The TCU Potpourri
message of the President “Potpourri” is a French word referring to an agglomerate. Its other meaning is a mixture of leaves and spices that are used to make a room smell pleasant. Like Potpourri, TCU is a community of scholars whose primordial thrusts are the preservation, extension, and transmission of truth. This description of a Potpourri challenges the faculty members to be genuine scholars — men and women dedicated to the search of truth through a process of communication of such truths to readers everywhere. This administration challenges the editorial staff to hone such skills — commitment to the tasks of continually searching for truth, competency and unity, our University’s core values. As the voice of a caring university, the University administration encourages the faculty members to publish scholarly works. Good scholarly writing requires deep thought, good sense, beauty and vigor — vigor couched in a style and language understandable to the readers. This maiden issue is an embodiment of the aspirations of the faculty members of the University—reflected in the fruits of their contemplation. My administration welcomes articles that are well written, enlightening, humanizing and of course, caring and determined to attain our shared vision of making TCU an eminent center of excellent higher educational institution for social advancement. Kudos to the Editorial Staff! Dr. Juan C. Birion, University President Taguig City University

RESBAK
The central image is a [territorial dispute] starving and bullied Mang Pepe, stood up in uncultivated ground (an allusion of coerced local folks), in the disputed territory of Scarborough or Panatag Shoal. Wherein the modern-day, Limahong, a Chinese pirate-militia guarding the disputed territory, and he had been extorting local fishermen for months, amidst the boundary dispute trial is still going on in the higher tribunal. Enraged Supremo Andres Bonifacio is at the back of Jose Rizal, exhibiting his undying support, brevity, very sharpened and firmly socio-political stance; asserting national patrimony, sovereignty and a genuine national independence.
Mayor Lani Cayetano, together with her co-workers in government service, I say with a grateful heart, thank you for your valuable contribution to the growth of the university. We need to pool all of our resources if we are going to meet the needs of the changing time. This is not, the time for competition for winners or losers, but rather, a time for collaboration/ coordination and reconciliation. Courageousness is called for the triumph of the human spirit and the many great and clever people in our university. Together, let us pursue the truth and make use of the advancement of powers of Information Communication Technology (ICT), likewise, renew our faith in the capacity of the human mind. It is a time for action, calling for creativity and innovation, otherwise, why would we still be here? Now, the willingness to work, a well-developed mind, a passion to learn and the ability to put knowledge to work but above all, put Christ in the center of our hearts.
FEDERALISMO:
pagbabago o pagkakagulo PROF. EMILIO N. TIMOTEO JR.

Leonila B. panga university registrar It is indeed my distinct pride and honor to extend my warmest congratulations to the graduates of the Taguig City University on this special episode in their lives! Taguig Scholars, know that as you descend this stage, you step into a world that separates your personal concerns from your national duties. Yet, such vital global issues should be the core of your concerns for our prosperity relies on that of our nations. As you settle for college education, I urge you to look around and notice a world beyond ourselves. I encourage you to have faith in your abilities and not wait for opportunities to come to you. Instead, create your own opportunities, invest in the unknown and take risks. The Spanish poet, Antonio Machado once wrote, “Wanderer, there is no path you lay in walking.” Dear graduates, there is no specific method of national service, our communities need you; all your contributions will help develop our nation’s. Always remember that much remains undone and work is needed to elevate nation’s development. Do not allow previous achievements to hinder your ambitions or dictate your paths. Instead, let the past inspire you and use your knowledge and reason to lead you towards undiscovered territories. With determination and God’s blessings, I know you can succeed and in the end achieve your noble goal in life. Pursue your dreams with faith and determination. Strive hard with excellence to achieve your goals in life and take advantage of good opportunities. Be productive citizens of the City of Taguig and the whole nation.
Ngunit bago pa man mabuo ang Consultative Committee ni Digong may panukala nang nabuo batay sa Senate Joint Resolution No. 10 noong 2008 na pinamagatang “Joint Resolution to Convene Congress into a Constituent Assembly for the Purpose of Revising the Constitution to Establish a Federal System of Government.”

