With their initial budget presentation to the board of supervisors out of the way, Goochland School Board members have turned their attention to an examination of school discipline. During their meetings the school board has heard several comments from citizens expressing concern over bullying incidents in the schools. “We’re in a fact-finding mode, trying to learn everything we can,” said ViceChairman John Wright last week. Carolyn Lamm of Chesterfield County Schools gave a presentation at the Feb. 28 school board workshop meeting, at Wright’s invitation, on Effective Schoolwide Discipline (ESD), a program designed to improve student behavior and reduce discipline problems. Goochland High School Principal Francie Ball and Goochland Middle School Principal Johnette Burdette followed with presentations on behavior plans at their respective schools. Earlier in the month the three elementary school principals gave similar presentations on behavior plans. Bullying and programs to combat it were a major topic in all the schools’ pre-

sentations but Wright said the term bullying is often misunderstood. “The term bullying is thrown around too frequently,” said Wright last Friday in a phone interview. “It seems to us we have a violence problem,” he said, differentiating between a simple fight and persistent bullying. A few months ago he was just another citizen of Goochland County. But last Friday, new District 2 supervisor Manuel Alvarez was sitting at the head table of House Majority Leader Eric Cantor’s annual breakfast fundraiser at the Richmond Convention Center, along with Cantor and another up and comer, U.S. Senator Marco Rubio of Florida, who is often mentioned as a possible GOP vice-presidential candidate. Rubio was the keynote speaker at the breakfast. Alvarez and Rubio have something in common: they both have roots in Cuba. Alvarez fled the island as a teenager; Rubio was born in the U.S. after his parents fled the Batista regime even before Castro came to power in the 1959 revolution. In fact, Alvarez said, after having had a chance to chat with Rubio at a reception the night before the Cantor breakfast, their families may have known each other in Cuba.

Wayne Powell wants to be the Democratic Party nominee to challenge House Majority Leader Rep. Eric I. Cantor, R-Henrico, for the 7th District seat in the House of Representatives in November. “I’m never going to back away from supporting President Barack Obama and Tim Kaine. I’ve got their backs,” said Powell, drawing hearty applause at the Saturday Goochland Democratic Committee meeting. Powell attended the meeting at the Goochland Recreation Center, where he and Goochland County NAACP president Sekou Shabaka addressed about 40 party members. Powell talked about his campaign and Shabaka about the voter ID bills in the General Assembly. “I’m not running to get a job. I have a job. I’m an attorney,” Powell said. “I’m seeking the nomination because I want to serve you. “I’m going to fight for the middle class,”

