Resident urges board to uphold laws for Benedictine POD Bus parking plan could save county money By Jim Ridolphi Special Correspondent
Snatching victory from the jaws of defeat is an exhilarating occurrence, but one Goochland County resident said he is feeling the opposite effects of that phenomenon. River Road resident Andrew Thexton said he left last week’s Board of Zoning Appeals board hearing feeling like a winner, but quickly realized his victory was, at best, hollow in his opinion. The BZA did rule that a specific portion of Benedictine’s see Buses > page 8 Photo by Ben Orcutt

Survivor Day Workshop helps residents prepare for wide range of emergencies By Korey Hughes Special Correspondent
September is National Preparedness Month, and it’s important that your family has a plan in place to deal with disasters. On Saturday, Sept. 21, the Survivor Day Workshop will help Goochland residents to strategize for perilous situations. The upcoming seminar will be presented from 9 a.m. to noon at Goochland Elementary School at 3150 River Road West. Check-in begins at 8 a.m. The class is an installment of the Central Virginia Disaster Survivor Day observance that will happen in several localities in the region on that same day. Kathy Robins, senior planner for Central Virginia
Emergency Management Alliance, explained the Survivor Day Workshop’s objective. “It’s all about teaching residents of the region to be prepared for an emergency,” Robins said. So, what kinds of lessons will be covered during the workshop? Well, according to Robins, the course will help attendees to prepare for different types of unexpected events. “We cover topics like food and water safety, household safety, hygiene and planning with documents,” Robins said. “We also cover subjects for emergencies, such as fraud, home security and identity theft.” A representative from each household that registers for and completes the course will receive one free survivor kit. The kit will be a good start to a family’s emergency sup-
plies, and Robins said it also will include a copy of the regional citizen’s emergency preparedness guide. “We provide them with a basic kit,” Robins said. “It includes things like a poncho, gloves and duct tape.” “We also hand out a guide book. It’s a reference to tell them about what to do in case of an emergency.” Robins also mentioned that each family should have at least three days’ worth of food and water, with at least one gallon of water per person per day. Important documents such as insurance papers and prescriptions also should be kept handy. And, as Robins explained, special considerations should be taken for groups with special needs such as babies and toddlers, the elderly and pets.

“For the elderly, they have multiple medications, and they need sufficient quantities to get through three to seven days,” Robins said. “They also need to have emergency contacts, and they need to share them with a family member, so someone
knows what kinds of issues they have.” “With pets, you need to make sure that you have enough food and water for them, make sure that you have their shot records, see Workshop > page 4

OPINION: Editorial, Letters to the Editor
www.goochlandgazette.com
Letter to the Editor Writer: Iraq, Afghanistan wars tied to religion In Genesis 22:3, 12 and 16, God refers to Isaac as Abraham’s only son. God never said this because it isn’t true. His first-born son was Ishmael,
son of Hagar, and beginner of the Islamic religion. (See Genesis 16:3) Three times in Genesis 17 and 21 God promises to make Ishmael’s 12 sons into a great nation. Jews and Christians would like to forget Ishmael. I read that Islam is the world’s fastest growing religion.
In the 1995 “Gulf War,” the U.S. killed 110,000 Islamics to keep our oil supply flowing. Their families will not forget this. This may have brought on 9/11. The Iraq and Afghanistan wars are at least in part religious wars. Straughan Richardson Henrico

