Goochland’s Board of Supervisors voted Tuesday to advertise a 53 cents per $100 of assessed value real estate tax rate to fund its proposed $44.8 million 2013 budget, keeping the rate the same as last year. Supervisors also approved an April 3 public hearing date for an ordinance amendment that would change the structure of the Goochland Planning Commission. The panel opted for a seven-member commission, with one representative from each district and two at large positions. “Does this say that it would come down to five after a certain time?” questioned board chairman Ned Creasey. “No sir, that will come next year,” answered county attorney Norman Sales. Supervisors will be ready with new appointments for the commission at
the April 3 meeting. Currently, there are three remaining members on the planning commission. In an effort to confront an emerging utility system funding crisis, the board also voted to advertise increased rates for both water and sewer, as well as increased ad valorem taxes in the Tuckahoe Creek Service District. County Administrator Rebecca Dickson recommended the Board approve advertising a proposed ad valorem tax rate in the Tuckahoe Creek Service District of 34 cents per $100 of assessed value. Supervisors voted to advertise previously discussed new countywide rates for water and sewer, with county users and Tuckahoe Creek Service District users paying the same rates. Bi-monthly residential water rates, based on an 8,000 gallon monthly minimum, would increase to $5.49 per 1,000 gallons, an increase of 50 cents for county users and $1.83 for TCSD users. Sewer rates, also bi-monthly for residential users, would rise to $6.01 per 1,000 gallons, with an 8,000 gallon monthly minimum. This represents a 55 cent rate increase for county users and a $1.12 rate increase for TCSD users.

Goochland School Board Chairwoman said Friday changes are likely in leadership at some Goochland County schools. “Personnel changes are under discussion,” said
Hardy Friday in response to questions from the Gazette, which were prompted by an anonymous call reporting changes in principals at two of the county’s five schools. “The board is looking to make changes in school culture and leadership,” she said. Hardy noted that no decisions had yet been reached and the earliest the school board could vote on any proposed personnel changes would be at its March 13 meeting. But Hardy did acknowledge
that action could be expected in the near future. “It’s likely we will make changes in school leadership,” she said. Word began to spread in the community about possible changes after a special school board meeting last Thursday evening. According to the agenda, the school board convened and then went into closed session to “discuss the assignment, appointment, performance, and salaries of specific employees of the board.”
Hardy said Sunday the special meeting was called on Monday, March 5 and notice was placed on the schools’ web site that evening or the next day. She also reiterated Sunday that no action has been taken and said none would be taken at the March 13 meeting either. The school board’s next meeting is a workshop scheduled for March 27. Their next regular meeting is April 4.

Rates continued from > page 1 The public will have ample opportunity to express their opinion on the proposed budget at five schedule town hall meetings, one in each of the five electoral districts. The document is also scheduled for public review at an April 3 public hearing. “I just wanted to clarify for the community at large that these are the proposed rates, specifically addressing the ad valorem fees,” District 4 representative Bob Minnick said. “I think we’d like to see if staff might be able to offer up some alternatives to the published or proposed rates for us to review over the next month and a half,” he added. “My understanding is that this is the staff proposed budget and these will be shared publicly and the citizens of Goochland County s will have several opportunities to provide meaningful feedback to these proposed numbers, and these numbers are subject to change based on the feedback that we get from the citizens,” panel vice chairman Ken Peterson said.
“This is really a first step in the process,” he added. District 1 supervisor Susan Lascolette said members are still searching for answers to some difficult budgetary issues. “I realize and recognize that we were elected by our individual districts, but we are bound by our oaths and our consciences to look after every one in the county, and to come up with the most reasonable, fair, fiscally sound method that we can in this budget process We pledge that we will work diligently to find answers to some of these really tough problems,” she said. Supervisors expressed a clear opinion that the budget as presented for advertisement is a work in progress, and scheduled town hall meetings and the pubic hearing could produce changes in rates. The panel also voted to schedule a public hearing to consider ordinance changes that would allow the county to collect vehicle personal property taxes on a bi annual basis. The payments would be due June 5 and December 5, effective 2013 if the proposal gains board approval.

