Planning Commission working on Dark Sky ordinance for county By Ken Odor jodor@goochlandgazette.com

District 2 Planning Commissioner Ty Querry said a vacation trip last year brought home to him the need for a lighting ordinance in Goochland. Querry said he and his two sons saw the Milky Way in a more primitive environment at Arches National Park in Utah. His boys wanted to know why it didn’t appear that way at home in Goochland.

“What are you going to do about it,” asked one of his sons, he recalled. Goochland has no current lighting ordinance, said Querry, although neighboring Powhatan and many other Virginia localities do. “We don’t want to be the light police,” quipped Querry in an interview last week. But he does want to see Goochland adopt an ordinance that will help the county retain its rural character while making clearsee Light > page 5

Goochland’s two farmers markets are winding up their season, with just another week to go in the case of the Farmers Market at Grace Episcopal Church in the Courthouse and two more weeks for My Manakin Market at

Centerville. By all accounts, the season has been a successful one. Last Saturday nippy weather did not stop shoppers from dropping in at the Farmers Market at Grace Episcopal. Sandy Oglesby and her husband were shopping at Byrd Farms tent, where owner Philip Stoneman had a

variety of produce for sale. “We’re here every weekend,” said Oglesby, who lives in nearby Holland Hills.“We’re glad to have it back out here at the church.” Over in Centerville, My Manakin market operator Lisa Dearden said see Markets > page 5

Goochland schools fare well in VDOE report By Ken Odor jodor@goochlandgazette.com

The Goochland County School Division was one of 34 divisions that met all federal annual measureable objectives (AMOs) in reading and mathematics, in a report released by the Virginia Department of Education last week. Ninety-eight divisions did not and 485 schools were directed to develop plans to raise the achievement of student subgroups that did fell short of the federal benchmarks. “We are very proud that Goochland is one of only 34 Virginia school divisions (out of 132) that had all of their schools meet or exceed state standards this year. It is a huge testament to the teachers and administrators who are dedicated to the success of all students,” said School Board

Chairwoman Beth Hardy. But Hardy said SOLs were only one measure of success and are the “minimum of what is expected,” adding that the School Board and administration are “working towards developing a more effective way to assess student growth in Goochland schools.” At last week’s School Board meeting, Assistant Superintendent of Instruction Dr. Stephen A. Geyer delivered another assessment of how county schools rate, as he presented a number of charts showing how Goochland schools compare with others in SOL success rates. For instance, Goochland ranked first in the region in its reading pass rate (94 percent) and second in math (74 percent). The region includes schools in eight other divisions, inlcuding Powhatan, Henrico, Hanover and Richmond City. In a comparison with divi-

sions that spent virtually the same amount per student, Goochland again ranked first in reading and second in math. In a comparison with school divisions with the highest per pupil funding, some of which spend nearly twice as much as Goochland does per student, the county ranked second in reading and third in math. District 1 School Board Member Michael Payne reacted positively to the presentation. “I think it would be a big boost to confidence and a boost to economic development,” he said of the schools’ performance and suggested the reasult be shared with the Board of Supervisors. Later in the meeting each of the three elementary school principals gave their “state of the schools” presentations, focusing on their strategies to improve their schools.

Town Hall meetings begin around Goochland County By Ben Orcutt Special Correspondent

Despite a low turnout, last week’s District 3 joint town hall meeting drew rave reviews from Goochland County residents and officials. “I think it went very well,” District 3 Supervisor and Board Chairman Ned S. Creasey said of Thursday’s meeting, which was the first of five scheduled meetings that feature the supervisor and school board member for each county magisterial district. “These people are very interested in things going on in the county,” Creasey added. “I just wish more citizens would have been here and I think because of the [vice presidential] debate tonight and everything that people were lying out. We heard some of the input on some of the changes they might want and we were able to give them a fairly good report on how things have

changed.” Roughly 25 people – about half residents and half county officials – attended the nearly two-hour meeting at the Company 5 Firehouse on Fairground Road. County Administrator Rebecca T. Dickson used slides to show the public “a report card” of what the Board of Supervisors has been working on and what issues it plans to address in the future. Likewise, District 3 School Board member John Lumpkins and newly-appointed Superintendent Dr. James F. Lane did the same for the school system. Dickson’s presentation featured progress and goals in six target areas for the county: to be well-managed and financially sound; provide an excellent quality of life and a safe and secure community; be customer focused; and develop a strong and diverse economy. The supervisors have pro-

