Howard H. Henley has always wanted to help people, and in 1952, he was one of the original 20 volunteers to form the Goochland County Volunteer Fire Department. “We didn’t have any firefighting clothes then,” he said from the dining room of his house last week. “When we were called to a fire, we wore our street clothes and that’s what we wore to fight the fire.” Each member of the first crew had to have 20 hours of training. “Ned Willis was the man who formed the first group, and he and a fireman from Henrico County trained us,” Henley said. “The first helmets and fire fighting clothes we had were given to us by the Henrico

Goochland County is considering a major change in its utility rate structure. In a preliminary budget presentation Monday night to the board of supervisors, Deputy CountyAdministrator John Wack outlined a plan that would consolidate the County Utility, Tuckahoe Creek Service District (TCSD) Operating Utility and James River Sanitary Districts into one fund. “We are suggesting a new approach,” said Wack while taking pains to make clear that the TCSD ad valorem tax would remain separate. Under the new consolidated rate structure, water rates would rise to $5.49 bimonthly per 1,000 gallons system-wide, an increase of 50 cents for county residential customers and $1.83 for TCSD residential users. Sewer rates would climb to $6.01 bi-monthly for residential customers, a 55 cent increase for county custom-

ers and a $1.12 increase in TCSD. Proportional increases for commercial customers were also outlined. New TCSD ad valorem tax rates were also proposed, increasing to 34 cents per $100 of assessed value starting in April and climbing to 50 cents by 2017. The new rates did not sit well with one TCSD resident. Esther Beattie of Manakin called the proposal “absurd.” “You are basically giving a tax credit to the rest of the county,” she said. The proposed budget retains a 53 cents per $100 real estate tax county wide. Overall, the General Fund Budget totals $44.8 million, a 12.3 percent increase over last year, all but 4.8 percent of the increase due to one-time funding of a Fire Station and tax relief for the elderly. The board will vote on advertising the budget and tax rates March 6. A public hearing is scheduled for April 3 with adoption planned at the April 17 meeting.

“Not in our school.” That’s the motto of the anti-bullying program at Goochland Middle School and last week every student in the school heard the message, as Goochland Sheriff Jim Agnew and School Resource Officer Chris Cranor held individual period-long seminars with all P.E. classes over a two-day period. “Whose school is this?” asked Cranor as he and Agnew began their 12th session, this one with 6th graders from Graham Chapman’s class on Friday. “Ours,” answered back the 30 or so students in the classroom. “I know there is bullying going on here,” said Cranor and the students immediately affirmed that statement, nodding their heads in agreement. And when Cranor asked how many had been bullied, virtually every student raised their hand. Cranor explained that to stop bullying everyone needed to get involved. Not only victims of bullying but bystanders need to report bullying to teachers or other school officials, their parents or himself. Agnew pointed out that bullies are four times as likely to end up in jail as adults than others. “It doesn’t stop in school,” he said. During a break, Agnew and Cranor, who has been the School Resource Officer for the high school and middle school complex for the last six years, talked about their two-day effort. effort against bullying. “What’s cool – at this school they are serious about curbing the problem,” he said. “It’s more than lip service.” Modern day bullying, defined by the Olweus Bullying Prevention Program, which the school uses as cases where, “A person is bullied when he or she is exposed, repeatedly and over time, to negative actions on the part of one or more other persons, and he or she has difficulty defending himself or herself,” is not confined to just physical or verbal acts. It can also include cyber bullying. “Texting is a huge problem,” confirmed Cranor. GMS Guidance Counselor Stacey Rainbolt agreed with Cranor. “They can almost extend the school day through cyber bullying,” she said.