SHAB held a health fair in 2008, said Duke-Haynes and has reviewed Goochland Schools’ family life curriculum and offered recommendations. This year SHAB felt another health fair was needed. “There is a huge need for the public to be better informed,� said Duke-Haynes, who mentioned the National Alliance on Mental Health as just one of the groups Goochlanders might not be aware of that set up a table at the fair. “We’ve heard people say they have been hurt by the economy and have not gone out and gotten the health care that they need,� she added. Thirty-two vendors were
available and feedback was positive, said Duke-Haynes, who said many suggested making the fair an annual event. Local businesses provided 20 door prizes. Goochland’s four school nurses, all members of SHAB, were pitching in: Molly Hawkins, who works at the Goochland Middle School/ High School Complex, Mazie Rowe, GMS and Goochland E.S., Marti Van Epps, Randolph E.S. and GHS and Chris Finn, Byrd E.S. and GHS. Mike Francesco, President of the Central Virginia Chapter of the National Alliance on Mental Illness, explained why his organization came to the fair. “We provide free educational programs for people with serious mental illness and programs for family members,� he said. But they face some of the same old obstacles. “The stigma is still there,� said Francisco of the reluctance of some to seek treat-
ment. Over on the other side of the cafeteria Cindy Moss, a nurse with the Goochland Health Department, was having her cholesterol checked by Gloria Bareford, who works for HCA, Hospital Corporation of America. Bareford said they had checked 35 people so far as of 5 p.m. after starting at 3:30, giving results for total cholesterol, the ratio of good to bad cholesterol and also a blood sugar reading. High school health and P.E. students were busy collecting stickers from each vendor and placing them on a “passport� form created by Health and P.E. teacher and SHAB member, Linda Arnette, said DukeHaynes. Out back near the school’s playing fields, Virginia Blood Services was busy with donors. “If it’s red, we need it,� said phlebotomist Ken Syler, when asked if there were any particular current shortages.

Goochlanders have strong opinions on the recently signed abortion ultrasound bill. On Friday, several individuals in Goochland out shopping shared their opinions about the bill. Mother and daughter Elsa and Clara Trivett were against abortion and voiced strong beliefs as to why a woman should have an ultrasound procedure. “Abortion is not alright,” Elsa said. “When it comes to an abortion, a mother needs to see that baby inside of her before she makes a decision.” Clara, 16, had an even stronger opinion. “It’s murder. It’s a child at conception and abortion is murder,” she said. “If a woman needs an abortion, it’s her choice. An ultrasound is a good idea in helping her decide.” Ralph Taylor also supported the bill. “I’m against abortion. It’s the taking of a life,” said Taylor. “I think a woman considering an abortion should have an ultrasound procedure. They need to hear the heartbeat in their stomach and know that is another

life.” The other side of the coin included opinions against government intervention and against women having to have an ultrasound procedure to have an abortion. “I think it’s a bad bill. A woman should have the right to choose what’s best for her own body,” said Veronica Kenny. “No one, no man, should have the right to tell her what she has to do with her own body. “I don’t think it’s fair,” Kenny continued. “It could cause someone to do like women use to do in the old days and get an abortion from someone who isn’t experienced. I’m against the bill.” Annette Horn also felt like it was a woman’s personal decision. “It’s none of the government’s business. It’s a personal issue for a woman as to whether or not she wants

to have an abortion,” Horn said. “The government needs to concentrate on getting America straight financially and let women take care of their own business. “It’s a hard decision to make to have an abortion,” she continued. “If a woman has been raped, then that’s a different story. Every woman thinking about an abortion has a different story. The decision should be hers, and the government shouldn’t worry about her.” David Hollis also said he didn’t think the government
should be involved in this issue. “If a woman needs an ultrasound, I think it should be external only, and if possible, it shouldn’t be done at all,” Hollis said. “It should be up to the woman. It should be her choice. “I don’t think we as legislatures should be doing anything to regulate this. It’s just like health care where the government says everybody has to pay for healthcare when it should be up to the individual. I think the government needs to stay out of it.”

