It’s a plug-and-play world, and cars are no exception. Extension cords snake out of windows at Colwood City hall to the parking lot, feeding power to Chevy Volts, Nissan Leafs and a plug-in Prius, showcasing the next phase of Solar Colwood — electric vehicle charging stations. Colwood will play a pioneering role for the Capital Region in the rollout of charging stations in early 2012, offering up to 14 locations. The project can use $400,000 from the $3.9 million Solar Colwood federal grant. “It’s all part of the philosophy of Solar Colwood, to demonstrate technology while moving the community toward energy conservation and clean energy,” said Coun. Judith Cullington, the driving force behind Solar Colwood project. “Transportation is a huge part of our greenhouse gas footprint. This is the perfect opportunity to enable people to have a clean choice.” Colwood hosted an electric vehicle (EV) workshop at city hall on Dec. 16, drawing dozens of municipal engineers and planners, technical experts and provincial and municipal officials. In the parking lot, demonstration EV cars rolled with a whisper, producing no exhaust and only the crackle of rubber against asphalt.

As pointed out by industry experts, the concept of EV charging demands a new way of thinking about vehicle infrastructure. Where refuelling a gasoline car takes a few minutes, charging EV batteries can take half an hour, or half a day, depending on the power level of the station. But commercial or public locations offering EV charging can’t sell electricity — only BC Hydro can — making the best business model unclear. Some EV experts suggested offering no-cost charging as an incentive to draw customers, or just as a cost of doing business. Indeed, Surrey, Qualicum Beach

and Granville Island in Vancouver offer free EV stations. Some locations recoup expenses by charging a fee for using the parking stall. Fiddler assault suspect turns self in

Shane Daily, a 23-yearold Langford man wanted for assaulting busker Darth Fiddler, surrendered to Victoria police on Dec. 28. Police issued an arrest warrant for Daily on Dec. 19 for charges of assault and mischief. He walked into the Victoria courthouse nine days later and turned himself in. His next court appearance is Jan. 11 in Victoria. Daily is accused of tackling and injuring Randy McKenna, a violinist who dons a Darth Vader outfit, hence Darth Fiddler, on June 11 at 7 p.m. near Government and Wharf streets. Police say the attack was without warning or provocation and was caught on video by the suspect’s friends.

When Georgia Ascroft hears her father mention the word “hockey” her face lights up. “I like skating the best,” she says with an ear-to-ear grin. It took six years for Gus Ascroft to get his daughter Georgia interested in skating, an 11-year-old with Down Syndrome and autism. It took hockey to get her on the ice. “She just wasn’t interested until there was a puck there.” At their home last year in Kamloops, finding Georgia a team wasn’t easy — mainstream hockey was too hectic, but her father found a team specifically for developmentally challenged children, the Okanagan Wildcats. After moving to Saanich this year, Gus searched for a similar

program, but it didn’t exist, so decided to create one himself. “If you want to do something these days you have to do it yourself,” Gus said. The elder Ascroft quickly found ice time in Greater Victoria was tough to secure, especially during the day. He admits it was frustrating. “The only time I could get was 4 a.m. on a Thursday,” Gus shrugged. Fortunately he met up with Kevin De Jong, president of Puckmasters in Colwood, who had been looking into offering hockey programs for special needs people. The facility has a half-size hockey rink. “We want to help out another group that can love the game,” De Jong said. “We train anyone from brand new players to pros. We want these kids to be a part of something.” Gus wants to create an inclusive, special needs hockey team based at Puckmasters, for any developmentally challenged kid from across Greater Victoria. “With hockey Georgia is part of a group and she’s accepted. It’s a

community theme with physical activity. We are hoping she can make some friendships,” Gus said. “Some of the biggest hockey fans are special needs.” Gus also noted many special needs kids spend hours at the rink watching their siblings play hockey and never get the chance to get on the ice. “Even if they are helped when they are hitting the puck, they are still playing.”

