The Board of Supervisors voted unanimously on Sept. 4, not to adopt a resolution seeking the VDGIF grant for up to $10,000 for human-powered boats and up to $25,000 for non-small powered hand launch boats, which would have required 25 percent in matching funds from the county. The Sept. 20 Goochland Planning Commission meeting promises to be a lively session, with two controversial items on the agenda likely to draw a crowd. Andrew Dykers, the 81-year-old owner of Orapax Hunting Preserve, is requesting a conditional use permit to operate a sporting clays range on four acres of his property on Route 6, just south of Dogtown Road. And Bellview Gardens, LLC is requesting rezoning of a parcel west of Mills Road for the purpose of constructing two medical office buildings. Both projects face strong opposition. Dyker’s CUP requests asks that he be allowed to operate a sporting clays range from 9 a.m. to 5 p.m. daily on a range located about a mile south of Route 6 on his property, where he has operated his hunting preserve business since 1987. But a multitude of signs opposing the range line Route 6 as far away as Goochland High School (two and a half miles) as one approaches the 672-acre hunting preserve entrance and also can be seen far up Dogtown Road, which runs into Route 6 near Orapax. In his CUP application, Dykers esti-

mates he would have five customers a week, initially, to shoot on his 10-station, 50round sporting clays course. His application states the noise level at the boundary of his property to be 75 decibels. “Only one person can shoot at a time,” because of safety reasons, explained Dykers in an interview last Friday. “My motivation is my customers want it,” said Dykers, who lives on the property with his wife Nancy. The business is man-

aged by John Small and Crystal Dykers. Dykers also maintains that shooting in the controlled environment of the sporting clays range, where clay targets are launched at various angles challenging the shooter’s shotgun skills, is the best way to learn safe gun handling techniques. Opponents are more concerned by the noise they say the range would generate.

EMS billing to begin in January By Ken Odor jodor@goochlandgazette.com

Goochland will begin billing for patients transported for medical care by the county’s Emergency Medical Service beginning Jan.1, 2013, as a result of an ordinance change unanimously approved by the Board of Supervisors last Tuesday evening. Called the Emergency Medical Services Transport Revenue Recovery Program, the ordinance establishes rates for transport ranging from $400 for Basic life support plus $8.50 per mile to $600 and the same mileage for the most advanced level of life support. “It’s designed primarily to bill insurance companies, said County Attorney Norman Sales during his presentation. “The ordinance makes it absolutely clear that no person shall be refused EMS service or an EMS transport due to their inability to pay for such service or due to a lack of insurance coverage, he emphasized. Uninsured patients would be billed, according to the ordinance, although waivers would be available when financial hardship could be shown. “We will be working to finalize our billing procedures in the coming months. Now that the 3rd party biller, MED3000, has been approved, we can work in conjunction with them to refine our criteria for these situations, said County Administrator Rebecca Dickson in response to a question from the Gazette on how financial hardship would be determined. The county has contracted with contractor MED3000 to serve as its billing

agent for the ambulance fees. MED3000 will receive 5.9 percent of net receipts collected for transport. Nevertheless, during the public hearing Sandra Warwick said she feared that some residents might not call for help out of concern they would be required to pay. “I’m scared to death that someone will be afraid that they will get a bill and not call 911 and I don’t know how to deal with that, said Warwick. But Goochland Fire/EMS Chief William MacKay, contacted Wednesday, emphasized that no one need fear being denied service due to lack of insurance or the ability. “That’s the most important thing to get across, said MacKay. “Call 911 when you

need to. MacKay said with the increasing cost of providing emergency services localities across the state are faced with two options, either a general tax increase or revenue recovery. Once in place, the program should bring in about $500,000 a year initially, said MacKay, equivalent to about one quarter of the Fire/EMS annual budget. Dogtown Road residents Linda and Joe Trice oppose the sporting clays range. Dozens of signs like the one below dot the neighborhood and up and down Route 6.

PC meeting continued from > page 1 Dogtown Road residents Linda and Joe Trice, who have lived at the same location for 33 years, said the noise would make it “impossible to enjoy your own land,” and recall the noise they say they endured when Dykers operated a sporting clays range in 1989-1991. Dykers closed the range when the county denied his application for a conditional use permit. “We lived through it back in 1989-1991,” said Joe Trice. Linda Trice said she arranged to have the signs made that now dot the area. Other nearby residents also oppose a sporting clays range at Orapax. “I live north of the property on Dogtown Road,” said Tucker Hill last week. “Maybe 1,000 feet from Orapax. I can hear every shot that’s fired over there during the hunting season.” Hill said he is a hunter and is not anti-gun or anti-hunting. “The big thing is the repetition of shots,” said Hill, who has lived on Dogtown Road for 37 years. He said he is okay with the hunting preserve because the shots are “sporadic.” Both Hill and the Trice’s also complained that many

of the yellow and red signs opposing the sporting clays range have been removed or stolen. Their other main concern is the possible effect on property values in the area. “The establishment of a sporting clays at Orapax would substantially diminish the neighborhood property values,” wrote Linda Trice in a list of opposition points furnished to the Gazette. At least one neighbor does not agree. Insurance investigator Larry Cadden, who has lived at 3800 River Road West near Orapax since 1990 called concern over land values “a bunch of hogwash.” Cadden said noise from the hunting preserve does not bother him and discounted the effect of a sporting clays range. “I’ve shot sporting clays,” he said. “It’s not that repetitious.” The public hearing on the Orapax CUP application is scheduled for 7 p.m. Sept. 20 at the Planning Commission meeting in the Board of Supervisors meeting room in the county administration building.

