child. Lane graduated from the University of North Carolina, where he took a master of arts in teaching and a bachelor of music in trumpet performance. He has a master’s degree in school administration from N.C. State University and a doctorate in educational supervision and administration from the University of Virginia. He has worked as a middle school band director and teacher, middle school assistant principal, principal and assistant superintendent. Responding to emailed questions from the Gazette, Lane said he would conduct a listening tour and then work with the board to revise the strategic plan. Lane said one challenge he faces will be completing a budget in a short time frame due to his December start date, “but I hope that my experience with developing school budgets will help facilitate an efficient, yet thorough process,” he said. Later in the week the new superintendent designee along with his wife and son attended the Employee Appreciation picnic at Hidden Rock Park.

Monument honors victims of 9/11 By Ben Orcutt Special Correspondent
Thanks to the Freedom Flag Foundation, Goochland County has piece of history to honor those who lost their lives on Sept. 11, 2001. During a remembrance event on the 11th anniversary of 9/11at Company One in Manakin, two pieces of steel from the north tower of the World Trade Center in New York – the first of the two towers that were hit on 9/11 by planes flown by terrorists – were unveiled to the public as part of a lasting monument to pay tribute to the victims of that fateful day. .“It’s an honor to have it here at the fire station,” said Richard Melito, a Goochland resident and founder of the see 9/11 > 10

Former Chairman of the Goochland Board of Supervisors William E. Quarles Jr. was honored for his community service at last Saturday evening’s NAACP annual banquet. The major fund raiser for the Goochland branch of the civil rights organization, the dinner was held, as it has been for several years, at the Quioccasin Baptist Church in Henrico County. Quarles, who grew up in Louisa and Goochland counties, graduated from Goochland High School in 1970, and took a B.S. degree in chemistry and biology from Virginia Union University in 1974. He and Ruth Bowles were married in 1980 and have two sons. Quarles attraction to the Bowles household was noted by Dr. James Bowles Jr., one of several county notables called to offer their reflections on Quarles’ life. “He came around the house to hang out but he wasn’t there to see me,” joked Bowles, who then in a more serious vein called him his brother.’ “That’s what he’s been to me all these years,” said Bowles. Elizabeth Nelson-Lyda lauded Quarles for his help in her work with the Goochland Education Foundation (GEF), of which he is vice-president. “I needed a mentor,” said NelsonLyda, calling Quarles “A fair man with compassion and balance,” who always stepped up when help was needed with GEF projects. Quarles taught school in Louisa and Richmond but settled on a career with Dominion Power, where he worked as a supervisor in nuclear chemistry and as an instructor until his retirement in 2011. All the while he was active in Goochland affairs, serving six years on the Goochland Planning Commission, two as Chairman and eight years on the Board of Supervisors, including three as chairman of that body. Quarles joked with the crowd that he had brought two speeches, a short one and a long one and when the attendees indicated they preferred the shorter, he

delivered a few brief comments. “If you can believe, if you can see it, you can do it,” said Quarles, who said that one cannot be responsible for their background but “we are responsible for who we become.” He closed by urging all to “tell the people you care about how much you care for them. I love you,” he told the crowd. Keynote speaker James E. Ghee, who followed Quarles to the podium after his introduction by Goochland NAACP president Sekou Shabaka, remarked, with a nod to Quarles that “It appears the keynote has already been given.” But Ghee, currently serving as Area 5 Chairman of the NAACP urged the dinner guests to use their vote while he
recounting the history of Samuel Tucker, a civil rights pioneer who sought to integrate the Alexandria, Va. library in 1939. Calling Tucker a “patriarch of the civil rights movement,” Ghee asked his listeners, “What decision have you made that would lift up the lives of all people?” and again urged his listeners to use their vote. The evening drew to a close with the parade of nominees in the King and Queen Contest, with the winner being Jordan Pace, 12, of Second Union Baptist Church, a seventh-grader at Goochland Middle School, who raised more than $5,000 for the NAACP.

