Policeallegewhenthevehiclewasintercepted itwasfoundtobedrivenby a28-year-oldfemale learnerdriverwhowasnotaccompaniedby a fully-licenseddriverandalsohadsixchildrenin thevehicleagedbetweenoneand12yearsold.

WELLINGTONShireCouncilwouldliketohear feedbackon aproposed24-hourcatcurfewfor WellingtonShire.

Duringlastyear’sconsultationofthenew DomesticAnimalManagementPlan,feedback fromthecommunitycalledforcounciltoinvestigate theimplementationof a24/7cat curfew.

A24-hourcatcurfewwouldrequirecatstobe confinedtotheirowners’propertiesoryards.

Therearetwooptionsbeingconsidered -to maintainthestatusquo,withnoadditionalcat containmentrestrictions,or a24-hourcurfew, whereownerswillneedtomakesuretheircats arekeptontheirpropertyatalltimes.

MaffravetTerriAllenfromHerdHealthsaid “stray catsaremorelikelytobecomeferalthan domesticcats.Itisestimatedthatthereare700,000 straycatsinthecountryandthemajorityarenot desexed.In atypicalday, astraycatcanmake hundredsofstops -crossingroads,strayingonto neighbouringpropertiesandintobushlandwhere wildlifeisfound”.

THE Federal Government’s‘ThreatenedSpecies ActionPlan’towardszeroextinctionswillonly workifit’sbackedupbypracticalenvironmental actionontheground,accordingtotheMember forGippsland,DarrenChester.

MrChesterhaswelcomedtheinclusionoftwo Gippslandregionsashigh-priorityconservation areas,butstressedtheneedforalllevelsofgovernmenttoinvestmoremoneyandresourcesforpest plantandanimalcontrol,fuelreductionburning, andwaterwayprotectiontoimprovebiodiversity.

MrChestersaid“moreboots”andfewer“suits” were needed.

TheABSpreliminary2021causesofdeath datashowstherewere3144deathsbysuicide inAustraliain2021,upfrom3139in2020and downfrom3358in2019.Onaverage,8.6people inAustraliataketheirlifeeachday.

Beyond Bluechiefexecutive,GeorgieHarman, saidwhileitwasvitaltoprovideappropriate supportforpeopleinsuicidalcrisis,itwasjustas importanttointerveneearlyin awaythatstops peoplefromreachingcrisispoint.

Thelateststatisticsclearlyshowedfamily

disruption,relationshipissuesandemployment problemsbecauseofCOVID-19hadbeenrisk factorsforsuicide.

“Inadditiontosupportingpeoplewhohave attemptedsuicidewithinitiativessuchas universalaftercare,it’svitalgovernments,the community andthesectorcontinuetowork togethertoaddressthesesocialdeterminants, whichweknowhave aprofoundimpactonour mentalhealthandsuicidalbehaviour,”shesaid.

Suicideshavebeentrendingslightlyupwards forthepastdecade,howeverrateslastyear slightlydecreasedformenandslightlyincreased forwomencomparedto2020.

MsHarmansaidBeyondBlueremaineddeeply concernedaboutthecontinuingdisproportionate representationofFirstNationspeopleinthe

statistics,whichistwicetherateofthegeneral population.

“Weneedtokeepworkingtoclosethegapand supportFirst Nationpeople’ssocialandemotional wellbeing,whichiswhyBeyondBlueiscommitted tothefullimplementationoftheUluruStatement fromtheHeart,”shesaid.

TheABSidentifiedmooddisorders (37.5per cent),suicidalideation(24.6percent),spousal relationshipproblems(24percent), acutealcohol use(20.6 percent)andself-harmhistory(20.5per cent)asthetopriskfactorsforsuicide,noting in90percentofcasesthereweremultiplerisk factorspresentforeachdeath.

“Australianshavebeenthroughmyriadadverse eventsthroughthe pastfewyears,andwe knowthatwith achangingclimate,wecanonly

anticipatemore,”MsHarmansaid.

“Thisiswhy it’svitalwemaintainvigilance andcommittoongoinginvestmentinsuicide preventionandearlyintervention.”

