Bellview Gardens prepares for round 2 of development battle Residents remain wary of development on Mills Road By Jim Ridolphi news@goochlandgazettec.om
Following an extended and successful campaign last year that eventually defeated a rezoning that would have allowed the construction of a Goodwill Store at the entrance to their neighborhood at Bellview Gardens, residents breathed a unified community sigh of relief. That respite might be short lived. When a developer filed a pre-application for rezon-
ing of the same property last month, many residents viewed the process as another assault on their neighborhood, property values and quality of life. Tom Kinter of General Land scheduled a meeting with neighbors last week, and even the timing of the meeting caused some controversey. President of the Friends of Bellview Gardens Lisa Pumphrey requested a change in the date and time to accommodate families preparing to celebrate Easter or leave for Spring Break. Kinter said that request came too late to accommodate those who had already planned to attend. It didn’t take long before
the meeting between General Land and the homeowners became heated last week at the Centerville Fire Station and attendees wasted no time airing their thoughts on the latest development idea for the four lots in question that are currently zoned R-3. “The problem I’ve got is you guys are not real honest and forthcoming,� said resident Jim Ingersol. “You continue to interrupt my life and I’m tired of that. It’s getting personal,� he added. two lots the on which the neighbors are willing to negotiate are the front two lots on Broad. They do not want the two lots on Mills Road developed commercially. Kinter said that would make his project impossible and termed the front two lots “undevelopable� without the adjoining two lots on Mills Road. Many neighbors said that was just too close to their property lines and would affect their quality of life. Kinter told the group that no decisions have been made and plans are just preliminary, but it was a tough sell to a group of homeowners who see land around their neighborhood as a target for commercial development. In addition, many see this attempt as a renewed effort by General Land owner Mike Carroll to place another project on the site after the unsuccessful bid with Goodwill. “We wanted to get your
input on what you would like to see on that site,� he said. “Some of you are trying to find a conspiracy where there is none,� Kinter added. Resident Jordan Hedgepeth said the residents were only seeking some answers to questions that would affect their home sites and lifestyles. “What we want from you is a clear plan that shows us what the county intends to do with our neighborhood,� Hedgepeth said. “We want honesty in our dealings and we want you to work with us. We’re not opposed to development, but you need to work with us,� he added. Pumphrey said the process is off to a shaky start after she sent emails requesting pre-application information and received no response. Kinter said that was a case of miscommunication and apologized for the error, but still maintained his company had nothing to hide in the see Bellview > page 3

Bellview continued from > page 2 process. “I’m not trying to deceive anyone,” Kinter said. Jo D Hoskens said she understands the company’s motivation, but said the feelings of the residents should also be considered. “We bought properties in Bellview Gardens for a substantial amount and we’ve seen losses on those properties in the last five years. Our interest is to protect our subdivision,” she said. With the Goodwill case still fresh in their minds, Hoskins said this application is too soon. “It’s not the right time, it’s not the right thing because we just came off a predatory attempt,” Hoskins said. The elephant in the room was the property that is not being considered for development at this time. Many residents expressed concern that this project would spearhead other projects on large tracts of land to the rear and west of their property. Kinter said he had no control over that property and could not predict how it would be used in the future. “At this time we have no plans for that property,” Kinter said. “We’re not talking about that property.”
NEWS: What’s Going on in Goochland County Some attendees took the renewed attempts to rezone as a personal assault on their lifestyles and investments. “Why does General Land want to continue to invade our neighborhood?” Ingersol asked. Kinter said he would take the information gathered at the meeting and determine if and how the project should move forward Hedgepeth said he hopes the communication will improve in the future. “We all expect development to pop up around us. It’s a crossroads and a prime spot,” he said. “We want honesty in negotiations. We want to have a comprehensive plan that shows us how our neighborhood will be preserved over the course of 20 to 30 years. We’re looking at becoming an island of residences in a sea of developments,” Hedgepeth added. Finding common ground between developer and some residents may not come easy given the set of circumstances surrounding the proposal. “Nothing you’ve said takes away from the fact that we are talking about commercial development within a residential neighborhood, and it’s not okay. It affects me and my children’s quality of life. The moving forward should be you not submitting an application, and then we’re done,” said resident Sean Pumphrey.