Rainbolt said that’s why she invited Sheriff Agnew to visit. “We need community involvement and we thought the sheriff would be a great first step. We really appreciate his visit.” Two members of the GMS Student Anti-Bullying Committee agreed that bullying is a problem at the school. “It’s getting better but it’s got a long way to go,” said eighth grader Hunter Bailey, 13. “It’s good to get the community involved,” said fellow committee member, seventhgrader Kayla Maben, also 13. GMS Principal Johnette Burdette said the school has been using the Olewus program for three years, with funding from a grant obtained through Virginia Commonwealth University.

“We took the initiative,” she said. “I’m proud of our faculty and staff.” Agnew said their classes had yielded some good information. “The kids know who the bullies are, believe me,” he said. And maybe just as important, they know where they hang out, and passed that information along to Agnew and Cranor. Those places include doorways, locker rooms, bathrooms and stairwells, they said. Many incidents happen during class changes. Cranor also said that the two-day program had borne fruit. “Some kids have come forward and given us names,” he said, adding that all information would be treated confidentially.

Rassawek gains commission recommendation for expanded use Joseph Liesfeld has received a nod of approval from the Goochland Planning Commission on a Conditional Use Permit request that would expand uses at his 527-acre retreat in the western portion of the county. Rassawek currently hosts an annual Spring Jubilee on the grounds that include a vineyard, two restored log cabins and other historic sites and structures. “To start with, this is our family property, and it’s there for family and friends and that’s what we will mainly use it for,” Liesfeld told commission members as they considered a 10-year CUP that would allow public and private events including weddings, a bed and breakfast, hunting, fishing, fox hunting and equestrian

The rest of us would go to the fire and sometimes we’d start fighting it with whatever we could find until the truck and hose wagon arrived.” Henley said there was no comparison between today’s fire department and 60 years ago. “We were like the horse and buggy era,” he said. “We didn’t have sophisticated equipment like they have today. A lot of time if we needed something, I made it.” Henley once made what he described as a special “can opener.” “We needed something to help open metal roofs on homes and buildings and to get people out of cars,” he said. “So, I designed and built out of metal, a four-foot, hand-held

activities. “We would like to do weddings with receptions,” Liesfeld said. “We plan to do the spring jubilee again this year, and maybe some corporate retreats,” he added. Liesfeld said the bed and breakfast element of the request would allow guests to stay overnight in the restored cabins. Over the years, Liesfeld has transformed the site into a pastoral living history museum, and the continued evolution seemed reasonable to the commission. There were some questions regarding lighting and parking, but Liesfeld said he didn’t anticipate any problems, and county planner Tom Coleman said all lighting would be dark sky compliant. “We don’t have a lot of things planned for the near future other than the Jubilee, but we would

It consisted of two bays and a tower used for hanging hose. The original bays and tower are still part of the present building. Restrooms and a kitchen were added in 1958, and in 1975, three additional bays were constructed. They cut the ribbon for the current building on June 27, 1999.

Brad Jackson has been named Special Olympics Area 6 Coach of the year. Area 6 is made up of the following counties: Chesterfield, Powhatan, Goochland, New Kent, and Amelia. Coach Jackson was instrumental in starting Special Olympics in Goochland nine years ago. The Center for Rural Culture announces classes Contributed Report

The Center for Rural Culture has announced several upcoming classes On Saturday March 24 at 1 p.m. a Shitake Mushroom Workshop will be held at Rockcastel Farm. The workshop will run until 3:30 p.m. Rockcastle Farm is located at 745 Rockcastle Road. This workshop is for anyone who has looked at the mushrooms available in the grocery store and wished for fresher, non-bruised, local mushrooms for their table. Participants will learn the techniques and environmental conditions necessary for growing delicious shiitake mush-