Goochland student named to Phi Beta Kappa Society Contributed Report
On Feb. 19, Mizpah Christian Church dedicated their new fellowship hall. The building, which is erected directly behind and connected to the church building by a short covered walkway, will serve as a place for youth meetings, church socials, community gatherings, musical performances and other uses to bring glory to God. The worship service was filled with good music and authentic worship around the Lord’s Table. The message was strong and the spirit of the Lord was felt. When the worship service was over, the entire congregation braved the cold and snow flurries to be a part of the ribbon-cutting ceremony. Dave Hileman, Executive Director of the VEF, cut the ribbon along with the pastor, David Clark, and elders of the church. Personally engraved bricks lined the cement patio outside of the new fellowship hall. Inside of the new building a delicious fellowship meal was enjoyed by all. Jasmine Turner was inducted into the Alpha Chapter of the Phi Beta Kappa Society on Dec. 5, 2011. Phi Beta Kappa (PBK) is the nation’s oldest and most prestigious honor society, founded at the College of William and Mary on Dec. 5, 1776 recognizing outstanding students in the arts and sciences. The golden key is the trademark of the society. Turner is a senior at the William and Mary and will graduate with a Bachelor of Arts Degree in Sociology and a minor in Psychology in May. Almost 300 people attended this year’s Troop 710 annual Spaghetti Dinner and Auction at the Scout Camp Dining Hall on Maidens Road Saturday night. After savoring Lloyd Minter’s famed, hand-crafted, slowly simmered and stirred-with-acanoe-paddle marinara sauce, they helped Goochland’s Troop 710 raise almost $8,000 to support local Boy Scout activities. But that didnâ&#x20AC;&#x2122;t dampen Alvarezâ&#x20AC;&#x2122;s opinion of Rubio. â&#x20AC;&#x153;Heâ&#x20AC;&#x2122;s an inspirational speaker â&#x20AC;&#x201C; it just
flows â&#x20AC;&#x201C; thereâ&#x20AC;&#x2122;s no teleprompter.â&#x20AC;? â&#x20AC;&#x153;I think he has real potential,â&#x20AC;? said Alvarez. â&#x20AC;&#x153;If I was going to bet on it he could be the first Hispanic president,â&#x20AC;? he predicted. Alvarez himself said he has no plans to seek higher office. In fact, he said he is leaning toward serving only one term on the Goochland Board of Supervisors, with a second term a possibility. â&#x20AC;&#x153;Two terms would definitely be the max for me,â&#x20AC;? he said.
Powell said he favors keeping post offices open. â&#x20AC;&#x153;I donâ&#x20AC;&#x2122;t understand why we are continuing to subsidize oil companies and closing post offices,â&#x20AC;? he responded. â&#x20AC;&#x153;We have the best postal service in the world, and if I have to pay 50 cents for a stamp, itâ&#x20AC;&#x2122;s fine with me as long as it keeps post offices open.â&#x20AC;? Two other candidates are seeking the Democratic nomination to face Cantor. David Hunsicker, a real estate broker, was at the meeting but did not speak. Jim Phillips, a college professor who teaches law at the University of Richmond and business at Virginia State, was not present. Shabaka spoke about voter suppression and how literacy test and poll taxes were used to keep people from voting. â&#x20AC;&#x153;A black person might show up to vote, and they would show
him a jar of beans,â&#x20AC;? he said. â&#x20AC;&#x153;He would be asked how many beans are in the jar, and if he couldnâ&#x20AC;&#x2122;t tell them, he couldnâ&#x20AC;&#x2122;t vote.â&#x20AC;? The bills in the General Assembly say that when a person comes to vote, â&#x20AC;&#x153;the officer shall ask the voter to present any one of the following forms of identification: his Commonwealth of Virginia voter registration card, his social security card, his valid Virginia driverâ&#x20AC;&#x2122;s license, or any other identification card issued by a government agency of the Commonwealth, one of its political subdivisions, or the United States; or any valid student identification card issued by any four-year institution of higher education located in the Commonwealth of Virginia; any valid employee identification card containing a photograph of the voter and issued by an
employer of the voter in the ordinary course of the employerâ&#x20AC;&#x2122;s business; or a copy of a current utility bill, bank statement, government check, or paycheck that shows the name and address of the voter.â&#x20AC;? Attendees criticized the bill that would require a woman to undergo an ultrasound before having an abortion. Powell said he opposed the bill and would work to protect a womanâ&#x20AC;&#x2122;s right to choose. Goochland Democratic Committee Chair Molly Payne had phone numbers of the county delegates and senator for citizens to call and voice their opinions about the voter ID bills. She also gave out the governorâ&#x20AC;&#x2122;s phone number and urged people to call and ask him not to sign the abortion bill.