Goochland School Superintendent Linda Underwood has been named RegionOneSuperintendentofthe Year by the Virginia Association of School Superintendents (VASS). The region includes school divisions in Charles City, Hanover, Prince George, Colonial Heights, Chesterfield, Henrico, Surry, Hopewell, Dinwiddie, New Kent, Sussex, Petersburg, Powhatan, and Richmond as well as Goochland. “Dr. Underwood was nominated from within our group of Region1Superintendentsandwas a unanimous selection for Region 1 Superintendent of the Year,” said Joe Cox, Superintendent of Schools for Colonial Heights and Chairman of VASS Region I Superintendents. Cox said Underwood is currently Secretary/Treasurer of Region 1 and part of the Legislative Committee. “Dr. Underwood is very deserving of this honor and we are indeed fortunate to have a leader of her caliber in our region,” said Cox. She now goes on to compete with seven other regional selectees for the title of Virginia Superintendent of the Year. VASS will announce the winner on May 8 at their annual conference in Roanoke. “To be honored by my colleagues is very meaningful,” said Underwood in an interview at her office Friday. “No one knows the job like other superintendents.” Underwood attributed her

selection to the work of all the staff of Goochland Schools and to the community. “It’s an honor for all the people in Goochland Schools,” she said. Underwood said the selection process for Virginia Superintendent of the Year involves a lengthy application. “After the region selects you, you have to fill out the paper work. It’s a bear,” she said but called it a valuable exercise. Underwood was named Goochland School Superintendent in 2007, when she succeeded Frank Morgan, under whom she served as Assistant Superintendent from 2003-2007. Underwood assumed her current position shortly before the economic downturn began and presided over painful and sometimes controversial cuts in school budgets and positions. “You have to plan for tight budgets and hope for the best,” said Underwood of the present economic climate. She began her career as a physical education instructor after graduating from Depauw
University. She has a master’s degree in Adapted Physical Education from Indiana University and a doctorate from Virginia Tech. She has held a variety of positions in her career, from Instructor in Adapted Physical Education a the University of Puerto Rico, Associate Principal at Washington High School in Cedar Rapids, Iowa and Assistant Superintendent of Schools in Mobile Alabama. Before coming to Goochland in 2003, she served as Director, Staff Development and Mentoring for Washington County Public Schools in Hagerstown, Maryland. Goochland’s new school board congratulated Underwood. “The School Board extends its congratulations to Dr. Underwood on being selected as the Region 1 Superintendent of the Year by VASS. It is an acknowledgement of her hard work and commitment to student achievement in Goochland. This type of recognition is especially meaningful when coming from one’s peers,” said Chairwoman Beth Hardy.

Suit to halt Benedictine move to Goochland County dismissed By Kristen Green Media General News Service
Goochland Circuit Judge Timothy K. Sanner Friday dismissed a lawsuit filed by a group of Goochland County residents who want to block Benedictine College Preparatory School’s planned move to River Road. Sanner said the case against the Board of Supervisors and Benedictine Society of Virginia, which owns and operates the school, was premature. “There’s not yet been an adverse action toward the plaintiffs,” he said. Benedictine Headmaster Jesse Grapes said the case’s dismissal is “a clear sign for us moving forward that we are in good legal standing.” Sanner dismissed the case without prejudice, which means the plaintiffs can refile it later. The school’s site plan has not yet been approved by the county or the Virginia Department of
Transportation, which has said that the school must install turn lanes at the school entrance that will require it to purchase land from neighboring property owners. The plaintiffs maintain that Benedictine’s Plan of Development, or POD, must also be approved by the county’s planning commission. Benedictine attorney Darwin Satterwhite said Monday that is not the case. “The county has a procedure for the POD approval,” he said. “It’s clearly the law that it doesn’t go back to the planning commission.” But at least one of the 14 plaintiff’s was still upbeat. “We’re not at all discouraged,” said David Pendergrast Friday. The court will allow us to bring it back.” For more than a year, the former Benedictine High School has been working to move its academic campus to the abbey, where its athletic fields are located. McSweeney, a graduate of Benedictine, said he filed the lawsuit early to avoid the accusation that the legal challenge was delaying the relocation. “We were trying to accelerate the process of getting a legal resolution,” McSweeney said. If the site plan is approved, McSweeney said, the group has other options for appealing to the Board of Supervisors and the Board of
Zoning Appeals. “We won’t get this resolved until heaven knows when,” he said. Benedictine College Preparatory has been located on North Sheppard Street in Richmond’s Museum District for 100 years. The move to Goochland was planned for August but has been pushed back to January.