Free Clinic seeks recipes Contributed Report
The Goochland Free Clinic and Family Services invites members of the community to share their favorite recipes with the organization’s supporters and clients. Starting this month with applesauce, GFCFS will post a featured food item from its food pantry on Facebook and ask its FB friends and others to share their favorite recipe that uses the item as a main ingredient. The recipe that receives the most likes during the month will be printed for distribution to clients at the Food Pantry. The Food Pantry is looking for easy recipes that do not include exotic or expensive items, but include items that many clients
would be able to easily access. NOTE: The recipe must original or be properly credited to the original source and available to be used in a public forum such as the GFCFS website, GFCFS Facebook page, print and other forms for information distribution. Here are a few items regularly available at the food pantry: canned pinto beans, canned Great Northern beans, canned kidney beans, canned corn, canned green beans, pasta, condensed canned soup, macaroni and cheese, cornbread or biscuit or muffin mix, bread, and frozen meat (varies). Big Hoo-Yah Challenge tests participants’ sense of teamwork By Korey Hughes Special Correspondent
Fitness enthusiasts will soon test their endurances during the Big Hoo-Yah Challenge. The race event, which includes both natural and man-made obstacles, will get underway at 9 a.m. on Saturday, Sept. 14, at Westview on the James at 1231 West View Road in Goochland. John McGuire is the owner of SEAL Team Physical Training and the organizer of the Big Hoo-Yah Challenge. McGuire, who was a Navy SEAL E-6 for 10 years, explained the competition’s aims. “It’s kind of like a race with six-plus miles of team-based obstacles,” McGuire said. “It encourages teamwork and leadership, and there is nothing better than teamwork to bring out the best in people.” “I try to bring out things about the military during the race, such as teamwork and camaraderie. Sometimes, one guy is strong, and another needs someone to help them out.” 2013 marks the fourth year that the fitness challenge has been held at Westview on the James. McGuire said he is happy that he can bring it to Goochland because he enjoys the county’s wide open spaces. “One thing about Goochland is that it’s just beautiful out there,” McGuire said. “There aren’t all these skyscrapers, and I like being outdoors.” McGuire said that the Big Hoo-Yah Challenge is a fam-
ily-friendly race. In fact, competitors who are under 18 can run it with a participating parent, but McGuire said he recommends that younger racers shouldn’t be under age 15. And, what’s the story behind the event’s catchy name? Well, according to McGuire, it was inspired by a saying that he first heard during his time in the Navy SEALs. “In Navy SEALs training, they say ‘hoo-yah,’ ” McGuire said. “There are lots of definitions for it, but, really, it’s a meaningless expression.” “But, on any team, it takes everyone to win and one guy to mess it up, so if one guy is complaining or has a negative attitude, then everyone does. So, the SEALs say hoo-yah to keep up the camaraderie.” Proceeds from the event will benefit the Navy SEAL Foundation and One Team One Fight. McGuire said that people don’t have to participate in the Big Hoo-Yah Challenge if they want to donate those causes. He also described the terrain that people will encounter during the race. “What’s interesting about it are the views,” McGuire said. “There’s a nice lake that we run by.” “We run through the trails with some steep hills and some gradual hills. But, you can run uphill at your own pace.” Racers also will be treated to a post-race hose-down courtesy of the Goochland and Northern Virginia-based fire personnel. “Those guys are heroes too, and they come out there and help us out,” McGuire said.
