A Midlothian man who initially gave law enforcement the slip after a harrowing high speed chase was eventually apprehended thanks to one piece of evidence he unwittingly left behind. On June 23, at 11:54 p.m., Corporal Gabe Maupin of the Goochland County Sheriff’s Office initiated a traffic stop on a Blue Ford Sweeney F-150 for speeding on West Creek Parkway. Although the vehicle came to a stop on the entrance ramp to 288 South, the driver sped off after being

Goochland County has been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada (GFOA). This award was received for the fifth year in a row, this time for the County’s Fiscal Year 2017 Comprehensive Annual Financial Report (CAFR). It represents the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. “Attainment of the Certificate of Achievement is a noteworthy accomplishment, not all counties get recognized with this award,” noted County Administrator John A. Budesky, “it demonstrates Goochland County’s ongoing efforts of transparency.” Judged by an impartial panel, the FY 2017 CAFR meets high standards, which include demonstrating a constructive “spirit of full

Brown Motor Parts, Inc. Arrest continued from >1 instructed by Maupin to exit the vehicle. As it turned out, the vehicle had been reported stolen out of Henrico County. Maupin immediately took off in pursuit of the fleeing suspect, who reportedly turned his lights off while reaching speeds of over 100 mph. The suspect cut across the median and changed direction of travel twice, then changed directions the third time by traveling in the wrong lane. The suspect attempted to exit Rt. 288 by using an on ramp and hit the guard rail before coming to a rest. He then fled on foot, disappearing into the brush and woods. Despite assistance from the Virginia State Police, Henrico Police Canine and Med-flight, initial efforts to find the suspect proved unsuccessful. Fortunately, a search of the vehicle revealed numerous stolen items from Henrico and Chesterfield counties, as well as one other key piece of evidence: a construction helmet bearing the suspect’s name. On Tuesday June 26, Isaac Zhenya Sweeney, 19, was charged with reckless driving, felony eluding, and possession of stolen property. On July 2, he appeared in the Goochland County General District Court and his case has been continued to July 23, 2018. He is currently being held at Riverside Regional Jail.

BOS hears update on new animal shelter By Roslyn Ryan Editor

As work on the county’s new state-of-the-art animal shelter and adoption facility nears the halfway point, it is the old shelter that is expected to be the focus of attention today. According to Deputy County Administrator for Operations Derek Stamey, crews could begin demolishing the building on Hidden Rock Lane, which has for years served as the county’s animal

shelter, as early as today. The former shelter’s demolition comes just a week after Stamey offered County supervisors a look at how work on the new facility, which officially broke ground last August, is progressing. Conceived as a unique public-private partnership, the effort to create a brand new, 14,000-square-foot animal shelter and adoption center on the site of the former cramped and poorly functioning facility has received tremendous community support. To date, the Goochland Pet Lovers, a non-profit founded to help raise funds for the project, has brought in over $1.5

million (see story, below). While Stamey noted that winter weather and recordsetting spring rains had led to some delays in the construction process — as had the discovery of an unexpected drain field on the property — he told supervisors that the project continues to move forward asnd is on pace to be completed in early November of this year. Stamey described the process as a true team effort between a number of different county departments, including the Public Utilities office, which was tasked with ensuring that the new facility has the proper sewer and electricity hookups to function optimally.

One recent success Stamey shared was the effort to move the animals housed in the former shelter to a temporary facility set up behind the gymnasium at the Central High School Complex on Dogtown Road. The temporary space, featuring office and veterinary exam space, a cat room, and kennels for 12 dogs, will operate on the same schedule as the former shelter (9 a.m. to 2 p.m. Tuesday through Saturday). “Everybody really came together to get this done under a tight timeline,” said Stamey, pointing out that the work done to prepare the space will pay off in the future if the