Chock full of news That would be a good way to describe Goochland last week. Everywhere one turned something pretty important was going on. Over at the Goochland Board of Supervisors, the five members held a public hearing on the budget that drew more discussion on the Tuckahoe Creek Service District (TCSD) debt and how to pay for it. But they also took the time to pass an ordinance creating a new sevenmember planning commission and Chairman Ned Creasey offered in response to questions that this was just a temporary expedient, that a fivemember planning commission is in the works for next year. That will, I presume, require another ordinance and since the three members of the commission who declined the supervisors’ request resign will be at the end of their terms, the new BOS will then finally have a planning commission of its own creation. One might assume that this all revolves around spurring development and growth in the county, which was the subject of another story we covered, the first meeting between a potential developer and the residents of Bellview Gardens, who fought off Goodwill Industries last year in a spectacle that I’ve been told by more than one source embarrassed the county and tarred its image in the business community. This time around medical office buildings are under discussion. We’ll follow the progress of this possible development and see if there is a way to both bring some revenue to the county by developing the corner of Mills Road and Broad Street while at the same time honoring the concerns of the residents. Over at the Goochland School Board, members approved a new organizational chart that added back two directors of education. And they gave one of the spots, that of elementary education director, to Dianna Gordon, who some folks thought they were fixing to demote after the famous leak from a closed meeting. And Francie Ball, principal at Goochland High School since 2008, stepped down. She also was thought to be on the verge of being reassigned in the swirl of controversy following that closed meeting. Finally, school superintendent Linda Underwood was named Region One Superintendent of the Year by the Virginia Association of School Superintendents (VASS). She could conceivably be named Virginia School Superintendent of the Year in May at the VASS convention. That after several years of controversy and criticism, some on this page, for her handling of job cuts and reductions in the school budget these last few years. Lastly, it’s spring, and the weather and the flowers have been beautiful. When it all get’s too busy, just a step outside helps one put things back into perspective. It seems that Tuckahoe Creek Service District has become the focus of county anguish, as the plans made back in 2002 did not become reality. Unfortunately, you do not plan for recessions and economic setbacks, which occurred and dealt all the TCSD plans a serious blow. But what seemed lost in the discussion is that eventually the TCSD and the movement of business into that area will benefit the whole county and not just the area which
encompasses the TCSD. As any county planner worth their salt will tell you, single family residences are not good economic additions while commercial business is a great addition to the tax base. Raising taxes is an anathema to me, as they usually are used by the government wastefully. All one need to do is to look to Washington to see spending lunacy at its best. But the TCSD is an asset for the whole county and should be treated as such. An undertaking such as the TCSD is a risk, but to make it a reward

for Goochland we have to invest in it and keep it solvent. If it means adding a few cents to my taxes, then do it. We will not see the fruits of any county development unless we all invest and support the ventures. Murray and Andrews had served on the 10-member planning commission but had resigned at the request of the newly elected supervisors, who wanted to create a fivemember planning commission. Three holdovers from the old 10-member commission did not resign. They are Chairwoman Courtney Hyers from District 5, James Atkinson, District 1 and Ty Querry, District 2. Their terms expire March 31, 2013. The four new members will serve two year terms. Several speakers weighed in on the new ordinance during the public hearing. David Ligon said he was in favor of the new plan. “The old planning commission sent all of their problems to the board of supervisors,” said Ligon. Michael McDermott asked how the at large members would be selected.