The team is looking for players younger than 16 years old. Seven players are already signed up, some as young as five. The team is looking for a roster of about 16 players. Parental participation is required and the players do not need any experience with skating or hockey. “I am expecting 90 per cent of the kids can’t skate,” Gus

said. “Just come out and try.” For each practice players will suit up in full hockey gear. If families are unable to purchase gear, Gus and De Jong said they will help find a subsidy or donated gear. “We want this to be a real hockey practice, not just play time,” Gus said. Similar teams already play in Nanaimo, Vernon, Kelowna and Kamloops. “If we can get a presentable team then we will do some fundraising and play some tournaments,” Gus said. Gus, 52, has been playing hockey since he was seven years old. He played in minor hockey up to junior B and still dabbles in the game recreationally. As a career, he is a Zamboni driver and “ice man,” as he calls it. The team’s first practice is Saturday, Jan. 7 at 10 a.m. at Puckmasters. The cost is $125 and runs until the end of March. company plans to install 1,000 charging nodes, including 30 of the high-voltage fast charging type, mainly in the Capital Region and Metro Vancouver in upcoming years. “The fast charge is 20 minutes for an 80 per cent fill. It’s not as fast as a gas station, but it’s getting there,” Tsang said. “Depending on your commute, most people will never use the full battery (in a day).” “Range anxiety” remains a justifiable worry, he said, but noted that most daily commutes are well within the capacity of an EV, and most EV owners will charge up at night, at home. “It’s perfect for somebody commuting with a daily range of 140 to 160 kilometres,” Cullington said. “That’s plenty to go to downtown Victoria and back out here again.” David Grove, owner of Royal Bay Bakery, bought a Nissan Leaf last year, and plans to install photovoltaic cells for a solar-powered charging station at his bakery in January. “Using the sun to power the car just makes so much sense,” he said. Grove doesn’t worry about being stranded with a spent battery. Computer displays show precisely how many kilometres the car will drive at any given moment, and will even show the nearest known charging stations. “The car gives so much information it’s easy to figure out where your are, so you can plan ahead,” Grove said. “If the battery goes flat I’ll call a tow truck. The majority of people who own property in the Capital Region won’t be disappointed when their 2012 property assessment notices arrive in their mailbox in the coming weeks. “I think people are looking at what the value of their real estate is doing. Obviously, people have got a lot of money invested in real estate,” said Reuben Danakody, assessor at B.C. Assessment's Victoria-based Capital Region office, which services more than 141,000 properties valued at nearly $92 billion. “Most want to see their values flourish. “I think the fact that (market) values are stable and holding in (Greater) Victoria is probably going to be good news.” Millions of B.C. property assessment notices are in the mail as of Dec. 31, headed across the province and around the world to people who own properties in the province. Of those, more than 140,000 envelopes will reach owners of properties in the taxing jurisdictions of the Capital Region, half way up Malahat

More of the paper notices in the 2012 assessment role will be sent out this year, reflective of an increase in the number of new homes that have been built, particularly on the West Shore where land is available, Danakody said. Though Greater Victoria’s housing market hasn’t seen the increase in activity that Greater Vancouver has, Danakody said locally, the market is strong and steady. “You didn’t see the leaps and bounds you saw in previous years, but I would describe it as a very stable market,” he said, adding that construction may not be as brisk as it was in 2010 and 2011, but people are spending money on home renovations. “(New construction) ... shows stability in the market place, and overall economic growth is good for the community here,” Danakody said. “New construction is good. Obviously it creates jobs.” Market strength and stability is also helped by the presence of large-scale employers in the region, including government, the Vancouver Island Health Authority and CFB Esquimalt.

The B.C. government boasts Canada’s lowest income tax rates on earnings up to $113,000 per year, but other deductions from take-home pay are going up again in the new year. The latest in a series of Medical Services Plan premium increases takes effect Jan. 1. The Canadian Taxpayers Federation calculates that the increase means a family with children will see their monthly MSP bill rise from $121 to $128, or $84 a year extra. MSP premiums have gone up 18.5 per cent since 2009.

“Very few politicians and public sector employees pay the MSP tax, so they don’t understand the big deal,” said Jordan Bateman, the federation’s B.C. director. “But entrepreneurs, small business owners, middle class families and even those private sector employees lucky enough to have an employer pick up their MSP tab, know what a bite this is out of their pockets.” The federation also notes that federal Employment Insurance and Canada Pension Plan premiums are set to rise by $306 for the average employee in 2012. Half of that is paid by the employee. Other everyday costs are

also going up for B.C. residents. BC Hydro rates were pared back in a spending review ordered by Energy Minister Rich Coleman. An interim eight per cent increase took effect in the spring of 2011, but BC Hydro has committed to rate increases of 3.9 per cent in 2012 and 2013. The coming year will also see the last legislated increase in B.C.’s carbon tax on fossil fuels. As of July 1, 2012 the carbon tax on a litre of gasoline rises from 5.56 cents to 6.67, with similar increases on diesel, natural gas and other fuels used by consumers and industry.

