Welcome to this year’s Cookie Program!
It is Girl Scout Cookie Season—a season that fills my heart with such hope, joy and happiness. Yes, it is a busy time, but it is literally opportunity-making time and THAT is why I love this season. This incredible program opens the door to the world. From finding your voice, to creating a plan and putting it into action, to realizing that YOU are a force to be reckoned with because YOU are charting your own destiny ... all with the Girl Scout Cookie by your side. That magical “widget,” which provides the catalyst to your goals dreams, plans and outcomes for this year and all of your tomorrows.
You will find that this season’s Cookie Program has been lovingly crafted to allow YOU to create the experience that works best for you. Train ings, tools, contests, rewards, the team—all have been put in place with you in mind. The world continues to change around us and ensuring that you have what you need in order to determine your success is of high importance to us. You are the rea son we are here, and we hope that you find this season’s Cookie Program as rewarding and opportunity-rich as we intended it to be. Chief Mission Delivery OfficerGirl Scout Cookie Season! It’s one of my favorite times of the year. The Girl Scout Cookie Program is near and dear to my heart as it is the reason I came to work with Girl Scouts 14 years ago. I believe in the Power of the Cookie - the in valuable skills it teaches and the life changing adventures and experiences it pro When a Girl Scout participates in the Cookie Program, she learns the intrica cies of running a business both in person and online, formulating goals and crafting the path to achievement, communication skills, and the significance of financial lit eracy … all while gaining confidence in herself, her voice, and her abilities. This year in particular is very special for me, as I experience this program anew—as a mom of a first time Daisy Cookie Boss, and as a Troop Volunteer. I greatly look forward to experiencing the magic in a whole new way.
The theme for the 2023 Program is Go Bright Ahead – perfectly stated, as your Girl Scout journey is indeed bright and I cannot wait to see you shine! Our Girl Scouts of Southern Arizona are truly remarkable; achiev ing great successes over this past year, including having the highest ‘per girl average’ in the nation. There is no limit to what can be accom plished in the Cookie Program. Cheers to a Bright and Brilliant Season!

Hello Girl Scouts! Are you ready for the 2023 Girl Scout Cookie Program? I know I am!! A little about me. I grew up in England and was a Girl Guide as a youth. Later in life, when we moved to Sierra Vista, I joined the Girl Scouts of Southern Arizona to help lead my child’s troop. This experience led to the opportunity to become a staff member in 2012, serving Girl Scouts and Volunteers throughout Cochise, Graham and Greenlee counties. In 2020, I tran sitioned to the Product Program because I believe in the Power of the Cookie! Without the cookie, so many things that happen in Girl Scouts just would not be, and many of our Girl Scouts would not have the experiences and opportuni ties that the cookie program provides. Nothing makes me happier than hearing from our Girl Scouts about how the cookie program helped them overcome their shyness, or how it helped them with their math skills. Most of all I love hearing from Girl Scouts that needed to set a new goal because their first one was left in their entrepreneurial magic dust! I am constantly humbled to be in the position to help our Girl Scouts learn the skills and unleash the fun opportunities that are in every box of cookies!

Hi all, my name is Ren Watkins, I work alongside Rosi as the Product Program Specialist! I am not a lifelong Girl Scout, however, I believe in the power of the Cookie! I was active duty Air Force for six years and that taught me a lot of the skills, as an adult, that Girl Scouts learn from age five!
It is truly so awe-inspiring to be able to experience firsthand, the true and very tangible power of the cookie. I am very privileged to be able to work with the Girl Scouts of Southern Arizona in order to support and help Girl Scouts grow into a generation of independent and confident young people that are determined self-starters with the entire world to conquer.

We can even tell you that the cookie is the catalyst to all we do, providing opportunity, funding for experiences and can even change her stars. But, there is absolutely nothing we can tell you that them showing you can’t say better.
Ways to Participate in the Product Program
Get ready for your Girl Scout to make (cookie) boss moves this year! No matter how they take part in the Girl Scout Cookie Program®, Girl Scouts will grow their people skills, learn to set goals, make smart decisions, and so much more. Talk with your Girl Scouts about which options they are excited to explore this year!
Participating in the cookie program powers Girl Scouts’ adventures througout the year as they learn key business skills to excel in future careers and in life. By participating in different sales methods, Girl Scouts gain more skills, including goal setting, decision making, money management, people skills and business ethics. Don’t forget: Adult supervision is required at all times.

Friends and Family
Is this your Girl Scout’s first time running their own cookie business? Texting or phoning friends and family is a great way to help them feel comfortable connecting with cookie customers. And if your seasoned cookie bosses’ free time is limited—school, sports, and extracurriculars!—this option has maximum flexibility!
Digital Cookie
Is your Girl Scout ready to take their digital marketing skills to the next level? With the Digital Cookie platform, Girl Scouts can ship cookies straight to customers, accept orders for cookie donations, or have local customers schedule an in-person delivery. And they can reach their sales goals no matter what their schedule is like.
Door-to-Door
This is the perfect way to hone their sales pitch! With doorto-door sales, Girl Scouts can stay local and sell within their neighborhoods—use door hangers and business cards for customers who aren’t home. Grow those people skills by meeting new neighbors... with necessary adult supervision, of course!
Cookie Stands
Would your Girl Scout feel more comfortable on their own turf? Cookie Stands, similar to lemonade stands, are set up in front of a residence on private property, where Girl Scouts can market their cookies to customers in their neighborhood. They are a great way to ease more introverted Girl Scouts into connecting with their communities. This can also be a great deal of fun for the whole family!
Cookie Booths
This option has maximum customer interaction, teamwork, and all the fun! Troops or groups of Girl Scouts work together to market their cookies outside a preapproved location (such as a grocery store, bank, mall, or drive-through booth in a parking lot) where they can practice their business skills with many new customers.
Note: cookie booths must be coordinated by Troop Product Managers, may only be at council-approved locations, and must be legally open to, accessible, and safe for all Girl Scouts and potential customers).
Community Connections
The possibilities are endless!
Girl Scouts team up with their caregivers to sell cookies to their employees and coworkers, at places of worship, and at community groups. Girl Scouts can prepare a corporate pitch to sell cookies in bulk to car dealerships, real estate agents, or financial institutions. When these budding entrepreneurs secure a large sale, they will experience a taste of sweet success!

