Orapax public hearing delayed until YMCA swimming program benefits sound study results come in all second graders

The fate of a request for a conditional use permit to operate a sporting clays shooting range on the Orapax Hunting Preserve in western Goochland County could hinge on a pending sound study. Last week, the Planning Commission voted unanimously to defer action on the request to the panel’s Nov. 15, meeting so that a sound study could be conducted to determine what impact noise from the shooting range will have on nearby residents. The commission also unanimously approved a motion by District 2 Commissioner and Vice Chairman Ty Querry, whose district includes the hunting preserve, to hold another public hearing during the November meeting so that residents can respond to the results of the sound study. Andrew and Nancy Dykers have filed a request for a CUP to operate the sporting clays shooting range on four acres of their 673-acre hunting preserve at 3831 River Road West, just east of Rock Castle Road. The request came before the Planning Commission at its Sept. 20, meeting, but the panel wanted more information, including a sound study. Following last Thursday’s Planning Commission meeting, Chairman and District 5 Commissioner Courtney Hyers said that she has received feedback from across the county on the Orapax CUP request. “I can just simply tell you that I have

received communications in the form of e-mails and some letters from citizens throughout the county – not just District 2, but in other districts expressing an opinion about Orapax,” Hyers said. D. Michael Caudill, Goochland County’s Deputy Commonwealth’s Attorney, has been a cop, a state trooper, an attorney in private practice and an assistant commonwealth’s attorney in another Virginia county. “I have employment ADD,” he joked in an interview at his office last week. Caudill, 54, replaced Nancy Oglesby after she moved to the Henrico County Commonwealth’s Attorney’s office. The Sandy Hook resident, married with two children in Goochland public schools, talks like he might stay here awhile. “You’re not going to find any better work environment,” said Caudill of the Goochland Commonwealth’s Attorney’s office. Born in Christiansburg, Caudill’s family moved to the

Richmond area in 1964. He graduated from Douglas Freeman and became a Henrico County police officer in 1979. He stayed on the job until 1986, when he went to the University of Richmond to get his law degree. “I enjoyed every single second as a police officer,” said Caudill, where he was know for his high DUI arrest rate. But he also has painful memories, like the night Henrico Police Officer Don Stillman was shot with his own gun in 1984. Caudill was a neighbor of the Stillman family and remembers riding by the family’s residence, seeing the Henrico officers arriving to give the family the tragic news. “It was one of the worst things you’d ever want to happen,” said Caudill. Caudill worked for several years as an assistant commonwealth’s attorney in Orange County, under then commonwealth’s attorney Timothy

K. Sanner, now a Goochland Circuit Court Judge. He left the Orange office for private practice for three years and then worked as a Virginia State Troope for two years before returning to private practice. What problems face the county? Caudill praised the Sheriff’s Office’s apprehension rate. He said alcohol and drug offenses, domestic cases and buglaries and break ins make up most of the criminal activity in the county. There is gang-related activity, he said, but it is on the downswing currently. Once an avid motorcyclist and bicyclist, Caudill said it’s too dangerous to cycle in the county. He’s given up riding for the river, where he can often be found paddling one of his three kayaks early on Saturday mornings.

Goochland man picked for panel discussion with Romney By Ken Odor jodor@goochlandgazette.com

Goochland resident Steve Fetrow got a chance to sit down with a presidential candidate recently. Fetrow was picked as one of a group of disabled citizens to meet with Gov. Mitt Romney Oct. 12 on his visit to the Mobility SuperCenter in Chesterfield County, where the group talked about the challenges facing disabled persons and small business start-ups like the Mobility Center. The meeting took place before Romney’s public stump speech. “Romney was curious to learn more about the adaptive vehicles and equipment which are offered by the Mobility Duper Center,” said Fetrow, who was injured when he fell through a steel grating at the phosphate mine he worked at during summer break from college.