“How does at large work? Is it random? Where do they come from?” he questioned. McDermott also said he would like to see the compensation of the commissioners spelled out. Goochland County Attorney Norman Sales said at large members could come from anywhere in the county and that the discretionary language about compensation was intentional. McDermott insisted the at large members should rotate among the districts In answer to the questions about the at large members, board of supervisors Chairman Ned S. Creasey sought to allay any concern. “In a year we’ll be going to a
five-member commission,” he said. In the other public hearings, the supervisors heard continued discussion of the various proposals for hikes in utility rates and changes in Tuckahoe Creek ad valorem tax rates. Speaker Vernelle Burton said the TCSD debt was a county problem. “Everybody should pay,” she said. P. K. Deverell told the board he thought the budget was imbalanced toward schools. “In my mind the primary function is public safety,” he said. The board meets April 17 to vote on the budget, tax rates and the Capital Improvement Plan.

The Virginia Department of Agriculture and Consumer Services (VDACS) urges all horse owners to check with their veterinarians for West Nile Virus (WNV) and Eastern Equine Encephalitis (EEE) vaccination recommendations for their animals. Virginia only had one confirmed case of WNV in 2011
and no cases of EEE, although the number of horses affected in previous years and in other states is much higher. State officials are concerned that horse owners may be lulled into inaction by the lack of diseases activity last year and neglect vaccination this year. “Despite a low level of disease activity last year, we still urge horse owners to consider vaccination.” says

Dr. Joseph Garvin, Program Manager for VDACS’ Office of Laboratory Services. “We never know what mosquito activity will be in any given year, and the bottom line is, these vaccines are very safe and effective. We believe that in most cases, private veterinarians will recommend them for their clients. Horseowners need to be aware that the vaccines require boosters every six to twelve months.” Vaccines are available to drastically reduce the incidence of these diseases in horses. The vaccines are effective for six to twelve months,
so horses should be re-vaccinated at least annually. In an area where the disease occurs frequently, such as southeast and Tidewater Virginia, most veterinarians recommend vaccination every six months. For the vaccine to be effective it must be handled and administered properly and be given at least two weeks before the horse is exposed to the virus. Additionally, to stimulate full immunity, horses must be vaccinated twice, about 30 days apart, the first year that the horse is vaccinated. Other prevention methods include destroying
standing water breeding sites for mosquitoes, using insect repellents and removing animals from mosquito-infested areas during peak biting times, usually dusk to dawn. Typical symptoms of encephalitis in equines include staggering, circling, depression, loss of appetite and sometimes fever and blindness. There is no cure for these diseases, which can kill anywhere from 30 percent (WNV) to 90 percent (EEE) of the horses infected. Humans cannot become infected by handling an infected horse, nor can a horse acquire the
virus from another infected horse; however, the presence of an infected horse in the area indicates that mosquitoes carrying EEE or WNV are present and those insects pose a threat to both humans and horses. Goochland student sponsors health day at Second Union Quinton Pace wants to be an orthopaedic surgeon. But the 18-year-old senior who attends Blue Ridge Virtual Governor’s School and Goochland High School is not waiting until he finishes medical school to give back to the community. Pace is spearheading a free health day from 10 a.m. to noon on Saturday at Second Union Baptist Church, located at 2843 Hadensville Fife Road. The health day is Pace’s senior project and he wants to share some of the knowledge he’s gained while interning with Dr. Chester H. Sharps at Tuckahoe Orthopaedic Associates. “I really want to [take] what I learned and give it back to the community,” Pace said of his senior project. “It’s about you choosing a topic and exploring what you really want to do when you go to college and what your dream job is. So through the Governor’s School program, they allow you to do certain things and I’m studying orthopaedics and I really want to be an orthopaedic surgeon once I’m finished with college at Christopher Newport [University] and go off to medical school….” Saturday’s health day will feature general health checks like dental and diabetes screenings and blood pressure checks. “Really information on how to get yourself into shape and the theme is, ‘Knowledge Is Power,’” Pace said. There also will be activities for kids, such as a rock climbing wall and a bounceable house, Pace added. Pace also wants those who attend the health day to bring two cans of food