“But, people crawl through the mud, and they really appreciate it.” By day’s end, awards will be presented for in several categories. They include the top three overall finishers, top three men’s teams, top three women’s teams, top three coed teams, top three masters teams, which include participants over age 50, top fundraising team for the Navy SEAL Foundation, best spirit award and best team name. McGuire said that members of the Navy SEAL Foundation will attend the award ceremony. He provided tips to help participants complete the Big Hoo-Yah Challenge. “Number one: Have a positive attitude because life is too short,” McGuire said. “Number two: Listen to your body and go at your pace.” “Number three: If an obstacle doesn’t seem safe to you, don’t complete it. Number four: You should drink water throughout the race, and stay hydrated.” “And, number five: Use teamwork and communication, because it will be an experience that people will never forget,” McGuire added. Online registration ends at midnight on Friday, Sept. 13. In-person registration will take place from 7 to 8:30 a.m. on race day. The registration fee for a team of three participants is $120 per person, while the registration fee for individual participants is $125 each. Buses continued from > page 1 Plan of Development (POD) guidelines were not adequate to address water runoff issues on Thexton’s property. “After the county was non-responsive to my concerns, after seven months of legal maneuvering by the by Goochland County attorney and Benedictine in delaying and avoiding the BZA hearing of my complaint . . . last Monday I was heard and the BZA ruled unanimously in my favor,” Thexton said. “For the county attorney and your staff to assist Benedictine in proceeding on the work on a POD, even though my neighbors and I had appealed to the BZA, has permitted damages to occur needlessly,” Thexton said. He told the Goochland County Board of Supervisors those deficiencies should have been considered long before any work was approved. The repercussions of that ruling were not immediately apparent, but Thexton’s wife quickly reminded him that victories are often best perceived in the eyes of the beholder. “Do we still have water under our house?” she asked.
Since the ruling, the county has contacted Thexton to schedule a meeting, their first response to his concerns in his estimation. “It’s about time for the leaders of Goochland County to put an end to the nonsense, the waste of staff time, the squandered taxpayer resources, and compel compliance with the applicable laws and regulations, as would be done with any other development,” Thexton concluded. Six months on the job, Goochland County Public Schools superintendent James Lane delivered a progress report to supervisors filled with good news. Unlike neighboring jurisdictions, Goochland students have been back in class for two weeks, and Lane said the opening went smoothly. The opening was among a list of 25 successes that Lane identified for the supervisors. “It’s an exciting time to be in the schools,” Lane said. For starters, there’s a new budget process in place for this year’s discussion. There’s also a new JROTC Marine program approved at the high school, and there are a number of new courses being provided in Goochland schools.
The system also will benefit from a $450,000 grant from Gov. Bob McDonnell that will reward expert teachers with a $5,000 bonus. Lane said $90,000 allotted for a new parking lot adjacent to the high school campus to park buses will not be necessary at this time. Lane said the school plans to park off-duty buses in the student parking lot. The new bus garage will open Sept. 25 with a ribbon cutting ceremony. “We want to try something different before we spend the county’s money,” Lane said. “We have a lot of empty spaces in the student lot. We’re not saying the $90,000 is not needed and we are asking that you reserve those funds for us.” Lane said he, the Goochland County School Board and staff have reviewed 200 of the system’s 300 regulations and policies since he arrived on the job. The School Board has approved new mission guidelines that better reflect the vision of the positive impact that the system seeks to make on its students. Lane also said a new honor system is being drafted for Goochland schools.