MsHarmansaiditwashearteningtosee universalaftercare beingadoptedaroundthe country,butthatwemustmaintainfocuson whatweneedtodonext.

“Weneedtostartwithbetterdatacollection,so webetterunderstandtheneedsofprioritypopula tions,suchasLGBTIQ+peopleandmulticultural communities,”shesaid.

Offshoreplan released

ASIA-PACIFICrenewableenergycompanyVena Energyhas releasedplansforits2000-megawatt BlueMarlinoffshorewindprojectofftheVictorian CoastintheGippslandBasin.

Theproject,whichistobedevelopedacrossseveralstages,isanimportantpartofVenaEnergy’s offshore windportfoliointheAsia-Pacificregion, withconstructionsettobeginin2028.

OwenSela,HeadofVenaEnergyinAustralia, saidVenaEnergyfirstidentifiedthe proposed regionforBlueMarlinasanidealsiteforoffshore winddevelopmentin2017.

TheBlueMarlinOffshoreWindProjectwill belocatedmorethan23kilometresoffthecoast, minimisingvisualimpactandprovidingthe

advantageofstrongoffshorewinds.

MrSelaalsowelcomedtheleadershipdemonstrated bystateand federalgovernments tocreateanenvironmentthatcouldleverage existinginfrastructureandskillstoestablishan internationally-recognisedoffshorewindindustry.

“Recentchangesinregulationandmarketlandscapehashighlightedtheimportanceofoffshore windas alarge-scalerenewableenergysourcethat hasthepotentialtodeliverimprovedsecurityof supply,greaterdiversityintheenergymix,and betteroutcomesforelectricityconsumers,”Mr Selasaid.

Atotalof28peopletakeparteachyearin the10-monthprogram,fromFebruaryuntil November.Theschemeis26yearsoldandhas beenoperatedbytheCommitteeforGippsland (C4G)since2010.

CommitteeforGippslandchiefexecutive, TonyCantwell,saidtheprogramgaveparticipantsanoverviewofthechallengesand opportunitiesinGippsland,whiledeveloping individualleadershipskillsandinspiring closerparticipationwiththecommunity.

MrCantwell,whocompletedtheprogramin 2016,saidparticipantscamefrom avarietyof industriesandprofessionsactiveinGippsland, fromMallacootatoPhillipIsland.

Participantsstayintheircurrentjob,but spendone ortwodaysamonthtakingpart inindividually-themedprograms.

MrCantwellsaidanagriculturalprogram thisweek(startingMonday,October24)would lookatthechallengesandopportunitiesthat agriculturalleadersface.

Similarprogramdaystouchonthemesof sustainability,energygenerationandhealth.

“Theyprovideparticipantswith abetter understandingoftheregionanditsvarious sectors,” he said.

Thethree-dayresidentialsarespreadout throughouttheyearandarehostedatvariouslocationsthroughoutGippsland.Recent residentialswereatKorumburra,Omeoand PhillipIsland,withthenextoneslatedfor Lindenow.

MrCantwellsaidtherewas astrongcomponentofindividualskillsdevelopmentand impartinggreaterknowledgeofGippsland, whileemphasisingproblemsolving.

THECommonwealth,stateandterritorygovernmentshavereleasedtheNationalPlantoEnd ViolenceagainstWomenandChildren(2022-2032).

Thenationalplan,theculminationoftwoyearsof extensiveconsultationwith arangeofexpertsand peoplewithlivedexperience,is acomprehensive statementthataimstoendgender-basedviolence inonegeneration.

FullStopAustraliachiefexecutive,HayleyFoster, saidthiswasanambitiousstrategy,butviolence againstwomenandchildrenwasnotinevitable.

Byaddressinggenderinequalityandother formsofdiscriminationandinequality,national

spirationswereachievable,shesaid.

“Theepidemicofviolenceagainstwomenin thiscountryis anationalcrisis.Wenowhavethe opportunitytostemtheflow,turnthetideand ensurethatournextgenerationofwomenandgirls livetheirlivesfreefromviolence,”MsFostersaid.

“Itis acomprehensivestatementaboutgenderbasedviolenceinthiscountryandwhatisneeded toaddressit.”

