TRANSPARENCY IN LAND ADMINISTRATION BUILDING TRUST AND DEVELOPING CAPACITY THROUGH TRAINING BACKGROUND
Transparency is a critical component of a functioning land administration (LA). When LA is opaque, people visiting land offices will find it difficult to access information on, for instance, the relevant officers, due processes and length of transactions. Conversely, such an environment allows land officials in gate keeping positions to engage in corruption. THE TRANSPARENCY IN LAND ADMINISTRATION (TLA) training program aims at sensitising ‘upstream change agents’ on the multi-faceted challenges of land corruption and provides tools with which this could be mitigated.
CORRUPTION INDICATORS • EXPERIENCE-BASED INDICATORS: Actual levels of victimisations ■ Corrupt practices: Personal involvement measured using questions about incidences of corrupt transfers. • PERCEPTION-BASED INDICATORS: Perceptions about corruption in society ■ Tolerance of corrupt practices: Questions that probe whether specific practices (eg bribe, conflict of interest, trading in influence) are acceptable for certain officials. ■ Perceived spread of corruption: Questions about perceived levels of corruption and its effectiveness in getting things done.
OVERVIEW OF TOOLS The purpose of the tools is to: assess transparency, improve access to information and public participation, improve integrity and professional ethics, reform organisations and institutions.