Pace said his passion to sponsor the health day is further fueled by what he’s seen while serving his internship. “Well I’ve seen at the doctor’s office plenty of patients who are overweight,” Pace said. “When you have diabetes, high blood pressure, it’s basically giving yourself a early death sentence.” Those attending the health day who cannot afford to pay for medical care “will be able to take away some knowledge about how to take control of [their] health or how to stop these bad eating habits,” Pace said. “Plant a garden or do some healthier things in life. Move at least 30 minutes a day and hopefully that one thing will make a big difference in their entire life.” A well-rounded individual, Pace was a member of the Bulldogs’ football team that advanced to the Group A, Division I state championship
game. He’s adept in the classroom where he sports a 4.2 grade point average. Pace also is a member of the Skills USA team that recently won the regional championship and will advance to state competition April 20 and 21 in Hampton Roads. Pace said he uses “time management” to juggle his in-school and extracurricular activities. Part of his motivation to become an orthopaedic surgeon is that he’s had two operations on his left shoulder and one on his left leg, Pace said. His motivation to give back to the community comes from the community itself. “When I volunteer here in Goochland, it’s a really caring community,” Pace said. “Everyone really cares for everybody. Charles Edward Hooe Sr., 66, of Montpelier, passed away peacefully at home on March 24, 2012 with his family by his side. After his retirement from Colonial Pipeline, Ed spent his final years devoted to his best friend and wife of 49 years, Thelma Hall Hooe. Ed had many hobbies throughout his life, most notably canoeing, relic hunting and playing guitar, and he was passionate about sharing his interests with everyone around him. He is survived by his sons, Charles E. Hooe Jr. (Terre), Mechanicsville, and Robert S. Hooe (Jill), Goochland; six grandchildren, Eric Morton, Flagstaff, Ariz., Lindsey Morton, Austin Hooe and Savannah Hooe, Mechanicsville, Nicholas Hooe and Lexi Hooe, Goochland; two brothers, Stephen D. Hooe of Spotsylvania and Robert W. Hooe of Powhatan; as well as a host of nieces and nephews. He was preceded in death by his infant sister, Shirley Ann Hooe; his parents, Edward S. and Gertrude D. He was Past Commander of Legion of Honor ACCA Shrine and American Legion Post 215. He was Past Director

He was Chairman of the Goochland Red Cross Disaster Committee and the Goochland County Bicentennial Commission. He was Past Master DewittClinton Masonic Lodge #141 and Past District Deputy Grand Master of the 16th Masonic District, 32nd Degree Scottish Rite Mason, Member of International Association of Clerks, Recorders, Election Officials and Treasurers and Goochland County Rep. on the J. Byrd students travel back in time with Medieval Fair

