2018 Georgia College

State of the State Poll Georgia’s State of the State Poll (GSSP) is a statewide general survey of adults, age 18 and over, who are residents of the State of Georgia. The GSSP survey was conducted for the fifth time in the fall of 2018 and included a combination of community, governmental, economic, and special topical issue questions. Demographic data — age, location, gender, race, education, political ideology, and income — offer additional information. A central aspect of public policymaking is the need for relevant, timely, and accurate information. The GSSP will continue to make a significant contribution to effective planning by engaging the state’s citizenry and increasing understanding of various issues among policymakers and their constituents. The goals of the GSSP are to: • Gain a better understanding of residents’ attitudes and perceptions on key social, economic, and political issues; • Educate Georgians about various issues facing the state; • Contribute to a statewide conversation; and • Inform current policy debates in order to improve the socioeconomic well-being of the state’s residents. We would like to thank the Office of the Provost and the Office of the College of Arts and Sciences Dean for their support of this project. 2018 Georgia College

State of the State Poll executive Summary The Department of Government and Sociology at Georgia College & State University has conducted its fifth Georgia’s State of the State Poll to find out about key issues facing the state and information about our political leaders. The survey was conducted between Aug. 29 and Sept. 9, 2018, by Survey Sampling International (SSI), a leading national firm. The margin of error for the weighted sample is +/- 4.4 percentage points. . Among the respondents, the key highlights are: • Georgians continue to be optimistic about the direction of the state. • Education and Health Care are the two most important issues facing the state. • Georgians remain positive about the economy. Moreover, they are satisfied with the economic development efforts, and they report slightly lower rates of dissatisfaction compared to the last two years. • Like last year, municipal government is the most trusted level of government but the Federal government is the least trusted. • Georgians report significantly lower satisfaction with State government for return on their tax investment compared to last year. • Most Georgians do not feel that they have been impacted by cuts in state programs and services. • The majority of Georgians are dissatisfied with public education and, like last year, they would be willing to invest more money to improve the system. • The majority of Georgians disapprove of the way Donald Trump is handling his job as President. • Gov. Nathan Deal, Sen. Isakson, and the State legislature approval ratings are higher than last year but Sen. Perdue’s approval is slightly lower than last year. • At the time when the poll was conducted, Georgians report that Stacey Abrams would beat Brian Kemp by a narrow margin in the Georgia gubernatorial race. • Opposition to ObamaCare: Affordable Care Act has increased marginally from last year. • Georgians continue to support the prospect of casino gambling in the state and legalizing medical marijuana. • Georgians strongly oppose allowing college students to carry concealed weapons on campus. • Many Georgians are positive about the sale of alcoholic beverages at 11 a.m. on Sundays as well as being supportive of the Hands-Free Georgia Act. • At the time when the poll was conducted, Georgians strongly favor a $1 billion economic incentive to bring Amazon’s second headquarters to Atlanta.

Sample Descriptive Statistics The Georgia College State Poll utilized a diverse and representative sample. The participant pool for the survey was made up of 59.1% Whites, 33.0% Blacks, 4.6% Hispanics, and 3.2% Other Races. More than half (50.6%) of the participants were women. A large number came from the 35-44 (17.2%), 45-54 (18.8%) and the 55-64 (17.5%) age groups.

Overall Direction and Key issues

State’s Direction… 60 50

More than half (59.9%) of Georgians think that the state is moving in the Right Direction, with 20.0% reporting that the state is moving in the Wrong Direction.

Georgians report that the most important issues facing the state are Education (27.7%), Health Care (15.6%), the Economy (12.7%), and Crime (9.6%). Residents from every area of Georgia reported Education as their highest concern. However, second-biggest concerns vary based on region, with North Georgia reporting the Economy (20.5%), Metro Atlanta reporting Racism (18.7%), and Middle (19.9%) and South Georgia (25.2%) reporting Health Care. Women (28.3%) report slightly higher concern with Education than Men (27.1%). All races except Blacks (20.6%) reported Education as the most important problem, with Hispanics having the highest concern (52.4%). 30

Most Georgians believe that a year from now the state’s economy will be Better (47.9%), with a smaller percentage believing it will be in about the Same Condition (31.5%). Residents of North Georgia (52.1%) are the most optimistic about the economy, with South Georgia having the highest belief that the economy will be worse (17.3%).