Goochland Pet Lovers has announced an “Over the Top” Challenge to put an exclamation point on their Promise Campaign to help fund Goochland’s new animal shelter. This challenge is made possible through the generosity of Weinstein Properties on behalf of two supporting organizations, the Virginia Museum of History and Culture and the Virginia Holocaust Museum. This challenge is an open invitation to donors, forever family members and the

greater Goochland community to join together in matching the $50,000 gift made to Goochland Pet Lovers by Weinstein Properties. “We are so thrilled to be connected to this important campaign through the remarkable generosity and leadership of Weinstein Properties,” said Jamie Bosket, President of the Virginia Museum of History and Culture. “We are proud of the many ways we serve Goochland residents, particularly students, and are so glad to now be an honorary part of the great progress of Goochland Pet Lovers. I hope many others will join us!” Sam Asher, Executive Director of the Virginia Holocaust Museum, noted that the museum is dedicated to expanding its reach into near-

by communities and proudly pointed out that Goochland County Public Schools has included field trips to the museum as part of its educational curriculum. “We are happy to build on this wonderful relationship,” said Asher. This challenge expires on Oct. 15, 2018. “With the new shelter scheduled to open this winter, we wish to assure that gifts to this challenge are included in our recognition displays at our grand opening,” said Wayne Dementi, President of the Goochland Pet Lovers. Goochland’s CASA program will be offering a training class in August for anyone interested in becoming a CASA volunteer. In 1977, a Seattle juvenile court judge concerned about making drastic decisions with insufficient information conceived the idea of citizen volunteers speaking up for the best interests of abused and neglected children in the courtroom. The Court Appointed Special Advocates (CASA) was created, and now there are CASA programs in all 50 states. Fifty years after Paul Simon and Art Garfunkel first crooned wistfully about young people setting off to “look for America,” I’m pleased to report that I have officially found it. Allow me to explain. Last week, I had the very good fortune to be in Washington, D.C., as the capital geared up to celebrate our

nation’s 242nd birthday. As my companions and I drove into the city, we gazed in amazement at the many monuments, the stately museum and federal buildings, and the wide, welcoming swaths of green space that offer residents and tourists alike an occasionally much-needed respite from a city teeming with all manner of activity. As many times as I ve been there, seeing it again is always awe-inspir-

That night we went to a baseball game, a perfect slice of Americana even without the proverbial helping of apple pie. Even with the spectacular fireworks show afterward, however, something was missing. This was American, to be sure, but not

“America.” After the game, as we filed out of the stadium and past the people hawking t-shirts and sodas, we decided to take our first Uber ride. Our driver was a wonderfully jovial man from Uruguay, who used the trip to explain everything we never knew about World Cup soccer. Had the ride been longer, I’d have liked to ask him what brought him here, but see America > 12

I began the process of writing this column early in the week, the first step of a process that first involves a thought, then an outline, then a rough draft of a column. With every intention of addressing the question of civility, or the lack of, in today’s public forums, and how recent events test our ability to determine what is offensive and what is not when it comes to discourse, I began that familiar routine. Now, civility is one of those subtle issues whose parameters are, at best, difficult to define, and, more often than not, the beholder defines the line. There’s also no doubt that what is acceptable behavior to some may seem totally civil, while the same action may deeply offend others. For me, the definition is no easier, but the ability to decipher just when someone has crossed that blurry line is best evidenced by my gut reaction. For example, when protesters showed up at Barack Obama’s rallies with guns strapped on their sides, the cringe factor was immediate and clearly defined. My first thought was there’s no place for this type of behavior in the America that I know and love. I got that same uneasy feeling when White House spokesman Sarah Sanders recently was asked to leave a well-known eatery in Lexington. My first thoughts affirmed an ability I depend on to determine when someone or something has gone too far when it comes to civil discourse. Realizing that Sanders regularly berates the press and attempts to diminish their important role in our society, does not diminish the freedoms she and her family have — a right to eat or gather anywhere in America, without repercussion or biased-based objection. In my original plan, I intended to address recent examples of uncivil behavior, including Maxine Waters’ call for obnoxious actions of harassment. It’s not my idea of civil disobedience to physically confront or harass political enemies, or those who don’t agree with a certain point of view. The plans changed when a gunman entered the Capital Gazette in Annapolis and killed five people whom I

consider my colleagues. Their deaths shed a whole new light on civility in America in 2018, and exposed a frightening environment where disagreement leads to life-altering outcomes. I’ve watched without comment as members of the press have been mocked, singled out for public harassment, and accused of unprofessional and biased reporting. The response has been somewhat unnoticeable, just the way it should be. It’s not the job of the press to defend a tradition of seeking answers to difficult questions, or respond to those who take pleasure in arousing the masses against the Fourth Estate. Learning more about the journalists who lost their lives doing what they loved only intensifies the depth of the loss. They were part of a collection of journalists nationwide who cover the news in their communities and offer