Bellview Gardens Medical’s rezoning request is scheduled to follow the Orapax hearing. It involves an application filed by Tom Kinter to rezone 2.7 acres from R-1 (Residential, Limited) to B-2 (Business, Limited) at the northwest intersection of Broad Street Road and Mills Road, entrance to the Bellview Gardens subdivision. At a July 12 meeting with Bellview Gardens residents, Kinter described the proffers that are being offered with the rezoning, which would prohibit any use allowed in B-2 zoning other than professional office buildings and financial institutions. Bellview Gardens residents were concerned about the additional traffic that Mills Road would bear if the project were approved. According to a transcript of the meeting, residents asked why an entrance and exit onto Broad Street Road was not provided for. Other residents expressed concern that the project would lead to development of property northwest of Bellview Gardens that would also be accessed by way of Mills Road. “We have received many positive comments, especially those related to the quality of the proposed office buildings, and we are looking forward to the public hearing on the 20th,” said Kinter Monday. Lisa Pumphrey, president of the neighborhood association, said Monday, “I shudder at the consequences of the county opening the floodgates of businesses seeing the opportunity and ease with which they can rezone residential neighborhoods to commercial use.” The Planning Commission public notice can be accessed at http://www.co.goochland. va.us/Departments/ Departments(GZ)/ PlanningCommission.aspx

ed the meeting held in the Board of Supervisors’ meeting room. They heard presentations by the local electoral board, which includes chairman Herbert R. Griffith, vice chairman Melinda A. Sledd and secretary Robin R. Lind. Goochland County Registrar Frances C. Ragland said the last day to register to vote in the Nov. 6, election is by 4:30 p.m. on Oct. 15, at her office at 1800 Sandy Hook Road. Absentee ballots can be cast from Sept. 24 through Nov. 3, with Saturday, Nov. 3 the last day that absentee ballots can be cast in person at the registrar’s office, which will be open from 9 a.m. to 5 p.m. Absentee ballots may also be cast at her office on Saturday, Oct. 27, from 9 a.m. to 5 p.m., Ragland said. Ragland said she will be conducting voting seminars at various locations prior to the Nov. 6, election on the following dates and times: Sept. 15, 10 a.m., Second Union Baptist Church and 2 p.m., County Line Baptist Church; Sept. 25, 10 a.m.,

Senior Connections at the Goochland Recreation Center; Sept. 30, 1 p.m., Emmaus Baptist Church; and Oct. 6, 10 a.m., First Baptist Church. Ragland said voters should receive new voter registration cards by the end of this month or early October. However, old registration cards will be accepted as long as all of the information is correct. “People need to make sure they’re going to the right precincts,” Ragland added, encouraging voters to read their new registration cards carefully. Perhaps the most profound statement about the Nov. 6, election was made by Lind. “There is no photo ID,” Lind said emphatically, imploring the audience to say it with him. “There is no photo ID.” Lind said there is no such requirement to vote in Virginia and added that the Virginia State Board of Elections has posted a video on YouTube outlining voter identification. Some of the forms of identification that will be accepted at polling sites, Lind said,

include: a voter registration card; Social Security card; valid Virginia driver’s license; valid Virginia ID card; current valid student ID from a Virginia institution; valid employee ID; concealed handgun permit; and a military ID. If this is your first time voting in a federal election, you must provide verification that you are who you say you are, Lind said. Providing false information is a felony and violators will be prosecuted, Lind added. Those who cast provisional ballots have until noon on Friday following the election to produce a valid ID in order to have their ballots counted, Lind said. Cell phones will not be allowed in polling places for conversation or to take photos, Lind added. In addition to voting for a candidate for president and vice president, Senate and House of Representatives, there also will be two proposed amendments to the see Election > page 11

GFWC Lee District officers, gather at the Farm Bureau Monday for a reception honoring new Lee District President, and Goochland resident, Pat Jeffress (member and past president of GFWC Goochland Woman’s Club). The GFWC (General Federation of Women’s Clubs) is the oldest and largest woman’s organization in the world, head quartered in Washington, D.C. From left to right are GFWC Lee District leadership team members: Hope Royer, Carol Outten, Judy Lee, Joy Matlowsky, Tricia Duvall, Sylvia Ellen and Pat Jeffress.

That’s the message Goochland County wants to send to all its residents after passing a revenue recovery ordinance last week that will allow Fire/ EMS to bill for transporting patients. County Administrator Rebecca Dickson and County Attorney Norman Sales took great pains to make clear that no one under any circumstances would not be transported just because they were uninsured and might not be able to pay for the trip. Goochland, like many other localities in Virginia, is just bowing to the reality of increased costs of emergency service and the fact that revenue is available to the county from billing for ambulance service (mostly to insurance companies). The argument goes that most folks already have health insurance that will cover some or most of the $400 minimum charge (plus mileage) for a trip to the hospital, so why not take advantage of this potential revenue stream? After all, most patients are paying for insurance for it already. Hanover instituted a similar plan a few years back with good results. For those who are uninsured and unable to pay, “soft billing” is the word, with promises to work out a system that will likely write off the costs of transporting patients for whom the fees would be a financial hardship. So don’t hesitate to call the ambulance . You will be taken care of.