Action steps: Encourage Girl Scouts to set incremental, achievable goals. Help them break down those goals through setting weekly challenges.

Badges, Patches and Certificates
How can you inspire girls to think courageously? Let Girl Scouts know how they can earn a badge or patch—and wear it on their vest or sash—as a symbol of their important Girl Scout Cookie Program® achievements.
Girls can earn one of the many entrepreneurship badges this year when they complete requirements that help them develop new skills as they learn and grow their business. Badges are official Girl Scouts of the USA recognitions that can be placed on the front of their Girl Scout uniform.
Girl Scouts collect patches as they achieve specific cookie program milestones, including things like sending emails, selling at booths and using Digital Cookie. These are fun patches that can be worn on the back of the uniform to show their cookie busi ness success.

It is a Team Effort! Attend your troop’s product information meeting. If you can, offer to provide transportation, chaperone a booth sale, or even shadow the Troop Product Manager, so you can take over next season, there are many opportunities to lend a hand.

Listen to your Girl Scouts practice their sales pitches; review cookie materials together to help them learn more about Girl Scout product, and accompany Girl Scouts as they sell and delivers cookies.
Support your Girl Scout’s Sale!
Guide your Girl Scout in setting practical goals. Talk about what they hope to learn and earn. Help them network with family and friends. Arrange a time for your Girl Scout to visit your workplace or place of worship, where they can speak to their goals, speak to why they are participating in the cookie program, and finally, to ask for support with reaching goals by purchasing cookies. Never do things for your Girl Scout that they can—and should—do for themselves.
Practice Safety.
Help your Girl Scout understand and follow the Girl Scout safety and social media rules and be a role model for business ethics.
Have Fun!
Encourage your Girl Scout to enjoy the experience—and do not forget to have fun right alongside them!

5 Steps to Earn Your Cookie Entrepreneur Family Pin
The Cookie Entrepreneur Family pin collection helps Girl Scouts learn essential skills and how to think like entrepreneurs with support from their families.
Each Girl Scout level has its own set of requirements to help families guide their Girl Scout as they run their own cookie business year after year. Girl Scouts can earn all 13 pins in the collection—one unique pin for every year they participate!

Cookie Entrepreneur Family Pin
The year-by-year Cookie Entrepreneur Family pin enables families to support their Girl Scouts in learning the five skills and encourages them to think like entrepreneurs.
Action steps to engage families:
• Attend a family meeting using the Cookie Family Meeting Guide. This can be in person or virtual.
• Learn how the Cookie Program gives Girl Scouts an entrepreneurial edge.
• Encourage families to think about how they can support their Girl Scouts as they climb toward their goals and earn the pin.
Keep it real. Be sure they set a realistic goal, but remember that not everybody always meets their goals—and that’s OK! This is a learning opportunity, and there’s a lot to learn even if they don’t achieve all they set out to.
Day by day. Keep all cookie deadlines on a shared family calendar, and give them a calendar of their own so they can practice crossing off dates and planning ahead. Time management will strengthen their business ethics as they get older!
Step back. Girl Scouts feel the greatest sense of pride when they have ownership over their sales and get to flex their decision-making skills. So feel free to give them feedback, but make sure you let them come up with the plan!
Collaborate with others to accomplish their goals and learn. Let them take the lead in asking you for help and feedback. Remember: teamwork makes the dream work!
See failing as a learning opportunity when they encounter setbacks to the plan. Weather and busy schedules can get in the way. Instead of solving problems for them, ask questions that lead them to create solutions. What would they do differently next time? How can they predict future risks in their plan?
Take healthy risks as they seek a mentor. Asking for help can be intimidating, and even frustrating— some potential mentors will say no or not respond. Encourage them to keep trying. Mentors will play a key role in their future. And learning to advocate for themselves now will serve them for the rest of their life.

Are you graduating high school this year and will be hosting your final cookie booth as a Girl Scout?
If so, ask your Troop Product Manager to fill out our Jot form with all the details of the cookie booth location and time of your last booth and someone will visit with a surprise for you!
Seniors and Ambassadors
Are you applying for college, looking for your first job, filling out scholarship applications, or need a reference letter for something else?
If you have participated in the Girl Scout Cookie Program® for eight or more years, including at least one year during high school, our CEO would be happy to supply you with a letter of reference.
Fill out our form listing your basic information, accomplishments and what you have learned from Girl Scouts to receive your official letter of reference.

For Our Juliettes (Independent Cookie Bosses)
Hey Juliette—do you know how honored we are to have you with us? We know that a troop setting may not be for everyone and we get it. We also know however you choose to participate in this beautiful mission we are here for it. Did you know we have created an enriching Cookie Program with you in mind? This independent design allows for you and your caregiver to find great success in an independent model, creating programming that works for you!
How do you get ready?
1. You AND your caregiver need to be registered for the 2023 membership season.
2. Your caregiver needs to be background cleared, so if they are not already they need to jump on that!
3. Your caregiver needs to take Juliette Cookie Training as they will be responsible for inventory, making payments and running the eBudde system with you. Follow the QR code to register for training!
How will you be supported through this cookie season? You will have your own team of Cookie Mentors with our Juliette Mentor Cass and E working together to support you and your goals this season!
Do Juliettes earn proceeds from the cookie program like troops?
Juliettes do not earn money. Rather, like troop-based Girl Scouts, the individual Girl Scout rewards and cookie dough are earned by Juliettes. In addition, Juliettes can earn Juliette credits that are good for programming and events, via the cookie program. Other than those options Juliettes do not, and may not do any money earning activities including fundraising of any kind. As per IRS guidelines no Girl Scout may have funds held independently in their name (i.e. even troops have Troop/Group funding that is utilized for the group not for independent Girl Scouts).
How do Juliettes get cookies from cookie cupboards like troops do?
Super simple you can go to ANY cookie cupboard, after your first pick-up, as long as you are making your cookie payments on time and have your deposit slips to turn in at cupboards. Just like a troop, making your cookie payments, on time, is your entrance ticket to more product from cupboards.
Can Juliettes earn all the same rewards and cookie dough as troops?
You bet they can! And because Juliettes can not earn troop proceeds, they earn additional Juliette dough/ credits that they can use for programming, travel, registration, camp and events!
To summarize: Juliettes can do anything Girl Scouts in troops do (with the exception of earning “troop money” for selling cookies or fall product). They earn badges, earn Cookie Dough, can earn their Highest Awards, can go to camp or any program or event and experience everything Girl Scouts has to offer.
Juliettes are self-paced, letting the Girl Scouts focus on what they want to do in dividually. Their focus can be creative and ever evolving from highest awards, camp, travel, entrepreneurial and badge work, the sky’s the limit based on their own efforts.