Ang kaniyang dunong, mga personal na danas, birtud at husay bilang isang scholar, academician, researcher at writer ay mababasa sa mga nailimbag niyang libro, tulad ng mga sumusunod: General Psychology, Logic, Philosophy of Man, Handbook for Psychometricians: A Plan for Competence, Thesis and Dissertation Writing without Anguish, Glossary of Statistical Terms for Statisticians, Researchers, and Beginners, at General Statistics na kanyang sinulat mula noong taong 1988 hanggang 2006. It addresses climate

And urban farming could help feed a quickly growing world population, because many of the predicted 9 billion people on the planet (by 2050) are increasingly headed to cities…’’ The Israelis agriculturists, architect and urban planner has introduced a new system urban farming with President Birion,

From p. 12 A Triumphant Blueprint... Manlalakbay

We can all dribble the ball every time we want, because life is full of struggles, we may be dribbled at times but we still remain balls. We can even pass the ball to our colleagues and friends. Whenever we need help, we ask for support – our colleagues are there to juggle with us. And lastly, always remember, we are born to be like a ball, as we target to achieve our objectives, the best thing we can do to the ball is – SHOOT IT! Shoot our dreams and aspirations not only for our departments and offices but SHOOT THE BALL FOR OUR BELOVED TAGUIG CITY UNIVERSITY! [TP]

The following are the foreseen threats of the office: 1. Performing athletes transfer to other schools which offer scholarships and allowances; 2. There are graduating athletes; 3. Presence of colleges and universities which have strong recruitments; and 4. Coaches are pirated and offered higher honoraria and salaries. Through the office’s SWOT analysis, we envision that the period 2018-2021 will be packed with renewed effort to redefine priority sports agenda that is not only comprehensive, integrated and high-impact, but also synchronized with the ALCU and CHED’s priority agenda. This plan is guided on six-point Strategic Directions, as follows: 1. To establish Athletic Department in the university; 2. To develop a Continuing Program that included various sports activities; 3. To formulate, adopt or implement appropriate policies, criteria and procedures in the selection of athletes and coaches in compliance with CHED/ALCU mandates; 4. by Dr. Lorna A. Enerva Writer As part of the Solid Waste Management Project of the College of Education, the College donated waste baskets to Upper Bicutan Elementary School last July 13, 2018. The Science students of CED joined the activity. There is a lot that can be done to improve our waste disposal habits and there are good reasons why there is a need to dispose of waste properly. First of all, irresponsible disposal
of waste is a punishable act. Therefore, one take the risk of being penalized if one do not dispose the waste the proper way. Proper waste disposal is beneficial to the environment. Without it, the land and its underlying resources are prone to contamination. Contamination can lead to various diseases and other health concerns. Removal of wastes from public areas also contribute to lessening of risks to overall health, reduces infestations of pests, and decrease exposure to biological hazards. [TP]

A Triumphant Blueprint of TCU’s sports feature Athletics Office by Prof. Bo G. Samar Sports Editor and Columnist
If there is one best means to develop the highest human potential in mind and body, and the best tool to transcend social, political and cultural differences, it is sports. More than the physical and mental development is the formation of admirable character that makes sports incomparable to any human activity. If education teaches values, sports practices values. To ensure persistence of the Office’s Strategic Plan that served as the driving force for the present administration to pursue the vision to become an Eminent Center of Excellent Higher Education for Societal Advancement, the initial step of the planning process, honestly, was not to revisit the previous plan because there were no available documents of the Office but rather we started to analyze the department’s SWOT. As the office started to realize its Volume 1, Issue 1 | 2018
objectives, the following strengths were noted: 1. The Office is headed by a professionally qualified faculty member/instructor; 2. Athletes participate in inter-colleges/ universities and other extramural sports competition; 3. Sufficient budget allocation is given for the implementation of the sports development program; and 4. Coaches receive honoraria and other incentives commensurate to their professional qualifications, performance and nature of work. As the office is continuously undergoing its operations, the following weaknesses were pointed out: 1. The office is still on the process of drafting the continuing development program that includes various sports; 2. The university has no policies, criteria, and procedures in the selection of athletes
and coaches; 3. Lack of facilities, equipment and supplies solely for the athletes’ use; 4. Policies on scholarships, allowances and other incentives given to deserving athletes are not clearly defined; and 5. Irregular monitoring and evaluation of sports activities. The office is fortunate to have the following opportunities: 1. The City Government is su pportive of the athletic endeavors of the university; 2. The Athletic Director has connections and linkages with national and international sports associations; and 3. The school’s vicinity can become a sports hub housing oval, swimming pool, gymnasium and covered courts. A TRIUMPHANT BLUEPRINT Cont. on p. 8
Message of the athletics directOr The Athletics Office of this university is elated and proud to the birth of THE TCU POTPOURRI – the official publication of the university as it features the milestones and the monumental glories of Taguig City University and its stakeholders – the university officials, faculty and staff, students and alumni. In this modern time, we are all witnessing an intersection of great challenge and great opportunity.