Another 9/11 anniversary By the time this issue hits the street, the county and the nation will have observed yet another anniversary of the terrorist attacks of Sept. 11, 2001. Goochland Fire/EMS Chief William MacKay remarked last week that we’re now getting to the point that many youngsters have no real memory of the events of that tragic day, and indeed, as the years roll by the event will become a part of history. The impact of that day will recede into the past. But this year’s memorial ceremony is scheduled to include the unveiling of a monument at Company 1, Manakin, which will include steel from the Twin Towers to preserve the memory for all time. Look for a report in next week’s Gazette.

New superintendent? Also by the time this edition is delivered, a new Goochland County School Superintendent may have been chosen. School Board Chairman Beth Hardy said last week that she hoped the board would be able to vote at its Sept. 11 meeting on a selection. We’ll report that online. - Ken Odor

Commercial land is close by Bellview Last year the residents of Bellview Gardens strongly opposed the application from Goodwill Industries to rezone four lots that are part of the Bellview Gardens residential subdivision. The owners of those properties (who do not reside in Bellview Gardens) argued that Goochland County should encourage this commercial development and the revenue that it would bring to the County.

When the matter was heard by the Planning Commission, the commissioners voted unanimously against it. Because of this vote and the strong opposition, Goodwill withdrew their application a week before it was to be presented to the Board of Supervisors. Did Goochland County lose the revenue opportunity that the Goodwill project would have brought? No! Their facility is currently being built at the corner of Plaza Drive and Saint Matthews Lane – a much more

Greiner David Gerald Greiner “Jerry”, 67, of Gum Spring, died Tuesday, September 4, 2012 at Henrico Doctors Hospital in Richmond. Born in Lynchburg, March 22, 1945, he was the son of the late Ray Reynolds Greiner and Doris Clarkson Greiner. David retired from the Department of General Services for the Commonwealth of Virginia. He was an original participant in the James River Batteau Festival. Alongside his friends, he made many batteaus and

Letters continued from > page 6 appropriate location. In the hope of avoiding future attempts to shoehorn a commercial development into our residential subdivision, an amendment to the Comprehensive Plan was proposed. (In 2009 the 2028 Comprehensive Plan was approved by the Goochland County Board of Supervisors, who overlooked the “flexible use” designation that was erroneously applied to Bellview Gardens.) On September 15, 2011, the Planning Commission voted in favor of the amendment to change the designation to Residential R-1. On 11/1/2011, the Board of Supervisors voted to approve the Amendment. Despite the assurances we were given, we are once again faced with an LLC that has filed an application to rezone these properties to B-2 – allegedly

participated in the festival faithfully for ten years. He is survived by his beloved wife of 45 years, Bettie F. Greiner; his daughter, Carmen E. Greiner of Fredericksburg; his sister, Judy R. Delk and her husband, Bo Delk of Roseland, and 3 nieces, Kim Allmond of Stuarts Draft, Kerry Krycho of Colorado Springs, CO, and Tracy Corea of Las Vegas, NV. to construct two “Professional Office” buildings. Tom Kinter, representing this LLC, showed exhibits of the proposed buildings (at a required community meeting), and explained “voluntary proffers” that they would be used for medical and office space. In reviewing their application, I am baffled by the inaccurate statements and claims, as well as obvious attempts to circumvent truthful answers to the questions on the application form. Here is one of the more glaring examples. Question: “Explain the present unavailability of land in the community or adjacent communities zoned to permit proper location of the proposed use.” Answer: “Presently there is no undeveloped land in the immediate area that is zoned to permit the proposed development. ‘Immediate area’ is defined as the .22 miles to the east (to 288)

and .8 miles to the west (toward Ashland Road).” Note how “land in the community or adjacent communities” got narrowed down to “immediate area”, consisting of less than 1/4 of a mile to the east, and only 8/10 of a mile to the west. Extending the “immediate area” by another mile – (.8 to the east and approx. 1 mile to the west) – I counted at least a dozen commercially zoned properties for sale or lease – 4 on Plaza Drive, and 8 with Broad Street frontage – including 2 that are at median breaks (which Mr. Kinter repeatedly lists as an important factor in choosing the Bellview Gardens location. The residents of Bellview Gardens adamantly oppose the rezoning application, and any commercial project within our subdivision. It has been reported that other residential neighborhoods are watching closely – fearing that the sanc-

Funeral services were held Saturday, September 8 at Jerusalem Baptist Church, 994 Three Chopt Rd., ManakinSabot, Va. Interment church cemetery. tity of their own neighborhoods might not be secure. I have also heard that the owners of commercial property in the area – who have been paying commercial taxes on their properties for years – are upset at the idea that these properties have been taxed at residential rates for years, so the owners could benefit from the lower rates – until they can reap the benefits of getting them rezoned and sold as commercial properties. We are not opposed to commercial businesses in Goochland County. We just think that breaking up our neighborhood to allow realtors and builders to get a bargain basement price on residential property that they can then sell as commercial isn’t a good example for the County to set.

With the economy still struggling, money is tight for many homeowners. That reality can present a problem to those who want to improve their homes without spending too much money. The cost of a home improvement project depends on a host of factors, including the scale of the project and the availability of materials. Upscale projects like a full roof replacement will set homeowners back a substantial amount of money. In its 2011-2012 “Cost vs. Value Report,” Remodeling magazine revealed that the average cost of a such a project was nearly $38,000. However, a smaller project like a garage door replacement could be completed for fewer than $3,000. When deciding if a home improvement project is within your budget, it’s a good idea to consult such figures before choosing a project. For example, if your home is a fixer-upper, then one project may not be more urgent than another, something that may allow you to choose less expensive projects now while saving money for more expensive projects down the road. It’s also important for homeowners to know that figures such as those in the “Cost vs. Value Report” are just averages. Some projects might cost more than the average, while others might come in well under budget. To ensure your project is one of the latter and not the former, consider the following ways to trim costs off your next home improvement project.

wrong contractor, who might lack the experience of his competitors, might make empty promises that ultimately cost you more money via overrun costs. Find a contractor who comes highly recommended and is willing to provide references and show you his or her past projects like the one you’re hiring him or her undertake. If you hire the wrong contractor, the project may never be completed and you may find yourself in court, where the money you had budgeted for home improvements is being spent on lawyers instead.

