Two farmers markets prepare to open By Ken Odor jodor@goochlandgazette.com

Goochlanders will be able to shop for fresh produce and other foodstuffs in Goochland Courthouse again this summer, with the reopening of the Goochland Farmers Market at Grace Episcopal Church. Closed last year, the market plans to reopen May 5. Hours will be 8 a.m. until noon each Saturday through Oct. 20. “Interest was overwhelming from customers and vendors,” said Market Manager Keith Flannagan last week.

The market will partner with the Powhatan Farmers Market and the Local Roots Coop, he said. Nadolski’s Butcher Shop in Goochland Courthouse is listed as a Friend of the Market. Three “Kid’s Day” sessions are planned, when children will be encouraged to bring their products to the market for sale. Multi-family housing is a possibility for the first time in the county, after the Goochland Board of Supervisors unanimously amended the county zoning ordinance Tuesday night. In a meeting that lasted late into the evening, the board voted unanimously to allow multi-family residential development in a Planned Development Park. The only

such area in Goochland is West Creek Business Park. “Changing the ordinance is needed to capture the development value of West Creek,” said former planning commissioner Bob Rich during the public hearing on the ordinance. Not everyone agreed. Floyd Smith said that allowing multi-family would put the county on the hook for future services.

Supervisors opt for lower one year ad valorem tax rate increase Consolidated utility rates adopted By Ken Odor jodor@goochlandgazette.com

Goochland supervisors approved the Fiscal Year 2013 budget last week at their evening session, keeping the 53 cents per hundred dollars of assessed value real estate tax rate and adding only a penny to the Tuckahoe Service District ad valorem rate for 2012. They also split collection of vehicle personal property taxes into two payments a year, giving the county a one time benefit of about $2.6 million meant to finance a new fire station in Hadensville. The supervisors also approved the budget for Goochland County Schools, the Capital Improvement Program and consolidated the county’s utility rates. Most debated were the various proposals to raise the ad valorem tax on property in the Tuckahoe Service District, designed to pay the debt service on the bonds used to finance water and sewer service in the district. County administration originally proposed a 3 cent hike to 34 cents for tax year

2012. After requests for more options from the board, two new options were produced: Option 1 envisioned a flat 33 cent rate from 2012 through 2014. Option 2 was 31 cents in 2012, 33 cents in 2013 and 35 cents in 2014. District 4 supervisor Robert H. Minnick proposed leaving the ad valorem rate at 31 cents per hundred dollars of assessed value for one year and reviewing it next year along with a review of the county real estate tax rate. “The impact of not reducing this rate is that we’ve really kind of reached a tipping point…,” said Minnick, and urged the board to be as aggressive as possible in controlling the rate. Goochland County Administrator Rebecca Dickson advised the board that staff would have to come back with information in June on the impact of keeping the 31cent ad valorem rate if it were adopted. District 1 supervisor Ken Peterson said town hall meeting feedback was important and that he believed the 33 cent rate for two years would keep the county competitive with neighboring counties. “Would you say maybe just a penny increase maybe for a year and give us time to work it out?” Board Chairman Ned S.

Creasey asked Minnick. “I don’t want to be perceived as unreasonable,” answered Minnick. “I guess my point to keep it at 31 is to provide a sense of stability and send a message to our business partners who may have an interest in moving to Goochland County. “I hate to say no, Mr. Chairman – I want to get to yes,” he said. Minnick’s motion to keep the rate at 31 cents failed 4-1. He them moved to set the rate at 32 cents for one year, which passed 3-2, with Lascolette, Alvarez and Minnick in favor and Creasey and Peterson voting no. Dickson advised the board that staff would have to come back at the June meeting to seek guidance for cuts to the general fund. All other tax rates were approved unanimously. The board also approved a consolidation of county utility rates, with a 5 percent increase over current rates, raising residential rates to $5.24 per 1,000 gallons for water and $5.73 per 1,000 gallons for sewer for all users, including those in the TCSD. County administration’s initial proposal had envisioned a 10 percent increase for water and sewer rates. The board also voted to dis-