Field Day of the Past to celebrate 20th anniversary Contributed Report
Field Day of the Past will celebrate its 20th Anniversary this weekend , beginning on Friday. This year the gate opens to some new exhibits including the Native American long house and mountain man camp and a 17th century“traveling woodwright,” and some long time favorites such as the tractor and truck pulls, arts and crafts, carnival rides and games, Robinson’s Racing Pigs and Paddlin’ Porkers and an expanded Civil War Encampment. Visitors can stop off at the Short Pump Grocery for a bottle of coke and a hunk of cheese and cruise through the Short Pump Garage where the work is ongoing on some the latest models of the cars – from the 1940s. Stroll through the Vintage Vehicle show where automobiles and trucks from yesterday will take you back to an earlier times, visit the smoke house where hams are curing over an open fire and stop off at the “Sugah Shack” where volunteers will be grinding sorghum cane and cooking it down to make sorghum molasses. A steam operated sawmill, diesel engine exhibits, a metal working shop and antique construction equipment demonstrations will also be up and

The Old Dominion Draft Horse and Mule Association will also be offering a parade of breeds and working demonstrations with these large animals throughout the weekend. These are only a few of the “happenings” at Field Day of
the Past 2012. Gates open at 8 a.m. each day and Truck Pulls will take place at 7 p.m. on Friday and Saturday nights. Goochland resident Ann Hunter McLean said she along with others felt there was a need in the community for a private, Christian-based alternative to public education and the decision was made to open Hunter Country Day School. The school started classes in grades K-5 on Aug. 27, in space it leases from Dover Baptist Church, located at 635 Manakin Road in Manakin-Sabot. “There seems to be a drift away from some of the educational practices that we feel are tried and true,” McLean, who is he head of the school, said during a recent interview. “We’re a classical Christian curriculum.” Hunter Country Day School has 26 pupils and classes are divided into three sections, McLean said. There are seven pupils in K-1; 10 pupils in the sec-
ond and third-grade section; and nine pupils in the fourth through fifth-grade section, she said. The pupils wear uniforms and attend daily chapel. “We’re really into building a solid foundation in the hearts and minds of our children so that they’ll be equipped for the challenges ahead,” McLean said McLean, 49, said the school is named for her father, Dr. James G. Hunter Jr., a retired Lynchburg radiologist. Tuition is $5,500 for kindergarten pupils and $6,000 per pupil in grades 1-5, she said. The staff includes three full-time academic positions, part-time instructors in Latin, music and physical education, and a part-time business administrator. McLean also teaches art. “No one’s making much at all,” McLean said. “I do not receive a salary.” McLean said her vision

public school. “I didn’t have a negative experience at Randolph, but I really wanted a Christian element to their education,” Miller said. “The critical thinking element of this curriculum I think is huge. I think it’s going to give my boys a competitive edge over general population public

Motorcycle enthusiasts ride for a cause Motorcycle riders from all over Central Virginia will show their support for Special Olympics of Virginia by raising funds for its efforts during an upcoming charity motorcycle ride. The Academy for Staff Development, which is the primary training facility for the Virginia Department of Corrections, will host the Riding for a Cause event in Crozier on Saturday, Sept. 22. Bill Southall is the accountant for the Academy for Staff Development and the organizer of Riding for a Cause. “They have the Olympics in June of each year, but they also have sports activities all around the area throughout the year,� Southall said. “But,
they have had the open ceremonies each year at University of Richmond, and some of our people that have been involved there at different levels.� The Academy has hosted the Riding for a Cause event since 2008. Southall said that he and his co-workers decided to do a motorcycle ride after their previous charitable activity, a car show, became too complicated to execute. “We had held a car show for about four or five years,� Southall said. “At one point, one of our employees suggested that we have a motorcycle run instead, and we worked on it and developed a motorcycle route that is about two hours long.� Each of the participants will draw a card at each of the stops. By the time the event ends, they will have drawn five

larly if the same supervisors and commissioners were still sitting in the same chairs. But they are not. And as one Orapax opponent remarked, after 20 years of denials, why another attempt to plant a range where one has repeatedly been thwarted? Well, it must come down to the simple fact that the players have changed and therefore the applicant hopes the outcome may be different this time. Should it be? Should a property owner be allowed to make what he thinks is the best use of his property to develop his business? Or does it impose an unfair burden and impact on his neighbors in the case of Orapax? And would the impact of a pair of office buildings next to Bellview Gardens truly have a grievous effect on the neighborhood and thus warrant a thumbs down? Or would approval send a message to developers that this Board of Supervisors is more amenable to bringing businesses to Goochland, even if it makes some residents unhappy. Stuck between a rock and a hard place, both the Planning Commission and the Board of Supervisors have a couple of tough decisions to make. What they decide to do in these two cases will go a long way toward showing what the consequences of last November’s election have been.

