River Road bridge expected to reopen Oct. 23 By Roslyn Ryan Editor
Goochland residents who have detours for several months due to restoration work on the River Road Bridge will soon get some
relief. According to District 1 representative Ken Peterson, the bridge is expected to reopen to traffic on Oct. 23. Peterson shared the news during his scheduled Town Hall meeting last Thursday,
cautioning that some work will continue on the bridge. Peterson said residents could expect to see flagmen directing traffic on the structure while work is completed. The purpose of the $2.5 project, begun last spring, was
to replace the existing superstructure of the bridge over Tuckahoe Creek and complete additional modifications to the substructure. When it is in use, the bridge carries around 4,000 vehicles a day.
Dozens of Goochland residents living near the site of a proposed subdivision in the eastern end of the county are hoping an Oct. 19 public meeting will offer a chance to discuss what they describe as critical safety concerns about the project. The meeting will be held at 6 p.m. at the Goochland Baptist Church. Developers of the property, located in Centerville with frontage on Rockville and Manakin Roads, are asking the county for the rezoning of 98 acres in order to construct a 193-unit development of single family homes. Residents living nearby, however, have said that the increased traffic burden created by the project would pose a significant safety threat in an area that is already dangerous. In 2009, shortly after 22-year-old Justin Bumgarner was killed in a crash on Rockville Road, residents of the area met to voice their concerns about the road. Records they gathered then showed that 28 total accidents and three fatalities had occurred on that road since 2003. Richmond Symphony set to perform in Goochland Nov. 15 Contributed report
Holiday music will fill the auditorium of Goochland High School Nov. 15 as the Richmond Symphony Orchestra returns for its ninth annual concert. The performance, expected to draw as many as 1,000, is sponsored by MEDARVA Healthcare and hosted by the Rotary Club of Goochland. It’s the second year in a row that MEDARVA has helped underwrite the popular event. Erin Freeman, director of the Richmond Symphony Chorus, will conduct this year’s performance. The first half of the concert will feature pieces related to Halloween, Veterans Day and Thanksgiving. Following a brief intermission, the orchestra will perform traditional music of Christmas and Chanukah. Charities benefiting from the concert include Goochland CASA, Goochland Education Foundation, Goochland Free Clinic & Family Services, Goochland Rotary Foundation and the Goochland Family YMCA. “Our sponsorship of this holiday event reflects the very ideals of Rotary – ‘Service above Self,’ ” said Tom Winfree, the current president of Goochland Rotary. Tickets purchased in advance cost $20 for
adults and $15 for children under 18. There is an extra $5 charge if purchased at the door. Tickets may be bought online at www.goochlandrotary.com. They also are available from any member of the Rotary Club of Goochland.
Firewood for the needy Goochland Rotary Club is again delivering free firewood to the needy of the county. Many rely on the wood to heat their homes. The deliveries are expected to continue, as needed, through March. Those who wish to apply for firewood deliveries must register in advance at the Goochland Free Clinic & Family Services at 3001 River Road West, in Goochland. All applicants must meet certain criteria, including proof of income. Any surplus firewood that may be remaining will be offered for sale to the public. Proceeds support a variety of charities in the county. Richmond streetcars, African-American troops returning from World War 1 and cobblestone workers – these are some of the images and stories to be offered in Kitty Snow’s presentation at The Friends of the Rockville Library’s annual meeting at 7 p.m. Tuesday, Oct. 13. A local author and storyteller, Snow has written three books, including From a Richmond Streetcar, On the West Clay Line (Jackson Ward, Carver, & Newtowne), and Up & Down Church Hill (Images by Harris Stilson & Oral Histories from Church Hill, Shockoe, & Fulton) with a fourth book coming out this fall. Snow will share