meeting where the board voted to defer a vote on the CUP until after the fall election. “That was a political victory for us, said Grapes. “We needed it deferred, he said, explaining that the board members could vote their consciences after the election was won or lost. To act before or after the election was a contentious issue at the time, with retiring District 5 member Jim Eads arguing that the supervisors should not postpone the vote until after the election and once done so then to delay the vote until the new board was seated in January 2012. Earlier in July 2011 the Goochland Planning Commission approved the CUP by a 6-3 vote after a lengthy public hearing. But last week the special nature of a military school in Goochland was evident as Grapes spoke with cadets changing classes, admonishing several to get their uniforms squared
away when he spotted a shirt tail hanging out, or talking with an individual cadet to encourage him to complete a task. Grapes said again, as he has all along, that the move to Goochland was crucial to maintain the viability of the school. “For us to remain competitive in the private school market we had to offer a holistic campus, he explained, calling the new site “a unique opportunity for an academic campus, with its nearby access to Route 288 a big factor. Private education is a business, said Grapes. “We had to grow or die. Sharing their location with the monks at the Abbey (two are part of the school faculty) also is a factor, said Grapes, drawing a military parallel to explain the importance. “When the leaders are out in front the battle is won, he said. “Without our spiritual see Grapes > page 10

Benedictine College Preparatory School started class last week — in Goochland County. Two hundred seventy-five cadets were on campus as headmaster Jesse Grapes took a few minutes from his busy day to reflect on how it came all came about. Grapes said the move to Goochland was only in the “concept stage when he became headmaster in 2010. But by the next year the process had begun, with Goochland County Planning Commission meetings, followed by Goochland County Board of Supervisor delays, elections and deferrals. In the end, a lameduck board approved a conditional use permit for the school in December 2011 by a 3-1 margin, all three yes votes coming from board members who would not be returning in January 2012. Grapes, a former U.S. Marine major and platoon commander in Iraq, said he remembers that night well. “Benedictine’s coming to Goochland! Grapes said he remembers then-District 3 supervisor and chairman William Quarles exclaiming after the vote, held in the old high school auditorium to accommodate the large number of attendees and speakers. building men of character and providing leaders when they were needed the most across our society and that tradition doesn’t change with this new campus,” he said. “It changes location perhaps, but that tradition doesn’t change with this new campus. The commitment of that tradition is only growing stronger from here.” Father Adrian Harmening, who has been associated with Benedictine for more than 60 years and has served as the school’s principal and is the head of the monastic order at Benedictine, gave the closing prayer. “Today we ask God’s blessing on this new site of Benedictine, which is a center of seeking, learning and teaching what is true,” he said. During the new campus kickoff celebration, alumni and current cadets spoke with pride about the special day in Benedictine’s history. “Oh, it’s a great day and it’s one we’ve been looking forward to for years,” said 90-year-old Andrew Metz of Richmond, a member of the Benedictine Class of 1941. Frank Wyatt, 86, of Henrico County and member of the Benedictine Class of 1944, spoke in a similar vein. “I wasn’t in favor of the move
side we’re just another military school. Being a Catholic military school is unique.” Grapes countered criticism that predicted that enrollment and alumni fundraising would suffer as a result of the move. With a freshman class of 66, Grapes said the school has maintained or gained enrollment during the recession years, whereas many private schools have seen declines. “We’ve done well in a difficult time nationally,” he said,

until I came out here and saw the facilities and what they’ve done,” Wyatt said. “I think it’s the right thing to do and I’m really pleased.” Doug Scheibe, director of advancement for Benedictine, said the enrollment for this year is 275 students in grades 9 through 12 at the all-male military school. Nate Poole, a 16-year-old sophomore from Midlothian, had the honor of accepting the American flag that the corps carried in relay fashion from the old campus and hoisting it up the
flagpole at the new campus. “I have a longstanding tradition of my family of everybody going to Benedictine and it’s definitely going to be hard and it’s different, but I think it’s truly good for the school, especially with the new technology coming in and a lot more being able to be done out here,” Poole said. “I think it should be good but I’m, of course, going to miss the old school.” Dressed in his football uniform, junior Julian Johnson of Chesterfield County sang the Star Spangled Banner at the cer-
emony before heading off to join his teammates in a game against visiting Woodberry Forest. “It’s the most amazing thing that I can do to help my country,” Johnson said of singing the national anthem. As the ceremony came to an end and the cadet corps dispersed, 14-year-old freshman Cole Parker of Henrico may have put the day in the most poignant perspective as he headed inside to put away one of the school’s flags: “Although the building’s changed, the tradition has stayed the same.”
adding that the school raised $3 million during the lengthy approval process. Move or no move, Grapes said his goal has always been the same: Improving the quality of education for the cadets. “What we do is important — where we do it is less important,” he said, while maintaining that the move to Goochland will “secure us another century of success in the Richmond area.” Did he ever become discouraged that the move would take place? “I never once had a doubt,” said Grapes, citing the favorable
outcomes to the procedural and legal challenges the school has faced so far. Reverting once more to his military background, Grapes recalled the standard Marine response expected of a recruit, which is a loud “Outstanding!” “Remain positive and focus on your mission and you will be victorious,” is key, said the headmaster. Still to come are the completion of a new practice athletic field and construction of a wrestling and weight training facility. And by December 2015
Grapes said he hopes to see the completion of a new $9 million gymnasium in time for the 50th anniversary of the school’s annual basketball tournament. The school held its first day of classes the Tuesday after Labor Day and a celebration of its opening in Goochland was held Friday before the football game against Woodberry Forest. The cadets marched from the old school in Richmond out to Goochland, where Virginia Attorney General Ken Cuccinelli addressed the gathering before the kickoff.