Just 17.2% of Georgians express Strong Satisfaction with the economic development efforts taking place in their area, with the majority (42.1%) being Somewhat Satisfied. Among residents of Middle Georgia, 53.2% are either Somewhat Dissatisfied (35.1%) or Very Dissatisfied (18.1%).

Government Has your household been impacted by cuts in state programs and services? Impact of State Cuts... A signiďŹ cant percentage of Hispanics (42.3%) have had their household impacted by cuts in state programs and services. Blacks (31.9%) and Other Races (21.7%) both report that their households have been impacted by these cuts, while Whites report the lowest percentage aected with 17.3%. Overall, 23.4% of Georgians report that their household has been impacted by cuts in state programs and services.

Which level of government do you trust the most? Most Trusted level of Government... Georgians trust the various levels of government, City (23.5%), County (20.9%), State (21.6%) and Federal (18.0%). Whites have the lowest trust in the Federal government (13.0%), with Blacks having the highest trust in the Federal Government at 30.6%. Hispanics trust State government the most (40.5%), and Other Races put the highest trust in City government (35.4%).

Greatest return on Tax investment... Greatest return on Tax investment... Georgians report that the Federal government (34.0%) provides them with the greatest return on their tax investment, followed by County/City government (33.3%) and State government with 25.6%. Hispanics (49.7%) and Blacks (33.4%) report the highest satisfaction with the Federal government when it comes to returns on their tax investments. Other Races (53.3%) and Whites (34.7%) report getting the most satisfaction from County/City government.

education Public Education Satisfaction... Only 9.0% of Georgians report Strong Satisfaction with public education, with 24.9% indicating Strong Dissatisfaction. About a third (33.2%), report being Somewhat Satisfied. Residents of North Georgia (30.3%) and Hispanics (57.6%) report the greatest percentage of Strong Dissatisfaction, with Metro Atlanta (11.4%) reporting the greatest percentage of Strong Satisfaction.

Pay More to Improve Public Schools... When asked to consider paying more taxes to provide better education opportunities for children, 65.1% of Georgians indicated willingness to do so. Blacks (78.8%) and Other Races (66.9%) are most willing to pay more taxes for public education, with Whites (58.2%) and Hispanics having slightly decreased support hovering around 54%. The support for increased taxes for schools is highest in South Georgia (69.6%) but is above 50% in all regions of the state.

Increasing Funding for Charter Schools... More than half of respondents (53.8%) are in favor of increasing funding for charter schools. Support for increasing funding for charter schools is highest among Blacks (67.0%), followed by Hispanics (49.3%). Residents of Middle Georgia (58.0%) report the highest support, while North Georgians (46.0%) report the highest opposition.

The majority of Georgians disapprove of the way Donald Trump is handling his job as President (54.9%), with only 39% giving their approval of the President’s job performance. President Trump’s approval rating was highest among Whites (58.9%), moderate among Hispanics (49.3%), and low among Other Races (20.0%) and Blacks (3.8%).

Gov. Nathan Deal Approval... Overall, over half (54.6%) of Georgians approve of the way Nathan Deal is handling his job as governor. His approval rating is highest among Whites (65.4%), while Blacks are split with 40.7% approval and 47.9% disapproval.

Sen. John Isakson Approval... 42.7% of Georgians approve of John Isakson’s performance as U.S. Senator, and 31.5% disapprove. Approval is highest for Whites (51.7%) and disapproval is highest among Blacks at 48.4%.

State Legislature Approval... Just under half of Georgians (44.7%) approve of the way the General Assembly is doing its job while 34.5% disapprove. Approval for the state legislature is highest among Blacks (46.9%) and Whites (45.5%), and signiďŹ cantly declined from last year for Hispanics, with an approval rating now of (33.3%).

2018 Georgia Gubernatorial Election... At the time when the poll was conducted, in a hypothetical gubernatorial election held today, Stacey Abrams would win with 38.9% of the vote, followed closely by Brian Kemp with 36.6%. In every region except Metro Atlanta, Kemp would beat Abrams, with his highest approval rating in North Georgia (48.1%), with Abrams polling best in Metro Atlanta at 48.4%. Men are more likely to vote for Brian Kemp (40.8%), with women being more likely to vote for Abrams (44.3%). Kemp polled strongest among Whites (53.3%), with Abrams getting the majority of votes from Blacks (72.9%) and Hispanics (45.3%).