Letters to the Editor Couldn’t have made it without GFCFS help I wanted to tell you abut the Goochland Free Clinic and Family Services group. We all hear about the general things they do but never a really in depth side. My husband and I never dreamed we would be at the mercy of strangers. We both became disabled at the same time. We had to leave our home and move in with one of the children. We lost or sold everything we had. I had fallen into the gap area of Medicare. I knew we could not pay
for my insulin, which at the time I was taking 200 units daily. We were out of money and out of food. These kind people paid for my insulin. They ran to get us food and even gave us vouchers to get clothes. Not one time have they ever made us feel bad about our plight. They even let us get food once a week. Without them we would be beyond all hope. We stand in line every Thursday with about 100 people. They are not bums and moocher but people who just fell on into a bad spot who need someone to care and help get us on our feet. see Letter> page 7

Goochland held an Employee Appreciation Picnic last Thursday evening, with more than 300 employees and family members joining in the celebration at Hidden Rock Park. A highlight of the evening was the softball game between the county and schools team. No official score was available but it was generally agreed that schools prevailed. PC meeting should be revealing his Thursday evening’s Planning Commission meeting and its aftermath should prove revealing, in particular as to whether last November’s election, which so changed the composition of the Board of Supervisors, will have resulted in a change in policy. The two most contentious items on the agenda --Orapax Hunting Preserve’s Conditional Use Permit request to open a sporting clays range and Bellview Medical LLC’s rezoning request to allow them to build an office complex west of Mills Road at the entrance to the Bellview Gardens subdivision -- offer an opportunity. Two test cases, so to speak. The county could just find out if having a new Board of Supervisors with four new members makes a difference. Make no mistake, although we’re talking about a Planning Commission meeting, the composition of that commission is quite different than it was last year before the election. The current commission has seven members, rather than 10, and two of those members are “at large” appointees. This being a part of a process that is expected to result in a five-member Planning Commission next year, when several commissioners’ terms expire. After the resounding rejection of the proposed Goodwill store by the Planning Commission last year, one would not have expected another rezoning request so soon, particu-

Melito said the steel is from the 92nd floor of the north tower and that the plane that struck the tower crashed into the building in an area between the 89th and 94th floors. “It’s a piece of American history, which will be here as long as the firehouse is here and they were fortunate enough to have a piece of American history,” Melito said. The monument is a work in progress, according to John Waechter, president and past district chief of Company One and an employee of Loughridge & Company in Henrico who helped with the monument. Waechter said he and Melito and Rhett Townsend, who has been a volunteer at Company One for 12 years, designed the monument. The monument is the result of a community effort and will be enhanced to include all of the elements of 9/11, including the Pentagon and colored stones, Waechter said. Prior to the outside ceremony that featured the steel monument, a ceremony was held inside Company One, which was led by Goochland Fire and Rescue Chief William

The presentation inside Company One included a slide show and among the photos were several showing the airplanes hitting the World Trade Center and even one of a person who jumped out of one of the buildings. MacKay acknowledged that some of the photos were graphic, “But we can’t sugarcoat the events of that day,” he said. District 1 Supervisor Ken C. Peterson told the audience of roughly a 100-plus that he was working in New York at his office on Park Avenue on 9/11. Peterson remarked that on that day, he saw people helping other people that they normally wouldn’t give the time of day to. He also read a poem to those in attendance. “We are the people of one,” Peterson said. “We are united. We are America.” Board of Supervisors Chairman Ned S. He said his group’s goal is to build a 9/11 monument at the corner of Parham Road and East Ridge in Henrico by the 15th anniversary of 9/11. Riley, 38, of Midlothian, also is a member of the Freedom Flag Foundation and he brought his two children – 7-yearold Elisabeth and Luke, 3 – to last week’s ceremony in Goochland. Prior to the event, Riley and his children took a long
look at the portions of steel beams from the World Trade Center that are part of the 9/11 monument at Company One. “And this is a great way to remember the first responders and those who died,” Riley said. “I lost one of my best friends, Doug Ketcham. Doug was 27. He worked at Cantor Fitzgerald on the 104th floor and he was at work that day in Tower One, the first tower that was hit and he and I graduated from Midlothian in the class of ’92 and he was a University of Virginia graduate and was a bond trader for Cantor Fitzgerald. So I’m involved with the Freedom Flag Foundation to make sure that people never forget and to have a way to teach future generations what happened on 9/11.”

