As January comes to a close, Goochland County leaders are eagerly awaiting the delivery of the county’s new Capital Impact Model, a software package that should help solve a particularly vexing problem: how to accurately determine the impact a proposed development project will have on the county services such as roads, schools and public safety. When the Virginia General Assembly voted in 2016 to amend the laws governing the cash proffers that developers have traditionally paid to localities (see box, below), it didn’t take long for the impact of the change to reach the county Planning Office. In addition to restricting what developers could be required to pay for, the new rules also changed the way the county and the developsee Capital Impact Model > 3

What are cash proffers? By definition, according to Goochland County’s Planning Department, cash proffers are one-time voluntary payments agreed to during a rezoning to offset the proposed impacts from new residential development. Payments are per house, and only collected when each house is built.

When the case comes before the Planning Commission or the Board, Hunter explained, she or her colleagues often find themselves forced to state publically that the applicants have failed to address one issue or another, largely because the issue was not discussed. Several applicants have also felt the impact of the county supervisors’ hesitancy to decide on any rezoning cases as they wait for delivery of the Capital Impact Model. In recent months, four decisions on rezonings have been deferred until the new software

The new Capital Impact Model, which is being created by the Maryland-based consulting firm of TischlerBise at a cost of around $99,000, will allow the planning staff and the board to analyze rezonings on a case-by-case basis, said Hunter, and calculate the total cost to the county of a proposed development. Richmond on July 4, 1920, to Hervey Lewis Sr. and Carrie Lee Shackelford Blanton. Mrs. Louise grew up in Church Hill in Richmond, and was a graduate of John Marshall High School in 1938. It wasn’t long before her heart was stolen by Julian A. Hicks and they married on April 8, 1939. She was a member of Branch Memorial Methodist Church until relocating from Richmond to Greensboro, North Carolina in 1954. In 1982, Louise and husband, Julian, returned to their beloved Richmond to live in James River Estates in Goochland County HICKS until her final move to Georgia in 2000. Mrs. Louise soon became an active member of the Tucker First United Methodist Church in Tucker, Georgia, where she proudly held the position of telephone chairman for her Women’s Circle for 14 years. Mrs. Hicks was predeceased by her husband of 57 years, Julian A. Hicks; and her infant sister, Frances Lee Blanton; brother and his wife, Hervey Lewis Blanton Jr. (Anne); and nephew, Hervey Lewis Blanton III. She is survived by her son and his wife, Wayne Blanton Hicks (Joy);

four grandchildren, Traci Moore (Jack), Tamara Hicks, Michele Cerrito (Mel) and Shon Brown; and two greatgrandchildren, Julia Anne Hicks and Shelby Lyn Moore; and nephews, Charles Lewis, Blanton (Alice), Brian Hicks (Belinda); and nieces, Sherrin Lee Sledd (William), Judy Hicks Courtney and Barbara Jean Hicks; as well as additional great-nieces and nephews, and beloved friends. Pedestrian crossing planned for county’s Tucker Park As part of its commitment to providing Goochland residents with first-class recreational facilities, the county is moving forward on a footbridge for Tucker Park. The bridge, which is still in the permitting phase according to Deputy County Administrator for Operations Derek Stamey, will connect the two sections of

the park bisected by Route 522. Currently, those wishing to go from one side to the other must cross the highway, which at peak times can see heavy traffic. The footbridge will be built so that pedestrians cross under the bridge that connects Goochland with Powhatan. Tucker Park, located in Maidens, fea-

tures 36 acres of river access property, including 1200 feet directly on the bank of the James River and offers one of the few public river access points that does not require crossing a railroad track. Goochland quintuplets mark first year, continue to thrive