rooms in Virginia. After a discussion of the factors necessary to get started, participants will tour the mushroom production area on Rock Castle Farm. After this quick tour, students will be given spawn and a log (3-4’) to inoculate and bring home to grow their own mushrooms. We will provide all the necessary tools and supplies. VirginiaAttorney General Ken Cuccinelli told the Goochland Tea Party last week that the fall election is the most important one they will ever live through. “This administration shows a disdain for the rule of law never seen before,” said Cuccinelli of the Obama administration. He urged the approximately 120 people present to get to work to “beat this president for the sake of the country.” Cuccinelli, who is seeking the GOP nomination for governor in the 2013 election, was the keynote speaker at the meeting held at Goochland High School. Earlier in the evening, the party endorsed Tea Party organizer Jaime Radtke in her bid for the Republican nomination for U.S. Senate. She faces an uphill battle against former Sen. George Allen in her bid to run against former Democratic governor Tim Kaine this fall. Goochland Tea Party Chairman Keith Flannagan said Thursday Radkte’s endorsement by the executive committee was unanimous. In his talk Cuccinelli reviewed the prospects of his lawsuit challenging the constitutionality of the Obama administration’s controversial health care law, which requires individuals to purchase

He also attacked the Environmental Protection Agency (EPA), which he dubbed the “Employment Prevention Agency” because of what he characterized as job-killing regulations. Taking questions, Cuccinelli gave 50-50 odds on Virginia going for Obama again, calling the Commonwealth “emblematic of the swing states” that will decide the election.

Later in the week, Flannagan said the Tea Party was still a force in national politics, despite attention being drawn to the“Occupy” movement more recently. “We have a lot in common with the Occupy people,” said Flannagan, “we just come at it from different angles.” Flannagan told the crowd Monday night that the local Tea Party had great success in the fall local elections. “We had 13 endorsements and 13 wins,” he said. Hernandez’s body was transported to the Office of the Chief Medical Examiner, standard procedure in any death from trauma attributable to an accident, said Hatton.

Gas pains And I’m not talking about the kind you feel in your belly when dinner doesn’t agree with you, but the financial upset that rising gasoline prices are starting to produce. My own personal distress started when I noticed that a certain filling station that I pass on my daily route seemed to be routinely raising its prices over, say the last month or so. I used to check that station regularly when gasoline was approaching four bucks a gallon a couple years back when the economy went haywire. Seems to me it didn’t quite make it to $4 then but the talking heads are predicting it will this time and soon. Why it will is not quite certain, according to the analysts. Supposedly demand for gasoline is declining in the U.S. but worldwide it is steady or rising. And of course the insecurity of petroleum supplies from producers in the Middle East is always with us, what with sanctions on Iran and that country’s response, recently cutting off oil shipments to Britain and France. But whatever the causes, high gasoline prices are bad news for a lot of folks. Goochland and every other local jurisdiction will be negatively affected if gas and diesel fuel spike and stay high, increasing the cost of getting students to school and keeping deputies’ patrol cars and emergency vehicles on the road.

Surely the specter of high priced gas must also be causing some butterflies in the stomach of certain persons in Washington D.C., including the sitting president as the November election approaches. Up to this point things have been looking good for four more years in the White House for President Obama, with the official unemployment numbers gradually improving and the stock market rising. But should gas top $4 a gallon soon or come near that level and stay there all bets are off on the Democrats holding on to the Oval Office this fall. Some might say a change would be well deserved, considering the current administration’s decision on a number of issues, such as Obama’s recent thumbs down on that pipeline from Canada, the offshore drilling moratorium after the BP disaster in the Gulf of Mexico and the seeming reluctance to acknowledge that, like it or not, the nation runs on oil right now and will for the foreseeable future. No matter how desirable it may be to encourage alternative clean sources of energy, a stable, affordable supply of petroleum remains the linch pin for the immediate future of a healthy growing economy. So Washington better reach for a bottle of antacid pills if the price of gas keeps climbing, because the pain will only get worse.