Marketing Your Cookie Business
Marketing is so important when it comes to selling a product; we’ve all seen Girl Scouts in front of our local stores at a booth sale, or walking through the neighborhood with a tote or wagon—but what really catches the eye? A great display! Sometimes that extra attention to detail can go a long way and lure in some additional customers.
Don’t miss out on all the marketing resources that council and our baker, Little Brownie Baker, have put together for your Girl Scouts’ use!
• Visit our council’s shops to style yourself in Girl Scout Cookie gear!

◾ A sash, vest or smock is needed to work cookie booths!
• Pick up a Cookie Program table cloth.

• Check out their marketing displays and get things you could use to boost your sales by grabbing someone’s attention.
• Flyers you can print and use at a Cookie Stand, Booth Sale, or even just attach to your wagon or cookie cart!
• “Count It Up” tools that help do the quick math on large orders.
• Print “Sorry I missed you!” door hangers!
Take your Girl Scout Cookie business to the next level
with the Digital Cookie platform! By adding online and mobile sales strategies to your toolbox, you can build 21st-century entrepreneurship skills while selling cookies to friends and family down the block or across the country, right from the comfort of home! Using Digital Cookie is easy and convenient for everyone.
Through Digital Cookie, Girl Scouts create customized websites and send emails to people they know, asking them to buy cookies. Customers can place orders and have the option for the cookies to be shipped directly to their homes or delivered by the Girl Scout.
Girl Scouts or caregivers will receive an email from the Digital Cookie system, inviting you to set up your online storefront before the sale begins. On the first day of the program, the system will launch emails to your customers. Watch for the Digital Cookie invitation to arrive in your email on or about December 1st.
The data proves it! Girl Scouts who sold online had a per-girl-average of 419 boxes, compared to 191 boxes for those who did not sell online.
Girl Scouts who personalized their Digital Cookie site with their own photo or video on average sold more than double the number of boxes of Girl Scouts that did not personalize.

Be Prepared

If a customer has questions, listen carefully, then take time to answer their questions thoughtfully. If a customer has feedback, try to be empathetic to their ideas. En trepreneurs can learn a lot from listening to their customers and trying new things.

2. Why Don’t you have any to sell me now? Is it only available online?
The Girl Scout Cookie Program is an entrepreneurial program, and I am learning how to build and manage an online business. This new cookie is only available to purchase online. This helps me manage my inventory while allowing me to offer my customers something new. This new cookie is only available to purchase online but today I have other customer favorites for you to purchase!
3. What does it taste like?
Raspberry Rally™ is a thin, crispy cookie infused with raspberry flavor dipped in chocolaty coating. Some may even say it’s the sister cookie to the beloved Thin Mints®, but the inside is pink and tastes like raspberry instead. Raspberry Rally™ is made with vegan ingredients like our Thin Mints®.
4. Do shipping charges apply if I order online? Yes, you do have to pay for shipping, and your cookies will be conveniently shipped directly to your doorstep. If you’d like to take cookies home today, I have other options available, like Adventurefuls™, which debuted last year.
Ask Questions
Sometimes you have to ask questions to answer questions. Consider asking them about some of their favorite flavors. If they don’t want to order online, perhaps you can recommend an amazing alternative. Do they love chocolate? Try Thin Mints®. If they love fruit flavors, suggest the Lemon-Up!
5. Can you deliver my cookies if I order them online?
Raspberry Rally™ cookies can only be shipped directly to you. However, I have other great options here today. I can also give you my digital site, if you need to restock or want to try the Raspberry Rally™ cookie!
6. If I don’t order cookies online, is there another way I can get this cookie? Not at this time, no. You must place an order online to purchase the Raspberry Rally™ cookies, and they will be shipped directly to you. Can I interest you in some of our other favorites I have on hand?
7. Will you have it at your booth next year? At this time, we do not know if we will have it next year. If you try it, can you tell me if you like it?
8. Did Raspberry Rally™ replace another cookie? No. Raspberry Rally™ has been added in addition to our other nine favorite flavors this year.
9. How can I buy the new Raspberry Rally cookie? What is the website? Share your QR code!
10. What do you say to a disappointed customer? Thank you for sharing your thoughts! I will let our leader and local council know your feedback.
Conversations and Questions
to Ask at Your Caregiver Meeting
When and how can we receive more inventory?
Please do not request additional inventory until a substantial payment has been made. The percentage due by caregivers to troop is based on your troop’s guidelines. Ensure you have asked what those are.
What if we have too much inventory?
Each troop makes the decision regarding too much inventory. Since the cookies have not been sold when they are distributed to the Girl Scout, the Girl Scout could have a window in which they can return cookies to the troop if the troop decides this in advance. We suggest all Troop Managers check with families before heading to the cupboard to add more inventory. Changing out inventory within your troop families and utilizing excess inventory at booths is using your resources wisely.
DO NOT wait to let your Troop Product Manager (TPM) know you have too much inventory. You can discuss with your TPM the best way to deal with inventory. Communication is everything! Your troop would rather take your cookies back earlier in the program and use them at booth sales vs. going to the cupboard to take on more cookies, only to be surprised on the final return day that your Girl Scout had unsold product that is now being returned to the troop.
NOTE: Cookies must be in undamaged, sellable condition. No smoke smell, no pet urine smell, not wet or damaged or MELTED!
Since the Cookie Program is a TROOP function, the cookies that are returned to the troop become the property of the troop and the responsibility of the ENTIRE troop to sell. PLEASE do not take more cookies than you are comfortable selling, and then dump your returns on the TPM and walk away feeling that it is no longer the responsibility of your Girl Scout to help sell the troop inventory. Once cookies are returned, it is time to re-evaluate the troop sales strategy (with all Girl Scouts and caregivers) to ensure that all cookies are sold. COUNT, COUNT, COUNT & RECEIPT, RECEIPT, RECEIPT. We suggest utilizing a day-by-day goal divided by all Girl Scouts in the troop to help move remaining product. Setting troop goals to end at zero inventory is always helpful to reengage everyone.
REMINDER: Cookies cannot be returned to
That’s completely up to you, as you are financially responsible for cookies in your possession (whomever signs the Girl Scout Permission Slip). Never accept more product than you can commit to selling or be financially responsible for.
You are NEVER obligated to sell a specific amount of cookies. Meaning Council does not “make” you sell. It is up to you as a family to decide. This product mix is merely a suggestion. It is up to you what you feel is best. However, once you have signed the receipts and accepted cookies, it is now your Girl Scout’s responsibility to do their part to sell the cookies the Girl Scout family has accepted responsibility for.