Confined to a wheelchair ever since, he became an accomplished wheelchair racer. Fetrow and his wife Donna have lived in Manakin Sabot for the past 18 years. “Goochland has been wonderful and the perfect place to call home,” said Fetrow. Fetrow is an unabashed Romney supporter. “The Mitt Romney that I was fortunate to have met recently can across as a highly energized, engaged, pleasant and friendly man. He was certainly not the same person the ads portray as being out of touch with the middle class and who is only seeking to help the wealthy elite,” said Fetrow. Mobility Supercenter spokesperson Lee Crenshaw said the business contacted Romney’s campaign to offer their site as an example of a successful small business start-up.

“There would not be a better platform for a presidential candidate to showcase what a small business has done,” said Crenshaw. Crenshaw said he figured his note would end up in a “black hole” but the Romney campaign wrote back and the event was set up. “I have always been and continue to be inspired by the success stories of others, such as the owners of the Mobility Super Center, who have worked their tails off to achieve their dreams and goals,” said Fetrow. “As such, I am baffled by a large segment of our population who seem to portray those who have achieved success as having a fault rather than viewing it as motivation to excel in their own lives. It appears that we have somehow morphed into a society filled with jealousy and envy.”

Polled! ’ve been voting for 44 years now without ever being contacted by a polling organization, so long, in fact that like many folks, I always wondered who exactly they were calling up on the phone. But like most voters, I followed the polling data reported by various news outlets with great interest, wondering if they actually reflected the mood of the electorate as each election approached. This year has been no different, except that there seem to be ever more polling organizations and they come up with different results, depending on their sampling methods. Registered voters, likely voters, samples based on past voter turnout by party affiliation and any other number of variables. Why just this morning while dressing for work I had my choice of news programs, at least two of which were discussing the most recent poll results. Funny thing, one network, widely perceived as being a tad biased toward the conservative side, chose a poll that showed the GOP Presidential candidate with a slight edge. Then I changed the channel to another network, thought by many to be more on the liberal side of the political arena, where the team of talkers was poring over results from a different poll that seemed to give the incumbent Democratic President the edge. It’s been like this right along, with partisans on all sides praising poll results that favor their candi-

dates and panning those that don’t. It leaves the voters wondering whether the polls are to be believed or taken with a large grain of salt. About the only agreement is that when the majority of polls move in one way, something may be happening to the mood of the electorate. Why all this discussion of something that many folks are probably tired to death of? Because, lo and behold, within the last week two, count ‘em two, polling organizations called our house with their list of questions. I can now vouch for the fact that polling does exist and they are NOT just making the numbers up out of thin air. Or at least they are calling people up on the phone. I took both calls and dutifully answered every question. I will only reveal one of my answers and that is to the question as to whether I planned to vote to which I answered yes. My faith in the American institution of pre-election polls somewhat restored, I thought I’d ask Goochlanders what they think about polling. Have you ever been polled? Do you think the results are accurate and predictive? Do you think the endless discussion of polling results adds or detracts from political reporting? Letters to the Editor Disagrees with Dr. Bowles on president In response to Dr. Bowles’ assertions that we should support President Obama on Nov. 6, I strongly disagree. To say that President Obama, whose only experience is as a “community organizer,” is more qualified to lead the world’s largest economy than Gov. Romney, who founded and ran a successful business, saved a failing Olympics, and served four years as a Governor is absurd. Was Pres. Obama exhibiting his command of economics when he signed the stimulus bill and distributed billions to “green” companies such as Solyndra, in which his cronies had an interest? This stimulus was supposed to create millions of jobs, yet our unemployment rate stayed well over 8 percent for over three years. That is the official rate; the actual rate is much higher. Plus, our national debt has grown to an unsustainable $16 trillion. Regarding social programs, Obamacare, if fully implemented, will be a disaster, with many doctors

choosing not to accept Medicare patients and hospitals closing because of low reimbursements. President Obama had two years of his party’s complete control of Congress and he did nothing to save Medicare or shore up Social Security. Those receiving food stamps increased by millions. As to Gov. Romney’s competence to represent us abroad, do you remember President Obama’s first trip to Europe as President in April 2009 to attend the G20 Summit? He embarrassed us by apologizing for our success and bowing to King Abdulla of Saudi Arabia. Has he improved our relationships with Europe (it’s a basket case), or in the Middle East? Have you noticed that the region is imploding? What about the Benghazi fiasco? It was known by the intelligence community in real time that the attack on our consulate was a terrorist attack. Yet, President Obama not only rushed off to Las Vegas for a fund raiser (one of 222 since April 2011) before commenting on the attack, but he actually blamed it on an obscure video unfriendly to Muslims.