insight and oversight where none would otherwise be available. For every talking head featured on the 24-hour cable news cycle, there are tens of thousands of community journalists who work their beats or monitor their sources for news that is important, all in an effort to provide facts and scenarios that allow you, the reader, to make decisions on important issues. Community journalism is up-close and personal. Those five professionals exemplified that tradition, witnessed by the outpouring of compassion and sympathy displayed by the people who knew them best — their readers. My column on the lack of civility suddenly seemed trite and insignificant when compared to the loss of these dedicated newspapermen and women. gruntled politician’s unruly display are certainly items worth discussing, but not lifeending. The right for the public to know is an often-overlooked stalwart of our democratic process. Insightful reporters who speak truth to power and provide the only oversight available for the public to consider are an important element of that concept. The thousands of words that might have been penned by those five journalists are lost forever, but the spirit in which they performed their job is forever reinforced by their inspiring sacrifice. As for civility, any semblance of that was clearly not present in that newsroom. Even in the face of that disaster, the paper made its regular run the following day, a clear message to the resilience of people who are dedicated to something we all hold dear: The public’s right to know.

Post 201 got off to a rough start on July 5 against Post 175 at Powhatan High School. A six-run first inning for Post 175 built a lead that would not be threatened all game by Post 201 in a 14-1 win for a slaughter rule win for Post 175. “We came out flat today,”

coach Eric Mead said. “We certainly didn’t play to our best, we completely underachieved today.” Josh Dawson started on the mound for Post 201 and was having issues finding the strike zone. Three straight walks to the three, four and five-hole hitters for Post 175 resulted in a run coming across after the bases

were loaded. “My pitchers did well today,” Mead said. “They stayed around the strike zone. We just didn’t get some of the calls that we thought we should have gotten.” Two more runs in the inning would score on wild pitches to make it 3-0. Dawson was pulled in favor of Austin Nicholas, who got

two quick outs before giving up back-to-back doubles to Post 175, which brought in three combined runs to blossom the score to 6-0. Post 201’s usually-powerhouse offense was held largely in check against Post 175. Carter Mimmick led the bottom of the first off with a single, just one of three hits in the game recorded by Post 201.

Mimmick was stranded at first base, however, as two fly outs and a ground out ended the inning. Post 201 got its lone run of the game in the bottom of the second inning as Nicholas was able to shake off a leadoff double by Post 175 in the second to escape the inning with no damage. Nicholas worked a one-out

walk and scored when Jacob Beil hit a double to left-center, which allowed Nicholas to score all the way from first to make it a 6-1 game at the time. A strikeout and a groundout stranded Beil at second to end the frame. Post 175 added four more runs in the top of the fourth see Legion>9

Kemmerly wins age group, Hite second in Williamsburg Contributed Report

Triathlon season officially ended on July 8 for the Goochland High School Triathlon Club with the consummation of the Rev3 70.3 in Williamsburg. Whittled down from the original 12 club members to Garrett Kemmerly and Maben Hite, both athletes did a stellar job competing in the event. This triathlon covered a total of 70.3 miles, and consisted of 1.2 miles of open water swimming, 56 miles of biking and a half marathon of 13.1 miles. The swim was a difficult one. Starting at 6:45 a.m. at the Judith Stewart Dresser Memorial Bridge, the swim headed up-river 1.2 miles to the swim exit in the Chickahominy River. Sunrise made sighting difficult and the water was top choppy from a slight wind while the undercurrent was following the tide. The tide, moving in the opposite direction of the wind, made the turn buoys difficult to navigate. The 56-mile bike course was fun and challenging with

small rollers over the length of the course. The bikes exited onto Route 5 into Charles City County and followed meandering backroads until looping back into the Chickahominy Riverfront Park. By now mid-morning, the bike was bright and sunny with little surface wind. Over the course of biking 56 miles Hite and Kemmerly ascended 2,368 feet of climb, with lots of fast descents on the backside. The run course featured a two-loop out and back on the Capital Trail, making for a great spectator experience. Relatively flat, the run featured 385 feet of combined ascent over both loops. Because of the heat and sun both athletes executed runwalk strategies to accomplish their respective goals of finishing the race strong. Kemmerly finished first in his age group with an official time of 5:54:17. Hite finished second with an overall time of 6:33:59. Both athletes were grateful to coaches Jim McCaskill and Jon Wirsing, who had worked with them since February to prepare for the bike ride. The