Floods do more than damage properties; they can also threaten lives if careful safety precautions are not followed. during and after they occur. “Develop a strong family emergency plan and reach out to your community’s best flood planning resource—the local emergency management office. This approach is a great way to protect your family and property while learning, lending input, and assisting your first responders,” said FEMA Region III Administrator Mary Ann Tierney.

ers, they explained. None of the four are currently planning to go into broadcasting. Pace plans on being a doctor, and Lapkin is thinking about a career as an attorney. Only Hartley said he might be open to work in the broadcast field but right now plans to study pharmacy after high school. The team goes on to the state competition April 20 and 21 in Hampton, Va.

This church ministry is designed to help middle and high school girls and their families bear the expense of special dances and prom. More change at the top? A phone call to the Gazette prompted us to call Beth Hardy, Chairwoman of the Goochland School Board last week. That short conversation led to a shorter article on our web site about possible changes at the top of some Goochland schools. That short article led to a torrent of comments on the Gazette’s web site on whether or not any Goochland school principals will be reassigned. Seems there were meetings at two schools where the proposed changes were discussed with school staff. Sunday evening Hardy said once again that no decision to reassign any principal has been made and that no decision would be taken at the school board meeting March 13. But it would appear, as the chairwoman said last week, that the school board is continuing to make changes in how Goochland schools are run. Perhaps what’s so disconcerting to some is that change in Goochland schools now seems to emanate from the board, rather than from school administration as seemed to be the case for the last several years. Anyone who has attended recent school board meetings and who also attended regularly under the last board has surely noticed a marked difference in the way business is conducted. The current board seems on a mission to, as Hardy said “change the culture” of the schools and they don’t seem shy about doing so. They showed that by outsourcing the custodial staff in the current
budget, despite substantial opposition along the way as that possibility was discussed. They showed it by beginning an as yet unfinished restructuring of the organization of the school system, eliminating some jobs and adding an additional assistant superintendent. Now it appears they are looking at the principals at Goochland’s five schools. It is always potentially disruptive when changes are made in leadership jobs, particularly in a small system such as Goochland’s. But that doesn’t mean that the folks the voters put on the school board shouldn’t consider it. And then act on their best judgment when they reach a decision. We trust that any changes will be motivated solely by a desire to improve the system. But unfortunately, if principals are moved about or reassigned, and we’re guessing they will be, some folks will be unhappy. Funny how that goes. The state’s voters cast their ballots for a new legislature last fall and then this spring spent a good deal of time aghast when the new people proposed (and then passed) legislation in character with what they campaigned on. This school board is kind of the same. One wonders what Goochland voters’ expectations might have been when voting in a whole new slate last fall - surely not business as usual.

Water, Sewer and Ad Valorem Once again it is time to look at an increase in water and sewer costs, not to mention the ever increasing ad valorem (AV) tax rate. Concerning the AV tax, the citizens of Goochland as a whole should realize that this burden cannot be placed, nor sustained on a small population of the county. Fixing the problem does not nec-
essarily include raising the AV again year after year while at the same time raising user rates. We are still in a recession. We need much more bold action and not just a continuance of piling on a discreet number of users in the TCSD to absorb an ever increasing debt load. It is also valuable to suggest that having a stabilized AV will show business and others that we are serious about development that will help us grow our way out of this issue. Another little discussed
impact is what the AV and rate increases will do to those that live in the TCSD that are on fixed or lower incomes. One idea is to spread the tax countywide, with the TCSD still paying the majority of the tax, but a small increase from surrounding districts. Currently, the TCSD pays a tax rate of .87, while surrounding districts pay .53. Compared to Henrico, this tax rate is still see Letters > page 7

That same sentiment should apply to all taxes. We do not get to “pick and choose” where our tax money goes, and the TCSD should not be
singled out. In the past, the county has failed to adequately recognize this debt responsibility, but it is time to start. The prior BOS have not made the ad valorem tax a budget priority. Instead they have heaped this problem on the backs of a few county residents. The proposed budget declares the problem solved, but it is not. This is not a TCSD problem, it is a Goochland County debt issue,