Gov. Romney has demonstrated his compassion for the sick and bereaved through his personal visits to those in need and his generous charitable contributions. You can continue to blame all of President Obama’s problems on his predecessor if you wish, but it just doesn’t excuse his failure to fix any of our problems. His is a failed presidency by someone who was never qualified to hold that office. This country cannot endure four more years of President Obama. Vote for competency. Vote for Gov. On Nov. 6, Virginians will have the opportunity to vote on an amendment to Virginia’s constitution to permanently protect your private property rights. Hopefully, that vote will be a resounding “Yes.� Question 1 on the Nov. 6 ballot will read: “Shall Section 11 of Article I (Bill of Rights) of the Constitution of Virginia be amended (i) to require that eminent domain only be exercised where the property taken or damaged is for public use and, except for utilities or the elimination of a public nuisance, not where the primary use is for private gain, private benefit, private increasing jobs, increasing tax revenue, or economic development; (ii) to define what is included in just compensation for such taking or damaging of property; and (iii) to prohibit the taking or damaging of more private property than is necessary for the public use?� If a majority of Virginia voters approve the proposed amendment, then the state constitution will be changed to incorporate the new language and rein in eminent domain abuse. The changes would go into effect Jan. 1, 2013. By voting “Yes,� you will be making sure that:

The U.S. Supreme Court, in its 2005 Kelo v. City of New London, Conn. decision, ruled that the U.S. Constitution allowed one person’s property to be taken by the government and then sold or given to someone else who promised to use it to generate more jobs and taxes. Could this happen in Virginia? It has, and cases are currently pending in which it could happen again if this amendment does not pass. We’re fortunate to have a state legislature that recognizes the need to put the fundamental right of private property into our state constitution. While the proposed amendment received bipartisan support in two consecutive sessions of the General Assembly, the ultimate decision will be made by you, Virginia’s voters. Opponents of the amendment have said Virginia’s constitution already provides protection against eminent domain abuse, but we don’t believe it currently goes far enough. The amendment would tighten the state’s definition of public use, which at the moment is left to the discretion of the General Assembly. It also will make sure that if your farm, your home or your business is taken in a legitimate use of eminent domain, you will receive just compensation. It’s time Virginia recognized that you need to be paid for what your land and livelihood are worth. If you own property—or aspire to own property—I hope you will make time on Nov. 6 to protect your rights. It’s been a long campaign to get the proposed amendment on this year’s ballot, but the fight’s not over until officials tally the votes. Make yours count.

Nothing makes many Republicans angrier than the success of President Obama, who saved us from financial disaster, and put us on the road to recovery. And what exactly is the Republicans complaint? It’s that the President has not fixed George W. Bush’s catastrophic screw-ups fast enough. They want to go back to someone who embraces the same misguided economic policies that got us into this mess to begin with. The economy is undeniably better now than when Bush left office, don’t go backward, continue to move forward. Re-elect President Obama!

Who is the real Mitt Romney? Most people still don’t know. He seems to change his story every time he speaks. Soccer moms should listen up! Goochland County is investing a lot of money to develop Leake’s Mill Park with soccer fields and possibly hiking and running trails and other facilities. Clearing has already begun on the property just west of Rock Castle Road on River Road West. You need to be