Consider supplying your own materials If you diligently research your project, you should be able to buy the materials yourself, even if you plan on hiring a contractor to do the work. Some contractors mark up the materials as a means of padding the bill. If you research the project and learn about the materials you want to use, you can save a substantial amount of money buying those materials yourself and then hiring a contractor.

Don’t overlook recycled materials

Buying recycled materials is another way to reduce home improvement costs. Bathroom fixtures, doors, flooring, and lighting are just a few of the materials that are commonly recycled and resold at a fraction of the cost of new materials. Shop around for stores in your area or peruse the Internet for recycled Avoid the DIY movement if you materials. Homeowners undertaking a replacement don’t have adequate experience project rather than a remodel might even be eligible Many homeowners fall into the DIY trap, feeling for tax breaks if they donate their old materials. they can pull off a project without hiring a professional contractor. While this is an option for those Choose projects that provide more homeowners with home improvement experience, bang for your buck it’s an approach that’s best avoided by those without Another way to save is to choose projects that such experience. Homeowners who decide to go it provide a strong return on your investment. The alone on a home improvement project should know “Cost vs. Value Report” compares the cost of popular that mistakes are costly. One mistake could have you remodeling projects with the value those projects paying for the same materials twice: once when you retain at resale. If money is a motivating factor begin the project, and then again when you need to behind your project, choose a project that will get hire a contractor after your efforts didn’t work out. you the most money back at resale. Goochland Garden Club celebrates 75 years planting of trees and garden materials throughout the county. Club members have planted trees and perennials at the Rt. 6 county sign coming west from Henrico County and created a garden area in front of the newer Courthouse building. The club maintains these areas with weeding, pruning, mulching, and replacement planting. Over the years the club has also provided plantings at the elementary schools, the old and new high schools,

and the J. S. Reynolds campus. However, the Courthouse area has remained a central point of focus for the club‘s work. Pages of listings would be required to note all the trees, bulbs, mulch, benches, and work by club members, all donated to the county‘s residents with no interest in gaining credit. Many trees have been placed as memorials to charter or long-time members. A sampling of the various early projects would include:

• Watering, trimming, pruning, removing dead trees, fertilizing, and planting grass; and multiple replacing of trees and shrubs that succumbed to diseases and droughts at the Goochland Courthouse. Trees that died were replanted with red maples, pin and willow oaks, hollies, white ash, elm, magnolia, yellowwood and dogwoods. • 1940: planting rose bushes at St. Paul’s Church and see GArden club > 14

Contributed Report

When the Goochland Garden Club meets in September of 2012, they will begin their 75th year as a significant organization dedicated to improving the quality of life in Goochland County. The first meeting of the garden club was held on September 21, 1938, at Rock Castle, then the new home of Mrs. Igor Moravsky. Organized by Mrs. Moravsky, Mrs. Charles Giles and Mrs. T. D. Stokes, Jr., Miss M. O. Hobson took office as the first president of the twenty-nine ladies gathered from all areas of the county. Throughout its history, the club has met in many fascinating venues, one of which is the Courthouse green, the site of the September 17th meeting this festival year. The purpose of this club has always been to “encourage the knowledge and love of

gardening, to create awareness of the environment, and to promote the beautification of Goochland through education and conservation.” To this end, the group engages speakers on a variety of topics, including flower arranging and wreath making; outdoor planters; care of wild birds; and conservation of natural resources such as the James River, woodlands, and wildflowers. To encourage love of nature by young people, the club sponsors a youth from Goochland at Nature Camp each year. Throughout the early years, the club was instrumental in securing repairs to the Courthouse wall and walks. The original intent of the brick wall was to keep cattle off the courthouse green; the club sees its importance now to be of historical merit. Convinced that moving or tearing down the wall bordering the Courthouse

would destroy the historical integrity and the beauty of the Jeffersonian courthouse area design, in 1968-69 the club initiated efforts to save the brick wall. In fact, the garden club, up to that date, had been the “chief guardian and caretaker for the courthouse green for about 18 years,” said club member Mrs. C. A. Gathright, Jr., on the occasion of the 30th anniversary. One of the initial projects of the 1938 organization was to improve the county’s roadside yards by giving seed packets to residents who were willing to plant them. A prize was offered for the best flower garden. The club moved on to much bigger projects, one of which was the donation of more than 500 white pine seedlings to county residents through the annual Goochland Day celebrations. A third significant endeavor has been the donation and

POLITICS: Government, Elections

September 13, 2012

Election continued from > page 4 Virginia Constitution – one dealing with eminent domain and the other with the scheduling of General Assembly veto sessions. Sledd said voters should be familiar with the amendments before they arrive to cast their ballots. She said a good place to learn about the amendments is to visit the Goochland Tea Party’s website at www.goochlandteaparty. org. “No one within the polling place is going to be able to answer any of those questions,” Sledd said. Griffith said arrangements can be made to provide assistance to voters who have infirmities and for voters 65 and older who are unable to come inside the polling place, a voting machine can be brought out to their vehicle. “We have some serious

concerns about the number of individuals who will arrive at the polling place and be illprepared to cast their ballots,” Griffith said. Griffith urged voters to avoid the morning rush – polls will be open from 6 a.m. to 7 p.m. – and the officers of political parties to have their constituents properly prepared to vote. “We will be better staffed for this election than we were in 2008,” Griffith added. Lind drew laughter when a question was asked by an audience member concerning possible disturbances at polling places. Quoting Proverbs 15:1 from the King James version of the Bible, Lind said, “’A soft voice turneth away wrath; but grievous words stir up anger.’” Representatives from the Goochland Democratic and Republican parties said they thought the meeting was very informative.