and the problem is not fixed by the proposed budget. We are in no way blaming the current BOS. We see this BOS as the group that was elected to fix this problem. She became the supportive devoted wife of “Bill” Baker in 1947, and worked in Charlottesville as a bookkeeper while Bill attended UVa. Upon his gradution in 1951, they moved to Newport News and then Hampton where they raised three children. Charlotte was a founding member of Northampton Presbyterian Church where she sang in the choir, and was involved in helping ministries, besides working several years again as a bookkeeper for Glisson Masonry Corporation. After raising a family in Rome, in 1983, Anne retired and returned to her family and friends in Virginia, where she lived with her husband, John, for approximately 20 years. They resided first in Ashland, and then Glen Allen. While living in Virginia, Anne was a member of St. Ann’s Catholic Church in Ashland. As they grew older together, Anne and John made their last move to the Harrisburg, Pa. area, where they lived out the remainder of their lives. Anne was greatly loved by her family and she was deeply devoted to them and their families, her husband, John Cingranelli, Sr. (deceased); three sons, Armand (deceased), John Jr. and Richard Cingranelli of Albany, N.Y; three daughters, Alecia Brognano of Haymarket, Va., Carol Cingranelli of Harrisburg, Pa., and Judy Dudley of Raleigh, N.C.; 10 grandchildren and eight great-grandchildren;

Humor writer Robin Traywick Williams, author of “Bush Hogs and other Swine,” will give a reading and answer questions at the 18th annual Virginia Festival of the Book. Williams will appear on a panel titled, “The Art of the Essay,” at 2 p.m. on Wednesday, March 21, at New Dominion Bookstore, 404 E. Main St., Charlottesville. Williams is an award-winning journalist who writes humorous essays in the vein of Dave Barry and Erma Bombeck. Supervisors help library celebrate Dr. Seuss birthday Contributed Report
The Goochland library celebrated the birthday of Dr. Seuss last Saturday with the help of several members of the Goochland Board of Supervisors, who took turns reading Dr. Seuss books to the children. Guests at the party numbered 164, said branch manager Janet Melton. There was cake and juice, balloon animals made by teen volunteers and many other crafts and games for children. “We really appreciated the supervisors taking part in the event,” said Melton. On Sunday, the Friends of the Goochland Library hosted former Virginia First Lady Roxanne Gilmore, who spoke about her new book, “Restoring the Virginia Governor’s House.” Melton said the library has copies of Gilmore’s new book.