Orapax Farm has requested a Conditional Use Permit to operate a commercial sporting clays range 1 ¼ miles from where your children are going to be playing. Up to 1,200 more shots per day are estimated to be fired from this range. Orapax currently runs a hunting preserve at this location. You may think 1 ¼ miles is a long way, but I live ½ mile from the entrance and 1 ¼ miles from the range site. On Sunday, October 14, during a five-minute period of time from 12:05 p.m. to 12:10 p.m., I counted 38 shots from my back porch. That was only five minutes! You do the math. Do you want your kids exposed to the repetitious shooting noise while they are visiting this park? I urge you to please contact your Supervisors and voice your opposition to their approving this permit because if it is approved, it will open the door for others and destroy the peaceful enjoyment of our neighborhoods. Orapax continued from > page 1 Hyers added. After the deferral to Nov. 15, was granted, Chesterfield land use attorney Jack R. Wilson III met with some of the opponents of the sporting clays shooting range in the hallway of the county administration building. Wilson said he represents

county residents who have formed a group called “Peace In Goochland” and that the deferral “makes sense” to them. “They want to see the sound study and make sure it was done properly and make sure under the right conditions and so forth,” Wilson said. Wilson said there are “hundreds” of residents within a two-mile radius of the proposed shooting range who are opposed

to it. In addition to noise, opponents also are concerned about the impact the project will have on the environment and property values, Wilson said. “That is my number one concern – property values decreasing,” said Sydney Brooks, who has lived next to the hunting preserve for two years. “I hear the shooting loud and clear now as many of my neighbors have spoken that they do as well,” Brooks added. “So my main opposition is that I am all for individual property rights, but not at the expense of my neighbors and to me, that’s truly what this is boiling down to – one individual’s gain at the expense of his hundreds of neighbors.” Brooks said she is not opposed to the hunting preserve, but added that, “I think a commercial clay shooting range is an entirely different thing from a hunting preserve. We all live here for a reason and that’s because of the peace and quiet that the

country provides.” Tom Dykers, Andrew Dykers’ son, said in an interview following last week’s Planning Commission meeting that he did not have an immediate figure for the cost of the sound study, but that his family plans to have the study completed in time for the Nov. 15, meeting. The shooting range will be an asset to county, the younger Dykers said. “Oh well it enhances the rural culture or the rural nature of the county,” he said. “We’re not building a bunch of houses in there. We’re providing an outdoor activity that families can come and enjoy.” The project also will have a positive economic impact on the county, Dykers added. “People come and they’ll engage in other forms of commerce while they’re out here and a lot of those people are from Goochland that shoot,” he said. “It’s a good thing. It’s a positive thing.”

Dykers explained how a sporting clays course works. “People go to different spots and clay targets are thrown out to replicate the site paths of various game animals,” he said. “And it’s not a continuous ‘bang, ba bang, ba bang bang bang’…. that these people allege. I mean it’s not like that. It’s not at all like that.” District 2 Supervisor Manuel Alvarez Jr. also attended last week’s Planning Commission meeting. After the Planning Commission recommends approval or denial of the Orapax CUP request, Alvarez and his colleagues on the Board of Supervisors will make the final decision. “This is the first one that has drawn a lot of interest since I’ve been on the Board [January] and obviously for good reasons,” Alvarez said. “I think a lot of people are concerned and it’s been going on for a long time, so hopefully we’ll finally settle it. I’ve gotten a lot of e-mails and

letters and phone calls about it and it’s kind of both [sides]. I would say it’s probably about 50-50.” Conducting a sound study is prudent, Alvarez said. “They’ve done several studies before and I think that the Dykers(es)’ concern about doing any new studies was that the previous studies haven’t really changed anybody’s perception of what’s coming,” he said. “So they’re not sure that the new study will do that either and I’m not sure that it will, but there are a lot of things and I think we should look at them all and I think a new study is a good idea and we’ll see what the results are and then we’ll take it from there.” In other business, the Planning Commission voted unanimously to send a draft of a proposed outdoor lighting ordinance that seeks to preserve the county’s dark sky to the Board of Supervisors for review and then referral back to the panel.