Cookie Boss Tips
Load up a wagon with cookies, make signs, and head out on a neighborhood walk-a-bout!
Bring along some printed door hangers or letters to leave if folks are out. Make sure to include your Digital Cookie QR code with your URL!
Try a text-a-thon! Let friends and family know it’s Girl Scout Cookie time and ask for orders.
Once cookies have been delivered, reach out to thank your customers and ask if they need to re-stock!
Make a quick sales pitch at a staff meeting!
Ask business owners or managers for permission to sell cookies at a workplace. Remember, even if an adult helps make the connection, it is always a Girl Scout’s resposibility to fill all orders, oversee their delivery, and thank their customers.
Leave an order card in a visible spot along with a note from your troop outlining your goals and plans for the cookie proceeds. (Remember not to list Girl Scouts’ last names, phone numbers, or email addresses.)
Always follow the Girl Scout Promise and Law. Be polite to customers, show off your 5 Skills, and stay engaged! After all, if you are not enthusiastic, who will be?
Important Note
Please do not bring a wagon to the UA campus or through city parks during sporting events. Per Arizona law, you can be fined for doing so.
Telephone Sales is a fast and easy way to sell Girl Scout Cookies!
Check-in with store managers at your booth locations, and follow store instructions. Selling in front of local businesses is a privilege and you want to be able to return next year!
Door-to-Door Sales AKA Walk-A-Bouts
Leave no doorbell unrung! We encourage you to visit friends, family, and neighbors to make sales. The number one reason people say they didn’t buy Girl Scout Cookies last year? They were never asked!

The Basics of Cookie Booths
How to Sign Up for Booths:
Your Troop Product Manager will sign up for booths in advance and will share dates and locations with families once booths are scheduled.
Booth Sales:
With your troop! Each troop has the opportunity to participate in booth sales, and can do as little, or as many as they would like to (based on availability). A great way to boost your Girl Scout’s individual and troop sales is to participate in booth sales. Talk with your Troop Product Manager to learn more.

Monday through Thursday 4:00pm to 7:00pm Friday 4:00pm to 8:00pm
Saturday 8:00am to 8:00pm

No selling is permitted before 8:00am or after 8:00pm, regardless of Girl Scouts’ ages or levels!
NOTE: Booth sales are your “store front” for practicing the Key Skills. This is an entrepreneurial program; it’s about what your Girl Scouts learn, rather than how much they sell. If they haven’t learned how to track inventory, how to market, how to count change, how to engage in conversation, how to follow rules, how to speak to the Cookies for Heroes program, then the Booth Sale allows the opportunity to practice all of those things.
Booth Sale Requirements:
• Troop/Girl Scouts must be scheduled to be there through the Troop Product Manager.
• Troop/Girl Scouts must be in sash/vest/smock.
• Do not approach the store employees or managers; although, if they approach you, please do as they say.
• Do not utilize store shopping carts or fill their trash bins with Girl Scout related garbage (such as cookie cases). Girl Scouts always leave it cleaner than they found it—pack out your garbage.
• Cookies MUST be 6 inches off the ground!
Cookie Stands
(formerly Lemonade Stands)
Want to set up a booth in your front yard? Go for it! These are called “Cookie Stands.” This is a booth run by the same Girl Scout who lives in the home; a caregiver must chaperone. If additional Girl Scouts join in this cookie stand, safety-wise ratios must be utilized i.e., one additional adult over 18, registered and background cleared by the Council.
Yes, decorate these cookie stands! A great looking stand is a showstopper when cars are driving by.
Rules:
1. Operating Hours: 8 am to sunset (NO SALES AFTER DARK)!
2. Staffing: Adult and Girl Scout must be present at all times.
3. Uniform: They MUST wear Girl Scout sash/vest/smock.
4. Marketing: Follow city rules for signs. Only place signs up during the time of your Cookie Stand.
5. Location: Must be on your own property. DON’T set up on a street corner, sidewalks, street medians, outside of fencing or walls.
• If a Girl Scout lives in apartments/ condo – with manager permission they may set up in a common area inside of the complex.
• You may NOT sell anything other than Girl Scout Cookies. For example, you cannot sell lemonade
Juliettes
• A 1:1/2:2 Ratio is REQUIRED
• Buddy up for more ‘storefront vibes’ and to see more people! Plus, gain more hands-on learning from each other with all the added fun of being with a fellow Girl Scout Sister!
Troop Booths
(formerly MySales Booths)
Want to set up a booth at a business NOT on the council list? These are called “Troop Booths”. Talk to your Troop Product Manager first so they can make sure council did not already approach the business. Your Troop Product Manager can submit your request for approval from council.
Note: Even if you own the business, you MUST have Council permission through Troop Booths. Neither adults nor businesses sell cookies. A Girl Scout MUST be present. Servers may not sell on behalf of a Girl Scout. Girl Scout cookie boxes may not be on a counter, but a QR code representing the Girl Scout is acceptable.
Safety First, Always
THESE ARE NOT OPTIONAL OR UP FOR INTERPRETATION
Girl Scouts NEVER sell alone. Girl Scouts must always have an adult with them.
Girl Scouts must wear Girl Scout sash/vest/smock at minimum.
NOTE: A full uniform represents this mission, represents you, and ensures the public sees proud Girl Scouts. When you wear your uniform with pride, the world notices.
Never go inside someone’s home while selling cookies. Girl Scouts should stay outside the home where they can be seen from the street. Once done knocking, stand back from the door.
Girl Scouts should never accept food or beverages while selling. Bring your own water bottles.
Girl Scouts should leave all animals at home while selling, unless a working animal companion is necessary. Girl Scouts should not go into a yard if there is a dog or a closed gate or fence.
Girl Scouts may not sell door-to-door after dark.
Girl Scouts do not disturb homes with a nosoliciting sign.
Girl Scouts should never give their last name or their own phone number while selling.
Council policy states that a caregiver or other responsible adult must provide adequate supervision while Girl Scouts are going doorto-door. The troop leader’s or other designated adult’s telephone number should be given for reorders or complaints.
*Seniors and Ambassadors ONLY may sell with a friend of their same age or older.
Booth Rules & Regulations
• Every cookie booth requires 2 adults and 2 Girl Scouts. If running a 1 to 1 this is only for caregiver and Girl Scout. 1 to l’s should be the exception to the rule and not how you are running your troops’ cookie program. Cookie booths are your store front where you practice your business skills and focus on troop goals.
• Every booth requires registered AND background cleared adults. This is a new procedure and is mandatory, without exception.
• If you ever feel unsafe, LEAVE and contact Council, your service unit manager and/or your leader.
• NEVER chase the monies or product if robbed—protect your Girl Scouts, the only thing that matters is your Girl Scouts. Contact the authorities then contact council.
• Sanitizer must be present at your cookie booth for you and your customers.
• Siblings, friends, animals, or extra adults are NOT permitted to hang out at booths.
• No shenanigans, if your troop has lost focus and are now climbing on walls, running around and or acting in a way that is contrary to their safety and honoring the businesses that allow us to be present, leave! Go home. There is no reason to continue working a booth if your Girl Scouts are simply out of steam.