images from her great-grandfather Harris Stilson’s collection and stories of life in Richmond when the streetcars ran. Stilson’s job was driving the streetcar but his passion was photography. His images of Richmond in the early 1900s offer a glimpse into the city’s past seldom seen before. He captured momentous events such as African-American troops returning from World War I and every day activities, including laundry wagons and cobblestone workers. Will you be the lifeline for victims of abuse? By Roslyn Ryan Editor
In recent years, thanks to several high profile cases involving celebrities and professional athletes, domestic violence and its devastating aftermath have been beamed into our living rooms. Who can forget the images of the pop singer Rihanna’s bruised and swollen face, photos that went viral after her 2009 assault by boyfriend Chris Brown, or the grainy video footage that showed professional football player Ray Rice striking his wife in February of last year? Several more incidents followed in quick succession, though it does little good to enumerate them here. In fact, while these tragic cases were certainly disturbing — and served to jumpstart a national dialogue on the subject of domestic violence — they didn’t always paint a full picture of what domestic violence looks like, and how it impacts the lives of victims. Like so many other things, domestic violence doesn’t always look like it does on television and in the movies. It isn’t always physical, and there are not always telltale signs. Victims are not always women who suffer from low self-esteem (though this myth, as many researchers point out, is

well established), nor are they always women. Domestic violence impacts women and men from all racial, social and economic backgrounds. And while the most often discussed examples of domestic violence are physical in nature, emotional and verbal abuse can be just as devastating to victims. As we mark Domestic Violence Awareness Month, let’s make sure that we understand what domestic violence is, how to recognize it, and how to help those facing it find the services they need. According to the National Coalition Against Domestic Violence, an average of 20 people per minute are physically abused by an intimate partner in the United States. During one year, this equates to more than 10 million women and men. For so many victims of domestic violence, not knowing where or how to get the services they need is the greatest barrier to breaking the cycle of abuse. If you know someone who is being victimized, or suspect a friend or loved one might be in trouble, help them find support (visit www.ncadv.org to learn more). Be the lifeline. We may never be able to end domestic violence completely, but we owe it to all victims to try.

Letters to the Editor Voters must examine numbers before voting for next County Clerk Dear Editor, This Letter is in response to Mr. Munson’s Letter to the Editor of Oct. 1, concerning the numbers being reported about the Clerk’s Office. Mr. Munson used the same numbers presented by the Clerk herself at the NAACP Debate on Sept. 24 of this year and accuses Mr. Flannagan of “fabricating numbers.” The fact is, all of the numbers being quoted by Mr. Flannagan are from published reports from the Commonwealth of Virginia and are fully disclosed on his website (www.keith4clerk.com) with links to all of his sources, all of the calculations, all of the reasoning and a link to contact him if anyone had questions on how he arrived at these complex comparisons. Every
time I’ve heard Mr. Flannagan speak he encourages everyone to go to his website and check his numbers. Mr. Flannagan could not be any more transparent. The plain facts are these. The Commonwealth publishes a report titled “Comparative Report of Local Government Revenues and Expenditures” for the express purpose of comparing the performance of government entities in the state, and says this in the opening paragraph. It is available at www.apa.state. va.us. According to this report for FY 2014, the latest available, Goochland’s Clerks Office budget was $546,855 and Powhatan’s Clerks Office was $341,812 for a difference of $205,043. The Comparative Report for FY 2015 has not been released, but the difference according to both counties latest budgets on p 87 is $215,089.00. Using the population numbers