For Michael and Margaret Baudinet, life as the parents of 13-month-old quintuplets is at once exciting and exhausting, both an answer to prayer and a daily non-stop juggling act. From the day the Goochland residents welcomed their bundle of babies, they knew that they would likely spend the rest of their lives fielding questions from those curious about their fam-

ily. Good natured despite the whirlwind they often inhabit, they patiently answer the same ones again and again. No, they don’t really have trouble telling the babies — Ava Louise, Clara Catherine, Camille “Millie” Whitney, Luke Thomas and Isabelle Francis — apart. And, yes, they do the same things most other families do — going out to eat at the Cheesecake Factory, for example — it just takes a bit more planning. For the couple, handling media requests along with diaper changes and feeding schedules is just one more thing to which they have learned to adjust, and they appear to be doing it with aplomb. It was clearly evident, as the

children giggled and crawled happily around the living room of the family’s home last week, that life in the Baudinet household is the happiest of high wire acts. It certainly isn’t always easy, said Margaret, but she refuses to let the small things derail an otherwise good day. “I call it my ‘Good Enough’ jar,” she said. “It may not be perfect, but it’s good enough, and that helps get me through my day.” Asked if there was anything that had surprised them about the last year, Michael just laughed. “Everything is a surprise,” he said, smiling. “Everything is always changing. There is always someone doing something new — it’s a never-ending string of surprises.”

In less than two weeks, Goochland Free Clinic and Family services will officially open its brand new 60,000-square-foot facility, marking a new chapter for the organization and a truly great day for the county as a whole. Since it was created in 2007 by a merger between the Free Clinic of Goochland and Goochland Fellowship and Family Services, GFCFS has stitched together all

the resources it could marshal to provide the best possible care for Goochland residents with precious few options when it came to their health. For those of us who have always enjoyed the benefits of health insurance, regular doctor visits and safety nets to catch us when the unexpected happens, the idea of having to choose between visiting the doctor and buying a week’s worth of groceries is hard to fathom. The same goes for those who have never faced the horrors of domestic violence, or a sudden,

catastrophic health crisis with no insurance. For so many in our community, GFCFS has stepped in to fill those gaps, to restore people’s health and offer safety and shelter. Because of their efforts, many who would have gone hungry did not. Those who could have spent years suffering from treatable conditions did not. Most importantly, those who once had to wake up every single day thinking that they had no place to turn — that no see GFCFS > 11

It was always there and the first place we ran when we arrived at my grandmother’s house in Maryland. She lived on a small dead end street. Where the road ended, there was a huge wooden type fence that looked like it came straight out of a Western movie. On the other side of the aged fence was the field, a large expanse of land that had sat open for I suppose eternity, a rolling meadow of wildflowers, cows and endless possibilities. As youngsters, we were only

allowed to stop at the foreboding fence and watch, sometimes hoisted onto the rails by our father or uncle. We were much too little to confront a pesky looking bull that seemed much too interested in my sister’s red shorts than he did in my unsubstantial frame. Numerous visits and years later, the field remained untouched by the development that seemed to surround it on all sides. A new interstate highway supplied a new far boundary for the acres of land, but, for little ones, it was still a field of dreams. The cows and bull were now gone, and some enterprising farmer

had turned the land into a turf farm, a theory that seemed foreign to me at the time. Later we learned that some of sod from that very field was used to patch holes at Griffith Stadium in Washington, D.C., and later supplied the turf at RFK Stadium, also located in Washington. As pre-teens, we embarked on all sorts of exploratory jaunts to all corners of the field, always making a new discovery along the way. tracks, and brought him soft drinks and candy bars to cheer him up. It was a different time, to be sure. As we got bigger, the field became smaller, infringed upon by some new development or strip mall, but it still remained, sitting silent at the end of that street holding a lifetime of memories for the children who surrounded it. Even as a teenager, it was the first place I went when I visited by grandmother. Letters to the Editor Relay for Life 2018: Finding cancer cure remains a team effort Dear Editor, Did you know that the American Cancer Society is the 2nd largest contributor to cancer research in the United States, behind only the US government? That the research leading to the development of Tamoxifen, used to treat breast cancer and other cancers, was funded entirely by the American Cancer Society? That the first bone marrow transplant, performed in 1975 by Nobel Prize winner E. Donnall Thomas, MD, was funded by the ACS? I learned these facts, and a lot more, at an ACS Volunteer Leadership Conference I attended last November. I recently read in the Richmond Times Dispatch about an ACS report (Cancer Statistics 2018) indicating the overall cancer rate in the US continues to fall and that the mortality rate from cancer in the US has decreased by 26 percent in the past 25 years. Death rates for female breast cancer dropped 39 percent from 1989 to 2015. Death due to prostate cancer fell 52 percent from 1993 to 2015. Death due to colorectal cancer also fell 52 percent from 1970 to 2015. More people are surviving cancer every day, including many right here in Goochland County. This is wonderful, hopeful news. But, cancer is still among us. Too many people are still waiting and hoping for a cure; too many still lose the battle with this disease. That’s why we Relay! The 2018 Relay For Life of Goochland, sponsored by the American Cancer Society, will be held on June 15 and 16 at the Goochland Elementary School track. Goochland rallies, but falls to Statesmen By Billy Fellin Sports Editor