Seventh District candidates to debate economics at CarMax By Jim Nolan of The Richmond Times-Dispatch
Rep. Eric Cantor, R-7th, will debate economic issues with Democratic congressional challenger Wayne Powell on Oct.1 in an event sponsored by the Virginia Chamber of Commerce in partnership with local chambers of commerce. The debate will be held at CarMax headquarters, 12800 Tuckahoe Creek Parkway in
Goochland County. The debate is open to Chamber members and their guests; tickets are $25. Chamber official Ryan Dunn said the debate is open to chamber members and their guests as well as invited guests of both campaigns. Members must purchase tickets at $25 each. There will be media coverage. Longtime political analyst Robert Holsworth will moderate the hourlong debate,

Goochland suffers second consecutive loss Bulldogs fall to visiting Monticello 39-25 By Jim Ridolphi Special Correspondent
Monticello quarterback Jhalil Mosley entered last Friday night’s contest at Goochland boasting the kind of hype that only accompanies a Division 1 prospect. With the help of running back TJ Tillery and wide receiver James Banks, the 6’1” senior lived up to the pregame hoopla and only disappointed the Goochland fans as he led his Mustangs to a 39-25 victory over the Bulldogs. “Him being able to create plays in the air and on the ground makes us pretty dangerous,” said Monticello coach Rodney Redd. But according to Mosely, it was the Mustangs’ offensive line that deserved the most praise following Monticello’s (3-0) third win of the young season. “We’ll go as far as our offensive line can take us,” he said. “They opened the holes and we ran through them.” The Mustangs jumped to a 3-0 lead when kicker Josh Malm connected on a 27-yard field goal in the first period. Goochland fought back. Set up by a good kickoff return by Mason Engel and a big run by Michael Dyer, Bulldog quarterback Jordan Jefferson scampered in from 13 yards out giving Goochland a 6-3 lead. It was short lived. Tillery carried the load for the Mustangs on the next drive and put the finishing touches on the attack with a 14-yard scoring run. After the conversion the Mustangs led 10-6. The Bulldogs retook the lead when Mitchell Brice scored from 25 yards out, to put Goochland on top 12-10. Once again Mosley responded and reeled off a 72-

Redd said the victory was a “program win” for Monticello, and praised his players for their
focus and effort in the win. “The thing that I was most proud of tonight was the level of intensity we came out with,” he said. “We took it to them early and carried that momentum through the rest of the game.” Fowler made no apologies for a team that displayed a never-say-die attitude. “We had moments tonight when we played really well, and then we had moments where we had letdowns,” he said. “That’s the nature of having a team as young as we have. We dressed 13 freshmen and sophomores tonight and most of them got in the game. We don’t make any excuses. They made more plays than we did.” While Goochland (1-2) suffered its second consecutive home loss,Fowler scheduled top notch teams such as Fluvanna, FUMA and Monticello for a reason. “We could have gone
out and scheduled three easy wins, but we chose to schedule three good football teams,” he said. “We’ll be better for this down the road.” Jefferson and Brice combined to rush for 233 yards and three touchdowns and Saunders had eight tackles and two sacks in the loss. Majors take two in Collegiate holds off Benedictine 34-20 Dixie World Series Cougars’ RB helps knock off Cadets By Arthur Utley Richmond Times Dispatch