in the same report, Goochland at 21,400 and Powhatan at 28,451, every Goochland citizen paid $25.55 for the Clerk’s Office whereas Powhatan residents pay $12.01. On Mr. Flannagan’s website (www.keith4clerk.com) there is a chart that compares Goochland with 11 other counties, and the results are similar. Mr. Munson also accused Mr. Flannagan of ignoring the State revenues and not understanding the state and county relationships, when in fact, the opposite is true. The $303,886 number used in Mr. Munson’s letter and also by the Clerk at the NAACP Sept. 24 debate only represents the portion of the Clerk’s Office expenditures that are paid directly from the County (i.e. the taxpayers). Absentee voting underway Contributed report
Absentee voting is underway for the upcoming General Election on Nov. 3. Qualified Virginia voters may vote absentee by mail or in-person. Registered voters must meet one of the 19 eligibility requirements listed on the Virginia Absentee Ballot Application http://elections. virginia.gov/Files/Forms/ VoterForms/VirginiaAbsentee BallotApplication.pdf to vote absentee. Qualifying reasons are located on the last page of the absentee application. Requests for an absentee ballot by mail must be submitted to the voter’s local registration office by 5 p.m. Tuesday, Oct. 27. Applications must be received by that deadline in
order to receive a ballot in the mail. Absentee ballot applications may be hand-delivered, mailed, faxed or emailed to their local voter registration office. Voters have until 7 p.m. Nov. 3 to return their completed absentee ballot. The full list of local voter registration office addresses can be found at http://elections.virginia.gov/. Virginia voters also have until Oct. 31 to vote an inperson absentee ballot at their local voter registration office. Local offices will have inperson absentee voting available each business day through Saturday, Oct. 31. Registration offices also will be open the last two Saturdays

In such a time, one is physically exhausted and emotionally drained, but your senses are in the moment. You are ill-prepared to deal with the many administrative tasks being thrust upon you. I found Dale Agnew to be compassionate, efficient and professional—all the things one would want in a public servant. Her staff, including a young woman who was in training, exhibited the same positive, professional attitude. neighbor to the south. What I see as most relevant is the total cost of personnel at the Clerk’s office. On page 87 of the latest Goochland Budget we see that Goochland residents paid $507,202 for FY2015 and, on page 87 of Powhatan’s latest budget, Powhatan citizens paid $291,823. That is a difference of $215,379. With all due respect Mr. Munson, that isn’t “fuzzy math,” it is factual data reported by the respective Board of Supervisors Budget Reports for Goochland and Powhatan. No amount of name calling or diversions can hide the fact that we as Goochland taxpayers are paying way too much for the Clerk’s Office. It‘s time to continue the work that was started in the 2011 election and bring sound management and business experience to our local government. My vote is for Keith Flannagan for Clerk.
Compensation Board, and is intended to fund the Clerk’s office. (This number can be found directly on page 41 of the latest Goochland County Budget Report and represents the majority of the revenue value of $241,226 shown in the latest Goochland County Budget Report, on page 87, for FY2015 at www.Goochlandva. us). By only using part of the cost of the office, Mr. Munson and the Clerk are trying to give the impression that the Clerk’s office generated significant revenues in FY2015 above operating costs when that is simply not the case. This tactic appears to me to be a diversion from the issues being raised by Mr. Flannagan. The bottom line is that the $303,886 is the portion of the FY2015 total Clerk’s office operating expenditures of $545,112 that must be paid for directly by Goochland County Taxpayers. The majority of Agnew displays the remaining balance is paid all of the qualities for through the State funding previously discussed. Sheriff and Clerk relationship would represent conflict Dear Editor, Having the Clerk of the Circuit Court married to the Sheriff creates perceived conflicts, actual conflicts, and potential future conflicts of interest. For Mrs. and Mr.