It was a battle between two of the top teams in the James River District on Jan. 22 at Goochland High School. The Bulldogs entered the game undefeated in the district and took on Randolph-

Henry, who had only dropped on district game. When the teams are as closely matched as Goochland and Randolph-Henry are, one bad quarter can be all it takes to have a win slip away. Unfortunately for the Bulldogs, that’s exactly what happened.

After leading the Statesmen early on, the third quarter saw the lead shift to RandolphHenry and the visitors wouldn’t relinquish it, despite a late rally from Goochland, in a 57-51 final. The two teams battled in the first quarter, with 3-point shots swinging the favor one

way and the other throughout the first frame. Goochland showcased its ability to hit shots at will against the Statesmen defense and carried that momentum into the second quarter, when the team went on a 7-0 run to take an 21-15 lead. At most, Goochland led by

six points after two successful free throws at 23-17. Randolph-Henry continued to pressure the Bulldogs, though and a 3-point play followed by a 3-point shot sent the game to halftime with Goochland guarding a onepoint lead. But then came the fateful

Goochland’s girls basketball team suffered a rare setback this season, as they fell to Prince Edward 45-36 on Jan. 15. Victoria Lopez led the Bulldogs against the Eagles with 12 points and 14 rebounds. The Bulldogs bounced back on Jan. 16 with a 54-36 win over Nottoway. Lanaysia Gonzalez scored 19 points and had 11 rebounds for Goochland in the win over the Cougars. Goochland’s game against Maggie Walker, scheduled for Jan. 19 but postponed due to the snow, will now be played on Jan. 31. The game scheduled against Madison County on Jan. 22 was cancelled. extend the lead to 10 points in the fourth quarter before Goochland mounted its comeback. After the Statesmen failed to complete a 3-point play, Harwood started an 8-0 Goochland run which closed the gap and swung the momentum back toward the Bulldogs. Quincy Snead was a big part of the run, as he hit a shot to trim the lead to five and was sent to the line for a pair of free throws just two possessions later. Snead hit the first and missed the second, but JaMel Allen was able to rebound and was fouled on the rebound to send him to the line. Allen repeated Snead’s performance, with Allen’s missed shot being quickly rebounded

and put into the basket to make it 52-51. The Bulldogs then sent Randolph-Henry to the line in the one-and-one, where they converted one of two, with the miss coming on the second attempt and the rebound going back to the Statesmen. But, Randolph-Henry was called for a traveling violation with 49.5 seconds left, a crucial turnover to give the Bulldogs life. “I thought we did a good job on our press,” Gordon said. “We haven’t worked on it much this season. It’s been there for us when we need it.” Goochland called in a play to Harwood after a timeout and he missed a shot at the 3-pointer, but the rebound went off a Statesmen player

and the Bulldogs retained possession. The Bulldogs called timeout to diagram the final play, which was off the mark, but Keiston Carter was fouled on a rebound and went to the line. However, Carter missed both shots, with the second being rebounded by Randolph-Henry. The Statesmen made both free throws at the other end of the court after a foul by the Bulldogs to seal the game for good. “I give credit to RandolphHenry,” Gordon said. “They came to play tonight and were focused … a little more focused than we were tonight.” The Bulldogs had a quick turnaround after their first

district loss of the year as they traveled to Buckingham on Jan. 23. Gordon said the team had a bad taste in their mouth after the loss, but would need to regroup quickly. “They’re going to have a chip on their shoulder,” he said. “We need to come out focused and ready to play. Playing at Buckingham is a tough place to play. We just have to be focused and determined. We’re going to make plays and the other team is going to make plays…it’s how you react to those is what matters.” After traveling to Buckingham on Jan. 23, the Bulldogs will host Cumberland on Jan. 26 in another James River District matchup.