Setting the stage for 2012 L

ast year, to a certain extent, was a year of accomplishment for West Shore municipalities. Delayed by a few months but finished to great fanfare, Langford’s $14.1 million Sportsplex opened to skaters and bowlers in the fall. The new sheet offered sweet relief to dozens of hockey teams and figure skaters. Similarly, the bowling centre is so jam packed with leagues, its popularity has caught everyone off guard. With City Centre Park effectively completed, Langford is refocusing its attention this year on it’s other expensive project, the Spencer Road Interchange. The bridge and at least one ramp should be open to traffic well into 2012, easing the crush on the Millstream Road overpass. In 2011, Colwood, finally, made great strides in solving how it manages and distributes its sewer debt, lowering sewer tax for most property owners, and hopefully ending expensive sewerlinked lawsuits. With a new mayor and a mix of veteran and rookie councillors, Colwood council could see a more harmonious term, rather than the venomous and personal bickering of the last three years. This year could also see a development boom for Colwood if the long-idle Royal Bay lands finally land a buyer, as has been rumoured. But with growing economic uncertainty on a national scale, the city shouldn’t hold its breath. In 2011, View Royal completed its picturesque Island Highway Improvement Project after sweating through a year of angry commuters and wounded merchants. Infrastructure work on major commuter routes takes nerves of steel by municipal officials. Unfortunately commuters will be thrown into chaos again when Saanich and View Royal replace the Craigflower bridge. On a broader scope, 2011 didn’t prove to be the year E&N rail line found refurbishment money. Idle and rotting, 2012 could be the make-it or break-it year for the corridor, and for any hope of commuter rail between the West Shore and Victoria.

As for the millions of dollars of aid being withheld, CIDA has a budget of $5 billion annually for international assistance. From 2001-2011 $1.12 billion was allocated to Afghanistan. I ask, what has been accomplished there? CIDA’s commitment to Haiti totals more than $1 billion from 2006-2012. What has been accomplished there? I won’t comment on the Karzai government in Afghanistan or CIDA’s role in the 2004 coup in Haiti. As far as Canada being identified, by the entire world as Scrooge, I think not. Joe Hronek Colwood

Grinches stole Christmas from birder population Having moved here only a few months ago, I must say my first impressions of a select few, are not all that great. I walk my dog along the Galloping

Goose Trail numerous times a day and I see local wild birds scattered up and down the trail along the stretch near Happy Valley Road. Being an avid bird watcher I thought it would be a lovely gesture to not only place handmade bird feeders, but suet feeders as well, along our regular walkways. I placed four handmade birdfeeders and four suet feeders in different areas, to allow all who frequent the Galloping Goose trail in Langford to enjoy the birds’ presence more closely. I hung the feeders up, and, lo and behold, not less than 48 hours later, a Grinch or two not only removed the feeders but the small suet holders as well. We have just celebrated Christmas, the day that represents the man who is the epitome of all that’s good. I say there are a few people out there that could learn by His example, and put back what did not belong to you, and why take what is not yours? Especially when you can see it’s for the pleasure of everyone who walks, runs and strolls along a trail that represents itself as something for everyone to enjoy by its beauty and the birds that reside within its serene oasis. The bird feeders placed out there were for all to enjoy, not for those who suffer from the “me” syndrome. So I ask

The song birds could use a little help every winter, but we as a community are rewarded by knowing it’s the people who make the difference between knowing right from wrong and what’s good from what’s evil. A Port Alberni man is dead, and two women were hospitalized after a head-on collision along an unguarded stretch of Malahat Drive last week. Cars collided near Split Rock, not far from the South Shawnigan turnoff, on Dec. 28 at 5 p.m. “One vehicle was northbound, and one vehicle was southbound — someone crossed the line,” Malahat fire

Chief Rob Patterson, who is calling for more barriers to prevent head-on collisions on the Malahat. Last Wednesday’s wreck saw a southbound Toyota Sienna van cross the centre line, swiping a northbound Dodge Caravan, RCMP said. The Sienna then hit, head-on, a northbound Honda Accord driven by a 58-year-old Crofton female. She was pinned in the car left perched near the cliff. The Sienna’s 76-year-old male

was extricated by firefighters, but he died in hospital. Shawnigan Lake RCMP Sgt. Rob Webb said the Crofton woman suffered multiple fractures and is in serious but stable condition. She’d likely be dead if fire crews hadn’t balanced the sedan to keep it from plunging 100 metres. “It was too close. It’s a steep, 50-degree slope with rocks and trees,” he said. “It would not have been pretty.”