athletes thanked Jay Peluso who generously offered open water swim simulations for them every week at the SwimRVA pool. Both Kemmerly and Hite graduated Goochland High School this past June and plan to attend Virginia Tech. Kemmerly plans to major in engineering, while Hite plans to major in business. Both athletes say they plan to join the Virginia Tech Triathlon Club and continue their endeavors to race a full distance Ironman race. Both of the athletes qualified for the National Championships in Miami in November, but their collegiate obligations will likely prevent them from competing. It was the second triathlon in the last two weeks for Kemmerly, as he participated in the Robious Landing Triathlon. He finished sixth in that race. Anna Kate Wirsing was first in her age group in that race, while Payton Harrigal was third, Anneliese Rogerson was also third in her age group, and Armandas Putinas was seventh in the 15-to-18 age group.

Beil rounded out the scoring in the inning with a sacrifice fly, which scored Agee and made it a 6-0 lead for Post 201. Post 201 continued to pour it on in the bottom of the fourth. Mimmick led off with a walk, followed by Jordan reaching with a single. Seal continued his hot night at the plate with a double, which scored Mimmick

and Jordan. Tommy Preston pitched well for Post 201, allowing just two hits in the first four innings. Over that span, he struck out four batters. He had six strikeouts in all. Post 137 had its big inning in the top of the fifth, scoring four runs to cut the Post 201 lead to 8-4. Seal singled to lead off the bottom of the sixth, followed by a walk from Dawson and Willis reaching as he was hit by a pitch.

Agee then singled, scoring Seal and Dawson to make it 11-4. “Adam Seal is a solid third baseman,” Mead said. “We moved him up in the threehole, which worked out really well. He’s barreling the ball up really good.” Seal powered the offense once again on July 7 on the road in a 14-3 win over Post 186. Seal had 4 RBIs on a grand slam in the third inning.

It was only then, on that ride back to the hotel, it hit me: Any true portrait of America must be able to hold everything I saw that I saw that night, from the monuments to the people finding ways to carve out a living in their shadow. What I’m trying to say is that most of what truly is “American” is the same thing that can be found just about anywhere in our country: it’s grandeur, sure, but it’s also grit, and hustle, and the kinds of things — and people — that get built when resources are scarce but ingenuity abounds. The things that truly make America are all around us, and, all due respect to Paul and Art, finding them isn’t all that hard. You just have to open your eyes.

Del. John McGuire, R-Henrico, recently visited DMV to be the first Virginia veteran to receive a driver’s license with the new veteran indicator. Having the word “veteran” appear on driver’s licenses or ID cards is a new option offered by DMV on behalf of the Department of Veterans Services (DVS), and offers a convenient way for Virginia veterans to prove their veteran status. A former Navy Seal,

McGuire was the patron of House Bill 737, which authorizes DMV to add veteran indicators to driver’s licenses and ID cards. The legislation became effective July 1, 2018. “This was a big team effort,” McGuire said. “We appreciate DMV working with the legislature to get this bill signed. With nearly one million veterans, Virginia is known as the most veteranfriendly state. We have much more work to do for our service men and women but this is a step in the right direction.

I’ve heard so much excitement about this new option.” Virginia veterans can apply to have the veteran indicator added to their driver’s license or ID card online or in person at a DMV customer service center. There is no fee to add the veteran indicator, but customers must pay the standard fee for an original or replacement credential which will display the veteran indicator. Animal shelter temporarily relocating Contributed report

On Monday, July 2, the Goochland County Animal Shelter temporarily relocated to the County’s Central High School Cultural and Educational Complex located at 2748 Dogtown Road, in Goochland. The temporary Animal Shelter will operate at the rear of the Central High School Complex until the new shelter is completed. Beginning on Monday, July 2, Goochland County Public Schools, with the support of the USDA, began providing free meals for kids and family enrichment activities at Byrd Elementary School, Monday

through Thursday from 11 a.m. until 1 p.m. The program will be closed on July 4 and 5 for the holiday. All Goochland families from all schools with children ages 4-18 are welcomed to participate.