posed a plan that would reduce debt service payments over the next 23 years. Dickson noted that the county ended fiscal 2012 with a surplus. Under quality of life, the school system has received increased funding and the county is examining how best to promote and protect the James River. The supervisors have approved “Code Red” – a notification system that residents can register with to receive emergency information, Dickson said. Going forward, one of the county’s top priorities will be increased staff training, Dickson added. Planning for water access also will be critical, she said. “Water will be one of the number one things that people will be fighting over [in the coming years],” Dickson said. Along with fellow planning commissioners and sub committee members Courtney Hyers, Chairwoman from District 5 and at-large commissioner Tom Rockecharlie, they have been meeting for several months to draft an ordinance to provide guidance to builders on light pollution. Citizen volunteers Pat Hendy and John Lewis have also had input into their meetings.

Public hearings are also scheduled on the county’s request for conditional use permits to construct radio towers on Dogtown and Creekmore Roads to support new frequencies for radio and public safety communications for the county. There’s another big matchup this fall More important than who wins the World Series is that other big contest coming up this fall. That’s who will triumph in the Nov. 6 presidential election, which is spawning more letters to the editor these days, which gives us the opportunity to remind readers to make sure they sign their letters to us and include their address and a daytime phone number. Grace Episcopal Church holds Blessing of the Animals

The boys of summer Play deep into the fall these days, what with the expanded baseball leagues and more playoff games. The long, long season makes me remember when the American and National Leagues each had only eight teams apiece and the season ended a lot sooner. They only played 154 games back then, as opposed to 162 nowadays. Then came the World Series and it was all over in seven games if it went all the way. In 1955, when the Brooklyn Dodgers beat the Yankees in the World Series, they played the first game on Sept. 28. I remember that series because it was the only time during the ‘50s that the Dodgers managed to beat the Yankees during several matchups. They played seven games in seven days and the post-season was over. No need for any travel time – it was another of the “subway series” that involved either the Dodgers or the New York Giants and the Yankees during that period when the Yankees were so dominant. This year the Yankees could be in trouble, down two games in the league championship series and facing Goochland’s own Justin Verlander in game three in Detroit. I guess it’s all for the good, having more playoff games for the fans to watch, more com-

Give my president time to finish It is becoming apparent that despite the denials coming from members of the GOP and their candidate, Mitt Romney, the policies of the Obama administration have begun to pay off and the economy is showing signs of recovery. Since our president took office, many positive changes have occurred. These include the following: The unemployment rate has fallen to its

lowest level since January 2008, the housing market is surging back in many areas around the country, people whose children are 26 years old and younger can be added to their parents’ health insurance policies, people can’t be turned down for health insurance due to pre-existing conditions, our troops are winding down long wars in Iraq and Afghanistan, Osama bin Laden and other Al Qaida leaders have been assassinated, the auto industry has made a strong comeback, “Don’t Ask, Don’t Tell” was repealed, banks are no longer able to make as many risky investment decisions at our expense, veterans’ support has been strengthened, and sanctions have been tightened on Iran. And despite Republicans’ best efforts to derail everything Obama has tried to accomplish, these aren’t all of the positive things that have occurred. On a personal note, since 2008 my retirement funds have surged back along with the stock market and my husband, an electrician, has been working more steadily than he has in years. We, as are many of our friends and family members, have seen improvements that can ultimately affect every American in some way or another.

With so many positives going on, it is impossible to understand why the opposition refuses to admit that things are changing for the better. No politician could have done more, particularly with a recalcitrant Republican majority in Congress, and none could have reversed the longstanding problems our country faced overnight. I plan to give my president time to finish what he began and will proudly vote for Barack Obama again. Please look past the GOP’s lies, myths, and desperate measures and see that the country truly is better off than it was four years ago. Debra Markel Manakin-Sabot