MsFostersaidimportantly,unlikethefirstplan, itaddressedvictim-survivorrecoveryandhealing, andactionholdingpeopletoaccountwhoused violenceandabuseinallsettings.

Thenationalplanseekstostoptheviolencebefore itstarts,underpinnedbysixprinciples:advancing genderequality;workingwithvictim-survivors todeveloppoliciesandsolutions;closingtheGap; person-centredco-ordinationandintegration; intersectionality;andholdingtoaccountpeople whochoosetouseviolence.

Theplanrecognisesthecriticalrolethatall partsofsociety,includingbusinessandindustry, schoolsanduniversities,media,sportingclubsand faith-basedorganisationsneedtoplay,working together,toendgender-basedviolence.

Itrecognisesthatstructuralchangeis needed

toimproveaccesstohousingandincomesupport forpeopleaffectedbyviolence,andtoimproveour legalsystems.

Thenationalplanisalsointegratedwithother strategiestoensurepolicysettingsarepullingin thesame direction.

THEpookila(pseudomysnovaehollandiae, also knownastheNewHollandmouse),is atinymouse nativetoheathlands,woodlandsandvegetated sanddunesofsouth-easternAustralia.

TheDepartmentofEnvironmentLand Water andPlanning(DELWP)staffrecentlycompleted a post-planned-burnsurveyofthepookilapopulation atLochSportaspartof amonitoringprogram conductedinpartnershipwithZoosVictoria.

Inautumnthisyear, aplannedburnwasconductedwithin a68-hectaresectionoftheGippsland LakesCoastalPark,withthemainaimtoreduce bushfireriskforthetownshipofLochSport.

Therewasalsoaresearchobjectiveoftheplanned burn;tosensitivelyapplyfireinpookilahabitat. ThespeciesislistedasendangeredinVictoria (FFGAct1988).

Fewerthan3000pookilamicearethoughttobe leftinthewildinVictoriabecauseoflandclearing, inappropriatefireregimesandintroducedpredatorsincludingfoxesandcats.

DELWPfireecologist,LukeSmith,saidthismade lookingaftertheremainingpopulations,suchas thatatLochSport,important.

“Thespeciescontributestohealthyecosystems throughsoilturnover andseedandfungus dis persal.Minimisingimpacts tothepookilawas a considerationoftheplannedburnfromthebeginningofplanningthroughtotheburndelivery,”he said.“Weconductedtheplannedburninblocksand

duringmultipledaystoallow aslow andcontrolled ignition.Someareaswereleftunburntasrefuges forthepookila”.

Iftheresultsofthepostburnsurveyconducted recentlyareanythingtogoby,theplannedburn wasasuccessfromtheperspectiveofbothspecies’ persistenceandbushfire-riskreduction.

“Theburnmanagedtoreducetheoverallfuel hazardfrom ameasurelevelof‘high’to‘low, moderate’andthecameraresultswerefantastic; wedetectedthepookilaatthesameninesites wherethespecieswasdetectedbeforetheburn,” MrSmithsaid.

“Thismeansthat,atleastimmediatelypostthe burn,thespecieswaspersistingacrosstheburn area. Wewillsurveyagainin autumn2023and

GIPPSLANDArtGalleryhasbeendelightingvisitorswith ComeTogether,the first retrospectiveexhibitionoftheworkofJuli Haas(1952-2014),whowasoneofGippsland’s most-admiredandlovedartists.

Complicatedrelationshipswithin agrowing familyprovidedanautobiographicalstarting pointinHaas’darklyfantasticalart.

Hersceneswerefullofwhimsicalandwry observationsofeverydaylife,presentedin a surrealistguiseasthoughliftedfromthepages ofAliceinWonderland.

Hercomplexpaintingsandprintswere populatedby adensecastofimaginarycharacterscrowdedintoshallowscenesofbrilliant colourandangularforms.

Haasplayedwithscaleanddepthwithinher

workstocreate adreamlikeenvironmentfor hercharacters,whowereengagedinnarratives inspiredbytelevision,musicandbooks,aswell asherownfamily.Haas’sinterestinomensand superstitionsalsoplayedoutwithinherworks, aswellasanexaminationoftheroleofwomenin contemporarysociety.