County softball teams look to match 2011 triumphs By Jim Ridolphi Special Correspondent
The three Goochland County high school softball programs would be hard pressed to improve on last season’s lofty accomplishments. However, LIS champion St. Catharine’s, LIS runner-up Collegiate and Jefferson District champion Goochland are hoping to do exactly that. Collegiate and Goochland will rely on the bulk of their returning starters for this year’s campaign. Prospects are even higher for the Cougars, they return the entire starting lineup; a situation that pleases Coach Rob Turner. “We did not have any seniors last year and we return all 14 girls from last year’s squad,” he said. “I am very excited to have every girl back and we have also added two new girls from our JV team from last season. Last year’s team was a very tight knit group and they
have stayed close during the off season.” Turner will depend on a familiar combination to make another run at the LIS title. “Our three captains bring leadership and standout play on the field,” he said. “Mallory Knighton is a junior and does most of our catching. She is rock solid behind the plate and she batted .548 last season with 34 RBIs, four home runs and eight triples.” Emily Fippo anchors the infield at third base and is a threat to score anytime she reaches base. “She batted .314 last season with 30 runs scored and 15 stolen bases,” Turner said. Rounding out the captain trio is Caroline Cheatham who batted .538 last season with 18 RBI’s and 22 stolen bases. Last year’s pitching duo of Emily Shinn and Katie McCauley return. “They did a nice job facing varsity bat-
ters for the first time last season and we look for continued growth from them this year,” Turner said. For Goochland, Kaytlyn Jones returns to the mound joined by two left-handers, freshman Jackie Tremain and senior Stacie Zickafoose. But the Bulldogs will rely on a solid returning defense for a repeat performance of last year’s 12-4 district record. Brandi Tester, Jordan Fleming, Jesse Leroy, Taylor Scruggs, Chakiryn Jackson and Ericka Spencer will lead the defensive effort. After coming up short in last year’s regional semifinals, the Bulldogs are hoping a return to the James River District will yield a championship, but Coach Amy Henneberger knows it won’t be easy. “The JRD usually has some really good softball teams,” she said. “Randolph-Henry and Buckingham are going
to be tough. Nottoway and Bluestone were AA and are in the JRD now. They usually have good teams as well.” St. Catherine’s is also looking for a repeat of last season’s championship run, returning eight starters. “The loss of Audrey Fain to graduation was a huge loss,” said Saints coach Tara DiGiacomo. “Audrey was a player who always wanted the ball or bat in her hands when the game was on the line. She made things happen. “We are counting on Mary Kate Crook to step it up behind the plate this year,” DiGiacomo said. “With a year of experience under her belt, she is ready. Goochland baseball coach Wes Farkas is anticipating success when his Bulldogs return to the James River District this season. “I am very optimistic for this year’s team,” Farkas said. “I hope to be very competitive this season in the JRD. We will be re-learning the district all over again, but we know that there will still be some very talented teams in the district including Randolph Henry, Buckingham and Bluestone.” Defensively, the Bulldogs will be anchored by solid returning infielders includ-
ing Chase Brookman, Alex McDowell and Jess McLaughlin. Senior Cody Johnson returns to the outfield and could also provide a consistent offensive spark if last season is any indicator. “He has outstanding leadership ability and can also swing the bat well,” Farkas said. Austin Goyne, Trace Nixon and Josh Driver will anchor a solid pitching staff. “Right now we have quite a few guys that can pitch but they still need to be battle tested early on to gain some much needed confidence and experience,” Farkas said. “We are looking for big things from Austin Goyne on the mound this season, he has been working on improving his pitching and should give
us some valuable starts this year.” Chase Nuckols could also be looking at a break out season in a closing role if he continues to make progress in the control department. Likewise, Cole Starke is in rotation and is one of approximately seven pitchers that could see action on the mound this season. The coach is hoping a strong defense will remedy an offense that sputtered at times last season. “Our middle infield should be solid with returner Chase Brookman at shortstop and Cole Starke at second base. There is no question that there were some superstar basketball players in the dreams of Goochland youth basketball players earlier this month. Four players from the NCAA Tournament bound VCU men’s basketball team shared words of inspiration, sportsmanship and dedication before they ran drills and scrimmaged with the co-ed 8-10 youth basketball league. “A few years ago this was me,” said Rams’ red-shirt junior David Hinton, a member of last year’s Final Four team. “I used to follow all the big players and just hoped to

Even with the pitching inexperience, Ryan is hoping to continue a winning tradition for the Cadets. “The past few teams have set the bar high, which is exciting for our players, many of whom are getting their first real opportunity for playing time,” he said. “We have a nice core group back offensively, but our success will depend on how our newcomers on the mound and behind the plate fare throughout the year.” The coach will rely on a core of returning players for offensive punch. They include, Michael Childress (outfield), VMI-bound David Geary, RMC-bound Adam Donohoe (left field/third base), Slough (catcher/pitcher) and Konvicka (center field). Although lacking in game
experience, the young Cadets will have plenty of opportunities to up their game. “We’ll be busy with a 30-game schedule that includes some of the toughest public and private schools in the state,” Ryan said. “But I think that prepares us well over the course of the year to hopefully reach the state playoffs and have a chance to go deep in that tournament.” COLLEGIATE Collegiate will count on a bulk of returning players to anchor its 2012 team. The Cougars return six starters and 12 letter winners from last season. “We have tremendous upperclassmen leadership and some nice younger players to complement our more experienced guys,” said Coach Andrew Slater. Third baseman Brooks Slotterback and shortstop Brian Davis will provide valuable experience in the infield while Jack Sutton returns to right field for the Cougars. Returning hurlers John Moore, P.J. Meinick and Hank Evans will supply the bulk of the pitching muscle for the Cougars this season.