Revising dog laws a work in progress
Amending Goochland County’s ordinances regarding barking dogs and their impact on neighbors is — apparently — easier said than done. More than two dozen loyal dog owners turned out for a public hearing last week to express their distaste for revised measures, which they perceived as threats to their right to own and keep numerous dogs in a rural county. “I love my dogs and I like my neighbors. Don’t make me choose between them,” according to one resident who said no ordinance could replace the much simpler solution of neighbor-on-neighbor solutions. Many who spoke in opposition to the changes questioned the reasoning that prompted another re-examination of the county’s current code regarding noise. County administrator Rebecca Dickson explained the current ordinances are conflicting and, in some cases, unconstitutional. She said they did not offer complainants an avenue to seek resolution in cases of excessive noise due to barking dogs. Another speaker noted the existence of 226 kennels in the county, but that number could be misleading. Many owners of multiple dogs opt to purchase the kennel license because it costs less than tagging each of their dogs. Many of the residents said they maintained packs of dogs for hunting and said Goochland tradition established and protects their rights
ment is supposed to work. You’re supposed to listen to the people, listen to their comments, hear what’s on their minds, and then take that in to account as we are making decisions,” Peterson said. “If we don’t get it right it’s not because we’re not trying,” “The issues we’ve heard here tonight, quite frankly, some of the board members and staff members haven’t considered so it’s new information. This board is open to feedback from the citizens, no matter what channel they choose to use,” Peterson said. Sales reiterated the reason why the matter was being addressed. “The problem with the existing law, as expressed by our Commonwealth’s Attorney, it was constitutionally vague and unenforceable. That needed to be changed,” he said. There was an effort to give some parameters. As presented, the new provision would exempt service animals from the noise regula-

tions and would not apply to licensed kennels as described in 3-1 in the county code, Sales said. It’s a broad definition of the term kennel and would include most operations in the county. In addition, the process was simplified with the elimination of the two-party requirements for complaints. The new ordinance also would change violations from criminal to civil status with a $100 maximum accompanying fine. “The more certain you are with parameters, the easier you make it for a citizen to win a case,” Sales said. He said hunting activity would be protected. “That does not address some of the concerns you’ve heard tonight — the ones you’ve received from emails,” see Dog Laws > page 16

as dog owners. County attorney Norman Sales presented the supervisors with options, including a change in the definition of kennels or the exclusion of all established kennels in the county. He also suggested the current ordinance requiring two separate complaints before action can be initiated be changed to allow for one neighbor’s objection. Some speakers hinted that policy could be abused and promote vendetta type actions by neighbors who don’t get along well. “If you are in a subdivision, the two-person approach may be applicable. If there’s no one else in proximity, how does that one person get relief from a legitimate claim?” Minnick asked. Chairman Ken Peterson recognized that this matter would not be concluded at the Tuesday, Sept. 3, session. “This is the way govern-