AP French 12 Experience has shown that BC students who have completed or who are in the process of completing Français Langue 12 (Immersion) have already acquired all of the language skills necessary for success on the Advanced Placement French Language exam. AP French 12 is a course created at the WestShore Learning Centre to prepare students to write the exam.

Crime, criminal behaviour, victims, consequences – every day the media floods us with stories that anger, terrify and yet fascinate us. We need to understand the cause before we can understand potential solutions and in this academic approach to criminology, you will examine theories and relevant research in relation to other social sciences. This course is part of Camosun’s Criminal Justice program, and can be used as a social sciences elective for a degree.

This psychology course will help you discover how children grow and develop physically, socially, intellectually, emotionally, and psychologically from infancy to middle childhood. There will be an emphasis on a child’s needs at any given age and stage, with a discussion on how these needs can best be met.

Today, more than ever, our daily lives are influenced, enriched and threatened by diverse global issues, which in turn are often tied to religion and religious traditions. In this introductory course you will learn about Hinduism, Buddhism, Sikhism, Shintiosm and Chinese religions, exploring the sources, beliefs and practices of these religions. The traditions of each will be studied in their cultural and political contexts from both historical and contemporary perspectives.

Local wine book named the best in Canada Local winery book earns international interest Laura Lavin News Staff

Island Wineries of British Columbia has won the Gourmand International Wine Books Award 2011 for Canada. The locally written book now qualifies for the Gourmand Best in the World award, to be presented March 6, in Paris. Island Wineries of British Columbia, published by Touchwood Editions and edited by Eat Magazine publisher and editor Gary Hynes, features the work of award-winning beer and wine writer, Adem Tepedelen. “This book would not have happened without Eat Magazine editor Gary Hynes,” said Tepedelen. “He conceived the book and enlisted various Eat contributors, that’s how I got involved.” Tepedelen profiled 15 wineries on Vancouver Island and the Gulf Islands. “They all deal with a climate that is marginal, it’s not difficult and it’s not necessarily a bad thing. There are actually a lot of positives about a marginal climate. The French believe grapes have more character when grown in that kind of climate. It’s tricky and you have to chose the

When the curtain fell on the Victoria Salmon Kings days as an organization last March, some of the more transient players were gone the next day. Others, however, weren’t in a hurry to give up their Victoria apartment until they’d signed their next minor pro contract. So when Victoria Royals players began showing up early for this season’s training camp, there was an odd mix of players on the practice ice at Save-OnFoods Memorial Centre. Royals, Salmon Kings, players from the NCAA (Justin Courtnall, Brian Nugent), AHL (Lee Baldwin) and NHL (Ryan O’Byrne) all skated during the Royals’ official ice times. Two of those players were ex-Salmon Kings Matt Siddall

and Mike Hamilton, now playing with the Fife Flyers of the British Elite Ice Hockey League. A check-in with the team reveals the pair have had a tough season on the ice, though perhaps a great one off it. The Flyers are last with just two wins in 22 games. Hamilton leads the Flyers in scoring, 13th in the league. Siddall leads the team too — in penalty minutes. He’s also fifth in the league. It’s one of the better situations for ex-Salmon Kings. Many have hung the skates up on the pro game, including Adam Taylor and Kiel McLeod. Others are likely starting their office careers as a lot of ECHLers are NCAA grads. Perhaps the most fascinating story is that of former Salmon Kings player Milan Gajic, who is taking a crack at pro lacrosse

with the Washington Stealth. Gajic hopes to join brothers Nenad, Ilija and Alex in the National Lacrosse League. Most former players, however, are chasing the next step in their hockey career. Coach Mark Morrison was rewarded by True North Sports and Entertainment (longtime owners of the Manitoba Moose) with a job as an assistant coach with the Winnipeg Jets AHL affiliate St. John’s Ice Caps. Joining Morrison on the Ice Caps are tough guy Tommy Maxwell, who finished last season with the Salmon Kings, and Garth Murray, who resurrected his AHL career with a fiery month in Victoria last year.