After reading last week’s Gazette they have apparently figured out—or “reasoned”—that there is a safe haven on a farm up there where people with those scary fire-ball machines will not shoot at them on Sundays. clear that God’s purpose was to make the distinct difference between man and the rest of the animals the ability to reason. There is a lot of other stuff in the Good Book that tells us about God’s love for us. We should all read it regularly. Do not mock God. always miss 100% of the shots you don’t take,” and we were blessed with provocative challengers last November to all previously elected multiterm incumbents (MTI’s)… yah gotta’ be in it to win it! Aim for the stars, and you’ll land on the moon… who would have imagined we, the voters of Goochland County, would have so blatantly ballot blasted the MTI’s from their tin thrones and elect a bunch of “come heres” to rule our roost? Looking back through different contexts, typically after such bold events, a sense of calm prevails, which all too often leads to complacency. Is Goochland now experi-

encing the long term calm after the storm, or are we merely now in the eye of the hurricane…having slogged through the first weather wall during November’s election and memorable recount threat and now waiting for the other side of the swirling spiral to gain grip and deliver lasting progress? As they embrace their new roles and the muddled morass they inherited, we have seen some promising “baby steps” from our newly elected representatives such as increased governmental transparency, and a tough, and very unpopular in some quarters, school budget decision outsourcing some custodial services.

As we move from “March Madness” to baseball season, a Frederick Wilcox quote comes to mind, “Progress always involves risk; you can’t steal second base and keep your foot on first.” I for one await great memorable and lasting accomplishments from those we elected and challenge Goochland’s new leaders to boldly take risks and deliver long overdue progress. FEMA deadline fast approaching Contributed Report

Aftershocks of the Aug. 23, 2011 magnitude 5.8 earthquake continue to shake Goochland County. Residents and property owners in the county have until March 5 to file with FEMA if they wish to be considered for potential disaster aid. Since January when Goochland County was added to the list of localities eligible for Individual Assistance (IA), more than $700,000 has been allocated to assist homeowners with performing repairs to make their homes safe and secure. Over 400 residents of either gone online or called FEMA to begin the claims process. It is a very easy process that takes about 20-30 minutes. Once FEMA establishes a claims case for you they will then arrange to send a specially trained inspector to your property. These inspectors a familiar with the type of damage that occurs during an earthquake and in many cases have been detecting “hidden” damage that

may not be readily apparent. Depending on the size of your home this process can take as little as 30 minutes. Of course if your home is large or you have extensive damage that requires additional documentation the inspection will be longer. Using a standard formula, FEMA will then decide what if any compensation is due the property owner. If the property owner is awarded funds in many cases it takes the form of a grant which is designated for repairs and does not need to be paid back. It is a good idea to save all estimates and receipts that are associated with the repairs. The following are some tips that can help you avoid being taken advantage of by those that look to capitalize on a disaster, • Always get at least 3 quotes for any major repair/restoration work. • Only solicit quotes from contractors who have experi-

ence in the type of work you need performed. • Make sure those contractors are licensed, bonded, and insured. • Check references ( a reputable contractor will provided these) • Insist that the proper permits are taken out for the job. • Contractors who avoid taking out permits should be a red flag. • Consult with Goochland County Office of Building Inspections (556-5815) if you have any questions about required permits. • Be leery of any contractor that requires substantial payment up front. • Take pictures and get everything in writing on company letterhead. Remember to be eligible for any potential assistance that all claims must be registered with FEMA before March 5. Property owners can do this by calling 1800-621-3362 or by going online at www.DisasterAssistance. gov.