Buying a budget The Goochland County Board of Supervisors, going about its business as it should, scheduled a Tuesday vote this week on advertising tax rates, after a public hearing on the matter. But in Richmond, the state senate shocked the state and drew national attention by failing to pass a state budget. The contrast could not be more stark. One entity doing its job as dictated by law and practice, the other grandstanding because one party was unable to get as many committee assignments as it wanted. The foot dragging is evidently not over any fundamental disagreement on spending but the fact that a 20-20 Democratic/Republican split in the senate allowed Republican Lt. Gov. Bolling to cast tie-breaking votes on committee formation but not on budgetary questions. So the message from the Senate appears to be: budget approval for a price. Give us more or better committee assignments and we’ll approve the budget, comprised of spending bills we’ve already approved. By now everyone realizes this is just a public relations move by senate Democrats, designed to capitalize on recent embarrassment caused by GOP legislation concerning abortion, seen by some as overreaching. Already the Washington Post, not known for supporting the Virginia GOP, has urged senate Democrats to accept reality and approve the budget. That would be nice, so that localities like Goochland can proceed with
the difficult process of forming a budget with one less uncertainty to deal with.
Who are you? Voting officials should have less trouble with that question, now that both houses have passed controversial voter ID legislation. Opponents claimed that the bills were nothing more than attempts by conservatives to suppress low income, disabled and elderly (and likely Democratic) voter turnout. A quick stop at the Virginia Department of Motor Vehicles website reveals that an adult identification card can be had for the fee of $10. But the bill includes so many other acceptable forms of ID that it’s unlikely it will cost many voters a dime. But wait, one allegedly non-partisan think tank claimed the bill could cost the state up to $1.2 million in implementation costs, a figure the state disputes. Seems to me the answer to this question should be, even if the figure approached a million, so what? Shouldn’t one of the primary and fundamental duties of government be to assure that elections can be trusted to truly reflect the will of all legal voters who cast ballots, even if it costs a few bucks? Aren’t elections one can believe in just as important as roads and bridges, education and public safety? What do you think?

I had thought that the days of Prophets had passed and that naming animals like naming ones children was important and enjoyable, whether dominion applies

I read many books, including the Bible, I use no particular religious interpretive lens, only my own to define my actions, other than trying to understand, love and do good deeds. March 8, 2012 Argabright Robert Shannon Argabright III. After a long and courageous battle with cancer, and surrounded by his family, Robert Shannon Argabright III, 48, of Arnold, Md., passed away on Feb. 10, 2012. He was preceded in death by a brother, Martin â&#x20AC;&#x153;Martyâ&#x20AC;? Alan Argabright. He is survived by his wife, Jean Metz Argabright; his daughter, Ashley Argabright Simmons; and his grandchild, Madison Simmons, Arnold, Md. Shannon is also survived by his mother, Mary K. Robbins Argabright, Quinton, Va.; his father, Robert Shannon Argabright II and his wife, Vickie, Richmond, Va.; brother, William Young Argabright and his wife, Amanda, King and Queen County, Va.; sister, Leigh-Ann Argabright Cash and her husband, Don, Richmond, Va.; stepbrother, Douglas Reid Burford and his wife, Blair, Richmond, Va.; stepsister, Holland Burford
their five children, Victoria Ipsen Curle and her husband, David, Steven J. Cadets come up short in battle of D-I players By Dave Lawrence Special Correspondent
Episcopal and Benedictine fans should have expected a good game when the two teams, seeded second and third, respectively, met in the semifinals of the Virginia Independent Schools Division I state tournament at Virginia State University Friday night. They were not to be disappointed. The Cadets, who trailed by nine points with 1:08 remaining in the third period, took a 1-point lead in the final minute before falling to the Maroon 51-48. Episcopal fell to top-seed Paul VI 62-61 in the championship. “We were lucky to be in the game, because we had as many turnovers as we’ve had,” said Benedictine coach Sean McAloon. “We still persevered to be able to get to where we were, and we had an opportunity with the lead and we had an opportunity to get the lead. We just came up a little bit short.” The Cadets made 16
turnovers in the game, but the Maroon had 13 as well. Aggressive defense had a lot to do with both teams’ difficulty in holding onto the ball, but that led to fouls, and fouls caught up with Benedictine in the end. Episcopal converted 15-of21 free throws. The Maroon’s Foster Joseph hit four free throws in the final 18 seconds to give Episcopal the win. “It was a very exciting game,” said Episcopal coach Jim Fitzpatrick. “That’s the second time we’ve played Benedictine this year. Both have been absolute physical, well-played games by both teams. Honestly, I think both coaches, both teams felt they could have won. Tonight, we were just more fortunate and made a couple of plays at the end to make the difference.” The game featured a battle between two of the top highschool recruits in Virginia, Benedictine shooting guard Jordan Burgess and Episcopal small forward Arnaud Adala Moto. Burgess, who will be following his brother Bradford to Virginia Commonwealth