Bulldogs run over Fork Union, 52-35 By Jim Ridolphi Special Correspondent
Three Goochland running backs combined for more than 500 yards of offense to lead the Bulldogs to a 52-35 victory over visiting Fork Union Military Academy last week. Jaylen Allen led the trio with 176 yards on 10 carries. David Dyer added another 119 and Taivon Fox was close behind with 94 yard on seven carries and another 121 yards in pass receptions. “I was really proud of the way these kids stepped up and played tonight,” Goochland coach Joe Fowler said after the win. After a slow start last week, the Bulldogs wasted no time getting their offense started against FUMA as they took the opening kickoff and drove down the field with a series of signature Goochland runs. When the drive stalled inside the visitors’ 10-yard line, Raleigh Marria booted a 15 yard field goal. The Blue Devils answered on their initial possession as quarterback Sam Allen led a ground-based drive that resulted in a touchdown when running back Rashon Torrence scored from 12 yards out to put FUMA up 7-3. Goochland was determined to stay out front, however, and responded with three more scoring drives in the first half. Allen was the first to strike for the Bulldogs – his 29-yard run gave them a 9-7 lead in the first quarter. He broke free for a 74-yard touchdown run in the second quarter. A twopoint conversion made it 17-7. After Calvin Martin scored on a 7-yard run just before half time, the Bulldogs looked to have comfortable 24-7 lead at the break.
But Fork Union was not going to roll over and play dead. After Allen got his third score of the evening on a 5yard run, the Blue Devils answered immediately with a 71-yard kickoff return to make it 38-28. The tit-for-tat scoring continued. After Dyer ran it in for Goochland from the 15-yard line, Fork Union responded with a 43-yard touchdown pass from Allen to Charles Clardy to stay within 10 points at 45-35. Fox got the final score on a 50-yard run to give to give the Bulldogs a 52-35 edge. The clock ran out before the Blue Devils could find their way back to the end zone. On a night when it seemed no lead was safe, Blue Devil coach Brian Hurlocker felt the final could have been closer. “I don’t know how many times we got in the red zone and ended up backed up to our 40-yard line,” Hurlocker said. “We fought and I’m proud of them for that, but we kept shooting ourselves in the foot.” After less week’s disappointing performance, Fowler liked the way his team stayed together after the Blue Devils came out and scored two quick second half touchdowns. “I was thrilled with the way our kids stuck together in the second half when they punched in two touchdowns and a 17 point lead was suddenly a 3 point lead,” he said. Fowler said he was also pleased with his wide receiver play, and noted that quarterPhotos by Jim Ridolphi back Reid Chenault showed Top: Goochland’s Jaylen Allen (8) had a breakout night in the Bulldogs’ 52-35 victory over Fork Union Military Academy Friday significant improvement. night with 10 carries for 176 yards and four touchdowns. Slow start trips up Cadets in home opener By Weldon Bradshaw Special Correspondent
Spotting a very good football team three quick touchdowns is no way to begin a Friday afternoon. That’s the fate that befell the Benedictine Cadets, however, in their first home game since the school moved to its new location off River Road in Eastern Goochland County. Woodberry Forest looked unstoppable early on, racked up two first-quarter touchdowns, pushed across another early in the second, then fended off an inspired effort after halftime to take a 21-7 victory at Bobby Ross Stadium. “We just didn’t finish some drives offensively,” said Benedictine coach Greg Lilly. “Penalties hurt us from a defensive standpoint.” Lilly saluted his opponent. “Hats off to Woodberry Forest,” he said. “They came out and executed early. We didn’t. It’s hard to come back from 21-nothing.” In the first quarter, the Tigers (1-0) ran 21 offensive plays for 171 yards. James Hewell, a 6-foot-1, 206-pound senior, scored on a 1-yard run 3:32 into the game

to culminate an 11-play, 73yard drive. After Woodberry stopped the Cadets three-and-out, the Tigers launched a penalty-riddled nine-play, 79-yard drive that ended when quarterback Hunter Etheridge found Christian Asher in the left cor-
ner of the end zone at 3:45. Two previous Etheridgeto-Asher TD passes on that drive were nullified by holding and illegal motion penalties, respectively. The Tigers held fast on the next series, then traveled 68 yards in four plays, the last a
48-yard sprint off the right side by Harold Minor on the first snap of the second quarter. “I was amazed how well we executed early,” said WF coach Clint Alexander. “With what happened and what we got, I thought it went well.”
Woodberry came at the Cadets (0-2) with many fresh bodies. Nine receivers caught 19 passes for 186 yards. Six backs rushed for another 200. Still, the home team refused to capitulate. Woodberry burned Benedictine on a 29-yard gain by Greer Martini on a fake punt on the next series, but the Cadets held fast defensively the rest of the way. The Cadets scored their lone touchdown on the second play of the fourth quarter when quarterback Bryce Hamilton connected with Scott Bracey
from 13 yards out to finish a nine-play, 63-yard drive that began when David Pilot recovered a fumbled punt. “The kids believed (in themselves) and fought for four quarters,” Lilly said. “We just need to clean some things up. We have to figure out our identity. Do we run the football or throw the football?” He challenged his defense to play fearlessly. “We don’t have enough guys swarming to the football,” he said. “I’m not sure if we’re tentative or nervous to make mistakes, but we’ll get it fixed.”