continue interest accrual on the original $3 million loan from the general fund to TCSD Debt Fund. In other business, the board after public hearings: • Approved a Conditional Use Permit allowing Joseph Liesfeld of Byrd Creek LLC to hold special events at the winery at 6276 River Road West such as bed and breakfast, equestrian events, fox hunting, fishing, hiking and mountain biking. • Approved a Conditional Use Permit allowing Bill Stinson of Yardworks to operate a landscaping supply business at the site of the old Patterson Drive In at 12290 Patterson Avenue. • Approved the sale of timber at Leakes Mill Park in preparation for activity fields. The board also canceled the scheduled May 1 public hearing on Comprehensive Plan amendments related to Urban Development Areas. District 1 supervisor Susan Lascolette said the hearing was no longer necessary since the General Assembly passed a bill this session making UDAs optional rather than mandatory.

Well, you could try teaching the kids a little bit about farming and how important the agriculture industry is to the local economy. That’s the goal of Goochland 4-H Ag Day, now in its fifth year, when all the county’s fourth-graders journey over to Goochland Elementary School for an all day visit to learn about farming and agriculture. The event stems from a senior project in 2008 by Blue Ridge Virtual Governor’s School student Erin Henley. It’s been held every year since. This year Ag Day featured 15 stations, said Goochland 4-H Unit Coordinator and Extension Agent, Jocelyn Dailey. “They are really focusing on the SOLs as a review for all the fourth-graders, to give them a sense of agriculture in the community,” said Dailey. Commenting on the origin of Ag Day, Dailey said, “It’s a legacy that worked.” The students spent about 15 minutes at each station, listening to volunteers talk about such varied subjects as beekeeping, taxidermy, dairy farming and safety when using farm equipment. They also got to have some fun making ice cream the old fashioned way, shaking a bag filled with milk, vanilla, sugar and cooled

Randolph Elementary School teacher Kimberly Gentry said her fourth-graders were having a good time. “They seem to be enjoying it,” said Gentry, who added that they would do a writing assignment based on the field trip the next day when they got back to Randolph. Goochland E.S. fourth-graders Brook Nega and Shannon Stanley teamed up to

make ice cream. After they were done they talked about what they had learned. “I learned how many gallons of water a cow needs to drink each day,” said Nega. Turns out its about 40 gallons! Phyllis Alvis Henley of the Farm Bureau’s Women’s Committee, who happens to be Erin Henley’s mom, was working at the station where the kids made the ice cream. “I’m very proud of my daughter,” said Henley, who said Erin is now a senior at Va. Tech majoring in Dairy Science.

Goochland School Superintendent Linda Underwood was to be one of two finalists interviewed last week for the superintendent position for the Sevastopol, Wis. school system, said retiring Sevastopol School Superintendent Steve Cromwell last Thursday. Cromwell is retiring after

almost 40 years as an educator, the last five in Sevastopol. Underwood said Thursday she would be interviewed for the position on Saturday. Cromwell said the interview would be done via Skype, an internet video calling service. Sevastopol School Board President Suzann Todey said the school board hoped to fill the position by July 1. “That is our tentative time

line,” said Todey. “It will depend on how the interviews go.” Cromwell’s resignation is effective June 30. The Sevastopol school system has 564 students, all housed in one school building, said Todey. Underwood has been Goochland School Superintendent since 2007. Her Goochland contract extends until June 30, 2014.

Another option for the organic shopper will be My Manakin Market, which also opens for the summer season on May 5, at its location in Centerville, at 68 Broad Street Road in Manakin-Sabot. Market Manager Lisa Dearden said hours will be from 9 a.m. until 1 p.m. each Saturday. Dearden said she has hired a Special Events coordinator and that there will be a theme for each week’s market. Opening day will feature pony rides, a petting zoo and a magic show. With about 50 vendors, Dearden said the market will now be able to accept SNAP/EBT cards (formerly known as Food Stamps) at the site.