Agnew to both run for these offices is not without its problems; problems that have the potential to adversely affect the Citizens of Goochland County. A significant number of people in Goochland are afraid to show their support for Keith Flannagan for Clerk, even though they support him. They feel putting a sign for Keith on their property or speaking up for Keith will put them at odds with arguably the most powerful man in the County, Sheriff Agnew. On the other side of that coin, I have spoken to people that show outward support for Mrs. Agnew but have no intention of voting for her. A display of an Agnew yard sign may be a way to stay on the good side of the Sheriff. No one wants to be on the bad side of a sheriff. Unfortunately, that is where I have landed. The potential for future conflicts of interests is great. For example, if you are arrested by a Goochland deputy, the person who bears the ultimate responsibility for managing your file in circuit court will be married to the person in charge of the agency that arrested you. If you have a legal dispute with the Sheriff’s office, the Sheriff’s wife will be handling those files as well. Agnew is right choice to lead the Clerk’s office Dear Editor, I have seen many changes in Goochland County over the last 40 years and most of them have been good, but the old days were not bad either. We cared for the Court and all of the people who need the assistance of the Court, and we did it well. But times change, and now Dale Agnew is the Clerk of the Court, and she has learned how to serve the Court and all of the people. In fact, she is so reliable that I would have no hesitation having her attend to my own personal business affairs. I hope she is successful in November. Sincerely, Lee G. Recent community discussion was a great success Dear Editor, We want to thank the over 50 participants at our first community Film and Dialogue on Racism and Prejudice for a successful event. Along with citizens, leaders from our Board of Supervisors, Board of Education, Fire Chief, an elementary school and the NAACP also attended. According to the Feedback forms, many described it as “inspiring,” “glad I came,” and “everything I hoped for.” The facilitators used a special structure (www.conversationcafe.org) to create small group civil dialogues after the film. They were rated “excellent” and “very good” by almost everyone. We talked about our responses to the film and our personal stories that rein-

forced or changed our thinking and behavior regarding racism and prejudice. We even discussed what it felt like to talk with strangers about these topics. At the end we shared in the large group any new insights we had and what we thought of the Conversation Cafe model of dialogue. Two rewards for us were that almost everyone wanted to continue the series, and some citizens of Louisa County wanted to create a community dialogue there as well. We will provide a training for them and any others interested in facilitating future gatherings. Ask Fern Offering thanks when coach goes above and beyond Dear Fern, I am the mother of a wonderful eight-year-old boy who is good at just about everything he tries — except maybe for sports. Things that come easily for most kids his age —running, kicking a ball, turning a summersault--just seem to be a little harder for my little guy. He never lets this get him down, and he is very determined, so when he said
he wanted to play soccer last season my husband and I were thrilled. Fern, you might be able to guess what happened. Despite plenty of practice, including hours in the backyard with my husband, my son was obviously struggling to keep up. Here, however, is the truly wonderful part: Thanks to the world’s most amazing coach, my son was never, ever made to feel like he was anything less than a key member of the team. This coach made sure my son got
the attention he needed during practice and always found something to praise him for. There was zero tolerance for anyone treating him disrespectfully. Fern, my son knows he is not the most talented player on his team. But I have seen his confidence grow so much thanks to his coach’s treatment of him. Here is my question: My husband and I would like to do something nice for this coach to show our appreciation for all he has done, but we certainly don’t want it to seem as if we are trying to curry favor
with him to get our son more playing time. Can you offer some suggestion on the most appropriate way to say thank you to him for going above and beyond for our child? Dear Grateful Soccer Mom, You are so wonderful to want to express your gratitude to a coach who has made such a difference in your lives! You could go with the typical coach gifts such as personalized hats, shirts, hoodies, a photo album, duffel bag or mug, which I’m sure he would appreciate. But I’m more inclined to recom-
mend an even more personal gift that will only cost you your time. Why not have your son create a thank-you note? While you could enclose a gift card to an online store such as soccer. com,” I believe it would be just as meaningful to let this coach know in written form that his passion for soccer has been a game changer for your family and how truly thankful you are for that. You could have your son make a homemade card of pasted pictures of him and the coach or clippings of cute soccer icons to add on the page. Along with these visuals perhaps you
could make up a poem together and insert this in the card as well. I’ll offer an example: You’ve taught me how to kick, To learn how to score! You’ve been a good motivator, And helped my spirit soar! Now I know that I should never give up. Thank you, coach, for opening that door! School Notes School Superintendent thanks Sheriff’s Department after recent threat situation Goochland County law enforcement was stationed at several county schools last Friday morning after someone reportedly made a threat against a school. According to a statement released on the school division’s website on Friday morning, the school was aware of the situation but did believe that the threats were credible. “The safety of our students and staff is our absolute top priority,” said superintendent James Lane in the message. “Our law enforcement partners and the GCPS administration believe there is no credible threat at this time; Lane however to ensure the security of the school we will have additional law enforcement presence throughout the day.” The threats were reportedly delivered via social media, and were being investigated along with similar threats made in Colonial Heights. “I would like to thank our principals for their diligence in investigating this situation and determining that our schools were safe and that there was no credible threat to our students,” Lane said Monday. “Also, I must thank our Sheriff and his department for their support throughout the situation.”