ComeTogether:TheArtofJuliHaas is avast exhibitionfeaturing67artworks,alongside a displayofherexhibitionephemeragathered from a30-yearperiod.Oneofthekeypieceson exhibitionis BytheBanksofherOwn Lagoon, whichwon theprestigiousSulmanPrize atthe ArtGalleryofNSWin1995,makingherfor a time acelebrityin Gippsland.

TP: IntheMiddleEasternkingdomofKahndaq, BlackAdam(Dwayne‘TheRock’Johnson), anancientherowithsupernaturalpowers,is releasedfromhisprison,muchtotheconcernof anothergroupofsuperheroes:theJusticeSociety. It’s astandardpremise,but asolidone;whatdid youmakeof BlackAdam,Stefan?

SB: Firstofall:Wow! Ithoughtthismoviewas justgoingtobeTheRockplaying aversionof himselfwithsuperpowersandthateverything elsewouldbelacklustre,butI’mpleasedto saythiswasmuchbetterthan Iexpected.The actionsequenceswereexcitingandTheRock’s performancewasbrutal,butalsocharmingand evenfunnyattimes.Hispowersaresimilarto otherDCheroeslikeShazamandSuperman,and Ithinkthesounddesignandvisualsdo agreat jobtoconveyhowpowerfulheis. Irolledmyeyes whentheJusticeSocietywereintroduced,but theyweresurprisinglylikable,aswerethefamily dynamicofKahndaqresistantfightersAdrianna, herbrotherKarimandhersonAmon.Ifyoulike superherofilms,I’drecommendthis.Whatdoyou reckon,Tom?

TP: Well, Idon’tsharethesamelevelof enthusiasmyoudo. Iexpectedthemovietobe okay,andthat’sexactlywhatitturnedoutto be.Butyoudoraisesomegoodpoints -they developedthesupportingcastwell;they’revery likeablecharactersandbythetimeitgetstothe finalshowdown,youdocareforthemandyouare rootingforthem,which Iwasn’tanticipatingat all. Iwas abitunderwhelmedbyJohnson, Imust say- he wasn’tascharismatic,norasfunnyor convincingasheisintheotherproductionshe’s gracedinrecenttimes.

SB: Iwasexpectinghimtobefunnierand goofier -there’s acoupleofjokes,butheotherwise portrayshischaracterratherseriously. Iwon’t spoilwhothemainvillainwas,buttheywere fairlyone-dimensional,whichwasdisappointing.

TP: You’rerightthere,andthisis aconsistent problemwithDC’sfilms,especiallyintheirmost recentmovies -theirantagonistshavejustbeen

bland,boringandunlikeable

SB: Whichhasbeen aproblemforMarvel,too.

TP: …But Marvelatleasttrytoinstilsome formofdevelopmentintotheirenemies,give themmotivationsoratleastallowtheviewerto sympathisewiththemsomewhat,whereaswith DCmovies,thevillainsarecartoonish.

SB: IthinkbothMarvelandDChavebeen up-and-downwithvillains.TheJusticeSociety couldbeconsideredantagonists -there’ssome interestingsocialcommentaryaboutthem tryingtodothings“bythebook”,butatthe sametimethey’vepokedtheirnoseinanother country’sbusiness. Ilikedwatchingthemclash withBlackAdam’sdifferentsenseofmorality, andbytheend,mostofthecharactershave changedhowtheyseetheirrolesintheworld.

TP: Soweagreethecastisgreat,butin allotherareas BlackAdam isparticularly underwhelming.Thesoundtrack, forone;the specialeffectsweren’tparticularlyspecial either.Thescreenplayplagiarisedbitsand piecesofMarvel’sproperties -Isaw elements of DoctorStrange, X-Men and BlackPanther; there’salsopartsof Ant-Man and Deadpool whichhavebeentransferredtothecharacterof AtomSmasher(NoahCentineo).Itfeelslikeit’s allbeendonebefore,really.