Projected impact on demand for county services would be the need to possibly educate 27 new students and the need for a new fire station within the next 10 years. West Creek Associates’ Tommy Pruitt, who is work-

ing on plans for the first project, told the board that land for a fire department could be donated as soon as needed. Pruitt said Monday most of the inquiries he receives from potential businesses thinking about locating in West Creek ask about access from Broad Street, at the north end of the business park. “Opening up Broad Street is very important,” said Pruitt, who said he was in the final steps of finding a developer for the first apartment development. When that happens, he’s ready to start work on

a 2,000 foot parkway, similar in design to West Creek Parkway, which could eventually become three-mile road from the north into the business park. “The road is a great start,” said Sandie Warwick during the public hearing. “Hopefully it would bring other projects.” Goochland Board of Supervisors Chairman Ned S. Creasey was of the same mind when contacted last Friday. “Multi-family could be the sparkplug to get things going again,” he said. “It could probably bring in retail and medical building development.”

The start of something big? Last week’s Goochland Board of Supervisors’ meeting may have been the start of something big in the county, with the panel approving multifamily housing in a limited area in West Creek. This issue proved contentious when brought before the planning commission, which initially seemed somewhat receptive at a workshop meeting, only to deadlock 5-5 at their February 16 meeting. Of course the 10-member planning commission that was is not the one that Goochland has now, with the new seven-member set-up the supervisors approved last month, coupled with the declaration that a fivemember commission will come next year. Anyway, it appears that West Creek Associates may soon be ready to start building the road that will open up the office park from Broad Street. Developer Tommy Pruitt said some months ago that a multi-family development might be the catalyst that would bring other projects to West Creek. Now that the zoning amendment is approved West Creek Associates can move forward to sign up a developer who wants to build a multi-family project. And of course, this week will mark the opening of the long-awaited HCA Emergency Center on Tuckahoe Creek Parkway, with the hope that the emergency room will serve as the nucleus of a project that may eventually see a medical office building complex at the same site. The compromise on the Tuckahoe Creek ad valorem tax and utility rate proposals also seems to portend good things for the eastern end of the county, showing as it does that the new board of supervisors is willing to be flexible, even if it means taking a little more money from the general fund to make sure that overall tax rates for TCSD property remain reasonable. Like it or not, the supervisors seem to realize that, unless and until development picks up in the TCSD, the rest of the county will have to take on some of the debt obligation one way or the other. So whether it’s done by transferring money from the general fund or by making the entire county liable for the TCSD debt by changing the ordinance, it boils down to the same thing if you think about it. Money that could be going for services, paid by taxpayers from every district, is going to help with the TCSD debt burden. Which is just another way of facing the reality that the Davenport study made plain. All in all, the actions of the supervisors last week show a group that seems to be ready to take positive steps to get development going in West Creek and the TCSD. That’s good for the county and we applaud them for taking those steps. - Ken Odor

Memories of David “Doc” Parrish Goochland County recently lost one of its finest citizens and most unforgettable characters. David Louis “Doc” Parrish died April 1, 2012. I share these thoughts as a salute to Doc on behalf of the Goochland High School Alumni Classes of 1955-56. Doc came to GHS in the early fifties to teach Government and

Science and to coach football. We assumed we were getting an ordinary teacher/coach. What we got was David Louis Parrish – young, cocky, fresh out of college; funny; unpredictable; and laid back (his feet were on top of his desk as much as under it.) He puzzled, delighted and captivated us. Somewhere along the way he became “Doc”. Ours was the Rock and Roll generation and Doc rocked and rolled with us. But he taught with flair and passion and of course humor.