Goochland County Schools raise $5,500 During Amazing Raise Campaign The Goochland County Public Schools (GCPS) partnered this year with the Goochland Education Foundation (GEF) to participate in the Amazing Raise campaign. School community members were called upon to contribute to the campaign, specifically seeking to have at least 50 individuals willing to wake up at 6 a.m. on the day of the annual fundraising event and contribute at least $50. Not only did the Foundation recruit the minimum number

of participants, but so many people contributed so quickly that GCPS was awarded the Early Bird Prize, doubling the amount contributed. “We are so thankful for the efforts of our school community,” said superintendent James Lane. “It’s humbling to know so many were willing to wake up early and selflessly give of their time and resources.” In total, the GEF raised $5,500 that will go directly to support the inspirational work happening in Goochland’s classrooms.
County schools awarded grant from Dominion ‘Solar for Schools’ program Goochland County Public Schools recently learned that their Dominion Solar for Schools Program grant proposal was selected from among more than 50 applications from across Virginia. The program is an instructional one and will provide the school community with a unique teaching and learning tool. “The grants committee saw this as an exceptional way to capitalize on a creative instructional opportunity while enhancing the division’s energy efficiency,” said Assistant Superintendent Steve Geyer. This project will help enhance the school system’s STEM program (science, technology, engineering, and mathematics) and integrates seamlessly into the division’s core secondary courses as well as the annual summer STEM Camp for students in grades K-8. “We are thankful for the work of those who serve on both
the grants committee and our energy conservation committee,” said superintendent James Lane. “We especially thank Richard Carchman and Adeeb Hamsey for their continued partnership that continues to reap tremendous reward for our students.” Equipment installation will take place on the campus of Goochland High School this fall, and students and teachers will begin to benefit from the opportunity within the next few weeks.
Local blogger Warwick honored for work reporting on schools, local government Goochland schools recently presented Goochland blogger Sandie Warwick with the VA School Board Association’s annual Media Honor Roll Award. The award, presented during the Goochland School Board’s regularly scheduled Sept. 8 business meeting, honored Warwick for her efforts to inform the community. “We are thrilled to present this award on behalf of the entire school community,” said chairman John Lumpkins. “Sandie is a tremendous asset to our community..” Goochland superintendent, James Lane, further commented, “I appreciate so much the courageous and respectful manner with which Mrs. Warwick shares information. I hope everyone will join us in thanking her for faithfully reporting both the triumphs and the challenges of the local schools and government.” Warwick has been a Goochland resident for over 20 years and has maintained her blog, Goochland On My Mind, since 2008.

he appearance of chrysanthemums is a sure sign of fall. Most of the plants that fill area garden centers in the fall are floral mums. They are carefully grown to produce dense blooms for fall, devoting more energy to blooms than roots. Slow to spread or naturalize, they will grow in our area but don’t always survive a harsh winter, although cultivars vary. Hardy mums, however, put out stolons, or runners, and spread year to year. Hardy mums often appear more daisy-like and typically overwinter even in the coldest conditions.

Caring for Mums Like most perennials, chrysanthemums begin to bloom in mid- to late summer. Mums are photoperiodic, which means they bloom in response to the seasonal shorter days and longer nights. For fall blooms, you should pinch back new growth in the spring, once the plant reaches about five inches, and continue to pinch back every two to three weeks until mid-July. Many gardeners use July Fourth as the cutoff date for pinching because it is easy to remember. Pinching creates fuller, less “leggy” plants. Mums shouldn’t be fertilized after the end of July in order 1-3PM to prevent frost damage to new growth later on. Mums require full sun and well-drained soil that has been enriched with compost. Mums planted in the spring will have more time to become established than mums planted in fall.