University, scored 18 points while holding Moto, who committed to Wake Forest, to just eight. “That is two physical, fun kids to watch in high school,” Fitzpatrick said. “What you see is both are college-ready. … Both those kids should be proud of their effort and their seasons. They’re terrific.” Burgess’ bettering of Moto was not what McAloon really cared about, however. “As far as the matchup, Jordan dominated, but they won the game,” McAloon said. “So, who cares? It doesn’t really matter. They did a better job as a team. Some of their role players made some shots that we didn’t need to have happen.” The Maroon’s main role player who stepped up was Brennan McCann. McCann converted all three of his 3point attempts and finished with 13 points. “He killed us,” McAloon said of McCann. “We knew about him from the first time they played us. We forgot him a couple of times and he killed us. Overall, the 12 points or whatever he ended up with was 12 points we couldn’t have happen.”

The game’s other two top college prospects fared well. Maroon shooting guard Kethan Savage led Episcopal with 18 points. Cadet shooting guard Ryan Burnett scored 10 points and grabbed a gamehigh seven rebounds. Savage
has committed to George Washington University, while Burnett has committed to Stony Brook. McAloon called a timeout after Episcopal extended its lead to nine points near the end of the third quarter.

NASHVILLE, Tenn. - The recent Vanderbilt football signing class, regarded among the program’s best ever, got stronger Monday with the addition of one of the nation’s top kicking specialists. Colby Cooke, a 2011 Parade All-American recipient from Goochland (Va.) High School, will join the Vanderbilt program for the 2012 season, Commodore Head Coach James Franklin announced. Cooke, listed as a threestar prospect and one of the
nation’s top 10 senior kickers by Rivals.com, becomes the 22nd Vanderbilt signee. The 2012 Commodore recruiting class achieved its highest ranking in nearly two decades, with Rivals.com giving every signee an evaluation of three stars or more. “We’re tremendously pleased to add Colby to the 2012 signing class,” Franklin said. “He really impressed our coaching staff at camp last year, then put together an excellent senior season. We’re also excited about Colby’s dual talents as a kicker and punter.”
“Colby possesses all the abilities you’d want in a punter/kicker. He has the technique and size to compete right away,” Goochland head coach Joe Fowler said. “Colby kicked off the ground as a senior. That 51-yarder he made in the championship game would have been successful in the college game.” Cooke will be one of four kicking specialists for the Commodores next year. The team also returns senior kicker Ryan Fowler, senior punter Richard Kent and sophomore kicker Carey Spear.
His message to the Cadets was simple. “It’s just one stop at a time. Don’t try to get it all back in each possession,” McAloon said. “We did it. We chipped away and chipped away and chipped away and chipped away until we finally got the lead. “We had it where we wanted it. With 20 seconds, they had the ball and they called a reach foul 20 feet away from the basket. There’s not much we can do about that. PUBLIC COMMENT PERIOD: March 1, 2012 to 11:59 p.m. on April 2, 2012 PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit – Wastewater issued by DEQ, under the authority of the State Water Control Board APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Aqua Virginia Utilities, Inc.; 2414 Granite Ridge Road, Rockville, VA 23146; VA0027910. FACILITY NAME AND LOCATION: Manakin Farms Lagoon; Route 6 and Hermitage Road, Manakin 23103. PROJECT DESCRIPTION: Aqua Virginia Utilities, Inc. has applied for a modified permit for the private Manakin Farms Lagoon. The applicant proposes to release treated sewage wastewaters from residential areas at a rate of 0.070 million gallons per day into a water body. The modification of the permit removes a cyanide limitation. The facility proposes to release the treated sewage in an unnamed tributary to the Little River in Goochland County in the James River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: nutrients, organic matter, and solids. HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period.