When Goochland’s James River District rival Bluestone visited for a girls volleyball match Thursday, the Bulldogs served the Barons well – so well, in fact, that the visitors struggled to mount a viable challenge to Goochland’s dominance as Goochland swept Bluestone 3-0. Goochland team remains
undefeated after three matches – two at home. “The girls played pretty well. Our defense was pretty scrappy, and our offense was hitting the ball pretty well. We just need to keep working on our strategies of when to hit and/or tip the ball,” said Goochland coach Jennifer Erixon. “Our serving continues to be a strong point for us.” With respect to serving, Goochland senior Mesa Willis
served three straight aces to open the first set. The Bulldogs never yielded the lead, building a 10-point lead before the Barons regained their composure. Bluestone gamely held on throughout the match, calling a quick time-out to swap players in an effort to try to switch momentum its way, but it fell to the Bulldogs 25-16. Bluestone then startled Goochland with aggressive play at the start of the second set,
taking early control and jumping out to an early lead. But the Bulldogs rallied with the help of key blocks by junior Meghan Edwards and well-timed substitutions by Goochland coach Jennifer Erixon. The Bulldogs got aggressive themselves, maintaining a brutal pace that ground down the Barons as Goochland finished with a 2517 victory. Both teams played with greater consistency in the
third set. Neither team good get much distance on the other until some key blocks by Bulldog players turned the match in Goochland’s favor. Sydney Alvis led Goochland with six assists, seven kills, and four digs. Carly Plummer added five digs, and six kills; Mesa Willis had three aces, seven kills, and four digs; and Jesse Leroy had 13 digs. Despite the dominating performance against Bluestone,
Erixon said the Bulldogs have room for improvement. “The girls are always up for pushing themselves to the next level, and now we are working on bringing the intensity and drive from practice into each game,” Erixon said. “We lost four starters from last year, so we have almost a completely different starting lineup. We are continually working on communication, teamwork, and trust among each other.”

Dog Laws continued from > page 11 Dickson said. “The board may want to change how kennels are approved going forward. Under the proposal, this would not grant relief to people wanting relief from kennels,” she added. Dickson suggested perhaps changing the licensing process or addressing the issue through zoning and land use ordinances. The board is scheduled to consider those changes in November. District 4 supervisor Bob Minnick said “the scales are
unbalanced” when it comes to someone who wants to seek relief from irresponsible kennel owners. “I’m struggling a lot with the broad exemption and the grandfathering element of this,” Minnick said. “Maybe there’s a way to have the broad exemption but narrow that a little bit in terms of location,” Dickson said. Minnick said allowing citizens to have a “pathway” to seek resolution doesn’t necessarily mean citizens will win those cases. “Just because you take something to court doesn’t

mean you are going to win,” Minnick said. “I think the discussion about a rural environment is good, but, at some point, we have to be able to address issues.” After wrestling with the issue for a couple of hours, the board decided to rework the proposal and take another try at approval at a later date. “There are some things I think we need to look at further,” said District 2 representative Manuel Alvarez. His colleagues agreed and voted unanimously to defer action on any of the proposed changes.

J. Sargeant Reynolds to sign new agreement Contributed Report
University of Richmond and two area community colleges will sign updated articulation agreements this month, assuring easy transition for associate degree graduates of the community colleges into bachelor degree programs at Richmond’s School of Professional and Continuing Studies (SPCS). Students from J. Sargeant Reynolds and John Tyler community colleges who have completed associate’s degrees in applied arts, arts and sciences,
or applied science and have a grade point average of 2.0 out of 4.0 from all college work attempted will be guaranteed acceptance to SPCS. Eligible transfer programs covered in the agreements include SPCS’s bachelor of arts in liberal studies and bachelor of science in professional studies, including human resource management, IT management and paralegal studies. “The local community colleges continue to be great partners in education for SPCS,” said James Narduzzi, SPCS