He coached football the same way though with a different approach and goal (pun not intended – really!) He was young enough to share our teenage traumas, mature enough to render the responsibilities entrusted to him on our behalf, and wise enough to know the difference. Doc was teacher, coach, mentor and friend. And over the ensuing years he continued to enrich our lives with friendship, wit and wissee Letters > page 7

Goochland has no authority on parking? Recently I have been concerned about how many people park (usually always 3 + cars consistently at times I am there) in the vertically lined areas in the Courthouse Commons shopping center. Not only does it block the handicapped spaces but my understanding is these areas are designated fire lanes and as such puts at risk fire response if needed. On calling the Goochland Sheriffs office recently I asked why they do not ticket parking in those clearly lined spaces. Seems at the

Virginia investigates voter fraud By Mark Bowes Richmond Times-Dispatch

Results of an ongoing Virginia State Police investigation of voter registration irregularities from the 2008 general election may signal a more significant voter fraud issue than some state lawmakers realized. As Virginia legislators hotly

debated a voter ID bill that narrowly passed the General Assembly, many were unaware of a state police investigation that, so far, has resulted in charges against 38 people statewide for voter fraud. Warrants have been obtained for a 39th person who can’t be located. A majority of those cases already have resulted in convic-

tions, and 26 additional cases are still being actively investigated nearly 3½ years after the state Board of Elections forwarded more than 400 voter and election fraud allegations from 62 cities and counties to Virginia State Police for individual investigation. “We believe these complaints ran the gamut from voter reg-

However, (the state board of elections) is aware that arrests have been made over the past few years for individuals engaging in voter registration fraud.” Palmer added that recent indictments obtained by the Richmond commonwealth’s attorney’s office for voter fraud and the results of the state police investigation “remind us that unfortunately, fraud does exist in Virginia’s elections.” Many opponents of the voter ID law maintained that there was no evidence of widespread election fraud in Virginia, and the law would suppress the vote of minorities and others who don’t have adequate identification. About 3.7 million Virginians voted in the 2008 election.

Richmond had by far the largest number of voter-fraud cases opened by state police — 124 — followed by Fairfax County with 37, Chesterfield and Prince William counties with 20 each, Alexandria with 19, Henrico with 17 and Petersburg with 13, according to state police data requested by the Richmond TimesDispatch. A total of 194 cases statewide where police determined a violation likely occurred have been closed because the commonwealth’s attorneys in those localities declined to prosecute those individuals, police said. “In some cases, the names were wrong, the individuals could not be located or there was something there that just could not justify the manpower and the resources that had to be devoted to tracking these individuals down,

Typically in criminal cases, Geller said, state police will fully investigate a criminal matter and then turn over its results to the commonwealth’s attorney to determine whether it warrants prosecution. “But because we had so many (voter fraud complaints) — and this was unprecedented — we approached the commonwealth attorney in the very beginning,” and a decision was made about whether to proceed before the investigation was completed. State police said 82 cases were not prosecuted in Richmond, where Commonwealth’s Attorney Michael Herring recently moved to indict 10 felons on charges of lying on registration forms during the 2008

election year. Elsewhere in Virginia, eight cases have resulted in an arrest in Chesterfield, four each in Mecklenburg and Nottoway, three in Fairfax, and one each in King and Queen, Loudoun, Madison, Powhatan, Prince William, Falls Church and Manassas, state police said. Most were charged under a state statute that prohibits making false statements on an election form, but some were charged with illegally casting a ballot. The majority of cases reviewed by The TimesDispatch that resulted in arrests in central Virginia involved felons who either illegally registered to vote or who illegally voted in the general election, or both. to involve someone who misrepresented his or her identity at the polls to vote. The 400-plus fraud complaints were forwarded to state police in September 2008, before the November election, by then Board of Elections Secretary Nancy Rodriguez. Authorities in several jurisdictions said the felons who were charged claimed they had been solicited to register to vote — despite their status as a felon — by people associated with voter advocacy or voter participation groups. The solicitors, whom police have not been able to identify, apparently encouraged the felons to vote by suggesting that new legislation had restored their fights to vote or their status as a felon would be resolved in some other fashion. “What that indicates to me, at least among certain