Swim continued from > 1 lessons during the school year. Approximately 3,000 students participate in YMCA Learn to Swim each school year. Swim lessons follow national YMCA swim lesson guidelines. “Our goal is to make all you guys threes,” said Wolfe, of the rating system he uses from one to three, three being the highest skill level. “Our goal is to reduce the statistic of drowning being the second-leading cause of death for children,” explained Wolfe. “We want to make sure all second-graders can swim.,” he added. According to the YMCA, drowning is the second leading

cause of accidental death for children from 0-14 years of age (car accidents are first) and this program is crucial at helping save lives. Also, according to the YMCA, research shows that African Americans are more likely to drown due to a lack of exposure to swimming pools and lessons. Parent volunteer Missy Grave called the program “phenomenal.” Speaking of her son, she said, “This will give him confidence and teach him the proper strokes with safety in mind. It’s a great opportunity for him.” The program is free for the children and the YMCA of Greater Richmond supports this program through the Strengthening Communities Fund.

Wolfe said the goals of the program include making the students comfortable in the water, teaching them to tread water and learning about life jacket use and other basic survival skills. Today’s group was easy, he said. “This group jumped right in and had a good time.” While they were toweling off Griffin and Eddie talked about their swim class, of which last week’s was the first of seven sessions. “Sometimes I do a doggyswim,” said Griffin. “When you first get in it’s a little cold but then it warms up,” said Eddie. Both boys said they were looking forward to their next trip to the YMCA for swimming lessons.

Irving Francis Deane Irving, IV, graciously accepted the spiritual summons of the Lord October 18, 2012. He was predeceased by his parents, his brother, Carleton Irving, and his wife, Mary Watkins Irving. He was born September 7, 1917 at the Deanery, the ancestral home of the Irvings and the Deanes, to Francis Deane Irving III and Lillie Rhodes Irving. He is survived by his sister, Charlotte Irving Baker and her husband, William Royall Baker; five nephews, Dwight and James Baker, Richard, Deane, and Dennis Irving; a niece, Sharon Baker Swink, and numerous greatnieces and nephews. Three cousins, Ben Irving Johns, Roy Rhodes, Richard Rhodes, and their families warmed the cockles of his Irish heart! Francis graduated from VPI with a Bachelor of Science Degree. He served in the Army Air Force during WWII, rising to the rank of Captain in the Air Transport Command (China-BurmaIndia theatre of operation). After the war he returned to his

He returned to Virginia Tech to get a Master’s degree in Education, then taught agriculture, math, science, and chemistry at various schools including Pamplin, Goochland, Grange Hall, Thompson, and Robious. He was Principal at Pamplin High School until consolidation and Assistant Principal at Thompson Middle School until annexation. He was a member of the Masons, St. James Episcopal Church of Cartersville, and the Military Order of the Stars and Bars. He served as Treasurer of the Jamestown Society and President of the Virginia Chapter of the Descendants of the Signers of the Declaration of Independence. He was President of the Quarles Senior Center and on the Board of Governors of the Richmond Senior Center. His hobbies included hunting, fishing, billiards, ballroom dancing, and writing poems. He blessed his extended family with his gift for preserving the family history through storytelling and poetry. The family will receive friends at the Norman Funeral Home in Goochland, Va. October 27, from 3 to 5 p.m.. Graveside services will be held at the Deanery in Cartersville, Va. October 28, at 2 p.m.

Morgan Faith Carroll Price Morgan, born on February 13, 1932 to the late Phillip and Mamie Carroll, passed away on Wednesday, October 17, 2012. She was predeceased by her first husband, Harold A. Price; and her second husband, Melvin Morgan; two sisters, Louise Moses and Leone Nunnally; three brothers, Phillip, Herbert and Cecil Carroll; and a daughter, Pamela Brehm (Dennis). She is survived by two sons, Neil Price (Sharon) and Ted Price (Kimberley); grandsons, Daniel Price (Jessica) and Brady Price; granddaughters, Angela Burgett (Chad), Erin Price and Stephanie Somers Bowie; two great-grandsons, Ethan and Luke Burgett. Faith was born and educated in Proffit, Va. She worked in accounting at NCCI as well as UPS and as a salesperson for Thalhimers. Faith was a member at Ridge Baptist Church, Elpis Christian Church and Gayton Baptist Church. She was a devoted mother and grandmother. She loved gospel music, cooking and being with family and friends. Faith served her Lord by holding Bible study and prayer meetings in her home. In her younger years, she loved to play basketball and softball. The family especially is thankful for the staff at Beth Sholom and Medi Home Health & Hospice for their care. The

family will received friends on Sunday, October 21, at Norman Funeral Home, 2982 River Road West, Goochland, Va. Aqua Virginia to build new wastewater treatment plant Contributed Report