The Benedictine basketball team wrapped up its regular season last week with a 68-47 victory over visiting Shenandoah Valley Christian. The Patriots used a combination of speed and tough inside defense to keep it close in the first quarter but the Cadets took the lead in the second period and coasted through the remainder of the game. “They were a big group and in the first half I don’t think they made a jump shot, so we pulled back the pressure a bit and made them beat us in the half court,” said Benedictine coach Sean McAloon. The Patriots lost ground in the second half thanks in part to an 11-point off the bench performance by sophomore Jalen Hudson. The victory caps an 18-1 run GROUP A, REGION D QUARTERFINALS G. for the Cadets since Christmas, and places them among the favorites for this week’s VISAA tournament. It was also the final regular season home game for McAloon’s senior class of Jordan Burgess, Martin Wilson, Justin Fleming, Charles George, Patrick Fehl, Victor Shaheen and Ryan Burnett. “I think this senior group should be very proud of what they have accomplished so far,” McAloon said. “In my seven years here, we have never won 26 regular season games. Their leadership from top to bottom has been vital for our development.” At 26-4, the Cadets enter a tough VISAA post-season field and McAloon knows advancing won’t be easy. “I think we have as good a chance as anyone else,” he said. “Defensively, right now we are tough to play against. We are long, active, quick and we communicate very well. In high school, if you can get continuous stops, it takes the other team’s heart.” The team will count on the VCU-bound Burgess to supply the spark on both ends of the court. “He is our leader and has led us in scoring and rebounding all year,” McAloon said. “He defends all five positions as well. I can’t express enough what he has meant to us this year or in all his years. He will go down as one of the all-time winners in the program’s history.” However, it hasn’t been a one-man show for Benedictine this season. “I have been very happy with the development of Ryan Burnett and Charles George as well,” McAloon said. “Ryan has taken on a larger role from last year and has taken on some of the scoring load, while Charles is our general out there. He starts it off for us defensively and commands what we do

offensively.” With post-season play ahead, McAloon is happy to be in the hunt. “As far as the tournament, I think this may be the deepest year since I’ve been here,” he said. “I think there are many teams that can potentially win it all. We don’t care who we play, when, or where. We are just happy to be going in the right direction and recognize we could take on a great team at any point.” Win, lose or draw, McAloon has received maximum effort from his group, and he truly appreciates the effort. “We always have a goal in mind at the beginning of the year and that’s to get better daily,” the coach said. “Man, has this group exceeded that.

They are still doing it almost five months later. That’s hard to do.” Benedictine will open tournament play on Wednesday at 7 p.m. when they host the winner between Trinity and Bishop Sullivan. On Feb. 16, former Benedictine baseball player Tracy Woodson became the second consecutive Mechanicsville native to be inducted into the North Carolina State Baseball Hall of Fame. This year’s induction followed the 2011 ceremony that included Mechanicsville resident Phillip “Turtle” Zaun. Though Woodson and Zaun never played together at N.C. State, it appears the local pair will always be connected. In 1984, Woodson swatted a school record 25 home runs; a record that was tied four years later by Zaun. Woodson still holds the record for both single season and career slugging percentage at N.C. State. Once again ironically, Woodson is followed in both categories by Zaun. Over his three years with the Wolfpack, Woodson notched a .720 career slugging percentage and in 1984 set another school record with an incredible .913 slugging percentage. Woodson currently ranks fifth in single season RBI (77), eighth in career RBI (166) and third in career home runs with 46, Zaun is second in the category. Tying the pair together even more closely, it was Woodson’s father who drove Zaun to N.C. State for a visit. “He went down with my dad one time for a weekend,” Woodson said. “I don’t even know if he’d have gone there if I hadn’t signed (MLB contract) after my junior year. If I’d have come back for a year maybe he goes someplace else because the opportunity to go play first (base) wouldn’t have been there that first year.” Because in some ways