SB: Manymoviesnowadayshavesideplots andtheyjumpbackandforwardintimeand location,andyoustruggletokeeptrack -you followonegroupofcharacters,andthenyou switchbacktoanothergroupontheotherside oftheworld.In BlackAdam,mostoftheaction takesplaceinthe fictionalcityofKahndaq,so

itfeelsmuchmorecontained,which Ifound refreshing.

TP: Ithinkthisisthefirsttimewhereyou’ve beenreallypleasantlysurprisedandappreciativeof amovie,whereasI’mambivalenttowards it. Idon’tthink BlackAdam doesanything special.Ifithadbeenreleased10yearsago,or evenfiveyears Iwould’veappreciatedit;but havingseeneverythingfromSonyAnimation’s IntotheSpider-Verse toJamesGunn’s The SuicideSquad,thisonereallydidn’tgrabme.

SB: Icanunderstandwhatyou’resaying,but Idisagree.Thesongchoiceswere abit on-thenosethough...

TP: Definitely!Thoseneedle-dropswerejust awful.

SB: …But Ithinktheactualsoundtrackby LorneBalfewasprettygood.Anotherthing Ididn’tlikewastheexpositiondumpatthe startofthemovie,whichhasbeendonein BlackPanther, Wonder Woman andotherfilms recently,but BlackAdam maybetheworst offender.

TP: Anditwasn’tjust abucket-loadof exposition,either -itwas atruckload, a tonne ofexposition!Therewassomuchnarrationand backstory,muchofwhichwasn’tnecessary theycouldhavecutthefirst15,20minutesof themovieanditwouldhavebeenfine.

SB: Onceyougetpastthat,itdoespickupas theimpressiveactionscenestakehold.

TP: Disagreeagain, Ithoughttheywerepretty ordinary. Ifeltlike Iwaswatching aZack Snyder-litefeaturebecauseoftheconstant

useofslow-motion,close-upshotsandthe erraticspeedingupandslowingdownin certainsequences,whichmeantyoucouldn’t distinguishwhatwashappening. Idon’tfind thisstyleofdirectionappealingatall,justplain ordinary -thesoundtrackisordinary,visuals ordinary,actionordinary;thecastwaslikeable, I’llgiveitthat,andtheiractingreasonable;the screenplay,seenitallbefore.

SB: IlikeTheRock’sperformance,andthe smallcharacterisationsheprovides,suchas watchinghimflynotin agracefulwaylike Superman,butlike aragdoll,which Ithought washilarious.

TP: Youraiseanotherpointthere -Ididn’t find BlackAdam funnyatall,whichisanother problemwithDCfilmsingeneral.Apartfrom JamesGunn’s SuicideSquad,Ican’t recallever laughingat aDCmovie -thejokesneverland. Eitherhire acomediantorewriteyourscript,or juststoptrying tobefunny. Now,I’vesaidall that Ineed tosay;whatareyourfinal thoughts?

NEWlawsallowinglivestockownerstovoluntarilyestablishextrabiosecuritymeasuresontheir propertiestoprotectthemfromtrespassershas beenintroducedinVictoria,withchangestothe LivestockManagementAct2010.

LivestockManagementRegulations2021have introducedoffencesfornon-compliancewithprescribedbiosecuritymeasures,includingentering agriculturalpremiseswithoutconsent.

Offenderswillfaceon-the-spotfinesof$1294for individualsand$8321fororganisations,further penaltiesofupto$11,095for individuals,and $55,476fororganisationscouldapplyformore seriousoffending.

AgricultureVictoriaexecutivedirectorof agricultureregulatorypolicyAngelaBrierley saysthesenewlawswillhelpdeterpeoplefrom trespassingonfarmsandbetterenableprosecutionsoftrespassers.

“Victorianfarmersworkhardtokeeptheir animalssafeandprotectthemfrompestsand diseaseswithrobustbiosecuritysystems,”shesaid.

“Thesenewlawsseektodeterbehaviourthat

putsthathardworkandthesafetyoftheiranimals atrisk.”

MsBrierleysaidproducerschoosingtotake advantageofthesenewprotectionsmusthave a biosecuritymanagementplan(BMP)thatincludes afarmmapandmandatoryinformation,aswell ascompliantbiosecuritysignage.

