Saudi Aramco to Complete First Unit in Jizan Refinery by End 2017

Saudi Aramco is expected to complete the first major unit of a new refinery in southwestern Jizan province by the end of this year but refining operations will only start a year later, industry sources said. The refinery on the Red Sea is part of a plan to revive the region by building an economic city which will help create thousands of jobs.

The refinery will be the latest to come online after Saudi Aramco started operating its newest refineries in Yanbu and Jubail to add 800,000 barrels per day of refining capacity.

It had been scheduled to be completed in late 2016 but has faced delays due to contractual disagreements and changes in the scope and design, sources have said.

The refinery is connected to a terminal and a 3.7 gigawatts integrated gasification combined cycle power plant (IGCC) which is still under construction. An air separation unit will supply nitrogen and oxygen to the refinery and the IGCC.

Mechanical completion - a phase that precedes commissioning - of the crude/vacuum distillation unit (CDU/VDU) is expected by year end, but refining can only start when all other units are completed, which could take one year or more, the sources said.

Boosting refining capacity will help Saudi Arabia lock in long-term agreements to sell its oil to customers while also using refined products as feedstock for petrochemicals.

"The target is mid next year for mechanical completion (of the rest of the complex) but the expectation is third or fourth quarter of 2018," said one of the sources.

The refinery is split into several units, including amine regeneration, hydrocracker and hydrotreater, naphtha and aromatics units, utilities and tank farms.

Pre-commissioning and commissioning would take a few months before the refinery is fully operational in early 2019.

When complete, the 400,000 barrels per day refinery will process heavy and medium crude oil into around 75,000 barrels per day of gasoline and 250,000 bpd of ultra-low-sulphur diesel.

Renewables Erode Liquefied Natural Gas Investments The New Brattle Group report says yes, as data on increased number of investments in renewables reduce financial support for LNG projects. Do you have natural gas investments, particularly in LNG? Read this. The world’s investments are currently going shifts due to emergence of renewable projects among several nations. Asian LNG prices dropped in the past few years from US$ 15 million British Thermal Units (MMBtu) to US$ 6 to US$ 7 per MMBtu. Companies building new multi-million-dollar LGN plants need to deliver a price of US$11 to 11 per MMBtu to earn profits stated in the report. A projection of natural gas power generation is also expected to double in Asia within 20 years. Renewable projects are also expected to gradually increase due to lower cost. China is said to be the main player in reducing capital costs in renewables as it continue to produce

cheaper solar panels and turbines. Germany is also to boost its renewables as it aims to phase out nuclear power. However, it is said that as these two rapidly meet demands on renewables, increase burning of coal are also being observe from China and Germany. The activity has been called a “dirty secret” as it covers the temporary stopgap of renewables until it becomes the primary source. Above all of these, electricity from these sources is the commodity being utilized and structuralized as of the moment due to new advances and business schemes. It is the only commodity that has to be used immediately after being produced and the challenge to provide electricity at lower costs and less environmental impacts is at stake. The workable solutions for large-scale storage to be integrated in renewables are still being developed thus, power suppliers will always need back up power to suffice the demands. And as of now, the cheapest source for many nations is power produced from coal and natural gas. Indeed, it will be a long transition in the energy industry yet we hope that it will be soon. il