Health Care ObamaCare: Aordable Care Act Approval... A little less than half of Georgians (47.7%) support the ObamaCare: Aordable Care Act with 49.3% in opposition. Blacks (85.0%) and Other Races (65.5%) support the passage of the health care law, while Hispanic opposition rose dramatically to 73.7%, higher even than White opposition (69.0%).

Casino Gambling Legalizing Casino Gambling... Just under half of Georgians (49.9%) support casino gambling in the state, and a smaller percentage (43.5%) oppose it. Medical Marijuana Legalizing of Medical Marijuana... Most of Georgians favor legalizing medical marijuana with 24.4% opposing it. Extremely strong support is seen among Blacks with 77.8%, and opposition is highest among Other Races (33.6%). A majority of residents in Middle (72.8%), North (71.9%) and Metro Atlanta (74.6%) parts of Georgia support the legalization of medical marijuana, with South Georgia reporting the lowest approval rating at 67.4%.

Same-Sex Marriage Legalizing same-sex marriage... About half of Georgians (47.9%) are in favor of legalizing same-sex marriage while the other half (45.4%) oppose it. Other Races (57.3%) and Hispanics (53.5%) report the most support, and Blacks (50.9%) the highest opposition. Women (55.1%) are more likely to favor same-sex marriage than Men (40.5%).

Carry Guns on Campuses Permitting 21 and older to carry guns on campuses... A majority of Georgians (55.9%) oppose permitting 21 and older to carry guns on public college campuses in Georgia. Opposition is highest among Blacks (77.5%) and Other Races (61.1%) and support is highest among Hispanics (58.4%) and Whites (48.7). Men (52.3%) are more likely to support it than Women (25.8%).

Georgians overwhelmingly support the Hands-Free Georgia Act that requires motorists to use hands-free cell phone and other technology while driving, with 85.5% supporting the legislation. Women have a higher approval rating (93.8%) than Men (77.0%). Support is lowest among Other Races (61.2%), with all other races reporting approximately equal approvals, hovering around 86%.

Alcohol Drinks on Sunday Selling Alcoholic Beverages at 11 a.m. on Sundays‌ More than half of respondents (64.1%) are in favor of selling alcoholic drinks at 11 a.m. on Sundays with 33.2% in opposition. Hispanics (94.7%) and Blacks (68.9%) report the highest levels of support, while Whites (37.5%) report the highest opposition. Amazon’s Second Headquarters to Atlanta $1 Billion Economic Incentive to Bring Amazon’s Second Headquarter… At the time when the poll was conducted, the majority of Georgians (64.9%) support a $1 billion economic incentive to bring Amazon’s second headquarters to Atlanta, with Other Races (88.7%) reporting the highest levels of support, followed by Blacks (73.7%). Hispanics provide the highest opposition at 33.5%. A majority of residents in Middle (70.1%), South (66.4%) and Metro Atlanta (64.1%) support it, with North Georgia reporting the lowest supportive rating at 58.9%.

Survey Methodology The 2018 Georgia College State of the State Poll was a telephone survey of randomly selected adults in the state of Georgia. Five hundred (500) Georgia adults were interviewed by landline and cellular telephone between Aug. 29 and Sept. 9, 2018. The margin of sampling error for the survey is +/- 4.4%. This survey was conducted through the use of Random Digit Dialing (RDD). A sample of households in the area was selected via random digit dialing. The random sample used in the 2018 Georgia College State of the State Poll was provided by Survey Sampling International (SSI). SSI screens each selected telephone number to eliminate non-working numbers, disconnected numbers, and business numbers to improve the efficiency of the sample, thus reducing the amount of time interviewers spend calling non-usable numbers. Each of these randomly generated telephone numbers is contacted by an SSI interviewer. This selection process ensures that every adult (18 years of age or older) in the household has an equally likely chance of being included in the survey. Interviews were completed with 500 randomly selected adults in Georgia from a sample of 62,000 randomly selected telephone numbers. The data has been weighted to account for known biases of telephone surveys. The results presented here have been weighted to reflect the current population demographics as reflected in the most recent available Census data. The data in the 2018 Georgia’s State of the State Poll are weighted by the number of adults to equalize the chances that any one adult would be selected for inclusion. The data was also weighted by respondent's sex, age and race. In addition to providing results for the state as a whole, some findings also are broken down by the four major regions of the state: North, Middle, South, and Atlanta metropolitan area. The map illustrates the counties in each region.