“I think unfortunately in this election, people are scared that they have to have a photo ID and they don’t,” said Molly Payne, chairman of the Goochland County Democratic Committee. “People need to know that and this kind of thing is a great way to get that information out there straight from the horse’s mouth.” Republican Bob Gilliam agreed that the forum was a good idea. “Yes, I think it was very informative and I’m an election official in the Blair Road precinct and I learned something and several things that I hadn’t known before were clarified for me,” he said. In the 2008 presidential election, 85.1 percent of Goochland registered voters cast ballots, said Ragland, the highest voting percentage in the state. As of Sept. 6, there were about 15,600 registered voters in the county.

Habitat for Humanity of Goochland is well into construction of its 18th house at 3493 Lowry Road in Columbia. After clearing the site and laying the foundation, Michael Brooking, from the county building inspectors office, headed up a crew including his son Jason and a friend, Richard Young, to install the subfloor. They were followed by a large crew from the West End Church of The Nazarene, which, under the guidance of Wayne Dell, framed the house in two days in early June. They employed a new method of placing the roof on. Most of the roof was assembled on the ground and then lifted by a crane onto the walls. This was the first time a Habitat House in Goochland has used this technique and it seemed to work very well. Since then work has continued to put on the siding, paint and finish the inside, all with volunteers led by volunteer constructions bosses, Knight Bowles and Bert Henley, without whom these houses would never get built.

Heather Salmon, food pantry manager, stocks the sometimes close to bare shelves at the Goochland Free Clinic and Family Services Food Pantry. Food donations are down about 50 percent compared to last year.

For the second year The Community Foundation’s GiveRichmond.org will host The Amazing Raise, a 36- hour giving event that supports area non-profits including Goochland Free Clinic and Family Services. During the event, the more unique donors who give a gift of $50 or more to their favorite nonprofit, the greater the chance of that organization winning a bonus grant of up to $20,000. This year The Amazing Raise will run from 6:00 a.m. on Wednesday, Sept. 19 through 6:00 p.m. on Thursday, Sept. 20, 2012. The Community Foundation has committed a total of at least $100,000 to be distributed among winning nonprofits in the Greater Richmond Region. That generous award pool generates a friendly

competition among local organizations. Last year Goochland Free Clinic and Family Services (GFCFS) collected $6,729 during the event. Twenty-five hundred dollars of the total raised came from a special award grant, given to the 20 non-profits (after the top 3) with the highest number of unique donors making gifts of $50 or more. That award was even more special because it was secured by a few last minute donations that came in when the individuals realized that the organization was only two spots away from making the cut. “We were so close and I knew we could get it, so I posted the urgent plea on Facebook and sent an e-mail to our supporters,” shares Brennan Spoonhower, a marketing specialist with GFCFS. “I was sure that someone, somewhere who had not yet given, would take

that step.” “That kind of excitement and shared community is what brings in the donations during The Amazing Raise,” says Adair Roper, Director of Development at GFCFS. “It gives people awareness that they are a part of something real and their donation can make a difference.” This year, GFCFS will use the money raised to replenish their Food Pantry. Food donations are down statewide by about 50% compared to last year. Carol Dunlap, Director of Family Services says “that means when we go to the Central Virginia Food Bank we are only getting about 800 lbs of food when last year we were able to purchase 1500 lbs each week. We have to buy some foods at wholesale price, spending $700 a month versus $200 a month last year.”

F. Lascolette told her colleagues that while she is in support of the boat landing, she could not support applying for the grant, which she said would have stipulations attached to it. “Well in general, grants have a requirement to them,” Lascolette said following the afternoon session of the Board’s Sept. 4, meeting. “There’s a back end, something that you have to fulfill. If we can afford to do it ourselves, for example, the boat ramp, $10,000 or $15,000, why wouldn’t we do that instead rather than be tied in to someone else’s requirements?” If the Board had voted to adopt a resolution to apply for the grant, county documents say that conditions attached to the grant would include: Maintaining boat access for a minimum of 25 years; maintaining appropriate depths; free public access; a 12-month window to complete the project; provision and maintenance of signs, such as identifying the VDIGF; and maintenance of the boat ramp. authorize the use of handguns for hunting that are greater than ..22 caliber and that fire cartridges that manufacturers’ tables rate at 350 foot pounds of energy or more. If adopted, the amendment would subject the use of handguns for hunting to the same conditions and restrictions applicable to rifles larger than ..22 caliber. The Board also voted unanimously to advertise for an Oct. 2, public hearing consideration of adoption of a resolution that would grant Fredericksburg-based Lifecare Medical Transports Inc. a twoyear permit to provide interfacility transports that originate from the HCA West Creek Emergency Center. County documents indicate that the Fire Chief’s assessment of information provided by Lifecare is that the company is qualified to provide the service and that the service is needed to continue to maintain an adequate standard of emergency medical transport in the county. so. “I’ll have to wait and see what they want to do,” Johnson said following the afternoon session of the Sept. 4, supervisors’ meeting. “Those who have made payment plans, I would rather not see their names have to appear. So I would like to hold those out. But those who have done nothing, I have no objection. It’s legal to do it and if the Board wants me to, I will.” Johnson said other jurisdictions publish the names of delinquent taxpayers and Goochland has done so in the past. The consensus of the Board was to discuss the matter further at a later date. The supervisors also released the schedule of upcoming joint town hall meetings with the School Board. The schedule is: District 1, Oct. 15, 7 p.m., Byrd Elementary School; District 2, Oct. 20, 9 a.m., Goochland Recreation Center; District 3, Oct. 11, 7 p.m., Company 5 Firehouse; District 4, Oct. 24, 7 p.m., Company 3 Firehouse; and District 5, Oct. 25, 7 p.m., Company 1 Firehouse. Bulldogs hang tough in loss to FUMA Hackenburg shows he’s legit in 28-10 win By Jim Ridolphi Special Correspondent