Charity event brings everyday drivers to RIR Street cars hit the track for fun By Charlie Leffler cleffler@goochlandgazette.com
Last Wednesday, drivers from Yorktown to Fredericksburg, came to Richmond and got behind the wheels of their cars, trucks and motorcycles to turn a few laps at Richmond International Raceway. As part of RIR Cares Track Laps, by simply making a $20 donation, anyone with a valid driver’s license could take advantage of the rare opportunity to drive their personal vehicle around the same track that NASCAR drivers Denny Hamlin, Dale Earnhardt Jr. and Tony Stewart compete upon. “They can get a little feeling of what the drivers go through,” said RIR President Dennis Bickmeier. “They feel that little tug in their seat when they go around the turns and everything.” For safety reasons, the drivers must follow a pace car and maintain 55 mph but that did not deter them from enjoying the rare opportunity. “It’s not quite the speed that the drivers are going but fun none the less,” Bickmeier said. “I think that’s cool that people, they love racing, they love this facility obviously, we’ve been here a long time. So to be able to come over and take a few laps is really special.” Among those drivers was Mechanicsville’s Gene Wells, who turned a few laps in his 2002 Corvette. “I just came out here to try the track. See what it’s like to put this (Corvette) on it,” Wells said. “I was wondering how my oil pressure was going to hold up on the banking but

We’ve got to keep them entertained and I think we both do a good job of keeping them entertained when they come to our facilities.” Parney agreed. “I think we both get it,” he said. “Part of being a visible part of the community and a company that everybody looks to, is having an impact. We both have responsibilities to have an impact on the community and I think we both take that very seriously. I think we both work at it together. Today is a good example of that. Dennis is out actually directing cars around the track and that’s personal impact he’s having on people. “In turn, I think that all comes back to us when our seats are full and everybody is having a good time in both of
our facilities,” Parney said. Last week’s RIR Cares Track Laps was the first of its kind but it will certainly not be the last. “We’re going to do it once a month through the year and I think it’s going to be cool,” Bickmeier said. “I think it’s really, really going to catch on.” The track even plans to adapt the fundraiser to better suit RIR’s identity. “We are going to do some evening ones too,” Bickmeier said. “We’d liked to really do something special like that as well. We’re known for our night racing and we’re unique that we’re the only track to have both of our Sprint Cup races under the lights. DEPARTMENT OF ENVIRONMENTAL QUALITY NOTICE OF TMDL MODIFICATION OF JAMES RIVER AND TRIBUTARIES – LOWER PIEDMONT REGION & PUBLIC COMMENT OPPORTUNITY A total maximum daily load (TMDL) study was developed to address bacterial impairments in the waterways in counties of Goochland, Fluvanna, Louisa, Powhatan, and Cumberland Counties. The TMDL was approved by the Environmental Protection Agency on 06/11/2008 and is available at: http://www. deq.virginia.gov/tmdl/apptmdls/jamesrvr/jmsgrp2.pdf . The Virginia Department of Environmental Quality (DEQ) issued a notice for modifications from November 7 – December 7, 2011. No comments were received. In addition to the modifications included previously for the Beaverdam Creek TMDL, DEQ is proposing one additional modification and seeks comments from interested persons. The proposed modification would revise the original Future Growth, which was five times the waste load allocation (WLA) of dischargers James River Correctional Center (VA0020681), VDOT Interstate 64 Goochland Rest Area (VA0023108), Huguenot Academy (VA0063037), and James River Correctional Center (VA0006149), equal to 2.61E+12 (cfu/yr) E. coli. This Future Growth value is 32% of the TMDL, which is relatively excessive when compared to other TMDLs, usually <10% of the TMDL. Out of four original facilities given WLAs in the Beaverdam Creek watershed, the VDOT facility remains and a new facility (Oilville WWTP #VA0092428) is being permitted. DEQ proposes to revise the Future Growth to two times the WLA of the new Oilville WWTP, equal to 1.05E+12 (cfu/yr) E. coli. The revised Future Growth is 12.8% of the TMDL. DEQ believes this value is more appropriate given current dischargers. The difference in old and new Future Growth will be moved to the Load Allocation (LA). The total revised WLA will be equal to 5.57E+11 and the total revised LA will be equal to 6.54E+12, (cfu/yr) E. coli, respectively. The public comment period extends from 3/22/12 to 4/16/12. A fact sheet on the proposed modifications is available upon request.