Safe and Successful Cookie Order Taking
To keep our Girl Scouts, volunteers, staff and community safe and healthy while participating in Girl Scouts. During these on-going, ever-changing times, we need to be prepared to pivot on past processes and be ever aware of utilizing contact-less order taking and marketing, use of your Digital Cookie link on flyers and other promotional materials for customers to order their favorite Girl Scout Cookies.
NOTE: First names only on the flyers—NO last names. If additional contact information is required, it should be an adult’s first name, email and phone number. NO HOME OR BUSINESS ADDRESSES!
We urge all Girl Scous and troops to take full advantage of the opportunity to use their technical skills and creativity to integrate Digital Cookie with virtual selling. One of the easiest ways to contact potential customers is through the marketing email feature in Digital Cookie.

Caregivers can use their social media sites to promote their Girl Scout’s Digital Cookie link. To protect your personal identity, NEVER direct message with people you do not know online or on social media platforms. Always use your Girl Scout online sales link for customer orders.
NOTE: Parents or guardians must approve all Girl Scoutdelivered online orders and supervise all communications and product delivery logistics with any customers Girl Scouts don’t personally know. As a reminder, Girl Scouts should never deliver cookies alone.
Never share your personal information on social media (e.g., last name, phone number, email, or street address or location). No posting on marketplace sites like Craigslist, Facebook Marketplace, eBay, etc.
Customers are so excited to order and receive their cookies! To ensure safe delivery of product to the customer, we recommend these delivery methods:
• Arrange the delivery of cookies
• Leave a QR code and/or busines card and a ‘thank you’ note with each delivery. This allows for additional orders when they finish their cookies and ensures they pass along your info to friends and family who are looking for cookies AND allows customers to contact you if there is an issue with their order—great customer service is everything!
• Girl Scouts do not deliver product alone, rather they go with their caregivers and for our Seniors and Ambassadors, they may go during daylight hours, together utilizing the buddy system. Find

“Cookies for Heroes”, supporting local first responders in firefighting, medical, and law enforcement, as well as our brave women and men serving overseas with delicious boxes of Girl Scout cookies. All Girl Scout cookie sellers can participate by collecting money for Cookies for Heroes, as they would for a regular box of cookies. However, this is a “virtual” donation— cookies do NOT come out of your troop’s (or your Girl Scout’s) inventory. Troop Gift of Caring
The Gift of Caring program is a nationwide community service project where Girl Scout troops decide on a charitable organization that they would like to support with cookies or donations.
Girl Scouts may choose to donate physical boxes of cookies to food banks, homeless shelters, senior citizens’ homes, and other local organizations. Or, Girl Scouts may choose to use a portion of their cookie proceeds to provide local organizations with goods or resources. For example, stocking animal shelters with cat and dog food, purchasing paint to refurbish a local non-profit’s playground, or providing children’s books to a youth literacy organization.
Let’s Walk It Through…
Door-to-Door
Girl Scouts who are out walking the neighborhoods with an adult selling Girl Scout Cookies are participating in door-to-door sales. While you have your cookies in hand, you should also have your order card available. Order cards are a great marketing tool that not only provide descriptions of each cookie flavor, but also their nutritional value, and if they are vegan, kosher, or glutenfree. It is much easier to hand an order card to a potential customer rather than trying to show them each and every box in your wagon!
Don’t forget to decorate those wagons!
Are there rules when in neighborhoods?
All neighborhoods within our council boundaries are fair game to all Girl Scouts in our jurisdiction. However, please be kind to one another. Focus on your neighbors/street/neighborhood first before traveling to other areas. We want to allow all of our Girl Scouts of Southern Arizona Girl Scouts to have the opportunity to participate in door-to-door sales. If you know that another Girl Scout lives on your street, or in your neighborhood, try to reach out and be a sister! Create a plan that allows you to both share those customers. WHY do we allow Girl Scouts to travel outside of their neighborhood and go to other areas? Because not all neighborhoods allow for door-to-door sales due to distance, community rules, or safety. Additionally, some neighborhoods do not have participating Girl Scouts in them and those people would love a visit from a Girl Scout!
NOTE: Girl Scouts are NOT allowed to walk through any retail area such as shopping centers, malls, casinos, wineries, etc. with their wagons or doing door-to-door sales through those areas. Businesses that you have made an appointment to visit such as your doctor’s offices, lawyers, accountants, etc. are ok.
Online Cookie Program: Should and Should Not’s
• The Girl Scout Cookie Program is a girl-led program.
• Online marketing and sales should always be led by a Girl Scout, while also being supervised by Girl Scouts’ parent(s) or guardian(s).
• Girl Scouts should be building their skills by interacting with the public and making the sale themselves!
• The internet is a wonderful tool. It allows us to connect with the world and promote our amazing entrepreneurship program further than ever before. To ensure these online resources are used in a safe and fair manner, all Girl Scouts and their families must follow the Girl Scouts of the USA’s guidelines regarding online Cookie Program sales.
• Digital Cookie is the ONLY approved platform for accepting Girl Scout Cookie money online. You may not use any additional online payment platforms.
• Girl Scout Cookies may NOT be sold on Amazon, eBay, Craigslist, Etsy, Facebook Marketplace, or any other online marketplace besides Digital Cookie.
• Be aware, marketing posts on Facebook containing the use of a dollar sign ($) may automatically move the post to Facebook Marketplace. To prevent this from occurring you must disable the automated function.
• Social media ads should not be purchased or donated to promote sales links.
• Should any online marketing activities be identified in violation of guidance, GSUSA or the council reserves the right to intervene and demand removal or remove the post. Compliance is not negotiable.
• Before the program starts: A post to friends and family can be made to notify them of the upcoming sale. Example, “Hi Friends & Family, I am a Girl Scout and will be participating in the upcoming Cookie
Program. Starting on January 9th, 2023, I will be able to take your order on my online store and starting on January 21st, 2023, I will be ready for your in-person orders!”
• Do not accept any orders before January 9th, when the program begins.
◾ If someone tries to order before January 9th make sure to reply with, “Thank you for your pledge. I will contact you at the start of the program.”
• During the program: Post as much as you feel is necessary to your friends and family! Maybe post the first day the program begins, and again in the middle of the program with a reminder. The last week of the program may be helpful too, as you may get some reorders! Post recipes and your goals to keep your posts fresh and engaging.
• Posts/advertisements are NEVER allowed on Groups or Business Pages, including foundations, fan pages, local city pages etc.
• Complaint or desperation posts are not permitted. If you are feeling frustrated or panicked, please reach out to your Troop Product Manager. If you find that to be unsuccessful, reach out to your staff team.
Digital Resources
Social media offers a great opportunity for teen girls to keep climbing toward their goals, while building digital skills. They can begin by using Digital Cookie®. Once they have their footing, Girl Scouts can go to LittleBrownie.com to find cookie graphics and announcements for promoting their Girl Scout Cookie™ businesses.
DIGITAL COOKIE®
Teens can customize their online site using Digital Cookie. Once their website is set up, they can tell their network of family and friends on social media that they are taking cookie orders online.
Girl Scouts younger than 13 can ask parents or guardians for help. Encourage them to personalize their website with their goals and cookie pitch; then parents or guardians can post or email links to friends and family.