groups, is there is an active effort to subvert the laws of the commonwealth,” said Sen. Thomas Garrett, R-Louisa, who as Louisa’s former commonwealth’s attorney prosecuted two felons for voter fraud in 2009. In Chesterfield, the cases usually fell into three categories, said Chief Deputy Commonwealth’s Attorney Kenneth Nickels. The felons would say: “I was a juvenile when (convicted) and I didn’t think it could carry over; (the conviction) “was so long ago” it no longer mattered; “or somebody just told me that I could register and they would take care of getting my rights restored.” “I would say almost all of them voted,” Nickels said. Marsh III, DRichmond, questioned the timing of the release of the state police data after the voter ID issue has been debated by the legislature. “If that existed, why wasn’t that information available before the debate?” The data “doesn’t convince me of anything other than the fact that somebody is trying to create an impression that doesn’t exist,” Marsh added. Marsh also questioned whether felons being recruited by others to vote constituted election fraud by the the felon. “If someone tells someone that they can vote, and they believe it, and they present themselves and don’t change their identity, then that might be a mistake,” Marsh said. “But that’s not voter fraud in the sense that we were told that it existed.” Garrett, a strong proponent of the voter ID law and other election fraud legislation, believes the bill would have prevented felons from voting in the 2008 election had it been in place — combined with a companion piece of legislation passed this session that requires local registrars to purge felons or anyone else illegally registered to vote from voting roles several weeks before an election. Under that law, registrars are required to send prompt notice to anyone whose voting registration has been canceled and report to the local prosecutor’s office any registered voter who has made a false statement on his application about having been convicted of a felony. If that person then shows up to vote, “the only way to catch them is through the voter ID bill — should they come in claiming to be actually who they are,” Garrett said.

The state police investigation and subsequent arrests, Garrett added, “absolutely validates the need” for the voter ID law. Among the opponents, Del. Alfonso H. Lopez, D-Arlington, said during floor debate that the chances of being struck by lightning were higher than finding a case of voter fraud in Virginia. Lopez wasn’t available for comment because of his schedule, an aide said. Del. Jennifer McClellan, D-Richmond, another strong opponent, said she, unlike some of her colleagues, more specifically questioned whether there was any widespread evidence of people committing fraud by showing up a the polls claiming to be someone they’re not — “because that’s what the voter ID law is supposed to fix.” “If we have a widespread number of felons showing up to vote when they can’t, then the voter ID law is not going to fix that,” McClellan added. Manager Janet Page and her staff, have gone to great lengths to spruce up the store making it more attractive than it’s ever been before. The walls are now a relaxing blue. ‘We’re not quite finished with the painting,” said Page, “but when we’re through the store will have a totally different look.” When you walk in, you’re immediately drawn to the book shelves full of DVD’s and books located just to the left of the door. The displays are arranged to make it easier for clients to shop. With all the changes, the store has taken on a boutique like feel. As assistant manager Charlotte Bennett says, “We like it. One of his goals for Friday’s lecture was to let the pupils know “that there is this guy, there are people out there that really love art,” Sandstead said. “Art, as one philosopher said, is the technology of the soul. And just as we use iPhones and computers to make our careers better, to make our lives better, right, you can use art as the technology of your soul to make you a better person.” Sandstead told the

Randolph pupils that art “made me, I believe, a much better person.” “Art will make you say, ‘Awww,’” Sandstead said, which the pupils repeated with regularity during his presentation. “Art is better in person,” Sandstead added. Friday’s lecture was sponsored by the Randolph Elementary School PTA. PTA President Jennifer Phillips was in attendance. “I thought it was wonderful,” Phillips said. “He brought down the importance of details in life and art for the children

so they could pick one thing out that they can relate to and they take that piece of art with them through the rest of their lives. It makes it tangible. Things that they see in their schoolbook, pieces of history that they’re learning about are reflected in art because it preserved that memory and this way it makes it more tangible for them. They see the importance of the art representing history.” A few of the pupils shared what they learned from Sandstead’s lecture. “Well I learned a lot of how