The Goochland Majors All-Stars made their second consecutive trip to the Dixie World Series and picked up two wins in 2012.
The 2012 State Champion Goochland Majors All-Stars represented Virginia at the Dixie World Series in Bartow Florida in early August and ended up finishing in a tie for 4th place. The team, comprised of 11/12 year old players, was participating in their second Dixie World Series (the team also won the 2010 State Championship Title and advanced to the World Series as 10 year olds), accomplished their goal of winning at least one game at this years’ event. The Goochland team opened up the double elimination tournament with a tough loss against Louisiana, who pushed a couple of runs across in the fifth inning to win 4-1. The loss set up an elimination game for the second day where the Goochland boys rallied from a 6-0 deficit against Arkansas, scoring five runs in the bottom of the fourth inning and two more in the bottom of the fifth to capture their first World Series victory in a thrilling 7-6 game. Goochland was able to keep the momentum going the next day, when they defeated Tennessee 4-0. This set up a game versus North Carolina, who was able to break open
a close 4-2 game and pull out the victory with a final score of 9-2. “We knew there was going to be some great competition at the World Series since all of the teams were State Champions” said Goochland head coach Greg Harlow. “We practiced hard for weeks getting prepared for the District and State Tournaments, and continued that effort all the way to the World Series. We kept emphasizing to the boys that it was going to require all twelve of them to play together as a “team” to achieve our goal, and it was a 12-man team effort in every game we played. “These kids play great together, they put a lot of effort into baseball, and it was a pleasure to see them get to enjoy the Dixie World Series for a second time,” Harlow said. “We want to thank everyone who supported the team and our fund raising efforts - it was special for the guys to know that so many of their friends and families were rooting for them, and it was an added benefit to know that they were able to follow the games live on the internet this year,” Harlow said. Every opponent knows about Collegiate quarterback Wilton Speight, his 6-foot-6, 227-pound Times-Dispatch AList frame and his ability to throw a football. Each week this season, opponents will learn about Cougars running back Noboru Kobashigawa, a 5-10, 195 senior who has received a lacrosse scholarship to Drexel University next fall. Collegiate’s home game against Benedictine on Friday was Kobashigawa’s third as a high school football player. He, Speight, a bevy of receivers and a defense that bent some, but didn’t break, teamed up to beat the Cadets 34-20. The Cougars (2-0) scored 27 points in the first 16 minutes. Speight connected on 13 of 28 passes for 213 yards, three touchdowns and an interception. His TD passes went to Joseph Edwards (17 yards), Noah Eziedzic (64 yards) and Jack Sutton (12 yards). “We had a chip on our shoulder. We wanted to prove to everybody that we are back. We came out with a lot of energy, put points on the board and caught them by surprise, but they fought back,” Speight said. Kobashigawa ran 19 times for 203 yards and scored twice, once on a 49-yard burst in the first half and from 7 yards out in the fourth quarter to halt a Cadets’ rally and clinch the victory. Kobashigawa moved to Richmond from the West Coast last year to focus on lacrosse. He’s a midfielder. When he gave up football as an eighth-grader, he was a left tackle.
“I felt like I’d be doing a disservice to myself if I didn’t get out here and play with my buddies,” Kobashigawa said. “They have showed me the ropes, and I’m having a great time.” Collegiate’s quick start is exactly what coach Mark Palyo wants from this year’s team. “We are trying to get this group out of the gate very quickly. When you’re going against a talented team, we need to go out and be able to attack them and be the aggressor. That’s one thing we definitely did in this game,” Palyo said. The Cadets (2-1) scored 20 unanswered points to narrow the deficit to 27-20 with 10:03 left in the game. Corey Downey (15 carries, 100 yards) scored twice, and quarterback Bryce Hamilton (transfer from James River) connected on a 97-yard pass with freshman Scott Bracey. Public Notice – Environmental Permit PURPOSE OF NOTICE: To seek public comment on a draft permit from the Department of Environmental Quality that will allow the release of treated wastewater into a water body in Goochland County, Virginia. PUBLIC COMMENT PERIOD: September 20, 2012 to 11:59p.m. on October 22, 2012 PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit – Wastewater issued by DEQ, under the authority of the State Water Control Board APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Goochland County, P.O. Box 10, Goochland, VA 23063; VA0092428 FACILITY NAME AND LOCATION: Oilville Wastewater Treatment Plant, 0.25 miles north of Route 250 and Route 617, Oilville, VA; PROJECT DESCRIPTION: Goochland County has applied for issuance of a permit for the public Oilville Wastewater Treatment Plant. The applicant proposes to release treated sewage wastewaters at a rate of 0.30 million gallons per day into a water body. Sludge from the treatment process will be removed by a contractor who is responsible for land application of the sludge or landfilling it. The facility proposes to release the treated sewage into Horsepen Creek in Goochland County in the James River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: nutrients, solids, organic matter. This facility is subject to the requirements of 9 VAC 25-820 and has registered for coverage under the General VPDES Watershed Permit Regulation for Total Nitrogen and Total Phosphorus Discharges and Nutrient Trading in the Chesapeake Bay Watershed in Virginia. HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requester, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.
