The SEAFORD TOURIST INFORMATION CENTRE The CITIZEN’S ADVICE BUREAU operate its Seaford branch from the Church Street site. CAB is an independent charity that gives free, confidential information and advice to help people with their money, legal, consumer and other problems. Run by Lewes District Council, the centre provides a comprehensive range of information on things to see and do both locally and nationally. They make local accommodation bookings, compile event lists, provide a ticket agency service and sell a range of local area postcards, books and souvenirs.