Lee Sandstead bills himself as “the world’s most fired-up art historian” and Friday at Randolph Elementary School he lived up to that billing. Sandstead, 39, gave an art lecture to about 250 pupils in grades three through five. He told the pupils that “art can inspire you to do things.” According to his website, www.sandstead.com/, Sandstead was the host of the Travel Channel’s Art Attack with Lee Sandstead from 2007 through 2009. For the past 10 years, he has developed a national reputation having lectured at The Metropolitan Museum of Art,the Chrysler Museum, The Walters Art Museum, the Smithsonian Institution, New York University, Yale and Harvard. Prior to Friday’s talk, Sandstead explained how he developed his passion for art. “I was in my early 20s and I just, I wanted to define who I was going to be for the rest of my life,” Sandstead said. “And you know, you hear growing up that art’s good for you. So in my early 20s I started to explore art. I heard a couple of really great lectures when I was like 24 and ever since then, I have been on a nonstop, 24-hour worldwide adventure to find and experience the world’s greatest masterpieces.” A resident of South Boston, Sandstead has developed a passion for photographing great artworks and uses the photographs in teaching his art history students at Averett University in Danville. One of his current projects is an iBook on cleaning the Mona Lisa, a masterpiece by Leonardo da Vinci that hangs in the Louvre in Paris. “Mona Lisa needs a bath,” Sandstead told the Randolph Photo by Ben Orcutt pupils. Elementary, was pleased with Sandstead’s lecture and how the pupils responded. “I thought it was fantastic,” Edmonds said. “The students reacted so well. Lee made so many cultural references to modern day to help them connect modern-day culture to artwork of the past. They were so excited. They were engaged and thoroughly enjoyed it. They were just totally focused, so I was very impressed with the whole presentation and I was impressed with how engaged all the Randolph students were also.”

Bulldogs remain unbeaten in James River District Wins over Knights, Raiders highlight week’s action By Jim Ridolphi Special Correspondent

Goochland kept its James River District record perfect last week with wins over Amelia and Buckingham. The victories secure the Bulldogs’ top spot in the district midway through the James River schedule. Goochland began the week with a 3-2 win over Buckingham and finished with a 1-0 victory against a stubborn Raiders team. Against Amelia it was a pitcher’s duel through four innings with both starters utilizing their best pitches. Hits were at a premium as Bulldog starter Austin Goyne went the distance, allowing only two hits and striking out 13 Raider batters. Amelia starter Scott Tennefoss wasn’t far off that pace, allowing only four hits in his six innings on the mound. The junior came up just short

game of the season,” Goyne said. “My change-up was a little suspect but my curve and fast ball were working.” Bulldog coach Wes Farkas agreed. “Austin pitched well tonight and continues to get stronger. Goochland will hold basketball camp for boys

Goochland boys basketball coach Preston Gordon will direct a basketball camp for boys ages 8-15 on June 4-7 from 9 a.m. to noon. The camp will take place in the GHS gym and Gordon will be assisted by his staff and current players as well as former standout Goochland players and coaches. The camp will feature fun-

damental techniques, one-onone instruction, ball handling drills, shooting drills, a defensive work station, three-onthree contests, skills contests and guest speakers. Gordon has worked at basketball camps at Emory & Henry College, Stetson University, Pulaski County High School, Goochland Parks & Rec., Southwest Virginia

Prep league catching up with the Cougars Life for the Collegiate boys team in the world of high school tennis has changed without Max Schnur. With Schnur in the starting six for six years, the Cougars enjoyed unprecedented success on the court winning three consecutive Prep League championships and Virginia Independent Schools state titles in 2009 and 2010. Collegiate was the state runner-up a year ago. Schnur, who is winding up his freshman year at Columbia University, garnered numerous individual honors including VISAA player of the year three times. He was The Richmond Times-Dispatch player of the year in 2011. The current Cougars miss his results and his leadership. “It’s been different. Different vibes, but we’re definitely doing well even without him. A lot of people are stepping up,” junior Brady Straus said after the Cougars lost, for the second time this season, to rival St. Christopher’s (No. 3 in the T-D Top 10) in a 5-4 decision on Friday afternoon. The fourth-ranked Cougars are 8-3 overall and 1-2 in the Prep League. The other loss was to Potomac School, the team that halted Collegiate’s state title streak in last year’s final. The Prep League victory was over Trinity Episcopal, ranked No. 2 by the TimesDispatch. Despite Friday’s loss at St. Christopher’s, the Cougars are “pretty loose,” Straus said. “Our goal is Preps and states, and we had a good showing today. We didn’t win at the end of the lineup, but we did better than we did the last time against them, so it was definitely an improvement even without our No. 4.”