Woodson introduced Zaun to N.C. State, it only seemed appropriate that Zaun provide the introduction for Woodson at the Hall of Fame Ceremony. “I didn’t know what Turtle was going to say and he was really good,” Woodson said. At the ceremony Zaun spoke of how he followed Woodson through Atlee Little League. “I go to the Seniors, he’s in the Majors and he was always a step behind me,” Woodson said. “He even mentioned, ‘If I had a son, I wish he could play the way (Woodson) did.’ Which I’m sitting there thinking, ‘Jesus, how am I going to follow that up?’ “I was a little bit nervous just because of that introduction and I just said what I felt when I got up there,” Woodson said. “Once I got going, it was pretty easy.” Woodson, the son of Mechanicsville’s Bill Woodson and Roxanne Hicks, grew up not only playing with the Atlee Little League, but American Legion Post 175 as well. He would have played high school ball at Lee-Davis but instead went to Benedictine. From 1982-84, Woodson played for N.C. State, and in his junior year he produced one of the greatest single seasons ever in Wolfpack history. For Woodson, there is no specific moment that was his most memorable but rather that season. “My whole junior year stood out for me,” he said. “Back then there was no limit on games. There were teams out on the West Coast playing 80 and we played 40- I was hot for 40 games. I don’t know how that happened and I don’t know what would have happened if we’d played 80 games, but that whole season was pretty amazing both individually and as a team.” NC State went 32-8 in 1984 and Woodson was named ACC Player of the Year and a Second-Team All-American while Sam Esposito earned ACC Coach of the Year honors. Woodson’s one regret from college was he never got to play in the NCAA Tournament. Therefore, Woodson took special interest when the Virginia Cavaliers reached the College World Series in 2009 and again last season. “That’s where I wanted to go,” he said. “When I was growing up, it was Ralph Sampson and all of those guys. Virginia didn’t recruit me. Old Dominion back then said I couldn’t run…N.C. State came down and watched me practice and they offered me a scholarship right away. “I wanted to go to the ACC because of basketball basically,” he said. “I love ACC basketball. I just wasn’t good enough to really go and play basketball.” Though now living in Indiana, Woodson continues to keep up with athletics the Richmond area. “I keep up with all sports,” he said. “I’m a baseball, football, basketball junky. I love it all.”

Woodson’s explosive junior year with the Wolfpack made him a third round draft pick by the Los Angles Dodgers. In his eighth Major League game, Woodson belted a home

run off MLB Hall of Famer Nolan Ryan. He went on to spend 22 years in professional baseball including five in the majors; 1987-90 with the Dodgers and

1992-93 with the St. Louis Cardinals. As a key reserve for the Dodgers, Woodson was part of one of the greatest moments in Major League Baseball history. It was Woodson, along with his Dodger teammates,

who greeted the ailing Kirk Gibson at home plate following his home run in the opening game of the 1988 World Series. When Woodson’s Major League career ended, he became a minor league manager for the Florida Marlins and coached the Albuquerque Isotopes and Carolina Mudcats. In the off season, he worked as a college basketball referee. In 2006, Woodson was named the head baseball coach at Valparaiso University. In his first season, the Brown and Gold came in third in the MidContinent Conference; their highest finish in five years. Three years later the Crusaders finished above .500 for the first time in a decade. Last season Woodson led Valpo to the Horizon League championship game. Even though he has so much professional experience in his past, Woodson appears to have found his niche in the college ranks. “I love it,” he said. “I have a lot of people ask me, do I want to go back to pro ball. You

do what you want here. You recruit the kids that you want. You install your philosophy and how you want your kids to play the game. You schedule who you want to schedule…I love it.” It is from his early days at N.C. State that Woodson came up with one of his most valuable teaching tools. “My first game I was actually in the lineup, one of our players had appendicitis and Coach Esposito put me in the clean-up spot as a freshmanprobably two weeks/three weeks into the season,” he said. “I homered that first game and I never came out of the fourth spot for the rest of my career. “I think that was very important to my success,” he said. “The one game I got an opportunity and I made it happen. That’s what I tell a lot of my kids now. You may only get one chance. You need to take advantage of that one chance.” Now it is etched in stone that Woodson rode that one chance to a Hall of Fame career.