Byrd Elementary School students took a step back in time last Wednesday. After crossing a drawbridge they entered Byrd Castle, where the halls were decorated with paper torches to recreate the look of the middle ages castle. It was all a part of the Medieval Fair, a project that grew out of 5th-grader Maddie Munz’s GRIP idea. GRIP stands for Gifted Research Interest-Based Project, explained Enrichment Teacher Glenda Hawk. “Students use higher level thinking skills to research an area of interest to them, create an authenic product, and share with a real world audience. Maddie choose to organize a medieval fair based on her research,” said Hawk.
Munz, who moved to Goochland last year, said she had been working on the project since September. She used the Internet for much of her research and learned some interesting things, she said. “I didn’t know about the code of chilvary and honor of the knights,” she said, or that it took seven years for a youth to become one. Most likely neither did the students who took part in the knighting ceremony performed in the library by King Hopkins (formerly known as Byrd E.S Principal James Hopkins), who knighted each and every student after a brief talk explaining the feudal system and how it all worked. The King explained that at seven years of age a boy could become a page, progressing to squire at 14 and by 21 he could be ready to be a knight
and enter into an agreement with his king to receive land in exchange for his loyalty and service to the king. But the knighting ceremony was just part of it all. At five other stations around the school the students learned more about life in the Middle Ages. Sir Blackwolf and Dame Dagrny of Medieval Fantasies staged a weapons and armor reenactment, Linda Sullilvan from Camelot Moon set up a medieval marketplace and there were stations for students to practice their juggling skills and learn about stained glass art. Third-grader Ridgway Donaldson, who also studied medieval life for his GRIP project, wrote a mummer’s play, and enlisted students from each group to play the roles.
Another popular station was jousting in the gym, where students galloped on imaginary horses wielding foam rubber lances, recreating the medieval contest between knights.

A dislocated shoulder prematurely ended Sam Hunt’s football career last fall, but the James River High School senior is feeling no ill effects from the injury as he navigates his rookie season as a stock-car racer in the NASCAR K&N Pro Series. Hunt joined fellow 18year-old driver C.J. Faison at Richmond International Raceway last Thursday, where they shared their stories and addressed a variety of racingrelated topics with a large group of students from Henrico County Public Schools automotive classes. The drivers also gave the students a tour of their race haulers and even let a few of them slide into the cockpit of the cars they’ll pilot in the Blue Ox 100 NASCAR K&N Pro Series East race later this month at RIR. While Faison made his debut on the ¾-mile oval last spring, the April 26 event will be a significant racing milestone for Hunt, a Midlothian native who has many fond memories of sitting in the grandstand with his father and watching NASCAR’s stars turn laps at RIR. “It was always a dream of mine, but it really did seem far away,” Hunt said of the oppor-

tunity to race in Richmond. “It will be a big deal for me and I’m sure there will be a ton of butterflies, being on this big stage. But once you’re strapped up and out on the track, it’s amazing how fast all that stuff goes away.” Hunt has been most comfortable going fast since the first time he raced a go-kart as a 6-year-old. He got interested in racing when his family moved to Holland and continued to work his way up the motorsports ladder upon returning to the United States a few years later. Hunt started racing Late

Hunt made his K&N Pro Series debut at Bristol Motor Speedway last month and posted a respectable 24thplace finish in his first race on the legendary ½-mile bullring. The series moved on to Greenville-Pickens Speedway, where Hunt found himself more than a second off the pace in practice on a track he had never even seen on television. “I told my guys on the radio, ‘I have no idea what I’m doing here,’” Hunt recalled with a smile. “Every track is going to be something new; that’s what it’s like when you’re a rookie on any series. She is one of 12 women finalists for the Class of 2012, which will be announced in late May. Dayton was a four-year athlete at Longwood University (1978-1981) where she was named a two-time first team All-American (1980, 1981) and Longwood’s Female Athlete of
the Year (1981). She was also a member of the U.S. Women’s National team (1985, 1987), the U.S. Women’s National squad (1981-1985, 1989, 1990) and the U.S. Women’s World Cup team (1986). Dayton has already been inducted into USL’s Charlottesville Chapter Hall of Fame (1997), the Delaware State Hall of Fame (2003) and Longwood University’s Hall of Fame (inaugural class, 2005).

Hunt knows he has a long way to go before he can be mentioned in the same sentence as those racers, but he’s willing to do whatever it takes to get there. It’s the same message he shared last week with the students, many of whom are also high school seniors and preparing to embark on their postgraduation lives. “It almost makes it easier talking to kids because I can relate everything to my own life,” Hunt said. “I’ve had to make a lot of sacrifices that most kids don’t and I’ve had to grow up faster, but it’s been a good thing for me.”