Aqua Virginia, Inc. (Aqua) today announced that construction is under way on an estimated $1.3 million project to build a new wastewater treatment plant to serve customers in Manakin-Sabot, Goochland County. The new plant, which is required by the Virginia Department of Environmental Quality to replace an existing outdated sewer plant, will meet the facility’s environmental permit standards and ensure reliable service for customers. Aqua expects the new plant to be operational by the end of this

year. Aqua acquired the Manakin Farms sewer lagoon and collection system in August 2011, after the state had issued a consent order for environmental violations. Construction plans for the 70,000 gallons-perday sewer treatment plant call for 16 partially buried concrete treatment tanks, a new pump station, and two small cement buildings. One building will enclose new high-efficiency air blowers, and the other will house a filter system, ultraviolet disinfection system and work space for the plant operator. The concrete tanks and concrete buildings were constructed at remote

fabrication sites and will be shipped to the plant site to minimize construction noise in the community. Aqua plans to use trees and plantings to surround the buildings and provide a woodland appearance to the site. All existing trees surrounding the site will be preserved. Aqua already has spent more than $560,000 to improve the Manakin community’s water system. Earlier this year, Aqua launched a notification system to inform customers about water service issues. Samantha Heid has been named statewide 2012 Teen Volunteer of the Year by the Virginia Health Care Association (VHCA) in recognition of her dedication to the residents of Envoy at the Meadows. Samantha is a very dedicated volunteer that has been coming to the facility for a little over a year. She is 13 years old and comes once a week during the school year

and at least twice a week during the summer. Samantha’s energy and enthusiasm are obvious to residents as she gets involved with the activities that are taking place. Cadets down Trojans, prepare for FUMA showdown By Bruce Wells The Midlothian Exchange Taking full advantage of better team speed and execution, Benedictine pounded non-conference opponent Midlothian 34-21 last Friday to spoil the host Trojan’s homecoming at F.W. Poates Stadium. “We did a good job staying ahead of the sticks,” Benedictine head coach Greg Lilly said. “We didn’t put ourselves in any kind of long third down situations. It seems that we had a ton of penalties (nine for 109 yards) but they didn’t put us in any bad situations.” The Cadets’ offense relied heavily on senior running back Corey Downey, who carried the ball 25 times for 188 yards and two touchdowns. Quarterback Bryce Hamilton added a dual threat to the Benedictine offense finishing 11-of-18 for 237 yards and a touchdown. The Trojans (4-3, 32 Dominion), vying for a Division 5 playoff spot, which would be their first since 1986, never led.

Midlothian’s Justin Joyce completed 11 of 23 for 205 yards and two touchdowns. Benedictine (7-1) scored on three consecutive possessions beginning with Hamilton’s 21yard run in the 1st quarter, to take the early 7-0 lead. A 14-yard touchdown run by Downey, also in the 1st quarter, followed by an Armani Williams 10-yard pass from Hamilton with 11:54 to play in the 2nd quarter, gave the

Cadets a 20-0 lead. “When it comes to playing schools outside of our division, I think that a lot of people underestimate us,” Downey said. “We feel like we always have something to prove to all of the public schools around here. It makes us play harder.” The Trojans meanwhile had the ball on offense four times before Carl Courter’s 1-yard run with 2:10 left in the half cut the Cadets’ lead to 20-7.