of the candidates speak and seen their ads but we have also seen the actions of our current administration in Washington and I am dismayed. Not since Watergate have I seen such disgraceful disregard for what I thought were our values as evidenced in the everwidening debacle of what may be called Benghazigate. I listened to the Congressional Oversight Committeeâ&#x20AC;&#x2122;s hearings and the facts and timelines provide irrefutable proof of both poor judgment and an attempt to cover up both political and on the ground mistakes that resulted in the deaths of four Americans. Concern was raised that Republican budget cuts had an impact on the catastrophe that unfolded; this was directly refuted at the hearings by the government folks that made the calls on not providing the additional security requested. I can understand people

making judgment errors, we all do, but the reasons for their decisions were more political than based on real world concerns and then to lie to us about all of this in a way that disrespects our intelligence is beyond the pale. I can say that no candidate up for election or re-election holds positions that I fully embrace but the current behaviors of our elected officials in Washington responsible for trying to pull the wool over our eyes only deserves complete and utter rebuke. The only rebuke that means anything is to vote them out of office. There is no defense for the indefensible. Imagine yourself as a family member of one of the murdered Americans hearing the administration blatantly continuing the lie over the returning coffins of their loved ones.

Ladies and gentlemen of Goochland County, you can not tell me there is no reasonable solution to whether or not Orapax can have a trap shooting facility on their 800 acres of property. My neighbor made the comment that if you canâ&#x20AC;&#x2122;t shoot on 800 acres where can you shoot. There was a letter to the editor that someone wrote which said what part of the word â&#x20AC;&#x153;NOâ&#x20AC;? does Orapax not understand, this attitude is what prompted me to write in. Orapax sign issue unclear We are writing in response to the letter written by Ms. Melanie Morris regarding a No Sporting Clays in Our Neighborhood sign placed in her yard without permission. The neighborhood group fighting this permit application is very meticulous in issuing signs only upon the request of property owners. Ms. Morris omitted her physical address with her letter to the Gazette. Neighbors have been trying to find her to clarify this situation. Perhaps one of the many signs stolen was placed in her yard as a nuisance. They could not find her as a registered property owner. Goochland County Parks, Recreation, and Facilities Management is excited to bring back Winter League Basketball! League play doesn’t begin until January, but our registration deadline of November 16th is fast approaching!

After last year’s successful initial season, winter basketball will again be run by Everything Basketball, an organization that prides itself on teaching young people to be better citizens through basketball activities. All programs will run at the Goochland Sports Complex gym, also known as the Old

FeedMore celebrates 45 years of service On Oct. 16, FeedMore’s Meals on Wheels program will celebrate an important milestone – 45 years to the day of its first delivery in Central Virginia.

That first delivery occurred on October 16, 1967, when then Richmond mayor Morrill Crowe and his wife Katheryne delivered meals to eight Richmond residents a delivery nine years in the making. In November 1958, representatives from the Beth Shalom Home for Aging met with the Richmond Council of Women’s Organizations and discussed how Meals on Wheels programs were starting in several locations across the country. After an eightyear study, the Richmond Section of the National Council of Jewish Women agrees to sponsor a local program for three years, and Meals on Wheels is born. “FeedMore’s Meals on Wheels had humble beginnings,” said Jeff Baldwin, FeedMore’s Media and Public Relations Manager. “In 1967, our service area consisted of eight meals a day delivered from one 20square-mile route.” That first year, 2,500 meals were delivered to Richmond’s homebound population, and in the 45 years since, well over

The county also is placing more of an emphasis on a program called STEM – Science, Technology, Engineering and Math – Lumpkins said. The school system needs to develop a capital improvement plan that incorporates upgrades to elementary schools, Lumpkins added. Lane, who is superintendent of schools for Middlesex County, said he will begin work in Goochland on Dec. 12, but added that he doesn’t plan on making wholesale changes. . Lane said his goal is to “preserve the things that make Goochland great [and] really try to just make this the best place possible.” Following the presentations, Dickson and Lane fielded questions and suggestions from residents on issues such as placing a greater emphasis in schools on the arts and volunteerism, road maintenance and the impact that proposed shooting ranges at the Orapax Hunting Preserve on River Road could have on the quality of life.