Specificvisitorconsentproceduresmustalsobe followedunderthenewlaws.

“Producerswhoalreadyhaveanon-farm biosecurityplaninplacecansimplyadd aBMP coversheettothisplantobecoveredbythenew laws,”MsBrierleysaid.

“WerecommendusingtheBMPcoversheet templatesavailablefromourwebsitetoensure allmandatoryinformationisincluded.”

BirdlifeAustralia’sEastGippslandconserva tioncoordinatorDebSullivanconductsregular programsurveysintheGippslandLakes,which includesregularbandingandtrackingactivities ofAustralianpelicans;shehasbandedmorethan 100GippslandLakespelicans.

Placinglegbandsonthepelicansenables researchersandcitizenscientiststorecordtheir movementsandbehaviour,withredandwhite colouredlegbandsbeinguniquetotheGippsland Lakes.

EarlierthisyearBirdlifeAustraliabanded severalyoungbirdswhichhavesincemadetheir wayintoNewSouthWales.

“OneyoungbirdwassightedinNarrabriwhere itwasphotographedandobservedfor aweekat NarrabriLake -520kilometresnorthwestof Sydney.Thisisthefirstofourpelicansbanded intheGippslandLakesrecorded totraveltoan inlandarea,”MsSullivansaid.

“Othershavebeenseenalongtheeasterncoastal stripatplaceslikeStocktonPoint,Eden,Tuncurry andSouthMoruyainNSW.”

MsSullivansaidsightingsreportedbycitizen scientistsareanimportantcontributiontoBirdlife Australia’sresearch.

“Ithelpsusbuildabetterpictureofthemovement dynamicofthepelicans -notjustintheGippsland Lakesbutat abroaderlandscapelevel,”shesaid.

“AlloftheNSWsightingsweremadebydedicated citizenscientistsso,ifyouhaverelativesliving interstate,please letthemknowtolookoutfor bandedpelicansastheymaybefromthelakesand informationabout theirtravelsisreallyimportant; withoutthesereports,wewouldn’tknowwhere theywere.”

Withextensiverainfallinthepast12months,Ms Sullivan saidcoastalandinlandpelicancolonies havebenefitted.

Amongthepaddockdemonstrationsandpasture, crop,livestockandsoilinformationdisplaysat theupcomingspringfieldday, a‘blind’ryegrass demonstrationisonetowatch.

GAgGagronomist,CaseyWillis,saidtherewere tworyegrassdemonstrationsattheGippsland ResearchFarm,withtheblinddemonstration including24annualand16Italianryegrass varieties.

Thevarietiesare amixtureofcommercialand breedinglinesenteredbynumerousAustralian commercialseedcompanies,replicatedfourtimes, organisedbythePastureTrialNetwork(PTN).

Eachryegrassiscodedsothatnooneinvolved withthedemonstrationknowswhichoneiswhich.

Caseysaidifpeoplewantedtoknowmore,the researchanddevelopmentwasbeingmanaged byBrendanTorpy,ofAGFseeds,whowouldalso

beatthefielddaysonThursday. Theplots are measuredusing a‘cutandcarry’measurement protocol,wheredrymatter(DM)samplesaretaken fromeachplottocalculatetheDMpercentage.

Caseysaidtheearliersowingwasprovingbetter. “We’regettinganextracutfromtheearlier sowing”,Caseysaid,“whichquantifiesthattime ofsowingisimportant;weneedtogetryegrassin early.”Withinthatdemonstration,therearealso differentmaturities.

“Wehaveearlyheading,mid-seasonandlateseasonvarietiesforfarmerstoseeandhelpthem withmakingdecisionsonwhatwouldfitbestin theirfarmingsystem,”Caseysaid.

The five year old mare was solid over the mile, breaking from third at the 400m mark to win by 1 25 lengths from Moe runners High Drone (trained by Paul and Tracey Templeton) and Not A Problem (Allison Bennett)

Starspangled Baby has been in reason able form of late, placing in its last start at Pakenham on the synthetic and winning at Moe on September 7

The mare was freshened for three weeks after its win at Moe

A local victory provided a highlight for Cup Day, with Trolove a very popular winner among the throng of supporters around the grand stand