• Encourage teens to get creative with tools like video and livestreaming.
• Teach Girl Scouts about e-commerce and online marketing techniques as they work toward earning Cookie Business badges.

• This link does it all! Customers can order cookies for local delivery by Girl Scouts in your troop or have cookies shipped. For local sales within your troop’s delivery area, customers place their order, and the troop delivers the cookies to the custom er’s address with support from an adult.
• The troop can also use this link to take pre-orders that allow customers to prepay and pick up at a troop-designated lo cation. This designated location could be an existing cookie booth, a drive through location or another public location desig nated by the troop.
When you set up your Troop Link site, there will be two links you can use. These links will let your troop reach new customers in your local community and beyond. Use the information below to decide how troop links can work for your troop.

Inventory Transfers
When the Troop Product Manager transfers cookies into your possession, be sure to inspect it. You only want to accept product that is in sellable condition.
Then, COUNT IT! There are no excuses for not having correct counts if both you and the Troop Product Manager count the transfer.
Get Receipts
Never accept product without a receipt clearly stating the cookies are being transferred to your possession. Once you, the adult, accepts (signs for) product, you are financially responsible. You ALWAYS need a copy of the receipt, and the Troop Product Manager ALWAYS needs a copy—the same for paying, always get a receipt.
Storage
Keep in mind the product is food, and it needs to be stored properly as it awaits delivery.
• Product must always be six inches or more off the ground.
• Product must be temperature controlled (chocolate and frosted products will melt at 77 degrees).
• Be careful leaving product in the car, due to the heat or theft.
• Keep water, pets, cigarette smoke, etc. away from your cookies! These elements damage the product and customers will not be satisfied if their cookies smell like your pets, or have water stains on them.
Important: Be sure to keep in mind that product = money, and that product in your possession means that you are financially responsible for it. Damaged products cannot be returned or exchanged, nor can they be sold. Protect the Product!
Do not leave your cookies in the car overnight or for any substantial period. A sun shield over cases when driving is a great idea. However, just like a baby, leaving cookies in the car is disastrous. The heat will damage the product.
KEEP ALL RECEIPTS
Paying the Bills
As cookies are sold and collected money begins to add up, it needs to be turned in. If you are in a volunteer-led troop, you will give it to your Troop Product Manager; as a Juliette, you will deposit into a council bank account; and in a staff-supported troop, you will make weekly payments to your designated staff member.
When?
Each time the Troop Product Manager schedules a date for monies due, AND any time you have more than $400 collected or are picking up additional cookies. You should also make payments with any amount you do not feel comfortable being responsible for. Never leave money in your car, never post on social media how much cash you have, and do not post photos tempting others with your cookie money.
Ask your Troop Product Manager. Some troops have Girl Scout families deposit the money directly into the troop’s bank account; others collect cash or take credit card payments at troop meetings, or separate meeting times/locations.
NO RECEIPT = NO MONEY EXCHANGED