On Friday night, Fork Union quarterback Christian Hackenberg removed any lingering doubts in the minds of those who questioned his Division I abilities. Hackenburg made plenty of believers in Goochland as his Blue Devils defeated the Bulldogs 28-10, handing them their first regular season loss since 2010. Hackenberg, a Penn State commit, ran for one touchdown and passed for a pair of scores to lead FUMA to their second win of the season. “I think we executed pretty well,” the 6’4” senior said. “There are some plays in my mind that I feel like we can improve on. Overall, I thought it was a good win.” The victory didn’t come as easy as the scoreboard might indicate. The Bulldogs played the talent-laden FUMA squad tough, especially in the second half. Goochland took the kick-

off and moved the ball well but eventually punted, giving Hackenberg and the FUMA offense their first chance. Goochland forced a punt. It was the Blue Devils defense that opened the scoring late in the first quarter when cornerback Tyron McDade picked off a Jordan Jefferson pass and returned it 43 yards for a touchdown and a 7-0 advantage.

The Cadets’ Corey Downey scored two touchdowns in the first quarter and finished the game with 36 yards on 12 carries. Woodberry’s Christian Asher finished with two touchdowns and 70 yards on 12 carries, while quarterback Hunter Etheridge threw for 87 yards and rushed for 36 yards. Coming off a four-touchdown performance last week made GHS running back Mitchell Brice a marked man. “Every time he moved, there were two guys going his way, so we used him as a decoy and a blocker,” said Goochland head coach Joe Fowler. Nathan Maddox, who led all Bulldog rushers with 78 yards, and David Dyer picked up the slack in the running game. Hackenberg recorded his first score of the game when he kept the ball on a busted play and scampered three yards for a touchdown. “It was a broken play, but there were some good blocks, and I got in,” Hackenberg said. On the ensuing drive, Hackenberg connected with wide receiver Roma Michael for a 10-yard scoring reception and the Bulldogs found themselves down 21-0 at the half. With many players going both ways for both teams, the Bulldogs showed renewed life in the second half. The defense put points on

the board when Bulldog linebacker Scott Pearce tackled FUMA running back Jeremy Bell in the end zone for a safety. But Hackenberg choked the life of a comeback early in the fourth quarter when he hit Chrystian Brown for a 25yard touchdown. “On the last touchdown, Christian made a nice throw, but Christian Brown made a great adjustment on the ball that put us up 28-2 and put the game out of reach for them,” said FUMA coach Mickey Sullivan. Quarterback Jordan Jefferson accounted for Goochland’s lone trip to the end zone when he scored on a 5-yard run in the fourth quarter. Wide receiver Nathan Adams made a spectacular reception to add the twopoint conversion, making the

final 28-10. “It was a great win,” Sullivan said. “Defensively, I thought we played well in the second half. Offensively, we’re not young but we’re new and we’ve got to get better to play the people we have to play the rest of the year.” Fowler said he learned something about his young team in the second outing of the year. “I’m so proud of the effort our kids gave in the second half,” he said. “They could have rolled over and started pointing fingers. They could have quit. Instead, they stuck together went out and tried to win the second half. We went toe-to-toe with a very good football team in the second half,” Fowler said. Goochland, in the midst of a challenging three game non-district schedule, will face another D-1 prospect when

Monticello comes to town this Friday. According to Fowler. JMU commit Jhalil Mosley will lead a dual threat offense and challenge Goochland’s young defense. “Not too many teams in the state are going to prepare for two Division I quarterbacks two weeks in a row,” Fowler said. “It’s tough on our defensive backs and I’m sure it gives Coach (Dan) Summitt an ulcer.” FUMA........................... 7 14 0 7— 28 Goochland................... 0 0 02 8—10 FU — McDade 43 interception return (McCormick kick) FU — Hackenberg 3 run (McCormick kick) FU — Michael 10 pass from Hack enberg (McCormick kick) G — Safety FU — Brown 27 pass from Hackenberg (McCormick kick) G — Jefferson 6 run (Adams pass from Jefferson)

Female future in NASCAR starts with the young Gender diversity is a long road By Charlie Leffler cleffler@goochlandgazette.com