The Cougars were minus Turner Willett, who is out with a foot injury. Straus and No. 2 Michael Perel won their singles matches. Andrew Gnapp, Carter Hayes, Holt Walker and Nat Rogers logged victories for the Saints. Gnapp and Rogers won second-set tiebreakers after rolling to first set victories, and Walker rallied to win the last two sets 6-4 after dropping the first set. The match’s deciding point came at No. 3 doubles where Hayes and Rogers warded off Andrew Palmore and Andrew Reed 9-7. The Cougars held the lead in all three doubles matches at one point. “To beat Collegiate twice in one year is pretty amazing for us,” St. Christopher’s coach Richard Peyton said. “They’ve had our number for quite a few years.” The Saints (10-2, 4-1) had not beaten the Cougars in five years until this season’s first victory in March. St. Christopher’s also won the Woodberry Invitational by a wide margin over Collegiate. “It’s been a very good season for us thus far. We’ve been fortunate with the depth we have,” Peyton said. “In past years, we haven’t had as much depth. That’s what helped us win the Woodberry Invitational. That was really a huge win for us. I don’t think St. Christopher’s had won that in the last 20 years.” St. Christopher’s losses have been to Trinity Episcopal and Norfolk Academy. The Saints, led by seniors Harris Blair (No. 1), Gnapp and Walker, have collected victories over Douglas Freeman and Mills Godwin. “To beat these public schools, I’m really proud of that because usually they give us a pretty good whipping,” Peyton said. Conquest saw progress in the Cougars’ effort at St. Christopher’s. The four singles points lost “in the first match were not close. They were much closer this match. We were up in all three doubles. To be in that position is all I could hope for. They closed us out when they needed to,” Conquest said. “You have to hand it to St. Christopher’s, they have a good team. It’s going to be an interesting Prep League tournament.” Straus, as expected, has taken on Schnur’s leadership role. Straus won two Prep League and state singles titles at No. 2 and the No. 1 doubles paired with Schnur in both and is a two-time first-team AllMetro pick. Having regained his fitness after healing from a soccer injury last fall, “the past couple of weeks, I’ve been playing really well so I’m happy about that,” he said.

Among his victories are one over Potomac’s No. 1, and one Schnur did not accomplish: the Woodberry Invitational singles title. “Someone told him pretty quickly after the match. He’s been a good sport,” a smiling Straus said. Perel, who missed last year’s state final because of a back injury, is dealing with another injury that has him serving underhanded. That may seem to make him vulnerable, but he’s worked on it and can deliver serves with top spin, slice and varying pace. “It can be quite effective. It’s not that much of a disadvantage,” St. Christopher’s Peyton said. As Conquest noted, the Prep League tournament will be interesting with St. Christopher’s, Collegiate and Trinity Episcopal as front runners. All three teams should be in the state tournament as well,

although Collegiate is ranked lower in the state than usual at this point in the season. Straus thinks the Cougars can get hot at the right time and win both. St. Christopher’s

Peyton thinks the Saints have a good shot. “The guys are really enthusiastic. They are all very confident,” he said. “I just hope we stay healthy. That’s the key.”

PROJECT DESCRIPTION: TheVirginia Department of Transportation has applied for reissuance of a permit for the public VDOT I-64 Goochland Rest Area. The applicant proposes to release treated sewage wastewaters at a rate of 0.02 million gallons per day into a water body. Sludge from the treatment process will be removed by a contractor who is responsible for disposal to the City of Richmond WWTP. The facility proposes to release the treated sewage in Horsepen Creek in Goochland County in the James River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: nutrients, solids, organic matter. HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requester, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.