FACILITY NAME AND LOCATION: Manakin Farms Lagoon; Route 6 and Hermitage Road, Manakin 23103. PROJECT DESCRIPTION: Aqua Virginia Utilities, Inc. has applied for a modified permit for the private Manakin Farms Lagoon. The applicant proposes to release treated sewage wastewaters from residential areas at a rate of 0.070 million gallons per day into a water body. The modification of the permit removes a cyanide limitation. The facility proposes to release the treated sewage in an unnamed tributary to the Little River in Goochland County in the James River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: nutrients, organic matter, and solids. All comments and requests must be in writing and be received by DEQ during the comment period. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requester, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit. NOTICE OF SUBSTITUTE TRUSTEE’S SALE (Lot 4 of Mt. Olive Terrace, Goochland County, Virginia) Tax Map Ref. No.: 57-2-4 Pursuant to the terms of a Deed of Trust dated April 27, 2006, recorded in the Clerk’s Office, Circuit Court, County of Goochland, Virginia (the “Clerk’s Office”) on May 2, 2006 as Instrument No. 060002203, (the “Deed of Trust”), the personal property described in the Deed of Trust (the “Personal Property”) and the real property described in the Deed of Trust, known as Lot 4 of Mt. Terrace, Goochland County, Virginia, and the improvements thereon (the “Real Property” and together with the Personal Property, the “Property”), as set forth below and as more specifically described in the Deed of Trust, to which reference is made, will be offered for sale at public auction: That certain lot, with all improvements thereon and appurtenances thereto belonging, in Dover District, Goochland County, Virginia, designated as Lot 4 of Mt. Olive Terrace, on plat of survey entitled “Mt. Olive Terrace, Goochland County, Virginia,” prepared by Phillip H. Brooks, Certified Land Surveyor, dated March 30, 1953, recorded February 3, 1954 in the Clerk’s Office, in Plat Book 8, page 180, reference to which is made for a more particular description of such property.

The sale will take place at 12:00 p.m. on Thursday, March 15, 2012 at the entrance to the Circuit Court for the County of Goochland, Virginia, 2938 River Road West, Goochland, VA 23063 Terms: The purchase price in the form of immediately available funds will be due and payable on the closing date. A deposit in the form of immediately available funds in the amount of 10% of the bid amount may be required of the successful bidder at the time of sale. The successful bidder will be required to close within thirty days of the date of sale. Time will be of the essence as to the closing date and the payment of the purchase price. All loss or damage to the Property from the time of sale and before settlement shall be at the risk of the successful bidder. The Property will be sold “AS IS” and the Real Property will be conveyed by Special Warranty Deed, subject to all rights, reservations, leases, covenants, conditions, easements and restrictions, as they may lawfully affect the Real Property. The Personal Property will be conveyed by Bill of Sale, without warranty. Neither the Substitute Trustee nor the holder of the note secured by the Deed of Trust will deliver physical possession of the Property to the successful bidder. The purchaser at the sale will be required to pay all closing costs, including the Grantor’s recording tax. Real estate taxes will be pro rated as of the foreclosure sale date. An ordinance to amend the Goochland County Code, Chapter 5.5 (“Fees and Taxes”), Article II (“Schedule of Fees and Charges”), Section 5.5-26 (“Water and sewer charges”) to increase the General County and Tuckahoe Creek Service District water and sewer charges by establishing a single countywide water and sewer fee structure for all customers b. Authorization to Advertise for Public Hearing An Ordinance to Amend the Goochland County Code, Chapter 13 (“Taxation”), Article I (“In General”) by Amending Section 13-4 (“Real Estate and Personal Property Taxes – Due Dates”) to Provide that Vehicle Personal Property Taxes Shall Be Due Twice a Year: One-half on June 5 and One-half on December 5, Effective with the 2013 Tax Year c. Authorization to Advertise for Public Hearing An Ordinance to Amend the Goochland County Code, Chapter 9 (“Motor Vehicles and Traffic”), Article II (“County Vehicle License”) by Amending Section 9-47 (“Vehicle License Fee Imposed”) to Provide that the Vehicle License Fee Shall Be Due on June 5 Instead of March 15 of Each Year, Effective with the 2013 Tax Year d.