Other uses Mums are native to Asia and northeastern Europe. The plant was first cultivated as an herb in China in the 15th Century B.C. It remains significant in many Asian celebrations, including the Japanese Festival of Happiness. Certain
mums are used to make chrysanthemum tea. The plant’s leaves are steamed or boiled as greens in Chinese cuisine. One member of the chrysanthemum family contains pyrethrum, an extract which contains insecticidal properties. Soldiers in the Napoleonic Wars used the crushed flowers to
control fleas and lice. Today many products containing pyrethrum are sold as natural insecticides. According to “Mother Earth News,” pyrethrum is the strongest insecticide allowed under today’s National Organic Standards guidelines. Caution should be taken to avoid use around honeybees and beneficial insects.

Goochland had its threegame win streak snapped as a stingy Buckingham defense never allowed the Bulldogs’ offense to find a rhythm and handed the visitors a 35-21 defeat last week in Dillwyn. But that wasn’t the story. The real news came in the form of Knights running back
Leon Ragland who shredded the Bulldog defense for 330 yards and two touchdowns. “Ragland put on a show. He did a great job of just running straight ahead and getting the tough yards,” GHS head coach Joe Fowler said. “But his offensive line made sure that no one touched him until he was at the second level.” It didn’t begin well for the Bulldogs, as they took the
opening kickoff and sputtered on a three and out series. The Knights took advantage of their first possession with a 15-play drive that consumed most of the first period to take a 7-0 lead. They added two more scores in the second quarter, but Goochland made it a game when Calvin Martin scampered 61 yards for a score, making the score 21-7 at intermission.
The Knights added a quick third period touchdown, and never looked back as Ragland continued on an offensive rampage. When Cordell Mattox picked up a fumble and converted on a scoop and score in the fourth period, the Bulldogs were within two scores, but they wouldn’t get closer. Mattox was a bright spot for the Bulldogs, turning in
his best performance of the year, recording a touchdown on both sides of the ball. “Cordell played a great game on Friday in all three phases,” Fowler said. “He had several nice catches to go along with 12 tackles on defense and the scoop and score fumble return late in the game. He made four or five guys miss on the opening kickoff return as well.
It was Buckingham’s first win over the Bulldogs since 2004, and the Knights held Goochland to under 100 yards on the ground. Obituaries worked for the architecture firm of Wright, Jones & Wilkerson for the majority of his long career. He designed many of the buildings at James Madison University and William & Mary College, including the building he was most proud of, The National Center for State Courts on the campus of William & Mary Law School. Bill was a direct descendent of Patrick Henry and was extremely proud of his Scottish heritage. Bill enjoyed history, astronomy, the outdoors and was an avid fisherman. He loved his family, friends and his country and was always there for them. As a good friend once said, “Bill is a true Southern gentleman.” He
WILLIAM HARVEY FERGUSON William Harvey Ferguson, 88, of Henrico, passed away peacefully the morning of Tuesday, Oct. 6, with his daughter and beloved niece, Ramona, at his side. He was a widower-- his beloved wife, Anne passed away in 1978. He is survived by his daughter, Deborah Anne Ferguson; and numerous nieces and nephews. William, “Bill” to all who knew him, was born in Goochland on Dec. 14, 1926, the eighth of nine children. He proudly served in the U.S. Navy from 1944 to 1946 and was a member of the American Legion Post 215 in Goochland. Bill graduated from Virginia Tech in 1955 with a degree in architecture. of Goochland County, went to be with his Heavenly Father on Sept. 26, in Lordsburg, New Mexico. He is preceded in death by his parents Herman and Myrtle Good of West Virginia. He is survived by two daughters, one grandson, eight brothers and sisters, numerous nieces and nephews and close friends. He proudly served in the US Army from 1975-78 and the National Guard from 1979-84. He enjoyed the beauty of the outdoors, fishing, hunting, and archery. Later on in life his goals were set on serving his Almighty God. Graveside service will be held at the CulROGER ALLEN GOOD peper National Cemetery on Wednesday, Oct. Roger Allen Good age 61 formerly 14, at 11 a.m. with full military honors.