If any money is lost or stolen, file a police report immediately. Then check to see if the loss is covered by your insurance. If the loss occurred in your home, you will be required to file a report with your homeowners insurance. However, the amount is still owed to the Council and will be evaluated on a case-by-case basis. If you have a loss or theft, contact your product team as soon as possible at 520-977-6623.
Customer checks are to be made payable to Girl Scouts of Southern Arizona or to the Troop.
Venmo/Zelle/Apple Pay/Samsung Pay/Cash App etc. MAY NOT be attached to the troop bank account for ANY REASON. You may not accept payment directly to the troop account via Venmo/Zelle/Cash App etc., nor may you pay out bills or payments via Venmo/ Zelle/Cash App etc. from a troop bank account. If you, the caregiver, chooses to accept responsibility (if the payment doesn’t go through), the customer may pay to the parents’ Venmo/Zelle/Cash App etc. account, and the parent can then pay the troop. The troop nor council will be responsible for the loss on a Venmo/Zelle/Apple Pay/Samsung Pay/Cash App etc. for any reason.
Square is acceptable for payments to the troop account. Check with your troop if you are using DOC or Square.
Closing Out Your Sale
In every business, it is important to close out at the end of the program season. Your TPM will let you know when final monies are due to the troop. If you have not heard during your troop cookie training, ASK!
Remember: No Selling Cookies After the Program Ends!
The Cookie Program runs from January 9th, 2023 through March 12th, 2023 at 11:59pm for Digital Cookie; booth sales close at 7:00 pm on March 12th, 2023.
The Girl Scout Cookie Program is so successful because the cookies are only offered for six to eight weeks of the year. Promoting cookies after the program end date undermines the integrity of the sale and your Girl Scouts’ efforts.
Whether these cookies are unsold or paid for, being resold is absolutely NOT allowed. All rewards are calculated on cookies that the Girl Scouts sold DURING the sale, not on cookies still waiting to be sold.
Customers:
Double check that all of your customers have received the cookies they have ordered from you. You always want to make sure your customers are happy—tell them THANK YOU, add a thank you sticker to boxes or a note in the bag! A thank-filled heart is great customer service. Return business is about great service, there are plenty of other Girl Scouts they could support but they chose you. Smiles, thank you notes, and a final “because of you” note talking about your end goals and all you achieved speaks volumes about you, your business and your values.
Final Payment Due:
Review “The Girl Transaction History”, a report from our online sales system which shows a summary of all product sales and finance transactions that have taken place through the duration of the sale. Your Troop Product Manager can show/share this document with you.

Verify all your payments, receipts.
All money collected (the total balance of product signed for) is due to the Troop Product Manager.

Important: If the money is not turned into the Troop Product Manager by the end of the program, the following actions will take place until the debt is paid in full:
• The Girl Scout will not receive any of Girl Scouts rewards until payment is made. If payment is made after a dated experience reward, that reward is lost, as experiences are not able to be “made up”.
• The Girl Scout will not be allowed to participate in any direct product program; booth sales are still allowed as that is programming.
• The Girl Scout’s troop will be penalized by the loss of Troop Proceeds in the amount owed on behalf of the Girl Scout.
• A 1099 may be reported to the IRS for unpaid product
• Debt that remains unpaid for one year can be reported on your credit.

GIRL SCOUT COOKIE PICK-UPS
Picking up your cookie order is exciting, and there are a few steps you can take to make sure everything goes smoothly. First, be aware that troops are responsible for counting and verifying the total number of cases received. When in doubt, recount!
Action steps for a smooth pickup day:
• Know exactly how many cases you ordered of each variety.
• Arrive at your scheduled pickup time.
• Make sure you have enough vehicles to load your order (see chart).
• Line up your vehicles at the same time.
• Check in and receive your pickup ticket.
• Give your pickup ticket to the loader and count cases as they’re loaded in.
• Sign for your order and take your receipt.
Gifting Boxes of Cookies, The Right Way!
Why would a Girl Scout want to Gift Boxes?
Often times, Girl Scouts sell over a reward level but not quite enough to reach the next goal. These “extra” boxes may help another Girl Scout in the troop reach their goal. Gifting, or “shuffling” boxes to other Girl Scouts is the Girl Scout way but must be done with everyone’s knowledge AND cannot reduce another’s chance at earning rewards.
Why would a Girl Scout NOT want to Gift Boxes?
When boxes are gifted, the total boxes sold for both the gifter and the giftee Girl Scout change.

This may change the Top Seller status of either Girl Scout.
The gifting Girl Scout may gift away an amount of boxes that takes that Girl Scout below the Top Seller number, thus losing Top Seller recognition and possible rewards that come with it.

The receiving Girl Scout may have enough boxes gifted to make it appear as though they are a Top Seller, although that Girl Scout in fact did not “sell” those cookies. Girl Scouts who gift boxes away in an amount that loses their Top Seller status will NOT be considered Top Sellers; they will forfeit the recognition and rewards that come with that title.

Additionally, Girl Scouts who are gifted an amount of boxes that brings them up to the Top Seller status will also NOT be considered Top Sellers.
Gifting boxes is prohibited outside of your own troop, even if the Girl Scouts are related!
NOTE: Girl Scouts can never be gifted an amount that brings the receiving Girl Scout’s reward level up more than one level.

January 9 –January 20, 2023
For Troops only (must have three or more Girl Scouts participating in the Cookie Program).
One troop will win this amazing reward through a random drawing. The experience will be for all Girl Scouts selling with that troop in the 2023 Cookie Program. It will also cover registered volunteers necessary per Safety Activity Checkpoints.

These amazing adults act with kindness and empathy daily, demonstrating the behavior we want our Girl Scouts to learn. If you see another adult acting in this way, you can lift them up by nominating them for a Kindness Counts award.

Where can you see a dolphin in Arizona? Why at a cookie booth of course! Learn facts about our dolphin mascot and share them with your customers. Decorate your booth to highlight the dolphin and her under the sea friends!

Show off your cookie goals! Are you working toward funding a specific event, trip or program? Will your cookie funding pay for the badges you plan to earn? Maybe you want to highlight the cookie reward you are striving to earn. Whatever your goals are—make them the focus of your booth.
Week 4 (Feb 11 – Feb 17) – Super Bowl/Valentine’s Day
Two options for this week—pick your favorite or use them both! Sunday February 12 is Super Bowl Sunday. Is your favorite team playing? Maybe you have a scorecard for customers to select who they think will win. Get creative and make your booth interactive! Then of course, Tuesday, February 14th is Valentine’s Day—will you offer note cards to be attached to the cookies they buy for their loved ones? Will your booth be covered in hearts? Have fun and highlight that Girl Scout Cookies make a great gift!

Do you use your cookie dough to pay for Girl Scout Summer Camp? Maybe your troop is planning their first camp out. Camp registration will be opening soon so decorate your booth to highlight your camp plans and see how your customers will support you getting there!

The 2023 Cookie Program is coming to an end. Make your “stock up now”; “freeze for the summer” and count down to the end signs so customers don’t miss out on the deliciousness of Girl Scout Cookies.