NASCAR continually seeks new avenues to increase its fan base and recently the focus has turned towards a younger audience, not only introducing them to NASCAR but educating them on how they can become a part of the sport themselves. Along with the growth of interest in youngsters, the participation among females has steadily increased, but it still has miles to go before reaching the comparable 60-40 malefemale demographics of the NASCAR fan base. As little as two decades ago any female desire to be part of NASCAR faced a virtual glass door. Only 16 women have competed on the Sprint Cup level between 1949 and 2012, half of which raced prior to 1955. “It wasn’t long ago that women weren’t invited in the garage,” said veteran NASCAR driver Jeff Burton. “You didn’t see a whole lot of women in the garage. The ones that you saw were women that were working in public relations groups and things like that.” Burton recognized the groundbreaking presence of Janet Guthrie, who had 33 starts between 1976 and 1980, but he also pointed out she was an anomaly. “This was a man’s sport,” Burton said. “Young girls didn’t feel welcome I’m sure. If you have a young generation that looks into the garage and sees no women, you know something has to change.” Likewise, Burton said he felt that it took more than just Guthrie’s presence to make a difference.

Above left: NASCAR driver Danica Patrick, right, signs an autograph for a young female fan during race weekend at Richmond International Raceway. Above right: Nationwide driver Johanna Long talks with an ESPN crew member. Both Patrick and Long are part of an increasing female presence in NASCAR that starts with increasing awareness among young girls to future potential in the sport.

“You don’t just stop, draw the line and say everybody’s welcome and turn around overnight,” he said. In the 22 years after Guthrie, only five women have driven on NASCAR’s highest level. But that could be changing. While Danica Patrick has been the lone female driver to compete in the Sprint Cup in the last 17 years, since 2001, 13 women have run in the Nationwide Series and 18 in the Camping World Truck Series. While it is difficult to target exactly what led to change, it can be surmised with the growth and exposure of women’s talents in other sports, such as basketball, soccer and softball, more and more young women began to recognize their potential as competitors. But to match the recognition of ability, there needed to be young women with an interest to compete on the track. For Patrick, the most recognizable female racer today, interest in becoming a driver was actually sparked by a desire

to keep up with her older sister Brooke. “My sister wanted to race and I just didn’t want to get left out,” Patrick said. Patrick also benefited by the fact that her father TJ was a driver. “My dad’s been in racing my whole life, so it was really just something to spend time together on weekends and family and have a family activity,” she said. “It wasn’t for anything other than that and it kind of took on a life of its own. It was really just a family activity.” Likewise, 20-year-old Nationwide up-and-comer Johanna Long grew up under a similar scenario but admitted that her father Donald was reluctant to support her racing, at least at first. However, Donald’s resistance was due to the fact he was often on the road racing late models. “He didn’t really say no but he kind of held it off,” Long said. “When I turned 8 years old he was like, ‘Okay, I’ll slow down racing,’ because he was gone all the time. ‘I’ll slow down, I’ll do it.’ He finally let

me get into it and I’ve never looked back since.” But becoming a driver is not always inherent between fathers and daughters. Burton had no qualms about allowing his daughter Paige to race, but Paige felt differently. “I asked her a hundred times,” Burton said. “I said, ‘Do you want to race?’ ” Paige did not. “She didn’t care about it because she was a girl,” Burton said. “I think she just didn’t care about it.” However, it is apparent that more and more young women do not share Paige’s feelings. Even though she is not far removed from the go-kart ranks herself, Long has noticed a much greater interest among female drivers. “There’s a lot more younger girls getting into it now than when I started racing,” she said. “I don’t remember racing with any females and now they’re starting to come out and getting into go-karts and getting into late models. It’s really cool to see.” Burton said he believes the

solution to greater diversity in NASCAR down the road will derive from the young women of today. “No question, there’s several girls that race with my son (Harrison) and to me that’s the whole key,” Burton said. “We’ve got to have young women that are interested; 6-, 7-, 8-yearolds interested. You get them started early, because if you start when you’re 15, you’re way too far behind.” Patrick is often approached by young girls interested in becoming drivers and she always offers sound advice for entering any sphere of racing. “First off, I tell them, they want to be a driver that’s fine. If they don’t want to be a driver, then find what you like to do,” Patrick said. “That’s the most important thing. “If it is being a driver you just have to have a goal, have a lofty goal that you want and never forget it and just keep taking opportunities,” Patrick said. “Take opportunities to drive for different cars, drive for different people, drive in

different parts of the country. Don’t be afraid to try new things or new places. That’s how you get better. That’s how you learn and that’s how you stumble across the right person that notices you.” The current exposure of female racers such as Patrick and Long further opens the eyes of young women when it comes to their potential in racing. “I feel like a lot of people probably believe it now,” Long said. “They believe it because they see a lot of females out there doing it. You have Danica then you have me in the Nationwide Series and it kind of gives them hope for it because it’s hard to get to this level, it really is. Once you get there you’ve accomplished a lot.” Though there has been substantial growth in the area of attracting females and minorities to NASCAR, the next major obstacle is to remove such labels. see Female >page 17

High expectations for Goochland volleyball Bulldogs are building on last year’s success By Jim Ridolphi Special Correspondent

It’s hard to improve on a great season like the Goochland volleyball team recorded last year. Yet, with a solid 6-0 start, the 2012 team is certainly headed in the right direction. “So far this year, I have been more than impressed with the girls,” said head coach Jennifer Erixon. “I had a great turnout throughout the summer for open gyms and camps. It really shows their dedication to the program and their motivation to improve.” That progress is clearly visible in the team’s first outings of the season. “With every game we’ve played, the girls have continued to improve with teamwork, communication, and execution of their plays,” Erixon said. The second year has the luxury of experience as her starting lineup from last year returns for this season. “At the beginning of the season, it felt just liking picking