Benedictine wasted little time making it a three touchdown lead again. Opening the second half on offense, the Cadets faced a third and three from their own 29-yard line. Hamilton handed the ball off to sophomore running back Raymon Jones who raced around the left end and sprinted 71 yards to the end zone. Sophomore wide receiver Scott Bracey led the Cadets’ receiving corps with 95 yards on four catches. “We’re learning how to finish football games,” said Lilly. “I think that our offensive line and running backs are learning how

to do it. A lot of times when we play the public schools I think that because we are smaller (275 students) I think that they are confident they can beat us. Last Friday the Goochland varsity football team spent their second consecutive week on the road, traveling to Randolph Henry for a James River District match up. The Statesmen (0-7, 0-5 JRD) have struggled against Goochland dropping the last seven decisions leading up to the match up. Things did not improve for the home team as a disappointed Homecoming crowd saw their team thumped by the visiting Bulldogs, 42-7. Goochland (6-2, 5-0) took the opening kickoff and after an initial 15-yard run by Mason Engel, Mitchell Brice broke free for 55 yards and a score with

only 23 seconds off the clock. The Bulldogs struck minutes later when freshman quarterback Reid Chenault found Trace Nixon for a 26-yard scoring strike. The Goochland defense, led by Nathan Adams and Jordan Jefferson, began a sustained game of target practice on Statesmen running back Joseph Reed. Following s short punt, Goochland began their next drive in Statesmen territory. Two passes later, one to Engel and one to Adams, and Goochland led 21-0 with 4:37 remaining in the opening first period. With the outcome never in doubt, the only question remaining was when

Goochland coach Joe Fowler would call off the dogs. The answer came early. Linebacker Cephas Harden made the decision easier when a snap slid through the Statesman’s punter’s legs. Harden scooped the ball and scored from 10 yards out, making it 28-0. “We try to go as hard as we can for the first half and then we start substituting liberally in the second half,” Fowler said. “This week we started subbing in the first quarter in some places because we jumped out to such a quick lead. It is a benefit to get to rest some kids, but on the other side of the coin, you don’t get any better unless you are pushed and we didn’t

get a lot of resistance in the first half on Friday.” Early in the second quarter, the Bulldogs mounted a semisustained drive, seven plays that covered 58 yards with Jefferson running the final 15 of them for his sixth TD of the season. Brice sparked the next drive after he took a short pass from Chenault and raced 53 yards before Joseph Reed pushed him out of bounds deep in Statesman territory. The Bulldogs capped the drive when Adams caught his second touchdown pass of the evening, this time off a tipped ball. Randolph Henry mounted a late first half drive that ended with a missed Statesmen field goal shortly before the half.

Late in the third quarter, Goochland turned the ball over on the Statesman 1-yard line, and Randolph Henry took advantage with a 99-yard scoring drive, avoiding the shutout when J Cook scored on a twoyard touchdown run. The Bulldogs uncharacteristically gave up a second fumble, again on the opponent’s 1-yard line. The Statesmen fought not only the Goochland defense, but also a running clock and came up short on their final drive. The Bulldogs return home this Friday for a match up with Buckingham (7-1, 4-1), which could decide the JRD championship. Fowler knows the assignment won’t be as easy as

the last two. “They have two stud running backs and a very good offensive line. Applications now being accepted for heating cost assistance Contributed Report

Dominion Virginia Power is providing $2 million this winter to help Virginians in financial need pay part of their heating costs, bringing the company’s 2012 contribution to its EnergyShare program to $4.5 million. Applications for heating assistance are now being accepted. EnergyShare helps those experiencing a personal or family crisis heat their homes after all other forms of assistance have been exhausted. Countywide Ordinance to amend Article 23 (“Sign Regulations”), Sections 2 (“General Provisions”) and 9 (“Signs Permitted in Commercial (B-1, B-2 and B-3) and Industrial Districts (M-1, M-2 and P-O-P)”) of the Goochland County Zoning Ordinance (Appendix A to the Goochland County Code of Ordinances) to reduce the setback for signs from 15 feet to 5 feet from the right-of-way in Commercial and Industrial Zoning Districts and to clarify that no sign, regardless of type or zoning district shall obstruct the view of traffic.