Cookies for Heroes
Bonus for the final weekend. Let’s highlight our Cookies for Heroes program. Do your customers know they can make a donation to support local heroes such as firefighters, teachers, law enforcement and military? This is the time to let them know and make the push to reach your final goal.
Council reserves the right to change or replace any reward, based on supply chain issues, for equal or greater value. In the case of any worldwide occurrences and travel must be cancelled, the technology at that level will be the immediate substitution. Photographs are representations. Actual reward may differ in brand or color but will be of equal or higher value. Once rewards are submitted by the troop, there can be no exchanges or no alternative rewards will be given, after selections are submitted to Council. If you select an experience, but do not attend the event, you will not receive any alternate reward or “swag”.

Let’s Talk About Cookie Dough
How can Girl Scouts use Cookie Dough?
Cookie Dough can be used at Girl Scouts of Southern Arizona retail stores and to pay for qualifying events, like:
• Council program events
• Council travel
• Renewal of Girl Scout’s own membership
• Council resident camps and day camps
• GSUSA Destinations programs
IMPORTANT
While troops earn troop proceeds to support troop activities, purchases and projects, Cookie Dough is earned and used by individual Girl Scouts—both those in troops and Juliettes. COOKIE DOUGH EXPIRES!
Cookie Dough may not be used toward troop dues, as part of the troop treasury, or redeemed for cash.
Cookie Dough from the 2023 season will expire on March 31st, 2024.
E-gift certificates from the 2023 cookie season will expire March 31st, 2024.
Girl Scouts may choose to convert their Cookie Dough to an e-Certificate, giving them the opportunity to use it to purchase merchandise via the GSUSA or the GSSOAZ online store. Conversion can take 5-7 days from the date of your request. Scan the QR code to fill out the form to make the conversion.
Junior, Cadette, Senior and Ambassador Girl Scouts may choose to convert their Cookie Dough to travel bucks. Travel bucks allow Girl Scouts the opportunity to save up funds to be used towards paying fees associated with any GSSOAZ sponsored travel or GSUSA Destinations. Travel bucks are non-transferrable and valid for five years. There must be a minimum of $25 in Cookie Dough to make your initial conversion.
Cookie Dough earned in the 2023 Cookie Program will expire on March 31, 2024. Any conversion to e-Certificate or travel bucks must be done prior to the original expiration date, e-Certificates expire on March 31, 2024. All conversions to e-Certificates or travel bucks are final.
How do Girl Scouts earn Cookie Dough?
There are two options for earning Cookie Dough. The decision is made by each Girl Scout individually in conjunction with their caregiver and should be communicated to their Troop Product Manager. Cookie Dough is not cumulative. So if a Girl Scout elects to earn under the Standard Dough track, they will earn the Cookie Dough relative to the highest box level sold as indicated below in addition to all rewards (which are cumulative). Alternatively, a Girl Scout can elect the Bonus Dough track, meaning they will not receive any physical rewards (including CFH and Digital Cookie rewards) until they reach the 875+ level, but they will earn additional Cookie Dough relative to the highest level box sold as indicated below.

Failure to follow the Girl Scout Code of Conduct will result in one or more of the following corrective actions:
• Review of the Girl Scout Promise and Law, and written or verbal apology given, if needed.
• Meet with troop volunteers and my caregiver to discuss behavior and create a plan.
• Not following your behavioral plan may result in removal from the troop.

We believe that caregivers are the first role models for children. Caregivers must work collaboratively with volunteers, staff and other Girl Scout families to instill high standards of ethics, while promoting the development of courage, confidence and character, and other important life skills. It is important that all of Girl Scouts of Southern Arizona caregivers understand the mission of the Girl Scout Leadership Experience and the Girl Scout Promise and Law.

I will do my best to be honest and fair, friendly and helpful, considerate and caring, courageous and strong, and responsible for what I say and do, and to respect myself and others, respect authority, use resources wisely, make the world a better place, and be a sister to every Girl Scout.
Caregivers provide invaluable support to the volunteers in their endeavors to instill these values in Girl Scouts.
The following are expected of Girl Scouts caregivers:
• The caregiver will adhere to the Girl Scout Promise and Law.
• The caregiver will treat all Girl Scouts and adults with respect and not complain, argue or engage in verbal or physical threats.
• The caregiver will not take part or be the instigator of willful discord.
• The caregiver will show respect for all other adults, GSSOAZ staff members, and Girl Scouts while creating a positive and inclusive Girl Scouting environment.
• The caregiver will refrain from profanity, disrespectful con duct, and the use or possession of alcohol*, illegal drugs or tobacco (including vaporizer pens and e-cigarettes) in front of Girl Scouts or while representing Girl Scouts of Southern Arizona. *The use of alcohol may be permitted at councilapproved adult fundraising functions with the prior approval from the CEO.
• The caregiver will respect what Girl Scouts want to do while supporting the leader in the progression of the Girl Scout leadership experience.
• The caregiver will not behave in such a manner that monopo lizes the time of the Troop Leader or Co-Leader or jeopar dizes the Girl Scout experience for the entire troop.
• The caregiver will not bring other children (referred to as Tag-a-longs) to Girl Scout meetings, activities, outings etc. unless invited by the leader and in accordance with safety activity checkpoints. Troop resources are only to be used for active Girl Scout members.
• The caregiver will register as a Girl Scout member and will become an approved volunteer and complete a background check if they plan on attending meetings regularly and/or at tend any trip or travel with the troop, including being a troop driver.
• The caregiver will support their Girl Scout’s active involve ment in the troop by ensuring that the Girl Scout arrives on time, attends troops meetings, are picked up on time, and participates in the various troop activities.
• The caregiver is responsible for staying informed and will read communications from the troop leader and Girl Scouts of Southern Arizona.
• The caregiver will ensure that their Girl Scout(s) are reg istered members of Girl Scouts of Southern Arizona and that the troop leader has all necessary documents needed throughout the year.
Failure to follow the Caregiver Code of Conduct will result in one or more of the following corrective actions:
• Review of the Caregiver Code of Conduct with a Girl Scouts of Southern Arizona staff member.
• Written warning issued by Girl Scouts of Southern Arizona.
• Removal from the troop and/or program and revocation of membership from Girl Scouts of Southern Arizona.