In addition to possibly affecting property values, residents raised concerns about lead from the shooting ranges contaminating the James River and increased noise levels. “I would really like to maintain the peace and quiet,” said Dr. Joanne Baldwin, an area veterinarian who said she moved from Henrico to Goochland because of its tranquility. Dickson said a sound study has been requested. She also said that “a lot of people” who attended a recent public hearing were in support of the proposed shooting ranges and that last Thursday’s joint town hall meeting was not the proper forum to hold an impromptu public hearing on the issue. For Baldwin, the joint town hall meeting was a positive experience. “This is the first time I’ve been to one of these meetings,” she said. “I think it’s a very good idea. I love the idea of transparency. I love the idea of open communication and I

think that makes for a much healthier government and a much more satisfied community.” Claudia Lawton, who attended the meeting with her husband, Ed, agreed. “I mean I think this was a great venue and I hope that we can get more and more people out to participate,” she said. Lumpkins said he was “very pleased” with how the meeting went. Dickson and Lane spoke in a similar vein. “I think it was great just having the ability to discuss and banter back and forth with the citizens and just hear their thoughts,” Dickson said. Lane concurred. “I was just glad to meet the community,” he said. “I thought it went really well. There was only one way Goochland could lose last week’s district match up with Cumberland, and that would have to involve self inflicted wounds. The visitors almost obliged and forfeited two first downs via the penalty route on the Dukes first drive of the game. Problem was, even with the assistance, Cumberland couldn’t capitalize, not realizing it would be one of their best and only chances of the night. After that initial opening drive, it was all downhill for the home-standing Dukes, with Goochland prevailing by a 62 - 14 score. On Goochland’s first possession, Nathan Maddox galloped 56 yards for a touchdown, giving the Bulldogs an early 7-0 lead. After the early jitters on the first drive, the Goochland defense settled and made life difficult for Duke quarterback Rose. Mason Engel opened the second quarter with a 22-yard touchdown run that gave the Bulldogs a 34-0 advantage. The Dukes finally reached the end zone on a TJ Ford 41yard run, and converted on the two-point attempt to make the score 34-8. The Bulldogs quickly answered that score when Reid Chenault found Brice for a 33yard touchdown pass and the visitors were up 41-8 at the break. Connor Saunders put his name on the scoring summary early in the first half with 66 yard down the sidelines for a score. Junior Gino Faulkner and freshman Markell Cooley added scores in the final period, and Duke quarterback EJ Rose scored for Cumberland, making the final score 62-14. “We played well in all phases of the game. We were able to execute on offense and we flew

around on defense,” coach Joe Fowler said after the game. The Bulldogs are on a tear through the early James River District schedule, but the bigger dogs are waiting down the road, and Fowler knows it. “We are still a major work in progress because I don’t think we are close to where we can be yet. We still make too many mental mistakes that are preventing us from dominating our opponents,” he said. The coach is pleased with the progression of the passing game, and said continuing that improvement will prove vital weeks down the road. “We will need to be able to pass the ball effectively in order to make a deep run in the playoffs,” he said. “If we can’t pass, teams are going to pack he box and out number us in the run game. But if we can keep them honest, our running game is going to give people a lot of trouble.” The team travels to Randolph Henry next week for a JRD game that again, should result in a victory. “The biggest challenge for next week is going to be keeping our focus against an opponent that we should beat. Collegiate girls best St. Catherine’s in tennis By Arthur Utley Special Correspondent

The latest meeting between the Collegiate and St. Catherine’s tennis teams produced more of the same old, same old. They played a week ago on Collegiate’s home courts. The Cougars won 5-4, the same score that Collegiate won by in September. It was the same score when St. Catherine’s won its second consecutive Virginia Independent Schools Division I state championship against the Cougars last fall. The teams split the singles this time. Collegiate won at No. 1 where senior Connor Brewer edged Saints junior Charlotte Bemiss 9-8; at No. 2 where Ellie Whitlock rolled 8-1; and at No. 5 where Katie Wright won 8-4. Emma Williams, Kristine Scherger and Lily Horsley won at Nos. 3, 4 and 6 for the Saints. The Cougars remained unbeaten (important for state tournament seeding) this season by winning the No. 1 and 2 doubles. When the teams met at St. Catherine’s in September, the Saints led 4-2 after singles victories at Nos. 1, 2, 5 and 6, but the Cougars rallied to win all three doubles for the victory. “Our doubles is always our strength. We actually look for doubles players coming into the season,” Collegiate coach Karin Whitt said. “It comes down to doubles every match as we progress through the LIS and the state tournaments. We think doubles is a strength, and time and time again, it proves to be the case.” St. Catherine’s had won