Female continued from >page 16 Burton feels it will be a long time before such drivers are thought of in terms other than their gender or ethniticity. One obstacle towards such equalization stems from the fact that some female drivers, such as Patrick, have gained their popularity by marketing themselves by gender. “She’s really put out there ‘I’m a woman.’ And that’s part of the whole thing about her,” Burton said. “She’s ‘I’m going to be a race car driver’ and ‘Oh, I’m a woman too.’ That’s part of the attraction about her. “We’ve got to get through

up where we left off from last year,” Erixon said. “They have continued to challenge themselves during each practice and match. This will definitely help with experience when we get in to our matches later on in the season.” Erixon is hesitant to single out players for recognition because it’s not her style. She prides herself on the team concept. “As always, it’s really hard for me to just pick a few “stand outs” on the team. Each girl on the team serves such an important role,” she said. Still, it’s hard to ignore solid returners like Christina Mills and Jordan Fleming, the team’s co-captains. “Christina has continued to improve with her hitting and all around play,” Erixon said. “Jordan’s tough serving has proven to be very valuable in our matches so far this season.” Taylor Scruggs and Jesse Leroy also return to anchor the defense. “Taylor Scruggs and Jesse Leroy’s defensive skills have improved a great deal from

last year,” Erixon said. “The two girls have outstanding ball control, and they always work to make sure the ball doesn’t drop.” Erixon noted Mesa Willis has improved in both hitting and serving, and Sydney Alvis will help on offense and defense. “Sydney Alvis’ setting is consistent, and her aggressive serving has and will continue to help the team this season,” Erixon said. Laney Kopczynski also returns for the Bulldogs and provides improved defense. The atmosphere is good for the Bulldogs as they set high goals for the season. As for those high expectations, Erixon said forget about it. “In my opinion, these girls will have no problem meeting everyone’s expectations for the season,” she said. “My expectation for them is to win the state title. Most, if not all of them, have the same expectation. As long as the girls continue to work hard and challenge themselves to always be better than before, the state title is within their grasp.”

Grabbing that title will require victories in an emerging James River District. “I’m only to assume that everyone has gotten better than last year, which is why it’s important for my girls to play to their potential each match,” Erixon said. Bluestone and Randolph Henry gave the Bulldogs the most trouble in the JRD last year. The coach is focused and hopes to transfer her confidence to her players. She knows what it will take to make a run at a title. “They are going to have to keep working together and communicating effectively, on and off the court, Erixon said. “They are going to have to be self disciplined when it comes to fundamentals, running the correct plays, and making the right game time decisions.” As for the mental attitude, it’s a good bet there won’t be a shortage of confidence on the part of the Bulldogs. “I fully believe these girls are capable of a state title, so I Photo by Jim Ridolphi am making it my job to make Christina Mills returns as one of Goochland’s top hitters for the sure they believe it as well.”

that barrier,” Burton said. “Now, I’m not saying she’s doing anything wrong, but certainly they don’t promote her the same way they promote Jimmie Johnson and they use her differently. They’ve used her being feminine and being attractive and they’ve used that as part of the marketing. And we’ve got to get through that too . . . I think that’s many years away.” For Long, racing has never been a matter of gender. “It’s not about being a female in the sport, it’s about having the dedication and the drive to be a driver. I am a female, but it’s something that I love to do and I’ve never looked at myself just as a female driver.”

However, marketing and sponsorship for any driver are simply not easy to come by in the current economy. Long is one such example. Even though she has proven herself as a driver and has a competent ML Motorsports team around her, on the track they cannot compete against funding from the likes of Hendrick, Gibbs, Penske and others. “There’s just not sponsorship dollars that there used to be,” Burton said. “If this was 10 years ago, Johanna Long would be in a good Nationwide team. There used to be development dollars. There were enough sponsors where we could convince sponsors to go take a

chance on a young driver -not spend as much money, get more in return. Today, because of the economy the way it is, we have to take experienced race-winning drivers and put the sponsorship with them because there’s not enough to go around.” At the same time, Burton said he feels women as well as minorities should be gaining support. “The sport is thriving for a female, for a minority,” he said. “It’s thriving for that.” In 49 Nationwide starts, Patrick has a fourth place finish and five top-10s. Long has 15 Nationwide starts in her rookie season and is currently ranked 19th in points.

2012 campaign.

Long made a clear statement on her talents in Richmond by qualifying eighth In the Virginia 250 then racing to fifth by lap 30. However, a bad pit stop dropped her back in traffic and led to an accident from where she finished 32nd. No female has ever won in NASCAR’s top three series, but such success is only a matter of time. Though often erroneously labeled as behind the times, no other professional sport provides such an even playing field as NASCAR. “There’s no reason why a female cannot be a successful race car driver,” Burton said. “You have the talent and you have the right group, you can be successful. It doesn’t matter

what gender you are, what race you are. It doesn’t matter. It is probably the most open of all sports to everyone although we don’t have any minority drivers in the Cup level. “It’s easy to say it’s not, but there’s no reason that we don’t have more women and we don’t have more minorities,” Burton said. “I still don’t understand why we don’t to be quite honest.” Times are changing with the growing interest among young women and the future of a female presence in NASCAR could be quite bright with drivers such as Carl Edwards,Jimmie Johnson, Ryan Newman, Jeff Gordon and Matt Kenseth all having daughters.
